Chris Becker, a Nebraska Game and Parks Commission wildlife biologist, said hunters and others should be aware burning will occur at various locations on the property and should take the event into consideration if they plan to visit the wildlife area this weekend.

Becker said the annual event readies personnel for fighting fire while providing the benefits of prescribed burning. Land managers in western Nebraska often use prescribed burning to improve diversity of desirable plants and lessen the risk of catastrophic wildfire.

Construction workers are scheduled to begin repairing the 1.5-mile asphalt road that runs through the recreation area to its junctions with Table Center and River roads Monday, Sept. 16.

The construction is being funded by the Nebraska Department of Transportation’s Recreation Road Fund.

Hemingford Street Project enters next phase on Kearny Street

&nbsp; A fire was reported last night around 9 pm, 12 miles south of Chadron due to lightning. 

Crews worked hard overnight to get control of the fire called 343. 

Mutual aid was requested from Crawford fire department, Hemingford Fire department, US Forest Service, Nebraska game and parks and Dawes County roads Department, as well as the help from multiple landowners.

 The fire was burning in rugged terrain with lots of old burned dead and down timber from the 2012 fires. 

High winds were a huge factor on trying to control this fire. Crews will be on scene throughout the day to continue full containment and monitor hot spots on this fire.&nbsp;&nbsp;

Red Flag Warning in effect until late Thursday evening

One of the key issues in the upcoming election is the state of the economy of the United States. How healthy is it? It depends on who you ask.

The key measure of an economy is the Gross Domestic Product (GDP) - the market value of all final goods and services from a nation in a year. The United States has the largest economy in the world - by far!&nbsp;Our Gross Domestic Product (GDP) is $27.36 trillion. China, in second place, is $17.8 trillion. Total world GDP is $110 trillion. For several years&nbsp;we have produced anywhere from 25-30% of the world's total.

I recently attended an Economic Forum at the Gering Convention Center, put on by the Federal Reserve System. The Federal Reserve is the central bank of the United States. Their task is to promote the health and stability of the U.S. economy and our banking system. They watch several indicators, but the most important are GDP, inflation, and unemployment.

The Federal Reserve System is made up of a Board of Governors in Washington, D.C. and twelve regional Federal Reserve Banks. We are in the Tenth Federal Reserve District, which includes Nebraska, Colorado, Wyoming, Kansas, Oklahoma, Missouri, and northern New Mexico.

We heard from Jeff Schmid, President of the Tenth District, headquartered in Kansas City. Schmid reminded us that most of our economic news is good news. The U.S. is the world's largest producer of petroleum and natural gas. The U.S. is the world's largest consumer of goods and services. We are the second largest manufacturing nation in the world, producing one-fifth of the global total.

We are still feeling the effects of the COVID pandemic of 2000, which shut down much of our nation's economy. Supply of goods and services was disrupted, with many business closures and unreliable transportation. Demand for some goods went way up, but for others was virtually nonexistent. Millions were laid off from jobs.

Those issues have stabilized. Our economic growth has been much stronger than expected. In fact, Schmid says that our GDP is higher than it would have been had the pandemic not occurred! Our production of both goods and services and our commodity prices have risen due to global demand.

Unemployment rates are at historic lows. Wages have risen more than the rate of inflation through most of the U.S., so most Americans are better off!

Inflation is the issue that most divides economists. Our goal is to have an inflation rate of 2%, and right now we are close to that, at 3%. However, after the pandemic, prices surged 7-9% every year. And those prices will never drop to what they were before the pandemic. We have seen the biggest increases in the items we buy regularly, groceries and gas. Those prices remain high, but continue to fluctuate with supply and demand.

Nate Kauffman, head of the Federal Reserve Branch Bank in Omaha, is the Fed's principal expert in agricultural economics. He indicated that our ag-based economy has been doing very well for several years. This year we are not seeing the same growth that we have, and that lag will continue next year.

Both men talked about how the Fed bases decisions on the macroeconomy, the entire economy of the U.S. But they recognize that there are regional differences. Some parts of the nation see a stronger recovery than others. They also talked about socio-economic differences. Young adults, for example, may not be faring as well as older Americans.

There is uncertainty in our nation's economy. But it is much stronger than the news media would have us think!

Lincoln, NE&nbsp;—&nbsp;The Nebraska Department of Health and Human Services (DHHS) and the Panhandle Public Health District (PPHD) are responding to a recent death due to a possible rabies infection. There is no risk to the public at large. DHHS is assisting PPHD in taking preventive steps to contact community members who were in contact with the individual to assess for exposure and offer those deemed at risk post-exposure prophylaxis.

Rabies is a fatal but preventable viral disease. It can be spread to people and pets through the bites and scratches of an infected animal. Immediate medical attention following suspected rabies exposure is critical. Medical care following a rabies exposure is called post-exposure prophylaxis or PEP. PEP includes wound care, a dose of human rabies immune globulin (HRIG), and a series of four or five rabies vaccines, which must be administered as soon as possible after exposure. This care is overwhelmingly effective at preventing the disease from developing.

HOT SPRINGS, SD – Rangers at Wind Cave National Park will be offering virtual tours of the Natural Entrance route this fall along with programs to listen for the bugle of the Rocky Mountain elk.

“The project to replace the Wind Cave elevators is proceeding very well with completion expected in early December,” said&nbsp;Acting Park Superintendent Rhonda Schier.“In the meantime staff are offering virtual tours of the cave with a visual experience in the visitor center auditorium. These programs are excellent opportunities to see cave formations like boxwork and frostwork, learn about geology, and experience the tour route while the elevators are being modernized.”

The virtual tour was developed using Lidar (Light Detection and Ranging program) technology. Lidar uses lasers to determine the range to objects. In this case, operators took 239 scans with 4.6 billion measurements along the tour route over four weeks in 2020 and 2021 to develop a realistic representation of the cave.

Rangers will lead virtual tours at 9 a.m., 11 a.m., 1 p.m., and 3 p.m. Funding for the Lidar project came from the National Park Service Midwest Region Accessibility Program. Funding also came from the Black Hills Parks and Forests Association and the Friends of Wind Cave National Park who are non-profit partners of the park.

Park staff are also offering programs to listen for the high-pitched whistle of the rocky mountain elk that heralds the arrival of fall and the elk’s mating season.

Beginning Wednesday, September 11, rangers will give a brief interpretive program about elk before leading a caravan to a nearby pullout to listen for them. These one-hour programs are offered Monday, Wednesday and Saturday evenings through Monday, September 30. Participants meet at the Wind Cave visitor center front lawn at 7 p.m. and are encouraged to bring a flashlight, a camp chair or blanket to sit on, and to dress warmly.

The park visitor center will be open from 8 a.m. to 5 p.m. daily through September 28. This week the United States celebrated Labor Day. Was this an excuse for another long weekend, or are we really celebrating workers? Why has labor union membership declined to 10% if labor is so important that it gets its own holiday?

After the Civil War, our nation began a rapid industrialization. Until then we imported manufactured goods from Europe. The number of workers in manufacturing, mining, and transportation gradually grew until it surpassed the number in agriculture in 1900. Farmers moved to cities for these newly created jobs, and immigrants came from all over the world, especially Europe, to fill the need for labor.

Businesses kept growing, becoming giant corporations like Standard Oil (making John D. Rockefeller the wealthiest man in the world). Our nation's economy boomed as well. We had a group of "robber barons" raking in huge profits.

But not everyone benefited equally from the economic expansion that came with industrialization. Certainly not the men, women, and children who operated machines in the factories that were springing up from the Mississippi River to the Atlantic Ocean. The business owners and their shareholders may have amassed great wealth, but their workers were not sharing in any of the benefits of the new economy.

Until the 1930’s the government supported businesses over labor. In 1893 our nation was in a major economic depression. Railroads stopped purchasing Pullman cars. The Pullman Company, headquartered in Chicago, ran a company town where they rented homes and sold supplies to all their workers. The company laid off workers and lowered wages, but did not lower rents and raised utility rates in the Pullman town. On May 11, 1894, 4000 factory employees went on strike. Eventually the strike expanded to include about 250,000 railroad employees.

Pullman was wealthy enough that he could afford a drawn-out fight. He could also influence politicians, including President Grover Cleveland.

Finally federal troops were sent to make sure the trains ran. They broke up the Pullman strike, killing about 70 workers. The strike ended July 20, 1894. Eugene V. Debs, the strike leader, went to prison. Across the United States railroad workers who had gone on strike were fired.

In an effort to conciliate organized labor after the strike, President Grover Cleveland and Congress designated Labor Day as a federal holiday to be celebrated the first Monday in September. Legislation for the holiday, first proposed in 1882, was pushed through Congress six days after the strike ended.

Not everything had changed, though. Deaths in the Colorado Coalfield War in 1914 were anywhere from 69-199. 1,200 coal miners lived in a tent city in Ludlow, Colorado. They went on strike in 1913 to protest terrible working conditions. In April, 1914, the Colorado National Guard and mining company guards attacked the tents, and federal troops were sent it. Strikers got no concessions.

Unions finally gained government support during the Great Depression and Roosevelt's New Deal of the 1930's. The National Labor Relations Act ensured the rights of workers to organize into unions and to go on strike. The Fair Labor Standards Act gave us minimum wage, a 40-hour work week, overtime pay, and ended child labor.

From 1950-1979, about one-third of America's workers were members of a labor union, peaking at 21 million. Now that number has dropped, to only about 10% in 2023. (Bureau of Labor Statistics) Why the decrease?

Some argue that the government provides protections for workers, so unions are no longer necessary. Some argue that government policies no longer protect workers, especially when they go on strike. Many states, including Nebraska, have passed Right-to-Work laws, which prevent employers, after negotiating collective bargaining agreements with unions, from giving union members any benefits over non-union members.

U.S. corporations actively discourage workers from joining unions. Even though the National Labor Relations Act forbids retaliation, businesses fire employees and close locations when unions conduct membership drives. The federal government has levied little or no penalties when the law is violated.

The result? We see greater income inequality every year. Companies amass huge profits, and those are divided among their executives, their shareholders, and their founders. Jeff Bezos, founder of Amazon, is worth $189.8 billion. Elon Musk, of SpaceX, X, and Tesla fame, is worth $239 billion. Their companies fight against unions in every one of their facilities. Apparently they cannot afford to share the wealth with the people who do the work.
