GRAND ISLAND, NEB. — The next class of Nebraska State Patrol recruits have officially started their training. Fifteen new recruits will work for the next six months at the NSP Training Academy to earn the title of Trooper.

“As we begin the new year, we’re excited to launch our next recruit camp and begin training these men and women to be Nebraska State Troopers,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “These fifteen have chosen to lead a life of service. They come to the academy as individuals but will quickly become a team as our troopers provide the training they’ll need to serve with honor, expertise, and dedication throughout their career.”

The recruits of Camp 67 are from several different communities across Nebraska, Iowa, and Texas.

NSP begins 67th Basic Recruit Camp, recruits from Alliance and Gering

The start of a new year is the time to reflect on how far we’ve come as a state — as well as to look forward to where Nebraska is heading.

Last year was one for the record books. &nbsp;And thanks to the progress we achieved together, Nebraska is stronger than ever.

A historic legislative session enacted a record $3.4 billion in new tax relief for Nebraska families and small businesses — bringing the total amount of tax relief to be delivered to $12.7 billion since 2015.

We’ve also driven growth through key investments across the state.&nbsp; That includes securing our water resources for the next generation of Nebraskans, as well as giving our law enforcement agencies the resources they need to keep our families safe.&nbsp;

We’ve continued to rein in government spending, too.&nbsp; Thanks to our prudent operations, Nebraska now has a record rainy day fund that’s set to approach $2.3 billion by the end of the fiscal year — which will help ensure our state’s fiscal well-being for years to come.&nbsp;

We’ve also made good on our goal to deliver more efficient, effective government services to all Nebraskans.&nbsp; From applying for SNAP and renewing a driver’s license to trying to start a business, people’s experience with state government is now met with a faster, better response.&nbsp;

And our programs designed for helping those in need — like SNAP Next Step and Ignite Nebraska — are more thoughtfully designed today to lift Nebraskans up and create opportunity for all.&nbsp;

So, to every one of our teammates who has helped drive the customer-first mindset in state government that’s achieved these improvements for our families, students, and workers, let me say this: Thank you.

And let me also thank Nebraska’s workers and business leaders, who helped us expand the Good Life to even more people across the state. &nbsp;Nebraska reported its fastest GDP growth in a decade last year. &nbsp;And, for 25 consecutive months, we have had the highest labor force participation rate in the nation, at 69.8 percent.

2022 was a record-breaking year for our state.&nbsp; But it's my sincere hope that 2023 is even better — starting this week.&nbsp;

Nebraska will turn the page this week to new leadership in the Capitol.&nbsp; Governor-elect Pillen will have the opportunity to start delivering on his agenda for the state.&nbsp; And I’m confident he will be successful.&nbsp; He shares the same guiding vision as me and the governors who led before us: Serve Nebraskans.

Seiler serves as Secretary-Treasurer for the foundation which was established under the terms of the Last Will and Testament of the late Mr. Newblom.

The bulk of the Newblom Estate was given to the foundation to support activities for the moral, mental, intellectual and physical development of young men and women in Box Butte and Dawes Counties, Nebraska; to provide scholarships in assisting students in obtaining an education; and to assist in the founding, equipping and maintaining of associations or institutions engaged in the advancement of learning. This year will be the thirty-third year during which grants and scholarships from this foundation have been given.

Individuals whose educational plans and organizations whose goals coincide with the purposes for which this foundation was established should obtain application forms from Seiler by calling him at (308) 760-4693. Applications for all funds to be awarded this year must be submitted to the foundation’s Board of Directors by March 31, 2023. Newblom Foundation accepting grant, scholarship applications

While the prospect of <a href="https://hayspost.com/posts/0e3bbf91-0a07-41d3-b605-8dadd50befbc">recession</a> has been an economic bogeyman for months, one Kansas economist says such a slowdown would be the best medicine for long-term economic health in rural Kansas and Nebraska.

Jeremy Hill, director of the Center for Economic Development and Business Research at Wichita State University, expects the issue of inflation to continue into 2023 —&nbsp;despite multiple attempts by the Federal Reserve to cool the U.S. economy through interest rate hikes.

Persistent inflation, supply chain issues choking inventory, full employment leading to spiking wages, and eroding consumer confidence —&nbsp;all have been factors on the minds of economists.

"If inflation continues to come down, that would be the softest landing we could get, but I think inflation is going to be stickier," Hill said. "I think the U.S. will go into a small recession in the first part of 2023. Honestly, I think that this would be very helpful. A pause in the economy would allow everyone to correct and build up inventory."

While the Fed's attempt to cool the economy and temper inflation has made some impact, Hill pointed out the driving factor fueling the overheated economy is not on the demand side of the equation —&nbsp;where increased interest rates would make a more direct and immediate impact.

"Around the state, demand is still high ... and there are the supply chain issues," Hill said. "I expect the Federal Reserve still has to fight it. But inflation is not all on the demand side. It's not demand."

Supply of goods and labor is helping spike prices, and businesses face not only a lack of every-more-costly inventory, but also increasing wages driven by an economy at full employment.

National unemployment remains below 4 percent — much lower in rural Kansas and Nebraska — which led to a 5 percent increase in wages in the third quarter of 2022, a key piece of fuel for the inflation fire.

One direct effect the Fed's interest rate hikes will create is a lack of willingness to relocate as mortgage rates and housing costs rise, especially as inflation continues to outpace wage increases.

"In the first half of (2022), we saw some migration to rural areas. The second half of the year, that has slowed down. The cost of mortgages, the willingness to move, has factored into that."

Growing the labor market in rural areas remains about competition, Hill said.

"How competitive is that rural community and that rural lifestyle? Whichever (local economy) is growing is where that labor force is going to go," he said. "How competitive are you for that household?"

And while most economic news as 2022 closed out was dreary, Hill said positives remain — especially in rural areas.

"Wages and opportunity are great," he said. "Overall, I think households are doing better than what consumer confidence is."

But even if the U.S. or global economies should fall into recession, Hill expects rural Kansas and Nebraska to weather the storm better than other areas.

"I'm more optimistic that Kansas and parts of Nebraska have a lot of opportunity, even in a recession," he said. "Ag and oil and gas and manufacturing ... are all going to do better relative to the U.S. ... better than what's going on in the national economy."

Hill's biggest concern entering the new year remains with those pulling the strings of federal policy.

"They have a whole lot of power and control. Policy error is the biggest issue to worry about. And with so much pressure, the potential for error is so high," he said, noting poor management of consumer confidence, misreading employment signals and other factors could lead to poor policy choices.

Events on a national scale, such as the recently sidestepped railroad strike, would lead to even more unpredictable outcomes, Hill said. 

"That kind of event — an unknown — could easily throw us off," he said. 

Since 1948, the U.S. economy has averaged one recession about every six years, ranging between two (2020) and 18 months (the Great Recession of 2008).

And while economists recognize that cyclical nature of the economy, effects of structural changes such as the COVID-19 pandemic are much more difficult to predict.

"On the demand side, it's a completely different environment (post-pandemic). Demand is so much higher," Hill said. "The whole thing is completely different. Labor inputs are a completely different environment, highlighted by the retail and service sectors, but it's all drastically different."

Should the U.S. enter into a recession, Hill said the most important thing to remember is to remain educated about what is going on and not fall prey to doom-and-gloom trope.

"How do you put it into context when some are misaligning where things are going? Different views get overshadowed," he said. "Inflation has been coming down, and it will likely put us in recession —&nbsp;and that's not the end of the world.

"The economy is overheated. A pause was take a lot of pressure off the economy."

"I think the U.S. will go into a small recession in the first part of 2023. Honestly, I think that this would be very helpful.  </figure>While the Fed's attempt to cool the economy and temper inflation has made some impact, Hill pointed out the driving factor fueling the overheated economy is not on the demand side of the equation —&nbsp;where increased interest rates would make a more direct and immediate impact."Around the state, demand is still high ... and there are the supply chain issues," Hill said. "I expect the Federal Reserve still has to fight it. But inflation is not all on the demand side. It's not demand."Supply of goods and labor is helping spike prices, and businesses face not only a lack of every-more-costly inventory, but also increasing wages driven by an economy at full employment.National unemployment remains below 4 percent — much lower in rural Kansas and Nebraska — which led to a 5 percent increase in wages in the third quarter of 2022, a key piece of fuel for the inflation fire.One direct effect the Fed's interest rate hikes will create is a lack of willingness to relocate as mortgage rates and housing costs rise, especially as inflation continues to outpace wage increases."In the first half of (2022), we saw some migration to rural areas. The second half of the year, that has slowed down. The cost of mortgages, the willingness to move, has factored into that."Growing the labor market in rural areas remains about competition, Hill said."How competitive is that rural community and that rural lifestyle? Whichever (local economy) is growing is where that labor force is going to go," he said. "How competitive are you for that household?"And while most economic news as 2022 closed out was dreary, Hill said positives remain — especially in rural areas."Wages and opportunity are great," he said. "Overall, I think households are doing better than what consumer confidence is."But even if the U.S. or global economies should fall into recession, Hill expects rural Kansas and Nebraska to weather the storm better than other areas."I'm more optimistic that Kansas and parts of Nebraska have a lot of opportunity, even in a recession," he said. "Ag and oil and gas and manufacturing ... are all going to do better relative to the U.S. ... better than what's going on in the national economy."Hill's biggest concern entering the new year remains with those pulling the strings of federal policy."They have a whole lot of power and control. Policy error is the biggest issue to worry about. Professor: Short-lived recession would help correct heated economy

69-year-old George W. Smith of Alliance died at the Nebraska Reception and Treatment Center in Lincoln on Dec. 30, 2022.

The cause of death has not yet been determined. As is the case whenever an inmate dies in the custody of the Nebraska Department of Correctional Services. A grand jury will conduct an investigation.&nbsp;

On June 21, 2020 Smith was ordered to serve 30-40 years at the Nebraska Department of Correctional Services. He started his sentence on June 21, 2021. 

Smith was convicted of manslaughter and use of a deadly weapon to commit a felony in the death of 42-year-old Steven Oliver of Alliance. 

The stabbing death occurred on June 19, 2020 in the 1000 block of Toluca Avenue in Alliance.

Following Smith's sentencing, he appealed his conviction. The Nebraska Court of Appeals upheld Smith's conviction on March 18, 2022.

 We are seeking any information regarding the 2008 Homicide of 40-year-old Jason Vesper of Scottsbluff.

 Vesper was found in his Blue Dodge Dakota pickup near his home in the early morning hours of January 2, 2008.

  Vesper was taken to the hospital where he was pronounced deceased from injuries that included stab wounds. 

 A reward has been established by family and friends of Jason Vesper.

Alliance Senior Center nutrition dining room closed 

On Jan. 1 at approximately 8:23 p.m. Scottsbluff police were dispatched to the area of 10th Avenue and East Overland in response to what was reported as a “vehicle vs. pedestrian” crash.

An intoxicated male was leaning against the stop sign at that intersection. 

"A vehicle prepared to turn onto East Overland and was stopped at the same intersection," Scottsbluff Police Cpl. Royce Massie said. "As the vehicle began to turn onto East Overland, the male stumbled into the side of the vehicle, resulting in no injury to himself and no damage to the vehicle."

The driver was not issued a citation and the pedestrian refused medical treatment.&nbsp;

LINCOLN — The Nebraska State Patrol and Nebraska Department of Transportation are urging travelers to be prepared for winter driving conditions as a major winter storm impacts nearly all of Nebraska today and Tuesday.

The National Weather Service is predicting snowfall of approximately one foot in north central Nebraska with several inches expected in other areas. Additionally, ice accumulation is expected to impact a large portion of the state, with the heaviest accumulation currently forecasted to stretch from McCook to South Sioux City.&nbsp;

“The ice accumulation with this storm may have a hidden impact when coupled with snow,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “We urge all who intend to travel to check the forecast and current road conditions before heading out. As always, take the conditions into consideration and determine if you really need to travel during the storm.”

All travelers are encouraged to check the Nebraska 511 Advanced Traveler System at&nbsp;<a href="http://www.511.nebraska.gov/">511.Nebraska.Gov</a>. In addition to viewing live cameras, road reports, and closure information, the system includes live weather radar that will allow travelers to monitor storms as they move through Nebraska. NDOT crews are already working across the state and will continue as the storm progresses.

Major winter storm impacting travel across Nebraska

SIOUX FALLS, S.D. (AP) — South Dakota’s six public universities plan to offer in-state tuition rates to students from Wisconsin and Illinois by next fall.

The South Dakota Advantage plan has until now offered in-state tuition to undergraduates and graduate students from Colorado, Iowa, Montana, Nebraska, North Dakota and Wyoming residents,&nbsp;<a href="https://www.argusleader.com/story/news/education/2022/12/29/south-dakota-will-expand-in-state-tuition-rates-to-students-from-illinois-wisconsin/69732339007/">the Argus Leader reported</a>&nbsp;Thursday. The Board of Regents voted to add Wisconsin and Illinois to the list earlier this month.

Officials at South Dakota’s universities say the move should boost enrollment and lead to more graduates remaining in South Dakota. The regents said in a Dec. 9 news release that about 30% of nonresident students remain in-state following graduation.

In-state students and students from states in the South Dakota Advantage plan will pay about $253.85 per credit hour at Black Hills State University, Dakota State University and Northern State University. They will pay $259.10 per credit hour in undergraduate studies at the University of South Dakota and South Dakota State University and $260.55 per credit hour in undergraduate studies at South Dakota Mines.

Minnesota isn't included in the South Dakota Advantage plan because officials controlling public universities in both states agreed in 1978 that Minnesota residents who attend any South Dakota public university must pay the higher rate between resident tuition at the school they attend or the average rate of nine Minnesota schools.

Winter Storm Warning issued for Panhandle 

PIERRE, S.D. (AP) — South Dakota Gov. Kristi Noem got a hot Christmas gift from her staff — literally.

Noem's staff gave her a Pulsefire LRT flamethrower with an engraved plate of the state motto “Under God, the people rule," the&nbsp;<a href="https://www.argusleader.com/story/news/politics/2022/12/27/south-dakota-governor-kristi-noem-gifted-personalized-flamethrower-for-christmas-from-staff/69758653007/">Sioux Falls Argus Leader reported Tuesday</a>.

A video posted to Twitter on Sunday shows Noem, decked out in camouflage, using the flamethrower to torching a pile of cardboard boxes on a snowy farm. She shoots a final spray of flames into the boxes, raises her arm with a flourish and says “Boom, perfect.”

According to Tennessee-based ammunitions company MidSouth Shooters, a Pulsefire LRT costs about $650. Noem spokesperson Ian Fury said no tax dollars went toward the purchase.

The gift comes after&nbsp;<a href="https://www.argusleader.com/story/news/2020/12/22/south-dakota-gov-kristi-noem-pictured-flamethrower-twitter/4013273001/">a photo on Twitter</a>&nbsp;showing Noem holding a flamethrower with the caption, “Is it too late to add something to my Christmas list?” went viral in 2020.

Some critics on social media have complained that while Noem was burning the boxes, media reports surfaced that thousands of American Indians on the Rosebud and Pine Ridge reservations were trapped without heat during a fierce winter storm. Pine Ridge citizens had to burn clothes after propane deliveries stopped and there was no firewood.

At least one person, a 12-year-old Rosebud Sioux girl, died, because she was unable to receive medical treatment.

Staff gives South Dakota governor flamethrower for Christmas

&nbsp; A significant winter storm is on track to impact much of southeast Wyoming and the western Nebraska Panhandle over the next 24 to 48 hours.

 The first wave of very heavy snowfall is expected tonight across portions of Carbon and Albany counties (Rawlins, Saratoga, Muddy Gap, Shirley Basin), eventually spreading into Converse and Niobrara counties (Douglas, Lusk) by early Sunday morning. These snow bands could be very intense with localized rates of 2 to 3 inches per hour. After a brief lull in snowfall intensity mid-day Sunday, more widespread moderate to locally heavy snowfall will spread across the entire region Sunday night and persist through Monday. This is the time period when far southeast Wyoming and the western Nebraska Panhandle will see most of their snow. While rates will not be as intense as the first wave further west, several inches of snow will be likely. Overall confidence in snowfall amounts is extremely low due to the banded nature of snow and some lingering questions regarding storm track. However, all signals point toward high probabilities of widespread 6 to 12 inch amounts across most of the area excluding the Laramie Valley which will be shadowed for the first part of the storm. Beneath heavier bands, 12 to 18 inches can be expected, with the highest potential for these totals being realized across Carbon, Northern Albany, Converse, and Niobrara counties. Higher ridges and mountain tops in northern Carbon County (Ferris/Seminoe Ranges) could receive 18-24 inches of snow from tonight through late Monday. The Snowys and Sierra Madres can expect 3 to 5 feet of new snow!&nbsp;&nbsp;

The first wave of very heavy snowfall is expected tonight across portions of Carbon and Albany counties (Rawlins, Saratoga, Muddy Gap, Shirley Basin), eventually spreading into Converse and Niobrara counties (Douglas, Lusk) by early Sunday morning. These snow bands could be very intense with localized rates of 2 to 3 inches per hour. After a brief lull in snowfall intensity mid-day Sunday, more widespread moderate to locally heavy snowfall will spread across the entire region Sunday night and persist through Monday. This is the time period when far southeast Wyoming and the western Nebraska Panhandle will see most of their snow. While rates will not be as intense as the first wave further west, several inches of snow will be likely. Overall confidence in snowfall amounts is extremely low due to the banded nature of snow and some lingering questions regarding storm track. However, all signals point toward high probabilities of widespread 6 to 12 inch amounts across most of the area excluding the Laramie Valley which will be shadowed for the first part of the storm. Beneath heavier bands, 12 to 18 inches can be expected, with the highest potential for these totals being realized across Carbon, Northern Albany, Converse, and Niobrara counties. Higher ridges and mountain tops in northern Carbon County (Ferris/Seminoe Ranges) could receive 18-24 inches of snow from tonight through late Monday. Anglers can learn the basics of ice-fishing or pick up a few new tips from experienced anglers at three Discover Ice-Fishing clinics this month.

The Nebraska Game and Parks Commission’s Youth Fishing Program will host three on-ice events and one classroom event.&nbsp;

From 1-5 p.m. Jan. 14, the Nebraska Fish and Game Association will host a classroom clinic at Kearney’s Yanney Heritage Parks Environmental Resource Center. This will feature presentations by some of Nebraska’s top ice fishermen. Seating is limited, so registration is requested by emailing&nbsp;<a href="mailto:larry.pape@nebraska.gov" target="_blank">larry.pape@nebraska.gov</a>.

From 8 a.m.-noon Jan. 15, anglers can head out to Fort Kearny State Recreation Area Lake No. 6 for an on-ice event. The other on-ice events will be from 1-4 p.m. Jan. 21 at Skyview Lake in Norfolk, and 1-4 p.m. Jan. 28 at Lincoln’s Holmes Lake (located about mid-lake along the north shoreline drive). Limited loaner equipment will be available on a first-come, first-served basis. Bait and instruction will be provided. Participants are encouraged to bring their own equipment.

A park entry permit is required for vehicles entering Fort Kearny. All fishing regulations and permit requirements apply.

A lack of safe ice will force the cancellation of the on-ice events.
