Gov. Ricketts announces phased approach to public health restrictions

OMAHA, Neb. (AP) - Nebraska will see tighter coronavirus restrictions in less than two weeks if the number of infected people getting hospitalized continues to increase at its current rate, based on new benchmarks announced Friday.

Gov. Pete Ricketts said he will impose new social-distancing mandates on bars, restaurants and other places where people gather if the number of hospitalized virus patients rises to 25% of the state's overall hospital bed capacity.

As of Thursday night, the state's hospitals held 905 virus patients - about 20% of their current capacity, Ricketts said at a news conference. The number of patients has been growing by about 25 per day, and if that trend continues, Nebraska's hospitals would reach the 25% benchmark in about 11 days.

"This is a very serious situation for our hospitals, and we all need to be a part of slowing down the virus," Ricketts said via a video link livestreamed at the Capitol. Ricketts and his wife&nbsp;<a href="https://apnews.com/article/virus-outbreak-public-health-health-pete-ricketts-nebraska-0dcb6a3ddc8f4b87591f37e15a86ff44" target="_blank">were exposed to the virus</a>&nbsp;earlier this week during an outdoor dinner with friends.

The new potential restrictions would prohibit extracurricular activities for students below high school level, limit bars to carry-out and delivery services and cap all indoor gatherings at 10 people, among other measures. Elective surgeries such as hip and knee replacements would also have to be postponed.

If the number of hospitalized patients rises above the new threshold for even one day, the tighter restrictions would remain in place until the seven-day average of patients drops back to a safer level.

Ricketts warned Thursday that he would&nbsp;<a href="https://apnews.com/article/health-nebraska-coronavirus-pandemic-32c654e0133be1d26eaf6bb343022e79" target="_blank">order restrictions very similar to the ones that he put into effect in earlier this year</a>&nbsp;if the state's current trajectory continues.

Top doctors at Nebraska's largest hospital sounded a similar alarm Friday in a virtual news conference, but stressed that they've been preparing for more patients and that their facilities are still safe. Although beds are quickly filling, they said they still have an adequate supply of ventilators.

"With the staff we have, Nebraska is still in good hands," said Dr. Harris Frankel, chief medical officer of Nebraska Medicine.

Because hospitalizations tend to lag behind new coronavirus cases, Frankel said it's unlikely that Nebraska will be able to stem the current increases in patients over the next week.

"But we can change the trajectory through the end of November," he said.

The doctors stopped short of calling for a statewide mask mandate - a step that Ricketts, a Republican, has repeatedly refused to take - but urged residents to wear one voluntarily while in close, confined contact with other people.

"That will do an enormous amount of good," said Dr. Cary Ward, chief medical officer of CHI Health.

Frankel said: "I think there is a likely to be a higher rate of participation when something is mandated."

Nebraska confirmed 2,611 new virus cases on Thursday, bringing the total number to 92,553 since the pandemic began, according to the&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">state's online tracking portal</a>. The number of active hospitalizations has risen sharply over the last few weeks, and 756 people in Nebraska have died from the virus since the pandemic began.

The state's hospitals still have 25% of their beds available, 27% of their intensive care unit beds and 70% of their ventilators.

For most people, the virus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and those with existing health problems, it can cause more severe illness, including pneumonia and death.

New restrictions coming soon in Nebraska if trends continue

An Alliance Thanksgiving tradition continues, but--as with so many things in this challenging year--there are changes to ensure a safe experience.

David and Theresa Boyles will once again serve the People Helping People Thanksgiving Meal on Thursday November 26th.&nbsp; This year's event will be pickup and delivery only.&nbsp; Deliveries are limited to elderly citizens and those who have no transportation to pick up a meal.

Theresa Boyles notes,&nbsp; "Deliveries and pickup will start at 11:00am and will go to 1:00pm at the St. Agnes school parking lot at 11th and Cheyenne Ave. You will enter off 11th St and exit onto 12th St. There will be 2 lanes, one for each. If you are volunteering to deliver please let the person at the parking lot entrance know and they will direct you to which lane to go in.

"Our volunteers will be masked and gloved to bring you your meals and they will place them in your vehicle on the passenger side or trunk."

The Nebraska Department of Correctional Services said in a news release Tuesday night that another three staff members had tested positive — one each at the Work Ethic Camp in McCook, the Lincoln Correctional Center and the Omaha Correctional Center. 

That follows news late Monday of another five staff members testing positive for the virus.

 The latest cases bring the number of Nebraska prison staffers infected since the outbreak began to 238. Of those, 184 have since recovered.

GILLETTE, Wyo. (AP) — The son of a Wyoming state representative who opposed COVID-19 public restrictions says his father was positive for the coronavirus when he died. 

The Gillette News Record reports Roy Edwards, 66, died Nov. 2 at Wyoming Medical Center in Casper after being hospitalized for more than a week with an undisclosed illness.

 Mitch Edwards says his father was initially told he had a sinus inflammation and did not need to be tested for COVID-19.

 Edwards continued to oppose public restrictions resulting from the pandemic during his recent campaign to retain his House seat.

PPHD: Four more Scotts Bluff County COVID-related deaths announced

SCOTTSBLUFF&nbsp;-&nbsp;Western Nebraska Community College hosted a celebration honoring its first-generation students last Thursday and Friday on the Scottsbluff Campus.&nbsp;&nbsp;

The celebration was in conjunction with the National First-Generation College Student Celebration hosted by the Council Opportunity for Education (COE) and in partnership with the Center for First-Generation Student Success.

"This is an especially important day for student recognition since WNCC has a large number of first-generation students and the fact that these students are more likely to attend a community college," said Janet Craven, WNCC's TRIO program assistant. "First-generation students also tend to be older, work more hours while attending college than continuing generation students, and depend more on federal financial aid."

WNCC handed out goodie-bags, snacks, drinks, and information about support services that WNCC offers to first-generation and other qualifying students. Many WNCC students qualify for these services that include supplemental instruction, scholarship and transfer assistance, study skills workshops, and advising.&nbsp;

Daphne Morales Guerra, a freshman from Lexington, Nebraska, in the Licensed Practical Nurse (LPN) program uses these services to assist with school work, focusing on a career or education after WNCC, and much more.

"I don't know a lot about how colleges work and they (TRIO SSS) helped me understand the process and have helped improve my resume with skills and job experience for life after college," she said.

WNCC and other colleges across the nation have celebrated the day for the past four years. Sunday, Nov. 8, marked the 55th anniversary of the signing of the 1965 Higher Education Act (HEA), which has helped millions of first-generation, low-income/under-resources students persist to degree completion.

WASHINGTON (AP) — U.S. health officials have allowed emergency use of the first antibody drug to help the immune system fight COVID-19, an experimental approach against the virus that has killed more than 238,000 Americans.

The Food and Drug Administration on Monday cleared the experimental <a href="https://investor.lilly.com/news-releases/news-release-details/lillys-neutralizing-antibody-bamlanivimab-ly-cov555-receives-fda">drug from Eli Lilly</a> for people 12 and older with mild or moderate COVID-19 not requiring hospitalization. It’s a one-time treatment given through an IV.

The therapy is still undergoing additional testing to establish its safety and effectiveness. It is similar to a treatment President Donald Trump received after contracting the virus last month.

Lilly’s studies of the antibody drug are continuing. Early results suggest it may help clear the coronavirus sooner and possibly cut hospitalizations in people with mild to moderate COVID-19. A study of it in hospitalized patients was stopped when independent monitors saw the drug did not seem to be helping in that situation.

The government previously reached an agreement to buy and supply much of the early production of Lilly’s drug.

Government treatment guidelines also back using dexamethasone and other steroids for certain severely ill, hospitalized patients.One other treatment has an emergency use designation now — convalescent plasma, or the blood of COVID-19 survivors. No large studies have shown it to be more effective than usual care alone, however.The new drug is part of an emerging family of biologic therapies that offer a promising new approach to preventing serious disease and death from COVID-19. Experts say the infused drugs could serve as a therapeutic bridge to help manage the virus until vaccines are widely available.The drugs are laboratory-made versions of antibodies, blood proteins which the body creates to help target and eliminate foreign infections. The new therapies are concentrated versions of the antibodies that proved most effective against the virus in patient studies.Regeneron Pharmaceuticals Inc. also has asked for emergency authorization for an antibody drug it is testing, the one Trump received.FDA regulators authorized the Lilly drug using their emergency powers to quickly speed the availability of experimental drugs and other medical products during public health crises.In normal times the FDA requires “substantial evidence” to show that a drug is safe and effective, usually through one or more large, rigorously controlled patient studies. But during public health emergencies the agency can lower those standards and require only that an experimental treatment’s potential benefits outweigh its risks.The emergency authorization functions like a temporary approval for the duration of the COVID-19 pandemic. To win full approval, Lilly will have to submit additional research to fully define the drug’s safety and benefit for patients.The government has signed an agreement with Lilly to spend $375 million to buy 300,000 vials of the drug. How many doses that would provide is unclear. Each vial contains 70 milligrams and that dose proved ineffective in the early results. It took four times that amount — 2,800 milligrams — to show any effect.The Lilly drug is authorized for people 12 and older who weigh at least 40 kilograms (about 88 pounds), and who are at high risk for progressing to severe COVID-19 and/or hospitalization. This includes those who are 65 years of age or older, or who have certain chronic medical conditions.___
