LINCOLN, Neb. (AP) — Nebraska will get roughly $1 billion in aid under the federal government’s plan to help states hit by the coronavirus pandemic. 

The U.S. Treasury Department announced a state-by-state funding breakdown for President Joe Biden’s American Rescue Plan, an effort to restore jobs lost during the pandemic and replenish the coffers of governments that saw huge declines in tax revenue. 

The plan will distribute $350 billion to state, local, territorial and tribal governments. 

The Treasury Department says governments can use the money to cover local public health costs, address the economic impacts of the pandemic and replace lost tax revenue. They can also spend it on premium pay for essential workers and water, sewer and broadband infrastructure projects.

Senators advanced the measure, 39-1, through the first of three required votes in the Legislature. The measure would make Nebraska the second state to create a formal charter for “cryptobanks,” allowing them to help facilitate transactions. 

The first state was Wyoming, which chartered its first institution in September. 

Cryptocurrencies are an online form of money that are stored and tracked using a decentralized network of independent computers, which make transactions extremely secure and easy to verify.

The Mega Millions jackpot has been growing for several months without a winner. Because of the high jackpot, the Nebraska Lottery reminds customers to play responsibly.

The Mega Millions jackpot starts at $20 million and continues to grow each drawing until it is won. There have been 23 consecutive drawings since February 19 without a jackpot winner. This run has grown the estimated jackpot for the Tuesday, May 11 drawing to $396 million or $272.3 million with the cash option selected.

The largest Mega Millions jackpot on record occurred in October 2018 when one winner in South Carolina won a $1.537 billion jackpot.

Because of the high jackpots, the Nebraska Lottery encourages customers to play within their means. “It’s important for Nebraska Lottery players to remember that no matter how large the jackpot is, the odds of winning the Mega Millions jackpot are 1 in 302 million,” said Lottery Director Brian Rockey. “Your odds of winning remain the same, regardless of how many tickets are purchased or how many people play.” If you or someone you know has a problem with compulsive gambling, free help is available at problemgambling.nebraska.gov.

The mission of the Nebraska Lottery is to generate proceeds for good causes while providing quality entertainment options to Nebraskans. LINCOLN, Neb. (AP) — A proposal to let people play keno on their mobile phones in Nebraska bars and keno parlors stalled abruptly after lawmakers stripped it out of a casino legalization bill. 

Lawmakers voted 27-11 to remove the provision from a broader bill that would regulate Nebraska’s new casino industry. 

Voters legalized casinos in November despite opposition from prominent gambling opponents, including Gov. Pete Ricketts. 

Voters didn’t directly address keno when they approved the constitutional amendment to allow casinos. But supporters argued that casinos will end up hurting the keno industry, which generates millions of dollars in tax revenue for Nebraska cities each year. 

Under current state law, keno is still played with paper cards, while casinos offer flashier, computerized games.

LINCOLN, Neb.-Attorney General Doug Peterson joined in co-leading a letter along with the attorneys general of Massachusetts, Tennessee, and Vermont. The letter cites serious concerns about the safety and well-being of children and the harm social media poses to young people and contends that Facebook has historically failed to protect the welfare of children on its platforms.&nbsp;

The coalition of 44 attorneys general is urging Facebook to abandon its plans to launch a version of Instagram for children under the age of 13.&nbsp;

“The business model of almost all social media platforms is to get the user to be engaged on the screen for as long as possible. This allows companies like Instagram to accumulate extensive personal data on every user to be sold to advertisers. The fact that they now want to focus on collecting the data of children is very troubling,” stated AG Peterson.

In their letter, the attorneys general express various concerns over Facebook’s proposal, including research that, in addition to social media harms to the well-being of children; rapidly worsening concerns about cyberbullying on Instagram; use of the platform by predators to target children; Facebook’s checkered record in protecting the welfare of children on its platforms; and children’s lack of capacity to navigate the complexities of what they encounter online, including advertising, inappropriate content, and relationships with strangers.&nbsp;

National Center for Missing &amp; Exploited Children’s CyberTipline is the nation’s centralized reporting system for the online exploitation of children, including child sexual abuse material, child sex trafficking, and online enticement. They noted in 2020, Facebook and Instagram reported 20 million child sexual abuse images.&nbsp;

The attorneys general also cast doubt on Facebook’s ability to protect children on their proposed Instagram platform and comply with relevant privacy laws such as the Children’s Online Privacy Protection Act (COPPA).

CAMARILLO, Calif. (AP) — The average U.S. price of regular-grade gasoline jumped 6 cents over the past two weeks, to $3.02 per gallon. 

Industry analyst Trilby Lundberg of the Lundberg Survey says Sunday that the increase comes as the costs of crude oil and ethanol also rose. Ethanol must be blended by refiners into gasoline, per federal rules. 

The price at the pump is $1.05 higher than it was a year ago. 

The highest average price in the nation right now is $4.16 a gallon in the San Francisco Bay Area. The lowest average is $2.55 in Baton Rouge, Louisiana.

Nebraska death sentences continue despite no execution drugs

LINCOLN, Neb. – Free Fishing and Park Entry Day in Nebraska is May 22. Enjoy a Saturday of fishing or state park activities during the park system centennial year without the need to purchase a fishing or park entry permit for the day.

Free Fishing and Park Entry Day, held annually in Nebraska on the Saturday preceding Memorial Day weekend, means anyone can explore outdoor opportunities at any Nebraska state park, state recreation area or state historical park. Anglers must observe all fishing regulations. Camping, lodging and all other user fees still apply at state park areas.

In conjunction with the event, Ponca State Park will host the Bill Morris Memorial Fishing Derby and Fremont Lakes State Recreation Area will host the Bob Bruner Memorial Fishing Derby.

Ponca’s derby, which is open to all ages, is from 8 a.m. to 10 p.m. Participants may fish as long or little as they like and can win prizes. Event rules and an official derby measuring tape should be picked up at the Resource and Education Center, where bait is available for purchase and loaner fishing poles are available upon request.

Fremont Lakes SRA fishing derby, for children, is from 9 a.m. to noon. Local radio stations, volunteers and civic groups will be on hand to provide food, prizes, loaner fishing tackle, bait and instruction.

Those fishing on May 22 also are encouraged to participate in the Take ’em Fishing challenge, in which anglers pledge to take new or inexperienced anglers fishing. Doane University announced Friday that 61-year-old Roger Hughes will take over as president on June 1. He succeeds Jacque Carter, who resigned last June. 

Hughes has been the head football coach at Stetson University in Florida since 2011. Before that, he was head coach at Princeton University from 2000 to 2009. Hughes is a native of Crawford, Nebraska and has a doctorate degree from the University of Nebraska-Lincoln.

CASPER, Wyo. (AP) — The state of Wyoming is re-opening nine rest stops that were closed last year due to budget cuts. 

Gov. Mark Gordon authorized funding to open the rest stops before the Memorial Day holiday weekend.

Nebraska advances DNA testing bill for violent crime cases

SCOTTSBLUFF -&nbsp;In collaboration with Central Nebraska Community Action Partnership, Nebraska Department of Labor, VetSet Nebraska, and the U.S. Department of Veterans Affairs, the Western Nebraska Community College TRIO Veterans Upward Bound (VUB) program will be hosting a Stand Down event for all area veterans on June 2 and 3 at the John N. Harms Center.

The program was cancelled last year due to the COVID-19 pandemic, but the TRIO VUB program is happy to offer the event this year.

"Unfortunately, we were not able to host the event last year," TRIO VUB Program Assistant Christine Wolf said. "There are some really valuable resources available to veterans in the Panhandle and we are excited to bring them all together in one location so our veterans and their families can walk through and see exactly what all they need."

Between 30 and 40 agencies are expected to attend the Scottsbluff Stand Down to provide information on services available in the area for veterans and their families. Some of the services include VA benefits, housing referrals, employment services, and more.

The event is scheduled from 5 to 7 p.m. on June 2, and 10 a.m. to 1 p.m. on June 3. All veterans and their families are welcome.

SCOTTSBLUFF -&nbsp;Planning has begun for the 10th annual Platte Valley Companies Monument Marathon, scheduled for Sept. 25.&nbsp;The race will again have a full marathon, half marathon, and 5K run/walk, and this year's organizers are adding a new half marathon relay race. The relay will follow the same half marathon course around the Scotts Bluff National Monument, but it will begin 30 minutes later and consist of three 4-5 mile sections each run by a different person.&nbsp;

The Platte Valley Companies Monument Marathon is the largest annual fundraiser for the WNCC Foundation which supports students, programs, and facilities at WNCC. In its first nine years, the Monument Marathon raised nearly $450,000 in support of student scholarships at WNCC.

As the title sponsor, Platte Valley Companies has pledged an additional $10,000 to the 10-year anniversary race to increase the prize money for this year's runners without taking away any of the proceeds that go to student scholarships.

"Platte Valley Companies has committed to raise another $10,000 in race awards," Kosman, PVC Director and Chairman said. "We are hoping that around the world, those who like to race will come to western Nebraska because our race events will have a larger purse for them to enjoy."

Last year the Monument Marathon faced the challenges of 2020, but with the help of expert advice from Panhandle Public Health District (PPHD) and the adaptive response of safety personnel, community volunteers, runners, and sponsors, the event was a success.

Last year's marathon included 561 registered runners from 40 states. Each said that the scenery, race organization, and the purpose of the marathon has kept them coming back every year.

"I just love the Scottbluff and Gering community," Sommerich said. "It was such a fantastic experience that first year and running it was so uplifting, with the people so wonderful and the scenery so gorgeous that I thought I want to come back and keep doing this. My friend from Colorado runs a lot of races there, and he says that the runners are treated better at the Monument Marathon than any other race he runs."

Gies, who is a 1980 graduate of Nebraska Western College (now WNCC) is the superintendent at Sioux County Schools. He had never run a half marathon before the first Monument Marathon event, but quickly got hooked on the experience.

"That first year, I didn't know what I was doing," he said. "It was cold that year and windy and rainy, and I just had a cotton hoodie that got rained on, I swear there was an extra 10 pounds that I was carrying in that race so it taught me a good lesson. But it got me hooked on half marathons, I try to run four to six each year and this is by far the best one."

Rose said she keeps running year after year to keep up with her grandchildren and great grandchildren.

"I'm now a great grandmother and I love being able to get out and do things with my grandkids and great grandkids and have the energy for it," Rose said. "Another aspect for me is the money that is raised goes to scholarships, I think that is the most awesome thing and to hear the testimonies of the students that are the recipients of that is so fun."

Seiler said that if anyone is considering running in this year's race, just to get outside and do it, and you'll thank yourself later for it.

"When I encourage people to run and walk to get started, I say just go 10 minutes out from your house and come back," Seiler said. "Don't think of it as distance, think of it as minutes, and then do it one day after another. Then you can set bigger goals and it feels good to do it. You don't always feel good while you're out there but you do when you get done and your body thanks you for it."

He had never run a half marathon before the first Monument Marathon event, but quickly got hooked on the experience."That first year, I didn't know what I was doing," he said. "It was cold that year and windy and rainy, and I just had a cotton hoodie that got rained on, I swear there was an extra 10 pounds that I was carrying in that race so it taught me a good lesson. But it got me hooked on half marathons, I try to run four to six each year and this is by far the best one."Rose said she keeps running year after year to keep up with her grandchildren and great grandchildren."I'm now a great grandmother and I love being able to get out and do things with my grandkids and great grandkids and have the energy for it," Rose said. "Another aspect for me is the money that is raised goes to scholarships, I think that is the most awesome thing and to hear the testimonies of the students that are the recipients of that is so fun."Seiler said that if anyone is considering running in this year's race, just to get outside and do it, and you'll thank yourself later for it."When I encourage people to run and walk to get started, I say just go 10 minutes out from your house and come back," Seiler said. "Don't think of it as distance, think of it as minutes, and then do it one day after another. Then you can set bigger goals and it feels good to do it. New race added for 10th annual Monument Marathon in Scottsbluff

On May 5 Chadron Police Officer Derek Bauer and Sgt.&nbsp;Chelsey Stolley investigated a report of child abuse involving the use of illegal drugs at a residence on Main Street in Chadron. 

"Chadron Police officers with the assistance of the Dawes County Sheriff’s Office and Nebraska State Patrol served a search warrant on the residence...and located an adult female and a juvenile inside the residence," Chadron Police Chief Richard Hickstein said. "A search of the residence was conducted and several items were seized as evidence to include suspected methamphetamine, prescription drugs and drug paraphernalia."

Hickstein said officers also found digital scales and glass pipes.

26 year-old Mikela Miller was placed under arrest and lodged in the Dawes County Jail. 

Miller was arrested for Possession of Methamphetamine (Class IV felony), Possession of Prescription Medication with out a Prescription (Class IV Felony), Possession of Marijuana less than one ounce (infraction), Possession of Drug Paraphernalia (infraction) and Child Abuse (Class IIIA felony). 

Miller's bond was set at 10% of $10,000.00
