OMAHA, Neb. (AP) — One person was arrested after a three-vehicle crash that killed one man and closed part of Interstate 80 for more than four hours Saturday. 

Omaha police said the crash happened shortly before 4 p.m. Saturday when a 2010 Nissan Maxima smashed into the back of a 2022 Hyundai Elantra that was stopped on the shoulder of I-80 near the 60th Street exit in Omaha. 

The Nissan then veered into traffic and struck a 2019 Jeep Cherokee.

 The impact of the initial crash killed its driver, 76-year-old Timothy Flaherty of Lincoln. 

Three other people involved in the crash were taken to a hospital afterward and by Saturday night the Nissan's 21-year-old driver, Joaquin Dimayuga-Alvarado, was arrested.

The current explosion of omicron-fueled coronavirus infections in the U.S. is causing a breakdown in basic functions and services — the latest illustration of how COVID-19 keeps upending life more than two years into the pandemic.

“This really does, I think, remind everyone of when COVID-19 first appeared and there were such major disruptions across every part of our normal life,” said Tom Cotter, director of emergency response and preparedness at the global health nonprofit Project HOPE. “And the unfortunate reality is, there’s no way of predicting what will happen next until we get our vaccination numbers — globally — up.”

First responders, hospitals, schools and government agencies have employed an all-hands-on-deck approach to keep the public safe, but they are worried how much longer they can keep it up.

In Kansas’ Johnson County, paramedics are working 80 hours a week. Ambulances have frequently been forced to alter their course when the hospitals they’re heading to tell them they’re too overwhelmed to help, confusing the patients’ already anxious family members driving behind them. When the ambulances arrive at hospitals, some of their emergency patients end up in waiting rooms because there are no beds.

Dr. Steve Stites, chief medical officer for the University of Kansas Hospital, said when the leader of a rural hospital had no place to send its dialysis patients this week, the hospital’s staff consulted a textbook and “tried to put in some catheters and figure out how to do it.”

Medical facilities have been hit by a “double whammy,” he said. The number of COVID-19 patients at the University of Kansas Hospital rose from 40 on Dec. 1 to 139 on Friday. At the same time, more than 900 employees have been sickened with COVID-19 or are awaiting test results — 7% of the hospital’s 13,500-person workforce.

“What my hope is and what we’re going to cross our fingers around is that as it peaks ... maybe it’ll have the same rapid fall we saw&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-africa-johannesburg-south-africa-f4b59ecde3029295f7b96f2d0ff44042">in South Africa</a>,” Stites said, referring to the swiftness with which the number of cases fell in that country. “We don’t know that. That’s just hope.”

The omicron variant spreads even more easily than other coronavirus strains, and has already become dominant in many countries. It also more readily infects those who have been vaccinated or had previously been infected by prior versions of the virus. However, early studies show omicron is less likely to cause severe illness than the previous delta variant, and vaccination and a booster still offer strong protection from serious illness, hospitalization and death.

Still, its easy transmissibility has led to skyrocketing cases in the U.S., which is affecting businesses, government offices and public services alike.

In downtown Boise, Idaho, customers were queued up outside a pharmacy before it opened Friday morning and before long, the line wound throughout the large drugstore. Pharmacies have been slammed by staffing shortages, either because employees are out sick or have left altogether.

Pharmacy technician Anecia Mascorro said that prior to the pandemic, the Sav-On Pharmacy where she works always had prescriptions ready for the next day. Now, it’s taking a lot longer to fill the hundreds of orders that are pouring in.

“The demand is crazy — everybody’s not getting their scripts fast enough so they keep transferring to us,” Mascorro said.

In Los Angeles, more than 800 police and fire personnel were sidelined because of the virus as of Thursday, causing slightly longer ambulance and fire response times.

In New York City, officials have had to delay or scale back trash and subway services because of a virus-fueled staffing hemorrhage. The Metropolitan Transportation Authority said about one-fifth of subway operators and conductors — 1,300 people — have been absent in recent days. Almost one-fourth of the city sanitation department’s workers were out sick Thursday, Sanitation Commissioner Edward Grayson said.

“Everybody’s working ’round the clock, 12-hour shifts,” Grayson said.

The city’s fire department also has adjusted for higher absences. Officials said Thursday that 28% of EMS workers were out sick, compared with about 8% to 10% on a normal day. Twice as many firefighters as usual were also absent.

In contrast, the police department saw its sick rate fall over the past week, officials said.

At Phoenix Sky Harbor International Airport, two checkpoints at the airport’s busiest terminal were shut down because not enough Transportation Security Administration agents showed up for work, according to statements from airport and TSA officials.

Meanwhile, schools from coast to coast tried to maintain in-person instruction despite massive teacher absences. In Chicago, a tense standoff between the school district and teachers union over remote learning and COVID-19 safety protocols led to classes being canceled over the past three days. In San Francisco, nearly 900 educators and aides called in sick Thursday.

In Hawaii, where public schools are under one statewide district, 1,600 teachers and staff were absent Wednesday because of illness or pre-arranged vacation or leave. The state’s teachers union criticized education officials for not better preparing for the ensuing void. Osa Tui Jr., head of the Hawaii State Teachers Association, said counselors and security guards were being pulled to go “babysit a classroom.”

“That is very inappropriate,” Tui said at a news conference. “To have this model where there are so many teachers out and for the department to say, ‘Send your kid’ to a classroom that doesn’t have a teacher, what’s the point of that?”

In New Haven, Connecticut, where hundreds of teachers have been out each day this week, administrators have helped to cover classrooms. Some teachers say they appreciate that, but that it can be confusing for students, adding to the physical and mental stress they’re already feeling because of the pandemic.

“We’ve already been tested so much. How much can the rubber band stretch here?” asked Leslie Blatteau, president of the New Haven Federation of Teachers.

Omicron explosion spurs nationwide breakdown of services

WASHINGTON — The Internal Revenue Service announced that the nation's
 tax season will start on Monday, January 24, 2022, when the tax agency 
will begin accepting and processing 2021 tax year returns.

The January 24 start date for individual tax return filers allows the
 IRS time to perform programming and testing that is critical to 
ensuring IRS systems run smoothly. Updated programming helps ensure that
 eligible people can claim the proper amount of the Child Tax Credit 
after comparing their 2021 advance credits and claim any remaining 
stimulus money as a Recovery Rebate Credit when they file their 2021 tax
 return.

"Planning for the nation's filing season process is a massive 
undertaking, and IRS teams have been working non-stop these past several
 months to prepare," said IRS Commissioner Chuck Rettig. "The pandemic 
continues to create challenges, but the IRS reminds people there are 
important steps they can take to help ensure their tax return and refund
 don't face processing delays. Filing electronically with direct deposit
 and avoiding a paper tax return is more important than ever this year. 
And we urge extra attention to those who received an Economic Impact 
Payment or an advance Child Tax Credit last year. People should make 
sure they report the correct amount on their tax return to avoid 
delays."

The IRS encourages everyone to have all the information they need in 
hand to make sure they file a complete and accurate return. Having an 
accurate tax return can avoid processing delays, refund delays and later
 IRS notices. This is especially important for people who received 
advance Child Tax Credit payments or Economic Impact Payments (American 
Rescue Plan stimulus payments) in 2021; they will need the amounts of 
these payments when preparing their tax return. The IRS is mailing 
special letters to recipients, and they can also check amounts received 
on IRS.gov.

Like last year, there will be individuals filing tax returns who, 
even though they are not required to file, need to file a 2021 return to
 claim a Recovery Rebate Credit to receive the tax credit from the 2021 
stimulus payments or reconcile advance payments of the Child Tax Credit.
 People who don't normally file also could receive other credits.

The filing deadline to submit 2021 tax returns or an extension to 
file and pay tax owed is Monday, April 18, 2022, for most taxpayers. By 
law, Washington, D.C., holidays impact tax deadlines for everyone in the
 same way federal holidays do. The due date is April 18, instead of 
April 15, because of the Emancipation Day holiday in the District of 
Columbia for everyone except taxpayers who live in Maine or 
Massachusetts. Taxpayers in Maine or Massachusetts have until April 19, 
2022, to file their returns due to the Patriots' Day holiday in those 
states. Taxpayers requesting an extension will have until Monday, 
October 17, 2022, to file.

Awaiting processing of previous tax returns? People can still file 2021 returns

Rettig noted that IRS employees continue to work hard on critical 
areas affected by the pandemic, including processing of tax returns from
 last year and record levels of phone calls coming in.

"In many areas, we are unable to deliver the amount of service and 
enforcement that our taxpayers and tax system deserves and needs. This 
is frustrating for taxpayers, for IRS employees and for me," Rettig 
said. "IRS employees want to do more, and we will continue in 2022 to do
 everything possible with the resources available to us. And we will 
continue to look for ways to improve. We want to deliver as much as 
possible while also protecting the health and safety of our employees 
and taxpayers. Additional resources are essential to helping our 
employees do more in 2022 – and beyond."

The IRS continues to reduce the inventory of prior-year individual 
tax returns that have not been fully processed. As of December 3, 2021, 
the IRS has processed nearly 169 million tax returns. All paper and 
electronic individual 2020 refund returns received prior to April 2021 
have been processed if the return had no errors or did not require 
further review.

Taxpayers generally will not need to wait for their 2020 return to be
 fully processed to file their 2021 tax returns and can file when they 
are ready.

The IRS encourages people to use online resources before calling. 
Last filing season, as a result of COVID-era tax changes and broader 
pandemic challenges, the IRS phone systems received more than 145 
million calls from January 1 – May 17, more than four times more calls 
than in an average year. In addition to IRS.gov, the IRS has a variety 
of other free options available to help taxpayers, ranging from <a href="https://www.irs.gov/individuals/free-tax-return-preparation-for-qualifying-taxpayers">free assistance</a>
 at Volunteer Income Tax Assistance and Tax Counseling for the Elderly 
locations across the country to the availability of the IRS <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">Free File</a> program.

"Our phone volumes continue to remain at record-setting levels," 
Rettig said. "We urge people to check IRS.gov and establish an online 
account to help them access information more quickly. We have invested 
in developing new online capacities to make this a quick and easy way 
for taxpayers to get the information they need."

Last year's average tax refund was more than $2,800. More than 160 
million individual tax returns for the 2021 tax year are expected to be 
filed, with the vast majority of those coming before the traditional 
April tax deadline.

Overall, the IRS anticipates most taxpayers will receive their refund
 within 21 days of when they file electronically if they choose direct 
deposit and there are no issues with their tax return. The IRS urges 
taxpayers and tax professionals to file electronically. To avoid delays 
in processing, people should avoid filing paper returns wherever 
possible.

By law, the IRS cannot issue a refund involving the Earned Income Tax
 Credit or Additional Child Tax Credit before mid-February, though 
eligible people may file their returns beginning on January 24. The law 
provides this additional time to help the IRS stop fraudulent refunds 
from being issued.

Some returns, filed electronically or on paper, may need manual 
review, which delays the processing, if our systems detect a possible 
error or missing information, or there is suspected identity theft or 
fraud. Some of these situations require us to correspond with taxpayers,
 but some do not. This work does require special handling by an IRS 
employee so, in these instances, it may take the IRS more than the 
normal 21 days to issue any related refund. In those cases where IRS is 
able to correct the return without corresponding, the IRS will send an 
explanation to the taxpayer.

File electronically and choose direct deposit

To speed refunds, the IRS urges taxpayers to file electronically with
 direct deposit information as soon as they have everything they need to
 file an accurate return. If the return includes errors or is 
incomplete, it may require further review that may slow the tax refund. 
Having all information available when preparing the 2021 tax return can 
reduce errors and avoid delays in processing.

Most individual taxpayers file IRS Form 1040 or Form 1040-SR once 
they receive Forms W-2 and other earnings information from their 
employers, issuers like state agencies and payers. The IRS has 
incorporated recent changes to the tax laws into the forms and 
instructions and shared the updates with its partners who develop the 
software used by individuals and tax professionals to prepare and file 
their returns. Forms 1040 and 1040-SR and the associated instructions 
are available now on IRS.gov. For the latest IRS forms and instructions,
 visit the IRS website at <a href="https://www.irs.gov/forms-instructions">IRS.gov/forms</a>.

IRS Free File will open January 14 when participating providers will 
accept completed returns and hold them until they can be filed 
electronically with the IRS. Many commercial tax preparation software 
companies and tax professionals will also be accepting and preparing tax
 returns before January 24 to submit the returns when the IRS systems 
open.

The IRS strongly encourages people to file their tax returns 
electronically to minimize errors and for faster refunds – as well 
having all the information they need to file an accurate return to avoid
 delays. The IRS's <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">Free File program</a>
 allows taxpayers who made $73,000 or less in 2021 to file their taxes 
electronically for free using software provided by commercial tax filing
 companies. More information will be available on Free File later this 
week.

In addition to IRS Free File, the IRS's <a href="https://www.irs.gov/individuals/free-tax-return-preparation-for-qualifying-taxpayers">Volunteer Income Tax Assistance and Tax Counseling for the Elderly</a> programs free basic tax return preparation to qualified individuals.&nbsp;

Watch for IRS letters about advance Child Tax Credit payments and third Economic Impact Payments

The IRS started sending Letter 6419, 2021 advance Child Tax Credit, 
in late December 2021 and continues to do so into January. The letter 
contains important information that can help ensure the return is 
accurate. People who received the advance CTC payments can also check 
the amount of the payments they received by using the <a href="https://www.irs.gov/credits-deductions/child-tax-credit-update-portal">CTC Update Portal</a> available on IRS.gov.

Eligible taxpayers who received advance Child Tax Credit payments 
should file a 2021 tax return to receive the second half of the credit. 
Eligible taxpayers who did not receive advance Child Tax Credit payments
 can claim the full credit by filing a tax return.

The IRS will begin issuing Letter 6475, Your Third Economic Impact 
Payment, to individuals who received a third payment in 2021 in late 
January. While most eligible people already received their stimulus 
payments, this letter will help individuals determine if they are 
eligible to claim the <a href="https://www.irs.gov/newsroom/recovery-rebate-credit">Recovery Rebate Credit</a>
 for missing stimulus payments. If so, they must file a 2021 tax return 
to claim their remaining stimulus amount. People can also use <a href="https://www.irs.gov/payments/your-online-account">IRS online account</a> to view their Economic Impact Payment amounts.

Both letters include important information that can help people file 
an accurate 2021 tax return. If the return includes errors or is 
incomplete, it may require further review while the IRS corrects the 
error, which may slow the tax refund. Using this information when 
preparing a tax return electronically can reduce errors and avoid delays
 in processing.

The fastest way for eligible individuals to get their 2021 tax refund
 that will include their allowable Child Tax Credit and Recovery Rebate 
Credit is by filing electronically and choosing <a href="https://www.irs.gov/refunds/get-your-refund-faster-tell-irs-to-direct-deposit-your-refund-to-one-two-or-three-accounts">direct deposit</a>.

To avoid processing delays and speed refunds, the IRS urges people to follow these steps:

Organize and gather 2021 tax records including Social Security 
numbers, Individual Taxpayer Identification Numbers, Adoption Taxpayer 
Identification Numbers, and this year's <a href="https://www.irs.gov/individuals/understanding-your-cp01a-notice">Identity Protection Personal Identification Numbers</a> valid for calendar year 2022.

Check IRS.gov for the latest tax information, including the latest on
 reconciling advance payments of the Child Tax Credit or claiming a 
Recovery Rebate Credit for missing stimulus payments. There is no need 
to call.

Set up or log in securely at <a href="https://www.irs.gov/payments/your-online-account">IRS.gov/account</a> to access personal tax account information including balance, payments, and tax records including adjusted gross income.

Make final estimated <a href="https://www.irs.gov/payments">tax payments</a> for 2021 by Tuesday, January 18, 2022, to help avoid a tax-time bill and possible penalties.

Individuals can use a bank account, prepaid debit card or mobile app 
to use direct deposit and will need to provide routing and account 
numbers. Learn how to open an account at an&nbsp;<a href="https://www.fdic.gov/getbanked/">FDIC-Insured bank</a>&nbsp;or through the <a href="https://www.mycreditunion.gov/about-credit-unions/credit-union-locator">National Credit Union Locator Tool</a>.

sure they report the correct amount on their tax return to avoid 
delays."The IRS encourages everyone to have all the information they need in 
hand to make sure they file a complete and accurate return. Having an 
accurate tax return can avoid processing delays, refund delays and later
 IRS notices. This is especially important for people who received 
advance Child Tax Credit payments or Economic Impact Payments (American 
Rescue Plan stimulus payments) in 2021; they will need the amounts of 
these payments when preparing their tax return. The IRS is mailing 
special letters to recipients, and they can also check amounts received 
on IRS.gov.Like last year, there will be individuals filing tax returns who, 
even though they are not required to file, need to file a 2021 return to
 claim a Recovery Rebate Credit to receive the tax credit from the 2021 
stimulus payments or reconcile advance payments of the Child Tax Credit.
 People who don't normally file also could receive other credits.<h2>April 18 tax filing deadline for most</h2>The filing deadline to submit 2021 tax returns or an extension to 
file and pay tax owed is Monday, April 18, 2022, for most taxpayers. By 
law, Washington, D.C., holidays impact tax deadlines for everyone in the
 same way federal holidays do. The due date is April 18, instead of 
April 15, because of the Emancipation Day holiday in the District of 
Columbia for everyone except taxpayers who live in Maine or 
Massachusetts. Taxpayers in Maine or Massachusetts have until April 19, 
2022, to file their returns due to the Patriots' Day holiday in those 
states. Taxpayers requesting an extension will have until Monday, 
October 17, 2022, to file.<h2>Awaiting processing of previous tax returns? People can still file 2021 returns</h2>Rettig noted that IRS employees continue to work hard on critical 
areas affected by the pandemic, including processing of tax returns from
 last year and record levels of phone calls coming in."In many areas, we are unable to deliver the amount of service and 
enforcement that our taxpayers and tax system deserves and needs. This 
is frustrating for taxpayers, for IRS employees and for me," Rettig 
said. "IRS employees want to do more, and we will continue in 2022 to do
 everything possible with the resources available to us. And we will 
continue to look for ways to improve. We want to deliver as much as 
possible while also protecting the health and safety of our employees 
and taxpayers. Additional resources are essential to helping our 
employees do more in 2022 – and beyond."The IRS continues to reduce the inventory of prior-year individual 
tax returns that have not been fully processed. As of December 3, 2021, 
the IRS has processed nearly 169 million tax returns. All paper and 
electronic individual 2020 refund returns received prior to April 2021 
have been processed if the return had no errors or did not require 
further review.Taxpayers generally will not need to wait for their 2020 return to be
 fully processed to file their 2021 tax returns and can file when they 
are ready.<h2>Key information to help taxpayers</h2>The IRS encourages people to use online resources before calling. 
Last filing season, as a result of COVID-era tax changes and broader 
pandemic challenges, the IRS phone systems received more than 145 
million calls from January 1 – May 17, more than four times more calls 
than in an average year. In addition to IRS.gov, the IRS has a variety 
of other free options available to help taxpayers, ranging from <a href="https://www.irs.gov/individuals/free-tax-return-preparation-for-qualifying-taxpayers">free assistance</a>
 at Volunteer Income Tax Assistance and Tax Counseling for the Elderly 
locations across the country to the availability of the IRS <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">Free File</a> program."Our phone volumes continue to remain at record-setting levels," 
Rettig said. "We urge people to check IRS.gov and establish an online 
account to help them access information more quickly. We have invested 
in developing new online capacities to make this a quick and easy way 
for taxpayers to get the information they need."Last year's average tax refund was more than $2,800. More than 160 
million individual tax returns for the 2021 tax year are expected to be 
filed, with the vast majority of those coming before the traditional 
April tax deadline.Overall, the IRS anticipates most taxpayers will receive their refund
 within 21 days of when they file electronically if they choose direct 
deposit and there are no issues with their tax return. The IRS urges 
taxpayers and tax professionals to file electronically. To avoid delays 
in processing, people should avoid filing paper returns wherever 
possible.By law, the IRS cannot issue a refund involving the Earned Income Tax
 Credit or Additional Child Tax Credit before mid-February, though 
eligible people may file their returns beginning on January 24. The law 
provides this additional time to help the IRS stop fraudulent refunds 
from being issued.Some returns, filed electronically or on paper, may need manual 
review, which delays the processing, if our systems detect a possible 
error or missing information, or there is suspected identity theft or 
fraud. Some of these situations require us to correspond with taxpayers,
 but some do not. This work does require special handling by an IRS 
employee so, in these instances, it may take the IRS more than the 
normal 21 days to issue any related refund. In those cases where IRS is 
able to correct the return without corresponding, the IRS will send an 
explanation to the taxpayer.<h2>File electronically and choose direct deposit</h2>To speed refunds, the IRS urges taxpayers to file electronically with
 direct deposit information as soon as they have everything they need to
 file an accurate return. If the return includes errors or is 
incomplete, it may require further review that may slow the tax refund. 
Having all information available when preparing the 2021 tax return can 
reduce errors and avoid delays in processing.Most individual taxpayers file IRS Form 1040 or Form 1040-SR once 
they receive Forms W-2 and other earnings information from their 
employers, issuers like state agencies and payers. The IRS has 
incorporated recent changes to the tax laws into the forms and 
instructions and shared the updates with its partners who develop the 
software used by individuals and tax professionals to prepare and file 
their returns. Forms 1040 and 1040-SR and the associated instructions 
are available now on IRS.gov. For the latest IRS forms and instructions,
 visit the IRS website at <a href="https://www.irs.gov/forms-instructions">IRS.gov/forms</a>.<h2>Free File available January 14</h2>IRS Free File will open January 14 when participating providers will 
accept completed returns and hold them until they can be filed 
electronically with the IRS. Many commercial tax preparation software 
companies and tax professionals will also be accepting and preparing tax
 returns before January 24 to submit the returns when the IRS systems 
open.The IRS strongly encourages people to file their tax returns 
electronically to minimize errors and for faster refunds – as well 
having all the information they need to file an accurate return to avoid
 delays. The IRS's <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">Free File program</a>
 allows taxpayers who made $73,000 or less in 2021 to file their taxes 
electronically for free using software provided by commercial tax filing
 companies. More information will be available on Free File later this 
week.In addition to IRS Free File, the IRS's <a href="https://www.irs.gov/individuals/free-tax-return-preparation-for-qualifying-taxpayers">Volunteer Income Tax Assistance and Tax Counseling for the Elderly</a> programs free basic tax return preparation to qualified individuals.&nbsp;<h2>Watch for IRS letters about advance Child Tax Credit payments and third Economic Impact Payments</h2>The IRS started sending Letter 6419, 2021 advance Child Tax Credit, 
in late December 2021 and continues to do so into January. The letter 
contains important information that can help ensure the return is 
accurate. People who received the advance CTC payments can also check 
the amount of the payments they received by using the <a href="https://www.irs.gov/credits-deductions/child-tax-credit-update-portal">CTC Update Portal</a> available on IRS.gov.Eligible taxpayers who received advance Child Tax Credit payments 
should file a 2021 tax return to receive the second half of the credit. 
Eligible taxpayers who did not receive advance Child Tax Credit payments
 can claim the full credit by filing a tax return.The IRS will begin issuing Letter 6475, Your Third Economic Impact

LOS ANGELES (AP) — Bob Saget, a comedian and actor best known for his role the sitcom “Full House,” has died. He was 65. The Orange County, Florida, sheriff’s office said via Twitter it was called Sunday about an “unresponsive man” in a hotel room at the Ritz-Carlton in Orlando.

The man, whose death was pronounced at the scene, was identified as Saget. Detectives found no signs of foul play or drug use. According to his Twitter feed, Saget was in Florida as part of his “I Don’t Do Negative Comedy Tour." Saget was also the long-time host of “America’s Funniest Home Videos.”

ORANGE COUNTY, FL. —On Sunday afternoon, deputies were called to the Ritz-Carlton Orlando, Grande Lakes for a call about an unresponsive man in a hotel room, according to a statement from the Orange County Sheriff Office.

 The man was identified as Robert Saget and was pronounced deceased on scene.&nbsp; Detectives found no signs of foul play or drug use in this case.&nbsp;

Comedian and TV star Bob Saget has died at 65

LINCOLN, Neb. (AP) — Two people are charged in the death of a 23-year-old woman whose remains were found near a lake in Lincoln in June.

 Police Chief Teresa Ewins said Friday that 25-year-old Joesef Barraza is charged with first-degree murder, kidnapping and three counts of first-degree sexual assault in Carly Schaaf’s death. And 25-year-old Rachel Pageler, 25, is charged with kidnapping and accessory to first-degree murder. 

Schaaf's remains were found near Pawnee Lake in June. Court records say she had complained to police that Barraza was harassing her shortly before she disappeared. 

Investigators also found cellphone video that appears to show Barraza sexually assaulting three incapacitated women, including Schaaf.

2 suspects arrested in death of Lincoln woman

OMAHA, Neb. (AP) — Police say officers found a man dead inside a vehicle parked outside a liquor store in southeastern Omaha Saturday night.

 Police said 30-year-old Kiaris Avant was found with a gunshot wound to the head near 30th and U streets shortly after 8 p.m. Saturday. 

Witnesses told police that two men were seen running north after the shooting but police did not immediately announce any arrests in the shooting.

 Police Lt. Allen Straub said investigators believe Avant was targeted in the shooting, which was Omaha’s first homicide of the year.

DOVER, Del. (AP) — A preliminary voting report in the Boy Scouts of America bankruptcy indicates the group’s reorganization plan has failed to win the desired support from tens of thousands of men who say they were sexually abused as children.

The report, filed earlier this month, shows 73% of 53,888 valid ballots were cast in support the plan, with just under 27% against. The Boy Scouts were hoping to garner at least 75% of the vote.

Under the rules for a typical Chapter 11 case, the Boy Scouts needed approval of two-thirds of sexual abuse claimants who voted. However, because the BSA plan includes liability releases for non-debtor third parties, including local Boy Scout councils and troop sponsoring organizations, a higher level of support likely will be required. It’s unclear exactly what level of support the BSA plan needs in order to win court approval, but the bankruptcy code requires at least 75% voter approval in cases involving asbestos claims and third-party releases.

A final voting report is due Jan. 17, but the initial results could spell trouble for the Boy Scouts of America’s goal of compensating survivors for decades of child sexual abuse by Scoutmaster and others while being able to emerge from bankruptcy on sound financial footing and continue the Scouting movement.

“We are encouraged by these preliminary results and are actively engaging key parties in our case with the hope of reaching additional agreements, which could potentially garner further support for the plan before confirmation,” the Boy Scouts said in a statement.

Opponents of the plan, including the official committee appointed to represent all abuse claimants, said the vote shows the Boy Scouts’ proposal was inadequate.

“This was a poorly constructed plan driven by a group of lawyers who wanted to achieve a quick, cheap bankruptcy settlement,” said Jason Amala, an attorney whose law firm represents more than 1,000 claimants. “Many of these law firms signed up clients under engagement letters where they did not even agree to represent their client if the case had to be pursued outside of bankruptcy.”

John Humphrey, co-chair of the official abuse claimants committee, said abuse survivors understood the plan does not adequately compensate them.

“The prospect of litigation against the BSA, its local councils, chartered organizations, and their respective insurers will not dissuade those who have spent lifetimes seeking justice,” Humphrey said in a prepared statement. “The Boy Scouts tout the Plan and the settlements as historically high. When considered from the perspective of the individual abuse survivor, the settlements are historically low.”

Meanwhile, attorneys continue to gather information and take depositions from opposing parties in advance of a hearing to begin Feb. 22 to determine whether Judge Laura Selber Silverstein should confirm the plan.

The plan calls for the Boys Scouts and its roughly 250 local councils to contribute up to $820 million in cash and property into a fund for abuse claimants. They also would assign certain insurance rights to the fund. In return, the local councils and national organization would be released from further liability for sexual abuse claims.

The plan also includes settlement agreements with the BSA’s two largest insurers, Century Indemnity Co. and The Hartford. Century and affiliated companies would contribute $800 million into the fund in return for being released from further liability for abuse claims, while The Hartford would pay $787 million. Other insurers have agreed to contribute about $69 million.

The Century settlement provides for additional contributions from the BSA and its local councils on behalf of chartered troop sponsoring organizations such as churches, civic clubs and community groups. They include a $40 million commitment from the local councils and additional potential payments of up to $100 million from the BSA and local councils attributable to growth in membership because of chartered organizations’ continued sponsorship of Scouting units.

Meanwhile, the BSA’s former largest troop sponsor, the Church of Jesus Christ of Latter-day Saints, commonly known as the Mormon church, has agreed to contribute $250 million into the fund for abuse claims involving the church. Congregations affiliated with the United Methodist Church have agreed to contribute $30 million into the fund, and a committee representing United Methodist churches that sponsored Scouting activities has agreed to help lead an effort to raise an additional $100 million from other troop sponsoring organizations.

The sponsoring organizations, like settling insurers, would be released from further liability in exchange for their contributions to the fund.

All told, the contributions would bring the compensation fund for abuse claimants to more than $2.69 billion, which would be the largest aggregate sexual abuse settlement in U.S. history.

The Boy Scouts, based in Irving, Texas, sought bankruptcy protection in February 2020, seeking to halt hundreds of individual lawsuits and create a fund for men who say they were sexually abused as children. Although the organization was facing 275 lawsuits at the time, it found itself facing more than 82,000 sexual abuse claims in the bankruptcy case.

An ad hoc group called the Coalition of Abused Scouts for Justice has played a dominant role in the bankruptcy case and the formulation of the BSA’s reorganization plan, despite the existence of an official committee charged with representing the best interests of all abuse claimants. The coalition represents nearly 18,000 abuse claimants and is affiliated with more than two dozen law firms that collectively represent more than 60,000 claimants. It has been at the center of various disputes over information sharing, the huge number of claims that were filed, and how the BSA’s reorganization plan and trust distribution procedures were crafted.

The coalition said in a statement that it is continuing to negotiate with all parties, and that the plan provides survivors “the best and fastest avenue to closure, as well as just, fair and equitable compensation.”

Century and affiliated companies would contribute $800 million into the fund in return for being released from further liability for abuse claims, while The Hartford would pay $787 million. Other insurers have agreed to contribute about $69 million.The Century settlement provides for additional contributions from the BSA and its local councils on behalf of chartered troop sponsoring organizations such as churches, civic clubs and community groups. They include a $40 million commitment from the local councils and additional potential payments of up to $100 million from the BSA and local councils attributable to growth in membership because of chartered organizations’ continued sponsorship of Scouting units.Meanwhile, the BSA’s former largest troop sponsor, the Church of Jesus Christ of Latter-day Saints, commonly known as the Mormon church, has agreed to contribute $250 million into the fund for abuse claims involving the church. Congregations affiliated with the United Methodist Church have agreed to contribute $30 million into the fund, and a committee representing United Methodist churches that sponsored Scouting activities has agreed to help lead an effort to raise an additional $100 million from other troop sponsoring organizations.The sponsoring organizations, like settling insurers, would be released from further liability in exchange for their contributions to the fund.All told, the contributions would bring the compensation fund for abuse claimants to more than $2.69 billion, which would be the largest aggregate sexual abuse settlement in U.S. history.The Boy Scouts, based in Irving, Texas, sought bankruptcy protection in February 2020, seeking to halt hundreds of individual lawsuits and create a fund for men who say they were sexually abused as children. Although the organization was facing 275 lawsuits at the time, it found itself facing more than 82,000 sexual abuse claims in the bankruptcy case.An ad hoc group called the Coalition of Abused Scouts for Justice has played a dominant role in the bankruptcy case and the formulation of the BSA’s reorganization plan, despite the existence of an official committee charged with representing the best interests of all abuse claimants. The coalition represents nearly 18,000 abuse claimants and is affiliated with more than two dozen law firms that collectively represent more than 60,000 claimants. It has been at the center of various disputes over information sharing, the huge number of claims that were filed, and how the BSA’s reorganization plan and trust distribution procedures were crafted.The coalition said in a statement that it is continuing to negotiate with all parties, and that the plan provides survivors “the best and fastest avenue to closure, as well as just, fair and equitable compensation.”

Boy Scouts bankruptcy plan missed mark in vote by sex abuse claimants

KANSAS CITY (AP) — Principals, superintendents and counselors are filling in as substitutes in classrooms as the surge in coronavirus infections further strains schools that already had been struggling with staffing shortages.

In Cincinnati, dozens of employees from the central office were dispatched this week to schools that were at risk of having to close because of low staffing. The superintendent of Boston schools, Brenda Cassellius, tweeted she was filling in for a fifth grade teacher.

San Francisco’s superintendent, Vince Matthews, has called on all employees with teaching credentials to take a class.

“This is the most challenging time in my 36 years as an educator,” Matthews said Thursday during a break from filling in as a substitute sixth grade science teacher. “We’re trying to educate students in the middle of a pandemic while the sands around us are consistently shifting.”

Staff absences and the surge driven by the omicron variant have led some big districts including Atlanta, Detroit and Milwaukee&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-new-york-education-milwaukee-dce5cae3226eb78ebf074383a2d8135b">to switch temporarily to virtual learning</a>. Where schools are holding the line on in-person learning, getting through the day has required an all-hands-on-deck approach.

“It’s absolutely exhausting,” said history teacher Deborah Schmidt, who was covering other classes during her planning period at McKinley Classical Leadership Academy in St. Louis. On Thursday, she was covering a physics class.

In a school year when teachers are being asked to help students recover from the pandemic, some say they are dealing with overwhelming stress just trying to keep classes running.

“I had a friend say to me, ‘You know, three weeks ago we were locking our doors because of school shootings again, and now we’re opening the window for COVID.’ It’s really all a bit too much,” said Meghan Hatch-Geary, an English teacher at Woodland Regional High School in Connecticut. “This year, trying to fix everything, trying to be everything for everyone, is more and more exhausting all the time.”

Labor tensions have been highest in Chicago, where&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-education-chicago-teaching-4ce377443ef2345ed759049f868a1c77">classes were canceled</a>&nbsp;after the teachers union voted to refuse in-person instruction, but union leaders in many school systems have been clamoring for more flexibility on virtual learning, additional testing and other protections against the virus.

In New Haven, Connecticut, where hundreds of teachers have been out each day this week, administrators have helped to cover classrooms. When her classroom aide did not show up for work Wednesday, special education teacher Jennifer Graves borrowed paraprofessionals from other classrooms for short stretches to get through the day at Dr. Reginald Mayo Early Childhood School — an arrangement that was difficult and confusing for her young students with disabilities.

“It’s very difficult to get through my lesson plans when somebody doesn’t know your students, when somebody is not used to working with students with disabilities,” Graves said. “Some students need sensory inputs, some students need to be spoon-fed. So it’s very hard to train someone on the spot.”

Even before infection rates took off around the holidays, many districts were struggling to keep up staffing levels, particularly among substitutes and other lower-paid positions. As a result, teachers have been spread thin for months, said Becky Pringle, president of the National Education Association.

“All of these additional burdens and stresses on top of being worried about getting sick, on top of being stressed like all of us are to after a two-year pandemic ... it just compounded to put us in a place that we are now,” Pringle said in an interview.

Some administrators have already been helping for months in classrooms and cafeterias to fill in for sick and quarantining staff.

“We’re not in love with the circumstances, but we’re happy to do the work because the work is making sure that we’re here for our kids,” said Mike Cornell, superintendent of the Hamburg Central School District in New York, who spent time this fall on cafeteria duty poking straws into juice pouches and peeling lids off chips to fill staffing gaps.

In San Francisco, 600 of the district’s 3,600 teachers were out Thursday. Even with administrators, curriculum developers and teacher coaches filling in, there were not enough substitutes to cover all classrooms and some classes needed to be combined, said Matthews, the superintendent.

Among the schools that went virtual this week because of staffing shortages was second grade teacher Anna Tarka-DiNunzio's school of roughly 200 students in Pittsburgh. Some taught their students despite being sick with the virus, said Tarka-DiNunzio, who was disappointed to hear some characterize staffing shortages as the result of teachers arbitrarily taking off work.

“It’s not just people calling off. It’s people who are sick or who have family members who are sick," she said.

The strains on schools this week might have been even tougher if not for large numbers of students being absent themselves. In New Haven, teachers say classes have been only about half full.

Jonathan Berryman, a music teacher, said some of his students haven't shown up for weeks. He worries what that will mean for the performance targets set for students and their teachers.

“Before omicron came along, there was fairly smooth sailing. Now the ship has been rocked,” he said. “We get to make midyear adjustments in our evaluation system. And some I’m sure are wondering whether we should even be concerned about that academic progress piece.”

Graves, who is in her 12th year of teaching in New Haven, said that she is grateful for administrators who have been helping out in classrooms and the aides who have pitched in, but that her students have struggled with the lack of consistency in staffing.

She also has been frustrated with quickly changing health protocols, and worried about the health of herself and her extended family. Most of her young students are not able to tolerate wearing masks for long stretches, and many have been coughing lately.

“This is the hardest year I've had,” she said.

Schools sticking with in-person learning scramble for subs

One of the first studies to track whether COVID-19 vaccination might affect women’s periods found a small and temporary change.

Research published Wednesday tracked nearly 4,000 U.S. women through six menstrual cycles and on average, the next period after a shot started about a day later than usual. But there was no change in the number of days of menstrual bleeding after COVID-19 vaccination.

“This is incredibly reassuring,” said Dr. Alison Edelman of Oregon Health &amp; Science University, who led the research and said it's important to tell women what to expect.

Some women have reported irregular periods or other menstrual changes after their shots. The National Institutes of Health is funding studies to examine if there’s any link.

Edelman’s team analyzed data from a birth control app called Natural Cycles, cleared by the Food and Drug Administration for women to track their menstrual cycles and tell when they’re most likely to become pregnant.

Menstrual cycles are counted from the first day of one period to the first day of the next. Slight variations from month to month are normal, and stress, diet, even exercise can spur temporary changes.

Edelman said the study included women with “the most normal of normal” cycle length, averaging between 24 and 38 days. Researchers tracked vaccinated women for three cycles before the shots and the immediate three cycles after, including the months they received a dose -- and compared them to unvaccinated women. The app prompted women to enter vaccine information.

A subset of 358 women who got both vaccine doses in the same menstrual cycle saw a slightly larger change to their next cycle length, on average two days. About 10% of them had a change of eight days or more, but subsequently returned to normal ranges, the researchers reported in the journal Obstetrics &amp; Gynecology.

Edelman said one theory is that when the immune system revs up at certain times in the cycle, “our body clock or what controls the menstrual cycle can have a hiccup.”

She plans additional study to tell if there are changes in the heaviness of menstrual bleeding or if women who have irregular periods react differently.

The findings provide “important new evidence underscoring that any impact of the COVID vaccines on menstruation is both minimal and temporary,” Dr. Christopher Zahn of the American College of Obstetricians and Gynecologists said in a statement.

Study offers reassurance on COVID shots, menstrual cycles 

A
 lead generation company that collected sensitive information from 
millions of consumers under the guise of connecting them with lenders 
will pay $1.5 million in civil penalties and face restrictions on their 
operations as a result of a Federal Trade Commission lawsuit.

The FTC’s <a href="https://www.ftc.gov/system/files/documents/cases/itmedia_cacd_2_22cv73_1_complaint.pdf">complaint</a>&nbsp;alleges
 that since at least 2012, ITMedia Solutions LLC, a number of affiliate 
companies, and their owners and officers have operated hundreds of 
websites that were designed to entice consumers into sharing their most 
sensitive financial information—including their Social Security numbers 
and bank account information. The defendants sold that information to 
marketing companies and others without regard for how the information 
would be used, according to the complaint.

“ITMedia tricked 
millions of people into giving up sensitive financial information and 
then sold it to companies that were not making loans,” said Samuel 
Levine, Director of the FTC’s Bureau of Consumer Protection. “The 
company’s extraction and misuse of this data broke the law in several 
ways.”

The suit alleges that the defendants -- who have used 
cashadvance.com, personalloans.com, badcreditloans.com and websites with
 similar names -- promised consumers that their information would be 
shared with “... our network of trusted lenders...” or would “... only 
be shared with qualified lenders.” Some sites promised that loans were 
available for people with bad credit histories without credit score 
requirements.

In its complaint, the FTC alleges that 84 percent of
 the loan applications collected through these websites since January 
2016 were not sold to lenders, but instead disseminated to an array of 
marketers, debt relief and credit repair sellers, and companies that 
would resell consumers’ information without regard for how the 
information would be used. According to the complaint, in many 
instances, ITMedia was not even aware of the purpose for which a company
 was buying consumers’ data, or at times even the physical location of 
the company.

ITMedia sold consumers’ information to<a href="https://www.ftc.gov/news-events/press-releases/2020/05/ftc-halts-deceptive-payday-lender-took-millions-consumers"> a group of companies that were sued by the FTC last year</a> for marketing payday loan products that overcharged consumers by tens of millions of dollars.

The
 complaint notes that the harm to consumers from ITMedia’s 
“indiscriminate” selling of consumer data was substantial, putting them 
at risk for identity theft and scams.

In addition to misleading 
consumers and selling their data without permission, the complaint 
alleges that ITMedia violated the Fair Credit Reporting Act (FCRA) by 
unlawfully obtaining and reselling the credit scores of consumers who 
submitted information. The FCRA limits the purposes for which businesses
 can obtain credit scores and using scores to market leads is not a 
permissible purpose.

The defendants agreed to settle the FTC charges against them and, in addition to the civil penalty, the proposed <a href="https://www.ftc.gov/system/files/documents/cases/order_itmedia_cacd_2_22cv73_8_1_proposed_stipulated_order.pdf">settlement order</a>&nbsp;will
 prohibit the defendants from making misleading statements to consumers,
 including about how their personal information will be used. The order 
will also prohibit the defendants from selling consumers’ personal 
information outside of a limited set of circumstances, and the order 
requires them to screen the recipients of that information.

The 
complaint alleges that ITMedia Solutions LLC and a number of related 
companies, along with Michael Ambrose, Daniel Negari, Jason Ramin, Grant
 Carpenter, Anisha Hancock, and Sione Kaufusi violated the FTC Act and 
FCRA.

The Commission vote authorizing the staff to file the 
complaint and stipulated final order was 4-0. Commissioner Christine S.

FTC: Company fined $1.5M for duping consumers into sharing personal info

LOUISVILLE, Colo. (AP) — Offering hugs and humor, President Joe Biden comforted Coloradans&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-wildfires-business-lifestyle-health-87efd7127e7dfcc46e3226b1e947c3d7">grappling with rebuilding homes and businesses</a>&nbsp;destroyed last week by a rare wind-whipped, winter fire that burned through a pair of heavily populated suburbs between Denver and Boulder.

One victim was identified Friday and one person remained unaccounted for out of some 35,000 forced from their homes.

Biden, and his wife, Jill, arrived in the Harper Lake neighborhood of Louisville on Friday afternoon to survey the damage, passing the scorched remnants of homes next to damaged structures still standing. They walked along a street where homes burned to their concrete foundations, meeting residents and local officials who have been overseeing the response and recovery.

Speaking at a recreation center in Louisville, Biden praised the “incredible courage” of the people who lost their homes in the fire and pledged the full support of the federal government to help rebuild.

“Not only are you helping each other but we’re here with you, we’re not going to go away,” Biden said. “I intend to do what ever it takes as long as it takes to support you.”

The fire broke out unusually late in December following months of drought with a dry fall and a winter with hardly any snow. Nearly 1,100 buildings, most of them homes, were destroyed, causing an estimated $513 million in damages.

Biden encouraged residents to “hang on to one another,” adding, “You will get through this and you’ll be stronger for it.”

The cause of the fire remains under investigation. Investigators have narrowed their search for the cause to an area near Boulder where a passer-by captured video of a burning shed on Dec. 30, when the fire began. But it could still take authorities weeks to figure out how it started.

“I can’t imagine what’s it’s like to be here in this neighborhood and see winds whipping up to 100 miles an hour and see flames approaching,” Biden said.

Most of the buildings destroyed were homes. But the blaze also burned through eight businesses in Louisville and neighboring Superior. Federal, state and local agencies and nonprofits have been offering housing assistance, counseling, food, stipends and other aid to residents.

Judy Delaware, who met Biden in front of what was once her home, said the president was kind and listened and “he really comes across very differently than he does when he’s doing his speeches.”

“He really spoke from his heart and he had some really great answers for us, of what we need to do as far as next steps,” she added. “He was very sincere and asked about our families.”

Delaware said she had one last photo of her home, taken the night before the fire at her daughter’s engagement party. “That was the last picture that was ever taken in the house.”

“We know how soon a new disaster can come along,” she added. “We just don’t want them to lose sight of what’s happened here,”

Traveling with the president on Air Force One to Colorado were the state’s two senators, two members of Congress from the affected area, and Federal Emergency Management Agency Administrator Deanne Criswell, whose agency is providing federal assistance. In Colorado, he met Gov. Jared Polis, Louisville Mayor Ashley Stolzmann, Boulder County Sheriff Joe Pelle and Louisville Fire Protection District Chief John Wilson, in addition to residents and first responders.

Speaking after her husband, Jill Biden said she could tell “what a warm, strong community you are” and offered condolences to families who&nbsp;<a href="https://apnews.com/article/wildfires-lifestyle-colorado-cats-pets-c9058fc04a049ef81caf96700c7967ab">lost their pets in the fire.</a>

She said she and the president are “animal people,” too.

Greeting a line of firefighters and EMS personnel one by one, Biden passed out challenge coins bearing the presidential seal as he thanked them for their service with a handshake.

Toward the end of the tour, Jill Biden hugged a man who told her, “We lost everything.” The president, who was speaking with another family, then joined and offered a hug of his own.

“I’m not even properly dressed because this is all I have,” the man said to the president, gesturing to his shorts. “We definitely need help,” the man’s son told Biden.

Stacy Moore stood in her backyard Friday afternoon surveying the fire’s destruction of the home she’d lived in since the 1990s. She had been drawn to the area because it was supposed to be free of threats of wildfires, floods or tornadoes that other parts of the state typically see.

“I thought it was perfectly safe,” she said.

“I’d like to see the federal government and our city governments and our state governments help educate people on how we can use best building practices,” she said shortly before Biden arrived. She’s been told home insurance will “come nowhere close” to covering the cost of rebuilding.

On Friday, authorities identified a person whose remains were found near the origin of the fire earlier this week as Robert Sharpe, 69, of Boulder. In a statement, his family said Sharpe was a longtime resident who worked in the construction industry for many years.

“The total devastation of this event has shocked and impacted so many in the community,” the family said in a statement thanking authorities for the intensive search for Sharpe. “Our hearts go out to the many others who have suffered losses.”

Last year, Biden made several trips to survey the aftermath of weather events, including ice storms in Houston, wildfires in California and flooding in New York City and New Jersey.

In mid-December, he visited residents of Dawson Springs, Kentucky, after a series of tornadoes tore through that state and seven others, killing scores of people.

Biden said Friday that the extreme events highlight that America needs to “summon the courage” to address climate change.

“We can’t ignore the reality that these fires are being supercharged” by the changing climate, he said. “The situation is a blinking code red for our nation.”

Scores of people stood outside the recreation center as Biden spoke inside, and cheered as he left the area to return to the airport.

After surveying the scene in Colorado, Biden and the first lady traveled to Las Vegas to attend Saturday’s funeral for Harry Reid, the former Senate majority leader who died last week.

Biden surveys Denver-area wildfire damage, comforts victims

WASHINGTON (AP) — U.S. health officials said this week they are not changing the qualifications for being “fully vaccinated” against COVID-19, but they are urging Americans to stay “up to date” on their protection against the virus by getting booster shots when eligible.

They are encouraging Americans to get additional doses to stave off serious illness and death from the delta and omicron variants.The decision to keep the initial definition, established more than a year ago when the vaccines first rolled out, means that federal vaccination mandates for travel or employment won't require a booster dose.Maintaining the existing definition of “fully vaccinated” could make it more difficult to encourage some Americans who only begrudgingly got their primary doses of the vaccine to get boosted, since they would not face onerous restrictions often imposed on the unvaccinated — including testing requirements or, in some jurisdictions, being barred from indoor dining and other facilities.“Individuals are considered fully vaccinated against COVID-19 if they’ve received their primary series,” said Centers for Disease Control and Prevention Director Dr. Rochelle Walensky. “That definition is not changing.”The CDC instead posted information for Americans to more easily determine their eligibility for booster doses so as to remain up to date with their COVID-19 shots.“We are now recommending that individuals stay up to date with additional doses that they are eligible for,” Walensky added.Similarly, Jeff Zients, the White House COVID-19 coordinator, said the administration was not considering an adjustment to require booster shots for international travel or for workers covered by a slew of vaccination mandates instituted by President Joe Biden to press tens of millions of Americans to get the shots.“That has not changed and we do not have any plans to change that," he told reporters during a White House briefing.More than 71 million Americans have received a booster dose, according to CDC data.“I do think it’s really important to recognize the vast majority of hospitalizations and deaths are among the unvaccinated Americans," Zients said. “Completing the primary vaccination series is clearly a critical step to prevent severe outcomes, with boosters as Dr. Walensky said, giving the highest level of protection.”He added, "As to the definition, someone is considered fully vaccinated if they've received their primary series of vaccine."On Wednesday, shortly before the White House briefing, the CDC revised an agency web site that had been entitled “When You’ve Been Fully Vaccinated” that defined the term and talked about what people could do after they achieved that level of protection.It was retitled “Stay Up to Date with Vaccines,” and used the term “fully vaccinated” sparingly, to describe the primary series.
