Shortly after 10:30 p.m on July 21, a Scotts Bluff County Deputy attempted a traffic stop on Highland Road in eastern Scotts Bluff County.&nbsp;

 This led to a pursuit, and the driver abandoned the vehicle south of Minatare and fled on foot. &nbsp;

Officers recovered a loaded handgun near the vehicle, and items inside indicating Lance Gibbons was the driver. &nbsp;

Multiple agencies responded and searched the area for several hours unsuccessfully.&nbsp;

Gibbons has a history of flight to avoid arrest and weapons possession.

Agencies involved include the Scotts Bluff County Sheriff’s Office, Scottsbluff, Gering, and Minatare Police Departments, the Nebraska State Patrol, and the Morrill County Sheriff’s Office.&nbsp; &nbsp;

On July 21 at 9:42 a.m. the Scotts Bluff County Communications Center received a report of a single vehicle rollover south of Highway 92 on County Road 26.

20-year-old Caitlyn Charles of Scottsbluff was driving a 1998 Toyota that left the roadway and rolled.

Charles was not wearing a seatbelt and was ejected from the vehicle.

Valley Ambulance transported Charles to Regional West Medical Center where she was being treated for non-life-threatening injuries.   

"Excessive speed is a possible contributing factor, no drug or alcohol use is suspected," Scotts Bluff County Sheriff Mark Overman said. 

Minatare Police Department, Nebraska State Patrol and the Gering Fire Department assisted with this accident.

CHADRON – Several Chadron State College departments collaborated to provide bookmarks to young students involved in western Nebraska libraries’ summer reading program, Oceans of Possibilities.

Christine Fullerton, public services librarian with CSC’s King Library, said the opportunity to distribute the bookmarks to Panhandle libraries at their annual spring meeting was a great way to show appreciation and support for the region's public libraries. The bookmarks were designed by College Relations and funded by Academic Affairs, Enrollment Management, and College Relations.

“It is always rewarding when I get to interact with my public library colleagues,” Fullerton said.

Cindy Osborne with the Western Library System said children, young adults, and adults appreciated the CSC’s&nbsp;support of young readers.

“The bookmarks are as special as they are cute and practical for readers, and they fit the Oceans of Possibilities theme. It expanded our partnerships. People were impressed that CSC was interested in the Summer Reading Program and the children in western Nebraska to the extent they made and provided the bookmarks,” Osborne said. “This collaboration with CSC is unique.&nbsp;We will never know what possibilities it will provide.&nbsp;Maybe in 10 years, a first-year student at CSC will bring their bookmark with them.”

Teri Faimon, Stratton Public Library director, said children were pleased with the magnetic bookmarks in the shape of a narwhal.

Jennifer Holthus with the Grant County Library in Hyannis said summer readers have enjoyed the CSC bookmarks.&nbsp;

“In preparing the bags, we had help from the seventh graders at Saint Agnes Academy and some of their comments included ‘These are so cool,’ and ‘Awesome.’&nbsp; What a wonderful way to add more joy to our Summer Reading Programs,” Horn said.

Chadron State College bookmarks delight young audiences

OGLALA, S.D. (AP) — Officials say a wildfire that started earlier this week west of Oglala has burned about 11 square miles and is 40% contained.

 The fire began near Prairie Wind Casino on Tuesday evening and moved southeast. 

Oglala Sioux president Kevin Killer says local groups from the tribe, such as the Emergency Management Department, focused on structural protection while the federal Bureau of Indian Affairs’ Wildland Fire Management focused on putting out the fire. 

Two air tankers were dispatched to the area. 

State fire meteorologist Darren Clabo said weather conditions, including 40 mph winds, high temperatures and low humidity, most likely contributed to the fire.

Mega Millions jackpot increases for Friday drawing

Spend some time this summer in Nebraska’s state parks. During August, a variety of events are planned for those interested in history, conservation, nature and just having a good time. Here are several examples:

Merritt Reservoir SRA to host Spectacular Stars, Magnificent Moths Nocturnal Insects

Uncover the fantastic world of nighttime insects at Merritt Reservoir State Recreation Area, renowned for its dark skies, on Aug. 4.

The program Spectacular Stars, Magnificent Moths Nocturnal Insects will introduce visitors to the process of “moth lighting.”

In moth lighting, a large bright light bulb and white bed sheet are set up. Moths are attracted to the light and the bed sheet, as a background, will help experts identify different species. Moths will be captured, photographed, then released. Come out and see how many species are captured.

The program starts at 3 p.m., with moth lighting beginning at 8:30 p.m. Meet at the Snake River Shelter.

A Nebraska vehicle park entry permit is required.

Wildcat Hills State Recreation Area invites stargazers to bring a blanket and lie beneath the stars Aug. 27 during its Night Sky program.

The program, from 8:30-9:30 p.m. Mountain time, will begin at the Nature Center. Visitors can explore constellations, mythology and much more. They will have an opportunity to watch the Perseids meteor shower, one of the best meteors showers of the year.

The event is free, but a Nebraska vehicle park entry permit is required.

Learn about the history of dolls Aug. 5-31 at Arbor Lodge State Historical Park. Special doll collections will be on display throughout the mansion.

The display will be open 11 a.m.-5 p.m. Tuesdays through Sundays.

A Doll Tea Party is scheduled for Aug. 14 from 11 a.m.- 2 p.m. in the lodge’s sunroom. Feel free to bring a favorite doll or stuffed animal to also enjoy the event. The tea will include small savories as well as hot and cold brewed tea. Reservations are required as space is limited. Tickets are $20.

Platte River State Park 40th Anniversary Run is Aug. 13

Come celebrate the 40th anniversary of Platte River State Park with a fun, scenic 1- or 3-mile trail run Aug. 13.

Enjoy stargazing at Eugene T. Mahoney State Park

Come to Eugene T. Mahoney State Park on Aug. 19 and enjoy some summer stargazing.

Powerful telescopes will be set up at the park’s golf shack from 9-11:30 p.m. so visitors may get a glimpse at the night sky. Stargazing will begin at dusk. Remember to bring camp chairs or blankets.

Mystery at the Mansion set for Aug. 13 at Arbor Lodge

Come to Arbor Lodge State Historical Park on Aug. 13 for an evening of fun with Mystery at the Manson: Clueless Murder. This old-fashioned whodunit will take place at Arbor Lodge Mansion at 6 p.m.

OMAHA, Neb. (AP) — Union Pacific's second-quarter profit improved a bit, but the railroad's expenses jumped as it tried to reduce the delivery delays that have left its customers waiting for trains at times.

The Omaha, Nebraska-based railroad said Thursday that its profit grew 2% to $1.84 billion, or $2.93 per share, in the quarter. That's up slightly from last year's $1.8 billion, or $2.72 per share.

The results beat Wall Street expectations even though Union Pacific's performance disappointed with two key performance measures — the speed of its freight cars and locomotive productivity — down 12%. The average estimate of seven analysts surveyed by Zacks Investment Research was for earnings of $2.82 per share.

The soaring price of diesel also weighed on the results although fuel surcharges and rate increases helped offset that. The railroad said its revenue grew 14% to $6.27 billion in the period, also topping Street forecasts. Five analysts surveyed by Zacks expected $6.11 billion. But expenses were up 25% at $3.8 billion.

UP CEO Lance Fritz said the railroad's performance improved throughout the quarter after it imposed limits on the number of cars customers could ship, and he expects that improvement to continue as the railroad hires and trains more workers to handle the demand.

Union Pacific said it has added 486 new train crew members so far this year to help move its trains, and it has another 504 in training. The railroad said it is on track to hire about 1,400 people this year, but hiring has been difficult amid ongoing worker shortages.

Union Pacific is one of the nation’s largest railroads with a network of 32,400 miles (52,000 kilometers) of track in 23 Western states.

PPHD in cooperation with the Nebraska Department of Health and Human Services conducts West Nile virus tracking through the months of May to October. PPHD uses light traps to collect mosquitoes for testing. If you see one of these traps around the area during summer months, that means there are ongoing efforts to track mosquitoes. Once mosquitoes are collected, they are sent to the Nebraska DHHS Public Health Environmental Lab.

Panhandle residents are urged to exercise caution when outdoors. To avoid mosquito bites, PPHD recommends:

· Applying mosquito repellent containing DEET, picaridin or oil of lemon eucalyptus;

· Wearing long-sleeved shirt, pants and socks in wooded areas or areas of tall grass;

· Avoiding going out at dawn and dusk when mosquitoes are most active;

· Eliminating standing water to reduce mosquito breeding sites

· Keep window screens in good repair, and;

· Use larvicides that contain Bacillus thuringiensis in standing water that is not easily drainable.

The Panhandle reported 9 human cases and 10 positive mosquito pools in 2021 with the addition of mosquitoes testing positive for St. Louis encephalitis. Prevention will still be the best way to keep you and your family protected against WNV. Call or visit the Panhandle Public Health District office in Hemingford to receive DEET wipe towelettes for your next ball game, trip to the lake, or camping trip and help fight the bite this summer.

GERING, NE&nbsp;– Ranger Christopher Vuille-Kowing will present his program&nbsp;Park After Dark&nbsp;Astronomy&nbsp;on July 26th&nbsp;and August 9th, both at 8:45 p.m. in the field adjacent to the Scotts Bluff National Monument Visitor Center located at 190276 Old Oregon Trail in Gering, NE.&nbsp;

This program is FREE and appropriate for visitors of all ages. Program participants will be treated to Lakota &amp; Pawnee constellation stories, a presentation about nearby celestial objects, and a chance to view these objects through a variety of telescopes. Assisting Ranger Vuille-Kowing will be Professor Tom Robinson of the Western Nebraska Community College and Park Volunteer Bob Wagner. &nbsp;

It is encouraged that attendees bring along a red headlamp or flashlight to assist in safe navigation from their vehicles to the field where the program is being held in addition to bug-repellent spray.&nbsp;

Scotts Bluff National Monument to Offer 2 Night Sky Programs

Capital is an asset. When we talk about social capital, we are talking about people as assets - the people we are connected to. Social capital includes friends, family, neighbors, co-workers - the people who keep us from being socially isolated and who give us a sense of belonging. They tend to be like us and understand where we are coming from. Social capital is one of the most important resources we each have.

How many of us have asked a neighbor for something - an egg needed to finish a recipe? To water our lawn when we are out of town? A ride because our car won't start? Of course, we reciprocate when they need a favor.

How many of us have asked family members for a loan to get us by? Or to watch our children? Or to give us a place to stay when we have a crisis?

How many of us have friends we share our thoughts with? We tell them our stories, what we are doing, what is important to us, what we think is funny. We ask for their help when we want to sell something. We ask them to join us in projects we are working on in the community.

This type of social capital is called bonding capital. These are the people we rely on. They give us emotional and material support and help us get by in our day-to-day lives.

Bonding capital is an especially important resource for people in poverty. Relationships are critical, and families tend to be the center of the world. People trade stories, information, and opinions. They help each other out when money is tight, or the family is facing a crisis. We are more likely to go out of our way for someone we have a bond with, as opposed to someone we know nothing about.

We see bonding capital in immigrant communities, too. Newcomers live near people who are similar to them, speak their language, work in the same businesses. They help each other and make the transition to their new lives go more smoothly.

That has been true throughout the history of America. I grew up in northeast Nebraska where most of the settlers came from Germany in the late 1800 or early 1900's to farm. There were towns near us that were Czech, or Swedish, or Irish; many have summer celebrations of their roots. My great grandparents spoke German at home, sent their children to schools where German was spoken, attended a German Lutheran Church. They maintained and treasured their ethnic heritage until laws passed during World War I made those activities a crime. Their ethnic community continued to help friends and families overcome problems for many decades.

Bonding capital, the social support between family members and friends, is most effective in helping people get by in their current situations, their day-to-day lives.

Next week we will talk about bridging capital, the people we know who are different from us and not in our immediate social circle. Bridging capital are all the other people we have connections with. Our bridging capital can help us get ahead - to create those bridges out of poverty.

Columbus, Neb. –&nbsp;Nebraska Public Power District’s (NPPD) wholesale electric rates have once again ranked amongst the lowest in the country compared to roughly 800 wholesale electric providers.

Several years ago, NPPD wanted to benchmark its wholesale rate against others in the nation, helping the organization to keep a focus on costs, as well as showing how NPPD’s rates compare to its peers. To do this, NPPD established a goal of being in the National Rural Utilities Cooperative Finance Corporation’s (CFC’s) first quartile -- below the 25-percentile mark, which would indicate NPPD’s wholesale rate is among the lowest of peer wholesale utility rates. In 2020 NPPD met the goal by finishing at the 23.2 percentile and now that the data for 2021 has been finalized NPPD’s rank improved further, finishing at the 12.4 percentile.&nbsp;

“Meeting this goal has taken a focus and combined effort by all NPPD teammates,” says NPPD President and CEO Tom Kent. “The excellent performance of NPPD’s generating portfolio and the entire NPPD team has contributed to reaching this goal for the second year in a row. This achievement clearly shows the value of our diversified generation mix.”

NPPD’s wholesale rates have remained steady for five straight years with board members voting this past December to return $74.2 million dollars in rate stabilization funds back to its wholesale customers. NPPD has wholesale contracts with 38 municipalities and 23 rural public power districts and rural cooperatives across the state.

Kayaking Clean Up at Lake Zorinsky set for Aug. 11

Join Nebraska Game and Parks Commission outdoor educators in Omaha for Kayaking Clean Up at Lake Zorinsky on Aug. 11.

Trash bags and gloves will be provided for anyone interested in helping clean up trash while on the water during this night of service and kayaking. A limited number of kayaks will be available for those ages 12 and up who have no experience.

Meet at 6 p.m. in the parking lot east of 168th Street on the north side of the lake at the Zorinsky Lake Trailhead.

Try Birding by Kayak at Oliver Reservoir on Aug. 20

Join the Bird Conservancy of the Rockies to gain a new perspective on birds – from the water. In the Birding by Kayak event at 9:30 a.m. Aug. 20, paddlers/birders will discover the incredible birds that visit Oliver Reservoir near Kimball.

This free event will begin with an introduction to kayaking. Paddlers must be at least 10 years of age. Kayaks, life jackets and binoculars will be provided.

Join Ranger Salomon as he discusses the amazing ability of these animals to adapt to changing conditions and to succeed in living on the Great Plains. While these animals no longer call the Scotts Bluff area home, they continue to thrive in some of our grandest national parks. This program is FREE and appropriate for visitors of all ages.&nbsp;

'Wildlife Encounters on the Trail' to be presented at Scotts Bluff National Monument

Brothers 27th Street Wings and Burgers is a popular place for food and entertainment in Scottsbluff.

Brothers is located at 2621 5th Avenue in the old Applebee's location.

"We wanted to get out of the nightclub business, so we went into the restaurant business," owner Chad Leeling said. "We wanted something around wings. I've always wanted a wings place here. And then we went into wings and burgers,  then decided we wanted steaks, pastas, a little bit of everything that you can't get in this town. We've got a full menu."

Leeling said the name of the restaurant was chosen&nbsp;to honor the special relationships between brothers.

"The way we got the name, we wanted something that kind of brought people together," Leeling said. "So brother, is a person who was there when you need him. Someone who picks you up when you fall. A person who sticks up for you when no one else will. A brother is always a friend. And that's kind of what we're all about here."

Leeling said Brothers has a good selection of burgers. Panhandle Post asked him what his best burger is.

"Probably our firehouse," Leeling said. "It's topped with battered and fried pastrami, jalapenos, sliced tomatoes, a special house made honey sriracha chili sauce, and salsa. That's probably one of our number one sellers. My favorite would be the brother's burger. It's american cheese, hashbrown, bacon, egg, lettuce, tomato and mayo."

Leeling said he loves the Scottsbluff community.

"I love our community, the way everybody comes together," Leeling said. "Whenever we have a problem; somebody has a tragedy, this community just seems to come together. And you know, that's kind of why I like doing these concerts. I don't make any money on them. Actually, most of them I lose money on. But, it just gives something back to the community. It gives people around here something to do."

Leeling has musicians perform on the outdoor patio of Brothers and also books national touring bands at 5 Rocks Amphitheater in Gering.

Just how hot was it yesterday? Several of our stations with sufficiently long records recorded a top 10 hottest day all-time.

The 99F reading in Cheyenne tied for the 5th hottest day all-time with records back to 1872. 

The impressive 111F in Chadron tied for the second hottest day all-time, with records back to 1915. 

Scottsbluff tied for the 4th hottest day all-time, with records back to 1893. 

Note that several additional days may have tied for the final place listed on the graphic below.
