RAPID CITY, S.D. (AP) — A former leader of the Salvation Army in the Black Hills has pleaded not guilty to federal charges of receiving and possessing child pornography. 

Investigators say they seized 46 electronic items during a search this month at the Salvation Army’s Black Hills Camp.

 The Salvation Army says it has fired Moreno and is cooperating with the investigation. 

Moreno was a captain and the Black Hills Area coordinator and lived at the camp in Rapid City. 

The federal indictment comes after Moreno was charged May 11 by Pennington County prosecutors with one count of possessing, creating or distributing child pornography.

GRAND ISLAND&nbsp; — Troopers with the Nebraska State Patrol were busy this weekend with a variety of incidents throughout the state.

At approximately 4:00 p.m. Friday, a trooper observed an eastbound Ford Expedition following another vehicle too closely on Interstate 80 near Aurora, at mile marker 329. During the traffic stop, a K-9 from the Merrick County Sheriff’s Department detected the odor of a controlled substance inside the vehicle.

A search of the vehicle revealed 181 pounds of marijuana in large bags in the cargo area of the vehicle. The driver, Robert Jones, 37, of Denver, was arrested and lodged in Hamilton County Jail for possession of marijuana – more than one pound and possession with intent to deliver.

Friday evening, at approximately 8:20 p.m., a trooper observed a motorcycle speeding at over 130 miles per hour on Interstate 680 in Omaha. The trooper notified the NSP Aviation Support Division, which was already in the area. The NSP Helicopter was able to locate and follow the motorcycle until the rider stopped and fled on foot near 72nd&nbsp;and McKinley. Troopers searched the area and located another driver who had been contacted by the motorcycle rider. That contact led to the location of the motorcycle rider, Joshua Dunn, 24, of Omaha. Dunn was arrested for willful reckless driving, flight to avoid arrest, and obstructing a peace officer.

At approximately 12:00 p.m. Saturday, NSP received a report of a Chevrolet Impala driving recklessly on Interstate 80 near Wood River. Troopers located the vehicle in a gas station parking lot south of Interstate 80 at the Grand Island interchange, at exit 312. During the encounter, a trooper observed a firearm in the center console of the vehicle. Further investigation led to the discovery of 18 pills, suspected to be fentanyl, in a plastic bag inside the vehicle.

The driver, Miguel Vazquez Estrada, 25, of Bonners Ferry, Idaho, was arrested for possession of a controlled substance, possession of a concealed weapon, and possession of a firearm while committing a felony. The passenger, Cody Deichen, 26, Hastings, Nebraska, was arrested for possession of a deadly weapon by a prohibited person, possession of a controlled substance, and possession of a firearm while committing a felony. Both men were lodged in Hall County Jail.

Busy weekend for Nebraska State Troopers

Kate Tyner, BSN, RN, CIC with Nebraska Infection Control Assessment and Promotion Program (ICAP) joined the Monday, May 24 Panhandle briefing to provide additional understanding and recommendations for fully vaccinated people.

“People that have received their COVID vaccine are similar to wearing a fireproof suit,” Tyner explained. “For those that have their fireproof suit, it’s become a lot safer to go to restaurants, bars, and public places. For anyone that hasn’t gotten vaccinated, they still have the risk of getting COVID.”

While people are trying to embrace moving forward, the vaccine is a huge part of safely returning to normalcy.

Things are starting to look a lot safer for people that are vaccinated but there are still certain restrictions in healthcare settings and through Centers for Medicare and Medicaid Services (CMS) for nursing homes for the safety of patients, residents, and elders living in congregant living settings. This is due to people in these settings being in closer proximity to one another and at higher rates of living with chronic health conditions. COVID remains a risk through an unvaccinated person bringing it in.

“We hope that as community cases continue to go down and vaccination rates continue to go up, the federal requirements from CMS will continue to loosen,” Tyner concluded.

Governor Ricketts announced today the ending of the Governor’s Directed Health Measure effective at 11:59pm. Throughout the Panhandle, the same processes for contact tracing, quarantine, and isolation will continue as it remains needed to stop the spread of COVID.

Pfizer is available in the Panhandle and anyone 12 and older can get vaccinated! There is no charge for the vaccine.

Grave Witching, also known as Grave Dowsing, is a process to determine if a grave has someone buried in it or not, along with other fascinating information. Staff and volunteers will be showing the process, teaching you how, and answering other cemetery questions until 4 p.m. 

This is a fascinating procedure, similar to divining water that is very helpful and intriguing.

The Staff will also be at the Alliance Cemetery Saturday, Sunday and Memorial Day to help patrons in locating graves.

Knight Museum to host 'Grave Witching' at Alliance Cemetery

SCOTTSBLUFF ― As a continued commitment to providing quality emergency medical needs for Garden County and the surrounding area, Regional West Garden County is pleased to announce plans for the acquisition of two new ambulances.

Within the partnership between Regional West Garden County and Regional West Medical Center, Regional West Garden County purchased both ambulances, while Regional West Medical Center holds and maintains the ambulance licenses and runs the EMS (Emergency Medical Service) system.

“Providing a strong, efficient Emergency Medical Service system is a complex endeavor,” said Randy Meininger, Regional West EMS manager. “It is a pleasure to work in a system that recognizes the importance of the strong partnership that exists between Regional West Garden County and Regional West Medical Center. Providing exceptional healthcare and service to our patients is our highest priority.”

The first ambulance to be put into service is a Chevy G4500 Type III, which is a traditional ‘box’ ambulance configuration. It will be used primarily in the 911 system. Meininger said that current plans are to have it operational by early summer.

The second ambulance is a Dodge Promaster Type II Crossover, a van-based ambulance that will primarily be used for inter facility transports. When needed, it can be used for 911 calls. Meininger said it should be in service this fall.

Both ambulances will meet the newest safety standards and feature new hydraulic cots to assist our ambulance crews with lifting.&nbsp;

“Having reliable, up-to-date ambulances in Garden County is critical to providing highly responsive and high quality service,” said Regional West Health Services President and CEO John Mentgen, FACHE. “The new ambulances will allow Regional West Garden County to continue providing reliable emergency services for many years to come.”

Regional West Garden County, Oshkosh, Neb., is a nonprofit health care organization consisting of a 10-bed Critical Access Hospital, a 40-bed nursing home, a rural health clinic, and a specialty clinic. Regional West Garden County to debut 2 new ambulances

OGALLALA, Neb.-School may be out, but learning doesn’t have to stop.

The Mid-Plains Community College Ogallala Campus is offering area youth the opportunity to participate in a variety of educational programs this summer.

The campus will start up its annual Try-It-Out-Thursday program June 3 and continue it every Thursday through the end of July.

There will be two sessions to choose from, 1-3 p.m. or 3-5 p.m., for all but three of the classes. Pre-registration and pre-payment are required to reserve a spot as class sizes are limited.

“We’ve been offering a summer youth program for more than a decade, and it has been extremely popular,” said Mary Pierce, MPCC Ogallala Campus administrator. “That’s thanks to the ingenuity of our instructors who provide fun classes with a learning component. We love being able to offer that type of programming for local youth.”

All classes will be at the MPCC Ogallala Campus, 512 E. B St. S., in Ogallala.

 <li>June 17 - Branching Out&nbsp;(Open to all ages) – Those who sign up for this class will discover and play with tree roots, leaves and seeds. Instruction will be given on how to properly plant a provided tree. The fee is $10.</li>

“The journey to becoming a Nebraska State Trooper starts with an application, and we’re looking for men and women who are ready to take that first step,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Filling out that application opens the door to a world of opportunity and a fulfilling career spent serving the people of Nebraska.”

Nebraska State Troopers serve Nebraska in a wide variety of capacities. Career paths include patrolling Nebraska’s roadways, investigating crime throughout the state, handling a K-9, connecting with the public through education and safety programs, operating on the SWAT Team, piloting with the Air Wing, negotiating during crisis situations, and many more.

Camp 66 begins training in January 2022 and will conclude with the graduation of a new class of State Troopers in June 2022. The Nebraska State Patrol offers a starting salary of $47,944 upon graduation, along with benefits including medical and life insurance, paid vacation, sick leave, and a great retirement program. During a 22-week training program at the NSP Training Academy, recruits will earn $21.00 per hour.

The American Legion Family Post 7, Veterans of Foreign Wars, The Daughters of the American Revolution, the Alliance Fire Department, area Veterans and many others will be gathering at the Veteran's Memorial on the grounds of the Box Butte County Court House, Alliance, Memorial Day, Monday, May 31 at 10 a.m. to honor the memory of our fallen warriors. Remembering those who have given everything for their country.

From the American Revolution to our current operations against terrorism, one million or more American men and women have made the supreme sacrifice while serving in wars and conflicts. All will be honored – not just those with the highest medals or the heroes who fought in the most famous battles. They all died so America can continue to cherish the things that are loved - freedom, country and family.

Legionnaires, are pledged through the Preamble of the organization's constitution to “preserve the memories and incidents of our associations in the Great Wars...” This solemn promise is on the back of each American Legion membership card. Yet, they do not remember our fallen brothers and sisters-inarms because of an edict or obligatory ritual. They do so because they want to. They want to be there for their families. Long after the battlefield guns have been silenced and the bombs stop exploding, the children of our fallen warriors will still be missing a parent. Spouses will continue to miss their life partners. Parents will never stop grieving for their heroic sons and daughters that died way to early

It is a reminder on this day that in each generation, brave men and women will always step forward to take the oath of allegiance as members of America's armed forces willing to fight, and if necessary, die for the sake of freedom.

As Americans, it should be remembered that freedom isn't free. It's only possible because the fallen heroes have paid it's high price. A price paid which enables such ceremonies and observances like the Memorial Day Celebration to be held in communities across this great county.

 </figure>From the American Revolution to our current operations against terrorism, one million or more American men and women have made the supreme sacrifice while serving in wars and conflicts. All will be honored – not just those with the highest medals or the heroes who fought in the most famous battles. They all died so America can continue to cherish the things that are loved - freedom, country and family.Legionnaires, are pledged through the Preamble of the organization's constitution to “preserve the memories and incidents of our associations in the Great Wars...” This solemn promise is on the back of each American Legion membership card. Yet, they do not remember our fallen brothers and sisters-inarms because of an edict or obligatory ritual. They do so because they want to. They want to be there for their families. Long after the battlefield guns have been silenced and the bombs stop exploding, the children of our fallen warriors will still be missing a parent. Spouses will continue to miss their life partners. Parents will never stop grieving for their heroic sons and daughters that died way to earlyIt is a reminder on this day that in each generation, brave men and women will always step forward to take the oath of allegiance as members of America's armed forces willing to fight, and if necessary, die for the sake of freedom.As Americans, it should be remembered that freedom isn't free. It's only possible because the fallen heroes have paid it's high price. Notwithstanding the termination, the Continued Assistance Act (CAA) and American Rescue Plan Act (ARPA) of 2021 created additional benefit eligibility for some workers. Claimants should continue to file weekly claims at NEworks.nebraska.gov to receive all benefits for which they are eligible, or file a new claim if they have not yet applied.

All claims for federal benefits covering weeks of unemployment through June 19 will continue to be processed. The last payable week under each program may vary. Nebraska will continue to pay regular unemployment claims for those who qualify.

Unemployment claimants in Nebraska have been required to complete weekly job searches since July 12, 2020.&nbsp;&nbsp;NDOL job centers across the state are helping Nebraskans return to the workforce, and a variety of programs are available, including on-the-job training.

As federal pandemic unemployment programs end in Nebraska, the State encourages claimants to search for work at NEworks.nebraska.gov, which currently has nearly 40,000 active job postings of all skill levels in many different industries.

Nebraska to end participation in federal pandemic unemployment programs

A Chadron man has been found dead in his home.&nbsp;

At approximately 12:40 p.m. on May 22 the Dawes County Sheriff's Office and Dawes County Attorney/Coroner investigated the death of 63 year-old David Didier.&nbsp;

Didier's family found him unresponsive in his rural Dawes County home on Saturday afternoon.&nbsp;

The family members contacted emergency rescue and law enforcement. Didier could not be revived.&nbsp;

"The initial investigation of the scene and interviews with witnesses leads law enforcement to believe that foul play is not involved," Dawes County Attorney/Coroner Vance Haug said. "An autopsy and toxicological screening have been ordered to better determine the specific cause of death."

CHADRON – Four Chadron State College students will complete training this summer as cadets in the Army ROTC. They are Robert Deaver of Hay Springs, Neb., Harrison Perchal of Omaha, Neb., Chase Thurness of Rapid City, S.D., and Jessica Tubbs of Edgemont, S.D.

All four will complete&nbsp;<a href="https://www.cadetcommand.army.mil/advanced.aspx" target="_blank">Advanced Camp</a>&nbsp;at Fort Knox in Kentucky. Tubbs will also complete Cadet Troup Leader Training&nbsp;at Scofield Barracks in Hawaii, according to Second Lieutenant Colin Webster, assistant professor of Military Science.

Webster said Advanced Camp serves as a culminating experience to assess each cadet’s ability to demonstrate efficiency in officer leadership tasks.

“Advanced Camp is a great opportunity for our cadets to use all the skills they have learned over the past three years. Other cadets from all over the country will be there. The CSC cadets will need to integrate into the group and find the best way to work with others they have never met before,” Webster said.

Tubbs applied and was accepted for&nbsp;<a href="https://www.cadetcommand.army.mil/clt.aspx" target="_blank">Cadet Troup Leader Training</a>. Webster said Tubbs will shadow a finance officer with the 25th&nbsp;Infantry Division from Aug. 9-30.

SIOUX FALLS, S.D. (AP) — A federal judge will allow a Native American tribe to join legal arguments opposing South Dakota Gov. Kristi Noem’s efforts to put on a July Fourth fireworks display at Mount Rushmore. 

The Republican governor has sued the Department of the Interior after the National Park Service denied the state a permit to hold a fireworks display at the monument. 

Chief Judge Roberto Lange ruled the Cheyenne River Sioux Tribe can join the case.

 Lange granted the tribe’s request in part because the Park Service cited concerns from local Native American tribes for denying the state’s application.

"So when they age out," said Helvey, "they have access to that funding to help them get a positive start in life, rather than being used to compensate the state or reimburse the state for the cost of their room and board while in foster care." State agencies have defended the practice, noting that the benefits help recover some of the cost of caring for kids, even though federal law says Children's Social Security benefits were not intended to be a funding stream for foster care. State Sen. Severe weather continues to affect the Panhandle of Nebraska. A small funnel was confirmed southeast of Alliance on May 23.&nbsp;

According to the Alliance Police Department, a trained weather spotter confirmed a small funnel that touched down on the ground a couple miles southeast of Alliance.&nbsp;

The funnel was on the ground for a few seconds at around 5 p.m.&nbsp;

The Alliance Police Department set off the weather sirens in the City of Alliance after this confirmed report.&nbsp;

No damage has been confirmed at this time.&nbsp;

CAMARILLO, Calif. (AP) — The average U.S. price of regular-grade gasoline jumped 8 cents over the past two weeks, to $3.10 per gallon. 

Industry analyst Trilby Lundberg of the Lundberg Survey said Sunday that the increase is attributed to supply disruption from the 10-day shutdown of the Colonial Pipeline following a cyberattack, and a rise in prices for corn, a key ingredient in corn-based ethanol that must be blended by refiners into gasoline. 

The price at the pump is $1.05 higher than it was a year ago. 

The highest average price in the nation right now is $4.23 a gallon in the San Francisco Bay Area. The lowest average is $2.53 in Houston.

HOLLENBERG, Kan. (AP) — Kansas authorities say a Nebraska man died when he was intentionally hit by a car during an argument with the driver. 

The Kansas Bureau of Investigation says officers were called Thursday to a home in Hollenberg, in northeast Kansas. 

Deputies found 32-year-old James Hicok, of Steele City, Nebraska, dead in a street. 

A preliminary investigation indicates Hicok and another man argued with the driver of a car that drove by the home several times. 

The KBI says investigators believe the driver, 25-year-old Aaron Milldyke of Hollenberg, intentionally hit Hicok. 

Milldyke is being held in the Washington County jail on a possible charge of second-degree murder.

Confidence for tornado potentials are higher for the Nebraska Panhandle with low confidence for Wyoming. 

There is a Marginal (Level 1) to Enhanced (Level 3) Risk of Severe Thunderstorms across SE Wyoming and W Nebraska today. 

With these strong to severe thunderstorms there's a risk of hail up to 2 inches, gusty winds up to 60 MPH, and within the highlighted region of the Nebraska panhandle, the possibility of brief landspout tornadoes. 

Maintain caution today if recreating outside and make sure you have multiple ways to receive warnings.

Severe storms possible in the Panhandle

BOSTON (AP) — Newly digitized records from the 18th century are shedding fresh light on devastating outbreaks of smallpox that hit the Boston area starting in 1721. 

The records include a minister’s diary held by the New England Historic Genealogical Society and scanned and posted online by Boston’s Congregational Library and Archives. 

The documents reveal some surprising similarities between how Bostonians coped with smallpox and how we're navigating the coronavirus pandemic. 

They show that some people in the 1700s resisted getting inoculated against smallpox — just as some Americans today are skeptical of highly effective COVID-19 vaccines. 

Smallpox is the only human infectious disease ever to have been completely eradicated.
