CHADRON – This summer, students can earn credit in a summer course focused on service learning. Dr. Matt Evertson, who teaches&nbsp;<a href="https://chadronstate.smugmug.com/News/Recent/i-bLSGGww/A" target="_blank">Learning to Serve</a>&nbsp;scheduled to begin June 8, said he is encouraging students who enroll to pursue projects related to the current health crisis.

“Don’t feel helpless by Covid-19, work to beat it,” Evertson said.

Evertson said he will provide alternatives for students not interested in the topic.

A major requirement of the course is for each student to write a formal proposal including research into a problem in the community, a case about the seriousness of the problem, and a plan to address the issue through a service project.

To accomplish an equivalent amount of work to the semester-based course, students taking the eight-week format should plan to spend an average of 16 to 18 hours per week on the course. Evertson said the course is flexible.

“Students check in twice a week and complete the posted activities on their own, at their own pace. Students can predictably arrange their summer schedules around this course. Enrollment is typically small, so they will have more one-on-one help from me,” Evertson said. “Students can work individually or collaborate on projects that will make a big impact on their communities. They truly can learn while serving.”&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Although it is an introductory level course, Evertson admits the goals are ambitious.

“Hopefully my goals are realistic. The important element is students are learning by doing, reflecting on what they have learned in the process of addressing important community issues, and trying to help do something about them,” he said. “Students propose these projects with a lot of hope and ambition, and then they encounter the realities of working with others, arranging schedules, and doing the hard work of service.”

Tracking and writing about what happens between their proposals and the actual projects is where Evertson said the core of inquiry-based learning happens.

“Failure is actually a good thing, as it allows them to write about and learn from the experiences and what they might do differently in the future,” he said.

Evertson is excited about the texts for the course,&nbsp;<a href="https://www.penguinrandomhouse.com/books/588999/tightrope-by-nicholas-d-kristof-and-sheryl-wudunn/" target="_blank">“Tightrope: Americans Reaching for Hope,”</a>&nbsp;by Nicholas D. Kristof and Sheryl WuDunn and&nbsp;<a href="https://www.ucpress.edu/book/9780520274853/life-in-crisis" target="_blank">“Life in Crisis: The Ethical Journey of Doctors Without Borders”</a>&nbsp;by Peter Redfield.

The new version of “Tightrope” focuses on rural America and America. The previous edition had a global perspective.

“It has a lot of inspiration stories and advice and reporting on the more rural and remote parts of the country and what folks are doing to try and overcome poverty, job loss, drug addiction, and more,” Evertson said.

“Life in Crisis” addresses some elements of health-crisis management worldwide. Evertson chose this text when deciding to pivot towards the coronavirus pandemic.

“The reading will show students how dedicated professionals and volunteers have had major success in addressing all sorts of medical crises while also illustrating the challenges that must be overcome,” Evertson said.

CSC dervice learning course focuses on COVID-19

LINCOLN –&nbsp;During the past seven days, the total number of COVID-19-related deaths in the state increased by 28 to 147, according to the Nebraska Department of Health and Human Services (DHHS) data dashboard.

The state case total, as of 5:45 p.m. Central Daylight Time today, is 11,662, marking an increase of 1,890 from last Friday. Local health departments are reporting deaths and cases in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and deaths or cases reported by local public health officials, data reported by the local health department should be considered the most up to date.

Less restrictive Directed Health Measures (DHMs) took effect Monday in the South Heartland, Public Health Solutions, and Two Rivers districts. A&nbsp;<a href="http://dhhs.ne.gov/CHPM%20Maps/NE_Health_Dept_Map_Dec_2016.pdf" target="_blank">map of local health departments&nbsp;</a>&nbsp;is available on the DHHS website. These relaxed measures allow for the limited reopening of dine-in services at restaurants and of salons, barber shops, tattoo parlors, and massage therapy services and increase the per room/space childcare limits from 10 to 15 kids (subject to the usual child-to-staff ratios). The relaxed measures were announced May 11 by Governor Pete Ricketts at his daily coronavirus press briefing.&nbsp; Today, the State posted&nbsp;<a href="http://dhhs.ne.gov/Documents/COVID-19-June-1-Statewide-Sports-Reopening-Guidelines.pdf" target="_blank">reopening guidance for sports&nbsp;</a>&nbsp;under Guidance Documents on the DHHS website -&nbsp;<a href="http://dhhs.ne.gov/coronavirus">http://dhhs.ne.gov/coronavirus</a>.

At the coronavirus briefing on Wednesday, May 20, Gov. Ricketts was joined by Sheri Dawson, director of the DHHS Division of Behavioral Health. Dawson was present to accept the official proclamation of May as Mental Health Awareness Month and Children's Mental Health Awareness Month. She also emphasized the mental health challenges of the ongoing pandemic and gave advice for prioritizing mental well-being. She noted that a number of hotlines stand ready to help.

At that briefing, the Governor said some additional restrictions would ease June 1, when the 14-day quarantine upon returning home would only apply to international travelers.

He continues to urge all Nebraskans to take the assessment provided on the&nbsp;<a href="https://www.testnebraska.com/" target="_blank">TestNebraska&nbsp;</a>&nbsp;website to help identify cases of COVID-19 in the state. After taking the assessment, participants who fit the criteria will be notified via phone or email that they qualify to be tested for COVID-19. Because people can develop symptoms quickly, Nebraskans are asked to update their assessments from time to time as needed.

After someone tests positive, a contact tracer with the local or state public health team will reach out to them with information on safely self-isolating. The contact tracer will also ask questions about where the person has recently been, and with whom they have been in close contact. The information gathered by contact tracers helps to identify other persons who have been exposed to the virus and may be at risk.

The Governor continues to urge Nebraskans to follow the&nbsp;Six Rules to Keep Nebraska Healthy.&nbsp;

Recent studies show that a significant portion of people with COVID-19 lack symptoms and those who eventually develop symptoms can pass the virus to others before showing symptoms, according to the Centers for Disease Control and Prevention (CDC). The CDC now recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (grocery stores, pharmacies, etc.) especially in areas of significant community-based transmission -&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-faq.html" target="_blank">https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-faq.html&nbsp;</a>.

Cloth face coverings are not a substitute for social distancing. Public health officials continue to emphasize that maintaining 6-feet social distancing is crucial to slowing the spread of the virus.

Gov. Ricketts affirms strength of Nebraska hospitals, urges safety over Memorial Day weekend

(AP) - Nebraska public health officials are watching for signs of strain on Omaha's hospitals because they've received a steady increase in coronavirus patients, but the state's top medical official said Friday that he isn't worried yet about the caseload as Gov. Pete Ricketts moves to further ease safety restrictions.

Nebraska Chief Medical Officer Dr. Gary Anthone said that based on his conversations with Omaha-area hospital officials, he doesn't believe the hospitals are at risk of being overrun with COVID-19 patients.

"So far, nobody feels really overwhelmed. ... I can't predict the future, but I'm not worried about it right now," he said at a news conference with Ricketts.

His comments came after a University of Nebraska Medical Center infectious diseases expert said she's concerned about the number of hospitalizations in the Omaha area, even though hospitals statewide still have plenty of capacity.

On Thursday, Ricketts announced that he was&nbsp;<a href="https://apnews.com/30d46c434c6c7246be0720627e300d4d" target="_blank">further loosening social-distancing restrictions</a>&nbsp;in all but four Nebraska counties on June 1, citing Nebraska's statewide hospital capacity and the need to inch back toward normal life.

Dr. Angela Hewlett, medical director of the Nebraska Biocontainment Unit, said the university medical center is at 80% of its capacity. Statewide, Nebraska's hospitals have 43% of their beds, 36% of their intensive care unit beds and 77% of their ventilators available.

"We just keep building," Hewlett said Thursday night on Nebraska Educational Telecommunications, the state's public broadcasting station. "That's what I'm worried about. It's not a big surge, but a gradual building up over the last couple of weeks."

Asked Friday about the patient numbers in Omaha, Ricketts said he's "paying close attention to that area" and getting advice from Anthone and other public health officials, but he gave no indication that he intends to back away from plans to loosen restrictions. He said the caseloads illustrate why it's important for residents to continue with social-distancing safety measures.

Anthone said Douglas County has only seen a net gain of one coronavirus patient in the last 24 hours, from 134 to 135. He said there hasn't been an increase in the number of patients who need ventilators, but as of Friday, the county only had 61 of its 365 intensive-care unit beds available.

However, Anthone said Omaha-area health officials still have a lot of options to prevent an overload, such as sending patients down to Lincoln hospitals that have stable numbers and aren't nearly as crowded.

Health officials reported Thursday that five more people in Nebraska had died of COVID-19 and there were 303 more confirmed cases of the disease. That raised the state's death toll to 143 and its total number of confirmed cases during the pandemic to 11,425, according to the state Department of Health and Human Services. The actual number of people in the state who have contracted the disease is believed to be much higher, as testing hasn't been widely available during the pandemic and some people who get the disease don't show symptoms.

Nearly 78,700 people have been tested since the pandemic began.

For some infected people, especially older adults and people with existing health problems, the virus can cause severe illness or death. But for most people, it causes mild or moderate symptoms, such as fever and cough, that clear up in two to three weeks.

Also on Friday, 11 state senators sent Ricketts a letter calling on him to spend some of Nebraska's federal coronavirus money on rental assistance.

Ricketts previously assigned an executive order designed to protect tenants from getting evicted during the pandemic, but he announced this week that he's going to let it expire in June.

Ricketts sidestepped a question about how he plans to respond to the senators' request, but he said he expects to make an announcement soon on how the state will use its share of the money.

New Nebraska jobless claim drop again after record surge

So, Division II schools are being mandated to cap their football schedules at 10 games.&nbsp; That's going to cause a lot of changes nationwide, and Chadron State must lop-off a contest from its current 11-game slate.

What a disappointment.&nbsp; A gut-punch to the slow-building positive momentum we've been seeing for college football to return.

It's understandable to a degree though, seeing as the NCAA is trying to help maintain competitive balance while primarily looking out for the financial health of smaller colleges in relation to travel costs and road trips amid the fallout from the coronavirus pandemic.

As expected, CSC Athletic Director Joel Smith confirmed the CSC road games at Missouri S&amp;T and Western Oregon will be the first two considered for removal.&nbsp;

What about Wayne State?&nbsp; The Eagles would face former offensive coordinator Logan Masters who went back to his Alma mater in the off-season to help build the Wildcats program he was once a Harlon Hill Trophy finalist for.

Think that's impossible to see this fall?&nbsp; It's not.&nbsp;&nbsp;

I asked Smith about it, and he confirmed the idea of scheduling those two schools, or say, Doane College or Nebraska Wesleyan (NAIA schools) has been discussed if in-state games are needed.

Plenty of major restrictions would have to fall in line for that to actually happen. UNK and WSU play in conferences that only hold games within their league borders, so the MIAA or NSIC would have to be forced into a situation where their teams couldn't play only in-house, or a state within those conferences would have to ban schools from play due to the pandemic.

I mean, at this point the desperation to get a season played is forcing athletic administrators and the NCAA to think way outside of the box, flex regulations, make emergency rulings, and may end up creating the craziest schedules we could ever see.

3 more inmates at Omaha prison center positive for COVID-19

There is currently no vaccine to prevent coronavirus disease 2019 (COVID-19). The virus is thought to spread mainly from person-to-person.

· Between people who are in close contact with one another (within about 6 feet).

· Through respiratory droplets produced when an infected person coughs, sneezes or talks.

· These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.

· COVID-19 may be spread by people who are not showing symptoms.

Unified Command confirms one new case of COVID-19. A Scotts Bluff County female in her teens is a close contact of a previously positive case.

The investigation is complete, all close contacts will be quarantined and actively monitored twice daily for fever and respiratory symptoms by public health officials. There are no community exposure sites identified. Exposure is defined as at least 10 minutes, less than six feet apart.

Testing will be offered from 8-11am and 3-6pm at 18 West 16th Street in Scottsbluff. This is the Panhandle Public Health District office.

LINCOLN, Neb. (AP) — A Nebraska lawmaker who’s worried about the spread of the coronavirus is calling for a legislative rule change that would allow state senators to vote on bills remotely when this year’s session resumes on July 20. 

Sen. Patty Pansing Brooks, of Lincoln, sent a memo to her fellow lawmakers arguing for the change. 

Legislative leaders have said the Nebraska Constitution requires state lawmakers to vote in-person.

LINCOLN – The Nebraska Game and Parks Commission will open first-come, first-served camping on May 22 at Smith Falls State Park, 35 state recreation areas and wildlife management areas for all camping units, including tents.

This decision is prompted by overwhelming demand for camping opportunities, challenges in bringing additional park locations and campsites into the reservation system as planned, and public comments regarding the desire to camp even without normal facilities, which will remain closed. Those include shower houses, designated swimming beaches, playgrounds, and park activities. A limited number of primitive restrooms will be available.

Park regulations allow for up to eight people per campsite. The 35 state recreation areas that will be open include Alexandria, Bluestem, Box Butte, Bridgeport, Buffalo Bill, Cheyenne, Conestoga, Cottonwood Lake, Dead Timber, Enders, Gallagher Canyon, Keller Park, Lake Maloney, Long Pine, Memphis, North Loup, Olive Creek, Pelican Point, Red Willow, Riverview Marina, Rock Creek Lake, Rockford, Sandy Channel, Sherman, Stagecoach, Summit, Sutherland, Swanson, Union Pacific, Verdon, Wagon Train, Walgren Lake, War Axe, and Wildcat Hills.
