Dobby’s Fall Festival is Saturday and Sunday, September 18-19. There will be several vendors, musicians, and activities for guests. One of the activities visitors enjoy most is Cowboy Fast Draw. Cowboy Fast Draw is a family-oriented sport based on the romance and legends of the Old West.

The Sandhill Outlaws and Angels is affiliated with the Cowboy Fast Draw Association (CFDA). They meet the second Sunday of every month at Dobby’s Frontier Town to practice their skills. The CFDA motto is Safety First, Fun Second, and Competition Third. They place sportsmanship and fun above the competition itself, and place safety above all. Only wax bullets are used.

Regular participants dress the part with cowboy hats and clothes their great-great-grandparents might have worn. They have unique handles or aliases. It is a fast sport, and during a match people generally can shoot several times. Cowboy Fast Draw shoots hundreds of events a year for prize money, prizes and titles. The "draw" to Cowboy Fast Draw is that it is a family sport and anyone can do it.

Western movies were king during the 20s, 30s and 40s, with Tom Mix and Gene Autry as Hollywood's top box office stars. Roy Rogers, Hopalong Cassidy, John Wayne and a host of others became huge sensations. But it was really 50s television that spawned the nationwide interest in Fast Draw. The Westerns ruled the small screen for a decade, with everyone tuning in to watch their favorite cowboy heroes. Every kid wanted his own holster and cap gun.

The first fast draw competition was held at Knotts Berry Farm in California in 1954. One of their performers invented a fast draw timer. Clubs formed throughout the country and the first national organization was formed in 1961. Today’s Cowboy Fast Draw Association was created in 2002.

The equipment used in Cowboy Fast Draw and at Dobby’s includes competition six-guns, holsters, targets, and wax bullets. The Gunslinger timer measures speed to the nearest thousandth of a second.

Eagle Radio and Chadron State Athletics are partnering with local businesses to offer a brand new experience and community event!&nbsp;&nbsp;

Beginning on Wednesday, September 8 the CSC Sports Road Show presented by Security First Bank will be held at the Bean Broker Coffee House and Pub in downtown Chadron offering Eagle fans,&nbsp;Double&nbsp;Q&nbsp;Country&nbsp;listeners and area residents the opportunity to come out and enjoy a Business-After-Hours style evening while getting to visit with CSC coaches, players and fellow fans.

This casual, free event will begin at 5:30 pm and run through 7:30 pm with attendees invited to come and go as their schedules allow.

In addition, attendees can watch as Voice of the Eagles Dave Collins will be hosting a new one-hour live radio show from 6:00 to 7:00 interviewing guests on 97.5 FM and 105.9 FM.&nbsp;

Confirmed guests for the September 8 program include football head coach Jay Long, senior quarterback Dalton Holst and women's&nbsp;wrestling&nbsp;head coach Alijah Jeffery, as well as a representative from the host location at the Bean Broker.&nbsp; Other CSC representatives will likely make&nbsp;appearances&nbsp;during the evening to mingle and visit among the crowd. Door prizes will be given away during the night including CSC game tickets as well as a special VIP Game Day Experience!

Light appetizers will be available and a cash bar will be open.

In its first year, the CSC Sports Road Show will be a once-a-month event from September through April of 2022 and will be hosted among several different local businesses with a unique rotation of guests appearing on the radio show.&nbsp;

Chadron police remind residents about parking ordinances 

LINCOLN –&nbsp;This week, Governor Pete Ricketts submitted official comments to the Environmental Protection Agency (EPA) in response to its request for feedback as it proposes to redefine “Waters of the United States” (WOTUS) within the Clean Water Act.&nbsp; Expansion of the WOTUS definition would broaden the scope of federal regulation under the Act and subject Nebraskans to burdensome regulations.&nbsp;

“The definition of WOTUS has a direct and meaningful impact on Nebraska farmers, ranchers, industries, developers, homebuilders, and others whose proposed projects or developments may be required to obtain permits and approval from federal agencies,” wrote Gov. Ricketts in his letter.

In 2015, the Obama Administration rewrote the definition of WOTUS in an effort to increase the EPA’s regulatory jurisdiction.&nbsp; The State of Nebraska successfully mounted a legal challenge in opposition to the federal overreach.&nbsp; Now, the Biden-Harris Administration is again trying to assert control over states’ water management.

In his letter to the EPA, the Governor reaffirmed the State of Nebraska’s authority to manage its own water resources.&nbsp; He called for “a definition of WOTUS that provides for limited federal jurisdiction.”&nbsp;

“Nebraska and its regulatory agencies have clear authority and are well equipped to protect waters of the state,” wrote Gov. Ricketts.&nbsp; “States are best positioned to manage the water within their borders because of their on-the-ground knowledge of the unique aspects of their hydrology, geology, and legal frameworks. &nbsp;As such, waters of the state, such as agricultural waters, including farm ponds, stock ponds, and irrigation ditches, and man-made dugouts, pits, and ponds used for irrigation, should be subject to the exclusive regulatory authority of the State.”

The Governor’s letter on WOTUS was co-signed by the directors of the State of Nebraska’s Department of Environment and Energy, Department of Agriculture, and Department of Natural Resources.

Alliance library continues Code Club 

NORTH PLATTE, Neb.-Nebraska State Trooper Troy Goodschmidt received a national honor during a ceremony Tuesday evening in San Antonio, Texas.

Trooper Goodschmidt was recognized by the El Paso Intelligence Center (EPIC) for his work in motor vehicle criminal interdictions during the 2020 calendar year. In 2020, Trooper Goodschmidt made several arrests for possession of controlled substances, including one case in August 2020 in which he located nearly 2,300 pounds of marijuana during a motorist assist on I-80. That seizure was the largest in the United States in 2020.

“Trooper Goodschmidt provides a great example of the tireless work our troopers perform day-in and day-out across Nebraska,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “His work in recent years has taken large amounts of dangerous controlled substances, including fentanyl, out of Nebraska communities. This award is a testament to that incredible work. He and our entire team remain dedicated to our mission of keeping Nebraska safe.”

The award was presented to Trooper Goodschmidt during a ceremony at this week’s Motor Vehicle Criminal Interdiction Conference in San Antonio. This is the fifth national award won by NSP personnel in recent years, with previous honors for commercial vehicle drug interdictions, commercial vehicle inspections, leadership in public information, and state government to citizen experience.

Trooper Goodschmidt is a 14-year veteran of the Nebraska State Patrol, stationed in Troop D.

Gov. Pete Ricketts says the state has partnered with Nomi Health, the creators of the TestNebraska program, to offer call centers that overcrowded hospitals can contact when they need to transfer patients elsewhere. 

The around-the-clock call centers will serve as coordinators for in-state hospitals to try to keep them from getting overwhelmed, at a cost of $200,000 a month.

Alliance – In observance of Labor Day the City of Alliance facilities will be closed on Monday, Sept. 6.&nbsp; Normal operating hours will resume Tuesday, Sept. 7.

The City Landfill will be closed Saturday, Sept. 4 through Monday, Sept. 6 and will reopen Tuesday, Sept. 7.

Public Transit will not be available Sunday, Sept. 5 through Monday Sept. 6. Services will resume on Tuesday, Sept. 7.

City of Alliance facilities to close for Labor Day 

On Aug. 18 at 3:34 p.m. Scottsbluff police received a tip that 41 year-old Ruby Bingham of Mitchell was at a home on Mary Lane in Scottsbluff.

Bingham was wanted for a July escape from the Community Corrections Center in Lincoln.&nbsp;

"Scottsbluff Police went there and located Ruby Bingham hiding inside the home," Scottsbluff Police Sgt. Philip&nbsp; Eckerberg said.&nbsp;

Bingham was booked in the Scotts Bluff County Detention Center for an escape warrant. 

36 year-old Miguel Tirado of Mitchell, who was with Bingham, was arrested. 

Tirado was booked in the Scotts Bluff County Detention Center for aiding and abetting escape.

Bingham also served time at the women’s prison in York for a meth conviction in Box Butte County.&nbsp; 

Bingham served from June 12, 2019 until she was discharged on July 13, 2020. She was residing in Alliance at the time of the conviction.&nbsp;

South Dakota hospitals bracing for monthlong virus surge

CHADRON – Chadron State College Instructor and Adviser of The Eagle, Mike Kennedy, is one of several faculty members from institutions across the U.S. featured in a series about preparing future journalists. The series was created by Publisher’s Auxiliary, a monthly publication of the National Newspaper Association (NNA).

Other representatives of higher education in the series teach journalism at Boston University, Brigham Young University, Georgia Southern University, the University of Illinois, Stony Brook University in Port Washington, New York, and the University of Washington Seattle. The July installment of the series, which will stretch into 2022, included an introduction of each of the professors.

Dean of Liberal Arts Dr. Jim Margetts said Kennedy’s inclusion on the panel indicates how respected he is among his peers.

“Seeing Chadron State College’s name mentioned alongside the other panelists’ institutions will possibly prompt readers to find out more about who we are and what a strong communication program we have here,” Margetts said.

Kennedy said he is humbled and honored to be among his fellow panelists.

“Each has shared encouraging views about the future of our journalism profession and each has provided invaluable insight into their respective programs," Kennedy said.

The series grew out of a conversation the co-creator of the series, Tonda Rush, had during a meeting of the University of Kansas William Allen White Foundation Trustees.

“As I listened to professors discussing their challenges and outlooks for journalism, it struck me that there was a sizeable knowledge gap between the journalism academy and the newspaper business. Most of our members have little direct awareness of the challenges facing journalism schools, but they do know that the nature of journalism school grads they see in the job market has changed,” said Rush, who is the NNA’s Director of Public Policy.

Rush and Carol Pierce, NNA’s Director of Washington Programs, have developed a conversation with what they call a carefully-selected group of professors to pose questions on the minds of newspaper publishers and editors.&nbsp;

Kennedy was recommended by Matt Adelman, president of the NNA Foundation, who told Rush he had hired several interns from the CSC program.

Rush, who worked in Scottsbluff previously, said she was aware of CSC’s positive reputation.

“We wanted Mike [on the panel] because we thought he had a good sense of the hands-on training that journalists need to go into the job market.&nbsp;We were looking for people who care about the future of newspapers which is more difficult to find in the academic world than you might imagine.&nbsp;So far, our panel has proven to be spot-on. We have an excellent discussion going on,” Rush said.

Rush said she and Price appreciate Kennedy’s emphasis on teaching news gathering.

“We need hard-nosed reporters who care about their communities and can be effective newsgatherers,” Rush said. “We find him to be principled and practical, happy to promote the best features of his program, and optimistic about the graduates he plans to send into the newspaper world. He understands the values that motivate good journalists yet is realistic about the challenges ahead as the business model that has funded journalism for two centuries is fundamentally changing.”

Hunters can register now for 2021. In 2022, the annual registration will begin Aug. 1.

Hunters are limited to registering for five counties they are willing to hunt. Hunters also must list their city and state of residence.

Game and Parks’ Antlerless Hunter Database connects hunters who wish to harvest antlerless deer with landowners experiencing damage from deer on their property. Not all participants will get called by landowners, but in the event a landowner needs additional harvest, the database connects them with antlerless hunters.

Landowners and hunters are important to managing wildlife; together with Game and Parks, they are the driving force for wildlife conservation in Nebraska. Landowners provide habitat and access for hunting game species. Readily available permits and long seasons provide tremendous opportunities to harvest deer in Nebraska, especially antlerless deer.

Game and Parks is charged with managing all wildlife in the state. It strives to find a balance between healthy wildlife populations, opportunities for hunting, and keeping deer and all game populations at socially acceptable levels.

Alliance library to host treasure hunt, recycled craft event

The Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, is the largest federal food assistance program. There are 42 million people who utilize SNAP benefits nationwide, including about 160,000 Nebraskans. SNAP helps millions of people put food on the table, and more than 40% of the beneficiaries are children.

The United States Department of Agriculture (USDA) recently announced that they have updated the formula they use to calculate SNAP benefits. This means there will be a 21% increase in SNAP benefits across the nation. The average benefit will rise from about $4.25 per person per day to about $5.45 per person per day in 2022.

Due to Covid, SNAP benefits had been increased 15%, with that increase ending September 30. This new increase will take effect October 1, 2021. You do not need to take action to receive this increase if you already participate in SNAP.

If you are not currently receiving SNAP benefits but think you might qualify, visit the ACCESSNebraska portal for the Nebraska Department of Health and Human Services. (Remember that computers are available at the library if you do not have one at home.) You will click on Economic Assistance (available in English and Spanish), then complete the Economic Assistance Application. If you are having difficulty with the application, contact the Northwest Community Action Partnership (NCAP) office, 1028 E 3rd St, Alliance, 762-4523; or the Health and Human Services (DHHS) office, 411 Black Hills Ave, Alliance, 763-2900. If your application is rejected, that doesn’t mean you do not qualify. It usually means you’ve omitted some information on the application and it didn’t process correctly. NCAP or DHHS can also help with that.

Once your application has been processed through the Nebraska Department of Health and Human Services and you are found eligible, you will receive an Electronic Balance Transfer (EBT) card. This works like a debit card. Each month you are eligible, benefits will be reloaded onto the card, which you can use to buy food at stores. You will use your PIN to confirm the purchase just like you would with a debit card.

In May 2021 a change was made that allows families to take small pay increases without fear of losing their SNAP benefits. The new monthly gross income eligibility limit was increased from 130% of the Federal Poverty Level to 165%. For a household size of one, that means a maximum monthly gross income of $1,770; for two people the income is $2,395; for three people $3,020; and four is $3,643.

What can be purchased with SNAP benefits? Fruits, vegetables, meat, poultry, fish, dairy products, breads, cereal, pop, juice, snack foods, and vegetable seeds and plants. SNAP benefits cannot be used to buy liquor, tobacco, vitamins, medicine, pet food, cleaning products, paper

products, hygiene items, cosmetics, or restaurant food. Grocery store scanners keep track of which items can be paid for with the EBT card and which ones must be cash purchases.

Sometimes we hear about fraud in the SNAP program. Fraud would occur if someone swapped their benefits for cash, bought ineligible items, or lied about income or assets on their application. USDA says that fraud accounts for about one-half of one percent of the benefits. This means that more than 99% of SNAP benefits are legitimately needed and used.

Food insecurity is a problem in America. SNAP helps low-income individuals and families who struggle to afford basic needs. When they have enough healthy food to eat, their limited resources can be used on rent, education, transportation, or other things the family needs. SNAP is one of the most successful programs we have to assist people who live in poverty in the United States.

Poverty In Our Area: Increase in SNAP benefits

Box Butte General Hospital (BBGH) will implement changes to the temporary visitor policy put in place.

Due to the high incidence of community-related COVID-19 exposures, and in an effort to protect patients, visitors and staff, we have revised our visitor policy for the Emergency Room and Inpatient (PCU) departments. There will be no visitors permitted in these areas.

Patients with an appointment at the Greater Nebraska Medical and Surgical Services (GNMSS) clinic, rehab, radiology, laboratory, and specialty clinic may have one adult and up to two children and one infant six months of age or younger accompany them. Children may not be left unattended in waiting rooms.

There are no changes to the Wellness Center.

The health and safety of our patients, staff, and visitors is a top priority at BBGH. We understand how important the support of loved ones and friends is to patients during their hospital stay. However, COVID-19 requires us to temporarily adjust our visitor policy in order to keep our patients, staff, and visitors safe from infection.

We continue to implement vigorous policies and procedures to address COVID-19 and are following all governmental recommendations as well. If you have any questions about the updated visitor policy, please ask a member of the patient’s healthcare team.

Panhandle Public Health District (PPHD) would like to remind Panhandle residents that while the air seems a bit cooler, mosquitoes have not gone away and are still active well into the fall season. As fall sports begin, PPHD encourages all students, athletes, coaches, and fans to practice mosquito prevention to help fight the spread of West Nile virus.

PPHD routinely traps mosquitoes in the Panhandle area and several traps have had mosquitoes test positive for West Nile virus this season. Mosquitoes are tested well into the fall season until the first freeze. Cases of West Nile virus also continue to pick up as the season progresses. Football games are especially important to remember to wear insect repellent at due to the time of day they are held and the variable conditions of the field.

There have been five reported cases of human clinical positives for West Nile in the Panhandle and two reported cases of positive horses. West Nile demonstrates flu-like symptoms that can include a slight fever and headaches, though 8 out of 10 people never develop symptoms. Severe symptoms of West Nile can lead to encephalitis which can cause inflammation of the brain, disorientation, convulsions and paralysis. People with compromised immune systems are especially susceptible to this disease. Prevention is the best way to avoid mosquito bites and protect yourself from West Nile.

PPHD encourages mosquito bite prevention by recommending the following tips:

· Wear long pants and long sleeves, especially if outdoors during dawn and dusk, when mosquitoes are most active.

· Use insect repellent that contains DEET, picaridin, or oil of lemon eucalyptus.

· Check for standing water in the area and if any is present, drain immediately.

· Ask your veterinarian how you can get your horse vaccinated for West Nile.

PPHD reminds Panhandle to practice mosquito bite prevention this fall

SIOUX FALLS, S.D. (AP) — The South Dakota National Guard has been activated to help with the state’s response to COVID-19. 

The governor’s office confirmed Tuesday that soldiers are in the Black Hills conducting virus examinations but had no further details. 

Guard members were notified via email that units are being deployed to assist with testing for Monument Health in Rapid City and could be needed in Sturgis, Spearfish, Deadwood and Custer. 

The state Department of Health reported Tuesday that Pennington County, where Rapid City is located, had more than twice as many new COVID-19 cases than any other county in the state. 

The number of people on ventilators in Rapid City also more than doubled since Monday’s update.

RAPID CITY, S.D. (AP) — A man accused of killing a Rapid City teen is charged with first-degree manslaughter. 

Nathan Gray Eagle, of Rapid City, is being held without bond in the shooting death of 16-year-old McKenzie Garreaux at an apartment complex on Friday morning.

 Police say a gun believed to be used in the shooting was located near the apartment. 

Garreaux died at a Rapid City hospital after receiving treatment for injuries sustained in the shooting. 

She had been reported missing by the Pennington County Sheriff’s Office on Aug. 20. 

The Rapid City Journal reports that the probable cause affidavit in the case has been sealed by the court.
