Topeka,&nbsp;Kan.&nbsp;–The Shawnee County Health Department (SCHD) has identified some COVID-19 cases linked to the Topeka Service Area on the I-70 Turnpike located at mile marker 188 (just East of Topeka, according to a media relase.

The exposure is specifically designated to the food court and restrooms of the facility. This facility houses a food court which includes the following restaurants: Dunkin Donuts, Hardees, Taco Bell, and Pizza Hut. The facility is accessible going east and westbound on the I-70 Turnpike.

People who have traveled to food court or used the restrooms of this facility after April 23rd&nbsp;are recommended to contact their primary care provider IF they develop any of the following symptoms within 14 days from the date of their visit fever of 100.4 F or higher,&nbsp;chills, rigors, myalgia (muscle pain or aches, malaise,&nbsp;&nbsp;headache, sore throat, lower respiratory illness (cough, shortness of breath or difficulty breathing) new olfactory and taste disorders, diarrhea

The facility will remain closed while it is sanitized.

Dr. Gianfranco Pezzino, Shawnee County Health Officer stated, ”While the risk of anyone being infected with coronavirus during a visit at the Turnpike food court is probably very low, it is not zero. We think that the public should know that information and should share it with their healthcare provider if they become sick.”

This investigation is being conducted by the Shawnee County Health Department in collaboration with the Kansas Department of Health and Environment, the Kansas Department of Transportation and the Kansas Turnpike Authority.

As a reminder, human coronaviruses like the one that causes COVID-19 are most commonly spread through coughing and sneezing, personal contact like shaking hands, and touching a surface with the virus and then touching your eyes, nose or mouth. Coronavirus cases identified at I-70 service area food court

WASHINGTON (AP) — Despite a massive effort, the nation faces “truly daunting” challenges to deploy millions of coronavirus tests to safely re-open the economy, the head of the National Institutes of Health told lawmakers Thursday.

NIH Director Francis Collins told the Senate Health, Education, Labor and Pensions committee that government and private industry have launched a $2.5 billion, taxpayer-funded effort to develop, manufacture and distribute technology capable of accurately testing millions of people a week by the end of the summer or the fall, before the annual flu season.

<a href="https://apnews.com/64a594728f6e36480ee38cc1502436cc">Widespread availability of testing is seen as critical</a>&nbsp;to reopening the economy because it would allow public health officials to identify and contain a rebound of the virus. It remains a high bar to clear.

“I must tell you, senators, that this is a stretch goal that goes well beyond what most experts think will be possible,” Collins said. “I have encountered some stunned expressions when describing these goals and this timetable to knowledgeable individuals. The scientific and logistical challenges are truly daunting.”

Nonetheless, Collins said “the track record of American ingenuity” gives him optimism. More than three months into the epidemic, the lack of testing is widely acknowledged as a&nbsp;<a href="https://apnews.com/c335958b1f8f6a37b19b421bc7759722">central failing in the nation’s response</a>.

The issue has dogged the White House for weeks. President Donald Trump takes credit for the fact that testing has ramped up dramatically since the early days of the outbreak, when a test from the Centers for Disease Control and Prevention ran into numerous problems.

But sometimes he also seems uneasy about testing.

“We do, by far, the most testing,” he told reporters on Wednesday. “If we did very little testing, we wouldn’t have the most cases. So, in a way, by doing all of this testing, we make ourselves look bad.”

The U.S. is currently testing more than a million people a week for COVID-19 and White House coronavirus adviser Dr. Deborah Birx has said that weekly number should rise to 2 million or 2.5 million by the middle of June.

But some experts say a million tests per day are needed, or more.

“To test every nursing home, and every prison, everyone in an operating room, and some entire classes and campuses and factories, teams at sports events, and to give those tests more than once, we will need millions more tests,” agreed committee chairman Sen. Lamar Alexander, R-Tenn. “This demand will only grow as the country goes back to work.”

Sen. Patty Murray of Washington, the ranking Democrat on the panel, put the blame on Trump for persistent problems with testing.

“The problem isn’t a lack of innovation—it’s a lack of national leadership, and a plan from the White House. “And when it comes to testing, this administration has had no map, and no one at the wheel.”

Congress provided NIH with $1.5 billion to develop tests. To help private industry quickly produce and distribute tests that meet NIH standards, lawmakers gave another $1 billion to the Biomedical Advanced Research and Development Authority. Known as BARDA, that agency is under scrutiny after its director alleged he was ousted for opposing widespread use of a a malaria drug promoted by Trump to treat coronavirus patients.

Collins said the goal is to have highly accurate tests that can provide quick results at the “point-of-care,” such as a doctor’s office or a community health clinic. A special effort is being made to expand testing in minority communities that have taken the brunt of virus deaths.

Many of the currently available tests require processing by a central laboratory to get results. Medical technology giant Abbott already has a point-of-care test available. But Collins said there’s a limited supply of the machines, and that they can sometimes fail to detect a patient who is positive. He said Abbott is working to improve its test, but that he thinks NIH might be able to do better.

NIH has set up what Collins calls a “shark tank” process to quickly identify promising technologies, and test them. Within the agency, the initiative is formally called Rapid Acceleration of Diagnostics, or RADx. It was launched just last week.

NIH scientists, along with their counterparts in industry and academia, are looking into tests that can use different types of samples, from nasal swabs, saliva, blood, or exhaled breath.

They’re also looking at antigen tests, a form of rapid test that can detect active infection. With time and effort such tests can be modified to be done at home, Collins said, but accuracy has traditionally been a problem.

NIH has received more than 1,000 applications putting forth different ideas.

Westmoor Pool in Scottsbluff not opening the summer of 2020

LINCOLN, Neb. (AP) — Four more people Nebraska residents have died of the coronavirus, bringing the statewide total to 86 since the pandemic began. The Department of Health and Human Services reported the deaths Wednesday evening.

 One death was in Hall County, but details weren’t immediately provided.

 Two others were both men in their 60s with underlying health conditions, one in Adams County and the other in Colfax County. 

No details were given on the fourth death.

 The state also confirmed the first coronavirus case in Thomas County. 

Nebraska had 6,771 confirmed cases as of Wednesday evening.

Chadron state honors 315 graduates with first virtual ceremony

A BNSF employee, on condition of anonymity, provided the following BNSF letter to Panhandle Post. The letter was released to employees on May 6.&nbsp;

"In response to changing demand for service, BNSF has made the decision to close maintenance facilities in Glendive, Montana and Guernsey and the Donkey Creek facility in Wyoming. Additionally, other mechanical positions will be impacted in Alliance and Lincoln, Nebraska; Mandan and Minot, North Dakota; Topeka, Kansas; and Superior, Wisconsin."

"In total, approximately 19 salaried and 344 craft positions will be impacted. We will close the Donkey Creek shop on June 5, 2020. The shops at Glendive and Guernsey will close on July 7, 2020."

"These adjustments come as the result of long-term structural market changes, most notably in the coal and energy sector, and reduced demand for freight transportation services at the impacted locations."

"We are certainly mindful of the impact of this decision on affected employees and their families, and we're working to connect them with available resources. We also are offering the option to potentially transfer to a number of open positions at other locations in our network. Closing our facilities and reducing jobs in communities where we've had a long-lasting presence is a difficult but necessary decision."

"Employees accepting jobs in other locations will receive a relocation package to assist with the move. Some impacted employees will be able to exercise their seniority for these jobs as part of their collective bargaining agreements."

BNSF announces mechanical closures affecting Guernsey, Alliance

LINCOLN, Neb. — Nebraskans may begin enjoying recreational vehicle camping by reservation only at select state park areas starting May 20, according to the Nebraska Game and Parks Commission.

Limited RV camping will be available at select park areas where social distancing and group-size recommendations can be maintained to help ensure compliance with the state’s public health directives amid the COVID-19 health situation. A list of the available park areas will be posted on the agency website and updated as additional areas are established.

“We sympathize with those who have been affected by this virus and the rippling effects of trying to contain it, and we appreciate the patience and understanding of people who are passionate about camping,” Game and Parks Director Jim Douglas said. “We are pleased to now be able to allow limited RV camping, and we look forward to restoring more opportunities when the time is appropriate and as conditions allow. Our priority remains to protect the health and well-being of all Nebraskans.”

Those RV campsites will have the following requirements:

Game and Parks retains the ability to scale back the number of campsites if social practices are not followed or if public health officials determine there is an increased incidence of virus in any region of the state.

Park grounds remain open to the public for day use and a park entry permit is needed for each vehicle entering a park.

State designated beach and swimming areas will be closed until further notice, in part due to recent incidents involving large gatherings and lack of social distancing on beach areas at multiple state park venues. Other waterfront areas will remain open for day use and fishing as long as social distancing and the 10-person gathering size limit are maintained.

In addition, current Game and Parks closures for cabins, lodge rooms, group shelters, undesignated campsites, and tent camping at state park areas and wildlife management areas will be extended at least through May 31, with possible further extension.

4 new COVID-19 cases, updated case info for Scotts Bluff Co. female announced on May 5

Alliance – Due to concerns surrounding the uncertainty of the ongoing COVID-19 pandemic, during the regularly scheduled Box Butte Development Corporation (BBDC) Board of Directors meeting on May 6th via Zoom, it was decided by unanimous vote to cancel the 2020 summer concert series, Bands on the Bricks. These events usually take place in Alliance and Hemingford throughout the summer.

As we prepared for this year’s events, we were hopeful the number of COVID-19 cases in the Panhandle would be on the decrease allowing the restrictions on gatherings to be lifted, however that has not happened.  We extend our sincere appreciation and gratitude to the area businesses for their sponsorships, cooperation, participation, and mostly continued support.  We realize the benefits these events bring to our communities and know there will be many who are disappointed by our decision, but hope they understand our concerns are for the public good.  The Board felt strongly this was the right action to take.

We are currently reaching out to the bands scheduled for this year to ask them to roll their dates over to 2021.  If there is an opportunity to pull some sort of community celebration together in the late summer, I hope we will all show up to kick COVID to the curb!

We realize the benefits these events bring to our communities and know there will be many who are disappointed by our decision, but hope they understand our concerns are for the public good. (AP) - Nebraska has officially dispatched more National Guard members to respond to the coronavirus pandemic than it did during last year's record-setting,&nbsp;<a href="https://apnews.com/84d773fba03f48dd8c18ec0eaa5198bc" target="_blank">statewide floods</a>, state officials said Wednesday.

Gov. Pete Ricketts said 393 Nebraska National Guard soldiers and airmen have been working on the state's pandemic response, more than the 329 that were mobilized to help with the historic 2019 floods.

The Guard has established six mobile testing teams that have worked in 29 different Nebraska cities, including the hard-hit areas of the state, where they've helped public health officials administer coronavirus tests. Guard members have collected 11,162 coronavirus test samples so far, about 30% of the total gathered in Nebraska.

"We've not ordered anyone into duty," said Major General Dayrl Bohac, the state's adjutant general. "They're raising their hands and want to be there."

Bohac said Guard members are also at the state's two new&nbsp;<a href="https://www.testnebraska.com/" target="_blank">TestNebraska&nbsp;</a>testing sites in Grand Island and Omaha, and have helped package and deliver food for food banks in Omaha and Lincoln.

He said other members are working at University of Nebraska dorms that are being used to house people with the coronavirus who need to isolate or are still recovering after a hospital stay.

Ricketts highlighted the Guard's accomplishments during his weekday coronavirus news conference, saying they've been critical to the state's response.

"I couldn't be more proud of the work they're doing," he said.

Nebraska health officials have reported four more COVID-19 deaths in the state, bringing the state's total since the outbreak to 82.

The Nebraska Department of Health and Human Services reported the new deaths late Tuesday. The department said two of the deaths occurred in hard-hit Hall County, and a third in neighboring Adams County. Officials did not immediately reveal the location of the fourth death.

More Nebraska Guard members deployed for virus than 2019 flood

CHADRON – The Chadron State College Education program hosted a successful virtual accreditation visit from a Council for the Accreditation of Educator Preparation (CAEP) peer review team April 19-21. The visit was&nbsp;<a href="https://www.csc.edu/news/story.csc?article=12266" target="_blank">originally intended</a>&nbsp;to be face-to-face on campus, but was changed because of the COVID-19 pandemic. Dr. Randy Rhine, President of CSC, said he couldn’t imagine a more challenging time for an accreditation site visit.

Although CSC is not aware of the number of stakeholders who participated in virtual video interviews with the CAEP team, the college does know there was a good turnout including school superintendents and supervising teachers, according to Interim Dean of Professional Studies and Applied Sciences Dr. Margaret Crouse.

Crouse said the CAEP peer review team members, who came from similar sized campuses, mostly in the western U.S., were impressed with CSC’s&nbsp;<a href="https://www.csc.edu/news/story.csc?article=12111" target="_blank">year-long student teaching</a>&nbsp;program and&nbsp;<a href="https://www.csc.edu/news/story.csc?article=12272" target="_blank">special education apprenticeship</a>.

“These programs demonstrate that CSC is truly a partner with regional schools,” Crouse said. “The CSC faculty and staff did a good job preparing for the visit. We are actively engaged with continuous improvement.”

The CAEP committee offered two suggestions, one about a more focused recruiting plan for diverse students, and one aligning CSC and state rubrics. There was no stipulation that would hinder accreditation. The CSC committee expects to receive a written report in October. At that time, the Education department will know if its next follow-up visit will be in three or five years.
