LINCOLN, NE&nbsp;– On Wednesday, Gov. Pillen and Gov. Reynolds of Iowa led a letter, joined by 13 other Republican governors, directing President Joe Biden to reconsider the CMS proposed one-size-fits-all long-term care staffing requirements’ rule that will force many long-term care facilities to close and erode health care access for some of the nation’s most vulnerable citizens.

“As governors, we are committed to protecting the health and safety of all our citizens, including those in nursing homes in our states. On September 1, 2023, the Centers for Medicare and Medicaid Services (CMS) proposed new regulations for long-term care facilities that impose unnecessary, one-size-fits-all staff requirements. If adopted, CMS’s proposed regulations will force many long-term care facilities in our communities to close, eroding access to healthcare for some of our most vulnerable citizens.

“America’s long-term care industry is facing a full-fledged workforce crisis, hitting lows not seen since 1994. Between February 2020 and December 2022, facilities lost more than 200,000 workers, and industry observers view long-term care as among the hardest hit sectors in healthcare that has still not recovered from the COVID-19 pandemic. Such challenges are especially acute in rural areas. Despite this, the CMS requirements would force over 80% of facilities nationwide to hire more staff at a time when workers, particularly RNs, have never been scarcer.

“In short, Republican governors are pulling multiple levers to ensure these facilities have the staff they need to care for their vulnerable residents. In contrast, your proposed rule treats this complex, deep-rooted problem as something to be solved with a simple wave of the bureaucratic wand. This is not only unrealistic, but it also threatens to unravel the work we have done, while harming the seniors, elderly, and disabled it’s designed to help. We urge you to reconsider your commitment to unfunded mandates and instead enter into a genuine state-federal dialogue on how best to serve residents of long-term care facilities in our states.”

Thanksgiving is coming soon, and it's a holiday traditionally centered around food and family. But what if you're alone? Too busy? Perhaps your family doesn't have the means to prepare the traditional feast. Maybe you just don't like to cook. You could dine at the People Helping People Community Thanksgiving Dinner!

Last year around 400 people were served turkey and all the trimmings on Thanksgiving Day through the People Helping People program. The meal can be enjoyed at Holy Rosary Parish Center/St. Agnes Academy, 1104 Cheyenne Ave, Alliance, from 11:30-1:30. Please enter using the west (Big Horn Ave) doors. Meals may also be picked up for those who want to dine in their own homes. Pick-up is from 10:30-12:00 on the east (Cheyenne) side of St. Agnes.

Over thirty years ago, David and Teresa Boyles began the People Helping People Thanksgiving meal. After David passed a few years ago, Teresa and her daughter Adrianna worked to keep the program going and are still involved. Now People Helping People is coordinated by Rahne and James Girard.

Volunteers are always needed in a project like this! Turkeys will go into the oven Wednesday morning, and help will be needed to debone the birds beginning around 11:00 am. Pie donations are welcome, especially pumpkin pies. These can be dropped off at the Parish Center any time on Wednesday.

On Thursday, Thanksgiving Day, people will be needed for serving the meals and for helping hand out food in the pick-up line. At 1:30 a clean-up crew will be needed to help get the St. Agnes facility back in order.

How is this amazing meal funded? Monetary donations are always welcome and are needed to keep the project moving into the future. You can make a free will donation at the door. Getting ahead: Thanksgiving: People helping People

A new research project at the University of Nebraska-Lincoln’s Panhandle Research Feedlot in&nbsp;Scottsbluff&nbsp;will be studying alternatives to distillers in feedlot diets as the future of biodiesel looks to change. In June 2023, the U.S. Environmental Protection Agency announced the Set Rule for 2023-25 that included steady growth of biofuels for the nation’s fuel supply. While biodiesel saw an increase, ethanol did not. This could mean more soybeans and their by-products would be available as livestock feed, compared to corn.&nbsp;

Pablo Loza, Feedlot Management and Nutrition Extension Specialist at the Panhandle Research and Extension Center is leading the new research project to increase alternatives in diet formulations. The study will have 448 steers putting on weight this 2023 winter, with a series of diets that includes different protein concentrates.&nbsp;&nbsp;

The steers in the trial will be in 56 pens with seven different treatments. The project will evaluate several diets, including a non-by-product diet treatment, where neither soybeans nor distiller grains will be used, as a negative control. Since the majority of feedlots commonly use some kind of by-product diet. Loza will have a positive control diet, using distillers, a common cattle diet.&nbsp;&nbsp;

“We’re going to test diets with equal amounts of protein but with different sources,” Loza said.&nbsp;&nbsp;

Feeding soybean meal to animals is done worldwide, as it provides all the essential amino acids that single stomach or monogastric animals require, such as lysine and tryptophan. They are also highly digestible in soybean meals. Raw or whole soybeans are hard to digest for monogastric animals like hogs or horses because of the presence of an anti-absorption factor that inhibits intestinal enzymes. Cattle with their multi-chamber stomachs or rumen can handle raw and whole soybeans up to a level that is not clearly established.&nbsp;&nbsp;&nbsp;

“We will be replacing one high protein component, distillers grains, with another, which will be whole soybeans, soybean meal, or roasted soybeans,” Loza said.&nbsp;&nbsp;

Loza is catering his treatment plans to allow a producer to be flexible with feedstuffs. The diet will have distillers grains, dry rolled corn, silage, a supplement providing minerals and vitamins, and then the different high protein ingredients. To give producers options if one protein source supply is scarce or economically better options are present.&nbsp;

Nebraska State Patrol have arrested a Kimball motel owner following a shooting at the motel Tuesday.

Tuesday afternoon, the Kimball Police Department was called to the report of a shooting at the Finer Motel, at 4306 East Highway 30 in Kimball. Upon arrival, authorities located a male subject with multiple gunshot wounds. The victim was transported to Regional West Medical Center in Scottsbluff with what are believed to be non-life-threatening injuries.

The Kimball Police Department requested that the Nebraska State Patrol handle the investigation. After preliminary investigation, NSP has arrested the motel’s owner, Leota Kant, 86, of Kimball, for attempted murder, use of a weapon to commit a felony, and discharging a weapon within city limits. The victim had been staying at the motel.

Kant was lodged Tuesday evening in Garden County Jail. The investigation remains ongoing.

The Alliance Lions Club drew the winners of their annual Grocery Kart Shopping Spree raffle at its regular meeting on Wednesday, November 1, 2023.

The first-place winner gets three minutes to fill as many shopping carts as they can with any groceries they want, with certain limits.&nbsp; The winner may take only four of any given item and may not take any alcohol, tobacco, or meat.&nbsp; The winner receives a $50 meat certificate at the conclusion of the run.

This year’s winner is Courtney Svoboda.&nbsp;

The second-place winner of a $50 gift certificate is Jeff Stephens.&nbsp; The third-place winner of a turkey is Terry Curtiss.

&nbsp;The month of November means the start of the Nebraska Public Service Commission’s (PSC) cold weather rule. The cold weather rule provides financially strapped customers of&nbsp;<a href="https://psc.nebraska.gov/natural-gas/providers" target="_blank">Nebraska’s jurisdictional natural gas utilities</a>&nbsp;a little extra time to pay their bills.

From November 1-through-March 31,&nbsp;<a href="https://www.blackhillsenergy.com/" target="_blank">Black Hills Energy</a>, and&nbsp;<a href="https://www.northwesternenergy.com/" target="_blank">NorthWestern Energy</a>&nbsp;cannot shut off service to customers without allowing an additional 30 days to pay beyond the normal bill due date.

The PSC implemented the cold weather rule when it was given regulatory authority over the state’s jurisdictional utilities in 2003. Nebraska communities served by municipally owned natural gas utilities are not subject to regulation by the PSC and are not required to comply with the cold weather rule.

“We are all hoping to catch a break with natural gas prices this fall and winter seasons,” said Commission Chair Dan Watermeier.&nbsp; “If not,&nbsp;<a>the cold weather rule lets jurisdictional natural gas suppliers, and their customers work together to help ensure service is uninterrupted during a time when natural gas usage is typically highest.”</a>

Customer finding it difficult to pay natural gas bills should contact the company to arrange payment. Local public assistance agencies can also be contacted for help with natural gas bills including the Nebraska Department of Health and Humans Service and the Salvation Army.

Taking steps to minimize the impact of higher natural gas prices during the winter months is also important. Consumers can take steps to help lower costs by setting their thermostat a little lower. Gas utilities recommend 68 degrees or lower, and to reduce thermostat settings when a home or building is unoccupied. Check gas appliances and space-heating equipment for efficient operation. Obtain a home energy audit to identify ways to conserve energy and participate in agas company’s yearly budget plan to spread cost through the year.

POST PODCAST: "The Case Of The Knight Museum Ghost"

There was a rollover accident in Scottsbluff early Tuesday morning where multiple people were injured.

&nbsp;Scottsbluff Police Sgt. Philip Eckerberg says in a press release that the accident occurred at the intersection of 5th Ave and East 20th St shortly before 6:42 a.m.&nbsp;&nbsp;

The investigation revealed that a Silver 2009 Acura driven by 71-year-old Valerie Robles of Scottsbluff was northbound on 5th Ave when a white 2023 explorer driven by 65-year-old Galen Larsen of Scottsbluff was eastbound on East 20th St. The Acura driven by Robles, ran the red light and hit the passenger side of the Explorer causing it to roll and end up on its side. 

Robles, Galen Larson and passenger Kathern Larsen, 64-year-old of Scottsbluff were transported to Regional West Medical Center to be treated for injuries.

Robles was cited for a traffic light violation and no seat belt.

&nbsp;The Scottsbluff Police Department, Scottsbluff Fire Department, and Valley Ambulance all assisted on scene.

ALLIANCE, Neb. - The dry edible bean harvest in Box Butte County wrapped up last month. Some direct harvest beans were the last to leave the fields on Oct. 20, including Alliance Farmer Tim Hashman’s, plot outside of Alliance. Hashman is working with Nebraska Extension Educator John Thomas on a University of Nebraska-Lincoln On-Farm Research project dealing with direct harvest and a product called Pod Ceal.&nbsp;

“Pod Ceal is new to me, so we’re trying it with the University,” said Hashman. “To my understanding, it toughens up the pod and makes it harder to shatter by the wind and everything else.”

The trial is in its second year, while the first year didn’t have any significant results. Thomas is interested to see the results this year and if there are any differences.

“We had some light hail in late summer on some of the acres,” he said. “The beans with Pod Ceal appeared to have slightly less bean loss when I checked them after the storm. So we’ll have to see after harvest how the beans compare in yield, harvest loss, and quality.”&nbsp;

The research plot is about 50 acres of an upright bean variety called Gleam. Harvesting upright beans is different than when beans are windrowed. In the later, the whole bean plant is cut, and it lies on the ground in windrows before another pass by the combine harvests the beans. Direct harvest completes the entire process in one pass, but an issue can be bean harvest loss.&nbsp;

“The Pod Ceal product is supposed to help keep the pods from shattering in the field before and during harvest,” Thomas said.&nbsp;

To get an idea of how Pod Ceal performed. Thomas and colleague Gary Stone, Nebraska Extension educator, joined Hashman for the harvest. Thomas rode in the combine, and Stone walked behind the combine, counting the beans on the ground considered harvest loss. Stone used the UNL “Frame Estimator,” copyrighted in 1995, as a management tool for estimating harvest loss. He randomly dropped the frame on the ground and counted the beans inside the square to get a sample of bean loss. Thomas would also gather samples from the combine bin.&nbsp;

“I gather a half gallon of beans so we can get a quality analysis from the bean elevator. They look at splits, cracks, foreign matter, and percent moisture,” Thomas said.&nbsp;

The On-Farm research project replicates the study four times in the field, with and without the Pod Ceal product. Replicating the applications across the field helps remove variability caused by factors such as soil differences, weather, and variable disease or insect pressure.

Hashman and his family have grown upright bean varieties for more than 10 years.&nbsp;

“We really like the harvest system and the upright varieties that they have been coming out with. This year the Gleam (variety) has been doing very well for us,” he said.&nbsp;

Alliance farmer working with Nebraska Extenstion for On-Farm Research project

CHADRON – Chadron State College Student Cordell Farmer of Kit Carson, Colorado, is the Project Strive/TRiO Student of the Month for the month of October. &nbsp;

Farmer, a senior Biology major with a minor in Social Psychology, said he chose Chadron State College because of the opportunities presented to him to play college football. Additionally, he was deciding between going into law or medicine and CSC offered degrees in both.&nbsp;

After a knee injury in high school, Farmer said he was unable to play his first semester at CSC. After recovering, he was able to play for a few weeks during his second semester before being injured again. According to Farmer, that was when he knew he was done with football and needed to focus on his academic career.&nbsp;

While injury ultimately ended Farmer’s football career, he credits his numerous injuries throughout high school and college to his interest in becoming an orthopedic physician. &nbsp;

According to Farmer, that was when he knew he was done with football and needed to focus on his academic career.&nbsp;While injury ultimately ended Farmer’s football career, he credits his numerous injuries throughout high school and college to his interest in becoming an orthopedic physician. &nbsp;“I’ve experienced a lot of orthopedic medicine during my recoveries, and I want to be able to give athletes the same type of orthopedic care that I received,” said Farmer. &nbsp;Farmer said he placed his focus on football over academics as a freshman but learned to love biology as he reflected on his future and decided he had a strong interest in the medical field.&nbsp;Other experiences Farmer attributes to his decision to begin his journey to medical school stem from job shadowing Head Team Physician for the Denver Broncos Dr. Martin Boublik. &nbsp;“I got the opportunity to job shadow Dr. Boublik after he operated on me and I was able to form a relationship with him,” Farmer said. “He inspired me because he was incredibly generous and helpful. I found him to be a very good caretaker and an outstanding physician.”&nbsp;Farmer credits Boublik for encouraging his career path.&nbsp;“When I mentioned shadowing him, he assisted me in going through all the proper channels to make it happen. I’ve had the opportunity to observe other medical fields and while it might be the work Boublik did specifically that caught my attention, none of them interested me as much as this one did,” said Farmer.&nbsp;Farmer chose to minor in Social Psychology because he believes it will be an advantage when he applies to medical school and in his career.&nbsp;“I like psychological theory and being able to understand why people do the things they do, which I feel will help me out greatly as a physician,” he said.&nbsp;After graduating in May 2024, Farmer plans to relocate to attend University of Colorado School Anschutz Medical Campus, his first choice. The University of Nebraska Medical Center (UNMC) is his second choice.&nbsp;Farmer said he is unsure of his exact plans after medical school, but owning his own practice or practicing overseas have both crossed his mind; he believes he will have a better idea of what he wants to do after completing medical school.&nbsp;Farmer is a member of Blue Key, Health Professions Club, TriBeta, and Eagle Mentors in addition to Project Strive. He is a mentor for Associate Professor of Biological Sciences Dr. Rachelle Rider’s 200-level anatomy class. He said these organizations and responsibilities have all helped him, but being an Eagle Mentor is one of the most important. &nbsp;“I became an Eagle Mentor because I wanted to be able to provide support to incoming students,” said Farmer. “My Eagle Mentor was not very active when I had one my freshman year, so I wanted to be the mentor I never had. I wanted to be able to provide support and answer the questions I wish I would’ve had answers to when I was an incoming student.”&nbsp;He also noted that Blue Key has helped provide him with public service opportunities and involvement in community events he would not have had otherwise. He serves as the club’s secretary and treasurer. &nbsp;Chadron State College’s Project Strive/TRiO program, located in the lower level of the King Library, is an academic enrichment program committed to help students succeed. Project Strive also focuses on career exploration, cultural and social enrichment, and self-awareness. To be eligible for the program, a student must be one of the following: A first-generation student where neither parent has a four-year degree, meet low-income status based on U.S. Department of Health and Human Services criteria, or have a documented disability.
