(AP)-A growing number of Nebraska parents are choosing to homeschool their children amid the coronavirus pandemic.

The Nebraska Department of Education had processed 3,400 requests as of Tuesday, up 21% from the 2,800 that had been processed at the same time last year. The total includes parents who were already homeschooling last school year.

Officials said the numbers may go higher still as parents continue to evaluate the reopening plans of their children's schools, the Omaha World-Herald&nbsp;<a href="https://omaha.com/news/education/amid-coronavirus-concerns-nebraskas-homeschool-filings-jump-up-21/article_3345fc3d-1c0c-5858-8037-cd4b88c5739a.html?utm_medium=social&amp;utm_source=twitter_OWHnews" target="_blank">reports.</a>

Stephanie Morgan, a longtime homeschooling parent and advocate involved with several homeschooling organizations in Omaha, said she's been fielding a lot of questions from moms interested in homeschooling. Morgan ran an informal survey on social media and found that most new Nebraska homeschooling parents were doing it because of the pandemic.

Among them is Melissa May, who has decided to homeschool her twin 8-year-old daughters, Gracelyn and Hannah.

"I think the pandemic just gave me a little extra push to do it and give it a try now instead of waiting," said May, whose girls were students in the Bellevue Public Schools last school year.

Nebraska has confirmed 22,361 known cases and 301 virus-related deaths since the pandemic began, according to the state's online tracking portal.

Gov. Ricketts, education officials overview state back-to-school plans

OMAHA, Neb. (AP) - Nebraska's public schools will use a color-coded scale to decide what restrictions they'll put in place when they reopen this fall despite the coronavirus threat, state officials said Friday.

Schools considered to be least at-risk for spreading the virus will be labeled green on the scale, and students will attend classes as normal with some screening procedures in place, according to the Nebraska Department of Education.

Schools facing the greatest risk will be coded red, triggering a return to remote learning only and no participation in athletics.

Meanwhile, schools deemed to be at moderate risk will be categorized as yellow or orange and have restrictions that could include a reduction in the number of students allowed in the building at any one time and a mask requirement when feasible. A school's color will depend on local infection rates, available hospital space and other factors.

"This is going to be a difficult time for everybody, but we all have the goal of making sure kids go back in the classroom this fall," Gov. Pete Ricketts said at a news conference to discuss the state's plans.

Ricketts also reiterated that the state won't force local school districts to require masks.

Ricketts and Education Commissioner Matt Blomstedt said the state's reopening plan is based on conversations with school administrators, the state teachers union and public health officials. The color-coded system is similar to recommendations released by the Nebraska State Education Association, the union that represents Nebraska public school teachers.

Nebraska's coronavirus case numbers have slowly trended downward while cases in many other states have surged, but they ticked up briefly earlier this week, when the state confirmed 318 new cases on Tuesday before dipping back down again. Earlier in the pandemic, Nebraska experienced a surge in cases that came later than in other states.

A leading advocate for Nebraska's K-12 public school teachers said many are worried for their safety and feel that the state is moving too quickly to reopen schools and restart team sports programs.

"Teachers want to back to school, they want to be with kids, but they're concerned that there aren't enough safety measures being mandated, instead of just suggested," said Maddie Fennell, executive director of the Nebraska State Education Association.

Ricketts and Blomstedt said it's important for children to return to school for the social, physical, emotional and nutritional benefits that students may not get at home. Blomstedt said districts are also creating plans for students who contract the coronavirus, and their response "is going to be really dependent on good communication between the school and local health officials."

Nebraska's focus on local control has allowed schools to collaborate with teachers, parents, administrators, custodians and even officials from other school districts to figure out what works best for them, said Josh McDowell, the superintendent of Crete Public Schools.

"This is probably one of those instances where we're not going to have 100% consensus, no matter what we choose to do," McDowell said. "But we've been including people in the process from the beginning."

Nebraska schools to use color-coded scale for virus danger

OMAHA, Neb. (AP) — Nebraska's unemployment rate rose in June, a month after claiming the nation's lowest rate in the midst of the country's coronavirus pandemic. 

The U.S. Bureau of Labor Statistics says Nebraska's seasonally adjusted unemployment rate was 6.7% in June, up 1.4 percentage points from the revised May rate of 5.3%. 

 Despite the increase, Nebraska's rate remained one of the lowest in the nation. 

The national seasonally adjusted unemployment rate for June was 11.1%, a decrease of 2.2 percentage points from the May 2020 rate of 13.3%.

SIOUX FALLS, S.D. (AP) — South Dakota reported 80 new cases of COVID-19, along with two deaths from the disease. While the number of new cases is the highest recorded this week, the average number of new cases over the last two weeks has remained mostly constant. 

Pennington County, which contains Rapid City, recorded the most cases, with 25. 

The state has recorded 7,652 cases of COVID-19, but about 87% have recovered. A total of 111 people have died over the course of the pandemic.

The Rocky Mountain Athletic Conference, which is the conference governing body that includes Chadron State athletics, has delayed a decision on whether or not to alter fall sports schedules, which include football and volleyball.

So, as of today Chadron State is still scheduled to open the football season on September 5 against Western Colorado at Don Beebe Stadium.

As the RMAC stated in its update Thursday late afternoon the Presidents' Council will meet again at a yet-undetermined date to make any additional decisions on the fall schedules or to leave them unchanged.

The conference stated on June 30 that it would make its final decision by Friday, July 17.&nbsp; However, with new COVID-19 information and a delay in getting the NCAA Resocialization of Collegiate Sports guidelines the conference is taking more time to determine if fall sports need to be pushed back or postponed.

Game on! For now... RMAC delays making any changes to fall sports schedules

OMAHA, Neb. (AP) - About 90 people staying at an Omaha homeless shelter have been put in isolation after another guest there tested positive for the coronavirus, according to officials with the Siena Francis House.

The shelter north of downtown Omaha made the move after becoming aware of the positive case on Tuesday, the Omaha World-Herald&nbsp;<a href="https://omaha.com/livewellnebraska/health/after-positive-covid-19-test-about-90-people-are-in-isolation-at-siena-francis-house/article_4114be4f-7644-5d0b-b36d-94a2073133f0.html#2" target="_blank">reported</a>. The unit where the infected man was staying has been deep-cleaned and other common areas of the shelter have been sanitized, said Siena Francis' chief development officer, Chris Knauf.

Shelter guests are now also required to wear masks and have their temperatures taken daily.

"We take the health and safety of our clients very, very seriously," Knauf said.

The development comes as state health officials announced new confirmed cases of the virus and several COVID-19 deaths on Wednesday.

The state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker&nbsp;</a>showed 262 cases were confirmed Wednesday, bringing the state's total to nearly 22,000 since the outbreak began. On Tuesday, Nebraska recorded 318 confirmed cases of the virus - the highest daily total since May 29, when 393 were confirmed. Officials say 291 Nebraskans have died from the virus.

Despite the recent uptick, space available in Nebraska hospitals remained stable, according to the tracker, which showed 38% of Nebraska's hospital beds, 38% of the intensive care beds and 80% of the ventilators still available Thursday.

Gov. Ricketts unveils Coronavirus information website

From the beginning of the COVID-19 pandemic, our focus and priority has been and continues to be on the health and safety of our associates, members and customers.

As the number of confirmed cases has spiked in communities across the country recently, so too have the number and types of face covering mandates being implemented. Currently about 65 percent of our more than 5,000 stores and clubs are located in areas where there is some form of government mandate on face coverings. To help bring consistency across stores and clubs, we will require all shoppers to wear a face covering starting Monday, July 20. This will give us time to inform customers and members of the changes, post signage and train associates on the new protocols.

While we’re certainly not the first business to require face coverings, we know this is a simple step everyone can take for their safety and the safety of others in our facilities. According to the CDC, face coverings help decrease the spread of COVID-19, and because the virus can be spread by people who don’t have symptoms and don’t know they are infected, it’s critically important for everyone to wear a face covering in public and social distance.

In addition to posting clear signage at the front of our stores, Walmart has created the role of Health Ambassador and will station them near the entrance to remind those without a mask of our new requirements. Our ambassadors will receive special training to help make the process as smooth as possible for customers. The ambassadors, identifiable by their black polo shirts, will work with customers who show up at a store without a face covering to try and find a solution. We are currently considering different solutions for customers when this requirement takes effect on July 20.

To help ensure consistency with this new process, all stores will have a single entrance.

At Sam’s Clubs, associates at the entrance will follow the same process with members, politely reminding them of our requirement to wear a face covering when shopping with us. Complimentary masks will be provided if the member doesn’t have one. Or members can purchase masks in the club.

We know it may not be possible for everyone to wear a face covering. Our associates will be trained on those exceptions to help reduce friction for the shopper and make the process as easy as possible for everyone.

As we have seen in states and municipalities with mask mandates, virtually everyone either brings a mask or readily complies with the requirement, and we anticipate that to happen in other areas as well.

We know some people have differing opinions on this topic. We also recognize the role we can play to help protect the health and well-being of the communities we serve by following the evolving guidance of health officials like the CDC. We appreciate the understanding and cooperation of our customers and members in wearing face coverings to protect their safety and the safety of our associates.

Walmart, Sam's Club to require masks

CHEYENNE, Wyo. (AP) — Wyoming will again extend public health orders to contain the coronavirus amid a resurgence of the illness. 

Gov. Mark Gordon announced Monday the latest orders set to expire Wednesday will now be in effect through the end of July. 

Gordon says he's disappointed to see case numbers rise in Wyoming. 

The statewide orders prohibit more than 50 people at a time from gathering in confined spaces without restrictions. 

A range of exceptions include grocery stories and people traveling in groups to work. 

Up to 500 participants and audience members may attend events with adequate social-distancing and sanitizing measures.

Eviction - being removed from your home due to nonpayment of rent. The CARES Act, passed in March, provided a temporary ban on evictions of tenants who live in rental properties with federal assistance or federally backed financing. The idea was to avoid the consequences of removing people from their homes during the COVID-19 outbreak.

Not all renters are covered by the CARES Act. But those who live in public housing like the Alliance Housing Authority, or who receive Housing Choice Vouchers, Section 8 Rental Assistance, the Low Income Housing Tax Credit, or are covered by the rural housing programs received this protection. Renters who don’t receive this assistance from the government may also be protected if their landlord has a federally backed mortgage.

If you live in a covered unit, your landlord cannot file a new eviction action against you for failure to pay rent from March 27 to July 24, and then you have 30 days notice to move. You also will not be charged late fees. However, if you are being evicted for breaching your rental agreement for another reason, you may still be removed from your home.

An unintended consequence of the CARES Act has been receiving a lot of press this month. The Act did not eliminate the obligation to pay rent. All back rent money is due at the end of the moratorium. This worked well for those who were laid off and whose state unemployment was delayed for over a month due to the backlog. When they received their back money, they should have paid back rent. Those who did not pay rent may well be evicted in August.&nbsp;

We also have to realize that property owners have obligations that have to be paid so when rental income isn’t coming in, landlords have difficulty making property taxes and mortgage payments, building maintenance, employee salaries.

Tricia Klemke, Director of the Alliance Housing Authority, is not expecting evictions at a rate higher than usual. The rates for their rental units are based on monthly income, so those who lost jobs or other income had their rental payments reduced, sometimes to nothing.&nbsp;

Along with eviction protection for renters, the CARES Act offered mortgage forbearance for those who have federally backed mortgages. This means that financial institutions like banks could not foreclose on a mortgage for "federally-backed loans," which means loans purchased, secured, owned, insured, or guaranteed by Fannie Mae or Freddie Mac, or owned, insured, or guaranteed by&nbsp;&nbsp;FHA, VA, or USDA. Most home loans in our area fit under one of these programs. This moratorium ended June 30.

Mortgages are frequently assigned (bought and sold or traded among financial institutions) or contracts were signed several years ago, so homeowners may not know whether their loan is federally backed. Fannie Mae and Freddie Mac have easy loan look-up websites to determine if they own a mortgage. See&nbsp;<a href="https://ww3.freddiemac.com/loanlookup/" target="_blank">https://ww3.freddiemac.com/loanlookup/</a>&nbsp;and&nbsp;<a href="https://www.knowyouroptions.com/loanlookup#" target="_blank">https://www.knowyouroptions.com/loanlookup#</a>. FHA, VA, or USDA loans should have language in the mortgage that identifies them as loans protected by those agencies.

Again, it is important to recognize that the mortgage must be paid in full. Homeowners who have asked for forbearance, where the bank would not foreclose and remove them from the home, still owe the mortgage payment. They need to work out an agreement with the financial institution, possibly to add those payments on the end of the mortgage.&nbsp;

Why would the CARES Act have a provision regarding evictions and foreclosures? Nonpayment of rent presents a financial hardship for landlords who cannot cover their expenses. Evictions are devastating to a person’s financial standing, throwing many into deep poverty. Next week’s article will follow up on the consequences of an eviction.

They need to work out an agreement with the financial institution, possibly to add those payments on the end of the mortgage.&nbsp;Why would the CARES Act have a provision regarding evictions and foreclosures? Nonpayment of rent presents a financial hardship for landlords who cannot cover their expenses. Evictions are devastating to a person’s financial standing, throwing many into deep poverty. PPHD: 4 more virus cases announced, active 66

OMAHA, Neb. (AP) — Nebraska health statistics show more than 400 people have been diagnosed with coronavirus so far this week. 

The state's online virus tracker shows 174 cases were reported Sunday and another 227 cases were reported on Monday, bringing the state total to  nearly 20,400. Of the total, 16,025 have recovered from the virus. 

The total number of deaths attributed to COVID-19, the disease caused by the virus, had reached 288 by the end of Monday. 

State officials say 41% of Nebraska’s hospital beds, 45% of the intensive care beds and 80% of the ventilators in the state remained available Tuesday.&nbsp;

Nebraska sees 200-plus coronavirus cases confirmed in 1 day

LINCOLN, Neb.&nbsp;– The State of Nebraska has released June data for&nbsp;<a href="https://www.testnebraska.com/en" target="_blank">TestNebraska&nbsp;</a>&nbsp;testing.

"This&nbsp;past month, we've seen continued success with the Test Nebraska program and expanded the testing through the State by partnering with&nbsp;a number of hospitals across Nebraska to provide free COVID-19 tests. We continue to applaud Governor Ricketts for his&nbsp;success in running TestNebraska and helping the State get back on its feet,"&nbsp;said Nomi Health Chief Operating Officer Joshua Walker.

The statistics below reflect the number of Nebraskans tested for COVID-19 throughout the month of June, by location:

Number of positive and negative test results to date

A total of 1,597 Nebraska residents tested positive for COVID-19 during the month of June. A total of 2,522 Nebraska residents have received positive test results since testing began May 4. Negative test results during the month of June totaled 35,966. A total of 59,759 people tested have received negative test results since testing began. Inconclusive results were shared with 125 people during the month of June; 179 inconclusive results have come back since the start of testing.

Nebraska residents completed a total of 250,278 assessments throughout the month of June. The cumulative total of assessments completed is 648,682. These statistics represent the number of people who fully completed assessments to determine their eligibility to receive a test for COVID-19 to date. The average turnaround time for tests to return results was 34.6 hours during the Month of June; it has taken an average of 41.5 hours to receive test results since the start of testing.

Continued testing is encouraged, especially for students who will be returning to schools.

Nebraskans can complete an assessment at&nbsp;<a href="https://www.testnebraska.com/en" target="_blank">TestNebraska.com&nbsp;</a>. Once the assessment is completed, applicants will receive an email from Test Nebraska informing them of eligibility. For those who are eligible, the email will direct them to select the location, date and time that is convenient for them.&nbsp; A confirmation email will include a bar code, which residents need to print off and bring with them to the testing site. The assessment can be completed via computer or by phone. If an individual does not have Internet access, a relative or friend can help them complete the assessment. Testing sites can now accommodate up to 3,000 tests per day.

DHHS opened a&nbsp;statewide COVID-19 information line&nbsp;to help answer general questions and share the latest information and resources with Nebraskans to help keep them informed. The number is&nbsp;(402) 552-6645&nbsp;or toll-free at&nbsp;(833) 998-2275; hours of operation are&nbsp;8 a.m.&nbsp;to&nbsp;8 p.m.&nbsp;CDT,&nbsp;7 days a week.&nbsp;

Event compliance with the Governor’s Directed Health Measure is essential; moreover, we all have a responsibility to keep our communities safe. Our common goal of getting our kiddos back-to-school is the Panhandle’s united front.
