High Wind Warnings continue in Panhandle 

LINCOLN, Neb. (AP) — Republican Nebraska governor hopeful Jim Pillen has picked Joe Kelly, a longtime career prosecutor, as his campaign running mate. 

Pillen announced his choice for the ticket at the Nebraska Capitol. 

Kelly is the criminal bureau chief in the Nebraska attorney general’s office. He previously worked as the U.S. attorney in Nebraska as an appointee of former President Donald Trump, overseeing federal prosecutions in the state. 

Kelly also served for years as Lancaster County attorney and a chief deputy Lancaster County attorney in Lincoln. 

As the county’s top law enforcement officer, Kelly oversaw prosecutions of a variety of crimes. Pillen says he recognizes Kelly as a reliably conservative leader in law enforcement.

LINCOLN, Neb. (AP) — Nebraska Gov. Pete Ricketts has trimmed $51.8 million in spending from the new state budget that lawmakers sent him last week before signing the rest of the package into law.

 The Republican governor says he had reduced funding for several initiatitives using his line-item veto power, which lets governors change specific parts of the state budget passed by lawmakers while keeping the rest intact.

 Ricketts said he cut $51.8 million in general-fund spending increases for providers of behavioral health, child welfare and other services. 

Instead of a 15% increase approved by lawmakers, providers would get a 5% raise.

Fisheries staff at the Nebraska Game and Parks Commission again will capture spawning&nbsp;walleyes at Sherman Reservoir, Merritt Reservoir and Lake McConaughy to collect eggs to meet stocking requests.

As of April 1, a designated area along the dam at Sherman is closed to bank anglers and boats following sunset. The collection there will begin the night of April 1. Crews will begin collections at Merritt on or near April 6 and finish at McConaughy likely the following week.

Access to a newly constructed breakwater near Willow Cove at Merritt Reservoir will be closed at sunset during that April 6-14 operation. Capture nets will be placed close to the breakwater due to its slope. Nets also may be deployed along a portion of the dam and to the west along the sand banks, marina point, and the main boat ramp area.

Anglers and boaters at each of the three rec areas should avoid Game and Parks boats and nets, which are approximately 300 feet long and run parallel to the shoreline. Nets snagged by anglers can lead to fish death, damaged nets, danger to the netting crew and lost angler lures.

“This operation is crucial to statewide&nbsp;walleye&nbsp;propagation efforts, and we thank everyone for their understanding and cooperation,” said Zac Brashears, northwest district fisheries biologist.

The netting of&nbsp;walleyes will continue until the egg quota has been met. Gill netting along the dam at night will capture female&nbsp;walleyes, while an electroshocking boat will collect males. Spawning operations will take place on the lake during the mornings and fertilized eggs will be transferred to Nebraska state fish hatcheries for hatching. All adult&nbsp;walleyes are released back into the lakes.

Nebraska Game and Parks this year is scheduled to stock approximately 56 million&nbsp;walleyes, ranging in size from fry to 8-inch advanced fingerlings, into public water bodies across the state.

LINCOLN, Neb.-The Nebraska Lottery recently distributed among its beneficiary funds $13,113,767, derived from a share of Scratch and Lotto ticket sales for the previous three months.

A total of $868,245,865 has been distributed in quarterly transfers since the Nebraska Lottery began operation on September 11, 1993. The latest transfer, made the week of April 1, was distributed among beneficiaries in the following manner:

Nebraska Education Improvement Fund,&nbsp;$5,835,626; Nebraska Environmental Trust Fund,&nbsp;$5,835,626; Nebraska State Fair Support and Improvement Fund,&nbsp;$1,311,377; and Compulsive Gamblers Assistance Fund,&nbsp;$131,138.

Amendment 4 passed by Nebraska voters in November of 2004 established the following distribution formula: Education as directed by the Legislature (44.5 percent) - currently distributed to the Nebraska Education Improvement Fund; Nebraska Environmental Trust Fund (44.5 percent); Nebraska State Fair (10 percent); and the Compulsive Gamblers Assistance Fund (1 percent, plus the first $500,000 in fund proceeds each fiscal year).

The funds' respective totals to date are:

Nebraska Education Improvement Fund,&nbsp;$114,745,851; Nebraska Environmental Trust Fund,&nbsp;$371,437,173; Nebraska State Fair Support and Improvement Fund,&nbsp;$63,927,065; and Compulsive Gamblers Assistance Fund,&nbsp;$19,522,462.

Prior to July 1, 2016, the Education Innovation Fund received proceeds totaling $174,222,842, and the Nebraska Opportunity Grant Fund received proceeds totaling $100,929,476.

Prior to July 1, 1997, the Solid Waste Landfill Closure Assistance Fund received proceeds totaling $18,460,996. In 2004, the Legislature directed that a one-time transfer of $5 million be made to the State General Fund.

Criteria for proceeds distribution are established by the beneficiary funds in accordance with legislative mandates. Every county in Nebraska has received service through grants funded with Nebraska Lottery proceeds.

The Nebraska Lottery marked $3.5 billion in total sales (since 1993) in December 2021.

The 11th Annual 4-H Fundraiser Meal &amp; Silent Auction was held on Monday, March 28 at the West Side Event Center in Alliance. 

This was a very exciting event as the Fundraiser was finally held in person since the Coronavirus Pandemic. People of all ages enjoyed each other’s camaraderie and celebrated 4-H in Box Butte County. The past two years we have held the fundraiser as a drive thru option only. The Box Butte County 4-H Council and 4-H Staff would like to send a huge thank you to the many 4-H families and community members who came out to support the Box Butte County 4-H program.

The event was well attended and approximately 340 people were served a great meal of a side salad, spaghetti, garlic bread and a delicious dessert. The Box Butte County Junior Leaders Club helped serve meals, bus tables, and kept drinks filled, while Tory McVicker, Helen Iossi, Ali Kaman and their staff &amp; volunteers were busy preparing the meal plates and to-go containers.

Events that took place during the Fundraiser were a silent auction and “Buy &amp; Take” table. Over 50 items were donated toward the silent auction and lots of baked goods were donated to the “Buy &amp; Take” table. During the fundraiser, there was a special presentation by Natasha Schumacher with the Nebraska Farm Bureau. They awarded four 4-H youth with a $500 grant toward beginning or expanding their 4-H projects.

The Box Butte County 4-H Council members Briana Bolek, Lee Woltman, Bridget Johnston, Amy Jensen, Tom Burke, Krista Carter, Sierra Banks, Gavin Bell &amp; Delaney Childers, greatly appreciate all who donated silent auction items, items for the “Buy &amp; Take” table, and bought tickets to help fund the Box Butte County 4-H Program. Overall the fundraiser brought in around $6,000. These earnings will be used for scholarships, 4-H workshops, overnight 4-H camps or day 4-H camps, youth leadership opportunities, county fair events, the achievement celebration and much more.

Prescribed burns are planned this spring on many Nebraska Game and Parks
 Commission wildlife management areas, state parks and state recreation 
areas where weather allows.


Historically, wildlife habitats were shaped by wildfires that occurred 
throughout the year. Burns can help set back undesirable plants that 
invade native woodlands and prairies, as well as other grass and wooded 
areas.


Prescribed burning, if used with grazing, can set back smooth brome and 
Kentucky bluegrass, increase diversity in grasslands and improve habitat
 for wildlife. Burned acres often become more attractive to wildlife. 
Acres managed by prescribed burning has better long-term effects on 
wildlife habitat compared to acres not burned.

Prescribed burns are planned this spring on many Nebraska Game and Parks
 Commission wildlife management areas, state parks and state recreation 
areas where weather allows.
Historically, wildlife habitats were shaped by wildfires that occurred 
throughout the year. Burns can help set back undesirable plants that 
invade native woodlands and prairies, as well as other grass and wooded 
areas.
Prescribed burning, if used with grazing, can set back smooth brome and 
Kentucky bluegrass, increase diversity in grasslands and improve habitat
 for wildlife. Burned acres often become more attractive to wildlife. 
Acres managed by prescribed burning has better long-term effects on 
wildlife habitat compared to acres not burned.

The reading, which is free and open to the public, is part of Chadron State College’s Distinguished Writer Series sponsored by the English and Humanities program.

Park is the author of Re Jane, a modern-day retelling of Jane Eyre, as well as a forthcoming young adult novel, Imposter Syndrome and Other Confessions of Alejandra Kim. Park, a former Fulbright scholar, Edith Wharton Writer-in-Residence, and Jerome Hill Artist Fellow, has written for the New York Times, the New Yorker, and the Guardian.

Park is the ninth writer to read for the Distinguished Writer series since 2016. Previous writers include Kent Meyers, Karen Gettert Shoemaker, Frank X Walker, Markus Jones, Brad Aaron Modlin, Ken Ilgunas, Sarah Green, and Jonathan Rovner.

City of Alliance Utility Department to host Choice Gas Selection coffee talk

A debate is playing out across the country as the Treasury Department begins reallocating some of the $46.5 billion in rental assistance from places slow to spend to others that are running out of funds. 

Larger states are getting hundreds of millions extra. 

Native American tribes are also receiving tens of millions of dollars in additional help. 

Those losing money are almost all smaller Republican states with large rural populations and fewer renters. 

Many were slow to spend their share, so they either voluntarily returned money or had it taken.

Battle heats up over remaining federal rental assistance

Access to Martin Bay at Lake McConaughy State Recreation Area is temporarily closed effective March 31 for an asphalt road improvement project.

Walleye spawn anglers should anticipate parking on the south end of the dam during the duration of the project, which is expected to be completed in late May prior to the Memorial Day holiday.

The Martin Bay intersection at Highway 61 was closed the morning of March 31 so Martin Bay Recreation Road can get an asphalt overlay. The Martin Bay dump station, located just west of the work project, will remain accessible from the north side of the lake via the Arthur Bay access road off of Highway 92. The low-water ramp on the north end of the dam at Martin Bay will be inaccessible.

Anglers should park at lots at the Spillway Bay boat ramp, Burma Road boat ramp, Burma Road archery range, Lake McConaughy Visitor Center, and other smaller parking lots located along the highway, just south of the dam. The Scottsbluff Police Department is proud to announce it is teaming up with the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) for the national U Drive. U Text. U Pay. high-visibility enforcement effort. From April 4-10, 2022, law enforcement officers from across the country will work together to enforce texting and distracted driving laws to make our roads safer for all road users

According to NHTSA, between 2012 and 2019, 26,004 people died in crashes involving a distracted driver. While fatalities from motor vehicle crashes decreased slightly from 2018, distraction-related fatalities increased by 10%. NHTSA also reported that the number of deaths linked to driver distraction was 3,142 nationwide, or almost 9% of all fatalities, in 2019. This represents a 10% increase over the year 2018, or 284 more fatalities. The distraction figure was the largest increase in causes of traffic deaths reported for 2019.

&nbsp;Millennials and Generation Z are the most distracted drivers, often using their cell phones to talk, text, and scroll through social media while behind the wheel. According to NHTSA research from 2017, young drivers 16 to 24 years old have been observed using handheld electronic devices while driving at higher rates than older drivers since 2007. In 2019, 9% of people killed in teen (15-19) driving crashes died when the teen drivers were distracted at the time of the crash.

BROOKINGS, S.D. (AP) — Some South Dakota ranchers and farmers are dealing with a third straight year of drought conditions.

 This week’s U.S. Drought Monitor map shows most of the state is in a moderate to severe drought. 

Grass stockpiles are dwindling and some ranchers are expecting only half of normal grass production this year. 

The South Dakota Grassland Coalition has launched a special project called “Pray for Rain. Plan for Drought,” which is designed to provide resources to help ranchers mitigate the impact of long-term drought conditions. 

The Grassland Coalition offers a mentoring network as a way to help farmers and ranchers.

The Nebraska Supreme Court affirmed the Scotts Bluff County District Court’s conviction of former Box Butte County Public Defender Jon Worthman on April 1.&nbsp;

The City of Alliance encourages you to make a choice to lock in your lower rate, because the default rates can run anywhere from 33% to 80% higher; which can result in hundreds of dollars more for your gas bill over a year.

While there are several participating suppliers this year, the City encourages residents to Choose ACE, because ACE is the only community-owned supplier in the program. ACE returns money to its member communities and has returned more than $250,000 to Alliance for community betterment.

ACE Choice Gas Selection period begins in Alliance 

OMAHA, Neb. (AP) — Nebraska voters will go to polls June 28 to replace the first sitting member of Congress convicted of a felony in 20 years, the governor said Friday.

Gov. Pete Ricketts announced the election date a day after Republican U.S. Rep. Jeff Fortenberry&nbsp;<a href="https://apnews.com/article/campaigns-kevin-mccarthy-legislature-nebraska-nancy-pelosi-7f2bf99b536c5ad93071a544f661e252?utm_medium=AP&amp;utm_campaign=SocialFlow&amp;utm_source=Twitter">officially resigned from Congress</a>&nbsp;following his&nbsp;<a href="https://apnews.com/article/elections-los-angeles-campaigns-nebraska-congress-66c320661e21eef5d3083254e8a686f7">conviction</a>&nbsp;last month of lying to federal authorities about an illegal campaign donation.

The special election creates a highly unusual situation in Nebraska’s 2022 election calendar. Nebraska Secretary of State Bob Evnen said the state will hold three elections this year.

The statewide primary election is scheduled for May 10, when Republican and Democratic voters will choose their nominees to fill Fortenberry’s seat after the end of his current term. Fortenberry’s name will still appear on the GOP ballot, even though he is no longer running.

On June 28, voters will decide who will take Fortenberry’s seat for what would have been the rest of his current term. The Republican and Democratic nominees for that election will be chosen by each party’s leaders.

Nebraska will then hold its regular general election in November 2022, when the winners of the May 10 primary will face off to determine who will take the seat starting in January 2023.

Nebraska state Sen. Mike Flood, of Norfolk, is by far the best-known and best-funded candidate in the Republican primary race, and he has won support from Ricketts and former Gov. Dave Heineman. Nebraska state Sen. Patty Pansing Brooks, of Lincoln, is the best-known contender in the Democratic primary contest. The other Democratic candidate is University of Nebraska-Lincoln student Jazari Kual Zakaria.

A federal jury in Los Angeles convicted Fortenberry on March 24 of concealing information and two counts of making false statements to authorities regarding an illegal $30,000 contribution to his campaign from a foreign billionaire in 2016. Fortenberry will be sentenced June 28.

The trial was the first of a sitting congressman since Rep. Jim Traficant, D-Ohio, was convicted of bribery and other felony charges in 2002.

Fortenberry represented Nebraska’s 1st Congressional District, encompassing Butler, Cass, Colfax, Cuming, Dodge, Lancaster, Madison, Platte, Seward and Stanton counties, and parts of Sarpy and Polk counties.

Evnen said the parties have until April 22 to submit their candidates for the special election.

ALLIANCE – This April marks the beginning of the Alliance Rec Center’s Make More Possible annual giving campaign. This month, the ARC is raising funds to address the rising demand for ARC AfterSchool, to update the weight room with space-saving equipment and continue funding financial aid efforts for ARC AfterSchool tuition and facility membership. To date, the 2022 Make More Possible campaign has raised $39,000 of their $76,000 goal. 

“We know quality afterschool programing is critical for working parents, for children, and for strong communities long-term,” explains Mara Andersen, executive director of the Alliance Rec Center. ARC AfterSchool began in 2018 with 8 students and has grown to 60 students during the summer months. Despite growing at least one classroom each school year, Andersen notes the program maintains a waiting list of at least 15 students. “Expanding classroom capacity means we can serve more children and build the strong minds our future depends upon,” Andersen says. Importantly, addressing capacity through facility construction will not impact any space available to facility members. “We maximize space at the ARC so our opportunity to meet the rising demand for ARC AfterSchool doesn’t come at a space cost for our members,” says Andersen.

In fact, reaching the 2022 Make More Possible annual giving campaign goal includes upgrading weight room equipment that addresses current space concerns. “Because of last years’ campaign success, we expanded our weight room offerings,” shares Andersen. Last years’ campaign funded a new 24-hr cardio room, purchased new equipment, as well as addressed temperature control gaps. “This year, our campaign’s goal to purchase additional space-saving weight room equipment will further maximize the current footprint of the building and give members access to the quality equipment they need to build strength not only for themselves, but in long-term community health,” shares Andersen. Plans for future facility expansion are also underway in partnership with Chelsie Herian of Box Butte Development Corp. and the Rural Prosperity and Placemaking Team of the University of Nebraska-Lincoln.

As a 501c3 nonprofit organization serving the community for 40 years, the Alliance Rec Center strives to keep membership and programs affordable. “With operational costs like insurance and utilities exceeding $50,000 annually,” explains Andersen, “we write grants, form partnerships, and host our annual giving campaign to ensure the ARC has the necessary tools to address our community’s needs.” Offering financial aid for ARC AfterSchool tuition and facility membership ensures all members of the community have a safe place to build healthier lives. “Our foundational mission is ‘putting the unity in community,’ and that starts with ensuring every citizen has access to recreation and programs that build healthy minds, bodies, and spirits,” says Andersen.
