On Feb. 18 ten bands from all over the Panhandle will come together for the "Sound System Fund Fest" in the basement of the Scottsbluff Elks Club. This all day concert will help raise funding for a new PA sound system in that venue. 

The bands include: The Vellichors, The Greendales, Shon Townsend Band, Avid Dischord, Loaded Dice, GBR, Brindelmire, Roger Dodger, Kalin Krohe Reference and Kiss Pup. 

The concert starts at 2 p.m. and will go until 12 midnight. 

"The idea is to have a venue in Scottsbluff that allows for any band to put on a show at little to no cost to the audience; having a PA system at the venue allows the bands that don’t have access to a sound system...now do," Sound System Fund Fest event organizer, The Vellichors bassist and Elks Club member Mike McKnight said. "Also, having the PA available at no cost to bands allows that we can do no cover charge's, so everyone can enjoy the shows. We kicked around the idea of all the bands pitching in to pay for it, but this seemed like a lot more fun!"

Derek Johnson is a bassist that performs in multiple bands in western Nebraska including: Loaded Dice, Shon Townsend Band, Kalin Krohe Reference, and other bands that will not be at the event. 

"I just love to play music; this gig is a jump start to something bigger. Playing with three different bands for this gig feels like I'm hogging all the fun," Johnson laughed. "No, but truthfully when I take the stage and play with multiple groups, a lot of people take notice and always comment and ask me questions about music and how I do it. It makes me feel like an inspiration, and that feels good. We need more musicians in the area. Hopefully I can inspire some young bass players to carry the torch, and then I won't have to hog all the gigs anymore."

McKnight said there will be a huge variety of music for people to enjoy. 

"We will have a little of everything the Valley has to offer for bands," McKnight said. "We tried to get just about every band we could to this event because they all have something to gain from this. We will have a lot of rock bands, classic, original, cover, along with acoustic acts. All of these bands have something to gain from this venue and the hope is that everyone uses this as a place to build their audience and a place where all ages can enjoy it."

Local musician, Crossroads-Alliance Music Store Manager, Bands on the Bricks-Alliance FOH (front of house) sound engineer and guitar music teacher Shon Townsend said he is excited to perform at the concert. 

"It’s awesome to be included on this bill with all these great bands," Townsend said. 

He said a venue like this is important because, "it gives a place for bands to play live music."

McKnight said this venue will be great for original bands that create their own music as well. 

"There really isn’t a place for original music or music that bars consider risqué in the Valley," McKnight said. "If you go to a bigger city, their are plenty of places that embrace original music. The hope is that we will have a place where all music is welcome and all groups, no matter the genre, are welcome."

10 Panhandle bands join together for fundraiser in Scottsbluff

Horseback riders are among those sure to appreciate upcoming improvements to Fort Robinson State Park.

Plans include a $1.2 million addition of campsites and facilities for visitors traveling with horses, said Jim Miller, park superintendent.

Late this summer, construction will begin on an expansion to the equestrian campground at the northwest corner of the main park complex, doubling its size. Included will be 24 additional sites with hook-ups to 50-amp electricity, water and sewer. Also new will be an adjacent 30-pen enclosure for stalling horses outside. That facility will complement the recently renovated historic Mare Barn, which also still will be available for boarding horses.

“Not everybody likes to have their horses stalled inside, especially during the hot weather,” Miller said. “They’ll have a choice this way.”

The new sites will be among many improvements to the park’s campgrounds in recent years. For instance, a new showerhouse was installed at that campground in 2022.

Miller said contractors are making progress on the electrical upgrade to the Soldier Creek Campground that began late last year. When finished, 50-amp electricity will be available at each site.

“The weather has kind of set them back, but they’re still hoping to be done at the end of March. I’m really hoping it will be operational before we open up for camping season,” he said.

In 2021, 42 additional full hook-up sites were added to the park’s Red Cloud Campground.

The park also is improving preservation for two buildings that house personnel of the Post Playhouse summer theatre and the park’s historical bandmaster’s quarters. The aging native stone and brick foundations are being replaced with concrete under the three buildings. Instead of resting near the ground as they have, the buildings will have a 4-foot tall crawlspace.

Thanks to funding obtained by the Post Playhouse board, the theatre is receiving new seating this year. The old seats have been removed, and the new ones are expected to be installed before summer.

Upcoming improvements at the park also include upgrades to one of its lodge rooms to comply with the Americans with Disabilities Act.

A number of the park’s historic buildings have received new sidewalks, steps, roofing and siding in recent years. Also, new flooring has been installed at the park’s offices, the Buffalo Soldiers Barracks and numerous cabins. Some of the latter also have received new cabinetry.

These projects largely have been funded by Capital Maintenance Funds, which were established by the Nebraska Legislature in 2016 to help preserve Nebraska’s public outdoor recreation facilities and parklands; state and federal sources such as the Land and Water Conservation Fund; and Nebraska Game and Parks’ funds generated from user fees of the state park system.

Expanded equestrian amenities coming to Fort Robinson in Dawes County

CHADRON – In July 2022, Chadron State College Professor Dr. Matt Brust was about 30 miles northeast of Rawlins, Wyoming, along the South flank of the Ferris mountains, at an elevation of about 7,000 feet, looking for tiger beetles. He didn’t find any of the species he was seeking, but did make an exciting discovery.

“I have this habit of going to places in the middle of nowhere. One of the neat areas I've been exploring is sand dune complexes in southern Wyoming. They are massive. Each dune is 1/4 to 1/2 mile across, one after another as far as the eye can see. It's a unique complex,” Brust said.

The tiger beetle he was seeking was not there, but he saw a number of apparent scarab beetles that looked like bumblebees zipping around.

“These were very different from anything I'd seen. The way the wing covers actually look like a bee. I caught five, kept one, and pinned it. It will end up in the CSC collection. I looked on a website called Bug Guide. They look similar to Lichnanthe ursina, but that species is only along the West Coast. There's another member of the genus that gets into Utah but it doesn't look anything like the specimens I found.”

Brust contacted Dr. Matt Paulsen at the University of Wyoming asking for his opinion about the find. Paulson said it may be a new species. According to Brust, Paulsen and Dr. Brett Radcliffe at the Nebraska State Museum are generally considered the leading scarab beetle experts in the world.

Brust plans to return to the same area in July 2023 to collect more specimens because the process of officially describing a newly discovered species involves collecting a series of specimens to represent variations in color, markings, and size. Brust said the naming of a new species can be based on something about its appearance, the area where it was collected, or the person who discovered it. He and Paulsen went to school together so it might be named for Brust, but he isn’t holding his breath.

Scarab beetles and their close relatives have large antennae and round, plated bodies such as dung beetles and June bugs.

“We’ve got a couple in Nebraska that look very much like bumblebees. Mimicry is something I cover in my classes. There are a lot of imposters because if you look like a bee then predators like birds don't mess with you,” he said.

What are the benefits of living in a sand dune area? I wonder what the heck the larvae survive on. Maybe roots in the soil. Why do organisms live in these really tough environments? They've got two things going for them. One, there are not many predators and, two, there is not much competition. So if you can survive that environment, you get all those resources to yourself.”

Our Road trip today found us in  Chadron at Helens Pancake and Steak House. 

 I have heard they have fantastic breakfast, but we have never managed to get there early enough. 

 Today, like always...thinking what sounds good, salad bar. So, lets head for Chadron. Helens always has a good one. 

Our soup was broccoli and cheddar, which was so very good. And the salad bar, fantastic is all I can say. Lettuce fixings of course, but other salads as well. 

  Another favorite at Helens, is the hash browns. We asked for them extra crunchy and they know how to do it. Fantastic! We have had everything from burgers to steaks, to the best liver and onions anywhere. And never had anything less than a wonderful meal. 

 Today our waitress was Audra, she was such a sweet gal, very attentive. Stopped by several times. Probably one of my favorite&nbsp;waitress's I have encountered in a long time. 

When you stop in, ask&nbsp;or her, you will be glad you did. The other gals working there were a lot of fun too. Looks like it must be a great place to work. 

 Helens is located at 950 W Highway 20 in Chadron.  Or when you get to the stop sign at the junction, turn left, go up a few blocks and its on the right. They have a great menu, prices are beyond reasonable. And a great place for family or friends. See you there!

It's that time of year when a new Congress has been seated in Washington and the Nebraska Legislature is in session in Lincoln. Both levels of government are debating tax proposals, claiming that what we currently have is unfair. What determines fairness in taxation?

Before we focus on fairness, realize that our governing bodies will look at several criteria to determine whether a tax is politically acceptable. Will the tax produce enough revenue to help the government perform its functions? Does it have low administrative costs? Is it easy to understand? Can we ensure that it doesn't hurt the economy?

Most taxes meet these criteria when they are first passed. However, over time they might be manipulated to meet the needs of special interest groups who want to avoid paying their share. Think about all the credits and deductions offered on income tax, for example. In future articles we will look at several of the specific taxes we pay, the reasons for their passage, and whether there are problems with them today.

Taxes are either regressive or progressive, with the ultimate goal being that they are proportional, meaning everyone pays about the same percentage of their income to support government. Regressive taxes take a larger share, sometimes much larger, from low-income people. Progressive taxes have higher rates for high earners.

When we discuss fairness, the first thing we look at is benefits received. Some taxes are tied to specific benefits; for example, gas and tire taxes are used to fund highway construction. Property tax funds local projects like schools, county roads, and city streets.

Our government also uses the benefit principle to influence behavior. Tobacco use is discouraged by high taxes on cigarettes, cigars, chewing tobacco, and vaping products. We pay high taxes on alcohol to discourage its use. These taxes are incredibly regressive, punishing the poor for their "vices". The government also influences behavior by offering tax credits and deductions for things like installing energy efficient products, going to college, or saving for retirement.

The next fairness issue is ability to pay, a concept of tax fairness that states that people with different amounts of wealth or different amounts of income should pay tax at different rates. Wealth includes assets such as houses, vehicles, stocks, and bonds. Income includes wages, interest, and dividends.

In 1909 Senator Norris Brown, republican from Nebraska, proposed a Constitutional Amendment to allow the government to levy an income tax. The United States ratified the 16th Amendment in 1913. The new income tax was set up to be progressive to counter all the

regressive taxes paid in the nation. Only the wealthiest individuals and corporations paid this tax until after World War II.

Some taxes are hidden. Excise taxes, for example on gas or alcohol, are added to the price of the product. Sales tax, on the other hand, is listed on the receipt when we purchase items.

Sometimes we pay layers of taxation, where the same money might be taxed more than once. Corporate profits are taxable income for the business, but also as taxable income when they are paid out as dividends to shareholders. Income is taxed when it is earned and again when it is spent. Social Security is a tax withheld from our paychecks, and we pay income tax on it when it is paid out to us.

When politicians talk about passing a Fair Tax, be aware that they are using propaganda. Taxes are complicated! But we have to pay them, because a society cannot function without a government.

Both levels of government are debating tax proposals, claiming that what we currently have is unfair. What determines fairness in taxation?Before we focus on fairness, realize that our governing bodies will look at several criteria to determine whether a tax is politically acceptable. Will the tax produce enough revenue to help the government perform its functions? Does it have low administrative costs? Is it easy to understand? Can we ensure that it doesn't hurt the economy?Most taxes meet these criteria when they are first passed. However, over time they might be manipulated to meet the needs of special interest groups who want to avoid paying their share. Think about all the credits and deductions offered on income tax, for example. In future articles we will look at several of the specific taxes we pay, the reasons for their passage, and whether there are problems with them today.Taxes are either regressive or progressive, with the ultimate goal being that they are proportional, meaning everyone pays about the same percentage of their income to support government. Regressive taxes take a larger share, sometimes much larger, from low-income people. Progressive taxes have higher rates for high earners.When we discuss fairness, the first thing we look at is benefits received. Some taxes are tied to specific benefits; for example, gas and tire taxes are used to fund highway construction. Property tax funds local projects like schools, county roads, and city streets.Our government also uses the benefit principle to influence behavior. Tobacco use is discouraged by high taxes on cigarettes, cigars, chewing tobacco, and vaping products. We pay high taxes on alcohol to discourage its use. These taxes are incredibly regressive, punishing the poor for their "vices". The government also influences behavior by offering tax credits and deductions for things like installing energy efficient products, going to college, or saving for retirement.The next fairness issue is ability to pay, a concept of tax fairness that states that people with different amounts of wealth or different amounts of income should pay tax at different rates. Wealth includes assets such as houses, vehicles, stocks, and bonds. Income includes wages, interest, and dividends.In 1909 Senator Norris Brown, republican from Nebraska, proposed a Constitutional Amendment to allow the government to levy an income tax. The United States ratified the 16th Amendment in 1913. The new income tax was set up to be progressive to counter all theregressive taxes paid in the nation. Only the wealthiest individuals and corporations paid this tax until after World War II.Some taxes are hidden. Excise taxes, for example on gas or alcohol, are added to the price of the product. Sales tax, on the other hand, is listed on the receipt when we purchase items.Sometimes we pay layers of taxation, where the same money might be taxed more than once. Corporate profits are taxable income for the business, but also as taxable income when they are paid out as dividends to shareholders. Income is taxed when it is earned and again when it is spent. Social Security is a tax withheld from our paychecks, and we pay income tax on it when it is paid out to us.When politicians talk about passing a Fair Tax, be aware that they are using propaganda. Getting Ahead: Fairness in taxes

The Upper Niobrara White Natural Resources District (UNWNRD) Board of Directors voted to accept applications for 2023 to allow irrigation wells and additional irrigated acres in groundwater management sub-area 3, or southern Sheridan County, for the fifth year.

In 2018, the UNWNRD Board of Directors began the process of amending the Groundwater Rules and Regulations due to increasing groundwater levels and other concerns raised by the residents of southern Sheridan County. “Ranchers in the area are still losing hay meadows due to rising groundwater and surface water encroachment. The continued expansion of irrigated acres makes sense for the residents of Southern Sheridan County,” noted Mike Strasburger, UNWNRD Director.

According to the rules and regulations the UNWNRD Board will allow for up to 1,300 total additional irrigated acres in sub-area 3, with a maximum of 130 acres per application. A list of criteria will be used to rank each application in order to ensure a prime location for each of these expansion sites. NRD staff will be available to work with any landowner interested in submitting an application. Applications will be accepted through April 1st, 2023. Approvals will be made no later than July.

NRD to allow additional wells in southern Sheridan County

NORTH PLATTE, Neb.-On Tuesday, the Lincoln County Sheriff's Department with funding from the U.S. Marshal’s Service initiated a compliance operation for all Sex Offenders within Lincoln County. 

 Initially, twelve two-person teams of Sheriff’s Deputies and North Platte Police Officers responded to around ninety residences in North Platte, NE.  Additionally, Sheriff’s Deputies will continue in-home visits to every residence in Lincoln County a Sex Offender is reported to live.  

The goal of the operation is to assure all Sex Offenders in Lincoln County are providing accurate and up-to-date information. Intentional acts of non-compliance have led to one arrest, and several others are currently under investigation. 

 At least ten Sex Offenders were ordered to immediately update minor information or be arrested, and all complied.

Eagle Radio donates $25,000 to Keith County Development E3 program

The Box Butte County Sheriff’s Office responded to a two-vehicle motor vehicle accident on February 7 at approximately 11:45 a.m. at the intersection of Highway 385 and Nance Road. 

A preliminary investigation shows that a Jeep Compass, being driven by Wyatt Hunter, 28, of Alliance, was south bound on Highway 385 attempting to turn east bound onto Nance Road when it failed to yield right-of-way to a Chevrolet Silverado 1500, being driven by Robert Hicks, 60, of Hemingford. 

All three involved occupants were transported to Box Butte General Hospital by Alliance EMS service. 

The passenger of the Jeep, Michael Mucha, 29, of Holbrook, was flown from Box Butte General Hospital to another Medical Facility with critical injuries. 

Highway 385 was shut down for an extended period of time. 

Alliance Police Department assisted at the scene.&nbsp;

OMAHA, Neb. (AP) — Several thousand workers at CSX will soon get one of the things that pushed the U.S. railroad industry to the brink of a strike last fall: paid sick time.

CSX announced a deal Tuesday with two of its 12 unions, becoming the first major railroad to offer that benefit that most U.S. workers take for granted.

About 4,000 track-maintenance workers in the Brotherhood of Maintenance of Way Employes Division union and another 1,000 mechanical workers in the Brotherhood of Railway Carmen union will get four days of paid sick leave as part of the agreements. The workers will also be able to convert three of their personal leave days into sick-leave days.

<a href="https://apnews.com/article/business-economy-government-and-politics-207229bcd558b6a6c1d58f3f85e2d804">Quality-of-life concerns</a>&nbsp;about the lack of paid sick time and&nbsp;<a href="https://apnews.com/article/government-and-politics-omaha-b78421c68440ad22587b3d1e5a126e26">demanding schedules</a>&nbsp;that keep many rail workers on call 24-7 dominated contract talks with all the major railroads last fall. More than half of all the roughly 115,000 rail workers involved voted to reject five-year contracts that included 24% raises and $5,000 in bonuses because of those concerns.

Ultimately, that contract was imposed on all the workers at CSX, BNSF, Norfolk Southern, Union Pacific and Kansas City Southern railroads after Congress and President Joe Biden&nbsp;<a href="https://apnews.com/article/biden-politics-pete-buttigieg-strikes-congress-c95510555dcd4cdc2d839e61d1195b06">stepped in</a>&nbsp;to block a strike because of concerns about the&nbsp;<a href="https://apnews.com/article/business-economy-strikes-climate-and-environment-government-politics-92ea7632a29f807ccc0e2658c50d731e">potential dire economic consequences</a>.

Tuesday's deal is especially welcome to rail workers who&nbsp;<a href="https://apnews.com/article/business-economy-strikes-congress-d2ae4d3aecb27f176418518d977e69e1">remained frustrated</a>&nbsp;after the contract was imposed because the new contract didn’t resolve most of their quality-of-life issues. Many workers say their jobs became unbearable after more than one-third of all railroad jobs were eliminated over the last six years as the railroads&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">retooled their operations</a>.

“It’s a beautiful thing because that’s what we’re fighting for,” said Matt Weaver, a BMWED member based in Toledo, Ohio. “Things are moving in the right direction. We just have to keep the momentum going.”

CSX CEO Joe Hinrichs said the agreements show that the railroad “is committed to listening to our railroaders and working with their representatives to find solutions that improve their quality of life and experience as employees.”

But the head of the union representing engineers said the deal doesn't do enough to help railroad workers, especially for train crews.

“This agreement is a good start; however engineers are on call every day of the year and four paid sick days per year does not fulfill their needs," said Eddie Hall, the&nbsp;<a href="https://apnews.com/article/business-omaha-252a2c1830e2def19aaa83d5e6ea2e54">newly elected</a>&nbsp;president of the Brotherhood of Locomotive Engineers and Trainmen. "Railroaders are essential workers, essential to keeping the supply chain moving, it’s essential that they be provided with adequate sick leave by all of the carriers.”

CSX, which is based in Jacksonville, Florida, and the other major freight railroads&nbsp;<a href="https://apnews.com/article/government-and-politics-business-strikes-940da8fc519f8c526ca614e201d01216">refused</a>&nbsp;to offer paid sick time last fall because they said the unions had agreed over the decades to forego paid sick leave in favor of strong short-term disability benefits and higher pay. Railroad officials also said it was too late in the yearslong negotiations to work sick time into the deal.

“This paid sick leave agreement with CSX is certainly welcome but long overdue," said Greg Regan, president of the AFL-CIO's Transportation Trades Department labor coalition that includes all the major rail unions. "We look forward to other rail crafts reaching similar agreements with CSX and other railroads following suit.”

All the other freight railroads promised to negotiate further with the unions about finding ways to improve their quality of life. Tuesday's announcement is the first significant result of those talks.

There have been a couple other&nbsp;<a href="https://apnews.com/article/kansas-city-business-strikes-df14983a4b7b7623bf68390587beef94">small encouraging signs</a>&nbsp;of progress this year, with CSX announcing that workers would no longer be penalized for missing work for medical appointments, and Union Pacific launching a small scheduling pilot that's giving a handful of engineers regularly scheduled days off.

BMWED spokesman Clark Ballew said the union expects the other major freight railroads to reach similar agreements on sick time, “otherwise, they look especially greedy now.” He said this agreement appears to be an effort by CSX to address the simmering concerns of its workers and sinking morale at the railroad.

CHADRON – Chadron State College and the Nebraska Council on Economic Education (NCEE) co-sponsored the sixth annual Best of the West Business Invitational Jan. 25. The event was the largest to date with 106 high school students from Alliance, Chadron, Hay Springs, Hemingford, Morrill, Omaha, Sidney, and Valentine participating.

CSC faculty members judged the job interview contest. Volunteers from the Nebraska Business Development Center and students from the Rural Business Leadership Initiative also assisted with the event.

NCEE Chadron Center administrator Dr. Gary Dusek said the invitational followed Future Business Leaders of America (FBLA) competition guidelines to prepare the participants for the FBLA State Leadership Conference in Kearney, Nebraska, April 3-5.

Eagle seeks news director for Nebraska communities

NORTH PLATTE, NEB.&nbsp; — Troopers with the Nebraska State Patrol arrested a Wisconsin man following a pursuit that started in Dawson County on Interstate 80 Monday.

At approximately 9:30 a.m. Monday, a trooper observed an eastbound Honda Civic speeding on I-80 near Lexington, at mile marker 232. The trooper attempted a traffic stop, but the driver of the Honda accelerated and fled. The trooper initiated a pursuit.

The Honda reached speeds exceeding 100 miles per hour as it continued eastbound. The Honda also passed other vehicles on the shoulder multiple times. Near mile marker 261, the driver voluntarily brought the vehicle to a stop in the median. Troopers then took the driver into custody without further incident.

The driver, Marvin Adams, 44, of Appleton, Wisconsin, was arrested for willful reckless driving, flight to avoid arrest, and no operator’s license. He was lodged in Dawson County Jail.

“We can all work together to make the internet safer,” said Lt. Monty Lovelace, Commander of NSP Tech Crimes. “One major piece of the effort is making sure that parents, kids, teachers, and others know that there are resources out there to help keep them safe in their online activity.”

NSP encourages all internet users to keep safety in mind during time online. The effort can be as a simple as starting a conversation about how kids use technology.

“Opening that dialogue with your child can be a major factor in keeping them safe online,” said Lt. Lovelace. “Parents should also understand and utilize the parental control features built into most devices, set clear rules for online activity, and keep the conversation open so you know what your kids are doing online.”
