The Nebraska Game and Parks Commission is looking to provide additional hunting and fishing opportunities on private lands through its Open Fields and Waters Program.

Landowners willing to allow public, walk-in access for hunting or fishing can receive annual, per-acre payments through the program. Participating landowners are afforded liability protection through the Nebraska Recreational Liability Act. Additional financial incentives often are available for habitat improvements, such as Conservation Reserve Program enrollment or management upgrades.

Game and Parks primarily is seeking to add the following types of enrollments, but all properties offering high-quality hunting or fishing opportunities will be considered:

Conservation Reserve Program –&nbsp;CRP fields provide excellent hunting opportunities for upland game birds and acres in any part of the state will be considered. Landowners can receive up to $10 per acre for CRP, depending upon location and habitat quality.

Wetland Reserve Program easements –&nbsp;Landowners who have Wetland Reserve Program easements can earn up to $15 per acre for accessible portions of WRP easements with suitable habitats.

Grasslands –&nbsp;High-quality grassland habitat that provides mixed-bag hunting opportunities for upland game birds and big game species are being sought statewide. Properties in the Sandhills supporting prairie grouse, mule deer and/or antelope are a priority, along with sites in south-central and southeastern Nebraska that offer quail and/or white-tailed deer hunting opportunities.

Woodlands –&nbsp;Heavily timbered areas along riparian corridors and those with canyon-like topography are being pursued in many areas. Rates for high-quality woodlands range from $5 to $15 per acre, depending on habitat quality and location.

Fishing access –&nbsp;Ponds, lakes, warm-water streams or rivers and cool-water streams with trout are potential targets. Payment rates are per surface acre on lakes and ponds and per stream mile on streams or rivers.

More than 850 private landowners participated in the program in 2021-22. Those landowners provided walk-in hunting and fishing opportunities across 381,000-plus land acres, more than 500 acres of ponds and lakes and more than 42 stream miles.&nbsp;&nbsp;

Funding for the Open Fields and Waters Program primarily is provided by a grant obtained through the U.S. Department of Agriculture’s Voluntary Public Access – Habitat Incentive Program and Pittman-Robertson funds (Wildlife and Sportfish Restoration Act). In addition, Game and Parks uses funds from Habitat Stamp and hunting license sales, and contributions from partners to fund the program and increase opportunities for hunting, trapping and fishing on Nebraska’s private lands.

It is natural for some people who see a young wild animal apparently abandoned by its mother to want to rescue it. The correct course of action is to leave it alone.

Here are some rules of thumb from the Nebraska Game and Parks Commission regarding wildlife babies:

The longer the fawn is separated from its mother, the slimmer the chance that it will be reunited with her. In some cases, other deer will adopt an orphaned fawn.</li><li>It is normal for a doe to leave its fawn to keep it from being detected by predators. Predators can see the doe as it feeds, so she leaves the fawn hidden and leaves the area to draw attention away from the fawn's location.</li><li>Do not try to raise wildlife babies as pets. As animals mature, they become more independent and follow natural instincts to leave and establish their own territories. Rescued animals are poorly prepared for life in the wild.</li><li>Most wildlife babies are protected by state or federal law and it is illegal to possess them.</li>

Alliance – Snow-Redfern Foundation is honored to announce that eight (8) High School Seniors have been selected as scholarship recipients for the Snow-Redfern Foundation managed scholarship funds.

Three young people were selected by the Snow-Redfern Foundation to receive the Hempel Family Scholarship in the fall of 2022. Braelyn Shrewsbury, of Alliance, will be pursuing a degree Veterinary Technology from Nebraska College of Technical Agriculture. Emma Wood, of Alliance, will be attending University of Nebraska at Omaha for a bachelor’s degree in Secondary Education and master’s degree in School Counseling. Julie Johnson, of Hemingford, will be attending Western Nebraska Community College to pursue a degree in Social Work.

Four students were selected for the K.M. Dahlstedt Scholarship, to be awarded for the fall of 2022. Zane Stoike, of Alliance, will attend Western Nebraska Community College to pursue a degree in Powerline Construction and Maintenance. Braelyn Shrewsbury, of Alliance, will be pursuing a degree in Veterinary Technology from Nebraska College of Technical Agriculture. Abigail Burri, of Alliance, will attend the University of Nebraska at Kearney in pursuit of a bachelor’s degree in criminal justice. Luna Gonzalez, of Alliance, will be attending the University of Nebraska at Omaha in pursuit of a bachelor’s degree in Nursing Science.

The sole recipient of the Kevin Horn Scholarship was Liliana Cuevas, of Hemingford. She will be attending Western Nebraska Community College to pursue an associate degree in Early Childhood Education.

Preference for these three scholarship programs is given to young people attending Hemingford or Alliance Public Schools, with plans to remain in Nebraska following completion of their higher education.

OMAHA, Neb. (AP) — A spokeswoman for Nebraska Gov. Pete Ricketts says the Republican governor likely won’t decide whether to call a special legislative session focused on abortion until the U.S. Supreme Court releases its official opinion on the issue. 

Ricketts has said Nebraska needs to be ready to outlaw abortion, and he strongly supported a bill this year that would have automatically done so if the high court gives states that option.

 The bill ultimately failed, however, after opponents blocked it with a filibuster, and it’s questionable whether a special session held this year at extra taxpayer expense would produce a different outcome.

My stomach is flat, the ‘L’ is just silent.

Dear weather, stop showing off. We get it, you’re hot.

Anyone visiting Crawford in the last three-plus decades has probably had a chuckle thanks to the Staab’s Drive-Inn sign. But the attention-getting quotes are just a preface to the real reason locals and visitors alike keep returning to the Northwest Nebraska institution.

“Right away we put in the broasters and the broasted chicken,” Renee Staab said of purchasing the diner along Highway 20 with her husband Roger. “We thought it would be a good addition to the area.”

The couple, originally from Iowa, brought broasted chicken to Northwest Nebraska from their native state. They also added curly fries, broasted potatoes and fresh, hand-made hamburger patties rather than the frozen pre-made variety. Later they added flurries and new combinations of ice cream sundaes, Renee said.

Constructed in the 1950s by John Wickstrom, Staab’s began as a Dairy Queen before eventually changing its name to Daisy Queen. In 1981, the Staabs purchased the business and within a few years changed the name again. Even before the name change, however, the couple revamped the menu, adding the broasted chicken for which Staab’s has become famous.

The Staabs have since retired, selling the business in 2018 to Jason and Taylor Hauser. The name remains in honor of the couple’s nearly 37 years of ownership and their mentorship to the Hausers, Jason said.

A certain symmetry led both the Staabs and the Hausers into the business. Roger was working for Gillette and familiar with the business through his route. It was suggested they purchase the Daisy Queen during one of Roger’s Fourth of July deliveries to the business. Decades later, Hauser was doing right-of-way work in the area for the state when someone suggested he buy the business.

When Hauser reached out to the Staabs, they encouraged him to work at the drive-in first, and he did so in 2016 and 2017 before finalizing the sale in 2018.

“We wanted to see it go into good hands,” Renee said. “We put a lot of blood, sweat and tears in it.”

For Hauser, it was the culmination of a life-long dream.

“Ever since I was a kid, I wanted to own my own business,” he said. “What Staab’s has offered me and my family has been huge.”

Staab’s is still known for its broasted chicken. Hauser credits the long-standing tradition of using fresh, never frozen chicken, the 48-hour marinade and the daily hand-breading process for the home-cooked taste.

“People travel quite a way for our broasted chicken,” Hauser said. “Like Roger always says, ‘You won’t get a better piece of chicken unless you’re a rooster.’”

The business gave Staabs the opportunity to raise their family in a small community, employed their children during high school and allowed them to meet a variety of people from across the country, some who remain close friends today, Renee said.

With a typical staff of eight, Staab’s continues to employ a lot of high school kids during the summer, and Hauser tries to mentor them in business practices and a general attitude of success. Working with them and interacting with the customers is by far the most rewarding aspect, he said. He enjoys meeting the travelers who come from all over the country and the world, but also is deeply appreciative of the support from local residents.

“The cornerstone of (Staab’s) is definitely the locals,” he said, offering thanks to both his employees and the community for making the business a success.

“We definitely wouldn’t be where we are without those two ingredients.”

The Hausers have continued many of the traditions built by the Staabs, including the sayings on the signs. Roger was meticulous the business’s appearance, and Renee said they started using the funny quotes to grab the attention of passers-by. It worked, and over the years, many people have snapped photos in front of the sign.

“Sometimes it just pops in your head,” Hauser said of what to put up on the sign. Other times they go searching the internet and tweak it to the business or the region.

The newest addition to Staab’s, however, was one added by the Hausers – Big Ern. The overgrown iron chicken was something the Staabs had always hoped to find, but it took two years into ownership by the Hausers before it became a reality. Taylor saw the chicken along the highway while they were driving through the Black Hills. The unpainted chicken was exactly what they had been searching for.

Their first trip to bring him home was a bust because he was frozen to the ground, but he eventually made it to Northwest Nebraska. Crawford’s Creighton and April Grant painted him in preparation for a chicken walk in May 2020, where they rolled him through Crawford’s streets to his final nesting place underneath the business sign.

“He’s heavy. He’s a pretty stout chicken,” Jason said.

Staab’s Drive-Inn is open March through November each year and hosts an annual Retro Night in June.

 </figure>My stomach is flat, the ‘L’ is just silent.Dear weather, stop showing off. We get it, you’re hot.Anyone visiting Crawford in the last three-plus decades has probably had a chuckle thanks to the Staab’s Drive-Inn sign. But the attention-getting quotes are just a preface to the real reason locals and visitors alike keep returning to the Northwest Nebraska institution.“Right away we put in the broasters and the broasted chicken,” Renee Staab said of purchasing the diner along Highway 20 with her husband Roger. “We thought it would be a good addition to the area.”The couple, originally from Iowa, brought broasted chicken to Northwest Nebraska from their native state. They also added curly fries, broasted potatoes and fresh, hand-made hamburger patties rather than the frozen pre-made variety. Later they added flurries and new combinations of ice cream sundaes, Renee said.Constructed in the 1950s by John Wickstrom, Staab’s began as a Dairy Queen before eventually changing its name to Daisy Queen. In 1981, the Staabs purchased the business and within a few years changed the name again. Even before the name change, however, the couple revamped the menu, adding the broasted chicken for which Staab’s has become famous.The Staabs have since retired, selling the business in 2018 to Jason and Taylor Hauser. The name remains in honor of the couple’s nearly 37 years of ownership and their mentorship to the Hausers, Jason said.A certain symmetry led both the Staabs and the Hausers into the business. Roger was working for Gillette and familiar with the business through his route. It was suggested they purchase the Daisy Queen during one of Roger’s Fourth of July deliveries to the business. Decades later, Hauser was doing right-of-way work in the area for the state when someone suggested he buy the business.When Hauser reached out to the Staabs, they encouraged him to work at the drive-in first, and he did so in 2016 and 2017 before finalizing the sale in 2018.<figure>

 </figure>“We wanted to see it go into good hands,” Renee said. “We put a lot of blood, sweat and tears in it.”For Hauser, it was the culmination of a life-long dream.“Ever since I was a kid, I wanted to own my own business,” he said. “What Staab’s has offered me and my family has been huge.”Staab’s is still known for its broasted chicken. Hauser credits the long-standing tradition of using fresh, never frozen chicken, the 48-hour marinade and the daily hand-breading process for the home-cooked taste.“People travel quite a way for our broasted chicken,” Hauser said. “Like Roger always says, ‘You won’t get a better piece of chicken unless you’re a rooster.’”The business gave Staabs the opportunity to raise their family in a small community, employed their children during high school and allowed them to meet a variety of people from across the country, some who remain close friends today, Renee said.“We really did enjoy it,” she said.With a typical staff of eight, Staab’s continues to employ a lot of high school kids during the summer, and Hauser tries to mentor them in business practices and a general attitude of success. Working with them and interacting with the customers is by far the most rewarding aspect, he said. He enjoys meeting the travelers who come from all over the country and the world, but also is deeply appreciative of the support from local residents.<figure>

 </figure>“The cornerstone of (Staab’s) is definitely the locals,” he said, offering thanks to both his employees and the community for making the business a success.“We definitely wouldn’t be where we are without those two ingredients.”The Hausers have continued many of the traditions built by the Staabs, including the sayings on the signs. Roger was meticulous the business’s appearance, and Renee said they started using the funny quotes to grab the attention of passers-by. It worked, and over the years, many people have snapped photos in front of the sign.“Sometimes it just pops in your head,” Hauser said of what to put up on the sign. Other times they go searching the internet and tweak it to the business or the region.The newest addition to Staab’s, however, was one added by the Hausers – Big Ern. The overgrown iron chicken was something the Staabs had always hoped to find, but it took two years into ownership by the Hausers before it became a reality. Taylor saw the chicken along the highway while they were driving through the Black Hills. The unpainted chicken was exactly what they had been searching for.Their first trip to bring him home was a bust because he was frozen to the ground, but he eventually made it to Northwest Nebraska. Crawford’s Creighton and April Grant painted him in preparation for a chicken walk in May 2020, where they rolled him through Crawford’s streets to his final nesting place underneath the business sign.“He’s heavy. He’s a pretty stout chicken,” Jason said.Staab’s Drive-Inn is open March through November each year and hosts an annual Retro Night in June.

Wade Sanders, son of Tom and Teresa Sanders of rural Alliance received a scholarship in the amount of $1250.00. Wyatt Walker, son of Lee and Kim Walker of rural Alliance was the recipient of a $1000.00 and Braelyn Shrewsbury of Alliance was awarded a $750.00 scholarship.

Wade, awarded a $1250.00 scholarship, will attend Texas Tech University in Lubbock TX majoring in Animal Science, Ag Business and Meat Science. After earning his undergraduate degree, he plans to obtain a master’s degree in the areas mentioned above. Wade is passionate about the beef industry and its sustainability which he plans to make major contributions to. He wants to make a difference not only on the family ranch but also to the beef industry at large.

Wyatt, recipient of $1000.00 scholarship will attend Dickenson State University in Dickenson, North Dakota to obtain an associate degree in Agriculture Production. Areas he’ll study include ag business, ag sales and services, range management and animal science which will give him insights into almost every aspect of the family ranch of which he plans to return to and operate as the fifth generation to do so.

Braelyn, awarded $750.00 to further her education will attend Nebraska College of Technical Agriculture in Curtis, NE majoring in Veterinary Technology. She’s well on her way to accomplishing that goal because as a FFA member she has a supervised agricultural experience at Alliance Animal Clinic of which she plans to return to after obtaining her degree. Braelyn also has plans to continue working on her family ranch with hopes of building her own cattle herd.

Keri Votruba’s son and daughter-in-law, Lloyd and Micki Votruba have awarded a $2,000 scholarship to Ethan Specht and alternate to Daren McConville, both will soon be graduates of the 2022 class at Hemingford High School. This scholarship amounts to $1,000 per year for two years.

The Keri Votruba Aspiring Youth in Ag Scholarship, in his memory, is offered to assist students who are pursuing a major in an agricultural related field at an accredited two or four-year college, university or technical school.&nbsp; The scholarship is available to high school graduating seniors and college freshman.

Votruba was involved in agriculture for sixty years both as a producer and as a member of several banking boards. One of his greatest passions though, was helping young people succeed. Over his lifetime he employed several young people in his operation and worked hard to help them succeed in whatever path they chose. &nbsp;

The scholarship is under the Hemingford Community Foundation which was established to serve the residents of Hemingford and the surrounding area by identifying and supporting the people, organizations, and projects that make Hemingford a great place to live, learn, work, and play.&nbsp;

Aspiring Youth in Ag Scholarship recipient, alternate announced

The Upper Niobrara White Natural Resources District (UNWNRD) is hosting the third annual amateur photo contest, in search of natural resources related photos from residents within the District encompassing Box Butte, Dawes, Sheridan and Sioux counties.

The intent behind the photo contest is to get the residents of the District outside to enjoy and capture the beauty in our natural resources close to home. “We have received so many beautiful photos in the past two years, winners are very difficult to decide!” noted Nancy Fisher, UNWNRD Director.

The 2021 winner was Ruthe Meter of Alliance with her winning photo of a mother goose and her goslings titled “Peak-a-Boo” taken at Laing Lake Park in Alliance. This beautiful photo is currently displayed in the UNWNRD Office until the 2022 winning photo is awarded, after that it will be Ms. Meter’s print to keep.

The deadline for the 2022 contest is June 1st. Please see the list below for requirements to enter your photos.

· The photo must be taken within the District (Box Butte, Dawes, Sheridan, Sioux counties).

· The photographer must be a resident of the District.

· The subject of the photo must be natural resources related. Ex: agriculture, nature, wildlife, recreation, etc.

Upper Niobrara White NRD to host annual amateur photo contest

Today at approximately 10:18 a.m. Scottsbluff Police Officers were called to Great Western Bank to investigate a report of a man trying to cash a stolen check. 

Officers arrived and 21-year-old Daniel Hubbard Jr. of Scottsbluff was sitting in a car parked at the drive-up window. One officer contacted Hubbard while the other officer went inside. 

Hubbard was asked to get out of the car. A third officer arrived and stayed outside by the car.&nbsp;

"The officer inside the bank asked the officers outside to arrest Hubbard," Sergeant Philip Eckerberg said. "The officers outside told Hubbard he was under arrest and began to put handcuffs on him when Hubbard pulled away. The officer was able to hold onto Hubbard’s arm and a struggle began."

Hubbard eventually pulled away from the officers and began to run southwest bound towards Broadway. 

"Officers caught up to Hubbard and were able to take him into custody after another struggle," Eckerburg said. "Hubbard was taken to the hospital where he was treated for his injuries."

Hubbard was then taken to the Scotts Bluff County Detention Center and booked in for Forgery, Possession of Stolen Property, Obstructing, Resisting Arrest, Assault on an Officer, Possession of a Controlled Substance (methamphetamine),  and Possession of Drug Paraphernalia.

 Two officers reported minor injuries from the altercations.&nbsp;

Crawford High Graduates of 2022

GRAND ISLAND, NEB.&nbsp; — Troopers with the Nebraska State Patrol have arrested one person after locating more than 350 pounds of marijuana during a traffic stop on Interstate 80.

At approximately 11:40 a.m. Saturday, a trooper observed a Chrysler Pacifica following another vehicle too closely on I-80 near Giltner. During the traffic stop, an NSP K-9 detected the presence of a controlled substance inside the vehicle.

A search of the vehicle revealed 362 pounds of marijuana. The driver, Gerald Robinson Jr, 38, of San Diego, California, was arrested for possession of marijuana – more than a pound, delivery of a controlled substance, and no drug tax stamp. He was lodged in Hamilton County Jail.

2022 Nebraska Passport program underway

LINCOLN – Nebraska State College System Chancellor Paul D. Turman will be Chadron State College’s Spring Commencement speaker. The combined undergraduate and graduate ceremony will be in the Chicoine Center Saturday, May 7, at 10 a.m.

“It is a distinct honor to speak to Chadron State graduates as they embark on the next chapter of their lives. I always enjoy my visits to Chadron and look forward to being on campus and being a part of such an important event,” Turman said.

Turman, who joined the NSCS in 2019, has worked with the governor and legislature to create the Career Scholarship Initiative, approved funding for Chadron State’s Math Science addition and renovation, extended bond funding to address maintenance and repair needs at State Colleges, implemented the 2025 Strategic Plan, and led the State Colleges through the 2019 flood and the COVID-19 pandemic.

Prior to joining the NSCS,, Turman worked for the South Dakota Board of Regents for eight years.&nbsp; He began as the Director of Academic Assessment in 2006 and became the Associate Vice President for Academic Affairs in 2008. As the System Vice President for Academic Affairs, he provided leadership for the academic and research functions of the system by managing initiatives targeted at improving student preparation, progression, and completion through efforts to improve time to degree, increase affordability, and foster collaborative programs.

Previously, as System Vice President for Research and Economic Development, Turman provided leadership to advance grant, research, and scholarly goals by working with state government leaders.

Turman earned his doctorate in Interpersonal Communication from the University of Nebraska Lincoln, his master’s degree from South Dakota State University in Communication, and his bachelor’s degree from South Dakota State University.

He serves on the University of Nebraska Medical Center Rural Health Advisory Committee, the Nebraska Educational Telecommunications Commission, Nebraska Workforce Development Council, and the Nebraska Information Technology Commission.

Turman named CSC Spring Commencement speaker

RAPID CITY, S.D. (AP) — Police say an altercation over a debt turned deadly in Rapid City. Officers responded to an alley about 8:30 p.m. Friday where they found a man with a gun shot wound.

 Medical units arrived and administered aid, but the man died at the scene. 

Officers and detectives from the Rapid City Police Department and the Pennington County Sheriff’s Office investigated throughout the night by watching surveillance video and interviewing witnesses.

 A 26-year-old Rapid City man was arrested on a possible charge of possession of a firearm as a felon.

 According to police, the man who was arrested was being beaten with a blunt instrument when he shot the other man.
