The Scottsbluff Police Department participated in the Driver Sober or Get Pulled Over Traffic Enforcement Wave from December 16, 2022 to January 1, 2023. Scottsbluff Police Department Officers worked a total of 173 hours of overtime funded by a grant from the Nebraska Office of Highway Safety.

This enforcement effort resulted in the following;

Driving Under the Influence 3, No Registration 58, No Seat Belts 10, Driving Under Suspension 10, No Operators License 8, Speeding 9, Minor in Possession of Alcohol 1, Open Container 5, 6 drug paraphernalia, 2 left of center, 2 no lights after dark, 4 traffic light violation, 2 learners permit violations, 8 no insurance, 1 stop sign violation, 1 U-turn, 1 improper lane change, 2 brake light out, 1 failure to yield, 2 leave scene of accident, 1 safety glass, 1 fictitious plates, 1 contributing, 2 reckless driving citations, 4 felony arrests, 5 fugitives apprehended, 3 child safety seat citations.

The Scottsbluff Police Department also investigated 34 Non-Injury Accidents, 2 Injury Accidents, and 1 Fatality Pedestrian Accident during this enforcement period.

A total of 153 citations were issued and 290 contacts were made during this period.

Although this grant is over, the Scottsbluff Police Department will continue to actively enforce traffic laws in Scottsbluff and Terrytown.

Alliance library invites students to LEGO club

Aspiring artists will be able to hone their skills through two drawing classes at the Mid-Plains Community College Ogallala Campus next month.

MPCC art instructor Dik Haneline will teach Graphite Drawing from 9 a.m. to 1 p.m. Feb. 11. The class will examine the techniques, materials and terms associated with using graphite to create artwork.

Haneline will continue the series with Charcoal Drawing from 9 a.m. to 1 p.m. Feb. 25. That class will focus on charcoal as an expressive medium.

Supplies for both classes will be provided but attendees can also take their own if they prefer to do so. The fee for each class is $85.

During the Jan. 3 Alliance City Council meeting, the council approved the donation of a rifle resistant vest  to the Alliance Police Department from the Evangelical Free Church of Alliance.

Councilwoman Tearza Mashburn asked a few questions about the vest.

"Our officers have a vest that they already use for on duty purposes," Alliance Police Chief Philip Lukens said. "This is a plate carrier vest that is used over and above for extreme circumstances, our current vest does not stop rifle rounds. Our vest would handle most pistol rounds and that sort of thing. So, when you have an active shooter situation, officers would be entering that type of situation, they wouldn't have coverage from our current vest. And so we are working toward having in our strategic planning for next year to get rifle plate carriers for all of our officers in the event that they get deployed on an active shooter type of situation. So, that vest would stop a rifle."

Mashburn asked if the vest was chosen by Chief Lukens.

The vest was chosen by Alliance Police Officer Seth McLaughlin.

Alliance Mayor Mike Dafney asked, "Is this something that goes over like the regular vest or a shield that you carry?"

"We have shields we purchased with some asset forfeiture money last year," Lukens said. "That helps us for intervene, but there's nothing to protect the body, so the officer would carry this [outer carrier plate carrier vest] in the car. They would throw that vest over their uniform when they're going in, put on a helmet and they would go in."

Alliance City Manager Seth Sorenson said the vest donation to the APD is very appreciated.

"It also makes a great difference in how the community reacts when there are challenges that need to be addressed," Sorenson said during an interview with KCOW Radio.

For several months we have been experiencing inflation in America. Most things, especially necessities, cost much more than they did a year ago. Your income may be higher; your expenses certainly are! That means it is time to take a look at your budget.

In January we have to deal with the consequences of our Christmas spending. We may have travelled. We may have used our credit cards much more than other times of the year. We may have taken out short-term loans. Now it's payback time!

A budget will show you how much money you expect to bring in, then compare that to your required expenses, such as loan payments, housing costs, and insurance, and your discretionary spending, such as entertainment or eating out.

First calculate your income. Use the net income, or take-home pay, from your paychecks. If this varies, use the average. Add income from other sources like Social Security or child support payments.

Nest the hard part: create a list of your monthly expenses. Some expenses are fixed, which means you make the same payment every month, like rent. Some are variable, like groceries. Use your bank statements, receipts, and credit card statements from the last three months to identify all your spending.

Now you can create a structured budget so your spending is controlled. Figure 30% of your income for housing, which would include your mortgage or rent payment, property taxes, homeowner’s or renter’s insurance. With the way rent went up last year, you may have to allocate 35% and decrease what you have to spend on other things. Next allocate 30% for other required expenses like utilities, groceries, car payments, car insurance, medical insurance, day care expenses, etc. 20% should be spent on reaching financial goals. This might include debt payoff (loans and credit cards), building a retirement account, saving or investing, or charitable donations. Finally, 15-20% should be for wants, which might include television channels, clothing, entertainment, eating out, gifts or toys.

There are several ways experts say to build your budget, so if this one doesn’t work for your financial situation, get online and do a little research. There are also forms you can print and fill in. Some financial experts recommend putting the money for wants as cash into an envelope, and when it’s gone, you can’t spend any more.

If your expenses are higher than your income, you have to cut back. Never spend for a want before something you must have or a bill that must be paid. Decide whether you can trim some things like TV streaming or phone plans. Before you make a major purchase, plug the payments into your budget and make sure you can afford them. Some expenses only occur a few times a

year, so be sure to save for them. Budgets can be destroyed by phantom spending: getting cash from the ATM, buying a cup of coffee or a drink every day, lottery tickets, impulse buys, fees for late payments or insufficient funds.

Every household should create an account that you won’t touch unless there is an emergency. This fund could be used if your car breaks down, or an appliance breaks, or someone gets sick, or you need to travel for a family emergency. This should have about $2,000 in it, and you need to replenish this as soon as you can if you’ve taken money from it. It may take a while to build to that amount, but it is worth it to know you don’t have to get a high interest or payday loan when something bad happens.

The Scotts Bluff County Sheriff’s Office has received multiple reports of scam/fraudulent phone calls happening recently.&nbsp; We have had multiple reports on Tuesday.

In some instances, the caller ID shows the phone number of our office.&nbsp; This is known as “spoofing,” and it’s very common.&nbsp; Crooks use various tools to decide what number shows up in your caller ID.

In some instances, callers have represented themselves and given accurate names of one or more Deputy Sheriffs that work here.

The callers are telling citizens that either there are arrest warrants for them, or that they have missed jury duty.&nbsp; In both instances the callers insist that citizens must pay a fine to avoid arrest.&nbsp;

To pay the fine, they must purchase some sort of gift/money transfer card that is available at multiple retail establishments.

The callers provide a call-back number that does NOT belong to the Sheriff’s Office.

If you buy a gift card and call them back and give them the numbers from that card, your money is gone.&nbsp; It is extremely unlikely that law enforcement will be able to track down the perpetrators and retrieve your money.

Law enforcement agencies NEVER phone people and ask them to purchase any type of gift or money transfer card to pay fines or fees.

LINCOLN, NE –&nbsp;Governor Jim Pillen was joined by Lieutenant Governor Joe Kelly, Attorney General Mike Hilgers, and State Patrol Superintendent Colonel John Bolduc for the signing of a proclamation declaring January "Human Trafficking Awareness Month." The event highlighted Nebraska's efforts in the last year&nbsp;to combat human trafficking in Nebraska including the adoption of a new human trafficking hotline from the State Patrol and the Attorney General's 2022 Human Trafficking Report.

"Together through all these efforts, we can uncover and stop human trafficking in our state and protect the dignity of human life," said Governor Pillen. "I would ask everyone to join me, Attorney General Hilgers, and Colonel Bolduc in this fight by becoming more informed, staying vigilant, and telling law enforcement when you see signs of human trafficking."&nbsp; Speaking to legislative efforts, Gov. Pillen thanked state senators for their work in addressing human trafficking crimes, nearly a dozen bills have passed since 2006. He emphasized that every citizen has a role to play in combatting these crimes.

Following the signing of the proclamation, Attorney General Hilgers highlighted the following from the newly published report by the Nebraska Human Trafficking Task Force (NHTTF):

Gov. Pillen declares January 'Human Trafficking Awareness Month'

Alliance –The Alliance Nutrition Site will be hosting a Valentine’s Dinner on Tuesday, February 14th at 5:30 pm. Family members and friends are welcome to join their loved ones for dinner. If you are interested in attending the Nutrition Site Valentine’s Dinner, please RSVP with Angie by Wednesday, February 8th by 3pm.

As to not affect those who cannot join us for the Valentine’s Dinner, the Nutrition Site will still be serving Home Delivered Lunches from 11am – 1pm on Tuesday, February 14th. However, they will not be serving a congregate lunch in order to properly prepare for the dinner.

WIND CAVE NATIONAL PARK, S.D. – Backcountry areas of Wind Cave National Park will be closed to hikers from January 17 to February 17, twenty-four hours a day except on weekends. This closure will allow park staff to&nbsp;undertake a management operation to reduce the presence of chronic wasting disease (CWD) in the park’s Rocky Mountain Elk population.&nbsp;&nbsp;&nbsp;

Elk will be removed to maintain the population at the park’s desired target level. This action is consistent with the range of options presented in the Wind Cave Elk Management Plan/ Environmental Impact Statement signed in 2009.&nbsp;

Park resource management staff will be taking approximately 40 animals in affected areas of the park during this time. Every animal taken will be tested for CWD. Meat from animals testing negative for CWD will then be donated to the Pine Ridge Indian Reservation. &nbsp;

For the safety of park visitors, the park’s backcountry will be closed to allow for the safe removal of animals through this selective reduction of herd density. Backcountry areas will be open on weekends, and the park’s Red Valley and Highland Creek Roads will remain open the entire time. &nbsp;

This operation is part of a long-range study being conducted with the USGS to determine if lower elk density levels correlate to lower CWD prevalence rates. This information will help inform federal and state wildlife managers regarding the long-term health of the species.&nbsp;

Nevin Lawrence will be a guest speaker talking about weed management in our cropping systems and Jeff Bradshaw will be speaking on Wheat Stem Sawfly and other insect related topics on dry beans and sunflowers. Gary Stone will be talking about ET Gauge use and application in our Ag systems. All speakers will present in person at the meeting this year.

CHADRON – Chadron State College has announced plans to celebrate Martin Luther King Jr. Week Jan. 16-19. The theme of the free, public events is Because of You–We Are Here.

On Monday, Jan. 16, a day when classes do not convene across the Nebraska State College System, CSC will host its annual MLK Walk from Main and Third Streets to the Lindeken Clock Tower at 11 a.m. At 6 p.m. Ira Knight will perform From Myth to Man, a one-man play he wrote, in the Student Center Ballroom.

According to Jen Schaer of the Diversity, Equality, and Inclusion (DEI) committee, the event supports student leadership development and diversity, as well as reaffirming each individual’s humanity and purpose.

“The play will create impressions that should deepen people’s personal connection to Dr. Martin Luther King Jr. as a human being,” she said.

On Tuesday, Jan. 17 at 6 p.m., the DEI committee will host a meet and greet followed by dialogue circles in the Student Center Ballroom designed with the purpose of increasing understanding for participants about how they can help make others feel comfortable and willing to explore racial topics.

CSC alum and sports marketer DeAndre Barthwell of Las Vegas will speak via video teleconference Wednesday, Jan. 18 at 6 p.m. in the Student Center’s&nbsp;Bordeaux Room. I am Here – Because of You!

WIND CAVE NATIONAL PARK, S.D. - Wind Cave National Park will offer free tours on&nbsp;Martin Luther King Jr. Day, Monday, January 16.&nbsp;

A tour of the Fairgrounds will be offered at 1 p.m. This tour is 90 minutes in length and traverses 450 stairs with a maximum tour size of 40 people. Tours of the Garden of Eden area of the cave will be offered at 10 a.m. and 3 p.m. This hour-long tour has 150 stairs and a tour limit of 30 people. Both tours will view the&nbsp;boxwork cave formation for which the cave is famous.&nbsp;&nbsp;

While the tours are free, tickets are limited. Half of the tour tickets will be available at&nbsp;<a href="http://www.recreation.gov/" target="_blank">www.recreation.gov</a>&nbsp;up until 3 days before the tour. Any remaining tickets, and the other half of the tickets, will be available for same day purchase in person at the visitor center. All tours begin at the visitor center located ½-mile off US Highway 385.&nbsp;&nbsp;

NE state parks featured again in RV reality show including Cowboy Trail, Smith Falls

The Box Butte County Sheriff's Office was called to a vehicle accident on Jan. 5. 

On Jan. 5 at approximately 4:45 p.m. a 2006 Ford Taurus driven by 28-year-old  Jordan Appel was eastbound on Nance Road and 25 Street going approximately 27mph. Appel lost control of the vehicle due to ice on the roadway and slid into the north ditch.&nbsp;

Appel was the only person in the vehicle. 

The vehicle received approximately $200 - $400 in damage according to the party involved.&nbsp;

Box Butte County Sheriff Deputy Tim Wangler said there, "was possible involvement with alcohol."

Nance Road was closed briefly until the vehicle was towed from the ditch. 

The Alliance Police Department assisted with this accident.

The 2023 mountain lion hunting season in Nebraska’s Pine Ridge closed Jan. 8 when the harvest sublimit of two females was met.

The season opened Jan. 2. Excellent snow tracking conditions likely helped hunters find success during the season.

In accordance with the Nebraska Game and Parks Commission’s management objective, the harvest of mountain lions allows the population to remain resilient and healthy, while halting growth or moderately reducing the population size.

Alliance Police Department: The media report 

The Chadron Police Department recently participated in the annual Drive Sober or Get Pulled Over Campaign event this holiday season, between December 16, 2022 and January 1, 2023

This year between December 16 and January 1, the Chadron Police Department, through grant money provided by the NDOT, increased the number of officers patrolling in the Chadron are. Those officers were able to focus on searching for drunk and impaired drivers. The event was a success in that there were 33 total contacts made with the following outcome:

16 warnings for head or tail light infractions, 6 speed warnings for 6-10 mph over the speed limit, 1 citation for 11-15 mph over the speed limit, 3 stop sign violation warnings, 2 citations issued for no operator’s license, 1 citation issued for minor in possession of alcohol, 1 warning for illegal u turn, 1 citation for no registration in vehicle, 1 warning issued for failure to yield right of way, 2 arrests for driving while intoxicated (alcohol only), and 1 warrant arrest.

Bring a friend, make new ones and get wild on the dance floor with Girl Scouts. It’s all free.

Children of all ages are welcome plus parents and caregivers are invited, too. 

This event is a collaboration of local Girl Scout Spirit of Nebraska chapters and the Alliance Public Library.
