OMAHA, Neb. (AP) — The number of coronavirus patients in Nebraska’s hospitals appears to have stabilized for now even though the numbers are still elevated. 

State officials say 779 people were hospitalized with the virus as of Thursday evening, a number that has remained relatively unchanged over the last several days. 

The state reached a single-day high of 987 hospitalizations last month, raising the prospect of tougher social-distancing restrictions. 

Nebraska confirmed 1,850 new coronavirus cases on Thursday, a number that has been trending downward since the latest peak in the middle of November.

 The state reported 145,774 known cases and 1,329 deaths since the pandemic began.

Thirteen additional COVID-related deaths in the Panhandle are being reported. This brings the total deaths in the Panhandle to 95. The deaths are being announced as follows:

Unified Command confirms 263 more cases of COVID in the Panhandle since last reporting on Monday, December 10. PPHD: 13 more virus related deaths in the Panhandle

WASHINGTON (AP) — A U.S. government advisory panel endorsed widespread use of Pfizer’s coronavirus vaccine Thursday, putting the country just one step away from launching an epic vaccination campaign against the outbreak that has killed close to 300,000 Americans.

Shots could begin within days, depending on how quickly the Food and Drug Administration signs off, as expected, on the expert committee’s recommendation.

In a 17-4 vote with one abstention, the government advisers concluded that the vaccine from Pfizer and its German partner BioNTech appears safe and effective for emergency use in adults and teenagers 16 and older.

That endorsement came despite questions about allergic reactions in two people who received the vaccine earlier this week when Britain became the first country to begin dispensing the Pfizer-BioNTech shot.

Despite all the remaining unknowns, in an emergency, “the question is whether you know enough,” said panel member Dr. Paul Offit of Children’s Hospital of Philadelphia, who concluded that the shot’s potential potential benefits outweigh its risks.

The independent review by non-government experts in vaccine development, infectious diseases and medical statistics was considered critical to boosting Americans’ confidence in the safety of the shot, which was developed at breakneck speed less than a year after the virus was identified.

The decision came as COVID-19 cases surge to ever-higher levels across the U.S., with deaths hitting an all-time, one-day high of more than 3,100 on Wednesday.

Pfizer has said it will have about 25 million doses of the two-shot vaccine for the U.S. by the end of December. But initial supplies will be limited and reserved primarily for health care workers and nursing home residents, with other vulnerable groups next in line until the shots become widely available on demand, something that will probably not happen until the spring.

Experts estimate at least 70% of the U.S. population will have to be vaccinated to achieve herd immunity, the point at which the virus can be held in check. That means it could be several months before things start get back to normal and Americans can put away their masks.

The FDA next week will review a second vaccine, from Moderna and the National Institutes of Health, that appears about as protective as Pfizer-BioNTech’s shot. A third candidate, from Johnson &amp; Johnson, which would require just one dose, is working its way through the pipeline. Behind that is a candidate from AstraZeneca and Oxford University

All eyes now turn to the FDA staff scientists who will make the final decision on whether to greenlight use of the Pfizer-BioNTech vaccine. Regulators not only in Britain but in Canada have already approved it for use in their countries, and President Donald Trump and White House officials have complained for weeks about the pace of FDA’s careful review.

FDA’s vaccine director Dr. Peter Marks said ahead of the expert meeting that a decision would come within “days to a week.”

“Americans want us to do a scientific review, but I think they also want us to make sure we’re not wasting time on paperwork as opposed to going forward with the decision,” FDA Commissioner Stephen Hahn said before the meeting.

A positive vote for the vaccine was virtually assured after FDA scientists issued a glowing review of the vaccine earlier in the week. Agency staffers said data from Pfizer’s ongoing study of 44,000 people showed strong protection across different age groups, races and health conditions with no major, unexpected safety problems.

The Pfizer-BioNTech shot remains experimental because that final-stage study isn’t complete. As a result, the expert panel wrestled with a list of questions that have yet to be answered.

For example, while the vaccine is more than 90% effective in blocking the symptoms of COVID-19, the FDA’s advisers stressed it is not yet clear if it can stop the silent, symptomless spread that accounts for up to half of cases.

“Even though the individual efficacy of this vaccine is very, very, very high, you really as of right now do not have any evidence” that it will lower transmission, said Dr. Patrick Moore of the University of Pittsburgh. He urged Pfizer to take additional steps to answer that question.

And the advisers are worried that Pfizer will lose its opportunity to answer critical questions as it begins offering the real vaccine to study participants who had been getting dummy shots.

The company proposed gradually moving those patients to the vaccine group, with priority based on age, health conditions and other factors. Under that plan, 70-year-old participants would cross over before healthy 30-year-olds.

Pfizer must still show whether the vaccine works in children younger than 16 and in pregnant women.

On the safety front, as widespread vaccinations begin, the first recipients will be closely tracked by government health authorities since studies in tens of thousands of people can’t detect rare risks that strike 1 in a million. Hanging over the meeting were the British allergic reactions and a warning from authorities there that people with a history of serious reactions shouldn’t get the vaccine for now.

Pfizer representatives said they have seen no signs of allergic reactions in their trial. But some of the FDA advisers fear the British warning will deter millions of Americans with allergies who might benefit from the COVID-19 vaccine from giving it a try, and urged additional studies to try to settle the issue.

“This issue is not going to die until we have better data,” Offit said.

FDA panel votes to approve Pfizer COVID-19 vaccine

When life throws a pandemic, learn to play the ukulele and ice skate.&nbsp;At least, that has been the message to Gordon-Rushville Public School (GRPS) students during the COVID pandemic. School administration allowed staff to offer a middle school ukulele and guitar class as a safer alternative to traditional band with wind and brass instruments.

“It’s so fun watching and listening to the kids learn to play. My favorite is peeking in while they are playing and singing along to a mask-muffled version of ‘Fishing in the Dark’,” shared Lori Liggett, GRPS Superintendent.

They are finalizing the ice-skating rink on the practice field just west of the high school and anticipate kiddos will be able to use it for physical education classes when they start back from the holiday break as they need three consecutive nights of below zero weather to harden the surface. The outdoors will offer a safer alternative to indoor physical education classes, a new skill to learn, and fresh air during the school day.

GRPS has taken a strong stance on their COVID prevention strategies since the start of school this fall, and it has proven effective. Liggett shared how devastating it was to have to close the school in the spring and they wanted to take every necessary precaution to keep kids in school and learning for the many mental, social, and physical benefits school provides.

The school has partnered with Panhandle Public Health District and the Nebraska Department of Education’s Healthy Schools program to increase their environment for student and staff wellness. Grow Towers create fresh, healthy salad ingredients, free breakfast and lunch programs provide all students the necessary nutrition for healthy, growing bodies and minds, brain-boosting activity “breaks” stimulate and engage their minds throughout the day, and staff have access to a trained counselor for virtual group sessions to keep their mental wellness in-check.

Additionally, they have worked intently with PPHD, the hospital, the city, and other community members to increase active living in the community. Safer, connected streets and sidewalks are key to students walking or biking to-and-from school and around the community.

So, for now, as the world continues forward with the chaos of trying to traverse one of the most uncertain times we have ever collectively experienced, GRPS students will be making the most of it with ice skating and ukuleles and quite possibly the most important life lesson.

Gordon-Rushville Public Schools offer ukulele, guitar class as safe alternative to band

SIOUX FALLS, S.D. (AP) — A South Dakota state lawmaker has tested positive for the coronavirus days after visiting Gov. Kristi Noem’s mansion and attending the governor’s budget speech at the Legislature. 

Sen. Helene Duhamel, a Republican from Rapid City, became ill and tested positive on Wednesday, the day after she was in Pierre meeting with lawmakers. 

Duhamel also attended a dinner on Monday night at the governor’s residence and posed in a photo with Noem and other women lawmakers at the Capitol.

 None wore masks in the photo, which Noem posted on social media.

South Dakota lawmaker contracts COVID-19 after Pierre trip

LINCOLN –&nbsp;Governor Pete Ricketts hosted a press conference at the State Capitol to discuss the State’s response to the coronavirus pandemic.&nbsp;

The Governor reported that coronavirus hospitalizations are now below 20% of staffed hospital beds in Nebraska.&nbsp; The State continues to be in the “orange” phase of its coronavirus response plan.&nbsp; If coronavirus hospitalizations are below the 20% threshold for seven days (rolling average), Nebraska will move to the “yellow” phase and loosen restrictions in the State’s Directed Health Measures. &nbsp;&nbsp;

The Governor also announced that the State has updated its coronavirus vaccination plan to clarify the groups prioritized for immunization.&nbsp; Nebraska Department of Health and Human Services (DHHS) Incident Commander Angie Ling joined the Governor to overview the latest version of the plan.&nbsp; She also called on Nebraskans to get their annual flu shot as a way to help hospitals preserve capacity to care for coronavirus patients.

o&nbsp;&nbsp;1A: Healthcare personnel and long-term care facility residents and staff.

o&nbsp;&nbsp;1C: Those 65 years and older, vulnerable populations, and persons in congregate living settings.

Thursday’s meeting of the Food and Drug Administration’s vaccine advisory panel is likely the last step before a U.S. decision to begin shipping millions of doses of the shot, which has shown strong protection against the coronavirus.

The FDA panel functions like a science court that will pick apart the data and debate — in public and live-streamed — whether the shot is safe and effective enough to be cleared for emergency use. The non-government experts specialize in vaccine development, infectious diseases and medical statistics. The FDA&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-236677e5030e61b70ce432cfd9fd9b8b">is expected to follow</a>&nbsp;the committee’s advice, although it is not required to do so.

The FDA’s decision comes as the coronavirus continues surging across much of the world, claiming more than 1.5 million lives, including more than 289,000 in the U.S.

Hanging over the meeting is a warning from U.K. officials that people with a history of serious&nbsp;<a href="https://apnews.com/article/allergy-reaction-vaccines-rare-explained-4ee5fb2f2553863d9d2659b1f06a0e21">allergic reactions</a>&nbsp;shouldn’t get the vaccine. Government officials there are investigating two reports of reactions that occurred when the country began mass vaccinations.

Still, a positive recommendation and speedy U.S. approval seem nearly certain after FDA scientists issued an overwhelmingly positive initial review of the vaccine earlier this week.

FDA said results from Pfizer’s large, ongoing study showed the shot, which was co-developed with Germany’s BioNTech, was more than 90% effective across people of different ages, races and underlying health conditions, including diabetes and obesity. No major safety issues were uncovered and common vaccine-related side effects like fever, fatigue and injection site pain were tolerable.

“The data presented in the briefing report were consistent with what we heard before and are really exciting,” said Dr. William Moss, head of Johns Hopkins University’s International Vaccine Access Center. “Nothing that I see would delay an emergency use authorization.”

The meeting also gives regulators an opportunity to try to boost&nbsp;<a href="https://apnews.com/article/ap-norc-poll-us-half-want-vaccine-shots-4d98dbfc0a64d60d52ac84c3065dac55">public confidence</a>&nbsp;in the breakneck development process that has produced the Pfizer-BioNTech vaccine and a string of other upcoming shots in less than a year. The FDA has also faced weeks of verbal abuse from President Donald Trump for not rushing out a vaccine before Election Day.

“There have been a lot of questions about why it takes us so long or ‘are we being rigorous enough?’” said FDA Commissioner Stephen Hahn in an interview. “I’m hoping that people will see with our transparency that we have taken a very rigorous stance on this.”

Hahn said the agency has already teed up the process to authorize the vaccine by filling out all the legal paperwork in advance, regardless of the ultimate decision.

The FDA uncovered no major safety issues in its review of Pfizer’s 44,000-person study, including no allergic reactions of the type reported in the U.K. But such studies can’t detect rare problems that might only affect a tiny slice of the general population.

FDA reviewers noted four cases of Bell’s palsy that all occurred among people getting the vaccine. They concluded the cases were likely unrelated to the vaccine because they occurred at rates that would be expected without any medical intervention. But the agency did say cases of the nerve disorder should be tracked, given that other vaccines can cause the problem.

“I think we have to be upfront, without scaring people, that we don’t know yet about any potential, rare, long-term adverse events,” Moss said.

The FDA found the vaccine highly effective across various demographic groups.

But it’s unclear how well the vaccine works in people with HIV and other immune-system disorders.

The study excluded pregnant women, but experts will tease apart the data for any hints in case women get vaccinated before realizing they’re pregnant.

A study of children as young as 12 is underway.

Answering some of these questions will require keeping Pfizer’s study going for many more months.

When the FDA panel met in October, experts warned against allowing trial participants who received placebos to switch and get the real vaccine immediately after it receives the FDA’s emergency OK. Doing that could make it impossible to get answers to long-term questions, including how long the protection lasts.

Pfizer and BioNTech say they want to allow such participants to get the vaccine either upon request or, at the latest, after six months of follow-up.

The FDA still hasn’t made clear if it will accept that approach.

“FDA is adamant that they want these trials completed,” said Norman Baylor, former director of FDA’s vaccine office, adding that its expert panel members “know that too.”

To offer in-person instruction in the spring, the University of Nebraska–Lincoln is planning a multi-layered, mandatory&nbsp;COVID-19 testing program for students, faculty and&nbsp;staff.

<a href="https://www.unl.edu/chancellor/enhanced-covid-safety-measures-for-spring-2021">Announced Dec. 9</a>, the&nbsp;<a href="https://covid19.unl.edu/spring-testing">saliva-based diagnostic testing program</a>&nbsp;will be managed by the university through lab space in the Veterinary Diagnostic Center. It will offer multiple collection sites on City, East and Nebraska Innovation campuses; expected 24-hour return time on results; and a smartphone app that will permit access to campus&nbsp;buildings.

The free testing program follows recommendations made by the Lincoln-Lancaster County Health Department and is supported by the executive team of the Association of Students of the University of&nbsp;Nebraska.

Chancellor Ronnie Green said the mandatory testing and related protocols will help the university build upon success realized while offering in-person instruction in the&nbsp;fall.

“We remain committed to safely providing in-person educational experiences and to continuing our critical research and creative activity, as well as our vital outreach across Nebraska,” Green said. “These additional measures will help make our spring semester even more safe and&nbsp;successful.”

The testing program is required for faculty and staff who plan to come physically to the Lincoln campuses; students attending in-person classes; all students living in Lincoln or Lancaster County, including those who are taking only online courses; and students, faculty and staff in the University of Nebraska Medical Center’s Lincoln-based nursing and dentistry&nbsp;program.

University employees not physically coming to the Lincoln campuses are not required to participate in the mandatory testing program. However, they must get tested within two weeks, ideally two to three days before, accessing any campus&nbsp;facility.

Exemptions will be available to those who have tested positive for&nbsp;COVID-19 in the previous 90 days and to those who have a substantiated medical reason for an&nbsp;exemption.

All members of the campus community will be tested prior to the start of classes on Jan. 25 and every two weeks thereafter. Anyone who is required to take part in the testing program but fails to follow protocols will not have access to campus buildings and may face disciplinary&nbsp;action.

The university is working with Big Ten colleagues at the University of Illinois to finalize a smartphone app that will connect to individual testing results. Students, faculty and staff will use the app (or a printable option) to show a negative test result to wellness attendants stationed at campus building entrances. The wellness attendants will not grant access to any student, faculty and staff who are unable to show a current test result or those who test positive for the&nbsp;virus.

Students will also be required to complete the Spring 2021 Cornhusker Commitment, which is an affirmative agreement to adhere to the university’s testing program and health/safety measures. The updated&nbsp;<a href="https://covid19.unl.edu/we-are-cornhusker-committed">Cornhusker Commitment is available for review online</a>&nbsp;and will be available in MyRED for completion in&nbsp;January.

University leaders are also seeking members of the campus community who could temporarily redeploy and help staff testing sites, diagnostic center and conduct contact&nbsp;tracing.

“Standing up this capability is a major undertaking, and we need immediate staffing help,” Green said. “These are temporary assignments ranging from one to more than four months depending on the role and availability of the&nbsp;individual.”

Employees must get supervisory permission before pursuing a redeployment to assist with the testing program. Some positions are open to student workers. Learn more about the work and positions&nbsp;available.

The recent Thanksgiving holiday gave us many reasons to be thankful. We successfully finished a fall semester with students on campus and in-person education, and our UNL community largely responded admirably to the restrictions and extra measures needed to keep our campus safe.

Yet, we can always improve. As the COVID-19 pandemic has intensified in Nebraska and globally, and as the colder weather forces us more indoors, we have thought about how to make our campus even safer next Spring when our students return. We will be instituting several new measures in January as we adapt to these growing challenges, including required, less invasive and faster testing for those in our campus community and an enhanced Cornhusker Commitment. Throughout the pandemic, we have had a close working partnership with the Lincoln-Lancaster County Health Department. These additional steps are based on their recommendations, with the support of our Association of Students of the University of Nebraska (ASUN) executive team.

With the incredible support of UNL’s Veterinary Diagnostic Center, we will be able to provide saliva-based diagnostic testing on campus in the spring, with an expected 24-hour turn-around for positive or negative results.

Standing up this capability is a major undertaking, and we need immediate help staffing it. We are looking for members of our campus community who would be able to temporarily redeploy to help staff the testing sites, diagnostic center and conduct contract tracing. These temporary re-assignments range from one-month to more than four months, depending on the role and availability of the individual. Mandatory Testing / New Campus COVID App

With this new capability for simpler, rapid diagnostic testing – we will be instituting free, mandatory testing in the Spring semester for our campus community.

All UNL students residing in Lancaster County during the Spring semester will be required to be tested every two weeks. Any students residing outside Lancaster County who physically come to campus in the Spring semester will also be required to be tested every two weeks. All students will be required to be tested prior to moving into any campus housing or prior to classes commencing on January 25, 2021. Students will be receiving full information on these testing requirements and how to sign up for their initial tests in early January.

Faculty and staff who are regularly on campus will also be required to be tested every two weeks. Faculty and staff who are primarily working remotely and come to campus infrequently will be required to be tested within the two weeks prior to visiting campus, preferably 2-3 days in advance. We are working to determine the capability to provide enhanced testing to any UNL faculty and staff outside of Lancaster County; for now, those employees should follow the recommended testing guidance of the local health departments. If coming to Lincoln, those employees should be tested in advance.

We are also working with our Big Ten colleagues at the University of Illinois-UC for a unique campus app that will incorporate the results of the saliva tests to provide members of the campus community with a color-coded status based on negative or positive test results. A “go” status will be required to enter any UNL buildings on City, East or Nebraska Innovation Campuses. Alternatives for demonstrating a negative test and gaining access to campus buildings will be made available for any students, faculty or staff who do not own a smartphone. Information about the new app and how to download will be provided in early January.

Students, faculty and staff are exempt from testing if they can show documentation of a positive COVID-19 test in the prior 90 days, or a documentation from a health care provider that substantiates a medical reason for an exemption. Those wishing to seek an exemption will be able to do so through a portal that will soon be available on our&nbsp;<a href="https://go.unl.edu/springupdate02_12-9-2020" target="_blank">COVID-19 website</a>.

In addition to the mandatory saliva-based testing, we will continue to have symptomatic and on-demand testing available for anyone showing symptoms of COVID-19, who have been identified as a close contact of someone with COVID-19 or who feel the need to be tested prior to their next scheduled saliva test. In the Spring, even if you recently had a negative saliva test, we ask anyone demonstrating symptoms to be tested at the TestNebraska site.

Enhanced Spring 2021 Cornhusker Commitment

As we expand our testing, we are also enhancing the Spring 2021 Cornhusker Commitment. For the Spring semester, all students will be required to sign an affirmative agreement in MyRed agreeing to adhere to these expanded health and safety measures. Each student will need to commit to being tested as needed and to practicing the necessary safety measures of wearing masks indoors or when social distancing is not possible outdoors, avoiding large crowds and social gatherings, hand washing, and other proper hygiene. Students will acknowledge that a failure to adhere to these safety precautions could jeopardize their ability to be on campus.

UNL to require mandatory bi-weekly COVID testing for students

PIERRE, S.D. (AP) — South Dakota Gov. Kristi Noem has used her budget address to state lawmakers to defend her coronavirus response.

 She cast the state’s financial outlook on a national scale and laid out proposals to spend millions in excess funds from federal coronavirus aid bolstering the state’s budget.

 While South Dakota is currently suffering through one of the worst virus outbreaks in the nation, the state’s economy and budget forecast are significantly rosier. 

A combination of using federal aid to offset state expenses tied to the pandemic and a $19 million budget surplus allows Noem to propose over $230 million in state-funded projects.

Nebraska virus hospitalizations down slightly but still high

Nebraskans are known for common sense, tenacity, and grit.&nbsp; When faced with a major challenge, we don’t panic or abandon core principles and long-standing traditions. &nbsp;Instead, we pull together to do what’s best for our communities.&nbsp; Whether it’s a pandemic or historic flooding, Nebraskans have shown the world that we can overcome incredible challenges.

In mid-November, Nebraska’s coronavirus hospitalizations had reached a critical point.&nbsp; With nearly 1,000 coronavirus patients, hospitals across the state were seeing more and more coronavirus patients almost every day.&nbsp; The ever-increasing number of incoming patients was making it tougher for healthcare workers to provide the care they needed.

With mounting hospitalizations, and the possibility of increased spread over Thanksgiving weekend, we called on everyone to step up their efforts to guard against the virus.&nbsp; Thank you to all Nebraskans for working to slow the spread of the virus. &nbsp;It has helped to protect our hospitals and healthcare workers.

Since reaching a high of 987 on November 20th, Nebraska’s coronavirus hospitalizations have decreased by over twenty percent.&nbsp; As of December 7th, Nebraska’s hospitals are caring for 768 coronavirus patients.&nbsp; We remain in the “orange” phase of the State’s pandemic response. &nbsp;At Thanksgiving, we were on the cusp of moving into the “red” phase and adding new restrictions.&nbsp; Thanks to Nebraskans stepping up to slow the spread of the virus, we may now be on a road to relaxed restrictions.&nbsp; Of course, this depends on all of us continuing to take common sense precautions.

To determine the restrictions needed to fight the virus at any given time, we have been using the percentage of staffed hospital beds taken up by coronavirus patients as our primary metric. &nbsp;This helps protect hospital capacity, so we can provide the care people need.&nbsp; If Nebraska ever reaches 25% of hospital beds with coronavirus patients, we’ll immediately go into our “red” phase.&nbsp; Currently, less than 20% of our staffed hospital beds have coronavirus patients in them.&nbsp; If the percentage of coronavirus-related hospitalizations is below the 20% threshold for seven days (rolling average), we’ll enter the “yellow” phase of our pandemic plan and loosen restrictions.&nbsp; &nbsp;&nbsp;

Regardless of which phase we are in, it’s critical that all of us continue to keep practicing good hygiene. &nbsp;As the weather gets colder, people will spend more time indoors.&nbsp; This elevates the risk of transmission.&nbsp; During the winter months, it will be more important than ever for Nebraskans to avoid the “Three Cs.”&nbsp; This means avoiding crowded places, close contacts, and confined spaces.&nbsp; Wash hands often for at least twenty seconds to kill off the virus.&nbsp; Wear a mask when you go to the store.&nbsp; Do your Christmas shopping alone instead of taking the kids with you. &nbsp;Limit the size of holiday gatherings, and be mindful of at-risk loved ones when you make plans to celebrate Hanukkah, Christmas, and the New Year.&nbsp; All of these common sense steps will help protect hospital capacity.

This month, we expect to receive about 100,000 doses of coronavirus vaccines in Nebraska.&nbsp; Pending federal approval, vaccinations could begin as early as the week of December 13-19.&nbsp; Coronavirus vaccination requires two shots, taken a few weeks apart.&nbsp; Since vaccine supplies are limited, we’re prioritizing healthcare personnel for vaccination. &nbsp;It’s vitally important that those on the frontlines in the fight against the pandemic stay as healthy as possible and that we reduce their chances of spreading this virus.&nbsp; We’re also prioritizing residents of nursing homes and assisted-living facilities to be vaccinated. &nbsp;Older Nebraskans in congregate living settings are at increased risk from the coronavirus, and it’s important to immunize them as quickly as we can.&nbsp; The latest version of the State’s vaccination plan is available at&nbsp;<a href="http://dhhs.ne.gov/Documents/COVID-19-Vaccination-Plan.pdf" target="_blank">dhhs.ne.gov/Documents/COVID-19-Vaccination-Plan.pdf</a>.

Following CDC guidance, we changed our quarantine rules as of December 3, 2020.&nbsp; Nebraskans who have been in close contact with the virus can now discontinue quarantine after 10 days.&nbsp; If someone in quarantine tests negative for coronavirus, they can stop quarantining even sooner—after 7 days.&nbsp; For this to happen, the test must occur at least 5 days after exposure.&nbsp; Anyone who quarantines, whether for 7 days or 10 days, must wear a mask and monitor themselves for symptoms until 14 days after close contact exposure.&nbsp;

Whether it’s a pandemic or historic flooding, Nebraskans have shown the world that we can overcome incredible challenges.In mid-November, Nebraska’s coronavirus hospitalizations had reached a critical point.&nbsp; With nearly 1,000 coronavirus patients, hospitals across the state were seeing more and more coronavirus patients almost every day.&nbsp; The ever-increasing number of incoming patients was making it tougher for healthcare workers to provide the care they needed.With mounting hospitalizations, and the possibility of increased spread over Thanksgiving weekend, we called on everyone to step up their efforts to guard against the virus.&nbsp; Thank you to all Nebraskans for working to slow the spread of the virus. &nbsp;It has helped to protect our hospitals and healthcare workers.Since reaching a high of 987 on November 20th, Nebraska’s coronavirus hospitalizations have decreased by over twenty percent.&nbsp; As of December 7th, Nebraska’s hospitals are caring for 768 coronavirus patients.&nbsp; We remain in the “orange” phase of the State’s pandemic response. &nbsp;At Thanksgiving, we were on the cusp of moving into the “red” phase and adding new restrictions.&nbsp; Thanks to Nebraskans stepping up to slow the spread of the virus, we may now be on a road to relaxed restrictions.&nbsp; Of course, this depends on all of us continuing to take common sense precautions.To determine the restrictions needed to fight the virus at any given time, we have been using the percentage of staffed hospital beds taken up by coronavirus patients as our primary metric. &nbsp;This helps protect hospital capacity, so we can provide the care people need.&nbsp; If Nebraska ever reaches 25% of hospital beds with coronavirus patients, we’ll immediately go into our “red” phase.&nbsp; Currently, less than 20% of our staffed hospital beds have coronavirus patients in them.&nbsp; If the percentage of coronavirus-related hospitalizations is below the 20% threshold for seven days (rolling average), we’ll enter the “yellow” phase of our pandemic plan and loosen restrictions.&nbsp; &nbsp;&nbsp;Regardless of which phase we are in, it’s critical that all of us continue to keep practicing good hygiene. &nbsp;As the weather gets colder, people will spend more time indoors.&nbsp; This elevates the risk of transmission.&nbsp; During the winter months, it will be more important than ever for Nebraskans to avoid the “Three Cs.”&nbsp; This means avoiding crowded places, close contacts, and confined spaces.&nbsp; Wash hands often for at least twenty seconds to kill off the virus.&nbsp; Wear a mask when you go to the store.&nbsp; Do your Christmas shopping alone instead of taking the kids with you. &nbsp;Limit the size of holiday gatherings, and be mindful of at-risk loved ones when you make plans to celebrate Hanukkah, Christmas, and the New Year.&nbsp; All of these common sense steps will help protect hospital capacity.This month, we expect to receive about 100,000 doses of coronavirus vaccines in Nebraska.&nbsp; Pending federal approval, vaccinations could begin as early as the week of December 13-19.&nbsp; Coronavirus vaccination requires two shots, taken a few weeks apart.&nbsp; Since vaccine supplies are limited, we’re prioritizing healthcare personnel for vaccination. &nbsp;It’s vitally important that those on the frontlines in the fight against the pandemic stay as healthy as possible and that we reduce their chances of spreading this virus.&nbsp; We’re also prioritizing residents of nursing homes and assisted-living facilities to be vaccinated. &nbsp;Older Nebraskans in congregate living settings are at increased risk from the coronavirus, and it’s important to immunize them as quickly as we can.&nbsp; The latest version of the State’s vaccination plan is available at&nbsp;<a href="http://dhhs.ne.gov/Documents/COVID-19-Vaccination-Plan.pdf" target="_blank">dhhs.ne.gov/Documents/COVID-19-Vaccination-Plan.pdf</a>.Following CDC guidance, we changed our quarantine rules as of December 3, 2020.&nbsp; Nebraskans who have been in close contact with the virus can now discontinue quarantine after 10 days.&nbsp; If someone in quarantine tests negative for coronavirus, they can stop quarantining even sooner—after 7 days.&nbsp; They take effect Wednesday and will remain in place until at least Jan. 8.

 Gordon says in a release too many people have died and science tells us limiting gathering sizes and using face coverings help slow the virus.

 Under the new public health orders, most bars and restaurants must close between 10 p.m. and 5 a.m. 

No more than 10 people may gather without keeping at least 6 feet apart, down from the present limit of 25.

RAPID CITY, S.D. (AP) — A mask mandate drew a capacity crowd to Rapid City Hall where public comment and debate on the proposed ordinance for nearly two and a-half hours. 

In the end, the City Council voted to table the mask ordinance Monday night. 

Mayor Steve Allender cast the tie-breaking vote to effectively kill an ordinance that would have allowed businesses to post signs requiring customers to wear face coverings. But, Allender said after he voted that he didn’t think there was anything for opponents to celebrate.

'Frontline Heroes Snack Drive' helping throughout Panhandle 

OMAHA, Neb. (AP) — The latest virus numbers in Nebraska show some improvement but health officials say virus cases still remain high and it’s not yet clear how Thanksgiving gatherings and travel will affect the numbers.

 Dr. James Lawler with the University of Nebraska Medical Center’s Global Center for Health Security said the state is seeing a real decrease in new virus cases and hospitalizations, but there's a good chance those numbers could go back up without a concerted effort to limit the spread of the virus with preventative measures such as mask wearing.
