LINCOLN, Neb. (AP) — Nebraska lawmakers have given initial approval to a grant program for small businesses that are hit by natural disasters, pandemics or other emergencies, but it won’t get any money this year. 

The bill advanced, 32-0, through the first of three required votes in the Legislature. Sen. Anna Wishart, of Lincoln, says she introduced the measure to help local businesses that face future hardships beyond their control. 

Wishart says it was inspired by assistance that went to businesses during the coronavirus pandemic. Business groups support the measure, but some lawmakers questioned whether it was necessary. 

The original measure would have included $20 million in funding, but that portion was stripped out of the bill before lawmakers advanced it.

LINCOLN, Neb. (AP) — People who report sexual assaults to authorities in Nebraska could get immunity from alcohol or drug possession charges under a bill advanced by lawmakers. 

Lawmakers gave the measure initial approval on a 29-6 vote. The bill’s sponsor, Sen. Adam Morfeld, of Lincoln, says it’s designed to encourage sexual assault survivors and witnesses to come forward without fear of criminal charges if they had consumed alcohol or drugs. 

The bill would only apply to simple possession cases and wouldn’t protect people who distribute drugs or drive while intoxicated. 

To gain immunity, witnesses or survivors would need to cooperate with law enforcement.

Nebraska to experience major spring storm: NDOT, NSP advise caution

American society is often sorted into three economic classes: poverty, middle class, and wealth. Each of these groups has different values, skill sets, and ways to respond to different situations. A major focus of Bridges Out of Poverty is to understand the behaviors of each group, and how we can better work with those who live in poverty today. For the next two columns we will look at the history of these classes and how they developed in America, beginning with wealth. Then we will compare behaviors, hidden rules, and language of each class to better understand the barriers unintentionally created for people who live in poverty.

America is a capitalist nation where some have great wealth. Europeans discovered the Americas in the late 1400’s and began to establish colonies in what is now the United States in the early 1600’s. Most indigenous people died of diseases new to the continent, and the Europeans forced the remaining native populations westward. Colonists were in awe of the vast open lands and natural resources of this land they had just discovered. Claiming these resources allowed early settlers to amass great wealth and hold large tracts of property.

Early in the 1800s wealth was gained through the fur trade, fulfilling demand throughout Europe and Asia. Discoveries of gold in the 1840s, 1870s, and 1890s brought riches to lucky miners. Replacing whale oil with kerosene, a petroleum product, also meant prosperity.

Most early Americans were involved in agriculture. Inventions like the plow and the reaper, and slavery in the South, allowed Americans to farm larger tracts of land and earn even more. Inventions lead to the rise of manufacturing. Steamships and railroads were developed in the 1800s, allowing goods to be transported. After the Civil War, we had our industrial revolution and developed factories.

Think of the robber barons of the late 1800’s and early 1900’s. The term was typically applied to businessmen who exploited others to amass their wealth. Their practices included controlling natural resources, influencing high levels of government, paying low wages, squashing competition by acquiring their competitors to create monopolies and raise prices, and selling stock at inflated prices to unsuspecting investors.

Their wealth was achieved primarily through the industrial revolution. They took America from a nation of farmers and small-scale craftspeople to one of factories and transportation. The names included men like John D. Rockefeller, John Jacob Astor, Andrew Carnegie, J.P. Morgan, William Randolph Hearst, and Cornelius Vanderbilt. Their heirs continue to control a great deal of wealth.

According to Forbes Magazine, in 2021 there are 724 billionaires in the United States today. Many started technology companies, many have inherited wealth, and many are entertainment or sports figures. Eight of the top ten wealthiest people in the world are Americans: Jeff Bezos (Amazon), Elon Musk (Tesla and SpaceX), Bill Gates (Microsoft), Mark Zuckerberg (Facebook),

Warren Buffet (Berkshire Hathaway), Larry Ellison (Oracle), Larry Page (Google), Sergei Brin (Google). Wal-Mart heirs Jim, Rob, and Alice Walton are each worth about $68 billion. Bezos, now retired, is worth $177 billion, and his ex-wife’s wealth is $60 billion.

Along with this rise of the super-rich, we are seeing an increase in income inequality. More people every year are dropping from the middle class into poverty. Next week we will look at how America created a strong middle class.

They took America from a nation of farmers and small-scale craftspeople to one of factories and transportation. The names included men like John D. Rockefeller, John Jacob Astor, Andrew Carnegie, J.P. Morgan, William Randolph Hearst, and Cornelius Vanderbilt. Their heirs continue to control a great deal of wealth.According to Forbes Magazine, in 2021 there are 724 billionaires in the United States today. Many started technology companies, many have inherited wealth, and many are entertainment or sports figures. Eight of the top ten wealthiest people in the world are Americans: Jeff Bezos (Amazon), Elon Musk (Tesla and SpaceX), Bill Gates (Microsoft), Mark Zuckerberg (Facebook),Warren Buffet (Berkshire Hathaway), Larry Ellison (Oracle), Larry Page (Google), Sergei Brin (Google). Wal-Mart heirs Jim, Rob, and Alice Walton are each worth about $68 billion. Bezos, now retired, is worth $177 billion, and his ex-wife’s wealth is $60 billion.Along with this rise of the super-rich, we are seeing an increase in income inequality. More people every year are dropping from the middle class into poverty. Next week we will look at how America created a strong middle class.

As Nebraskans, we value resourcefulness and self-reliance.&nbsp; We also care for our neighbors.&nbsp; We recognize that extraordinary times—like a natural disaster or a global pandemic—warrant extra assistance.&nbsp; During the height of the coronavirus pandemic, Nebraskans stepped up to help those in need.&nbsp; At the federal and state level, we did the same.&nbsp; The State has received and distributed an unprecedented amount of federal funding to help Nebraskans weather the storm over these past two years.

But at a certain point, we must acknowledge that the storm has passed and get back to the Nebraska Way.&nbsp; We must guard against becoming a welfare state where people are incentivized not to work and encouraged to rely on government handouts well after an emergency is over.&nbsp; That is why Nebraska is not seeking the second round of the Emergency Rental Assistance Program (ERAP). &nbsp;We cannot justify asking for federal relief when we don’t have an emergency.

The Biden Administration launched ERAP in January 2021.&nbsp; Its intent was to help renters whose livelihoods had been impacted by the coronavirus pandemic.&nbsp; But ERAP’s design was shoddy, and its distribution has been poorly executed.&nbsp; For example, the federal government misallocated the money it gave to states. &nbsp;Nebraska initially received $158 million for our non-urban areas, while only $42 million went to Lancaster County/Lincoln and Douglas County/Omaha.&nbsp; We knew early on this didn’t match the reality that more than half of our renters live in our urban areas.&nbsp; To better aid Nebraskans in need, we worked to reallocate over half of the State’s ERAP funds to our urban counties and cities—$85 million was voluntarily transferred to Omaha and Lincoln and their respective counties.&nbsp; Even after this adjustment, the State still has nearly $30 million of unused ERAP funds. &nbsp;This means that after more than a year, we have only expended about 40 percent of the program’s dollars.&nbsp; The remainder is more than enough to meet the legitimate needs for assistance through the end of the year.

In total, the federal government spent $25 billion on the first round of ERAP.&nbsp; Now, they’ve printed up an additional $21 billion for a second round of funding.&nbsp; The State of Nebraska is eligible to receive $120 million.&nbsp; If we didn’t need $158 million during the height of the pandemic, why would we need $120 million now that the emergency has passed?

Almost exactly two years after Nebraska’s first confirmed case of coronavirus, we appear to have turned a corner on the pandemic.&nbsp; Case numbers and hospitalizations are down. &nbsp;Schools and businesses are open. &nbsp;Masks are off.&nbsp; Nebraska has largely returned to normal.&nbsp; I ended the State’s emergency declaration for coronavirus nearly nine months ago.&nbsp; We have the lowest unemployment rate in the country.&nbsp; Our economy is growing.&nbsp; Our pandemic emergency is over.&nbsp; Applying for emergency rental assistance now is like applying for emergency disaster aid without a flood or tornado.&nbsp; That is not what we do.&nbsp;

It’s wrong on principle, too.&nbsp; The Biden Administration has changed the rules and no longer requires proof—or even a claim—that need is tied to the coronavirus.&nbsp; That means this “emergency” aid isn’t tied to any emergency at all, not even in theory. &nbsp;And, unlike the first round of funding that expires at the end of 2022, the second round can be used through 2025. &nbsp;That’s&nbsp;three years&nbsp;of rent subsidies.&nbsp; ERAP is now no longer about addressing the impacts of coronavirus.&nbsp; Instead, it appears the Biden Administration wants to subsidize people’s rent and make them reliant on the government for years to come.

Nebraska is not a welfare state.&nbsp; It’s not who we are.&nbsp; But if we take these funds, it will be.

Some believe we should take the money simply because it’s available. &nbsp;However, there’s no such thing as “free money.”&nbsp; Somebody has to pay taxes to finance government spending—if not now, then in the future.&nbsp; In Nebraska, we’ve responsibly used taxpayer dollars.&nbsp; We’ve grown the Good Life while remaining the least indebted state in the country.&nbsp; We have a duty to future generations to hold the federal government accountable for its spending as well.&nbsp; Our State isn’t an island; our fate is connected to the financial health and well-being of our nation.&nbsp; The second round of ERAP is a perfect example of the kind of blind spending from the federal government that has ushered in record inflation.&nbsp; And if we continue to pile onto our national debt, our kids and grandkids will be the ones footing the bill.&nbsp; In Nebraska, that’s not who we are.&nbsp;

Gov. Ricketts: 2nd round of federal rental assistance 'emergency' in name only

ALLIANCE -&nbsp;The Western Nebraska Community College Powerline Construction &amp; Maintenance Technology program recently helped a local veterinarian build and install three nesting boxes for eagles near Alliance.

Dr. Thomas Furman, of The Animal Center in Alliance, first began the eagle nesting project three years ago, wanting to provide a refuge and nesting area for raptors in the area. The nesting boxes are perched atop of a power pole and filled with nesting materials like branches and hay.

"It was a great experience working&nbsp;with the local&nbsp;lineman&nbsp;school," Furman said.&nbsp;"The boys were eager, the day was cold, Shane (Homan, Powerline Instructor) was awesome, and we got the job done."

The Powerline program students helped install two nesting boxes on existing poles, and dug in a new pole for a third box. The first, two students in a bucket truck were lifted to the top of the pole to prepare the bracing for the nesting boxes. The second, two students with climbing gear ascended the poles to prepare the bracing, and then the bucket truck lifted the box to the pole and was attached.

The third site, students used an auger attachment on a truck to dig in a new pole, attached the box while it was still on the ground, and dropped the pole into the hole where it was tamped in place.

For the Powerline students, it was a perfect opportunity to get real world experience, in real world conditions. Temperatures were in the single digits, with wind chills well below zero.

"These are the types of conditions that the students will have to work in when they get a job," Homan, the Powerline Construction &amp; Maintenance instructor said. "When the the weather is bad, power goes out, that's when we have to go out."

Furman said that various species of raptors can be seen year round in the area and using the nesting boxes, with the most common being bald and golden eagles. Since the project first began, the site has hosted several private wildlife art organizations, and events with the Carnegie Arts Center and Alliance Public School Foundation. They even hosted public tours during the 2017 solar eclipse.

The nesting boxes are located on property owned by the Furman family, about four miles northeast of Alliance.

Residents who live on designated snow routes are asked to please have all vehicles removed from the street to ensure accessibility for the City crews and emergency personnel.

 Due to the predicted snow totals, crews will be plowing snow on these routes multiple times. 

Per the City of Alliance Municipal Code Ordinance No. 2883, Sec.24-27, please note that it is the duty of the owner of every lot or parcel adjacent to a permanent sidewalk to clean off and remove all snow within 24hrs after snow accumulation, however, snow shall not be moved from lots, driveways, or adjacent sidewalks into the city streets, alley or neighboring lots. Such an offense shall be considered a misdemeanor and is punishable by a $100 fine. 

The Alliance Police Department will attempt to make contact with owners of any vehicles left parked on designated snow routes. Any vehicles not moved will be towed.

Winter Weather Advisory issued for southwest Nebraska

The City of Crawford has declared a Snow Emergency once accumulations reach 3 inches from 12:00 a.m. Wednesday morning until the snow has been cleared.

 In reference to City Ordinances, a snow emergency means that motor vehicles, boats, trailers etc. can not be parked on the street during the indicated time period along the posted emergency snow routes. 

Vehicles, trailers or obstructions remaining on the routes may be ticketed. 

Efforts will be made to not tow vehicles during normal business hours, unless the predominate weather dictates such actions.

City of Crawford declares Snow Emergency 

NORTH PLATTE&nbsp; — Troopers with the Nebraska State Patrol have arrested two people after locating thousands of suspected fentanyl pills and other controlled substances during a traffic stop in Dawson County.

At approximately 3:40 p.m. Monday, a trooper observed an eastbound Acura TSX speeding on Interstate 80 near Lexington, at mile marker 231. During the traffic stop, the trooper detected the odor of marijuana inside the vehicle.

Troopers performed a search of the vehicle and located numerous bags containing what are believed to be approximately 25,000 fentanyl pills, as well as approximately 2 pounds of suspected cocaine, and 6 grams of marijuana.

The driver, Alejandro Lopez Leon, 24, and passenger, Orlando Castro Gutierrez, 28, both of Los Angeles, California, were arrested for possession of an exceptionally hazardous drug, possession with intent to deliver an exceptionally hazardous drug, possession of a controlled substance, possession of marijuana – less than an ounce, and no drug tax stamp. Both men were lodged in Dawson County Jail.

 </figure>At approximately 3:40 p.m. Monday, a trooper observed an eastbound Acura TSX speeding on Interstate 80 near Lexington, at mile marker 231. During the traffic stop, the trooper detected the odor of marijuana inside the vehicle.Troopers performed a search of the vehicle and located numerous bags containing what are believed to be approximately 25,000 fentanyl pills, as well as approximately 2 pounds of suspected cocaine, and 6 grams of marijuana.The driver, Alejandro Lopez Leon, 24, and passenger, Orlando Castro Gutierrez, 28, both of Los Angeles, California, were arrested for possession of an exceptionally hazardous drug, possession with intent to deliver an exceptionally hazardous drug, possession of a controlled substance, possession of marijuana – less than an ounce, and no drug tax stamp. Both men were lodged in Dawson County Jail.

Alliance police to hold Grove District meeting at Knight Museum

CHADRON – Rylie Cole of Minden, Nebraska, won a Gold Addy for her Still Photography from the Black Hills chapter of the American Advertising Federation (AAF) Feb. 25 at a gala in Rapid City, South Dakota. Her winning entry was a close-up, black and white photo of one of her family’s cows.&nbsp;The Gold Addy award automatically advances Cole to the next tier of the competition in Nashville in April.

Cole is a senior majoring in Graphic Design with a minor in Marketing. After graduation in May, Cole plans to pursue a career in social media marketing and digital design.

Art Professor Mary Donahue said AAF board members including CSC alumna Tiffany (Heiser) Smith, Vice President of Marketing at Black Hills Community Bank, were welcoming and encouraged students to pursue careers in advertising.

CSC students have been participating in Black Hills AAF student summits, workshops, and award shows since 2013, according to Donahue. She said CSC students gain invaluable knowledge about the profession of advertising and design from association with AAF.

AAF chapters provide information for professionals and students, opportunities to network, community service, recognition of industry excellence, and internship and job announcements.

“Everything from the importance of research and strategy, insights and trends in the industry, tips on interviewing, portfolios, and résumés, and the opportunity to personally connect with professionals,” Donahue said.

A few snow showers will push into the northern part of our area this morning, with some light daytime accumulation up to an inch or two around the Pine Ridge in the northern Nebraska panhandle and Converse/Niobrara counties in WY.

&nbsp;Moderate to heavy snowfall will fill in across the area late this afternoon into the evening, with the heaviest snowfall expected overnight. Total accumulations of 2 to 6 inches expected in the Advisory areas. The Warning areas have the highest probabilities for accumulations of 5 or more inches. Greater uncertainty exists in the Watch areas, but about 4 to 8 inches is possible there.&nbsp; &nbsp;&nbsp;

 Please put yard waste in the containers loose and not in plastic bags. Do not put garbage in your yard waste containers. Sticks should be broken into small pieces and placed in the regular dumpsters and not in yard waste containers.

The Alliance Police Department will host meetings with members of the Drug Enforcement Administration (DEA),&nbsp; Federal Bureau of Investigation (FBI), Nebraska State Patrol (NSP), U.S. Attorney's Office (USAO) for the District of Nebraska and Nebraska Attorney General's Office (AG),&nbsp; on Wednesday, March 9.&nbsp; The meeting will discuss the increased amounts of methamphetamine seen throughout the state.&nbsp;&nbsp;
