The Upper Niobrara White Natural Resources District (UNWNRD) is hosting the third annual amateur photo contest, in search of natural resources related photos from residents within the District encompassing Box Butte, Dawes, Sheridan and Sioux counties.

The intent behind the photo contest is to get the residents of the District outside to enjoy and capture the beauty in our natural resources close to home. “We have received so many beautiful photos in the past two years, winners are very difficult to decide!” noted Nancy Fisher, UNWNRD Director.

The 2021 winner was Ruthe Meter of Alliance with her winning photo of a mother goose and her goslings titled “Peak-a-Boo” taken at Laing Lake Park in Alliance. This beautiful photo is currently displayed in the UNWNRD Office until the 2022 winning photo is awarded, after that it will be Ms. Meter’s print to keep.

The deadline for the 2022 contest is June 1st. Please see the list below for requirements to enter your photos.

· The photo must be taken within the District (Box Butte, Dawes, Sheridan, Sioux counties).

· The photographer must be a resident of the District.

· The subject of the photo must be natural resources related. Ex: agriculture, nature, wildlife, recreation, etc.

· The photographer must be an amateur. No professional photographers. · The photo must be submitted electronically to: Kylen Armstrong (armstrong@unwnrd.org) and include the photographer’s name, address and phone number.

· Please include a title for your photo as well as the location it was taken.

· Cash prizes will be awarded to the top 3 photographers and the winning photo will be made into a canvas print to be displayed in the UNWNRD office for the next year.

Upper Niobrara White NRD to host annual amateur photo contest

Today at approximately 10:18 a.m. Scottsbluff Police Officers were called to Great Western Bank to investigate a report of a man trying to cash a stolen check. 

Officers arrived and 21-year-old Daniel Hubbard Jr. of Scottsbluff was sitting in a car parked at the drive-up window. One officer contacted Hubbard while the other officer went inside. 

Hubbard was asked to get out of the car. A third officer arrived and stayed outside by the car.&nbsp;

"The officer inside the bank asked the officers outside to arrest Hubbard," Sergeant Philip Eckerberg said. "The officers outside told Hubbard he was under arrest and began to put handcuffs on him when Hubbard pulled away. The officer was able to hold onto Hubbard’s arm and a struggle began."

Hubbard eventually pulled away from the officers and began to run southwest bound towards Broadway. 

"Officers caught up to Hubbard and were able to take him into custody after another struggle," Eckerburg said. "Hubbard was taken to the hospital where he was treated for his injuries."

Hubbard was then taken to the Scotts Bluff County Detention Center and booked in for Forgery, Possession of Stolen Property, Obstructing, Resisting Arrest, Assault on an Officer, Possession of a Controlled Substance (methamphetamine),  and Possession of Drug Paraphernalia.

 Two officers reported minor injuries from the altercations.&nbsp;

Crawford High Graduates of 2022

GRAND ISLAND, NEB.&nbsp; — Troopers with the Nebraska State Patrol have arrested one person after locating more than 350 pounds of marijuana during a traffic stop on Interstate 80.

At approximately 11:40 a.m. Saturday, a trooper observed a Chrysler Pacifica following another vehicle too closely on I-80 near Giltner. During the traffic stop, an NSP K-9 detected the presence of a controlled substance inside the vehicle.

A search of the vehicle revealed 362 pounds of marijuana. The driver, Gerald Robinson Jr, 38, of San Diego, California, was arrested for possession of marijuana – more than a pound, delivery of a controlled substance, and no drug tax stamp. He was lodged in Hamilton County Jail.

2022 Nebraska Passport program underway

LINCOLN – Nebraska State College System Chancellor Paul D. Turman will be Chadron State College’s Spring Commencement speaker. The combined undergraduate and graduate ceremony will be in the Chicoine Center Saturday, May 7, at 10 a.m.

“It is a distinct honor to speak to Chadron State graduates as they embark on the next chapter of their lives. I always enjoy my visits to Chadron and look forward to being on campus and being a part of such an important event,” Turman said.

Turman, who joined the NSCS in 2019, has worked with the governor and legislature to create the Career Scholarship Initiative, approved funding for Chadron State’s Math Science addition and renovation, extended bond funding to address maintenance and repair needs at State Colleges, implemented the 2025 Strategic Plan, and led the State Colleges through the 2019 flood and the COVID-19 pandemic.

Prior to joining the NSCS,, Turman worked for the South Dakota Board of Regents for eight years.&nbsp; He began as the Director of Academic Assessment in 2006 and became the Associate Vice President for Academic Affairs in 2008. As the System Vice President for Academic Affairs, he provided leadership for the academic and research functions of the system by managing initiatives targeted at improving student preparation, progression, and completion through efforts to improve time to degree, increase affordability, and foster collaborative programs.

Previously, as System Vice President for Research and Economic Development, Turman provided leadership to advance grant, research, and scholarly goals by working with state government leaders.

Turman earned his doctorate in Interpersonal Communication from the University of Nebraska Lincoln, his master’s degree from South Dakota State University in Communication, and his bachelor’s degree from South Dakota State University.

He serves on the University of Nebraska Medical Center Rural Health Advisory Committee, the Nebraska Educational Telecommunications Commission, Nebraska Workforce Development Council, and the Nebraska Information Technology Commission.

Snow returns to the Panhandle 

GILBERT, Ariz. (AP) — An amputee athlete from Arizona has set an unofficial world record, running 102 marathons in 102 days. 

Jacky Hunt-Broersma achieved that goal on Thursday and now says she may run two more for good measure. She's been covering the classic 26.2-mile distance every day since Jan. 17. 

The South Africa native runs on a carbon-fiber prosthesis since she lost her left leg below the knee to a rare cancer. 

The previous women's record of 101 marathons in as many days was set earlier this month by Kate Jayden, a nondisabled British runner.

TYNDALL, S.D. (AP) — Prosecutors are weighing whether to pursue the death penalty for a Scotland man if he’s convicted of shooting five people, including three fatally, in Bon Homme County.

 Forty-two-year-old Francis Lange is accused of killing his former girlfriend, Angela Monclova, as well as her father, Librado Monclova, and Diane Akins. 

Vicki Monclova and a 5-year-old girl who has not been identified, were injured in the Nov. 9, 2021 shooting at a Scotland residence. 

Circuit Judge Cheryle Gering has granted a second extension on the state’s death penalty decision. 

She has received a request from both the prosecution and defense for more time to complete Lange’s mental evaluation.

WIND CAVE NATIONAL PARK, SD – Visitors to Wind Cave can now reserve cave tour tickets online up to 120 days in advance. Tickets can be purchased through www.recreation.gov, a website used for reservations at thousands of sites across the country. &nbsp;

“We’re very pleased with the feedback we’ve gotten concerning our reservation system. It eliminated the lines of people waiting to buy tickets that we had last year during spring break,” said Superintendent Leigh Welling. “Half of our tickets will still be available for same day purchase, allowing people on the spur of the moment to tour the cave.” &nbsp;

Tour tickets can be reserved, or canceled, up until three days before the tour. Any unsold tickets would then be available for purchase on the day of the tour. There is no refund for late arrivals or no shows. The park will no longer be taking reservations over the phone for its Candlelight or Wild Cave Tour; they must be made online.&nbsp;

Springing into May at the Alliance Public Library

CAMBRIDGE, Neb. (AP) — A deadly southwestern Nebraska wildfire that has been burning since last week is near to being fully contained, officials said Friday.

Crews have 97% of the Road 702 Fire contained behind fire breaks, the Nebraska Emergency Management Agency said Friday. That has led to fewer firefighters on the scene as management of the fire has reverted to Nebraska officials from a federal regional oversight team.

More than 220 firefighters and other personnel&nbsp;<a href="https://apnews.com/article/wildfires-fires-nebraska-weather-39706b8c0d6b94a6bd707387dc02b7ae">had been working in recent days&nbsp;</a>to dig trenches and create other breaks to contain the fire, which burned an estimated 69 square miles of mostly grass and farm land.

While officials marked crews’ success in containing the flames, they also noted that severe storms were expected to bring back to the region strong winds of up to 65 mph Friday night into Saturday.

“The potential for gusty outflow winds from evening thunderstorms could result in very high rates of fire spread,” the agency said in its statement Friday.

Last week,&nbsp;<a href="https://apnews.com/article/wildfires-fires-nebraska-emergency-management-5fbf79a71c25690f7f979e29f80e27a2">a retired volunteer fire chief helping with the effort died&nbsp;</a>when his truck went off the road in a blinding haze of smoke and dust. The fire has also destroyed several homes and injured several firefighters.

Today, April 29 at 5:30 a.m. the Grant County Sheriff's Office responded to a one-vehicle rollover accident on Highway 2, west of Hyannis.

The truck rollover was caused by heavy rain and hail on the highway.&nbsp;

"Seatbelts were in use and no injuries were reported," Grant County Sheriff Mike Rath said.&nbsp;

The Nebraska Game and Parks Commission approved recommendations for 2022 deer, antelope and elk hunting seasons at its meeting April 28 at Niobrara State Park.

In other business, the commissioners heard a staff update on the Take ’em Fishing challenge, which recently began its fourth season. The challenge encourages anglers to take beginners fishing, snap a photo, then upload it to a website to be eligible to win prizes.

Staff also gave a report on the change in status of wolves. Following a Feb. 10 court order, gray wolves in the contiguous 48 states and Mexico, except the Northern Rocky Mountain population, now are protected under the Endangered Species Act as threatened in Minnesota and endangered in the remaining states, including Nebraska.

The commissioners heard updates on projects at Fort Atkinson State Historical Park, a fisheries public meeting at Lake McConaughy, walleye spawning, and shooting ranges and programs, and heard from Sen. Tim Gragert, who discussed future recreation opportunities and partnerships to benefit Nebraska.

Dean Rosenthal, Fisheries Division administrator, was honored for his 45 years of service to Game and Parks. Gary Howie and Bill Christiansen, both of Hartington, also were honored for 30 years of volunteer service as Hunter Education instructors.

The commission and Sen. Gragert presented a certificate of appreciation and recognition to Niobrara State Park Superintendent Cogan Thompson for his service to the country. Thompson, a Nebraska Army National Guardsman, recently completed a tour of duty in a conflict zone in East Africa.

By Nebraska Game and ParksThe Nebraska Game and Parks Commission approved recommendations for 2022 deer, antelope and elk hunting seasons at its meeting April 28 at Niobrara State Park.Commissioners approved staff recommendations that will help the agency manage big game populations at socially acceptable levels, address declining mule deer populations in some areas of the state, and maintain resident access to hunting permits.Adopted changes to Commission orders pertaining big game hunting include:<ul>
 <li>adding the Pine Ridge deer management unit into the Mule Deer Conservation Area,</li><li>creating permit quotas on Statewide Whitetail Buck and Restricted Statewide Buck permits,</li><li>establishing a sales cap on nonresident either-sex or buck-only deer permits for all permits except landowner and youth,</li><li>adjustments of elk and antelope limited landowner permit quotas to 75% of the general permit quota to meet statute change, and</li><li>minor adjustments on other deer, elk and antelope permits to meet management objectives.</li>

The challenge encourages anglers to take beginners fishing, snap a photo, then upload it to a website to be eligible to win prizes.Staff also gave a report on the change in status of wolves. Following a Feb. 10 court order, gray wolves in the contiguous 48 states and Mexico, except the Northern Rocky Mountain population, now are protected under the Endangered Species Act as threatened in Minnesota and endangered in the remaining states, including Nebraska.The commissioners heard updates on projects at Fort Atkinson State Historical Park, a fisheries public meeting at Lake McConaughy, walleye spawning, and shooting ranges and programs, and heard from Sen. Tim Gragert, who discussed future recreation opportunities and partnerships to benefit Nebraska.Dean Rosenthal, Fisheries Division administrator, was honored for his 45 years of service to Game and Parks. Gary Howie and Bill Christiansen, both of Hartington, also were honored for 30 years of volunteer service as Hunter Education instructors.The commission and Sen. Gragert presented a certificate of appreciation and recognition to Niobrara State Park Superintendent Cogan Thompson for his service to the country. Thompson, a Nebraska Army National Guardsman, recently completed a tour of duty in a conflict zone in East Africa.
