SPEARFISH, S.D. (Black Hills Pioneer) — Events that usually boost revenue and bring people together in South Dakota communities have been cancelled this year due to the coronavirus pandemic. 

About 50 community events were cancelled and not rescheduled, according to the state Department of Tourism. 

At least 15 events have been cancelled in the western region, 14 in the southeast, nine in the northeast, and six in central South Dakota.

 Black Hills Pioneer reported Saturday that other events, including fairs and festivals, have been postponed for later in the year.

Two Nebraska children diagnosed with condition linked to virus

LINCOLN, Neb. (Lincoln Journal Star) — Two members of the Nebraska National Guard who assisted police during protests have tested positive for coronavirus. 

The Guard says they plan to test all its personnel still on duty in Omaha and Lincoln. 

The Lincoln Journal Star reports nearly 600 members of the National Guard were assigned to assist law enforcement agencies beginning May 31 following several nights of protests in Nebraska after the police killing of George Floyd in Minnesota. 

The two guard members who began to show symptoms of COVID-19 on Saturday were tested through Test Nebraska. 

A spokesman for the National Guard says they are isolating.

7 more virus cases announced, 1st positive case confirmed in Banner Co., Panhandle total 185

CHADRON – Chadron State College has successfully distributed the funds provided by the&nbsp;Coronavirus Aid, Relief, and Economic Security (CARES) Act to 458 students. Beginning in May, Chadron State began distributing the funds, and by June 1, the institution had granted $540,638 for students’ financial relief. The CARES Act funds for student relief were intended to cover increased home technology costs, food insecurity, travel expenses, health care,&nbsp;and childcare for students.

According to Sherry Douglas, associate&nbsp;vice&nbsp;president of&nbsp;student&nbsp;services, CSC determined two groups of eligible students. First, students who completed the FAFSA and passed all eligibility requirements, and second, students who have not completed the FAFSA but could potentially be eligible if the form was completed. The second group of students was required to upload support documentation to validate eligibility.

In the spring, CSC emailed all eligible students with a link to a survey. The grant amount was determined based on the individual’s responses, estimated costs for each category based on the estimated cost of attendance components, and available funds, Douglas said. Grants were awarded on a first come, first serve basis. The average grant provided to CSC students was $1,180.

 The city mailed 3,290 surveys to resident addresses and more than 60 percent of those responding want the rally suspended. 

The city will hear a presentation from the rally officials on Monday, The city has said it would make an official decision in mid-June on whether to go forward with hosting the event scheduled for Aug. 7-16.

Free virus testing available in the Panhandle; 7 more cases announced

OMAHA, Neb. (AP) — More employees in Nebraska's prison system have tested positive for COVID-19, as state health figures show the overall number of cases in the state surpassing 15,000. 

A news release Friday from the Nebraska Department of Correctional Services says two more state prisons employees have tested positive this week for the virus, bringing the total systemwide to 18.

 One of the two new cases is a staff member at the state prison at Tecumseh. 

The second was attending a staff training academy. Nebraska's online coronavirus tracking portal shows an additional 251 new cases of the virus reported Thursday, bringing the state's total to 15,117.&nbsp;

LINCOLN, Neb. (AP) — Fewer people filed new claims for unemployment in Nebraska last week, but the number is still higher than it was before the coronavirus pandemic. 

The U.S. Department of Labor reports 5,135 new claims during the week that ended May 30, which is 677 less than the number filed the previous week. 

The figures are still more than five times higher than they had been in early March, before the pandemic prompted state officials to impose social-distancing restrictions that forced many businesses to close. 

Natoinally, 1.9 million people filed for unemployment last week.

6 more virus deaths, 255 new cases reported in Nebraska

The annual festival that brings many into the City of Gordon has been canceled due to coronavirus. 

This year would of been the 37th annual Willow Tree Festival.

"It is with heavy hearts that we have made the decision to cancel the 37th Annual Willow Tree Festival due to the pandemic and the concern for everyone's health and safety," said The Willow Tree Festival Board. Alliance - Heritage Days 2020, Alliance Strong, will not be the traditional events we’ve done in the past. 

Frazier Shows of America has terminated their contract this year due to COVID-19 and current Directive Health Measures. 

There will also be no food vendors in the 300 block of Box Butte. 

We still want to celebrate Alliance during this time and have come up with some alternate events.

Here is a tentative schedule of events for the week of July 14-18, reminder that all events are subject to approval:

Monday, July 13 through Friday, July 17 or until found– Hunt for the Symbol – Find the symbol and win a gift card from a local business - Laing Lake course for remote control boats, kayaks, paddle boards and paddle boats. Scavenger Hunt. 

Tuesday, July 14 – PREMA is celebrating 75 years and will sponsor the Touchstone Energy hot air balloon at the Alliance High School practice field – this is weather permitting – winds could cancel this event – more details to come on signing up to register for tethered rides or a hot air balloon ride.

Wednesday, July 15 – Lip Sync Battle at Newberry’s tentatively 

Thursday, July 16 – United Way Game Show tentatively 

Friday, July 17 – 7th Street Dancers - Family Night – Movie 

Saturday, July 18 – Cruise the Butte at 10 am. Decorate your vehicle for the theme “Alliance Strong”. Details to come.

Heritage Days in Alliance to continue with restrictions

During these uncertain times, it seems like a good opportunity to review the food resources available to people who are experiencing food insecurity. Food is available both as prepared meals and as items for people to take home and prepare.

Community Table continues to feed people from the Masonic Center, no charge, no reservation, Monday through Friday, 11:30-12:30. Enter the alley from Laramie Street, and meals will be brought to your vehicle. Delivery can be arranged for those with health or transportation issues. Call Whitney at 308-455-9175 to set up an interview if you require delivery service. About 125 are served daily.

The Nutrition Site at the Alliance Senior Center offers meals for $4.00 for seniors, $8.00 for under age 60, Monday through Friday, with financial assistance available. Delivery arrangements can be made, or you may choose the grab n go option. Call 308-762-1293 or 308-762-8774 to reserve a meal the day before or to schedule for the week. About 70 are served daily.&nbsp;

Meals on Wheels continues to be available through Box Butte General Hospital for persons who are shut in or physically unable to prepare food themselves. Therapeutic meals are offered for those on a special diet. Call 308-762-4357 ext. 3360 for this service.&nbsp;

Hemingford Public Schools has elected to not provide a summer meal program. Their head cook retired, and in previous years there has not been enough response to fulfill the federal grant requirements.&nbsp;

Alliance Public Schools will continue serving meals until June 30 to all children 18 and younger, including preschoolers and students from other school systems. People are asked to enter the Middle School driveway from W. 12th St. and exit on Box Butte. Meals may be picked up 11:30-12:30 Monday through Friday. Each day kids receive lunch and breakfast for the next day, and six meals are given on Fridays. Families who need to be on the delivery list should phone the Administration Building at 308-762-5475. About 400 meals are served daily.

The Supplemental Nutrition Assistance Program (SNAP) is coordinated through Health and Human Services,&nbsp;<a href="http://dhhs.ne.gov/pages/accessnebraska.aspx" target="_blank">dhhs.ne.gov/pages/accessnebraska.aspx</a>. Northwest Community Action Partnership (NWCAP) will assist people in completing applications, 308-762-4523. The federal government has increased funding for another month.

The USDA offers an additional program for Women, Infants, and Children (WIC). WIC provides supplemental foods, health care referrals, and nutrition education for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five.&nbsp;Contact Western Community Health Resources (WCHR) at 308-762-3696 for application information.

WCHR also coordinates the Commodity Supplemental Food Program for low income seniors. Qualifying seniors may pick up a set of non-perishable groceries every other month. You must apply in advance for the July commodity deliveries. Call WCHR at 308-762-3696.

The Hemingford Ministerial Council organizes a food pantry for Hemingford area residents. The food pantry is in the northwest corner of the long white building behind the Mobius/ Hemingford Telephone office building and is open from 4:00-6:00 pm every Thursday. The food pantry has been funded by grants from Westco and Land O Lakes, and Hemingford residents donate funds and non-perishable food items. Following set guidelines, the Ministerial Council can also provide people with a one time only&nbsp;assistance with rent, utilities, prescriptions or gas cards for emergency travel.&nbsp;

The Extra Helpings Food Pantry in Alliance is operated by Northwest Community Action Partnership (NWCAP) and is located at 1028 E 3rd St in Alliance in Building C, Rooms 100 and 200. The pantry is open Monday and Wednesday 9:30-noon, 1:00-3:00; and Friday 9:30-noon. Twice a month a household can pick up boxes of food. Items vary but generally include dry goods, canned vegetables, macaroni, and a protein item, frozen or canned meat. When distancing is no longer required, clients will be able to choose groceries from the shelves. To sign up, phone 308-762-4523. Proof of income is required. On Wednesdays the pantry makes deliveries to people with special needs. The Extra Helpings Food Pantry currently serves 153 families, 354 individuals, including all Head Start families.

Two groups in Alliance receive food being removed from grocery store shelves to redistribute to those in need. BNSF continues to cut back on employees due to the coronavirus pandemic and the coal industry.

 The Alliance Mechanical facility recently saw more furloughs and cuts after they already lost hundreds of jobs.&nbsp;

"After further evaluation of the on-going structural decline in coal volumes, BNSF also finds it necessary&nbsp;to increase the previously announced reductions in Alliance by 50 employees," said Courtney Wallace, BNSF&nbsp;Director/External Communications.&nbsp;

"We value our scheduled workforce and it is difficult to make decisions like these that impact our employees and their families. The impacted employees have been notified, and we’re&nbsp;working to connect them with available resources," Wallace added.&nbsp;

Meat workers slowly returning to Nebraska plant hit by virus

United Way of Western Nebraska has awarded over $9,500 during the second round of funding from United Way’s COVID-19 Community Compassion Fund to four non-profit organizations that applied for funding. 

More than $20,000 has been distributed to non-profits in the community to directly assist with COVID-19 related needs from the fund. 

Alliance Senior Center was granted funds for their Feed a Hungry Senior program. Scottsbluff/Gering Soup Kitchen received funding for their meal program. Northwest Community Action Partnership (NCAP) was given grant funds for their food pantries in Alliance and Chadron and Community Action Partnership of Western Nebraska (CAPWN) received a grant for rent and utility assistance for their clients in Scotts Bluff and Cheyenne Counties. NCAP and CAPWN both received monies from the first round of funding.

United Way of Western Nebraska established the COVID-19 Community Compassion Fund to provide nonprofit organizations in our service area with flexible resources to address the impact of the COVID-19 public health crisis on our community or other publicly declared crisis, including immediate basic needs, gaps in service, and operational challenges. Preference is given to the provision of direct services.

An Ad Hoc Advisory Committee has been formed with community leaders from Alliance, Chadron and the Scottsbluff area to work with United Way to advise on the direction and implementation of support to address the needs in the community. The committee will administer grants from the fund in phases to help address immediate needs and short-term and longer-term impacts of the outbreak and recovery. United Way of Western Nebraska has awarded over $9,500 during the second round of funding from United Way’s COVID-19 Community Compassion Fund to four non-profit organizations that applied for funding. More than $20,000 has been distributed to non-profits in the community to directly assist with COVID-19 related needs from the fund. Alliance Senior Center was granted funds for their Feed a Hungry Senior program. Scottsbluff/Gering Soup Kitchen received funding for their meal program. Northwest Community Action Partnership (NCAP) was given grant funds for their food pantries in Alliance and Chadron and Community Action Partnership of Western Nebraska (CAPWN) received a grant for rent and utility assistance for their clients in Scotts Bluff and Cheyenne Counties. NCAP and CAPWN both received monies from the first round of funding.United Way of Western Nebraska established the COVID-19 Community Compassion Fund to provide nonprofit organizations in our service area with flexible resources to address the impact of the COVID-19 public health crisis on our community or other publicly declared crisis, including immediate basic needs, gaps in service, and operational challenges. Preference is given to the provision of direct services.An Ad Hoc Advisory Committee has been formed with community leaders from Alliance, Chadron and the Scottsbluff area to work with United Way to advise on the direction and implementation of support to address the needs in the community. United Way of Western Nebraska announces 2nd round of Community Compassion Fund Grants

The following is the drive-thru testing details for this coming week:

· Scottsbluff: Friday from 8 to 11 a.m. and 3 to 6 p.m. at Panhandle Public Health District, 18 W. 16th Street.

These types of drive-thru testing clinics are staffed by trained professionals. There is no charge to be tested through this process. This is not an antibody test. Testing is available for any Nebraska resident; minors need to be accompanied by a parent or guardian.

COVID-19 symptoms include cough, fever, shortness of breath, headache, sore throat, chills, muscle pain, loss of taste or smell, nausea, diarrhea, or vomiting.

Nebraska has been working to increase access by having several teams conduct drive-thru testing in different counties each day. Recent testing from May 21-22 resulted in 411 tests conducted and six positives in the Panhandle were confirmed.
