HALSEY, Neb. (AP) — A longtime volunteer firefighter died while battling a large wildfire in drought-stricken central Nebraska that destroyed much of a youth campsite and led officials to evacuate a nearby village.

Mike Moody, 59, the assistant chief of the Purdum Volunteer Fire Department, died Sunday after suffering a medical emergency early in the efforts to battle the Bovee Fire, according to a statement from the Region 26 Emergency Management Council. Moody had been with the department for over 40 years and had previously served as chief of the department, officials said. No other injuries have been reported.

The fire was initially reported as having burned around 100 acres Sunday afternoon in the Bessey Ranger District of the Nebraska National Forest, officials said. By Sunday night, the grassland fire in the state’s Sandhills region had grown to about 15,000 acres, or around 24 square miles (62 square kilometers), according to the Nebraska National Forests &amp; Grasslands.

None of the fire was contained by midday Monday, according to Travis Mason-Bushman, a spokesperson for the Rocky Mountain Complex Incident Management Team. However, a bulldozer was brought in to dig a containment line.

The Nebraska State 4-H Camp confirmed in a tweet that most of the camp’s buildings, including its main lodge and all of its youth cabins, were destroyed in the fire, as was a popular observation tower in the Bessey Ranger District.

Officials also evacuated the tiny nearby village of Halsey, which is home to about 65 people, and shut down a section of state Highway 2 as smoke from the fire cut visibility. The highway had reopened by Monday.

More than 100 firefighters were on the scene Monday, Mason-Bushman said, after air tankers were used Sunday to drop retardant and slow the fire’s spread, which was fueled by tinder-dry conditions and high winds. Conditions improved Monday, with cooler weather and lighter winds, he said.

The fire was “likely human-caused," the Nebraska National Forest said. Officials had not reported any injuries from the flames by midday Monday.

The U.S. Drought Monitor shows Thomas County remains in a severe drought.

Chadron State College homecoming royalty crowned 

LEXINGTON, NEB. — Investigators with the Nebraska State Patrol have arrested an Elwood woman following the discovery of an attempted murder plot.

The investigation began last week when the Gosper County Sheriff’s Office received a report from a concerned citizen regarding suspicious comments made by an Elwood woman. The Gosper County Sheriff’s Office notified the Nebraska State Patrol.

A Nebraska State Patrol investigator, working undercover, then contacted the woman, identified as Valerie Miller, 39, of Elwood. Following an online conversation, Miller agreed to meet the investigator in person.

Late Monday afternoon, the undercover investigator met with Miller at an agreed-upon location in Lexington. During the meeting, the investigator learned that Miller was seeking to have five specific people killed. Miller then attempted to hire the investigator to carry out the murders.

Following the conclusion of the meeting, Miller drove for approximately two miles, where troopers performed a felony traffic stop. Miller was taken into custody without incident. She has been lodged in Dawson County Jail for conspiracy to commit murder, five counts of attempted first degree murder, and making terroristic threats.

The Nebraska State Patrol, FBI, CODE Task Force, and the Gosper County Sheriff’s Office cooperated during this investigation and arrest operation.

Chadron Volunteer Fire Department to hold open house

CHADRON – The Guzman Family received the Family Tree Award during Chadron State College’s Homecoming Saturday. The Family Tree Award is presented annually to families with a tradition of attending CSC. The recipient family must include a minimum of three generations of graduates. At least two of the family members must have a record of outstanding service to the college, the alumni association, their community, or their profession.

Eddie Guzman, the patriarch of the Guzman Family, earned his bachelor’s degree in 1957. His parents were Ascension&nbsp;and&nbsp;Maxamina&nbsp;Guzman.

During his career, Guzman taught science, Spanish, physics, and chemistry for 21 years. He coached for 19 years including wrestling, track, football, basketball, boxing, and volleyball. He served as a principal for seven years, the Welfare Director for the Nebraska Health and Human Services for seven years, and the Scotts Bluff County Director of General Assistance for 20 years. He retired at age 82 in 2012.

His children are Nabor Guzman,&nbsp;Dominic Guzman, the late Lily Gonzalez, Chabella Guzman, and Manrique Guzman.

Nabor, a native of Scottsbluff, attended CSC 1982-84. He was active on the CSC wrestling and rodeo teams. He is a veteran of the Navy and was a member of the military rodeo team as a bull rider.

He coached youth wrestling for six years and junior high wrestling for four years. He was the Scottsbluff High School assistant wrestling coach for two years and head wrestling coach for two years.

During his career, he was the manager of the University of Nebraska Panhandle Station Feedlot for 37 years.

Nabor and his wife, Sally, have been married 35 years and have two children, Hagen Guzman and Hattie Burford.

Hagen Guzman attended CSC 2007-10 and participated on the wrestling team. After attending Heating Ventilation and Air Conditioning (HVAC) trade school and earning a certificate, he worked as an HVAC tech for Independent Plumbing &amp; Heating in Rapid City from 2011-15. Currently, he is a service technician for Black Hills Energy.

Hattie Burford and her husband, James Burford, live in Scottsbluff and have two children: Kinsley and Kamryn Burford. Hattie was on the CSC Women’s Basketball team for four years and graduated in 2016 with a bachelor’s Mathematics Education. In 2018, she earned a master’s in Mathematics and in 2019, she earned a master’s in Education Administration. She is currently pursuing a teaching endorsement in Physical Education from University of Nebraska Kearney.

She has been the Scottsbluff High School Girls’ Jr. Varsity Basketball Coach since 2016 and the SHS Boys and Girls Assistant Cross Country Coach since 2017. She taught Mathematics from 2016 until spring 2022 and this fall began as a Physical Education teacher.

 </figure>The Bovee Fire was initially reported as having burned around 100 acres early Sunday in the Bessey Ranger District of the Nebraska National Forest, officials said. By Sunday night, the grassland fire in the state's Sandhills region had grown to about 15,000 acres, or around 24 square miles (62 square kilometers), according to the Nebraska National Forests &amp; Grasslands.None of the fire was contained by midday Monday, according to Travis Mason-Bushman, a spokesperson for the Rocky Mountain Complex Incident Management Team. However, a bulldozer was brought in to dig a containment line, and officials expected to have an update on containment later in the day Monday.The Nebraska State 4-H Camp confirmed in a tweet that most of the camp’s buildings, including its main lodge and all of its youth cabins, were destroyed in the fire. Officials also evacuated the tiny nearby village of Halsey, which is home to about 65 people, and shut down a section of state Highway 2 as smoke from the fire cut visibility. The highway had reopened by Monday.More than 100 firefighters were on the scene Monday, Mason-Bushman said, after air tankers were used Sunday to drop retardant and slow the fire’s spread, which was fueled by tinder-dry conditions and high winds. Conditions had improved Monday, with cooler weather and lighter winds, he said.The fire was “likely human-caused," the Nebraska National Forest said. Officials had not reported any injuries from the flames by midday Monday.The U.S. Drought Monitor shows Thomas County remains in a severe drought.

The City of Chadron and Chadron Public Transit fee's started today, Oct. 3. Chadron City Council passed Ordinance 1429 fee's for 2022-2023 on Sept. 19.&nbsp;

Fees for city transit were approved along with the extended services to Crawford, Hay Springs, State Park, Airport, City Dam, Special Events and Rapid City.&nbsp; These services will be by appointment only.&nbsp; A trip to Rapid City will be twice a week allowing individuals to schedule appointments on the day(s) and times during the schedule route.&nbsp;&nbsp; The Chadron City Transit will be reaching out to various agencies for ridership/sponsorship to help those individuals needing assistance. The Chadron City Transit office is located at 127 W 2nd St. #101. The will be a pick up and drop off location for scheduled rides.&nbsp; Fares and passes can be paid when entering bus or located at the City Transit Office.&nbsp; All Fares must be paid in full prior to/entering the bus.&nbsp;&nbsp;

LINCOLN, NEB.&nbsp; — The Nebraska State Patrol is proud to announce a redesigned pink patch for this year’s Pink Patch Project. October marks the return of the Pink Patch Project for many law enforcement agencies across the state. The effort coincides with Breast Cancer Awareness Month.

The Pink Patch Project is a national effort in which many law enforcement officers wear a pink version of their agency’s shoulder patch. This is the fifth year that NSP has participated.

“This year’s NSP pink patch offers a new design and something new for collectors,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “We’re proud to partner with other agencies across the state in this project to show our support for the millions affected by breast cancer.”

Throughout October, troopers have the option to replace the standard NSP patch with a pink patch. NSP’s pink patch features the NSP emblem in pink and black.

Pink NSP patches are available for purchase by NSP civilian employees and members of the public at local NSP offices. All proceeds from sales of the pink NSP patches will benefit local organizations helping cancer fighters. HALSEY, Neb.-Campers and visitors to the Halsey National Forest and residents in the village of Halsey have been evacuated after a wildfire broke out Sunday afternoon.

Officials said the fire started in the Bessey Ranger District and began spreading rapidly.&nbsp;

The fire, which has been named the Bovee Fire, was likely human-caused, according to officials.

As of Sunday evening, the fire was estimated to be about 15,000 acres and was still burning and moving rapidly.

Multiple air tankers have been dispatched to the area. The South Dakota Wildland Fire District and the Black Hills National Forest Fire Department sent personnel and equipment to assist.

The fire forced the closure of Highway 2 in the area.

Wildfire at Halsey National Forest forces evacuations

SCOTTSBLUFF, Neb. -&nbsp;Western Nebraska Community College is launching a new Saturday series of welding classes. Intro to Welding begins Oct. 22 and runs eight consecutive Saturdays, ending on Dec. 10.

Intro to Welding is a course that explores common welding processes and theory. Participants are taught skills on safety, equipment setup, process basics, and hands-on skill application.

"Our Intro to Welding class is perfect for people who want to learn the basics of welding," said Russell Pontarolo, WNCC welding instructor.

Participants will develop the skills necessary to produce quality cuts and welds using a variety of methods and techniques.&nbsp;

The Saturday classes will be held 7:30 a.m. - 5:30 p.m., with a one-hour lunch break, at the Applied Technologies Building on the Scottsbluff Campus.

"We wanted to offer this class on Saturdays to encourage participation for those who have busy schedules, want to learn a new hobby, or who perhaps want to steer towards a new career," said Pontarolo.

At the conclusion of the class, participants will have earned three college credits that can count toward the Basic Welding Certificate.&nbsp;Participants can continue to work towards that certificate by taking Gas Metal Arc, and Flux Cored Arc welding classes that will also be offered on Saturdays starting in January 2023.

Enjoy Halloween fun in Nebraska state parks in October

SIOUX FALLS, S.D. (AP) — South Dakota Gov. Kristi Noem was returning from an official appearance in Rapid City in 2019 when she faced a decision: Overnight in the capital of Pierre, where another trip would start the next day, or head home and see her son attend his high school prom?

The Republican governor chose the latter, a decision that eventually cost taxpayers some $3,700 when the state airplane dropped her off near her home and then returned the next day to pick her up.

It’s one of several trips that year where Noem, a potential 2024 White House contender, blurred the lines between official travel and attending either family or political events. The trips sparked a&nbsp;<a href="https://apnews.com/article/kristi-noem-south-dakota-sd-state-wire-political-organizations-59b7a834cdcccd2491e29b767e95f54c">complaint to the state ethics</a>&nbsp;board, which has&nbsp;<a href="https://apnews.com/article/kristi-noem-south-dakota-sd-state-wire-1c5fb7828aba13ad4f6467b76554c022">referred the matter to the state's Division of Criminal Investigation</a>. A county prosecutor overseeing the investigation will decide whether the governor broke an untested law enacted by voters in 2006 to rein in questionable use of the state airplane.

Reynold Nesiba, a Democrat who proposed the ballot measure before he became a lawmaker, said voters were clear in their intent."When it’s been used for family members, this seems like a clear violation of not only the letter but the spirit of the law that was passed overwhelmingly," he said.Noem campaign spokesman Ian Fury said it was “fully within precedent” for family members to join governors on flights, adding that the “level of nitpickiness is ridiculous because she is doing this sort of thing less than Dennis Daugaard,” referring to Noem’s Republican predecessor.State plane logs from Daugaard's last term show wife, Linda, often joined trips. Daugaard's sister and daughter also joined one trip each in 2017 and 2016 respectively. Noem's children — not counting daughter Kennedy Noem, on the governor's staff as a policy analyst — joined nine plane trips during her first term.On another trip, Noem's itinerary allowed her to return home for her son's prom. On April 5, 2019, she rode the state plane from Watertown, near her home in Castlewood, to Rapid City for an announcement on Ellsworth Air Force Base. On the return flight, the plane stopped in the capital city of Pierre to drop off Rounds, who had joined her for the trip, and several aides. But even though she had another trip from Pierre to Las Vegas for a Republican Jewish Coalition event planned the next day, Noem didn’t stay in the governor’s mansion there.She flew to Watertown, near her home, in time to watch her son take the stage at his prom, according to Noem’s social media posts. The state plane, meanwhile, returned to Pierre, only to make the trip back to Watertown for the governor the next day.Fury defended the trips because her travel started in Watertown, near where she had spoken at an event for her son's school district the day before.“Part of official travel is returning from official travel," Fury said.He used a similar defense for a May 30, 2019 trip that started in Custer, where she was staying to help her daughter prepare for her wedding, and traveled around the state to speak at two youth leadership events. Noem’s son, nephew and one of their friends who were attending one of those events, in Aberdeen, rode back on the state plane to join the wedding preparations.Fury said adding her son and his friends to the flight didn’t cost the state any extra money and was part of her official travel.Richard Briffault, a professor at Columbia Law School who specializes in government ethics, said Noem's travel to political events seemed to fall into a legal gray area. While a trip to fundraise or campaign would clearly break the law, he said, traveling to meet with political groups was “pushing the limit.”Across the country, Democratic and Republican governors alike have come under scrutiny for their use of state aircraft. New York, Kentucky, Minnesota and Montana allow governors to do some politicking with state-owned aircraft but place some restrictions and require reimbursements for political use. New York also allows immediate family members to travel with the governor.Hughes County State’s Attorney Jessica LaMie, who was appointed to examine whether Noem broke the law, promised a “thorough” investigation.“If you take the title and all of that out of it, it’s no different than any other investigation,” she said.Neil Fulton, the dean of the University of South Dakota Law School who also served as Rounds’ chief of staff after the 2006 law was enacted, said it's not perfectly clear what exactly the law means by “state business." He said other jurisdictions usually define state business as “actions to advance programs or initiatives of the state.”The law imposes steep fines: $1,000 plus 10 times the cost of the travel. Violators also face a Class 2 misdemeanor, which carries a maximum of a 30-day jail sentence, but that is usually only reserved for repeat or violent offenders.“We weren’t hoping to convict anyone of anything,” Nesiba, the state lawmaker, said. “We were hoping to make a deterrent.”
