Upper Niobrara White NRD office closed to the public

WASHINGTON (AP) — The Trump administration is formalizing new guidance to recommend that many Americans wear face coverings in an effort to slow the spread of the new coronavirus, as the president is aggressively defending his response to the public health crisis.

The recommendations, still being finalized Thursday, were expected to apply to those who live in areas hard-hit by community transmission of the virus that causes COVID-19. A person familiar with the White House coronavirus task force’s discussion said officials would suggest that non-medical masks, T-shirts or bandannas be used to cover the nose and mouth when outside the home — for instance, at the grocery store or pharmacy. Medical-grade masks, particularly short-in-supply N95 masks, would be reserved for those dealing directly with the sick.

The person spoke on condition of anonymity to discuss the proposed guidance before its public release.

President Donald Trump, who was tested again for coronavirus Thursday using a new rapid test, indicated he would support such a recommendation. “If people wanted to wear them, they can,” he said.

“It’s not a bad idea, at least for a period of time,” Trump had said earlier in the week.

The White House said Trump’s latest test returned a negative result in 15 minutes, and said Trump was “healthy and without symptoms.”

Dr. Deborah Birx, the task force’s coordinator, told reporters the White House was concerned that the mask guidance would lead to a “false sense of security” for Americans. She said new data show that the administration’s social-distancing guidelines were not being followed to the extent necessary to keep virus-related deaths to a minimum.

The discussions on face masks came as the White House moved aggressively to defend its handling of the coronavirus pandemic, particularly its efforts to speed the distribution of ventilators and protective equipment needed by medical professionals.

Trump sent a politically tinged letter to Senate Democratic leader Chuck Schumer of New York objecting to his criticism of the administration’s response. “The Federal Government is merely a back-up for state governments,” Trump wrote. “Unfortunately, your state needed far more of a back-up than most others.”

Trump said states should have done more to stockpile medical supplies before the pandemic.

Vice President Mike Pence also announced Thursday that the White House was considering direct payments to hospitals to cover COVID-19 treatment costs for uninsured Americans.

The emerging guidance on masks appeared to be more limited than a Centers for Disease Control and Prevention draft of the guidance, which suggested the recommendation apply to nearly all Americans, all over the country, according to a federal official who has seen the draft but was not authorized to discuss it.

Officials were expected to limit its geographic scope to just those areas where the virus was spreading rapidly, the official said. The formal announcement was expected as soon as Friday.

Under the previous guidance, only the sick or those at high risk of complications from the respiratory illness were advised to wear masks. The new proposal was driven by research showing that some infections are being spread by people who seem to be healthy.

On Wednesday, Eric Garcetti, the mayor of Los Angeles, urged his city’s 4 million residents to wear masks when they’re in public. On Thursday, New York City Mayor Bill de Blasio followed suit in his city, the epicenter of the virus’ spread in the U.S.

In response to recent studies, the CDC on Wednesday changed how it was defining the risk of infection for Americans. It essentially says anyone may be a considered a carrier, whether they have symptoms or not.

The virus spreads mostly through droplets from coughs or sneezes, though experts stress that the germ is still not fully understood.

U.S. officials have been telling people to stay at home as much as possible, and keep at least 6 feet (2 meters) away from others when they do go out. Other advice includes frequent hand washing and not touching your face.

But until now federal officials have stopped short of telling people to cover their faces out in public.

Scientists can’t rule out that infected people sometimes exhale COVID-19 virus particles, rather than just when coughing or sneezing, but there isn’t enough evidence to show if that can cause infection, according to a committee convened by the National Academies of Sciences, Engineering and Medicine to advise the White House.

The question has to do with whether the new coronavirus spreads mostly by droplets that don’t linger for long in the air, or also by tinier “aerosolized” particles. Certain medical procedures, such as inserting breathing tubes, can create those tiny particles, which is why health care workers wear close-fitting N95 masks during such care.

The committee cited one study that detected airborne viral RNA in and just outside some hospital isolation rooms, but noted that it was unclear if that could infect someone.

U.S. Surgeon General Dr. Jerome Adams has repeatedly admonished Americans not to wear face masks, saying they don’t prevent the people who wear them from catching the virus. He and other officials have stressed that surgical face masks and other protective medical equipment have been in short supply and must be prioritized for people such as health-care workers.

The World Health Organization on Monday reiterated its advice that the general population doesn’t need to wear masks unless they’re sick. Since the epidemic began in China, the WHO has said masks are for the sick and people caring for them.

Ricketts defends not ordering shelter-in-place in Nebraska

Panhandle Public Health District can confirm there is a total of six cases in Kimball County with the addition of three people confirmed positive for COVID-19 on April 2, a female in her 40s, and two males in their 60s.

The case investigations for the two Kimball County cases released on April 1 are continuing. Close contacts have been quarantined and are being actively monitored twice daily for fever and respiratory symptoms by public health officials. Contacts that are currently showing symptoms are being tested. The list of potential exposure sites are noted below.

With guidance from Nebraska State Epidemiologists, the recommendation is that everyone in Kimball County check their temperature twice a day and monitor for sore throat, cough, shortness of breath, or diarrhea and, if possible, self-quarantine.

If you have or develop any symptoms, please self-isolate away from other household members and contact your healthcare provider or public health to be tested. Please call before going to any healthcare facility.

Kimball Health Services has announced that one of the cases is a health care administrative employee, not involved in direct patient care. KHS has been implementing strategies over the last month to mitigate the risk of possible exposures. This case does not change how they will be doing work, just enforces why they have been taking the precautions they have been.

KHS will be adjusting their hours starting April 6.

Current positive cases in Kimball County warrant concern with health officials

LINCOLN –&nbsp;Public health officials,&nbsp;health care providers, and laboratories are working daily to increase Nebraska’s capacity to test more people for coronavirus disease 2019 (COVID-19).

”As a state, we are making progress increasing COVID-19 testing availability,” said Dr. Gary Anthone, Director of Public Health and Chief&nbsp;Medical Officer for the Nebraska Department of Health and Human Services (DHHS). “As resources grow, we are expanding those patients recommended for COVID-19 testing and we will continue to prioritize testing of first responders and health care workers.”

Updated COVID-19 testing information for people and providers

Lincoln - Today, Scott R. Frakes, director of the Nebraska Department of Correctional Services (NDCS) announced that staff members will be required to wear face masks&nbsp;while at work. The mandate will apply to staff members who work in the agency’s 10 prison facilities, Cornhusker State Industries (CSI) and in all office buildings and warehouses.

“We continue to take steps as circumstances warrant that will best protect our teammates, our inmates and the public,” said Dir. Frakes.

In addition to staff members, anyone who has business within an NDCS building will be asked to don a mask prior to entry. The list will include contractors, vendors, members of the Board&nbsp;of Parole, attorneys, and others. The masks are designed and manufactured by CSI. They can be hand washed and reused each day. Distribution of the masks will be prioritized, starting at the prison facilities. By early next week, all staff members in every&nbsp;building will have one.

In addition to wearing masks, anyone entering an NDCS building will undergo an expanded screening process that includes answering questions pertaining to potential exposure to COVID-19.&nbsp;Screening of outside visitors has been happening for some time. Staff screening started last week.

“The landscape is changing daily in terms of new information that we receive about this illness and how best to prevent it,” admitted Dir. Frakes. “NDCS will do what is necessary to stay&nbsp;one step ahead of the curve.”

All NDCS staff to wear masks on the job

CHADRON – Chadron State College President Randy Rhine announced Wednesday that&nbsp;<a>Spring</a>&nbsp;Commencement will be postponed to a summer date to be determined in accordance with restrictions on group events in Gov. Pete Ricketts’s Directed Health Measure.

In 2008, a major snowstorm forced CSC to revise end-of-the-year festivities. Ivy Day was moved from Friday night to noon Saturday. The graduation ceremony for students receiving master’s degrees and&nbsp;the ceremony for undergraduates were each delayed by several hours.

According to longtime CSC historian Con Marshall, no CSC graduation exercises have been canceled in recent history.

Pete Ricketts’s Directed Health Measure.In 2008, a major snowstorm forced CSC to revise end-of-the-year festivities. Ivy Day was moved from Friday night to noon Saturday. The graduation ceremony for students receiving master’s degrees and&nbsp;the ceremony for undergraduates were each delayed by several hours.According to longtime CSC historian Con Marshall, no CSC graduation exercises have been canceled in recent history.

The Village of Hemingford understands that COVID-19 is having an unprecedented disruptive effect on customer’s ability to pay monthly bills.&nbsp;Thus, the Village will not disconnect any customer for 60 days (subject to extension) under the following conditions:

The customer subject to the disconnection submits in writing a request to suspend the utility disconnection because of financial disruption to the customer’s personal or business income from COVID-19.

The customer shall indicate briefly the nature of the financial disruption&nbsp;such as:

-Loss of income from contracting COVID-19

-Loss of income from caring for family member that has COVID-19

-Temporary or permanent loss of employment due to COVID-19

Each request will be evaluated by the Village Administrator on a case by case basis.

The customer shall indicate in writing a willingness to commit to a payment plan for the unpaid utility bills.

The customer indicates that they understand that providing false information to a public utility is a violation of Neb. Rev. Stat. 28-901 and 28-909 and is punishable as a class 1 misdemeanor subject to one- year imprisonment or a fine of $1,000.

LINCOLN, Neb. (AP) — Nebraska saw another record-setting surge in unemployment claims last week as the new coronavirus forced more businesses to close and lay off workers. 

The U.S. Department of Labor says Nebraska officials received 24,572 unemployment claims during the week that ended March 29. 

The previous record of 15,700 was set in the prior week as state officials imposed tough new restrictions on businesses and residents hunkered down at home to keep the virus from spreading. 

Nebraska has now had about 40,000 jobless claims in the last two weeks, which is about as many as it normally gets in a year.

Nebraska unemployment surges again as virus forces closures



LINCOLN, Neb. – In a proactive effort to prevent the potential for spread of COVID-19 (coronavirus, the Nebraska Game and Parks Commission will prohibit overnight camping at state parks, state recreation areas and wildlife management areas starting Monday, April 6 through Friday, May 8, with a possible extension.

In addition, the closure of state park area lodging and cabins will be extended through May 8.





The Nebraska Department of Health and Human Services recommends travelers coming to Nebraska or back to Nebraska from out-of-state should limit public interactions, practice strict social distancing, self-monitor for symptoms, and self-quarantine for 14 days, if feasible.

State parks and recreation areas will remain open for day use so guests may enjoy activities such as fishing, hiking, biking and wildlife viewing while maintaining proper physical distancing of at least 6 feet. A limited number of restrooms, which will be disinfected regularly using Centers for Disease Control and Prevention (CDC) protocols, will be available.





The closures are in keeping with national recommendations from the CDC; cities and states across the nation are taking similar proactive measures to prevent the spread of the virus. Game and Parks’ top priority is the health and well-being of the public and its staff.

Refunds will be given to campers who have prepaid fees. The camping closure will be reevaluated in the future to determine if an extension is necessary.





Those still enjoying outdoor recreation should follow CDC guidelines. They include staying home for people who are sick, have knowingly been exposed to a sick individual or are coming from any area of community spread of the virus. People also should avoid crowds, adhere to the 10-person-limit guideline, and bring supplies from home, including food and hygiene products, disinfecting wipes and hand sanitizer.

Game and Parks closing overnight camping April 6-May 8

To protect patients and staff to slow the spread of COVID-19, Box Butte General Hospital (BBGH) has implemented a number of safety measures at the hospital, including the Greater Nebraska Medical and Surgical Services (GNMSS) clinic.

Additional closings include The Multi-Specialty Clinic (MSC). The MSC, Wellness Center, and satellite clinics in Hemingford and Hyannis will be suspended through May 11th in response to Governor Pete Ricketts’ Directive Health Measure implemented March 30th. In addition, time sensitive surgeries will be evaluated on a case by case basis. This is best for the safety of the physicians, staff, and valued patients. Hospital personnel will contact all patients impacted and re-evaluate at the end of next week to extend postponements as necessary.

Greater Nebraska Medical and Surgical Services is offering virtual (telehealth) healthcare visits so patients can see their providers from the safety of their homes. These visits are scheduled in the same manner as a regular clinic visit. If an onsite visit is essential, the clinic staff will work with patients to ensure their safety when coming into the clinic. Well patient visits and elderly patients needing lab draws will be seen in the morning, while afternoon visits will be reserved for patients with acute illness. This service does include the specialty surgeons that typically visit from Rural Partners in Medicine.

Box Butte General Hospital is testing for COVID-19 under direction and authority of Panhandle Public Health District (PPHD). If your healthcare provider has determined that a COVID-19 test is warranted, and approval is given by PPHD, the hospital will work with you on scheduling a test by appointment only. Limited testing is still in effect for the Nebraska Panhandle.

If you are feeing anxious about not being able to get tested for COVID-19, remember testing does not change the treatment. If you’re feeling symptoms of COVID-19, (commonly includes fever, dry cough, and shortness of breath, stay home. Separate yourself from other household members and stay in home isolation until 3 things have happened: At least 7 days have passed since symptoms first appeared; Have been fever-free for 72 hours without use of fever-reducing medication; Other symptoms have improved, such as cough or shortness of breath.

There is currently no special treatment for COVID-19 and the ER is not the most appropriate triage center for people who are not in respiratory distress.

United Way of Western Nebraska is launching a relief fund, the COVID-19 Community Compassion Fund, to help organizations and individuals most in need of assistance. This fund was made possible by a very generous $10,000 lead grant from First National Bank of Omaha. United Way of Western Nebraska is now accepting donations to this fund.

An Ad Hoc Advisory Committee will be formed with community leaders that will work with United Way to advise on the direction and implementation of support to address the needs in the community. The committee will administer grants from the fund in phases to help address immediate needs and short-term and longer-term impacts of the outbreak and recovery. Grants will be released on a rolling basis as the situation unfolds, making it possible to move resources as quickly as possible and adapt to evolving community needs. The process overall will be dependent upon available dollars. Our goal is to notify applicants of granting decisions as expeditiously as possible.

This fund provides nonprofit organizations with flexible resources to address the impact of the COVID-19 public health crisis on our community or other publicly declared crisis, including immediate basic needs, gaps in service, and operational challenges. Preference will be given to the provision of direct services in this context.

The COVID-19 Community Compassion Fund is able to support organizations meeting the following criteria:

· Nonprofit organizations with a 501(c)(3) designation in good standing with the Internal Revenue Service (IRS, or community-based groups, governmental bodies, municipalities, or schools fiscally sponsored by a 501(c)(3) nonprofit organization in good standing with the IRS.

RAPID CITY, S.D. (Rapid City Journal) — A judge has ruled the federal government is required to provide adequate health care to the Rosebud Sioux Tribe as part of a 1868 treaty. 

Federal Judge Roberto Lange ruled this week the Treaty of Fort Laramie guaranteed the government would provide some level of health care in return for the land the Sioux Nation forfeited. 

The tribe sued the U.S. Department of Health and Human Services and Indian Health Service in 2016 after the Rosebud IHS Hospital emergency room was closed because of problems at the facility. 

Tribal members were diverted to hospitals some 50 miles away.&nbsp;

Judge: Government required to provide health care to Rosebud

OMAHA, Neb. (AP) - A state senator whose Omaha law practice often takes him into the Douglas County Courthouse has raised the volume of his calls to close it, citing the COVID-19 diagnosis of a prosecuting attorney.

The prosecutor found out Monday that he was infected. The more than 50 people he'd recently had close contact with at the courthouse - including eight judges, several colleagues and a dozen public defenders - now are supposed to isolate themselves for two weeks. The courthouse spaces have since been deep cleaned.

The call to close the courthouse came as the presiding judge for Douglas County District Court on Thursday ordered all jury trials postponed further until after June 1.

For most people, COVID-19 causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. Older adults and people with existing health problems are among those particularly susceptible.

LINCOLN, Neb. (AP) — Gov. Pete Ricketts is issuing a stern warning to try to pressure Nebraskans into taking steps to keep the coronavirus from spreading, but reiterating that he won't impose a stay-at-home order as at least 31 other states have done.

 His comments came as the number of confirmed Nebraska cases rose to 210 as of Wednesday afternoon, with four people dead. 

New cases have continued to surface daily, with 33 confirmed Wednesday afternoon, up from 25 the previous day and 17 on Monday. 

Ricketts says it appears that statewide social distancing rules are successfully preventing even larger increases, but residents must do more to avoid overloading the state's hospitals.

Health officials report that the latest COVID-19 fatality was a Madison County woman in her 70s who had underlying health conditions. The state's total number of confirmed cases has risen to 214. Nearly 3,600 people have tested negative.
