CHADRON – The Chadron Garden Club was selected as the winner of the 2022 Festival of Trees People’s Choice Award, garnering the most votes in the month of December by visitors to the festival.

The Garden Club’s sunflower-themed entry was dedicated to Ukraine. The sunflower is the country’s national flower and has become a symbol of resistance, hope and unity as Ukraine continues to fight a war against Russia. The tree also featured decorations representing the country’s flag. The Chadron Garden Club will have possession of the Festival of Trees traveling trophy for the next year.

“Congratulations to the Chadron Garden Club on their accomplishment; their tree was beautiful,” said organizer Kerri Rempp, director of Discover Northwest Nebraska. “I’d also like to thank all of the organizations and businesses who participated this year. The annual Festival of Trees, located at the historic Dawes County Courthouse, had 31 entries, nearly double 2021’s total as we came out of the pandemic. I’m excited to see the event continue to grow in 2023.”

The annual Festival of Trees is part of A Country Christmas in Northwest Nebraska, a collection of events in November and December focused on holiday festivities and shopping. Organizations and businesses are invited to set up a tree at the Dawes County Courthouse, listed on the National Register of Historic Places. The trees can be viewed by the public from Thanksgiving to Christmas during regular business hours, and an open house with live entertainment and refreshments following Chadron’s annual Parade of Lights provides an after-hours viewing opportunity.

Affected birds have been reported across the state in recent weeks. Nebraska Game and Parks staff have collected waterfowl, including geese and swans, which have been tested for cause of death. Avian influenza was confirmed in several cases.

Though the risk of infection to people is low, the public should avoid contact with sick or dead birds and report them to their local Game and Parks office. Lincoln, NE—Today, Governor Pete Ricketts thanked Nebraska Department of Transportation (NDOT) Director John Selmer for his outstanding service to the state.

NDOT Director Selmer announced he is retiring from State government after leading Nebraska’s transportation agency since March 2021.&nbsp;

“Under John’s leadership, our Department of Transportation has helped make Nebraska’s highway system safer and more efficient, while also ensuring key repairs were made&nbsp;after&nbsp;a tumultuous time in the state’s history,” said Governor Ricketts.&nbsp; “John has been a wonderful teammate and advisor, and I thank him for his service to Nebraska.&nbsp; I wish him well now that he has chosen to retire from State government.”

“After more than 30 years in public service, it was a true honor to lead and work alongside the 2,000 NDOT teammates who selflessly serve our state every day,” said Director Selmer.&nbsp; “I am proud of them and the outstanding infrastructure system they built and maintain, so the traveling public can count on getting to their destinations safely and efficiently, to lend even more to the high quality of life we have here in Nebraska.&nbsp; Leading the Nebraska Department of Transportation has been the capstone of my career, and I will greatly miss being a part of this team.&nbsp; I would like to thank Governor Ricketts for bringing me on board and giving me the opportunity to serve the state of Nebraska.”

Throughout 2022, the Drug Enforcement Administration (DEA) Omaha Division seized nearly 4.7 million lethal doses of fentanyl in both pill and powder form.&nbsp; Nationally, DEA investigators reported seizing more than 379 million potentially deadly doses of fentanyl in 12 months, enough to kill every American.

“The amount of fentanyl we’ve seized across our Division has far surpassed our totals from last year,” DEA Omaha Division Special Agent in Charge Justin C. King said. “In some states, our totals tripled the amount reported in 2021. The lethality and seriousness of this drug can’t be talked about enough. Now is the time for families to sit down and discuss the consequences of taking this potent substance.”

Fentanyl is a&nbsp;highly addictive man-made opioid that is 50 times stronger than heroin. Just two milligrams of fentanyl, small enough to fit on the tip of a pencil, is considered a potentially deadly dose.&nbsp;Fentanyl is the primary drug threat in Minnesota and ties with methamphetamine as the number one drug threat in Iowa, Nebraska, North Dakota, and South Dakota.

Most of the fentanyl trafficked by the Sinaloa and Jalisco New Generation Cartel (CJNG) is being mass-produced at secret factories in Mexico with chemicals sourced largely from China. In 2021, the DEA issued a&nbsp;<a href="https://www.dea.gov/alert/sharp-increase-fake-prescription-pills-containing-fentanyl-and-meth" target="_blank">Public Safety Alert</a>&nbsp;on the widespread drug trafficking of fentanyl in the form of fentanyl-laced, fake prescription pills. These pills are made to look identical to real prescription medications—including OxyContin®, Percocet®, and Xanax®—but only contain filler and fentanyl, and are often deadly. Fake pills are readily found on social media. No pharmaceutical pill bought on social media is safe. The only safe medications are ones prescribed directly to you by a trusted medical professional and dispensed by a licensed pharmacist.

The DEA alerted the public to a sharp nationwide&nbsp;<a href="https://www.dea.gov/alert/dea-laboratory-testing-reveals-6-out-10-fentanyl-laced-fake-prescription-pills-now-contain" target="_blank">increase in the lethality</a>&nbsp;of fentanyl-laced fake prescription pills last month.&nbsp; DEA laboratory testing in 2022 revealed that six out of 10 fentanyl-laced, fake prescription pills contained a potentially lethal dose of fentanyl. This is an increase from DEA’s announcement in 2021 that four out of 10 fentanyl-laced, fake prescription pills contain a potentially deadly dose.

DEA has created a Faces of Fentanyl memorial to commemorate the lives lost from fentanyl poisoning. Brrr! It has been so cold in December! We've all used more electricity and gas, and with inflation, we have to expect our utility bills to be much higher this winter. Remember that low-income families who have trouble making their utility payments can get help!

The Nebraska Department of Health and Human Services (DHHS) has an energy assistance program called LIHEAP, the Low Income Home Energy Assistance Program. LIHEAP helps low-income households (150% of federal poverty level) stay safe and healthy by providing financial assistance to offset the costs of heating and cooling. LIHEAP particularly helps households that pay a high portion of household income for home energy to meet immediate home energy needs.

The LIHEAP Program provides heating assistance, cooling assistance, year-round crisis assistance, emergency furnace repair and replacement, fan program and weatherization services for eligible Nebraska citizens/households. LIHEAP in Nebraska is solely funded through a federal grant.

In order to align with the receipt of Federal funds, DHHS began issuing LIHEAP automatic heating payments on behalf of eligible households during the week of December 5th, 2022. Eligible Nebraskans received a notice at that time. If you currently have a shut-off notice or are in danger of receiving a shut-off notice from your heating provider, please call (800) 383-4278 for assistance.

The next place to contact is the local office of Northwest Community Action Partnership (NCAP). NCAP has offices in Chadron, Rushville, and Alliance. For emergency assistance in Box Butte County, phone 308-762-4960 and leave a voice mail. Realize there may be a backlog of clients, and it does take several days to process an application.

To receive assistance, a person would have to complete an application and verify their income. NCAP can then provide vouchers from the City of Alliance Neighbors Helping Neighbors utility assistance fund or from the Salvation Army and HeatShare for Black Hills Energy bills.

The City of Alliance established Neighbors Helping Neighbors to provide assistance to residents with delinquent bills, subject to disconnect. City utility customers can contribute to the program with donations or voluntary bill round-up. The funds are administered by NCAP.

Black Hills Energy works with NCAP and the Salvation Army to provide emergency heating assistance to those unable to pay their company’s natural gas bill through a program called HeatShare. HeatShare is funded by the charitable giving arm of Black Hills Energy, its employees, and their customers. Vouchers are based on household income and can be used to help pay Black Hills Energy utility bills if the client faces a disconnect or needs help to repair or replace a gas furnace, while staying under the limit of $750 a year.

Besides utility assistance, NCAP can also provide rental assistance, motel room vouchers, prescription assistance, and gas for medical appointments.

Finally, the Alliance Christian Ministerial Association is able to provide $75 in assistance once every six months for utilities. The Hemingford Ministerial Association will pay a utility bill once a year as a last resort.

NCAP has offices in Chadron, Rushville, and Alliance. For emergency assistance in Box Butte County, phone 308-762-4960 and leave a voice mail. Realize there may be a backlog of clients, and it does take several days to process an application.To receive assistance, a person would have to complete an application and verify their income. NCAP can then provide vouchers from the City of Alliance Neighbors Helping Neighbors utility assistance fund or from the Salvation Army and HeatShare for Black Hills Energy bills.The City of Alliance established Neighbors Helping Neighbors to provide assistance to residents with delinquent bills, subject to disconnect. City utility customers can contribute to the program with donations or voluntary bill round-up. The funds are administered by NCAP.Black Hills Energy works with NCAP and the Salvation Army to provide emergency heating assistance to those unable to pay their company’s natural gas bill through a program called HeatShare. HeatShare is funded by the charitable giving arm of Black Hills Energy, its employees, and their customers. Vouchers are based on household income and can be used to help pay Black Hills Energy utility bills if the client faces a disconnect or needs help to repair or replace a gas furnace, while staying under the limit of $750 a year.Besides utility assistance, NCAP can also provide rental assistance, motel room vouchers, prescription assistance, and gas for medical appointments.Finally, the Alliance Christian Ministerial Association is able to provide $75 in assistance once every six months for utilities. The Hemingford Ministerial Association will pay a utility bill once a year as a last resort.

Getting Ahead: Help with utility bills

OMAHA, Neb. (AP) — Nebraska health officials are urging people to avoid eating alfalfa sprouts after linking them to 15 cases of salmonella.

Most of the cases have been found in the Omaha area and officials have linked them to several different restaurants and several grocery store chains. Epidemiologist Justin Frederick with the Douglas County Health Department said Tuesday that investigators haven't yet determined the specific source of the illnesses — other than to link them to alfalfa sprouts.

“We’re working with both our state and federal partners right now, so everybody is working to identify the source of the outbreak itself,” Frederick said.

Frederick said that so far, no cases in other states have been linked to this outbreak and no products have been recalled. But public health officials nationwide have been alerted about the cases in Nebraska, so they can be watching for any illnesses linked to alfalfa sprouts.

Salmonella causes diarrhea, fever and stomach cramps. Most people recover from salmonella infections, but some people develop serious illnesses. People with weakened immune systems, the elderly and young children are especially susceptible. The federal Centers for Disease Control and Prevention estimates that 26,500 people are hospitalized and 450 die from salmonella infections every year.

Frederick said he's optimistic that the local outbreak may be winding down, but it is too soon to know that for sure.

Nebraska: Don't eat alfalfa sprouts amid salmonella outbreak

On Dec. 27 at approximately 6:56 p.m. Scottsbluff police were called to investigate a vehicle versus pedestrian crash in the 1400 block of East Overland. 

76-year-old Ramon Martinez of Scottsbluff, was crossing East Overland from south to north between Family Dollar and Eastwood Estates. Martinez was struck by a west bound Chevrolet Suburban driven by 42-year-old Jaime Gamino of Scottsbluff.

"Martinez was transported to Regional West Medical Center by ambulance," Scottsbluff Police Captain Lance Kite said. "Gamino was cited at the scene for expired license plates. Evidence collected at the scene will need to be analyzed before a recommendation can be made for or against other charges."

Martinez passed away from injuries in the accident.&nbsp;

Scottsbluff police were assisted at the scene by Scottsbluff Fire Department and Valley Ambulance service.

The investigation is still ongoing and no arrests have been made at this time.

Pillar 2: Make it Easier to do Business in Our State

We’ve been intentional about creating a climate where businesses, large and small, can thrive. One way we’ve done this is through our dedication to process improvement.&nbsp; Through our Center of Operational Excellence (COE), we train state teammates to identify waste, eliminate unnecessary steps, and deliver a better customer experience for our taxpayers.&nbsp;

Since May 2016, the COE has helped facilitate over 900 process improvement projects across 18 agencies, resulting in over 900,000 hours freed up to better serve Nebraska’s families and businesses (and saving the taxpayers $100 million along the way).

This has also allowed us to truly put Nebraskans first.&nbsp; People now spend less time waiting in line, filling out forms, and on the phone with government when looking to access needed services.&nbsp; Individuals in South Omaha used to have to wait an average of 29 minutes when in line for drivers license services.&nbsp; Now, they wait only eight.&nbsp; Rural Nebraskans no longer have to take the time to drive to their nearest DMV.&nbsp; They can fully access dozens of services, including license renewals and vehicle registration, online.&nbsp; And financially disadvantaged families caring for children with special needs throughout Nebraska now receive state aid for care-related travel expenses in two business days, as opposed to the 13-15 days it had taken before process improvements from the COE were made.

Pillar 3: Control Spending to&nbsp;Reduce the Tax Burden on Our Families and Businesses

Of course, we can’t grow our state without reining in government spending.&nbsp; That’s why over the past eight years we’ve limited annual average spending growth to 2.8%.&nbsp; That’s well below Nebraska’s annual revenue growth rate, which has averaged about 4.5% over the long-term.&nbsp; This has allowed us to continue to provide top-notch assistance to Nebraskans in need and deliver vital services — from building out broadband and water infrastructure to ensuring public safety —all while still delivering meaningful tax relief.&nbsp; Overall, we’ve delivered $12.7 billion of tax relief to Nebraskans since 2015.

Pillar 4: Raise Our International Profile

Over 95% of the world’s consumers and two thirds of the world’s purchasing power lies outside of America’s borders.&nbsp; In Nebraska, we’ve made a commitment to go where those potential customers are by raising our international profile.

Since 2015, we’ve led trade missions to 11 different countries to forge new partnerships and increase investments in the Good Life.&nbsp;&nbsp;Thanks in part to our state’s best ambassadors – the Nebraska farmers, ranchers, and business owners who’ve come along on those missions — Nebraska’s exports have grown from $9.0 billion in 2016 to $13.7 billion last year.&nbsp; That’s more than a 50% increase in five years.&nbsp;

Our trade missions have also helped our Department of Economic Development recruit international investment here from companies like Kawasaki and Novozymes.

Gov. Ricketts: Together, we’ve grown Nebraska

LINCOLN — Nebraska’s next governor, Jim Pillen of Columbus, plans to use the people’s mansion more than he has said.

In an interview last week, Pillen clarified his previous comments about his living arrangements, saying he plans to spend much of the work week at the mansion when the Legislature is in session. He said he will spend weekends at home but will be in Lincoln overnight regularly.

“I think I need to be more effective at communicating on that,” Pillen said. “We will be here.”

There will be exceptions, he said. He may spend some weeknights at home when he finishes a travel day closer to Columbus, for example, or when his family gets together.

During his first legislative session, which starts Jan. 4, Pillen expects to spend weeknights at the mansion alone while his wife, Suzanne, stays in Columbus with their youngest child, Izic, a high school senior.

After Izic graduates, First Lady Suzanne Pillen will spend more time in Lincoln, Pillen said.

“Next year, you know, she’ll be with me three, four nights a week during session,” he said. “We’re … going to be there. But we’re still keeping home, too.”

Current Gov. Pete Ricketts has faced some public pushback — and questions about public costs — about not moving into the Governor’s Mansion full time while in office.

Nebraska taxpayers, through the Department of Administrative Services, pay a baseline of $180,000-$200,000 a year to maintain the building and grounds.

Since 2007, regardless of how often the governor slept at the mansion, taxpayers also have paid about $138,000 a year, through the Governor’s Office budget, for two housing staff members and related expenses, including an average food bill of about $18,000 a year.

Why? Because governors host events at the 15,340-square-foot mansion, ranging from regular meetings with staff to tailgate parties before Husker football games.

Taxpayers do pay more in travel and security costs when the governor chooses to stay at home, as happened more often under Ricketts than his predecessors. Specific costs were not immediately available.

The state has operated the current mansion, across H Street from the Capitol, since the late 1950s. Governors of both major parties have lived there while serving.

When Mike Johanns, a former Lincoln mayor, was governor, he raised some hackles for splitting time between the mansion and his house on Lincoln’s Capitol Beach. But he made the mansion his home.

Former Gov. Dave Heineman, who is from Fremont, lived in the mansion full-time with his family.

Ricketts was the first modern-era Nebraska governor not to formally move into the mansion. He commuted from his Omaha home.&nbsp;His children were in school in Omaha, and he didn’t want to disrupt their lives more than he had to, Ricketts has explained.

A spokeswoman said Ricketts has stayed at the mansion more than people know, spending weeknights there during legislative sessions, especially before COVID-19 hit. His family drove down to eat dinner with him on Wednesdays.

Pillen said he understands the symbolic importance of the mansion to the people of Nebraska. He has said he has no plans to de-emphasize the mansion’s role or sell it.

Nebraska’s mansion might have a governor in it, after all

LINCOLN, NEB.&nbsp; — As 2022 comes to an end, the Nebraska State Patrol is urging all motorists to plan ahead if their New Year’s celebration involves alcohol. Troopers will be working overtime on patrol for impaired drivers as part an ongoing nationwide enforcement campaign.

“Travel across our state was impacted by severe winter weather last week, but as the weather improves, it’s still important to keep safe travel as your priority behind the wheel,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Our troopers and partner agencies will be working to keep the roads safe, and you can do your part by always driving sober or having a sober ride lined-up.”

The Nebraska State Patrol is teaming up with law enforcement agencies throughout Nebraska for the annual&nbsp;Drive Sober or Get Pulled Over&nbsp;campaign. The effort began on Friday, December 16, and runs through Sunday, January 1. Troopers and dispatchers will be working overtime during this operation, thanks in part to a grant from the Nebraska Department of Transportation – Highway Safety Office (NDOT-HSO).

The National Highway Traffic Safety Administration reports that, on average, 32 people in the United States die every day in drunk-driving crashes. The largest Mega Millions jackpot ever was more than $1.5 billion, won in 2018, and a jackpot surpassing $1.3 billion was won in Illinois in July.

And Tuesday’s top prize of $565 million is for the annuity option that is paid out annually over 29 years. The cash option would pay $293.6 million.

Tuesday’s drawing will be held at 11 p.m. EST when players will try to match six winning numbers.

When the jackpots grow this large more people buy tickets, increasing the chances that someone will win.

David Peralta, a 67-year-old retired technical college instructor, bought a $3 jackpot-only Mega Millions ticket at a Dillons grocery in Topeka, Kansas, because he had a few extra dollars and “to see if we get lucky.” He buys a few tickets regularly and said the jackpot attracted him, though he said he’s not sure he needs that much money.

“I could help out a lot of people,” he said.

But the odds of winning remain long at one in 302.6 million, and the jackpot will continue growing if no one wins Tuesday's drawing. The odds improve slightly by buying multiple tickets, but even buying 100 tickets would only give you a 100 in 302.6 million chance.

But lottery officials say the $2 tickets offer an affordable way to daydream about a life-changing prize.

Nature Detectives offers animal ID skills

Join Family Nature Club: Nature Detectives from 10 to 11:30 a.m. Jan. 7 at Elks Shelter, Riverside Park, Scottsbluff to sharpen your observation skills.

Families will discover how to look for animal tracks and other signs of animal activity to find out which animals have visited an area. All should dress for the weather, and bring snacks or water as needed.

Family Nature Club is intended for children and their grownups. Each family group will receive an Exploration Kit to use during the series to investigate the nature around them and to complete challenges at home between sessions.

Wildcat Tales preschool program is Jan. 17

Wildcat Hills State Recreation Area will host the monthly Wildcat Tales preschool program Jan. 17.

The program Groundhogs will meet at the Nature Center at 10 a.m. Mountain time. There will be a lesson plan, story and hands-on activity specifically targeted for children ages 2-6 years.

The program is free, but a vehicle park entry permit is required.&nbsp;For more information contact the Nature Center at 308-436-3777. Children must be accompanied by an adult.

Homeschool Hike set for Jan. 18-19 at Schramm Park SRA &nbsp;

Homeschool families are invited to join an outdoor educator on a guided hike to learn about fish at Schramm Park State Recreation Area near Gretna during the Homeschool Hikes program Jan. 18 and 19.

Homeschool Hikes is a monthly nature exploration program hosted by the Schramm Education Center geared toward homeschool families.

During the January program, participants will take a guided hike to the canyon ponds to observe trout in their habitat and then will spend the rest of the program in the nature center classroom creating art for the 2023 Fish Art Contest, a national competition to learn about native fish and their habitat.

The program will be offered both from 9 to 10:30 a.m. Jan. 18 and 2 to 3:30 p.m. Jan. 19.

Alliance – The Alliance Public Library is ringing in the New Year with “New Year, New You” presentations from Dr. Brian Shelmadine and Psychiatric and Mental Health Nurse Practitioner Susan Hoff.

On Thursday, January 5th at 6pm in the Alliance Public Library Community Room, Psychiatric and Mental Health Nurse Practitioner Susan Hoff will give our community some ways to cope with seasonal blues during her presentation “How to Combat Seasonal Depression.”

On Thursday, January 12th at 6pm, Dr. Brian Shelmadine will offer some lifestyle changes that people can make to start their New Year off right during his presentation “Healthy Lifestyle Changes to Start off Your New Year.”
