DOUGLAS, Wyo. (AP) — Residents in Wyoming have raised concerns after close to a dozen piles of human feces and wads of used toilet paper lined residential roads near a highway rest area that closed during the coronavirus pandemic. 

Resident Jim Skeen has caught people relieving themselves near his home closet to the Orin Junction located 10 miles outside of Douglas. 

The Casper Star-Tribune reported that people have not been able to use rest area toilets after Republican Gov. Mark Gordon ordered the state Department of Transportation to close 10 locations earlier this summer due to budgetary concerns amid the pandemic.&nbsp;

DENVER (AP) — Colorado Gov. Jared Polis has ordered bars and restaurants across the state to stop serving alcohol past 10 p.m. as the number of coronavirus cases among young adults continues to increase. 

He says anybody who has been drunk knows that inhibitions are reduced and social distancing takes a back seat when large groups are involved. 

The order is expected to take effect before the weekend and last for 30 days. 

Last call at Colorado bars is normally 2 a.m. 

The governor previously ordered bars closed as the state saw an uptick in cases, but those serving food were allowed to remain open.

 A total of 122 people have died. Monument Health has announced that it will allow limited visitors in its hospitals beginning on Monday.

Nebraska sees continued high virus counts, more deaths

"Just as Nebraskans have stepped up to the challenge as we work through this pandemic, we've got to work to get Nebraska's economy thriving," Ricketts said.

The Republican governor made a rare second address within the same session, which was suspended in March over fears of spreading the COVID-19 virus. The session&nbsp;<a href="https://apnews.com/659b2f3a271aac20724e3b83489f1e11" target="_blank">resumed&nbsp;</a>Monday.

The governor's address came a day after the Nebraska Economic Forecasting Advisory Board&nbsp;<a href="https://apnews.com/51304d29bad8fb8608c93e8989a8b154" target="_blank">predicted&nbsp;</a>that while the state's tax revenue will likely dip below earlier projections because of the pandemic, the budget picture won't be as bad as previously expected.

Ricketts used that forecast to again push for lawmakers to lower property taxes and approve new tax incentives for businesses. The property tax measure would pump millions of state dollars into local school districts while putting new restrictions on how those districts can generate revenue through local property taxes. The business incentives bill would replace an existing program for businesses that's set to expire at the end of this year.

But the plan is not without its detractors, including Nebraska's public schools, which fear being shortchanged by the plan. Sen. John Stinner, chairman of the budget-writing Appropriations Committee, said this week that he plans to take a cautious approach to the rosy revenue predictions given this week.

Ricketts also urged lawmakers to push through a bill intended to attract millions in funding to the University of Nebraska Medical Center and a proposal to exempt as much as half of military retirement benefits from the state income tax.

South Dakota health officials weigh in on masks in schools

CHADRON – Chadron State College students and employees will have an integral role in the success of the college’s fall semester, according to Vice President of Enrollment Management, Marketing and Student Services Jon Hansen, who leads the COVID-19 Implementation Team.

The Implementation Team was established in the spring to help campus prepare for the beginning of the fall semester by following guidelines from the Centers for Disease Control and Prevention, the Nebraska State College System Office, the Governor’s Directed Health Measures, and Panhandle Public Health District.

Since June 29, the Implementation Team has issued weekly emails to the campus community including updates on developments such as the purchase of personal protective equipment, signage for traffic flow in campus buildings, and screening procedures. The college’s&nbsp;<a href="https://475ti.r.a.d.sendibm1.com/mk/cl/f/r_qtbB7jK1WiLMsPwDt4XB85Rq-vzoFQ0DSuVTXY3tZ2p5L9umPo1hIcAtCZOsv7s08ykUhHylzUA3ptzmVKDMcqF3HqDR6qXRah8yOkmW4mv-zmKcTlQn7b_dUDbqNulMPK-QEmK7lRzLZDDuLo9kKlJ2QAeELlePxQSnKKIw" target="_blank">COVID-19 web page</a>&nbsp;has also been redesigned to better reflect resources and efforts by many departments on campus.

“(Everyone on campus) can make a crucial difference in the way they approach this situation. Develop a habit of embracing the three Ws: Wash your hands, Wear a mask, and Watch your distance. The campus community is a lot of people in close proximity. We need to follow these simple guidelines to be able to stay on campus,” Hansen said. “Wearing a mask helps. It takes some patience and perseverance. However, with time, it becomes easier and more natural.”

As the administration gathers scientific information and discusses it, they have a clearer picture of the overall situation and specifically where CSC sits in that environment, according to Hansen.

Hansen reminds students and employees they have an obligation to be considerate of others and, in return, they should also expect to be treated with dignity and respect. Personal responsibility and clear communication is a central tenet of CSC’s guidelines.

“We all need to get along, from those who are very concerned to those who are less concerned. This may be one the most important things we can learn throughout this entire situation,” Hansen said.

After making initial, fast-paced decisions in mid-March to move all classes to remote methods, college administrators continue to assess the situation and make well-informed plans for long-term safety in academic classrooms, labs, dining areas, recreation, and living spaces when on-campus classes resume Aug. 17.

“Faculty, staff, and students all responded exceptionally well to our pivot in mid-March. It was heartwarming to see everybody come together and complete the spring semester successfully,” Hansen said. “You can prepare for things that have happened elsewhere or that occur here from time to time, but this is unique.”

Because of the distinctiveness of the pandemic and how it affected everyone on campus, Hansen said questions submitted to the President’s Cabinet a few days before all-campus video meetings in April&nbsp; and May 28 were helpful. He said about 130-150 attendees joined the online meetings.

“My observation is that the Zoom meetings were mutually beneficial for Cabinet, faculty, and staff. For example, we might have known a certain topic was of interest, but maybe didn’t realize the extent of interest beforehand. Plus, the campus community could see the issues Cabinet is already aware of and working on,” Hansen said. “It was a great opportunity for dialog. It would be a good thing to continue. We’ll see how it develops.”

In June, Cabinet also hosted interactive video conferences for new fall 2020 students and returning students. Recordings were available to both groups afterward.

“The students had good questions and were very excited to be returning to campus,” Hansen said. “We want to continue student activities as uninterrupted and unchanged as possible. Three things go into that equation: wearing masks, managing the size of gatherings, and maintaining social distancing. We will be monitoring, evaluating, and controlling activities through density, modality, and venue.”

PPHD: Negative test does not mean a person can stop quarantining, 7 more cases announced

OMAHA, Neb. (AP) — State health numbers show cases of confirmed coronavirus continue to pile up in Nebraska. 

The state Department of Health and Human Services' online virus tracker shows 296 cases were confirmed on Wednesday, bringing the state's total to 23,486. 

The site also shows an additional COVID-19 death on Wednesday, bringing the state’s total to 311 since the outbreak began.

 Nebraska's hospitals also showed signs of being affected by the recent increases, with 36% of the state’s hospital intensive care unit beds available Thursday, compared with 42% availability on Monday. 

However, the state's availability of ventilators improved to 81%, compared with 78% on Monday.

Nebraska's confirmed virus cases continue to pour in

SCOTTSBLUFF - Western Nebraska Community College(WNCC) is a recipient of the Nebraska Workforce Retraining Initiative (WRI) Grant by the Nebraska Department of Economic Development. This grant provides funds to administer scholarships to those negatively impacted by COVID-19 who meet certain unemployment or underemployment criteria, allowing them to complete training programs for jobs in high-demand fields. The average scholarship will be approximately $1,100.

"We're excited to be able to offer funded educational opportunities to our communities during these unprecedented times," said Doug Mader, WNCC workforce development director. "We'll be able to assist 137 qualified individuals on their journey to a new or better career after COVID-19 wreaked havoc on their employment and lives."

WNCC offers a total of 10 credit and noncredit training programs that meet criteria to be covered by the WRI scholarship, including Auto Body, Collision Repair, Emergency Medical Technician (EMT), Basic Nursing Assistant (BNA), Medication Aide, Welding, Class A CDL, Electrician Apprenticeship, Computer Support Specialist, and Heavy Equipment Operator - Skid Steer. These programs were identified based on WNCC's ability to provide the requisite skills needed for employment, regional demand, and interest from the industry.

Eligible students must meet one of the following guidelines - be unemployed on or after March 13, 2020, as a result of COVID-19; unemployed between January 1, 2020, and March 13, 2020, and are now unable to find employment as a result of COVID-19; employed for less than 40 hours a week at a job which provides the majority of their income (primary job) due to COVID-19 and wish to be employed full time; employed temporarily at their primary job because of COVID-19, but wish to be employed permanently; furloughed or laid off from a primary job on or after March 13, 2020 due to COVID-19; or had to close their own business, which provided the majority of their income, because of COVID-19 and are now employed at a new primary job with lower wages than their previous employment.

WRI recipients will receive career exploration and coaching from WNCC Career Pathways &amp; Advising staff to discuss labor statistics and job opportunities to allow recipients to make an informed decision about which training program to pursue. Additionally, one-on-one career coaching is available to help recipients rebuild professional self-efficacy and confidence, set short and long term goals, and develop a growth mindset; all of which may have been impacted due to pandemic-induced layoffs, temporary furloughs, and reductions in work hours.

WNCC partners with State to train and retrain workers impacted by COVID-19

OMAHA, Neb. (AP) - Nebraska has seen a surge of people testing positive for coronavirus this week, according to state health officials.

The state health department's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker</a>&nbsp;on Wednesday showed more than 600 new cases of the virus since the beginning of the week, including 264 cases on Monday and 343 on Tuesday. The state's total stood at 23,190 by Wednesday. The site also shows nine COVID-19 deaths so far this week, bringing the state's total to 310 since the outbreak began.

The increases come as at least one Omaha-area health system reported a testing policy change in the face of testing supply shortages. CHI Health announced Tuesday it would suspend its policy of testing patients for the virus ahead of elective procedures.

The system said Abbott Laboratories, which manufactures the supplies CHI Health uses for coronavirus testing, can't meet current demand for the supplies and informed CHI that it would limit shipment of those supplies over then next four to five weeks.

"By suspending pre-procedural tests, we are able to preserve tests for people experiencing symptoms in the communities we serve," CHI Health said in a news release.

CHI Health centers will continue to perform elective surgeries, despite the suspension in pre-procedure testing.

31 states now on NY, CT, NJ quarantine list as COVID spikes

Despite many myths circulating that children cannot carry, contract, or be infected with COVID-19, the Centers for Disease Control and Prevention (CDC) confirms that children and infants have been sick with and carry the virus. Although adults primarily make up most of the known cases to-date, 17% of the confirmed positive cases in the Panhandle and 11.7% in the state have been children in the 0-19 age group.

PPHD: Despite myths children can become sick with and carry COVID-19, 1 more case announced 

WASHINGTON (AP) — President Donald Trump came prepared.

As he took the podium&nbsp;<a href="https://apnews.com/bfb8402551605ff40d8a16efbd827b92">Tuesday</a>&nbsp;to give a briefing room update on the coronavirus for the first time in months, the president was asked an obvious question: If wearing a mask is “patriotic,” as he tweeted this week, why didn’t he wear one more frequently?

“Well, I do actually do it when I need. I mean, I carry the mask,” Trump responded. He reached into his suit jacket pocket and produced his for the cameras: navy blue, with a presidential seal.

“I have no problem with the masks. I view it this way: Anything that potentially can help, and that certainly can potentially help, is a good thing. I have no problem. I carry it, I wear it ... and I’ll continue,” he added.

The comments were a dramatic about-face for a president who, for months, resisted wearing a face covering in public and complained privately he thought it would make him look weak and would focus attention on the public health crisis rather than the economic recovery.

Even as top public health officials, who initially had advised the public not to wear masks, became convinced that face coverings could effectively halt the spread of the virus and begged the public to embrace them, Trump resisted. He mocked Democratic rival Joe Biden for wearing one, asked reporters to remove them and entertained the idea that people might be wearing them to spite him.

“I just don’t want to wear one myself,” he said in April. “I don’t know, somehow sitting in the Oval Office behind that beautiful Resolute Desk — the great Resolute Desk — I think wearing a face mask as I greet presidents, prime ministers, dictators, kings, queens, I don’t know. Somehow, I don’t see it for myself. I just don’t. Maybe I’ll change my mind.”

By Tuesday, as coronavirus cases continue to rise across much of the nation, Trump finally came around, saying, “I’m getting used to the mask.”

“I will use it gladly, no problem with it,” he said, urging those watching to follow his lead.

“When you can, use the mask. If you’re close to each other, if you’re in a group, I would put it on,” he said.

But that pronouncement was too little, too late for some public health officials, who have blamed the mixed messaging and Trump’s personal actions for politicizing mask-wearing and fueling a partisan social divide.

“I think it would have been enormous impact if he had done it from Day One,” said Lawrence Gostin, a public health expert at Georgetown University. He worried that Trump’s words would have only marginal impact in moving Americans who aren’t consistently wearing masks in public to do so.

If, from the beginning, “you had consistent messages at the federal, state and local level, if everyone had been on the same page all along on the importance of masks, we’d be in a different situation,” Gostin said.

And Trump still declined to wear a mask at the briefing — noting that he and the reporters who cover him are frequently tested. And he was seen without one Monday evening at the Trump hotel in Washington, where he attended a fundraiser and ate dinner.

Former House Speaker Newt Gingrich, an occasional informal Trump adviser, had urged the president to wear a mask to the briefing, saying during an appearance on “Fox and Friends” Tuesday, “That’s what’s going to convince people that he’s serious about this.”

Trump tweeted a photo of himself in a face mask Monday, calling it an act of patriotism. He wore one for the&nbsp;<a href="https://apnews.com/7651589ac439646e5cf873d021f1f4b6">first time in public</a>&nbsp;earlier this month during a visit to Walter Reed National Military Medical Center.

Trump embraces masks in an about-face

LINCOLN, Neb. (AP) - The University of Nebraska's new president expressed confidence Tuesday that all four university campuses will be ready for in-person classes this fall despite the threat of the coronavirus.

Ted Carter said the campuses in Lincoln, Omaha and Kearney have already taken steps to welcome back students while minimizing the risk that the virus will spread.

Carter said students who arrive on campus for the fall semester will see smaller, spread-out classes, less crowded dorms, mandatory masks and buildings that are cleaned more frequently.

"We're not going into this with hope and a prayer," Carter said at a news conference with Gov. Pete Ricketts. "We're going into this with a bias for action."

University officials have left open the possibility that they will return to online learning if the pandemic worsens. But Carter said it's important for the university to offer in-person instruction. He said university surveys have shown that the vast majority of students and faculty members want to return for in-person classes, and extra precautions will taken for those who are at greater risk.

"You cannot get the same level of education through a Zoom call," Carter said.

Carter said the university is better-positioned than many other schools because each of its campuses is spread out over large areas, making it easier to keep people at a safe distance. The university has roughly 51,000 students and 16,000 faculty and staff members at the University of Nebraska-Lincoln, University of Nebraska at Omaha, University of Nebraska at Kearney and the University of Nebraska Medical Center in Omaha.

In May, the university's flagship campus in Lincoln announced that it would&nbsp;<a href="https://apnews.com/b2f2b4f84ce69bc070d8fd0860eae147" target="_blank">start classes online</a>&nbsp;for one week on Aug. 17 and then transition to in-person learning for the rest of the fall semester, starting Aug. 24. The semester will be shortened, and scheduled to end before Thanksgiving.

Carter was sworn in as the university's new president in January, just a few months before the pandemic forced widespread closures in Nebraska and the rest of the country. The university&nbsp;<a href="https://apnews.com/ee78cc53e7840129c7815526dd424167" target="_blank">closed its campuses</a>&nbsp;in April as the pandemic worsened.

The campuses also shifted to&nbsp;<a href="https://apnews.com/e8967d9860d335e09c5f7f4ddf8fe8f3" target="_blank">online classes</a>&nbsp;during the spring semester to try to keep the virus from spreading.

Nebraska's community colleges are taking similar steps. For instance, Northeast Community College in Norfolk announced in June that it will offer a combination of small, socially distanced on-campus classes and online instruction.

They also expect to take a leading role in training people who lost their jobs because of the pandemic, said Greg Adams, executive director of the Nebraska Community College Association.

The state has set aside $16 million in federal coronavirus aid to help pay those educational costs. Ricketts said community colleges will administer the program and distribute the money in the form of scholarships for people going into high-demand jobs.

"We need to get (people who lost their jobs) back in the workforce as quickly as we can," Adams said.

OMAHA, Neb. (AP) — A double murder trial in Nebraska will be rescheduled after the suspect's sister, who had been sitting in the courtroom, tested positive for COVID-19. 

Douglas County District Judge Marlon Polk declared a mistrial Monday in the case of Nyir Kuek, who is charged with two counts of first-degree murder in the June 2019 deaths of two men in a Florence-area home. 

The Omaha World-Herald reports Kuek's sister was in court Friday during opening statements. 

She later informed attorneys she had tested positive for COVID-19. 

Douglas County Health Director Adi Pour said the safest action would be to delay the trial. Defense and prosecution attorneys agreed with that recommendation.

CASPER, Wyo. (AP) — The Wyoming Legislature could consider providing up to $2 million to help the state’s tourism sector cope with the economic impact of the pandemic. 

The Casper Star-Tribune reports that the Legislature’s Joint Committee on Travel, Recreation and Wildlife voted to draft legislation providing the compensation for communities and businesses that rely on tourism. 

Lawmakers speculated a vote on the bill may take place in a second special session of the Legislature, although no date was announced. 

The funds would be directed toward relief for business losses incurred as the result of cancellations of events with regional and local significance.

SIOUX FALLS, S.D. (AP) — Health officials say South Dakota's coronavirus test results are being slowed by the surge in COVID-19 in other states. 

South Dakota Health Secretary Kim Malsam-Rysdon says officials have seen a change in the last week in the length of time it takes for a result if the sample is sent to an out-of-state commercial lab. 

 She says it's taking up to a week _ or longer _ to get results from out-of-state labs. She says it's different for in-state labs, and that South Dakota's public health lab is still turning out lab results in 24 hours. 

The Argus Leader reports state epidemiologist Josh Clayton says the delay in test results just means some people are in isolation longer while waiting for test results.

 The 60-day session resumed Monday with plexiglass barriers separating lawmakers in the legislative chamber, mandatory temperature checks to enter and tougher restrictions on who can access the room. 

Lawmakers took the unusual step of suspending their session on March 25 to try to keep the virus from spreading after they passed an emergency coronavirus funding bill.

 They took no other action for nearly four months but still have 17 scheduled work days remaining this year.
