LINCOLN, Neb. (AP) - Jury selection has begun in the trial of a woman charged with killing a 24-year-old woman who disappeared after a Tinder date and whose dismembered remains later were found in trash bags along remote gravel roads in Nebraska.

Bailey Boswell, 26, faces the death penalty if convicted of first-degree murder in the November 2017 slaying of Sydney Loofe, who was a store clerk in Lincoln. Boswell had arranged a date with Loofe through the internet dating app - a date from which Loofe never returned.

Boswell's boyfriend, 54-year-old&nbsp;<a href="https://apnews.com/article/7242eab656f64cd99b8780881e67deab" target="_blank">Aubrey Trail,&nbsp;</a>was convicted of first-degree murder and conspiracy to commit murder in Loofe's death in July 2019. Trail testified that he accidentally choked Loofe to death during a sex party that involved Boswell.

Boswell's trial was moved from Saline County, where she and Trail lived, to Dawson County because of extensive publicity.

On Wednesday, a special prosecutor handling the case asked jurors if they had read or heard anything about the case. Nearly all indicated that they had heard about the case, and most nodded when asked if they had gotten their information from news accounts.

Trail, an ex-convict who specialized in fraud and deception, went on social media shortly after Loofe was reported missing to proclaim in a video that he and Boswell had nothing to do with her disappearance. Boswell has said she dropped Loofe off in Lincoln after their date and had no idea where she was.

During his trial, Trail slashed his own neck in front of jurors, but survived. Prosecutors have called Trail a conman.

Jury selection begins in Nebraska murder, dismemberment case

COUNCIL BLUFFS, Iowa (AP) - A Nebraska man has been arrested in Missouri for his alleged role in an assault on an Iowa police officer in which the officer fired his gun, according to officials.

Ian James Lybarger, 29, of Omaha, Nebraska, was arrested Wednesday night following a police chase that began in Red Oak, Iowa, and ended in northwestern Missouri, the Council Bluffs Police Department said Thursday in a news release.

Lybarger is accused of dragging a Council Bluffs police officer last week for several feet in a parking lot as the officer tried to remove him from his car. During the struggle, Officer John Kuebler fired his service weapon, but didn't hit anyone.

Lybarger is charged in an Iowa warrant with assaulting a police officer, leaving the scene of an injury accident, operating a vehicle without the owner's consent and theft.

Lybarger is being held in the in Rock Port, Missouri, jail.

At the time of the incident, Lybarger was already wanted on an outstanding warrant out of Omaha for felony theft, police said.

Kuebler remains on administrative leave while the Iowa Division of Criminal Investigation investigates.

WASHINGTON (AP) — President Donald Trump paid respects to late Supreme Court Justice&nbsp;<a href="https://apnews.com/hub/ruth-bader-ginsburg">Ruth Bader Ginsburg</a>&nbsp;on Thursday morning, just two days before he announces his nominee to replace her on the high court.

The president and first lady Melania Trump — both wearing masks — stood silently at the top of the steps of the court and looked down at Ginsburg’s flag-draped coffin, surrounded by white flowers. The death of the liberal-leaning justice has sparked a controversy over the balance of the court just weeks before the November presidential election.

Trump has called Ginsburg an “amazing woman,” but some spectators were not happy that he came. Moments after he arrived, booing could be heard from those holding about a block away from the building. The spectators chanted “vote him out and honor her wish " as the president stood near the coffin. 

He walked back into the court as the chants grew louder. As the motorcade returned to the White House, there were also chants of “Breonna Taylor” from some spectators standing on the sidewalk.

CHEYENNE, Wyo. (AP) — A wildfire burning in southeastern Wyoming wildfire has grown to 27.75 square miles after becoming more active in windy, warm weather on Wednesday.

LINCOLN, Neb. (AP) — Prison officials say an inmate at a prison in Lincoln has been hospitalized after being attacked and stabbed by another inmate.

 The Nebraska Department of Correctional Services says in a news release that the attack happened Wednesday in the Lincoln Correctional Center's woodshop. 

Officials say the inmate was attacked from behind by another inmate, hit several times in the head with a large metal bar clamp and was stabbed several times with a screwdriver. 

The injured inmate is in a Lincoln hospital with serious injuries. Staff members were able to restrain and disarm the attacker. 

The names of the inmates involved have not been released. 

The Nebraska State Patrol is leading the investigation into the attack.

Nebraska inmate hospitalized after attack by other inmate

LOUISVILLE, Ky. (AP) — Hours after a Kentucky grand jury brought no charges against Louisville police for Breonna Taylor’s death and protesters took to the streets, authorities said two officers were shot and wounded Wednesday night during the demonstrations expressing anger over the killings of Black people at the hands of police.

Interim Louisville Police Chief Robert Schroeder said a suspect was in custody but did not offer details about whether that person was participating in the demonstrations. He says both officers are expected to recover, and one is undergoing surgery.

He says the officers were shot after investigating reports of gunfire at an intersection where there was a large crowd.

Several shots rang out as protesters in downtown Louisville tried to avoid police blockades, moving down an alleyway as officers lobbed pepper balls, according to an Associated Press journalist. People covered their ears, ran away and frantically looked for places to hide. Police with long guns swarmed the area, then officers in riot gear and military-style vehicles blocked off roadways.

The violence comes after prosecutors said two officers who fired their weapons at Taylor, a Black woman, were justified in using force to protect themselves after they faced gunfire from her boyfriend. The only charges were three counts of wanton endangerment against fired Officer Brett Hankison for shooting into a home next to Taylor’s with people inside.

The FBI is still investigating potential violations of federal law in connection with the raid at Taylor’s home on March 13.

Ben Crump, a lawyer for Taylor’s family, denounced the decision as “outrageous and offensive,” and protesters shouting, “No justice, no peace!” immediately marched through the streets.

Scuffles broke out between police and protesters, and some were arrested. Officers fired flash bangs and a few small fires burned in a square that’s been at the center of protests, but it had largely cleared out ahead of a nighttime curfew as demonstrators marched through other parts of downtown Louisville. Dozens of patrol cars blocked the city’s major thoroughfare.

Demonstrators also marched in cities like&nbsp;<a href="https://apnews.com/655e8cc0c3d0e1b5fed66d51771814e6">New York</a>, Chicago, Washington, D.C., Atlanta and Philadelphia.

Taylor, an emergency medical worker, was shot multiple times by white officers who entered her home during a narcotics investigation. State Attorney General Daniel Cameron said that while the officers had a no-knock warrant, the investigation showed they announced themselves before entering. The warrant used to search her home was connected to a suspect who did not live there, and no drugs were found inside.

Along with the killing of George Floyd in Minnesota, Taylor’s case became a major touchstone for nationwide protests that have drawn attention to entrenched racism and demanded police reform. Taylor’s image has been painted on streets, emblazoned on protest signs and silk-screened on T-shirts worn by celebrities. Several&nbsp;<a href="https://apnews.com/21a1095fe4da9f6e54cd7661de0ae041">prominent African American celebrities</a>&nbsp;joined those urging that the officers be charged.

The announcement drew sadness, frustration and anger that the grand jury did not go further. The wanton endangerment charges each carry a sentence of up to five years.

Morgan Julianna Lee, a high school student in Charlotte, North Carolina, watched the announcement at home.

“It’s almost like a slap in the face,” the 15-year-old said by phone. “If I, as a Black woman, ever need justice, I will never get it.”

Gov. Andy Beshear, a Democrat, said he authorized a limited deployment of the National Guard. He also urged Cameron, the state attorney general, to post online all the evidence that could be released without affecting the charges filed.

“Those that are currently feeling frustration, feeling hurt, they deserve to know more,” he said.

The case&nbsp;<a href="https://apnews.com/0de8765e676adc953416f4dd0b3ea663">exposed the wide gulf&nbsp;</a>between public opinion on justice for those who kill Black Americans and the laws under which those officers are charged, which regularly favor police and do not often result in steep criminal accusations.

At a news conference, Cameron spoke to that disconnect: “Criminal law is not meant to respond to every sorrow and grief.”

“But my heart breaks for the loss of Miss Taylor. ... My mother, if something was to happen to me, would find it very hard,”&nbsp;<a href="https://apnews.com/a2a2d2819d0c45b8f177ce3a94f18159">he added, choking up</a>.

But Cameron, who is the state’s first Black attorney general, said the officers acted in self-defense after Taylor’s boyfriend fired at them. He added that Hankison and the two other officers who entered Taylor’s apartment announced themselves before entering — and so did not execute the warrant as “no knock,” according to the investigation. The city has since banned such warrants.

“According to Kentucky law, the use of force by (Officers Jonathan) Mattingly and (Myles) Cosgrove was justified to protect themselves,” he said. “This justification bars us from pursuing criminal charges in Miss Breonna Taylor’s death.”

Cameron said an FBI crime lab determined that Cosgrove fired the bullet that killed Taylor.

Taylor’s boyfriend, Kenneth Walker, opened fire when police burst in, hitting Mattingly. Walker told police he heard knocking but didn’t know who was coming in and fired in self-defense.

<a href="https://apnews.com/d91fa6a9f2d6c8adca5f81b8fd03d55b">Cameron, who is a Republican, is a protégé&nbsp;</a>of Senate Majority Leader Mitch McConnell and has been tagged by some as his heir apparent. His was also one of 20 names on President Donald Trump’s list to fill a future Supreme Court vacancy.

At a news conference, Trump read a statement from Cameron, saying “justice is not often easy.” He later tweeted that he was “praying for the two police officers that were shot.”

Democratic presidential candidate Joe Biden and his running mate, Kamala Harris, are calling for policing reform.

Biden says that while a federal investigation continues, “we do not need to wait for the final judgment of that investigation to do more to deliver justice for Breonna.” He said the country should start by addressing excessive force, banning chokeholds and overhauling no-knock warrants.

“We must never stop speaking Breonna’s name as we work to reform our justice system, including overhauling no-knock warrants,” Harris said on Twitter.

Hankison was fired on June 23. A termination letter sent by interim Louisville Police Chief Robert Schroeder said he had violated procedures by showing “extreme indifference to the value of human life” when he “wantonly and blindly” fired his weapon.

Mattingly, Cosgrove and the detective who sought the warrant, Joshua Jaynes, were placed administrative reassignment.

Last week,&nbsp;<a href="https://apnews.com/42df1f3ebea59ff20a309b8fe04619df">the city settled a lawsuit&nbsp;</a>against the three officers brought by Taylor’s mother, Tamika Palmer, agreeing to pay her $12 million and enact police reforms.

Later, police in the city cordoned off a street with yellow tape, telling protesters to move back, and officers in protective gear could be seen handcuffing some people.

“Justice has NOT been served,” tweeted Linda Sarsour of Until Freedom, a group that has pushed for charges in the case.

A Republican,&nbsp;<a href="https://apnews.com/d91fa6a9f2d6c8adca5f81b8fd03d55b">Cameron is a protégé&nbsp;</a>of Senate Majority Leader Mitch McConnell who has been tagged by some as his heir apparent. His was also one of 20 names on President Donald Trump’s list to fill a future Supreme Court vacancy.

Asked about the decision at a White House event, Trump said he hadn’t had time to consider it yet but would comment when he had. He added: “My message is that I love the Black community, and that I’ve done more for the Black community than any other president, with the possible exception of Abraham Lincoln.”

Kamala Harris, the Democratic vice presidential nominee, told reporters in Washington that she also hadn’t fully read the decision.

“But there’s no question that Breonna Taylor and her family deserved justice yesterday, today and tomorrow so I’ll review it,” she said.

Before charges were brought, Hankison was fired from the city’s police department on June 23. A termination letter sent to him by interim Louisville Police Chief Robert Schroeder said the white officer had violated procedures by showing “extreme indifference to the value of human life” when he “wantonly and blindly” shot 10 rounds of gunfire into Taylor’s apartment in March.

Hankison had previously been placed on administrative reassignment, as were Sgt. Johnathan Mattingly, Officer Myles Cosgrove and the detective who sought the warrant, Joshua Jaynes.

On Sept. 15,&nbsp;<a href="https://apnews.com/42df1f3ebea59ff20a309b8fe04619df">the city settled a lawsuit&nbsp;</a>against the three officers brought by Taylor’s mother, Tamika Palmer, agreeing to pay her $12 million and enact police reforms.

Protesters in Louisville and across the country have demanded justice for Taylor and other Black people killed by police in recent months. The release in late May of a 911 call by Taylor’s boyfriend marked the beginning of days of protests in Louisville, fueled by her shooting and the killing of Floyd while at the hands of police in Minneapolis on May 25.

Several prominent African American celebrities including Oprah and Beyoncé have joined those urging that the officers be charged.

COUNCIL BLUFFS, Iowa (AP) - Police in western Iowa have issued an arrest warrant for a Nebraska man wanted in connection with a scuffle with a police officer last week that led the officer to fire his gun.

The warrant was issued for Ian James Lybarger, 29, of Omaha, Nebraska, Council Bluffs police said Wednesday in a news release. Lybarger is charged in the warrant with assaulting a police officer, leaving the scene of an injury accident an

Police have said the incident began Friday night when officers tried to question Lybarger in a Council Bluffs parking lot as he got into a car with stolen license plates. But Lybarger instead locked himself in the car, police said, and when police tried to forcibly remove him, he sped off, briefly dragging Officer John Kuebler. Kuebler fired his service weapon, hitting Lybarger's car but not injuring anyone, police said.

Police have asked anyone with information on Lybarger's whereabouts to contact Council Bluff detectives.

GRAND ISLAND, Neb. (AP) - A man found dead outside a Grand Island home last month died from a ruptured artery in his brain that was likely caused by methamphetamine, not a homicide as investigators originally thought, police said Wednesday.

Grand Island police said their investigation found no evidence of criminal or negligence acts in the death of 37-year-old Devlin Kenney.

Police&nbsp;<a href="https://apnews.com/ebb96ebb0a7d59dcc615c0598cfa4c26" target="_blank">initially reported</a>&nbsp;that Kenney had been assaulted, and his death was ruled a homicide. His body was found in a yard outside a Grand Island home.

An autopsy found methamphetamine in Kenney's system that police say was a major contributing factor to the ruptured artery. They said they now believe he collapsed and hit a fence and the ground, causing him to bleed openly.

Police said they later concluded that two people obstructed their investigation and tampered with evidence related to Kenney's death and his reason for being at the house, which they believe to be drug-related.

Police said they've submitted referrals requesting charges of false reporting and tampering with evidence against 30-year-old Fernando Gonzalez and 31-year-old Rainy Anne Call, both of Grand Island. They're also recommending an intentional child abuse charge against Gonzalez because they say the actions took place in front of children.

OMAHA, Neb. (AP) - A white Nebraska bar owner who killed himself after being charged with manslaughter for fatally shooting a Black man during May protests had been waiting to "ambush" people who were breaking into businesses and stealing, a special prosecutor said Wednesday.

Special Prosecutor Frederick Franklin detailed more of the evidence against Jake Gardner three days after Gardner killed himself and more than a week after a&nbsp;<a href="https://apnews.com/89c46f54136bdc6a6f47cd52aaa1a4ea" target="_blank">grand jury indicted&nbsp;</a>him in the May 30 death of 22-year-old James Scurlock. The evidence included text messages and videos of the encounter that Franklin said undermined Gardner's claim that he acted in self-defense.

Authorities say Gardner shot Scurlock outside Gardner's bar during a scuffle after the windows of the business were smashed amid a protest against police brutality and racial injustice. Omaha, like many cities around the world, saw protests, sometimes violent, after the death of George Floyd after a Minneapolis officer pressed his knee onto the handcuffed Black man's neck for several minutes.

Douglas County Attorney Don Kleine initially declined to file charges against Gardner, but later&nbsp;<a href="https://apnews.com/ded4eef9f4dc05c6aefeebc19d554830" target="_blank">agreed&nbsp;</a>to have a grand jury review the case. Franklin was appointed as special prosecutor and presented evidence to the grand jury, which also charged Gardner with attempted assault, making terroristic threats and using a gun to commit a felony.

Kleine said Wednesday that he stood by his decision not to file charges.

Franklin said Gardner should not have been able to claim self-defense because he initiated the confrontation. One of the things Franklin noted to explain Gardner's mindset was that Gardner was a fan of President Donald Trump and that two days earlier the president had tweeted, "when the looting starts, the shooting starts."

Gardner's attorneys, Stu Dornan and Tom Monaghan, said in a statement that they continue to believe Gardner was innocent and the evidence Franklin discussed didn't clearly show Gardner intended to harm anyone.

Franklin said Gardner was monitoring the progress of the unrest through text messages as people approached his bar, The Hive. Before protesters arrived, the lights were turned off inside the bar, where Gardner had a shotgun and three handguns as he waited with his father and at least one bouncer.

Franklin said Gardner asked in one text whether the "field of fire inside The Hive going outside was clear."

"That evidence is completely supportive of an intention to use a firearm to either kill or to cause serious bodily injury to whatever looter might have decided this was a good idea," Franklin said.

Franklin said Gardner's plan was thwarted because no one tried to enter the bar even after someone smashed the windows.

"To the extent that Jake Gardner had set up an ambush inside his business waiting on a looter to come in so he could light him up, and that particular objective was thwarted by individuals not coming in - It would be understandable that Mr. Gardner would have had some frustration about sitting back and watching the place that he was renting be destroyed like it was being destroyed," he said.

In June, officials played surveillance video that showed words exchanged between Gardner, his father and protesters. The Omaha World-Herald gathered additional videos on social media.

The videos show people streaming past Gardner's bar as tear gas lingers in the air. Gardner and his father start asking people to move on. David Gardner moves a few steps away from the bar and pushes a woman who is recording with her cellphone. Scurlock's friend then runs over and shoves the elder Gardner to the ground.

Jake Gardner rushes over and starts talking to Scurlock and a young man. The young man says something the video doesn't pick up before Gardner responds: "Just keep (expletive) going. If you didn't punch him, then it's not your (expletive) problem. Because you (expletive) got too close, dude."

Then as he backs away from Scurlock and the other man, Gardner lifts his shirt to show he had a gun.

"I'm telling you, I'm telling you, I'm telling you keep the (expletive) away from me," he says.

Gardner briefly takes his gun out and holds it by this side before returning it to his waistband.

A woman who had been observing the group then tackles Gardner from behind and knocks him into a puddle in the street.

While on his back, Gardner fires what he told authorities were two warning shots. The woman and Scurlock's friend run, but as Gardner rises, Scurlock dives onto his back. He wraps an arm around Gardner in what Gardner called a chokehold.

Gardner yells, "Get off me!" at least twice. Then Gardner switches his gun to his left hand and shoots Scurlock.

After the shooting, Gardner left Omaha. He was&nbsp;<a href="https://apnews.com/4b10341b93f60e3d4791c5fedd29f478" target="_blank">found dead&nbsp;</a>outside a medical clinic in Hillsboro, Oregon, on Sunday, the same day he was scheduled to return to Omaha to face the charges, according to his attorney.

Scurlock's family declined to comment Wednesday, but they told KETV Tuesday they were frustrated there will never be a trial.

"I feel like there was lack of closure," said Scurlock's father, James Scurlock II.

The young man says something the video doesn't pick up before Gardner responds: "Just keep (expletive) going. If you didn't punch him, then it's not your (expletive) problem. Because you (expletive) got too close, dude."Then as he backs away from Scurlock and the other man, Gardner lifts his shirt to show he had a gun."I'm telling you, I'm telling you, I'm telling you keep the (expletive) away from me," he says.Gardner briefly takes his gun out and holds it by this side before returning it to his waistband.A woman who had been observing the group then tackles Gardner from behind and knocks him into a puddle in the street.While on his back, Gardner fires what he told authorities were two warning shots. The woman and Scurlock's friend run, but as Gardner rises, Scurlock dives onto his back. He wraps an arm around Gardner in what Gardner called a chokehold.Gardner yells, "Get off me!" at least twice. Then Gardner switches his gun to his left hand and shoots Scurlock.After the shooting, Gardner left Omaha. Prosecutor: Bar owner wanted to 'ambush' people stealing

LINCOLN, Neb. (AP) - Police in Lincoln have arrested a man on suspicion of fatally hitting a pedestrian on a city street earlier this week and leaving the scene of the crash.

Hani Hadgi, 29, was arrested Tuesday on suspicion of leaving the scene of a crash causing the death of 41-year-old Victor Melendez II of Lincoln, the Lincoln Journal Star reported.

Dunn announced that Dr. Justin Neisler, age 32, of Denver, Colorado, was sentenced to serve 276 months (23 years) in federal prison, followed by 10 years in supervised release for the production of child pornography.&nbsp; He was also ordered to pay $10,100 in assessments to the Court and into funds set up to assist victims of child exploitation crimes. &nbsp;Dr. Neisler appeared at the sentencing hearing in custody and was remanded at the hearing’s conclusion, to be placed in an institution designated by the U.S. Bureau of Prisons.&nbsp; The Denver office of the FBI joined in this announcement.

According to the stipulated facts contained in Dr. Neisler’s plea agreement, on November 2, 2018, the Colorado Springs Police Department’s Internet Crimes Against Children (ICAC) Task Force received a tip that child pornography was being distributed by means of social media accounts, later determined to belong to Dr. Neisler. &nbsp;The accounts made child pornography available to others.&nbsp;

On March 13, 2019, agents executed a search warrant at Dr. Neisler’s residence. &nbsp;During the search, it was determined that Dr. Neisler had child pornography on his cell phone and on various other electronic media.&nbsp; Dr. Neisler’s electronic devices were later reviewed by FBI forensic examiners, revealing approximately 6,600 still images and 1,725 videos of child pornography that he had obtained from online sources.

The investigation further determined that during some of Dr. Neisler’s medical examinations of young boys, he secretly video recorded&nbsp;them while they were undressed and without their knowledge, using a Spy Pen Camera and his iPhone. &nbsp;Dr. Neisler would then watch those videos at home for his own gratification.&nbsp; During the investigation and prosecution, the victims were identified and interviewed to make certain that no other hands-on offenses occurred.&nbsp; The investigation also determined that the videos made by Dr. Neisler were not distributed to others.&nbsp; Although it is not part of the federal prosecution, the U.S. Attorney’s Office has been advised that Dr. Neisler’s Colorado medical license has been suspended and will be forfeited following his sentencing hearing.

“This sentence is wholly appropriate in light of the horrific acts committed by the one person besides a parent that a child is told to trust unquestionably,” said U.S. Attorney Jason Dunn. &nbsp;“Our hope is that the sentence gives his victims and their parents some sense of closure and allows them to move forward with their lives.”

"I am extremely proud of the collaborative effort by the FBI Denver Child Exploitation Task Force put forth in order to ensure this defendant was brought to justice and will no longer be able to harm children again,” said FBI Denver Special Agent in Charge Michael Schneider. &nbsp;“Knowing that Mr. Neisler will serve the next 23 years in federal prison, ensures there is one less predator victimizing the most innocent and vulnerable members of our community. Our community is a lot safer as a result of today’s sentencing.”

Dr. Neisler was prosecuted by Assistant U.S. Attorneys Patricia Davies and Alecia Riewerts.&nbsp; The sentence was pronounced by U.S. District Court Judge Raymond P. Moore.&nbsp; The case was investigated by the Denver Division of the FBI.&nbsp;&nbsp;

Denver doctor sentenced to 23 years for producing child pornography

Johnson &amp; Johnson is beginning a huge final study to try to prove if a single-dose COVID-19 vaccine can protect against the virus.

The study starting Wednesday will be one of the world's largest coronavirus vaccine studies so far, testing the shot in 60,000 volunteers in the U.S., South Africa, Argentina, Brazil, Chile, Colombia, Mexico and Peru.

A handful of other vaccines in the U.S. — including shots made by Moderna Inc. and Pfizer Inc. — and others in other countries are already in final-stage testing. Hopes are high that answers about at least one candidate being tested in the U.S. could come by year's end, maybe sooner.

U.S. health officials insist the race for a vaccine isn't cutting corners.

“We want to do everything we can without sacrificing safety or efficacy — we’re not going to do that — to make sure that we end up with vaccines that are going to save lives,” Dr. Francis Collins, director of the National Institutes of Health, told reporters.

But many vaccine specialists question whether the Food and Drug Administration will stick to that goal under intense pressure from the Trump administration. President Donald Trump has consistently presented a faster timeline for a new vaccine than experts say is adequate to fully test the candidates.

Meanwhile, testing of still another experimental vaccine, made by AstraZeneca, remains on hold in the U.S. as officials examine a safety question, even though studies have resumed in other countries.

Earlier this week, Vice President Mike Pence urged state governors to "do your part to build public confidence that it will be a safe and effective vaccine.”

And Dr. Anthony Fauci, the top U.S. infectious disease expert, added in the call to governors that he is confident in “a tried and true process” that has checks and balances built in, including an independent board evaluating the progress of each vaccine trial, as well as “the integrity of the FDA.”

Senators were scheduled to question FDA Commissioner Stephen Hahn, Fauci and other administration officials later Wednesday about the pandemic response.

Even if the FDA were to allow emergency use of a vaccine by year's end, supplies would be limited and given first to vulnerable groups such as health workers. Most Americans aren't likely to receive a vaccine until sometime next year.

The Centers for Disease Control and Prevention wants states to get ready now to roll out vaccinations, which will present enormous logistical challenges. On Wednesday the CDC was set to announce distribution of $200 million in congressionally approved funds to help begin setting up operations.

Health and Human Services Secretary Alex Azar said the COVID-19 vaccine campaign will build on longstanding cooperation between the federal government and the states on immunizations.

J&amp;J's vaccine is made with slightly different technology than others in late-stage testing, modeled on an Ebola vaccine the company created. Unlike the other three vaccines that started late-stage testing in the U.S., it requires only one shot, not two. Despite a later start to testing than some of its competitors, Dr. Paul Stoffels, J&amp;J's chief scientific officer, told reporters that the study was large enough to yield answers possibly by early next year.

As COVID-19 cases rise, South Dakota health care industry sees upheaval

CHEYENNE, Wyo. (AP) — A wildfire that roared across a Wyoming wilderness area toward cabins and a water supply reservoir for Cheyenne has since calmed but predictions for windier weather are cause for concern.

The fire grew little Monday and Tuesday after burning over 21 square miles of Medicine Bow National Forest in southeastern Wyoming last weekend. Flames are within a few miles of Rob Roy Reservoir and Keystone, an enclave of summer cabins. The National Weather Service says more windy weather is in store Wednesday through the weekend. The fire began Thursday in the Savage Run Wilderness and officials are investigating signs that it was caused by humans.
