OMAHA — The Sarpy County campus of 
social media giant Meta has been on continuous growth since it broke 
ground five years ago on two buildings in Papillion.

What started as 1 million square feet
 of data center has expanded to the point that construction crossed into
 another city — requiring a more inclusive name change.&nbsp;

A highway overpass was even built earlier to connect parts of the spreading complex.

On Thursday, the parent company of 
Facebook, Instagram, WhatsApp and other apps announced yet another 
expansion plan to add a ninth structure in Sarpy County. That will 
increase the facility’s sprawl to beyond 4 million square feet of data 
center space in Papillion and Springfield.

“This has continued largely unabated 
since 2017,” said Matt Sexton, the company’s community development 
manager. “It’s Meta’s only data center in the world that includes two 
municipalities.”

Collectively, he said, the total investment into the “Sarpy Data Center” is expected to exceed $1.5 billion.

Currently, more than 150 full-time 
employees work among the six operational buildings that all are in 
Papillion, Sexton said. When the three Springfield structures are fully 
constructed and operational (including the most recent one announced), 
that employee count is expected to double, he said.

Sexton said that doesn’t include 
construction and skilled trades workers who will have work through 2024.
 At peak construction, Sexton said, about 2,000 construction workers, 
many local, were at the site.

Sexton describes the Sarpy Data 
Center as the “physical backbone and infrastructure that powers our apps
 and services worldwide.”

He said that at some point, users of 
the apps likely interface with the Sarpy servers and computers that are 
used to transmit and store data globally.

An announcement shared on the Sarpy 
Data Center Facebook page said that since 2017, Meta has moved over 3 
million cubic yards of dirt and erected more than 6,000 tons of steel.

Facebook parent company continues growth in Nebraska

WASHINGTON (AP) — President Joe Biden has tested positive for COVID-19 for a third straight day, in a case of “rebound” following treatment with an anti-viral drug.

White House physician Dr. Kevin O’Connor says in a letter Monday that the third positive test was anticipated.

"The president will continue his strict isolation measures."&nbsp; 

&nbsp;After Biden tested positive on Saturday, he canceled upcoming plans to travel and hold in-person events. He's isolating for at least five days in accordance with Centers for Disease Control and Prevention guidelines. 

The 79-year-old Biden first tested positive on July 21. He was treated with the anti-viral drug Paxlovid and he had ended his isolation on Wednesday.

Biden continues to test positive for COVID in rebound case

SHELTON, CT (AP) —The maker of Banana Boat sunscreen is recalling a scalp spray because it contains trace amounts of benzene, a chemical which can cause cancer with repeated exposure.

<a href="https://edgewell.com/">Edgewell Personal Care Co.</a> <a href="https://www.fda.gov/safety/recalls-market-withdrawals-safety-alerts/edgewell-personal-care-issues-voluntary-nationwide-recall-banana-boat-hair-scalp-sunscreen-due">announced the voluntary recall </a>over the weekend.&nbsp;It said benzene was detected in internal reviews of Banana Boat Hair and Scalp Spray SPF 30.

Three batches of the spray are included in the recall, with lot codes 20016AF, 20084BF and 21139AF. Edgewell said no other batches of this spray, and no other Banana Boat products, are included in the recall.

Edgewell didn’t say how many cans it is recalling. The Associated Press left a message with the company seeking comment.

Shelton, Connecticut-based Edgewell said it hasn’t received any reports of adverse events related to the recall. The company has directed retailers to remove the spray from their shelves. It’s also offering to reimburse customers who have already bought the product.

The recall comes a little over a year after Johnson &amp; Johnson recalled five sunscreens because they were found to contain benzene. That recall included Aveeno and Neutrogena products in aerosol cans.

Popular sunscreen spray recalled for cancer risk

WASHINGTON (AP) —A deal on Capitol Hill that could cut prescription drug costs for millions of Medicare beneficiaries was cautiously cheered by older Americans and their advocates this week even as many worried it might never come to fruition.

The health care and climate agreement struck by Senate Majority Leader Chuck Schumer and Democratic Sen. Joe Manchin includes landmark provisions that could help senior citizens, including a cap on out-of-pocket Medicare drug costs and a requirement that the government negotiate prices on some high-cost drugs.

Some of the issues addressed in the deal have been talked about for decades and proved elusive. But Manchin's backing brought new optimism to many who have lobbied and prayed for relief.

“We worry constantly, ‘Will we be able to afford this?’” said Becky Miller, a 67-year-old retired teacher from Bradenton, Florida, who spends thousands of dollars each year for drugs to treat epilepsy, heart problems and an inflammatory disease that affects her spine.

She is afraid the powerful pharmaceutical lobby might still thwart the plan, but said, “If this goes through, it will help a lot of people.”

Several prongs of the proposal have the potential to bring relief to millions of people:

— It would cap out-of-pocket drug costs at $2,000 a year for Medicare beneficiaries. No such limit exists today, and some older people on costly drugs can run up bills of tens of thousands of dollars.

— It would give Medicare, for the first time, the ability to directly negotiate with pharmaceutical companies over the price of drugs, though the number of medications subject to the provision would be limited.

— It would create a new “inflation rebate” requiring drug companies to give refunds to Medicare beneficiaries for increases in prescription drug prices that exceed the rate of inflation.

— It would provide coverage of vaccines for senior citizens. Some Medicare beneficiaries have had to pay out of pocket for recommended immunizations, such as the one against shingles.

Earlier proposals were more generous and, along the way, provisions to pay for senior citizens’ glasses, hearing aids and dental care were trimmed. But news of a possible deal still drew applause.

“This would nonetheless be transformational, just not as transformational," said David Lipschutz, associate director of the nonpartisan Center for Medicare Advocacy. “It might not have been everything that everyone hoped for from the beginning, but this is nonetheless a huge step.”

Tricia Neuman, a Medicare expert with the nonpartisan Kaiser Family Foundation, was likewise optimistic, saying, “Congress is on the cusp of making major changes to the Medicare drug benefit that could provide significant help to people struggling with their drug costs."

If passed, an estimated 4.1 million Medicare beneficiaries would start getting free vaccines as soon as next year, Neuman said. Drug companies would also be required to start giving the rebates next year.

Other proposals would take longer to kick in. The cap on out-of-pocket spending — estimated to help 1.45 million people — would start in 2025. And in 2026, the government would be able to start negotiating prices, beginning with 10 drugs and increasing to 20 by 2029.

The Senate is expected to vote on the wide-ranging measure next week, but with the chamber divided 50-50 and the Republicans staunchly opposed, the Democrats will have no votes to spare. A House vote would follow, perhaps later in August.

One key vote, Sen. Kyrsten Sinema, D-Ariz., was still reviewing the agreement, a spokeswoman said. Sinema backed Manchin last year in insisting on making the legislation less expensive but objected to proposals to raise tax rates.

Pamela Stevens, a 69-year-old from San Dimas, California, pays around $10,000 annually in out-of-pocket expenses for drugs to treat diabetes and other conditions. She is a retired nurse and her husband a retired accountant, and said that while they aren't poor, drug costs leave them little wiggle room. They never go out to eat or on vacation, and she sometimes goes without cholesterol drugs to cut costs.

Passage of the proposal, Stevens said, would give her some freedom and a chance to do more than just sit home watching TV. But she is not convinced it will happen.

“I am not going to hold my breath,” she said. “My hopes have been dashed too many times.”

In Oakland, California, 67-year-old Gay Cohen will pay $14,000 this year out of pocket for a generic version of the cancer drug Revlimid. Cohen, who worked on the implementation of the Affordable Care Act in the Obama administration, was diagnosed with multiple myeloma in 2020.

“It’s scandalous to pay that much money for something that is literally keeping me alive,” Cohen said. The cap on out-of-pocket costs would help him once it kicks in.

He added: “I’m really excited it’s happening. I wish it were coming sooner.”

WASHINGTON (AP) — Higher mortgage rates have sent&nbsp;<a href="https://apnews.com/article/housing-market-cools-6618d543a9c0ac4ff6562b586cf96c9f">home sales tumbling</a>. Credit card rates have grown more burdensome, and so have auto loans. Savers are finally receiving yields that are actually visible, while crypto assets are reeling.

The Federal Reserve's move Wednesday to further tighten credit raised its benchmark interest rate by a sizable 0.75 percentage point for a second straight time. The Fed's latest hike, its fourth since March, will further magnify borrowing costs for homes, cars and credit cards, though many borrowers may not feel the impact immediately.

The central bank is aggressively raising borrowing costs to try to slow spending, cool the economy and defeat the&nbsp;<a href="https://apnews.com/article/inflation-economy-prices-consumer-74e1a5c9bced40460e4079f62e980095">worst outbreak of inflation</a>&nbsp;in two generations.

The Fed's actions have ended, for now, an era of ultra-low rates that arose from the 2008-2009 Great Recession to help rescue the economy — and then re-emerged during the brutal pandemic recession, when the Fed slashed its benchmark rate back to near zero.

Chair Jerome Powell hopes that by&nbsp;<a href="https://apnews.com/article/fed-interest-rates-inflation-be1b698e48327d3a33847be25aba3e3d">making borrowing more expensive</a>, the Fed will succeed in slowing demand for homes, cars and other goods and services. Reduced spending could then help bring inflation,&nbsp;<a href="https://apnews.com/article/inflation-economy-prices-consumer-74e1a5c9bced40460e4079f62e980095">most recently measured at a four-decade high of 9.1%</a>, back to the Fed's 2% target.

Yet the risks are high. A series of higher rates could tip&nbsp;<a href="https://apnews.com/article/inflation-covid-health-gross-domestic-product-economy-89cbfc145ad34a91679ffa43e617c896">the U.S. economy into recession</a>. That would mean higher unemployment, rising layoffs and further downward pressure on stock prices.

How will it all affect your finances? Here are some of the most common questions being asked about the impact of the rate hike:

I’M CONSIDERING BUYING A HOUSE. WHAT'S HAPPENING WITH MORTGAGE RATES?

Higher interest rates have&nbsp;<a href="https://apnews.com/article/housing-market-cools-6618d543a9c0ac4ff6562b586cf96c9f">torpedoed the housing market</a>. Rates on home loans have nearly doubled from a year ago to 5.5%, though they've leveled off in recent weeks even as the Fed has signaled that more credit tightening is likely.

That's because mortgage rates don’t necessarily move in tandem with the Fed’s increases. Sometimes, they even move in the opposite direction. Long-term mortgages tend to track the yield on the 10-year Treasury note, which, in turn, is influenced by a variety of factors. These factors include investors’ expectations for future inflation and global demand for U.S. Treasurys.

Investors expect a recession to hit the U.S. economy later this year or early next year. This would force the Fed to eventually cut its benchmark rate in response. The expectation that the Fed will have to reverse some of its hikes next year has helped reduce the 10-year yield, from 3.5% in mid-June to roughly 2.8%.

<a href="https://apnews.com/article/home-sales-prices-mortgages-05b7ad48a6c13727ed160bae415d3baa">Sales of existing homes</a>&nbsp;have dropped for five straight months, while&nbsp;<a href="https://www.census.gov/construction/nrs/pdf/newressales.pdf">new home sales</a>&nbsp;plunged in June. If you're financially able to go ahead with a home purchase, you're likely to have more choices than you did a few months ago.

In many cities, the options are few. But the number of available houses nationwide has started to rise after falling to rock-bottom levels at the end of last year. There are now 1.26 million homes for sale, according to the National Association of Realtors, up 2.4% from a year ago.

The Fed's rate hikes typically make auto loans more expensive. But other factors also affect these rates, including competition among car makers, which can sometimes lower borrowing costs.

Rates for buyers with lower credit ratings are most likely to rise as a result of the Fed’s hikes. Because used vehicle prices, on average, are rising, monthly payments will rise too.

For users of credit cards, home equity lines of credit and other variable-interest debt, rates would rise by roughly the same amount as the Fed hike, usually within one or two billing cycles. That’s because those rates are based in part on banks’ prime rate, which moves in tandem with the Fed.

Those who don’t qualify for low-rate credit cards might be stuck paying higher interest on their balances. The rates on their cards would rise as the prime rate does.

The Fed's rate increases have already sent credit card borrowing rates above 20% for the first time in at least four years, according to LendingTree, which has tracked the data since 2018.

You can now earn more on bonds, CDs, and other fixed income investments. And it depends on where your savings, if you have any, are parked.

Savings, certificates of deposit and money market accounts don’t typically track the Fed’s changes. Instead, banks tend to capitalize on a higher-rate environment to try to boost their profits. They do so by imposing higher rates on borrowers, without necessarily offering any juicer rates to savers.

But online banks and others with high-yield savings accounts are often an exception. These accounts are known for aggressively competing for depositors. The only catch is that they typically require significant deposits.

HOW HAVE THE RATE HIKES INFLUENCED CRYPTO?

Like many highly valued technology stocks, cryptocurrencies like bitcoin have sunk in value since the Fed began raising rates. Bitcoin has plunged from a peak at about $68,000 to $21,000.

Higher rates mean that safe assets like bonds and Treasuries become more attractive to investors because their yields are now higher. That, in turn, makes risky assets like technology stocks and cryptocurrencies less attractive.

All that said, bitcoin is suffering from its own problems that are separate from economic policy. Two major crypto firms have failed. The shaken confidence of crypto investors is not being helped by the fact that the safest place you can park money now — bonds — seems like a safer move.

Right now, payments on federal student loans are suspended until Aug. 31 as part of an emergency measure that was put in place early in the pandemic. Inflation means that loan-holders have less disposable income to make payments. Still, a slowed economy that reduces inflation could bring some relief by fall.

Depending on the state of the economy, the government may choose at the end of summer to extend the emergency measure that's deferring the loan payments. President Joe Biden is also considering some form of loan forgiveness. Borrowers who take out new private student loans should prepare to pay more. Rates vary by lender but are expected to increase.

Abortion foes downplay complex post-Roe v. Wade realities

DOVER, Del. (AP) — A Delaware bankruptcy judge has approved parts of the Boy Scouts of America’s reorganization plan but has rejected other provisions, saying in a ruling Friday that the organization has “decisions to make” regarding the plan.

Judge Laurie Selber Silverstein issued her 281-page ruling, months after concluding a trial in the case. She indicated that she is willing to hold a status conference upon a request by attorneys for the Boy Scouts.

The BSA’s plan proposed the creation of a $2.6 billion fund to compensate tens of thousands of men who say they were sexually abused as children involved in Scouting, while maintaining the organization’s financial ability to continue operating.

The ruling is the just latest example of uncertainty in a case that has seen myriad twists and turns since the Boy Scouts sought bankruptcy protection more than two years ago to stave off a flood of lawsuits alleging child sexual abuse by Scout leaders and volunteers.

In the meantime, the cash-strapped BSA has spent more than $327 million in fees and expenses in the bankruptcy and continues to bleed money, with no end in sight. It also remains unclear when any of the 82,000 sexual abuse claimants in the bankruptcy might receive any compensation for their abuse.

The plan called for the Irving, Texas-based BSA and its local councils, along with settling insurance companies and troop sponsoring organizations, to contribute some $2.6 billion in cash and property to a fund for abuse claimants. In return for those contributions, those entities would be shielded from future lawsuits over Scout-related abuse.

When it filed for bankruptcy, the BSA faced about 275 filed lawsuits and was aware of roughly another 1,400 potential cases, but more than 82,200 abuse claims were filed in the bankruptcy. Attorneys for BSA insurers argued early on that the sheer volume of claims was an indication of fraud and the result of aggressive client solicitation by attorneys and for-profit claims aggregators.

While some of those insurers later negotiated settlements for a fraction of the billions of dollars in liability exposure they potentially faced, other insurers continued to oppose the plan. They argued that the procedures for distributing funds from the compensation trust would violate their contractual rights to contest claims, set a dangerous precedent for mass tort litigation, and result in grossly inflated payments of abuse claims, including tens of thousands that would otherwise be barred by the passage of time.

Under the reorganization plan, the BSA and its 250 local councils, along with settling insurance companies and troop sponsoring organizations, would contribute some $2.6 billion in cash and property to a fund for victims of child sexual abuse. In return for those contributions, those entities would be released from further liability, meaning they could not be sued for Scout-related abuse claims. The plan also would allow abuse claimants to sue insurance companies and local troop sponsoring organizations that do not enter into their own settlements within one year.

In addition to the arguments by opposing insurers, the case presented Silverstein with one of the most contentious issues for bankruptcy judges — whether third parties that are not bankruptcy debtors themselves can escape future liability in the tort system by contributing to a Chapter 11 debtor’s reorganization plan.

Such third-party releases, spawned by asbestos and product-liability cases, have been criticized as an unconstitutional form of “bankruptcy grifting,” where non-debtor entities obtain benefits by joining with a debtor to resolve mass-tort litigation in bankruptcy.

Federal courts in some jurisdictions, including Delaware, have allowed third-party releases in certain circumstances, while courts in other jurisdictions have rejected them.

Under the plan proposed by the Boy Scouts, insurance companies, local BSA councils and troop sponsoring organizations would receive broad liability releases protecting them from future sex abuse lawsuits in exchange for contributing to the victims compensation fund — or even for just not objecting to the plan.

Some abuse survivors argued that releasing their claims against non-debtor third parties without their consent would violate their due process rights. The U.S. bankruptcy trustee, the government’s “watchdog” in Chapter 11 bankruptcies, argued that such releases are not allowed under the bankruptcy code, and that the scope of the proposed releases in the BSA plan, potentially extending to tens of thousands of entities, was unprecedented.

The plan called for the BSA itself to contribute less than 10% of the proposed settlement fund, consisting of property valued at about $80 million, an $80 million promissory note, and roughly $20 million cash.

The local BSA councils, which run day-to-day operations for troops, offered to contribute at least $515 million in cash and property, and an interest-bearing note of at least $100 million. That contribution was conditioned on certain protections for local troop sponsoring organizations, known as “chartered organizations.” Those organizations, numbering in the tens of thousands, include religious entities, civic associations and community groups.

The bulk of the compensation fund would come from the BSA’s two largest insurers, Century Indemnity and The Hartford, which reached settlements calling for them to contribute $800 million and $787 million, respectively. Other insurers agreed to contribute about $69 million. The BSA’s former largest troop sponsor, the Church of Jesus Christ of Latter-day Saints, would contribute $250 million for abuse claims involving the Mormon church, while congregations affiliated with the United Methodist Church would contribute $30 million.

LA VISTA — Americans who view the world through a post-Cold War lens where the United States stands alone as the world’s great power are accepting a new reality: one with more players.

The assertiveness of a rising China and the aggression of a declining Russia complicate U.S.-led efforts to deter bad actors, military and academic panelists said Wednesday.

They addressed remarks to 600 people from 15 countries who gathered in Sarpy County for U.S. Strategic Command’s 2022 Deterrence Symposium on how to prevent and limit global conflicts. Those attending included military members, defense contractors, academics and government officials.&nbsp;

One recurring theme was the idea that the Department of Defense needs to do more to let the American public know that great power competition is back, 30 years after the fall of the Soviet Union.

StratCom’s commander, Adm. Charles Richard, acknowledged the challenge of recalibrating U.S. national security thinking toward deterring two powers, along with smaller actors.&nbsp;

“We have never had to before deter two peer nuclear-capable opponents at the same time who have to be deterred differently, and this just works differently,” Richard said. “I do know this: Business as usual is not going to work anymore.”&nbsp;

Many speakers, including Retired Lt. Gen. Thomas Spoehr of the Heritage Foundation, highlighted the role that investments in nuclear and conventional weapons systems play in deterrence.

The Russian invasion of Ukraine and Chinese interest in Taiwan and the South China Sea loomed over the conference, as did the weight of loose Russian talk of using nuclear weapons.

Richard said StratCom, which is headquartered at Offutt Air Force Base in Bellevue, is “at battle stations,” in part because of Russia’s actions, including “thinly veiled nuclear coercion.” He called those statements “irresponsible” and “unnecessary.”

“What previously in some cases had been thought to be a theoretical or highly improbable event has actually been demonstrated in real life,” Richard said.

Deterrence in a multi-polar world requires coordination, said Melanie Sisson of the Brookings Institution, an academic panelist.&nbsp;

For StratCom, that means making sure U.S. leaders and allies are thinking about the proper “capability, capacity and posture” for deterrence, including the role of nuclear forces.&nbsp;

Richard, in an interview, said adding Sweden and Finland to the North Atlantic Treaty Organization would strengthen NATO’s deterrent capability. The two nations have applied for NATO membership in the wake of the Russian invasion of Ukraine.

“I think that makes NATO stronger,” Richard said.&nbsp;

Richard addressed recent reporting about Chinese-bought farmland near U.S. military bases and Chinese telecommunications equipment on some cell phone towers near American missile silos.&nbsp;

He credited American intelligence services and others working to protect important military assets from cyberattack for making sure the military understands more about threats they face.

“The nuclear command and control system is not static, and it is operated like a weapons system,” Richard said. “We’re quite good at it, and it changes over time.”

Richard said continued spending on modernizing U.S. nuclear forces is vital, because the weapons underpin and backstop “every other thing we do … to defend the nation.”

StratCom commander: U.S. adjusting to great power competition with Russia, China

ABOARD THE PAPAL PLANE (AP) — Pope Francis acknowledged Saturday that he can no longer travel like he used to because of his strained knee ligaments, saying his&nbsp;<a href="https://apnews.com/article/pope-francis-canada-religion-986583f86f7dff1589d56ffca79835ec">weeklong Canadian pilgrimage</a>&nbsp;was “a bit of a test” that showed he needs to slow down and one day possibly retire.

Speaking to reporters while traveling home from northern Nunavut, the 85-year-old Francis stressed that he hadn’t thought about resigning but said “the door is open” and there was nothing wrong with&nbsp;<a href="https://apnews.com/article/pope-francis-religion-rome-argentina-6a3f9a4aa7d93b43b5788968e6155031">a pope stepping down</a>.

“It’s not strange. It’s not a catastrophe. You can change the pope,” he said while sitting in an airplane wheelchair during a 45-minute news conference.

Francis said that while he hadn't considered resigning until now, he realizes he has to at least slow down.

“I think at my age and with these limitations, I have to save (my energy) to be able to serve the church, or on the contrary, think about the possibility of stepping aside,” he said.

Francis was peppered with questions about the future of his pontificate following the first trip in which he used a wheelchair, walker and cane to get around, sharply limiting his program and ability to mingle with crowds.

He strained his right knee ligaments earlier this year, and continuing laser and magnetic therapy forced him to cancel a trip to Africa that was scheduled for the first week of July.

The Canada trip was difficult, and featured several moments when Francis was clearly in pain as he maneuvered getting up and down from chairs.

At the end of his six-day tour, he appeared in good spirits and energetic, despite a long day traveling to&nbsp;<a href="https://apnews.com/article/pope-francis-religion-sexual-abuse-by-clergy-quebec-1edac33a4b04788cf1f5c2cc77078fe1">the edge of the Arctic</a>&nbsp;on Friday to again apologize to Indigenous peoples for the injustices they suffered in Canada’s church-run residential schools.

Francis ruled out having surgery on his knee, saying it would not necessarily help and noting “there are still traces” from the effects of having undergone more than six hours of anesthesia in July 2021 to remove 33 centimeters (13 inches) of his large intestine.

“I’ll try to continue to do the trips and be close to people because I think it’s a way of servicing, being close. But more than this, I can’t say,” he said Saturday.

In other comments aboard the papal plane, Francis:

— Agreed that the attempt to eliminate Indigenous culture in Canada through a church-run residential school system&nbsp;<a href="https://apnews.com/article/pope-francis-religion-f0a5b44114856bb52d02b794c95c524c">amounted to a cultural “genocide.”</a>&nbsp;Francis said he didn't use the term during his Canada trip because it didn't come to mind. “It’s true I didn’t use the word because it didn’t come to mind, but I described genocide, no?” Francis said. “I apologized, I asked forgiveness for this work, which was genocide.”

— Suggested he was not opposed to a development of Catholic doctrine on the use of contraception. Church teaching prohibits artificial contraception. Francis noted that a Vatican think tank recently published the acts of a congress where a modification to the church’s absolute “no” was discussed. He stressed that doctrine can develop over time and that it was the job of theologians to pursue such developments, with the pope ultimately deciding.

Francis noted that church teaching on atomic weapons was modified during his pontificate to consider not only the use but the mere possession of atomic weapons as immoral and to consider the death penalty immoral in all cases.

— Confirmed he hoped to travel to Kazakhstan in mid-September for an interfaith conference where he might meet with Russian Orthodox Patriarch Kirill, who has justified the war in Ukraine. Francis also said he wants to go to Kyiv, Ukraine's capital, though no trip has yet been confirmed. He said he hoped to reschedule the trip to South Sudan he canceled because of his knee problems. He said the Congo leg of that trip would probably have to be put off until next year because of the rainy season.

Pope says he'll slow down or retire: 'You can change a pope'

WASHINGTON (AP) — President Joe Biden tested positive for COVID-19 again Saturday, slightly more than three days after he was&nbsp;<a href="https://apnews.com/article/biden-covid-health-government-and-politics-7842dd2e606bb9f6aeb15d4a8c856c97">cleared to exit coronavirus isolation</a>, the White House said, in a&nbsp;<a href="https://apnews.com/article/covid-science-health-2e843a971be751e8b8b25575c8bfc60a">rare case</a>&nbsp;of “rebound” following treatment with an anti-viral drug.

White House physician Dr. Kevin O'Connor&nbsp;<a href="https://www.whitehouse.gov/wp-content/uploads/2022/07/Update-7.30.pdf">said in a letter</a>&nbsp;that Biden “has experienced no reemergence of symptoms, and continues to feel quite well.” O'Connor said “there is no reason to reinitiate treatment at this time.”

In accordance with Centers for Disease Control and Prevention guidelines, Biden will reenter isolation for at least five days. He will isolate at the White House until he tests negative. The agency says most rebound cases remain mild and that severe disease during that period has not been reported.

Just as when Biden first tested positive, the White House sought to show he was still working. The president sent out a picture of himself masked and tieless on Twitter, which showed him signing a declaration that added individual assistance for&nbsp;<a href="https://apnews.com/article/floods-storms-kentucky-211cfd992341efe964ca996051916796">flood survivors in Kentucky</a>.

The president followed up by tweeting out a 12-second video of him on a White House balcony with his dog, Commander.

His positive tests puts him among the minority of those prescribed the drug to experience a rebound case of the virus.

White House COVID-19 coordinator Dr. Ashish Jha told reporters on Monday that data "suggests that between 5 and 8 percent of people have rebound” after Paxlovid treatment.

“Acknowledging the potential for so-called ‘rebound’ COVID positivity observed in a small percentage of patients treated with Paxlovid, the President increased his tested cadence, to protect people around him and to assure early detection of any return of viral replication,” O'Connor wrote in his letter.

O'Connor cited negative tests for Biden from Tuesday evening, Wednesday morning, Thursday morning and Friday morning, before Saturday morning's positive result by antigen testing. “This in fact represents ‘rebound' positivity," he wrote.

<a href="https://emergency.cdc.gov/han/2022/pdf/CDC_HAN_467.pdf">According to the CDC</a>, those with rebound COVID should isolate for at least five days, ending that if a fever has resolved itself for 24 hours without medication and symptoms have improved. The patient “should wear a mask for a total of 10 days after rebound symptoms started. Some people continue to test positive after day 10 but are considerably less likely to shed infectious virus.”

Both the Food and Drug Administration and Pfizer point out that 1% to 2% of people in Pfizer’s original study on Paxlovid saw their virus levels rebound after 10 days. The rate was about the same among people taking the drug or dummy pills, “so it is unclear at this point that this is related to drug treatment,” according to the FDA.

While Biden was testing negative, he returned to holding in-person indoor events and meetings with staff at the White House and was wearing a mask, in accordance with CDC guidelines. But the president removed his mask indoors when delivering remarks on Thursday and during a meeting with CEOs on the White House complex.

Asked why Biden appeared to be breaching CDC protocols, press secretary Karine Jean-Pierre said, “They were socially distanced. They were far enough apart. So we made it safe for them to be together, to be on that stage.”

Regulators are still studying the prevalence and virulence of rebound cases, but the CDC in May warned doctors that it has been reported to occur within two days to eight days after initially testing negative for the virus.

“Limited information currently available from case reports suggests that persons treated with Paxlovid who experience COVID-19 rebound have had mild illness; there are no reports of severe disease,” the agency said at the time.

When Biden was initially released from isolation on Wednesday, O’Connor said the president would “increase his testing cadence” to catch any potential rebound of the virus.

Paxlovid has been proven to significantly reduce severe disease and death among those most vulnerable to COVID-19. U.S. health officials have encouraged those who test positive to consult their doctors or pharmacists to see if they should be prescribed the treatment, despite the rebound risk.

Biden is fully vaccinated, after getting two doses of the Pfizer coronavirus vaccine shortly before taking office, a first booster shot in September and an additional dose March 30.

While patients who have recovered from earlier variants of COVID-19 have tended to have high levels of immunity to future reinfection for 90 days, Jha said that the BA.5 subvariant that infected Biden has proven to be more “immune-evasive.”

“We have seen lots of people get reinfected within 90 days,” he said, adding that officials don’t yet have data on how long those who have recovered from the BA.5 strain have protection from reinfection.

Critics contend mortgage giants Fannie Mae and Freddie Mac are fueling the problem by backing a growing number of investor loans.The purchases are putting residents in a bind, since most mobile homes — despite the name — cannot be moved easily or cheaply. Owners are forced to either accept unaffordable rent increases, spend thousands of dollars to move their home, or abandon it and lose tens of thousands of dollars they invested.“These industries, including mobile home park manufacturing industry, keep touting these parks, these mobile homes, as affordable housing. But it’s not affordable,” said Benjamin Bellus, an assistant attorney general in Iowa, who said complaints have gone up “100-fold” since out-of-state investors started buying up parks a few years ago.“You’re putting people in a snare and a trap, where they have no ability to defend themselves," he added.Driven by some of the strongest returns in real estate, investors have shaken up a once-sleepy sector that's home to more than 22 million mostly low-income Americans in 43,000 communities. Many aggressively promote the parks as ensuring a steady return — by repeatedly raising rent.There's also a growing industry, featuring how-to books, webinars and even a&nbsp;<a href="https://www.mobilehomeuniversity.com/hosted/landing/mhu-hawk/index.html?gclid=CjwKCAjwrNmWBhA4EiwAHbjEQMeQxW5KzxWraB0LTII_r3CfXtKZC9M25M0df7PhaWKrPRT0MrfcbxoCLb8QAvD_BwE">mobile home university</a>, that offers tips to attract small investors.“You went from an environment where you had a local owner or manager who took care of things as they needed fixing, to where you had people who were looking at a cost-benefit analysis for how to get the penny squeezed lowest,” Bellus said. “You combine it with an idea that we can just keep raising the rent, and these people can’t leave.”George McCarthy, president and CEO of the Lincoln Institute of Land Policy, a Cambridge, Massachusetts-based think tank, said parks containing about a fifth of mobile home lots nationwide have been purchased by institutional investors over the past eight years.McCarthy singled out Fannie Mae and Freddie Mac for guaranteeing the loans as part of a what the lending giants bill as expanding affordable housing. Since 2014, the Lincoln Institute estimates Freddie Mac alone provided $9.6 billion in financing for the purchase of more than 950 communities across 44 states.A spokesman for Freddie Mac countered that it had purchased loans for less than 3% of the mobile home communities nationwide, and about 60% of those were refinances.Soon after investors started buying up parks in 2015, the complaints of double-digit rent increases followed.In Iowa, Matt Chapman, a mobile home resident at a park purchased by Utah-based Havenpark Communities, said his rent and fees had almost doubled since 2019. Iowa Legal Aid’s Alex Kornya said another park purchased by Impact Communities saw rent and fees increase 87% between 2017 and 2020.“Many of the folks living in the park were on fixed incomes, disability, Social Security, and simply were not going to be able to keep pace,” said Kornya, who met with about 300 angry mobile home owners at a mega-church. “It led almost to a political awakening.”In Minnesota, park purchases by out-of-state buyers grew from 46% in 2015 to 81% in 2021, with rent increases as much as 30%, according to All Parks Alliance For Change, a state association.U.S. Sen. Jon Tester of Montana, speaking at a Senate hearing this year, recalled tenants complaining of repeated rent increases at a Havenpark development in Great Falls. One resident, Cindy Newman, told The Associated Press her monthly rent and fees went up $117 to nearly $400 over a year and eight months — equal to the increase over the previous 20 years. The company says the increase was $95 over a three-year period.On top of rent increases, residents complained of being inundated with fees for everything from pets to maintenance and fines for clutter and speeding — all tucked into leases that can run upwards of 50 pages.Josh Weiss, a Havenpark spokesperson, said the company must charge prevailing market rates when it purchases a park at fair market price. That said, the company has moved since 2020 to limit its rent increases to $50-a-month.“We understand the anxiety that any rent increase has on residents, especially those on fixed incomes,” Weiss said. “While we try to minimize the impact, the financial realities do not change.”The mobile home industry argues the communities are the most affordable housing option, noting that average rent increases across parks nationwide were just over 4% in 2021. Spending on improvements was around 11%. Significant investments are needed, they said, to make improvements at older parks and avoid them being sold off.“You have some people coming into the space that give us all a bad name but those are isolated examples and those practices are not common,” said Lesli Gooch, chief executive officer of the Manufactured Housing Institute, the industry’s trade association.Both sides said the government could do more to help.The industry wants Federal Housing Administration financing made available to residents, many of whom rely on high-interest loans to purchase homes that cost on average $81,900. Exceptional Returns,” declined to comment. The company closed a $26 million private-equity fund in 2021 that purchased 12 parks in New York, but it was unclear if one of them was Ridgeview.Residents, meanwhile, soldier on. Joyce Bayles, an 85-year-old resident has taken to mowing her own lawn because crews show up only monthly. Gerald Korb, a 78-year-old retiree, said he's still waiting for the company to move an electric pole and transformer he fears could topple onto his home during a storm.“I bought a place and now they are forcing all this on us,” said Korb, who stopped paying rent in protest. “They are absentee landlords is what they are.”
