LINCOLN, Neb. (AP) — Nebraska lawmakers approved a nearly $900 million income and property tax cut package on Thursday and sent it to Gov. Pete Ricketts, who’s expected to sign it.

The measure that won final approval in the Legislature would drop the top individual and corporate income tax rates to 5.84% by 2027. The top individual rate is currently 6.84% and the top corporate rate is 7.5%.

It also would provide a refundable tax credit to reimburse property owners for some of the taxes they pay to local community colleges, and speed up the implementation of a law that will phase out Nebraska’s tax on Social Security income.

The measure passed after several setbacks in the Legislature and concerns from some senators about the package’s long-term impact on the budget.

The corporate income tax cut was especially contentious, with supporters portraying it as necessary to attract businesses and opponents arguing that it would mostly benefit out-of-state corporations that would have done business in Nebraska regardless. Critics also noted that high-income-earners will get far bigger benefits from the individual income tax cut.

CHADRON – Former Olympian Lennie Waite, a sport psychology and performance consultant, will give a virtual presentation about athletes and mental health Tuesday, April 19, from 1 to 3 p.m. in the Student Center’s Scottsbluff Room.

Waite has more than a decade of experience working with and studying elite performers. She serves as the Chair for&nbsp;USA Track and Field&nbsp;Sport Psychology Subcommittee where she connects Olympic athletes to sport psychology and provides them with mental health resources. As a member of the subcommittee, she provides consultation for athletes and coaches. She is a Certified Mental Performance Consultant, a member of the U.S. Olympic and Paralympic Committee Sport Psychology Registry, and an active member of the Association for Applied Sport Psychology.

Prior to Waite’s professional career in sport psychology, she was an NCAA All-American at Rice University. She competed professionally as a track athlete for nine years in the 3,000 meter steeplechase for Great Britain and Scotland. She represented Great Britain in the 2016 Summer Olympics, the 2014 European Championships, 2017 World Championships, and multiple European Team Championship events.

Associate Professor of Psychological Sciences Dr. Grant Sasse said Waite’s perspective on mental health is valuable.

“Dr. Waite is an excellent person to give a talk on athletes’ mental health,” Sasse said. “She not only has the practical experience to speak on the issue, as a former Olympian, but she continues to work in this area. As the director of Applied Sports and Performance Psychology at the University of St. Thomas Houston, she is training her graduate students on mental skills training and sport performance consultation with student-athletes on her campus.”

While pursuing professional athletics, Waite completed her doctorate in Industrial/Organizational Psychology, where her research focused on topics including performance maximization, team dynamics, personality, and motivation.

As an Assistant Professor of Psychology, while also working as a Sport Psychology Consultant, Waite interacts with a wide range of athletes.

“I am constantly interacting with a wide variety of athletes of varying abilities,”&nbsp;Waite said on her website.&nbsp;“My contact with high school, collegiate, professional, recreational, and master’s athletes provides me with a wide audience to share my personal running history, performance knowledge, and passion for the sport with.”

Former Olympian to speak about mental health in Chadron

Announcing the award winners of the Carnegie Arts Center’s 29th&nbsp;Anniversary Show, on display until May 14th.

 Eighty-seven pieces were entered by thirty-seven different artists. After entering, the artwork goes through a selection round where a three-member jury selects the final pieces for the exhibit. Sixty-nine pieces were selected to be in the show. Professional artist, Mary Hunt, served as the judge for the exhibit this year. She had the very difficult job of selecting awards in seven media categories that included: oil and acrylic; watercolor and gouache; pastel, pen, pencil ; mixed media; photography; three-dimensional; and youth.

The award winners in these categories are as follows. Best of Show went to “Boots and Coffee” by David Dorsey with cash award sponsored by Jason Wentworth’s blog, “Wenty World.” In the Oil and Acrylic category, first place went to “Cottonwood Grove” by Rick Yusten with cash award sponsored by Jim and Judi Burri.&nbsp; First place in the Watercolor and Gouache category went to “Bernadette” by Maggie Martin with cash award sponsored by Charles and Ellen Lierk. Carnegie Arts Center announces anniversary show award winners

A survey released last month showed some young people are turning to e-cigarettes in response to stress, without regard to negative, long-term consequences.

Nationwide, 11.3% of high school and 2.8% of middle school respondents reported current e-cigarette use (within the previous 30 days). The 2021 National Youth Tobacco Survey was conducted by the U.S. Food and Drug Administration (FDA). The reasons given most often for vaping were to deal with anxiety, stress, or depression, or to get a nicotine buzz.

However, “over time, the buzz lessens, while nicotine cravings may intensify.” That is according to a statement released by Community Connections Tobacco Free Lincoln County Coalition, based in North Platte. “Of added concern, is that nicotine affects brain development and often makes depression worse. That highlights the need to find other, healthy, outlets to reduce stress and anxiety.”

Flavorings are another big draw for children and teens. Almost 85% of current users in the survey said they used flavored products. The most commonly used devices were Puff Bar (26.8%), Vuse (10.5%) and SMOK (8.6%). JUUL, once the most popular brand with young people, has largely fallen out of favor since Feb. 2020. That is when the FDA banned all flavorings except tobacco and menthol in pre-filled pod devices such as JUUL.

The FDA website indicates that the 2021 survey was conducted online and cannot be compared with the results of earlier surveys, which were primarily conducted in the classroom.

Young people who are struggling with nicotine addiction can get help by texting “DitchVape” to 88709, a service of Truth Initiative, a non-profit advocacy organization.&nbsp;

In the remaining days of the 2022 Legislative Session, we must work together to strike the appropriate balance between managing government spending and returning excess revenue to the people.&nbsp; That is how we responsibly steward taxpayer money.&nbsp;

True to our collective character, Nebraskans have powered through the COVID-19 pandemic.&nbsp; In its wake, our hardworking citizens and businesses have leveraged that momentum to accelerate our growth and show the world the strength of the Nebraska Way.

While much of the world was still shut down, Nebraskans got to work.&nbsp; We had the nation’s lowest annual average unemployment in both 2020 and 2021.&nbsp; This year, our statewide employment has surpassed pre-pandemic levels by more than 16,000 people.&nbsp; And employment in our second largest industry, manufacturing, has climbed to its highest point since June 2008.

The trademark Nebraska work ethic has put our State in strong financial standing.&nbsp; State tax receipts for the current biennium are now expected to be $1.07 billion higher than what was forecasted at the end of the 2021 Legislative Session.&nbsp; By next fiscal year, tax receipts are anticipated to grow to nearly $6 billion. &nbsp;Nebraskans’ perseverance during the pandemic helped deliver this growth. &nbsp;But it’s been aided by the responsible biennial budget the Nebraska Legislature passed last year to fund state services through the next fiscal year. &nbsp;This year, the Legislature is making adjustments to that budget.&nbsp;

That’s how budgets work in Nebraska: in the odd years, the biennial budget is set.&nbsp; And in the even years, the Legislature returns to make budget adjustments.&nbsp; But that’s not all they are tasked with delivering.&nbsp; They must also work to tackle other important policy issues – like Nebraska’s high taxes.

These needs are not at odds. &nbsp;Managing our budget and issuing tax relief go hand-in-hand.&nbsp; As I stated at my very first State of the State address in January 2015, if we can restrain government’s growth, we can afford to put money back in the pockets of taxpayers. &nbsp;In turn, taxpayers will be able to enjoy more of the Good Life here in our state.&nbsp;

With this in mind, I set a goal at the start of my administration to keep the annual growth of government spending at three percent or less. &nbsp;So far, we have done that.&nbsp;

During my tenure as Governor, I have worked with the Legislature to restrain the growth of government spending to an average of 2.4 percent annually. &nbsp;This controlled spending, combined with the growth of our tax revenues (roughly five percent a year on average historically) is what now allows us to provide significant tax relief to the people.

We can return money to our seniors in the face of rising inflation; to our property owners, who are demanding relief year after year; and to our hardworking middle-class families and small businesses. &nbsp;This year, we do this through LB 873, a bill that will fully exempt social security from state income taxes, substantially increase property tax relief, and cut our high individual and business tax rates. &nbsp;LB 873 is still being considered by the Legislature and will deliver comprehensive tax relief to Nebraskans.

On April 5th, LB 873 cleared a second round of voting.&nbsp; It still needs to pass one final vote before coming to my desk for signature.&nbsp; At the time I write this column, we are down to our last seven days of the 2022 Legislative Session.&nbsp; If you have not done so already, I urge you to contact your state senator immediately to let them know your support of LB 873 and the historic levels of tax relief it will usher in.

SCOTTSBLUFF, Neb. (AP) — Bird flu has made its way to Nebraska's western edge.

 The Nebraska Department of Agriculture reported Wednesday that fifth case of avian influenza had been confirmed in a small backyard flock in Scotts Bluff County.

Bird flu confirmed in backyard flock in Scotts Bluff County 

At approximately 10 p.m. on April 5 the Scottsbluff Police Department was called to the 700 block of East 12th St. to an active disturbance. 

"Upon arrival officers learned that two juveniles had been cut by a knife," Scottsbluff Police Captain Lance Kite said. "The juveniles are age 16 and 17. A 20-year-old woman also had a cut to her hand. A third juvenile, age 16, reported that his foot had been run over by a vehicle."

Everyone involved in this incident was treated at Regional West Medical Center for non-life threating injuries.

At this time the Scottsbluff Police Department is actively working this case.

High Wind Warnings issued for Panhandle

Chadron State College will host its 10th annual The Big Event Saturday, April 9 throughout the community.

The Chadron City Council approved a proclamation declaring the month of April, 'Big Event Month' at the April 4 meeting.  Chadron City Manager John Sutherland said the event is great for the community.

"This is an event that happens every year with Chadron State College, who organizes volunteers to help the city and various other property owners...and interested parties in town," Sutherland said. "They do just odd job type work, all kinds of things that wouldn't otherwise get done if you didn't have some volunteer help. I gotta tell you, the city gains a lot of help from the volunteers on The Big Event day."

Sutherland said it's great to see that type of commitment in the Chadron community during The Big Event.

"There's stuff that literally wouldn't get done if we didn't have the support of volunteers like that," Sutherland said. "It makes a difference in how the city looks. For instance, we had volunteers who help us in our parks, do maintenance work...that it just would not happen. The parks look so much better and are more attractive as a result of the help we get. And that's just a small example of what goes on The Big Event day."

Dr. Shaunda French-Collins, faculty adviser for The Big Event, said The Big Event alumni are being invited to a recognition dinner April 8 at 6 p.m. in the Mari Sandoz High Plains Heritage Center Chicoine Atrium.

“It is encouraging to see the event grow from obscurity to a CSC tradition. The campus seems to have embraced The Big Event,” Associate Director of Housing and Residence Life Sam Parker said in a recent CSC story by Asia Graham/Tena L. Cook.

Chadron State College students are also excited for The Big Event.&nbsp;

“It is a huge honor to have a whole month dedicated to The Big Event, especially on our ten-year anniversary," Kincaid Strain said. "Being able to celebrate and recognize all the hard work done by Dr. French - Collins, both previous and current staff, as well as the amazing volunteers and community members is very exciting.&nbsp;“

“This proclamation is the perfect way to honor The Big Event’s legacy in the Chadron community," Kinsey Smith said. "The Big Event has positively impacted students, faculty and staff and community members for a decade now, so it is great to see it officially become a part of Chadron’s history.”

The Alliance Poverty Task Force has been working with the Bridges Out of Poverty program, developed by Ruby Payne at the aha!Process. The Bridges Out of Poverty materials look at economic class issues through the triple lens of individuals, institutions, and communities.

Bridges Out of Poverty is a national program series designed to help a community understand, alleviate, and work with those in poverty. Bridges believes that organizations and communities who want to reduce poverty must first understand the mindset of the people they serve. The ultimate goal is to increase the likelihood of moving from welfare to work, especially for those living in generational poverty, families who have lived in poverty for at least two generations.

Last June we hosted Jodi Pharr, who talked about the Individual Lens, an introduction to poverty. Poverty is defined as the extent to which a person does without resources. Participants reviewed poverty research, and analyzed poverty through the prism of the hidden rules of class, resources, family structure, and language.

Poverty has many causes and may be situational, where a significant event has forced the household to lose their resources. Or it may be generational, where the household has little income and few resources, so they feel they have no choices and no power. We cannot blame the victims of poverty for being in poverty. Economic systems are beyond their control.

We learned about economic classes and hidden rules. The driving forces for families in poverty are survival, relationships, and entertainment. In middle class the focus is on work, achievement, and material security. People in wealth are most focused on their connections.

ESU 13 offered a Day 2 program designed for teachers. They learned how to apply concrete instructional strategies to help students from poverty, understand hidden rules of economic class and effects on behaviors and mindsets, and develop stronger relationships with students to impact behavior.

After Bridges Out of Poverty: Part 1, Individual Lens, people were excited about what they had learned. The only concern was that they didn’t know how to apply it – what’s the next step? That is what was covered in Bridges: Institutional Lens.

In October, we met at WNCC in Scottsbluff for Bridges Out of Poverty: Institutional Lens, with presenter Jim Ott. The focus was on our agencies and institutions and the walls they were hitting when trying to meet the needs of those in poverty. We looked at strategies for changing both our agencies and the people they work with. What was learned in Bridges Out of Poverty: Individual Lens was applied to program designs, policies, and procedures.

On June 9, the Alliance Poverty Task Force will again be hosting a Bridges Out of Poverty program at the Alliance High School commons area. Bridges: Community Lens will involve

community sectors in planning how to better meet the needs of those in poverty. This workshop is open to the general public and perfect for community organizers, elected officials, concerned citizens, nonprofit staff, mental health providers, educators and school counselors, those working in the health and human service industry, frontline employees, and more!

Poverty In Our Area: Bridges Out of Poverty programs

Scottsbluff – The United Way of Western Nebraska Board of Directors is pleased to announce Stephanie Gochoel has accepted the position of Director of Development. She began her position on March 28.

UWWN Executive Director Karen Benzel noted, “Ms. Gochoel is a great addition to the United Way team. She is passionate about the community and those that United Way serves. She has familiarity with many of United Way’s partner agencies and is positioned to help United Way grow into the future.”

Gochoel has been with Scottsbluff Public Schools in their Sixpence program since 2019. She has a strong passion for children and families and looks forward to serving the communities of Western Nebraska in her role as Director of Development. Gochoel remarked, "I have a deeply rooted passion for child welfare, early childhood and advocacy for families. I am excited for the opportunity to further explore the ways in which I can combine my experiences and passions, to serve our community here in Western Nebraska with the United way. Nebraska fails to override governor's denial of rental aid

LINCOLN, Neb. (AP) — Nebraska Republican congressional hopeful Mike Flood scored the endorsement Tuesday of the Nebraska Farm Bureau, the state’s largest farm advocacy group.

Flood, a state senator and former speaker of the Nebraska Legislature, is looking to replace former GOP Rep. Jeff Fortenberry, who resigned last month after a California jury found him guilty of charges that he lied to federal authorities about an illegal campaign contribution.

Nebraska Farm Bureau President Mark McHargue said Flood, of Norfolk, has been an advocate for agriculture throughout his tenure in the Legislature. McHargue said Farm Bureau members throughout the district will work to promote Flood’s candidacy. The endorsement is for both the May 10 primary and November general election.

Flood is expected to face Democratic state Sen. Patty Pansing Brooks in a June 28 special election to replace Fortenberry. They’ll also likely square off in the November general election.

The district they’re seeking to represent leans Republican and hasn’t elected a Democrat since 1964.

High Wind Warnings continue in Panhandle 

LINCOLN, Neb. (AP) — Republican Nebraska governor hopeful Jim Pillen has picked Joe Kelly, a longtime career prosecutor, as his campaign running mate. 

Pillen announced his choice for the ticket at the Nebraska Capitol. 

Kelly is the criminal bureau chief in the Nebraska attorney general’s office. He previously worked as the U.S. attorney in Nebraska as an appointee of former President Donald Trump, overseeing federal prosecutions in the state. 

Kelly also served for years as Lancaster County attorney and a chief deputy Lancaster County attorney in Lincoln. 

As the county’s top law enforcement officer, Kelly oversaw prosecutions of a variety of crimes. Pillen says he recognizes Kelly as a reliably conservative leader in law enforcement.
