RENO COUNTY — The U.S. Geological Survey reported a strong earthquake Sunday afternoon just south of Hutchinson.

The 4.4-magnitude quake was recorded at 1:08 p.m. Sunday, and was felt&nbsp; as far north of Hays, according to social media reports.

The epicenter of the quake was just southwest of Hutchinson, the USGS reported.

The Hutchinson police department reported they received numerous phone calls about the quake but have no reports of damage or injury.

Strong quake shakes western Kansas Sunday

A winter weather system moving across the country is dropping snow, sleet and freezing rain on eastern Nebraska. 

Most schools in the region canceled classes and activities Friday ahead of the storm system.

he National Weather Service has issued winter weather advisory for much of eastern Nebraska into central parts of the state that will remain in effect until early Saturday morning. 

Snow Friday morning was expected to turn to sleet and freezing rain by afternoon, and officials warned motorists to use extreme caution on the roads.

Authorities say a plane has slid off the taxiway at Kansas City International Airport due to icy conditions as a sprawling winter storm hits large sections of the Midwest and beyond. 

The weather has closed schools, universities and government offices. 

The Delta Airlines A319 was taxiing from the terminal Friday morning when the nose wheel dropped off the taxiway pavement. 

Officials say there are no known injuries. 

The closures come after the National Weather Service issued winter weather advisories, saying the storm will create hazardous travel conditions from the Plains into the Northeast through the weekend. There's a blizzard warning for parts of the Upper Midwest.

KEARNEY, Neb. (AP) - Officials approved a permit that will allow a Hastings company to operate a gravel pit just east of Kearney despite objections from some neighbors.

The Kearney City Council voted Tuesday night to grant a conditional use permit sought by Vontz Paving, according to the&nbsp;<a href="https://www.kearneyhub.com/news/local/city-council-approves-gravel-pit-east-of-kearney/article_ad8e200e-37b3-11ea-b7f9-83cf5e41cfca.html" target="_blank">Kearney Hub</a>&nbsp;newspaper. The company plans to build an earthen berm around the pit to limit any blowing sand.

Kearney officials OK permit for gravel pit despite concerns

Police are looking for a man they believe tried to abduct a woman as she jogged in near Hanscom Park in midtown Omaha. 

Police say the incident happened Sunday evening, when the 23-year-old woman reported that a man in his 30s driving a dark-colored car approached her as she was running. 

The woman said that during their interaction, the man grabbed her and tried to force her into his car.

 Police say the woman was able to fight the man off, escape and call for help. 

Police are asking anyone with information to contact Omaha Crime Stoppers.

Wyoming state lawmakers in the new legislative session will have another opportunity to permanently shift the state to daylight saving time. 

The Casper Star Tribune reported that a change to Mountain Daylight Time would essentially add an extra hour of daylight between November and March. 

Republican Rep. Dan Laursen is sponsoring House Bill 44, which says the biannual time change disrupts commerce and the daily schedules of residents. 

The shift would not take effect immediately if approved by state lawmakers, who are scheduled to meet in Cheyenne beginning Feb. 10. 

The federal government would also need to ratify the change.

Wyoming lawmakers to consider switch to daylight saving time

President Donald Trump says he might attend a fireworks show that's returning to Mount Rushmore in South Dakota's Black Hills on July 4th. 

Trump mentioned the fireworks display during a signing ceremony for the U.S.-China trade deal in Washington Wednesday. 

The Rapid City Journal reports fireworks shows have not been held at Mount Rushmore since 2009 when a pine beetle infestation killed thousands of trees in the Black Hills, which created a fire hazard. 

Republican Gov. Krisi Noem and federal officials announced last May that the fireworks show would resume.&nbsp;

Omaha police have captured an inmate who didn't return from a job hunt in Lincoln. 

The state prisons department says Anthony Durand had been given permission to leave the state's Community Corrections Center-Lincoln on Jan. 6. He didn't return. 

The department says he also had managed to remove the monitoring device he was wearing. 

He was found by Omaha officers Wednesday and taken into custody. Durand started serving his three-year prison sentence on Sept. 18 last year. He'd been charged with methamphetamine possession, theft and operating a motor vehicle to avoid arrest.&nbsp;

Inmate who didn't return from Lincoln job hunt is captured

Two men have been sent to prison for stealing a U.S. Postal Service truck in Grand Island while kidnapping its driver. 

Prosecutors say Sidney Britt was sentenced Wednesday in U.S. District Court in Omaha to 20 years. 

Joshua Britt was given 11 years and three months in prison.

 Prosecutors say the truck driver was forced into the truck Dec. 14, 2018, by an armed man. It was driven to a rest area off Interstate 80, where the Britts and another man removed bags of cash and deposits from the semitrailer and drove away in a pickup truck.&nbsp;&nbsp;

A responding officer also discovered a swastika drawn in orange paint on the building's front steps.

 Officer Erin Spilker says the vandalism is being investigated as a hate crime and that no other places of worship had reported similar incidents. 

Police are asking anyone near the temple whose property was vandalized by orange paint to make a report.

Officials said after Tuesday's count that 619 people voted to recall Broken Bow Mayor Jonathon Berghorst and 400 voted against the idea. 

The recall petitions said Berghorst had created a hostile work environment for city employees and showed no respect for the employees or members of the city's volunteer boards. He denied the accusations. 

Berghorst has pleaded not guilty to allegations that he threatened the job of a police officer investigating a fight outside a bar for which the mayor also has been charged.&nbsp;

Unofficial results say voters recalled mayor awaiting trial

A Nebraska man already sentenced to prison for having sex with his adult daughter has been given two more years behind bars.

 Travis Fieldgrove was sentenced Tuesday in Adams County District Court. He'd pleaded no contest to attempted incest after prosecutors had reduced the charge from incest. He'd made a similar deal in neighboring Hall County and also was sentenced to two years. 

Fieldgrove and his daughter, now 21, married a month after police began to investigate their relationship. They told authorities they had a father-daughter relationship until September 2018, when it turned sexual.

Man who had sex with adult daughter gets more prison time

HARLAN, Iowa (AP) — A Kansas man has asked an Iowa judge to let him engage in a sword fight with his ex-wife and her attorney so that he can “rend their souls” from their bodies.

David Ostrom, 40, of Paola, Kansas, said in a Jan. 3 court filing that his former wife, Bridgette Ostrom, 38, of Harlan, Iowa, and her attorney, Matthew Hudson, had “destroyed (him) legally.” The Ostroms have been embroiled in disputes over custody and visitation issues and property tax payments.

The judge had the power to let the parties “resolve our disputes on the field of battle, legally," David Ostrom said, adding in his filing that trial by combat "has never been explicitly banned or restricted as a right in these United States."

He also asked the judge for 12 weeks' time so he could secure Japanese samurai swords.

His motion filed in Shelby County District Court stemmed from his frustrations with his ex-wife's attorney, Ostrom told&nbsp;<a href="https://www.desmoinesregister.com/story/news/crime-and-courts/2020/01/13/iowa-courts-david-ostrom-requests-trial-combat-swords-settle-dispute/4456079002/" target="_blank">The Des Moines Register</a>.

"I think I've met Mr. Hudson's absurdity with my own absurdity," Ostrom said, adding that his former wife could choose Hudson to act as her champion.

Kansas man asks judge for sword battle with ex-wife, lawyer

Grand Island – Grand Island police have arrested a teacher and student on allegations of human trafficking and child pornography.

The department issued the following statement regarding the arrests:

On 1/14/20, the Grand Island Police Department, in conjunction with Homeland Security Investigations (HSI, arrested a 17-year-old male, and a 37-year-old Brian Mohr of Grand Island.

The 17-year-old male is identified as a student at Northwest High School, where Mohr is a teacher. The arrests are in relation to a case in which the 17-year-old male obtained elicit images of minors via&nbsp;a social media ruse, and used some of those images to coerce them into performing sexual acts. Those images were shared with Mohr. Numerous images have been identified as students at the school where Mohr is employed and the 17-year-old attends.

The 17-year-old suspect was arrested as a suspect in the investigation of 1st Degree Sexual Assault, Human Trafficking of a Minor, Unlawful Intrusion, and multiple counts of Distribution of Sexually Explicit Material (Child Pornography).

Brian Mohr was arrested as a suspect in multiple counts of Possession of Sexually Explicit Material (Child Pornography). All crimes listed are classified as felonies.

Police arrest teacher, student on human trafficking and child porn allegations

The National Weather Service is scheduling meetings to share information about the potential for river flooding this winter and spring in eastern Nebraska and western Iowa. 

The two areas were socked with record flooding late last winter and early spring.&nbsp;

Weather service hydrologist David Pearson says warnings issued last year didn't seem to reach people. He says this year the service is trying to reach more people with the best information and make personal connections.

The two areas were socked with record flooding late last winter and early spring.&nbsp;Weather service hydrologist David Pearson says warnings issued last year didn't seem to reach people. LINCOLN – Hudson Lake in Cherry County has reopened to ice-fishing.

Hudson Lake, which is about 24 miles southwest of Valentine, is available for public recreation through the Nebraska Game and Parks Commission’s Open Fields and Waters Program. The lake is open to ice-fishing until March 1, 2020.

Hudson Lake had been temporarily closed because of weather-related deteriorating road conditions.

Hay tainted by a toxic beetle is blamed for the deaths of 14 horses and illnesses to dozens of others on a Wisconsin ranch. 

Summer flooding left the hay from fields at Red Ridge Riding Stable in Mauston unusable. So, the owners purchased hay and alfalfa from farms in South Dakota and Wyoming. 

A blister beetle that releases a toxin when crushed during harvest is blamed for the horses' deaths and for sickening another 100 horses. 

Veterinarian Dave Kolb tells the Wisconsin State Journal the toxin irritates the linings of horses' stomachs and intestines. There were no reports of horse deaths elsewhere related to the tainted hay.

Users who want to protect their computers need to upgrade to Windows 10. They may also need to buy new computers because older machines might not be compatible with Windows 10.

As the 2020 session begins, it’s important to remain clear-sighted about the most pressing priorities of Nebraskans. &nbsp;As special interests clamor for attention during this short legislative session, Senators must keep laser-focused on the priorities that will grow our state as we enter a new decade. &nbsp;These priorities are property tax relief, flood aid, veterans’ tax relief, and workforce and business expansion.

First and foremost, Nebraskans need property tax relief.&nbsp; Everywhere I go around the state, farmers, ranchers, and homeowners tell me story after story about how property taxes are over-burdening their businesses and families. &nbsp;They’re fed up with heavy taxation and fired up to make sure Senators deliver relief this year.&nbsp;

In 2019, Senators and I delivered significant tax relief by increasing the property tax credit relief fund by over 20 percent.&nbsp; That fund has now nearly doubled during my time as Governor, from $140 to $275 million.&nbsp; That’s a step in the right direction, but Nebraskans urgently need additional relief.

With revenues having recently exceeded forecasts, Legislators have a golden opportunity to deliver more tax relief in 2020.&nbsp; The only sustainable way to achieve long-term tax relief is by controlling spending.&nbsp; During my administration, we have controlled state government spending increases, on average, to about 2.4 percent annually. &nbsp;To achieve meaningful property tax relief, the local political subdivisions that levy property taxes—like public schools, community colleges, and cities—must also do their part in showing fiscal restraint.&nbsp; I’ll share more about my plans for property tax relief this year in my State of the State address this week.

Second, we need to deliver flood aid for Nebraskans as we continue to rebuild following the 2019 floods. &nbsp;The combined recovery efforts of volunteers, local governments, and state agencies have been extraordinary. &nbsp;Homes have been rebuilt, businesses have reopened, and bridges have been reconstructed faster than expected. &nbsp;We’re on track to rebound even stronger than before the floods. &nbsp;Federal disaster assistance, federal highway funds, and insurance are covering a large percentage of the costs of recovery. &nbsp;The State, however, also has to do its share to fully repair our infrastructure.&nbsp;

Third, Nebraska needs to do more to retain our retired veterans.&nbsp; We are the only state in our region with a declining veterans population.&nbsp; This week, Senators unanimously advanced LB 153, a proposal introduced at my request last year.&nbsp; This bill would exempt 50 percent of military retirement benefit income from state income taxation. &nbsp;LB 153 is a step to keep us competitive with other Midwestern states, most of which do not tax military retirement benefits at all. &nbsp;By helping to retain and recruit military retirees, LB 153 also strengthens our workforce. &nbsp;Since many military personnel can retire after twenty years of service, they often finish their military career in their 40s or 50s.&nbsp; At this age, they are still looking for ways to actively invest their wealth of skills and experience in a new job.&nbsp; Given our state’s need for talented workers, we cannot afford to have military retirees exit our state for a more favorable tax situation elsewhere.&nbsp;

Fourth and finally, Nebraska needs to do more to expand job opportunities by attracting talented professionals and thriving businesses.&nbsp; The Legislature can help address our state’s workforce shortages by moving forward with two initiatives that are already on the table.&nbsp;

From Main Street businesses to Fortune 500 firms, we need to do more to prepare the next generation to take the great jobs we have here in our state, so they can make Nebraska their home. &nbsp;Last year, I proposed Nebraska Talent Scholarships as a way to encourage young Nebraskans to pursue careers in high-demand, great-paying professions.&nbsp; These annual scholarships would go to students at community colleges, state colleges, and the University of Nebraska studying to enter fields that currently have a workforce shortage. &nbsp;The scholarships are a common-sense way to connect the rising generation of Nebraskans with rewarding jobs that our state’s employers are looking to fill.

And finally, business incentives, which are set to expire at the end of 2020, must also be addressed.&nbsp; Unlike other state incentive programs, Nebraska’s tax incentives are performance-based.&nbsp; Tax benefits aren’t given in the hopes of future investment.&nbsp; They’re only earned by businesses that have already made a significant and verifiable investment in our state. &nbsp;This feature ensures that incentives reward actual job creation in Nebraska.&nbsp; All 50 states have incentive programs, even states with no income tax like Florida and Texas.&nbsp; Senators should take action to refine and extend incentives, so Nebraska can remain competitive nationally.

Ricketts: Finding 2020 vision for Nebraska

Authorities say a driver died after his car collided with city snow removal machine in Beatrice. 

First responders were dispatched just after 2 a.m. Sunday on a report that the driver was pinned inside the wreckage of his car. 

The city machine was removing ridged snow from the center of a street. 

The car driver died at Beatrice Community Hospital &amp;  Health Center about an hour after the accident. 

Authorities identified him as 34-year-old Jeremy Lopez, who lived in Beatrice. 

The city machine operator wasn't injured. 

The Nebraska State Patrol is investigating the collision.

The mother of a Nebraska teenager killed when a stolen vehicle crashed during a police chase is seeking $1 million each from Lincoln police and Lancaster County. 

Brandy Yost filed claims last month that said the officers involved in the December 2018 chase on Interstate 80 should have known the driver was inexperienced and that there were no pressing reasons to continue the pursuit.

 Her 14-year-old son, Zayne Yost, of Lincoln, died. County officials have declined to comment. 

The Lincoln Journal Star reports the driver, now 16, is trying to have his case remain in juvenile court. He's pleaded not guilty to manslaughter.

Todd Phillips’ much-debated supervillain origin story and R-rated box-office smash “Joker” topped all films with 11 Academy Awards nominations, while Martin Scorsese’s elegiac crime epic “The Irishman,” Quentin Tarantino’s 1960s Los Angeles fairy tale “Once Upon a Time … in Hollywood” and Sam Mendes’ World War I tale “1917” all trailed close behind with 10 nods apiece.

Those four were among the nine films nominated for best picture, in nominations announced Monday to the 92nd Academy Awards. The others were: “Parasite,” “Little Women,” “Marriage Story,” “Jojo Rabbit” and “Ford v Ferrari.”

While “Joker” was expected to do well Monday, the academy’s overwhelming support for a movie that was far from a critical favorite was unexpected. The film’s nominations included best actor for Joaquin Phoenix and best director for Phillips.

The results for “The Irishman,” “Once Upon a Time … in Hollywood” and “1917” were nearly just as good.

The 10 nominations for “The Irishman” tied the most for a Netflix film, following “Roma” last year. Scorsese (a one-time winner) was nominated for best director for the ninth time. The film also won nods for Al Pacino, Joe Pesci and its de-aging special effects.

“1917″ followed up its Golden Globes win and strong opening weekend at the box office with nominations not just for its technical achievement (including Mendes’ directing and Roger Deakins’ cinematography) but for best screenplay, too.

“Once Upon a Time … in Hollywood” was also nominated in just about every category it was expected to, including Tarantino for directing and screenplay, best actor for Leonardo DiCaprio and best supporting actor for Brad Pitt.

For the 87th time, the academy selected all-male directing nominees despite a year in which women made historic gains behind the camera. The most likely candidate was Greta Gerwig (“Little Women”, who was the last woman nominated, two years ago for “Lady Bird.” “Congratulations to those men,” said Issa Rae, who presented the nominees alongside John Cho.

There were some surprises. Awkwafina, who was poised to become just the second Asian American nominated for best actress (the first, 1936 nominee Merle Oberon, hid her South Asian heritage, wasn’t nominated for her acclaimed leading performance in “The Farewell.” Also overlooked was “Frozen 2,” the highest grossing animated film ever; Beyonce, for her “Lion King” song; or the hit documentary “Apollo 11.”

Most glaringly, Jennifer Lopez, long considered a supporting actress front-runner for her performance in “Hustlers,” was also denied her first Oscar nomination.

Those oversights left the Oscars with their least diverse field since the fallout of #OscarsSoWhite pushed the film academy to diversify its membership. The only actor of color nominated was Cynthia Erivo, the British actress, for her Harriet Tubman in “Harriet.”

The other nominees for best actress are: Scarlett Johansson, “Marriage Story”; Saoirse Ronan, “Little Women”; Charlize Theron, “Bombshell”; Renée Zellweger, “Judy.”
