OMAHA, Neb. (AP) — The number of COVID-19 cases in Nebraska has increased in each of the past ten weeks, and the total nearly doubled over the past two weeks as the highly contagious delta variant of the virus continues to spread. 

Nebraska reported 5,006 new cases for the week ending Friday, according to an Omaha World-Herald analysis of data from the federal Centers for Disease Control and Prevention. 

That’s up from 3,755 the previous week and nearly double the 2,668 cases recorded the week before. 

The seven-day rolling average of daily new cases in Nebraska has risen over the past two weeks from 190 new cases per day on Aug. 15 to 715.14 new cases per day on Sunday.

From January 1, 2021 to August 21, 2021, Nebraska data for not fully vaccinated individuals made up 94.5% of cases, 95.2% of hospitalizations, and 96% of deaths. This is confirming poor outcomes for COVID remain overwhelmingly among unvaccinated individuals.

Case rates continue diverging for vaccinated and not fully vaccinated individuals. A chart showing not fully vaccinated vs. vaccine breakthrough case rates for ages overall in Nebraska shows cases remain higher and are increasing at a faster rate among not fully vaccinated individuals.

The same is true for hospitalizations, a chart showing a comparison among not fully vaccinated vs. vaccine breakthrough hospitalization rates shows hospitalizations remain lower among vaccinated individuals when compared with not fully vaccinated individuals for ages overall in Nebraska.

A final chart shared on the briefing was on vaccine effectiveness for mild infection and hospitalizations. Data was compared from the pre-Delta variant, considered January 1- June 30, 2021, vs. when greater than 50% of cases match the Delta variant, considered July 1-August 21, 2021. Vaccine effectiveness is reduced since the arrival of Delta, but the vaccine is still working very well at protecting against severe outcomes. This has and remains the goal overall in the COVID response effort.

“We are hearing reports from area vaccine providers about increasing interest in COVID vaccines among Panhandle residents, especially with the Pfizer FDA full approval announcement. This has been encouraging but we can’t stress enough for people to not wait, it’s widely available and is showing to be one of the best protections,” said Kim Engel, Health Director at Panhandle Public Health District.

Vaccinations have protection against all known variants, including Delta. For any youth age 12 and older preparing to return to school, make sure getting your COVID vaccine is on the list. COVID vaccine is available across the Panhandle. There is no charge for the vaccine.

PPHD: 215 more virus cases reported in Panhandle 

The University of Nebraska Medical Center was first to report the presence of intact, culturable SARS-CoV-2 virus in small particles exhaled by COVID-19 patients in a July 2020 preprint report of initial data gathered at Nebraska Medicine. Now, in August 2021, UNMC’s findings on airborne transmission have passed scientific peer review and been accepted for publication by Nature’s&nbsp;<a href="https://www.nature.com/articles/s41370-021-00376-8" target="_blank">Journal of Exposure Science &amp; Environmental Epidemiology</a>.&nbsp;&nbsp;

Over the last year, most people have come to accept the fact the SARS-CoV-2 virus is spread through particles in the air exhaled by people with the disease. However, the concept of airborne or aerosol, transmission of SARS-CoV-2 was not immediately widely accepted. The World Health Organization (WHO) first insisted it spread by “droplets.” We were told not to touch surfaces. Initial reports out of Asia were inconclusive.&nbsp;

But the possibility – probability – of airborne transmission “was probably the most urgent question we had in the beginning,” said Joshua Santarpia, PhD,&nbsp;associate professor of pathology and microbiology, and research director, chemical and biological programs, National Strategic Research Institute (NSRI). Dr. Santarpia&nbsp;is one of three UNMC co-principal investigators on the study, with St. Patrick Reid, PhD, and John-Martin Lowe, PhD.&nbsp;

And when they checked? “We found pervasive evidence of SARS-CoV-2 in aerosols,” Dr. Santarpia said.&nbsp;

Now, they’ve shown replicating virus in air particles smaller than a micron – one-thousandth of a millimeter.&nbsp;

So, what does this mean? “The best way to protect yourself from COVID-19 is using high-quality respiratory protection,” Dr. Santarpia said. The better quality the mask, the more you are protected. Cloth masks will be helpful, but you shouldn’t consider them “a cure.” Properly worn surgical masks are good in most situations. Most leading clinicians and scientists, including at UNMC, recommend masks to help diminish the spread of COVID-19.&nbsp;

“Air movement is helpful,” Dr. Santarpia said. “High-efficiency filtration is extremely helpful.”&nbsp;&nbsp;

And “You have a lot working for you outdoors that you don’t have working for you inside.” Sunlight can kill SARS-CoV-2.&nbsp;

The idea that singing or talking loudly can lead to spread lines up with what UNMC has learned.&nbsp;

Same with the concept of “super spreaders.” Some people naturally produce more particles.&nbsp;

UNMC does not yet have aerosol data on the delta variant. But the research team is working on that now.&nbsp;

UNMC confirms COVID-19’s airborne transmission in scientific journal 

OMAHA, Neb. (AP) — Nebraska's health agency has rejected a request from the state's most populous county for approval to issue a countywide mandate requiring people to wear face masks indoors. 

The order would have applied not only to businesses, but to schools within Douglas County's borders. 

The Nebraska Department of Health and Human Services denied on Tuesday the request from Douglas County Health Director Lindsay Huse.

 In his denial, Nebraska Director of Public Health Gary Anthone said his agency had to balance the benefit to the public with “individual liberty.”

 The state agency is overseen by Gov. Pete Ricketts, who has steadfastly opposed mask mandates, even as COVID-19 cases have soared.

Nebraska state job ad touts lack of vaccine requirement

Jon Hansen, Dean of Student Affairs at Chadron State College, joined the Monday briefing to share strategies the college has implemented towards the success of a high COVID vaccination rate among their student athletes and staff, ultimately protecting themselves, their fellow teammates, and other teams they play.

After a low vaccination rate was seen in the spring, the college started working with the student athletes this summer.&nbsp; They followed NCAA guidance for student athletes and what students that were vaccinated wouldn’t be required to do. To date, over 80% are either fully vaccinated or have received their 1st&nbsp;dose and awaiting their 2nd&nbsp;dose.

As a retired Lieutenant Colonel in United States Army, Hansen bluntly stated, “Do you want to play? If you want to play, get vaccinated. If you don’t really want to play, then you’re showing me that by not getting vaccinated because you’re probably not going to be available. Do you want to win? If we are not all vaccinated and all available, one week we may only have three really good linemen to play, and the next week we may not have a quarterback. And you go down the list.”

Hansen also shared they are seeing all universities and colleges in Colorado requiring vaccinations of their athletes.

“Our competition is going to be ready, we need to be too,” Hansen concluded.

<a>Updated recommendations for a 3rd&nbsp;dose for the general public were also shared. Everyone that has received an mRNA (Moderna or Pfizer) vaccine, eight months after receiving their 2nd&nbsp;dose, can get a 3rd&nbsp;dose as soon as September 20, 2021. More information will be issued by the CDC as the date draws near. The FDA has fully approved the Pfizer COVID vaccine.</a>

 </figure>After a low vaccination rate was seen in the spring, the college started working with the student athletes this summer.&nbsp; They followed NCAA guidance for student athletes and what students that were vaccinated wouldn’t be required to do. To date, over 80% are either fully vaccinated or have received their 1st&nbsp;dose and awaiting their 2nd&nbsp;dose.<ul>
 <li>Make it easy.</li><li>They brought the vaccination to students on campus and also made it easy to get to off-campus vaccine locations by providing transportation or allowing them needed time, for example, if they were at camp, to go get their vaccination. The students didn’t have to do anything except show up.</li><li>Appeal to them about their own health and, most importantly, about the health of their fellow teammates, coaches, and those around them.</li><li>Promote the perks of being vaccinated.</li><li>If an individual is vaccinated, they’re not required to wear a mask around campus. This is even more important because last year the only time athletes were allowed to remove their masks was when they had their helmets on and were on the field. Volleyball players even practiced with masks on the court. This was an incentive if they were vaccinated, we were not going to ask that they mask.</li><li>If vaccinated, there’s no automatic quarantine or weekly testing unless a student is symptomatic. Last year, students were being tested at minimum weekly or even twice a week in some cases.</li><li>Last year, the college had around 200 COVID positive students and 400 students quarantined for close contact. They reminded students if they don’t get vaccinated, based on their previous year’s data, they have a one in three chance of being in quarantine and it could happen repeatedly.</li><li>Availability.</li><li>Are you available when it comes time to practice? Are you available when it becomes time to play? The college talked to students about what happens if they are COVID positive, making it almost certain they will miss at least three games - two from being isolated and one missed from waiting to be cleared by medical staff.</li><li>If they are a close contact, they are probably going to miss two games due to quarantine and if they come out of quarantine and are not vaccinated, they could go back into quarantine two days later and may not ever get to play during the season.</li>
 </ul>As a retired Lieutenant Colonel in United States Army, Hansen bluntly stated, “Do you want to play? If you want to play, get vaccinated. If you don’t really want to play, then you’re showing me that by not getting vaccinated because you’re probably not going to be available. Do you want to win? If we are not all vaccinated and all available, one week we may only have three really good linemen to play, and the next week we may not have a quarterback. And you go down the list.”Hansen also shared they are seeing all universities and colleges in Colorado requiring vaccinations of their athletes.“Our competition is going to be ready, we need to be too,” Hansen concluded.<a>Updated recommendations for a 3rd&nbsp;dose for the general public were also shared. Everyone that has received an mRNA (Moderna or Pfizer) vaccine, eight months after receiving their 2nd&nbsp;dose, can get a 3rd&nbsp;dose as soon as September 20, 2021. More information will be issued by the CDC as the date draws near. The FDA has fully approved the Pfizer COVID vaccine.</a> Vaccinations have protection against all known variants, including Delta. For any youth age 12 and older preparing to return to school, make sure getting your COVID vaccine is on the list. COVID vaccine is available across the Panhandle. There is no charge for the vaccine.<ul>

PPHD: 152 more virus cases reported in the Panhandle 

WASHINGTON (AP) — The U.S. gave full approval to Pfizer’s COVID-19 vaccine on Monday, a milestone that may help lift public confidence in the shots as the nation battles the most contagious coronavirus mutant yet.

The vaccine made by Pfizer and its partner BioNTech now carries the strongest endorsement from the Food and Drug Administration, which has never before had so much evidence to judge a shot’s safety. More than 200 million Pfizer doses already have been administered in the U.S. — and hundreds of millions more worldwide — since emergency use began in December.

“The public can be very confident that this vaccine meets the high standards for safety, effectiveness and manufacturing quality the FDA requires of an approved product,” said acting FDA Commissioner Janet Woodcock. “Today’s milestone puts us one step closer to altering the course of this pandemic in the U.S.”

The U.S. becomes the first country to fully approve the shot, according to Pfizer, and CEO Albert Bourla said in a statement he hoped the decision “will help increase confidence in our vaccine, as vaccination remains the best tool we have to help protect lives.”

The Nebraska Medical Center on Friday announced it's reducing in-patient surgeries at the Omaha hospital. 

A hospital spokesman says the change will take effect Aug. 30.

 The Millard school district will keep the classroom at Montclair Elementary School closed for seven days because three students tested positive for COVID-19 and health officials believe thee virus was spreading in the class. 

The class quarantine could be a model for how the district will respond to future clusters of COVID-19. 

The district started school a week ago without requiring masks, and it is currently reporting 52 active COVID cases among its roughly 23,000 students.

PPHD: Panhandle sees slight uptick in vaccination, 120 more cases announced

WASHINGTON (AP) — U.S. experts are expected to recommend COVID-19 vaccine boosters for all Americans, regardless of age, eight months after they received their second dose of the shot, to ensure lasting protection against the coronavirus as the delta variant spreads across the country.

Federal health officials have been actively looking at whether extra shots for the vaccinated would be needed as early as this fall, reviewing case numbers in the U.S. as well as the situation in other countries such as Israel, where preliminary studies suggest the vaccine’s protection against serious illness dropped among those vaccinated in January.

An announcement on the U.S. booster recommendation was expected as soon as this week, according to two people familiar with the matter who spoke to The Associated Press on the condition of anonymity to discuss internal deliberations.

Doses would only begin to be administered widely once the Food and Drug Administration formally approves the vaccines. That action is expected for the Pfizer shot in the coming weeks.

Last week, U.S. health officials recommended boosters for some with weakened immune systems, citing their higher risk of catching the virus and evidence that the vaccines’ effectiveness waned over time.

The director of the National Institutes of Health, Dr. Francis Collins, said Sunday the U.S. could decide in the next couple weeks whether to offer coronavirus booster shots to Americans this fall.

Among the first to receive them could be health care workers, nursing home residents and other older Americans, who were some of the first Americans to be vaccinated once the shots received emergency use authorization last December.

Since then, more than 198 million Americans have received at least one dose of a COVID-19 vaccine according to the Centers for Disease Control and Prevention, with more than 168 million fully vaccinated. Still, the country is experiencing a fourth surge of virus cases due to the more transmissible delta variant, which is spreading aggressively through unvaccinated communities but is also responsible for an increasing number of so-called “breakthrough infections” of fully vaccinated people.

Israel, which exclusively administered the Pfizer shot, has been offering a coronavirus booster to people over 60 who were already vaccinated more than five months ago in an effort to control its own surge in cases from the delta variant.

For months, officials had said data still indicated that people remain highly protected from COVID-19, including the delta variant, after receiving the two-dose Pfizer or Moderna regimen or the one-shot Johnson &amp; Johnson vaccine. But U.S. health officials made clear Sunday they are preparing for the possibility that the time for boosters may come sooner than later.

“There is a concern that the vaccine may start to wane in its effectiveness,” Collins said. “And delta is a nasty one for us to try to deal with. The combination of those two means we may need boosters, maybe beginning first with health care providers, as well as people in nursing homes, and then gradually moving forward” with others, such as older Americans who were among the first to get vaccinations.

He said because the delta variant only started hitting the U.S. hard in July, the “next couple of weeks” of case data will help the U.S. make a decision.

Officials were continuing to collect information as well about the J&amp;J vaccine, which was only approved in the U.S. in late February, to determine when to recommend boosters, one of the officials said.

The White House has said that even though the U.S. has begun sharing more than 110 million vaccine doses with the world, the nation has enough domestic supply to deliver boosters to Americans should they be recommended by health officials.

Global health officials, including the World Health Organization, have called on wealthier and more-vaccinated countries to hold off on booster shots to ensure the supply of first doses for people in the developing world.

 The companies issued a joint statement Thursday announcing the move as virus cases continue to surge in the state. 

The announcement included CHI Health, Nebraska Medicine, Methodist Health System, Bryan Health, Children’s Hospital and several other large health care employers.

 The move from these large employers may provide a boost to the state’s vaccination campaign. 

State health officials said Wednesday that 50.7% of all Nebraskans have been fully vaccinated, but the pace of vaccinations has slowed since the spring.

Nebraska says 17 fully vaccinated people died since January

Gering resident and Scotts Bluff County Commissioner Charlie Knapper shared on the Tuesday briefing how he made the decision to recently get COVID vaccinated. Self-admitting he’s a skeptic and likes to remain objective by informing himself with as many facts and information as possible.

“I’ve been skeptical from day one of everything. I scoured every piece of information I could get my hands on, listening to briefings, catching the nightly and 24-hour news on my phone, listening to news from across the spectrum, and I couldn’t make up my own mind. I was becoming more torn and internally conflicted so I reached out to a childhood friend,” Knapper said.

Knapper’s friend, now a doctor on the west coast with similar views, helped him arrive at his recent decision.

“We went to school together, played ball together, and lifeguarded together in the summer. I knew I could trust him. He’s the doctor, I’m the IT nerd. We agree on everything from parenting to who should take snaps as Nebraska’s quarterback and I decided I was going to trust him,” shared Knapper.

He said an upcoming trip to Florida in a couple of weeks was also a factor and his thoughts about his own kids.

“There are some concerning stories with long haul COVID symptoms of brain lesions and other scary things and I didn’t want those to weigh on my decision,” Knapper added.

A fellow coworker encouraged him to publicly share his choice to get vaccinated and he personally wanted to possibly help someone else make the decision. Knapper encourages anyone who is skeptical and wants to remain objective to reach out to someone they trust, someone they have a personal relationship with, and ask them how they arrived at their decision.

 In South Dakota, hospitalizations from COVID-19 statewide increased to 39, while seven more people died after contracting the disease.

 A total of 2050 people have died over the course of the pandemic.

Effective July 30 county-specific data can only be reported for populations of 20,000 or greater. PPHD will no longer maintain a risk dial. Nebraska Department of Health and Human Services (DHHS) is looking at other ways to inform risk.&nbsp;

“We understand that this is frustrating and disappointing and we are working at alternative ways to inform the public. We also understand that many sectors of our communities rely heavily on the risk dial to determine which preventive steps should be taken. Our hope is that plans can still be developed with the new solution,” said Kim Engel Panhandle Public Health District Director.

Hospitalizations are up from four last week to seven this week. The Centers for Disease Control and Prevention (CDC) COVID Data Tracker is showing some Panhandle counties are at a high level of community transmission. “We’ve all learned so much in the last year and a half, we can’t just put our arms up and shut our doors and keep this virus out. What we’ve been seeing around us is likely to happen here too. The trajectory we are on may feel a lot like last year, but the fact is, it is different. We have the answer this year that we didn’t last year,” Engel shared.

She added, “We have three vaccine options that are working and this is the best prevention step that can be taken. Prevention for you and prevention for those that are too young to be vaccinated. Most of the people who are hospitalized or who are dying have not been vaccinated. Please, I can’t stress enough to you, get vaccinated.”

Engel shared other datasets that compared the Panhandle to other health districts throughout the state. Statewide, the Panhandle has the highest case rate per 100,000 for the last 14 days and one of the lowest vaccination rates. This is similar to what other states are seeing in the nation, the lower the fully vaccinated rate is, the higher the case rate is going to be.

Another dataset shared was the COVID vaccination breakdown by age group. Both datasets will be shared with the public as they are made available.

Prevention for you and prevention for those that are too young to be vaccinated. Most of the people who are hospitalized or who are dying have not been vaccinated. Please, I can’t stress enough to you, get vaccinated.”Engel shared other datasets that compared the Panhandle to other health districts throughout the state. Statewide, the Panhandle has the highest case rate per 100,000 for the last 14 days and one of the lowest vaccination rates. This is similar to what other states are seeing in the nation, the lower the fully vaccinated rate is, the higher the case rate is going to be.Another dataset shared was the COVID vaccination breakdown by age group.
