OMAHA, Neb. (AP) — A man is facing life in prison after being convicted of killing an Omaha realtor and putting his body in a crawl space. 

A Douglas County jury deliberated about two hours Wednesday before convicting 44-year-old Ross Lorello III of first-degree murder in the killing of 70-year-old realtor Mickey Sodoro. 

Prosecutors said Lorello shot Sodoro in December 2020 after the two men met at a home Lorello was going to rent.

 Prosecutors said Sodoro was shot at close range in the back of the head and his body was left in a garage crawl space at the home.

NEW YORK (AP) — Some people getting Pfizer or Moderna COVID-19 vaccines should consider waiting up to eight weeks between the first and second doses, instead of the three or four weeks previously recommended, U.S. health officials said.

The Centers for Disease Control and Prevention on Tuesday quietly changed&nbsp;<a href="https://www.cdc.gov/vaccines/covid-19/clinical-considerations/covid-19-vaccines-us.html" target="_blank">its advice</a>&nbsp;on spacing the shots.

CDC officials said they were reacting to research showing that the longer interval can provide more enduring protection against the coronavirus. Research suggests that 12- to 64-year-olds — especially males ages 12 to 39 — can benefit from the longer spacing, the CDC said.

They also say the longer wait may help diminish an already rare vaccination side effect: a form of heart inflammation seen in some young men.

The change won’t affect many people, coming 14 months after the beginning of the U.S. vaccination campaign. The CDC says 73% of people age 12 and older already have gotten two doses of vaccine.

Also, the suggestion to wait up to two months doesn’t apply to all. The original, shorter interval is still recommended for people with weakened immune systems; people 65 and older; and anyone who needs fast protection due to risk of severe disease.

Dr. William Schaffner, a Vanderbilt University vaccines expert, said the action makes sense.

Early in the pandemic, there was intense pressure to adopt as tight a vaccination schedule as possible. “The virus was spreading. People were dying. We wanted to get the vaccine into their arms as quickly as possible,” Schaffner said.

Based on studies done by vaccine makers, the government authorized the Pfizer shots as a two-dose series spaced three weeks apart, and the Moderna shots to be spaced four weeks apart.

Some people — mostly adolescent and young adult males — developed a side effect involving inflammation in or around the heart after the second shot. The CDC says that among males ages 18 to 39, the condition has been reported in about 68 per 1 million getting the second Moderna dose and about 47 per 1 million getting the second Pfizer dose.

Some research has suggested that delaying the second dose until eight weeks reduces that risk, CDC officials said.

If already-vaccinated people are worried that they got less than the maximum amount of protection by getting shots according to the original schedule, they can allay those fears by getting a booster shot, Schaffner said.

“We really have very good data indicating that two doses plus the booster provide very strong protection against severe disease,” he said.

CDC: Some people should wait longer for 2nd COVID shot

 — A comprehensive reworking of state taxes, proposed by a coalition of 
business groups called Blueprint Nebraska, will probably have to wait 
another year to get off the ground.

After
 a public hearing featuring the CEO of Union Pacific Railroad and 
representatives of the Nebraska and Omaha chambers of commerce, the 
State Legislature’s top tax senator described the Blueprint proposal as 
needing more work.

State
 Sen. Lou Ann Linehan of Elkhorn, who chairs the legislative committee 
that handles tax issues, said that “pieces” of the Blueprint plan fit 
within current priorities, including reducing the top state income tax 
rate, but that the expansive proposal could use more study.

Even
 former Sen. Jim Smith, who helped lead development of the Blueprint 
Nebraska tax plan, acknowledged it is probably too late, with half of 
the 60-day legislative session already over, to get such a comprehensive
 proposal prioritized, debated and passed.

“Whether
 it’s this year or ’23, we think that this approach is what’s needed if 
we want to compete,” Smith said. “This bill is what tax modernization 
looks like.”

Legislative
 Bill 1264, introduced by Omaha Sen. Mike McDonnell, has been in 
development since 2018. Supporters bill it as essential if Nebraska is 
going to become more competitive tax-wise, attract more workers, and 
increase its population.

The
 bill combines state income tax cuts with a broadening of the sales tax 
base to include more services not currently taxed. It contains student 
loan forgiveness programs to attract highly skilled workers and would 
phase out business incentive programs. 

Under
 the plan, sales tax collections would rise by $2 billion over 10 years,
 which would allow — but not mandate, a critic said — cuts in property 
taxes.

The
 bill proposes eliminating state income taxes for those who earn less 
than $50,000, which would help lure more workers to Nebraska, said 
advocates, which included the Omaha-based Platte Institute.

“There
 are 51,000 job openings on the (state jobs) website right now. Our 
current workforce can’t fill even half of them,” McDonnell said. “We 
need to retain and attract more people to Nebraska.”

The
 bill would lower the state’s top income tax rate from 6.84% to 4.99% by
 2028. A bill introduced by Linehan would reduce the top rate to 5.58% 
over several years, but it is facing opposition this week on the floor 
of the Legislature.

Economic
 modeling done on behalf of Blueprint Nebraska projects that LB 1264 
would create 65,000 new jobs and add or retain 70,000 residents by 2031.
  Nebraska added&nbsp;135,163 new residents between 2010 and 2020.

Bryan
 Slone, president of the Nebraska Chamber of Commerce, said 20 other 
states, including Iowa, are adopting similar plans to “broaden” the tax 
base and lower overall rates. He said a 4% state income tax would soon 
be the norm nationally.

The Blueprint plan “asks for bigger things and bolder action” than previous plans to revamp the state’s tax system, he said.

But
 critics of LB 1264 questioned the growth projections. And a 
representative of the Nebraska Medical Association testified that only 
one other state now taxes doctor’s office visits and medical equipment 
and said doing so would increase health care costs.

Politically, the proposal faces a likely 
hurdle in Gov. Pete Ricketts, who opposes shifts in taxes, which the 
bill would do by eliminating sales tax exemptions.

Tiffany
 Friesen Milone of the Lincoln-based think tank OpenSky Policy 
Institute, told members of the Legislature’s Revenue Committee that the 
fiscal note on LB 1264 projects a $1.3 billion decrease in state 
revenue, which would stifle investments in education and roads, things 
she said stimulate growth.

She
 said that two comparable states, Minnesota and Wisconsin, took 
different paths recently in seeking growth. By “almost any metric,”&nbsp; 
Minnesota achieved more economic activity by hiking investments in 
education and social services and not slashing taxes as Wisconsin did, 
she said.

Lobbyist
 Korby Gilbertson, who represented 19 groups, from state lawyers and 
accountants to builders and contractors, said that imposing sales taxes 
on such services would have a negative impact on consumers and 
businesses.&nbsp;

In
 closing the hearing, McDonnell said he was willing to work with the 
Revenue Committee on an interim hearing this summer and fall if that’s 
what it takes to get the Blueprint Nebraska plan in shape.

DETROIT (AP) — Ford is recalling nearly a quarter-million heavy duty pickup trucks in the U.S. because the drive shafts can fracture and cause a loss of power.

The recall covers certain F-250 and F-350 Super Duty pickups from the 2017 through 2022 model years. The trucks have gasoline engines and aluminum drive shafts.

Ford says in documents posted by the National Highway Traffic Safety Administration that heat and noise insulators below the body can loosen, and touch the drive shaft. The shaft can fracture, causing a power loss, or loss of control if it hits the ground.

Failures also could let the trucks roll if they are stopped and the parking brake isn’t on.

Dealers will inspect the drive shafts and repair them if necessary, and properly attach the insulators. Owners will be notified by letter starting April 4.

that the fastest and easiest way to check on tax refunds is by using the
 <a href="https://www.irs.gov/refunds">Where's My Refund?</a>&nbsp; tool on IRS.gov or through the IRS2Go mobile app.

This year, more than ever before, those who don't normally have to 
file a tax return may wish to do so to get child-related tax credits 
that were expanded by the American Rescue Plan. These include the <a href="https://www.irs.gov/pub/irs-pdf/p5585.pdf">Child Tax Credit and the Child and Dependent Care Credit</a>&nbsp;PDF.

Filing <a href="https://www.irs.gov/filing/e-file-options">electronically</a> and using <a href="https://www.irs.gov/refunds/get-your-refund-faster-tell-irs-to-direct-deposit-your-refund-to-one-two-or-three-accounts">direct deposit</a> is the safest and fastest way to file an accurate return and receive a tax refund. Taxpayers can use <a href="https://www.irs.gov/refunds">Where's My Refund?</a>&nbsp;to
 start checking their refund status within 24 hours after an e-filed 
return is received or four weeks after the taxpayer mails a paper 
return.

COVID-19 vaccines are unlikely to trigger a rare inflammatory condition linked to coronavirus infection in children, according to an analysis of U.S. government data published Tuesday.

The condition, formally known as&nbsp;<a href="https://www.cdc.gov/mis/index.html" target="_blank">multisystem inflammatory syndrome in children</a>, involves fever plus symptoms affecting at least two organs and often includes stomach pain, skin rash or bloodshot eyes. It’s a&nbsp;<a href="https://apnews.com/article/us-news-coronavirus-pandemic-05c95129b7e9877f3e714b278d3deb68">rare complication&nbsp;</a>in kids who have had COVID-19, and very rarely affects adults. The condition often leads to hospitalization, but most patients recover.

First reported in the United Kingdom&nbsp;<a href="https://apnews.com/article/virus-outbreak-health-us-news-new-york-ny-state-wire-92f0d11dc10dbebc7e46c57d175f5317">in early 2020</a>, it is sometimes mistaken for Kawasaki disease, which can cause swelling and heart problems. Since February 2020, more than 6,800 cases have been reported in the U.S., according to the Centers for Disease Control and Prevention.

As part of COVID-19 vaccine safety monitoring, the CDC and U.S. Food and Drug Administration added the condition to a list of several potential adverse events of special interest. A few cases reported in people with no detectable evidence of coronavirus infection prompted researchers at the CDC and elsewhere to undertake the new&nbsp;<a href="https://www.thelancet.com/journals/lanchi/home" target="_blank">analysis</a>, which was published Tuesday in The Lancet Child &amp; Adolescent Health.

The possibility that the vaccines could somehow prompt the condition is only theoretical and the analysis found no evidence that it did, said co-author Dr. Buddy Creech, a Vanderbilt University pediatric infectious disease specialist who is leading a study of Moderna shots in children.

“We don’t know what the exact contribution of the vaccine to these illnesses is,” Creech said. “Vaccine alone in absence of a preceding infection appears not to be a substantial trigger.’’

The analysis involved surveillance data for the first nine months of COVID-19 vaccination in the U.S., from December 2020 through August 2021. During that time, the FDA authorized Pfizer’s COVID-19 shots for ages 16 and up; expanded that in May to ages 12 through 15; and authorized Moderna and Johnson &amp; Johnson shots for ages 18 and up.

More than 21 million people aged 12 to 20 received at least one vaccine dose during that time. Twenty-one of them developed the inflammatory condition afterward. All had received Pfizer shots, the analysis found. Fifteen of the 21 had laboratory evidence of a previous COVID-19 infection that could have triggered the condition.

The remaining six had no evidence of a previous infection, but the researchers said they could not conclude definitively that they’d never had COVID-19 or some other infection that could have led to the inflammatory condition. Kids with COVID-19 often have no symptoms and many never get tested.

The results suggest that the inflammatory condition may occur after vaccination in 1 in 1 million children who have had COVID-19, and in 1 in 3 million who have no detectable evidence of previous COVID-19 infection.

Most kids who had COVID-19 don’t develop the post-infection illness, but it is estimated to happen at a significantly higher rate than both of those post-vaccination figures. In April to June 2020, the rate was 200 cases per million in unvaccinated infected people aged 12-20 in the U.S.

“Their findings overall are quite reassuring,” Dr. Mary Beth Son of Boston Children’s Hospital wrote in a commentary accompanying the study.

Dr. Adam Ratner, a pediatrician-scientist at New York University Langone Health, said the results show that chances are “super rare” for the shots to prompt an immune response that could lead to the inflammatory condition. By contrast, there’s strong evidence that vaccination protects kids from getting COVID-19 as well as the condition, Ratner said.

 a culture and do nothing to advance the attainment or self-esteem of 
Native American students, Lane testified at a legislative hearing 
Tuesday.

Rather, she said, they typically perpetuate an inaccurate message about Natives: “They’re not like you and me, they’re others.”

The
 policy teaching fellow for the Nebraska State Education Association was
 among nearly a dozen proponents delivering similar discontent to the 
Legislature’s Education Committee over Native American mascots used by 
schools with few to no Native student representation.



	Legislative Bill 1027, introduced by Sen. Megan Hunt of Omaha, drew no 
opponents, although two people sent letters objecting to the measure, 
which is designed to provide financial incentive for 22 Nebraska schools
 to voluntarily change their mascot.

With a more drastic ban on Native American mascots stalled in the courts
 of states such as Colorado, Hunt said she decided to take the 
different, financial incentive approach. Several called it a good start.

The
 Education Committee took no action on advancing the bill to the full 
Legislature for discussion. If ultimately approved, the bill would award
 up to $200,000 to each of the 22 schools to offset the cost of changing
 a mascot.

The
 Nebraska Department of Education would establish procedures for the 
grants. Maximum output by the state would be $4.4 million, according to a
 fiscal analysis.

Judi
 gaiashkibos, executive director of the Nebraska Commission on Indian 
Affairs, did not intend at first to give her full support to the 
proposal. She prefers an outright ban, she said, and felt that the 
retooled legislation “dangled a carrot, in a way bribing the schools to 
do the right thing.”&nbsp;

After
 hearing others testify, she reconsidered. “Sometimes you have to do 
things that are creative to get the job done,” she said.



	“We’re not honored by these mascots,” gaiashkibos said. Of school 
mascots she’s aware of, she said, they depict&nbsp; either an animal or an 
Indian. “I don’t think that’s right.”

Sen.
 Dave Murman of Glenvil, a member of the Education Committee, asked for 
studies and research that some speakers cited in linking the mascots 
with negative impacts and even suicide of young people. At one point, he
 said, he wasn’t convinced that the intent of schools is “always bad” or
 that schools want to be offensive.

Testimony
 acknowledged that schools or communities may have originally adopted 
Native-themed icons or mascots to honor a tribe.&nbsp;&nbsp;

 Patty Pansing Brooks of Lincoln spoke up to say the concerning part is 
white people appropriating another culture and their sacred tribal

Proposal would give Neb. schools funds to change Native American mascots

Hearing tackles bills that would spend a combined $294.5M

Nebraska’s nurses, nursing homes, assisted living centers, behavioral health providers, medical clinics, rural care&nbsp;providers&nbsp;and people serving those with developmental disabilities all are seeking funding boosts, &nbsp;a legislative committee heard Tuesday.

Combined,
 those seven bills seek to spend $294.5 million in federal American 
Rescue Plan Act funds if all were approved. The Appropriations 
Committee, which sets the Legislature’s spending priorities, heard how 
those funds could help ease staffing and funding challenges facing parts
 of Nebraska’s health care system.&nbsp;

Legislative Bill 996,
 proposed by State Sen. Myron Dorn of Adams, would target $5.5 million 
in federal relief funds to help staff recruiting and retention at 
Nebraska’s assisted living facilities. It would also pay for masks and 
other personal protective equipment and COVID-19 testing.

Jeff
 Fritzen, executive director of a combined assisted living and nursing 
home facility in Adams, said the pandemic is far from over for staff at 
Gold Crest Retirement Center. The center employs about 95 people to help
 20 assisted living residents and 40 nursing home residents.

Gold
 Crest recently had its worst week of positive COVID-19 tests since the 
start of the pandemic, Fritzen testified. Five residents tested 
positive. Thankfully, he said, all were vaccinated and boosted, and 
they’re doing OK.

But
 every positive test means staff members have to add gowns, goggles and 
gloves to their protective equipment, he said. They must deliver food 
and beverages in disposable containers. And staff have to be tested more
 often. The costs add up quickly, he explained.&nbsp;

“Assisted livings are receiving a lot of increased costs due to the pandemic,” Fritzen said.&nbsp;

He
 said LB 996 would provide $400 for every qualifying assisted living bed
 in the state, helping more assisted living facilities hold onto the 
workers who help care for the&nbsp; elderly.

LB 1055,
 proposed by Sen. Mike McDonnell of Omaha, would spend $50 million in 
federal relief funds for hospitals and federally qualified medical 
providers to offer bonuses and higher pay to “front-line” nurses caring 
for patients. About 20,000 of Nebraska’s nurses could receive about 
$2,000 each under the proposal.

Virginia
 Wolking, a nurse in the medical-surgical unit at Children’s Hospital 
&amp; Medical Center in Omaha, said many of the nurses working with 
patients during the pandemic could use the gesture of goodwill. Many 
have spent months stressed about the health of their patients and the 
safety of their families.&nbsp;

Children’s,
 for example, has had trouble replacing 60% of the nurses it lost in 
2021, she said. Like many hospital systems across the state, they’ve had
 to fill in with contracted nurses, also known as traveling nurses. That
 means local hospitals, like others nationally, are competing for a 
smaller pool of health care workers who are in high demand, she said.

“When
 we nurses are stretched so thin and do not have time to ease a parent’s
 fears or make a child laugh, that takes away from the art of nursing 
and what we enjoy most about our work,” she said.

Many
 of the nurses who testified Tuesday spoke about the mental strain of 
caring for so many sick patients, including Linda Stones, a member of 
the Nebraska Board of Nursing.&nbsp;That’s partly why Nebraska saw its first decline in 20 years in the number of nurses, she said.&nbsp;

Since
 the start of the pandemic, the state has lost about 2,600 nurses, or 
9.5% of its nursing workforce, she testified. Nearly 1,000 more nurses 
in the state told researchers they might leave the field over the next 
year, she said.

“We
 know that monetary (compensation) doesn’t always retain nurses,” she 
said. “But appreciation is one of the strongest forms of influence for 
our employee retention.”&nbsp;

LB 1089,
 proposed by Sen. John Stinner of Gering, would set aside $60 million in
 federal relief funds to help nursing homes boost pay for direct-care 
employees. It would use $45 million of those funds on Medicaid beds at 
all nursing homes statewide and would concentrate $15 million on the 
nursing homes with the most residents in rooms funded by Medicaid.

Jalene
 Carpenter, president and CEO of the Nebraska Healthcare Association, 
said her group’s 190 nonprofit nursing homes in Nebraska need the money 
to help hold onto staff. Nursing homes were having to pay more to hire 
and retain staff before the pandemic. COVID-19 made things worse, she 
said.

The
 bill would provide retention bonuses for certified nursing assistants, 
medication aides, nurses, housekeeping and laundry staff, all of whom 
help keep patients healthy, she said.

Kari
 Wockenfuss, administrator of the Louisville Care Center, which offers 
61 nursing home beds and 26 assisted living beds in Louisville, 
Nebraska, said facilities like hers need help to compete with larger 
hospital systems and jobs in other states. They’re hiring costlier 
traveling nurses to fill in.

They would use the funding for bonuses to staff who pick up extra shifts, scholarships for staff and help with licensing.

“I
 think that that would bring other people that have been, that would 
like to come to long-term care instead of maybe the hospital,” 
Wockenfuss said. “Some of my nurses, they didn’t want to leave, but the 
money was there.”

LB 1269,
 proposed by Sen. Dave Murman of Glenvil, would earmark $10 million in 
federal relief funds to help medical professionals working in rural 
areas to repay more of their student loans. It would do so under the 
Rural Health Systems and Professional Incentive Act.

This
 bill would boost funding of an existing student loan repayment program 
administered by the Nebraska Department of Health and Human Services 
that pays off educational costs if doctors and other medical 
professionals agree to practice in a rural area for three or four 
years.&nbsp;

The
 program is open to doctors, physicians assistants, nurse practitioners,
 dentists, pharmacists, occupational therapists, physical therapists, 
psychologists and more.

Murman
 said the program has had a wait list in recent years, so the 
Legislature boosted funding. These federal funds would give rural areas 
more medical professionals who want to work and live in their 
communities.

“Currently
 it is my understanding that there are approximately 200 providers in 
the program,” he said. “This funding would accommodate approximately a 
thousand providers, making a huge immediate impact in rural health 
care.”&nbsp;

LB 1183,
 proposed by Sen. Ray Aguilar of Grand Island, would create $25 million 
in grants for the outpatient community clinics that serve Nebraska’s 
neediest patients, without regard to whether they can afford the care 
they need. The grants would be used on clinic-related construction 
projects.

Kenny
 McMorris, CEO of the Charles Drew Health Center in North Omaha, said

 he said, the bill would inject $40 million a year in economic inpact 
into local economies each year, boost local public health and create 
more than 400 high-paying jobs. It would add primary care, clinics, 
nurses, doctors, dentists, behavioral health professionals and support 
staff.&nbsp;

“This
 will give us an opportunity to have some bricks and mortar build 
additional locations that allows us to be able to do more,” McMorris 
said.&nbsp;

LB 1066,
 proposed by Sen. John Stinner of Gering, would aim $5 million in 
federal money at grants for adding new mental health beds in rural 
Nebraska and $28 million at the University of Nebraska’s Behavioral 
Health Education Center to create a new internship program, add online 
mental health services and more.&nbsp;&nbsp;

Dr.
 Marley Doyle, a psychiatrist who directs the Behavioral Health 
Education Center of Nebraska at the University of Nebraska, testified in
 her private capacity about the importance of the state continuing to 
invest in the behavioral health workforce. She called it essential, 
regardless of the pandemic.

But
 she said the pandemic has negatively affected many people’s mental 
health. She cited an October 2021 survey that found about a third of 
Nebraskans saying they were depressed or anxious.&nbsp;

“There’s
 a dire need for behavioral health professionals in our state,” she 
said. “With the pandemic, we’ve seen an increased demand for services, 
so it’s just exacerbated the shortage that we already had.”

Doyle
 said the combination of the internship program and increased telehealth
 services for mental health would help make more mental health care 
accessible in more parts of Nebraska.

LB 1172,
 proposed by Sen. Robert Hilkemann of Omaha, would earmark $111 million 
in federal relief funds, or $37 million a year for three years, to help 
DHHS pay more to providers who serve people with developmental 
disabilities and would help offset COVID-19-related losses and cost 
increases.&nbsp;

Hilkemann
 said people who got sick and were quarantined didn’t receive services, 
and fewer people sought services out of fear of getting their loved ones
 getting sick. He said the money should help make providers whole and 
help them pay staff more.

Leslie
 Bishop Hartung of the Autism Center of Nebraska said many service 
providers like hers, which employs 144 people, are unable to fill more 
than a third of their open positions because of funding challenges tied 
to reimbursement rates and competition for workers.

“We
 have staffs that are working 100 hours each week, and this is simply 
not sustainable,” she said. “Providing quality care and supports to 
persons with autism and other intellectual and developmental 
disabilities can be exhausting, physically and emotionally.”

 those seven bills seek to spend $294.5 million in federal American 
Rescue Plan Act funds if all were approved. The Appropriations 
Committee, which sets the Legislature’s spending priorities, heard how 
those funds could help ease staffing and funding challenges facing parts
 of Nebraska’s health care system.&nbsp;<h2>Recruiting, retention</h2>Legislative Bill 996,
 proposed by State Sen. Myron Dorn of Adams, would target $5.5 million 
in federal relief funds to help staff recruiting and retention at 
Nebraska’s assisted living facilities. It would also pay for masks and 
other personal protective equipment and COVID-19 testing.Jeff
 Fritzen, executive director of a combined assisted living and nursing 
home facility in Adams, said the pandemic is far from over for staff at 
Gold Crest Retirement Center. The center employs about 95 people to help
 20 assisted living residents and 40 nursing home residents.Gold
 Crest recently had its worst week of positive COVID-19 tests since the 
start of the pandemic, Fritzen testified. Five residents tested 
positive. Thankfully, he said, all were vaccinated and boosted, and 
they’re doing OK.But
 every positive test means staff members have to add gowns, goggles and 
gloves to their protective equipment, he said. They must deliver food 
and beverages in disposable containers. And staff have to be tested more
 often. The costs add up quickly, he explained.&nbsp;“Assisted livings are receiving a lot of increased costs due to the pandemic,” Fritzen said.&nbsp;He
 said LB 996 would provide $400 for every qualifying assisted living bed
 in the state, helping more assisted living facilities hold onto the 
workers who help care for the&nbsp; elderly.<h2>Bonuses, ‘front-line’ nurses</h2>LB 1055,
 proposed by Sen. Mike McDonnell of Omaha, would spend $50 million in 
federal relief funds for hospitals and federally qualified medical 
providers to offer bonuses and higher pay to “front-line” nurses caring 
for patients. About 20,000 of Nebraska’s nurses could receive about 
$2,000 each under the proposal.Virginia
 Wolking, a nurse in the medical-surgical unit at Children’s Hospital 
&amp; Medical Center in Omaha, said many of the nurses working with 
patients during the pandemic could use the gesture of goodwill. Many 
have spent months stressed about the health of their patients and the 
safety of their families.&nbsp;Children’s,
 for example, has had trouble replacing 60% of the nurses it lost in 
2021, she said. Like many hospital systems across the state, they’ve had
 to fill in with contracted nurses, also known as traveling nurses. That
 means local hospitals, like others nationally, are competing for a 
smaller pool of health care workers who are in high demand, she said.“When
 we nurses are stretched so thin and do not have time to ease a parent’s
 fears or make a child laugh, that takes away from the art of nursing 
and what we enjoy most about our work,” she said.Many
 of the nurses who testified Tuesday spoke about the mental strain of 
caring for so many sick patients, including Linda Stones, a member of 
the Nebraska Board of Nursing.&nbsp;That’s partly why Nebraska saw its first decline in 20 years in the number of nurses, she said.&nbsp;Since
 the start of the pandemic, the state has lost about 2,600 nurses, or 
9.5% of its nursing workforce, she testified. Nearly 1,000 more nurses 
in the state told researchers they might leave the field over the next 
year, she said.“We
 know that monetary (compensation) doesn’t always retain nurses,” she 
said. “But appreciation is one of the strongest forms of influence for 
our employee retention.”&nbsp;<h2>Nursing home pay</h2>LB 1089,
 proposed by Sen. John Stinner of Gering, would set aside $60 million in
 federal relief funds to help nursing homes boost pay for direct-care 
employees. It would use $45 million of those funds on Medicaid beds at 
all nursing homes statewide and would concentrate $15 million on the 
nursing homes with the most residents in rooms funded by Medicaid.Jalene
 Carpenter, president and CEO of the Nebraska Healthcare Association, 
said her group’s 190 nonprofit nursing homes in Nebraska need the money 
to help hold onto staff. Nursing homes were having to pay more to hire 
and retain staff before the pandemic. COVID-19 made things worse, she 
said.The
 bill would provide retention bonuses for certified nursing assistants, 
medication aides, nurses, housekeeping and laundry staff, all of whom 
help keep patients healthy, she said.Kari
 Wockenfuss, administrator of the Louisville Care Center, which offers 
61 nursing home beds and 26 assisted living beds in Louisville, 
Nebraska, said facilities like hers need help to compete with larger 
hospital systems and jobs in other states. They’re hiring costlier 
traveling nurses to fill in.They would use the funding for bonuses to staff who pick up extra shifts, scholarships for staff and help with licensing.“I
 think that that would bring other people that have been, that would 
like to come to long-term care instead of maybe the hospital,” 
Wockenfuss said. “Some of my nurses, they didn’t want to leave, but the 
money was there.”<h2>Rural care providers</h2>LB 1269,
 proposed by Sen. Dave Murman of Glenvil, would earmark $10 million in 
federal relief funds to help medical professionals working in rural 
areas to repay more of their student loans. It would do so under the 
Rural Health Systems and Professional Incentive Act.This
 bill would boost funding of an existing student loan repayment program 
administered by the Nebraska Department of Health and Human Services 
that pays off educational costs if doctors and other medical 
professionals agree to practice in a rural area for three or four 
years.&nbsp;The
 program is open to doctors, physicians assistants, nurse practitioners,
 dentists, pharmacists, occupational therapists, physical therapists, 
psychologists and more.Murman
 said the program has had a wait list in recent years, so the 
Legislature boosted funding. These federal funds would give rural areas 
more medical professionals who want to work and live in their 
communities.“Currently
 it is my understanding that there are approximately 200 providers in 
the program,” he said. “This funding would accommodate approximately a 
thousand providers, making a huge immediate impact in rural health 
care.”&nbsp;<h2>Neediest patients</h2>LB 1183,
 proposed by Sen. Ray Aguilar of Grand Island, would create $25 million 
in grants for the outpatient community clinics that serve Nebraska’s 
neediest patients, without regard to whether they can afford the care 
they need. The grants would be used on clinic-related construction

Neb. medical providers line up for slices of federal relief funds

Program to date has committed over $4.6B to support more than 12M students

WASHINGTON — The Federal Communications Commission today announced that it is committing over $86 million in the 10th wave of Emergency Connectivity Fund program support.  Since its June 2021 launch, the program has committed over $4.62 billion supporting all 50 states, Guam, Puerto Rico, the U.S. Virgin Islands, the Northern Mariana Islands, and the District of Columbia.  This latest round of funding will support over 240,000 students and provide funding for over 350 schools, 29 libraries and 8 consortia, which are approved to receive over 239,000 connected devices and over 96,000 broadband connections.

“The Emergency Connectivity Fund is the single biggest effort to close the Homework Gap, and connect students and libraries with reliable broadband service,” said Chairwoman Rosenworcel.  “The need for help is clear, and we’re making progress.  Since the program opened last June, thousands of schools and libraries signed up, and we are now providing funding for over 10 million connected devices and over 5 million broadband connections throughout the country.”

To ensure that ECF recipients get the full benefit of the equipment and services requested, the Wireline Competition Bureau adopted an order yesterday extending the date by which beneficiaries must use the funding by one year to June 30, 2023.

The funding can be used to support off-campus learning, such as nightly homework, to ensure students across the country have the necessary support to keep up with their education.  Total commitments to date are supporting over 11,000 schools, 900 libraries, and 130 consortia for over 10 million connected devices and over 5 million broadband connections.  Today’s announcement includes over $30 million in commitments from Window 1 applications and nearly $56 million in commitments from Window 2 applications.

 names and school information – are tricking parents into paying for 
bogus SAT prep materials.&nbsp; &nbsp;

You get an unsolicited call from a person claiming to be from <a href="https://privacy.collegeboard.org/important-information-about-telemarketing-internet-scams" target="_blank">the College Board</a>,
 the company responsible for SAT tests, or another educational 
organization. The caller claims to be confirming your address, so they 
can send test prep materials, such as books, CDs, or videos, that your 
child requested at school.

It seems so believable! Several victims reported to <a href="http://www.bbb.org/scamtracker" target="_blank">BBB Scam Tracker</a> that the caller even had their child’s name, phone number, and/or school information.

Of course, there’s a catch. The caller needs you to pay a deposit, 
sometimes several hundred dollars, for the materials. They claim it will
 be refunded when the materials are returned. &nbsp;Unfortunately, if you 
provide your address and credit card details, the materials will never 
arrive, and your deposit will never be refunded. Scammers now have your 
credit card number and other personal information.

 Alden Global Capital already lost one lawsuit in the takeover battle.

 Now it wants the court to decide how many votes Lee’s chairman and its lead independent director need to be re-elected to the board. 

Lee rejected Alden's $141 million offer to buy the publisher of the St. Louis Post-Dispatch, Buffalo News and dozens of other newspapers in December. 

Alden is already one of the nation's largest newspaper owners.

Hedge fund returns to court in battle to buy Lee Enterprises

WASHINGTON (AP) — The Pentagon has approved the deployment of 700 unarmed National Guard troops to the nation’s capital as it prepares for trucker convoys that are planning protests against pandemic restrictions beginning next week.

Defense Secretary Lloyd Austin approved the request Tuesday from the District of Columbia government and the U.S. Capitol Police, the Pentagon said in a statement Tuesday night.

The troops would be used to assist with traffic control during demonstrations expected in the city in the coming days, the Pentagon said. Four hundred Guard members from the District of Columbia Guard will be joined by 300 Guard members from other states, according to the statement.

Guard members will not carry firearms or take part in law enforcement or domestic-surveillance activities, the Pentagon said.

Modeled after recent trucker protests in Canada, separate truck convoys have been planned through online forums with names like the People’s Convoy and the American Truckers Freedom Fund — all with different starting points, departure dates and routes. Some are scheduled to arrive in time for President Joe Biden’s State of the Union address on March 1, though others may arrive afterward.

The convoys follow the recent Canadian truckers’ protest which shut down the busiest U.S. Canadian border crossing and besieged the streets of the capital, Ottawa, for weeks to protest government pandemic restrictions. The multiple blockades were broken up by police last week, with more than 100 arrests.

It remains to be seen if any of the U.S. convoys would seek to actively shut down Washington’s streets, the way their Canadian counterparts did in Ottawa. Some convoy organizers have spoken of plans to briefly roll through the city, then focus on shutting down the Beltway, which encircles the capital.

A statement from the People’s Convoy specifically says the trucks “will NOT be going into DC proper.” That convoy is planning to embark Wednesday from southern California and arrive in D.C. around March 5.

The U.S. convoys seek an immediate lifting of what they say are heavy-handed government pandemic restrictions like mask mandates and vaccine requirements. The American Truckers Freedom Fund website says the group is protesting “the unscientific, unconstitutional overreach of the federal government.”

Vaccines have proven highly effective at preventing COVID-19 infections, especially serious illness and death, and high-quality masks offer strong protection against spreading or contracting the disease. Public sentiment, especially among conservatives, has been shifting against government mandates as the pandemic heads into its third year.

People’s Convoy organizer Mike Landis, in a video testimonial on the group’s website, said the current COVID vaccine “is not proven yet” but supported individual choice on whether to take it or not. Landis said the convoy was open to all vehicles and said the primary goal was to pressure Biden to lift the national state of emergency.

 </figure>WASHINGTON (AP) — The Pentagon has approved the deployment of 700 unarmed National Guard troops to the nation’s capital as it prepares for trucker convoys that are planning protests against pandemic restrictions beginning next week.Defense Secretary Lloyd Austin approved the request Tuesday from the District of Columbia government and the U.S. Capitol Police, the Pentagon said in a statement Tuesday night.The troops would be used to assist with traffic control during demonstrations expected in the city in the coming days, the Pentagon said. Four hundred Guard members from the District of Columbia Guard will be joined by 300 Guard members from other states, according to the statement.Guard members will not carry firearms or take part in law enforcement or domestic-surveillance activities, the Pentagon said.Modeled after recent trucker protests in Canada, separate truck convoys have been planned through online forums with names like the People’s Convoy and the American Truckers Freedom Fund — all with different starting points, departure dates and routes. Some are scheduled to arrive in time for President Joe Biden’s State of the Union address on March 1, though others may arrive afterward.The convoys follow the recent Canadian truckers’ protest which shut down the busiest U.S. Canadian border crossing and besieged the streets of the capital, Ottawa, for weeks to protest government pandemic restrictions. The multiple blockades were broken up by police last week, with more than 100 arrests.It remains to be seen if any of the U.S. convoys would seek to actively shut down Washington’s streets, the way their Canadian counterparts did in Ottawa. Some convoy organizers have spoken of plans to briefly roll through the city, then focus on shutting down the Beltway, which encircles the capital.A statement from the People’s Convoy specifically says the trucks “will NOT be going into DC proper.” That convoy is planning to embark Wednesday from southern California and arrive in D.C. around March 5.The U.S. convoys seek an immediate lifting of what they say are heavy-handed government pandemic restrictions like mask mandates and vaccine requirements. The American Truckers Freedom Fund website says the group is protesting “the unscientific, unconstitutional overreach of the federal government.”Vaccines have proven highly effective at preventing COVID-19 infections, especially serious illness and death, and high-quality masks offer strong protection against spreading or contracting the disease.
