Lincoln – Attorney General Peterson announced today that Nebraska, along with 39 other attorneys general, has reached a $391.5 million multistate settlement with Google over its location tracking practices relating to Google Account settings. This is the largest multistate Attorney General privacy settlement in the history of the U.S. Nebraska will receive $11,887,209.18&nbsp;from the settlement.&nbsp;

Location data is a key part of Google’s digital advertising business. Google uses the personal and behavioral data it collects to build detailed user profiles and target ads on behalf of its advertising customers. Location data is among the most sensitive and valuable personal information Google collects. Even a limited amount of location data can expose a person’s identity and routines and can be used to infer personal details.&nbsp;

The attorneys general opened the Google investigation following a 2018&nbsp;Associated Press&nbsp;article that revealed Google “records your movements even when you explicitly tell it not to.” The article focused on two Google account settings: Location History and Web &amp; App Activity. Location History is “off” unless a user turns on the setting, but Web &amp; App Activity, a separate account setting, is automatically “on” when users set up a Google account, including all Android phone users.&nbsp; As detailed in the settlement, the attorneys general found that Google violated state consumer protection laws by misleading consumers about its location tracking practices since at least 2014. Specifically, Google caused users to be confused about the scope of the Location History setting, the fact that the Web &amp; App Activity setting existed and also collected location information, and the extent to which consumers who use Google products and services could limit Google’s location tracking by adjusting their account and device settings.&nbsp;

The settlement requires Google to be more transparent with consumers about its practices. Google must:

The 2022 Holiday season is upon us, which means the Chadron Police Department is gearing up for the annual “Shop with a Cop” program. All donations raised are used to purchase food, clothing, and gifts, for less fortunate children within our community.

 Officers take Chadron School children shopping to get things needed as well as a few things wanted. It is also a great way for the officers and children to get to know each other. The experiences are always fun and exciting and sometimes an interesting time for both the children and the officers.

As the month of December nears, look for donation containers near the registers of some of our businesses in town. 

Donations can also be brought in or mailed to the Chadron Police Department at 125 Main Street Chadron NE 69337.

CHADRON – Chadron State College is offering students access to Handshake, a free online job-seeking platform. Students can use Handshake to share their resumes with potential employers, secure job interviews, and read articles with helpful hints.

According to Deena Kennell, Director of Internships and Career Services, students are invited to download the app and create a profile. CSC offers students an online job-seeking platform

CHEYENNE, Wyo. (AP) — Aaron Appelhans is among a rare few in Wyoming: A Democrat who won in Tuesday’s midterm election in this ever-redder state.

After being appointed as Wyoming’s first Black sheriff almost a year ago, he is now the state’s first elected Black sheriff. He beat a 20-year Republican police veteran with 52% of the vote.

"Albany County's kind of purple politically, so I was able to run on my record, the things that I've done," Appelhans said Thursday.

Yet across Wyoming, Democrats suffered another dismal election even as their party defied expectations and did reasonably well nationwide.

Democrats didn't even field candidates for three of Wyoming's six statewide races, those for secretary of state, state treasurer and state auditor. They got just 25%, 17% and 23% in the other three, the contests for U.S. House, governor and superintendent of public instruction, respectively.

The party will keep its two seats in the 31-member state Senate. But Democrats lost two of their seven seats in the 62-member state House, pushing their share of the Legislature under 8%.

Wyoming had a centrist Democratic governor, Dave Freudenthal, from 2003-2011. But in a state that cherishes gun ownership, is often suspicious of LGBTQ+ advocacy and stands up for its all-important coal mining industry amid efforts to limit climate change, the party has been on the decline here since the 1990s.

“We’ve had election cycle after election cycle now, dating back to 1994, when Republicans have been very effective at characterizing any Wyoming Democrat as representing the national party," University of Wyoming political science professor Jim King said. “Whether they do doesn’t really matter. In these low-information races, the charge sticks, and Democrats then find themselves at a disadvantage on election night.”

But even in the state that gave Donald Trump 70% of the vote in 2020, some Democrats insist they can still win by talking to as many voters, one-on-one, as possible.

Appelhans credits on-the-ground campaigning, good organization and hard work by volunteers — along with policing reforms he has implemented in the Sheriff's Office — for his win in southeastern Wyoming's Albany County, home to the University of Wyoming.

“It took a lot of time. I worked two jobs,” Appelhans said of his campaign. "We had a good crew, a large, large group of volunteers, people that, you know, are believers in my abilities, believers in the campaign, to go out there and help as well. It really was kind of a community effort.”

Another Democratic winner was Pete Gosar, a former state party chairman who was reelected to the Albany County County Commission. Gosar got the most votes in a four-way race for two commission seats up for grabs.

A brother of Republican U.S. Rep. Paul Gosar of Arizona, Gosar rejected any notion that most Albany County voters, at least, are hyper-partisan, once you get to know them personally.

“It's not just luck. There's a real strategy to get out and meet people,” Gosar said. “You hear about hyper partisanship, and you'd expect that in the state that voted for the former president by the widest margin. But that's not what I found, whether it was Republican, Democratic or independent doors. They might not vote for you, but there was kindness and cordiality.”

Decades ago, Democrats used to be able to rely on Albany County and the rest of southern Wyoming, with its many union railroad and coal mining jobs, as reliable turf.

But not for a long time now. Along with Albany County, only Teton County at the doorstep of Grand Teton and Yellowstone national parks has an electorate not overwhelmingly Republican.

Wyoming's losing Democrats this year included the chairman of the state party, Joe Barbuto, who with 31% of the vote failed to win re-election as Sweetwater County treasurer. Barbuto didn't immediately return phone and social media messages Thursday seeking comment.

Another was Chad Banks, whose state House district nestles within southwestern Wyoming's Sweetwater County. A gay former Rock Springs City Council member who was first elected to the state House in 2020, Banks got 39% of the vote in losing to a local Republican businessman.

Banks voted with Republicans 90% or more of the time in the Legislature, he said, but getting associated with issues pushed by Democrats nationally cost him and other Democrats in the state.

“I still support our coal communities in Wyoming. I hope that coal remains a strong industry in Wyoming. It's important to my community and it's important to my state — and that's of course different than what you're hearing from the D.C. crowd,” Banks said.

For Gosar at least, the key for Wyoming Democrats to counter the party's perspective nationally is to bring a Wyoming-focused message to as many people as possible locally.

“”It's easy to, you know, sing the death song for the Wyoming Democratic Party, and things are difficult," Gosar said. "But I think there's real opportunity, and I think it all starts with some of the stuff that's been done in Albany County. You have to get out and talk to people and give them a different perspective.”

NEW YORK (AP) — A Tyrannosaurus rex skull unearthed in South Dakota is expected to sell for $15 million or more at auction in New York next month, officials with Sotheby's said Tuesday.

The 200-pound (91-kilogram) skull fossil, nicknamed Maximus, is being sold Dec. 9 by an owner who wishes to remain anonymous, the auction house said.

The skull was excavated in 2020 and 2021 in Harding County, South Dakota, where other T. rex skeletons like&nbsp;<a href="https://apnews.com/article/museums-il-state-wire-chicago-travel-08a9c26ceccd4e6585bf03c980ea3c48">Sue</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/sd-state-wire-us-news-featured-manhattan-oddities-055f775d03a">Stan</a>&nbsp;were found, according to Cassandra Hatton, Sotheby's head of science and popular culture. She called the area “the world capital for T. rexes.”

Most of the rest of this T. rex's remains were destroyed over time by erosion, but Sotheby's experts said the skull was a major find. Hatton noted, “When you think about it, more people can fit a skull in their home than people who could fit a full dinosaur.”

The 6 1/2-foot (2-meter) fossil is about 76 million years old and still has most of the external skull bones and numerous teeth, Sotheby's experts said.

Hatton said two large puncture holes in the skull are evidence of a big fight, probably with another T. rex. “We don’t know that this is what caused the death of this animal, but we can tell that it did have a major battle during its lifetime,” she said.

Marks on the skull are interesting to study “because they give us an idea about what life was like during&nbsp;<a href="https://www.nps.gov/articles/000/cretaceous-period.htm">the Cretaceous period</a>,” Hatton said.

This specimen may not be headed to a research institution, though. “It’s the ultimate trophy," Hatton said. "To place in one’s home.”

T rex skull unearthed in South Dakota to be auctioned in NY

Lincoln, Neb. –&nbsp;The evacuation of a housing unit yesterday at the Nebraska State Penitentiary (NSP) resulted from a burst pipe. One-hundred and thirty-four men were moved. The majority were relocated to a new housing unit at the Reception and Treatment Center (RTC). Alternative housing was also identified within NSP and RTC.

Nate Bornemeier, engineering administrator at the Nebraska Department of Correctional Services (NDCS) said the breach was detected in a buried pipe about 10 to 15 feet from the exterior of the housing unit. Once the pipe was dug up and inspected, additional holes were noted.

“The pipes are made of cast iron and they are rotting out on the bottom. These are the same types of leaks that we’ve had over the years,” noted Bornemeier. Structural, electrical and mechanical engineers with a local firm came to the site today. “Based on preliminary estimates, this single incident could take the entire housing unit offline for the next one to two years. That’s how long it could &nbsp;take to go through all the steps to make the building suitable for occupation again.”

The location of the leak caused flooding in the housing unit’s mechanical room which operates door controls, heating and cooling systems, steam, fire protection,&nbsp; air handlers, and the IT system for camera security. The water leak also carried a considerable amount of mud into the mechanical room and onto the floor of the housing unit.

“Water reached nine feet in the mechanical room itself,” said Bornemeier. “The mud left behind is at least two and a half feet high. We will start cleaning that out, but obviously, anytime you have a water intrusion, you worry about things like mold growth. There is also the likelihood of foundation issues underneath the building.”

The building housed men assigned to medium and maximum security. The population is made up of seniors and those who require medical accommodations. Currently, a new housing unit at RTC is being utilized for the displaced population. The unit is one that was slated to open in the coming weeks for a different group of maximum security inmates.

“This will delay that plan, most definitely,” explained&nbsp; Deputy Director of Prisons Robert Madsen. “Based on the initial assessment, we know that the clean-up of the flooded housing unit will be considerable. In addition to bringing in experienced cleaning crews, we will need to undertake repairs and building inspections before that space can be occupied again. That means taking 140 beds offline for a long period of time.”

Other housing units on the NSP campus are not currently affected by the pipe leak. The entire facility is expected to resume normal operations later today, with the exception of inmate visits. The visitation program will be closed for everyone through the weekend.

Staff members continue to address the needs of inmates who have been displaced. “That includes getting their personal property to them and ensuring that those who need medications and other accommodations are assisted,” said Madsen.

Damage resulting from Nebraska State Penitentiary leak is long term

CHADRON – Chadron State College students interested in an advanced degree in osteopathic medicine will have the option of Rocky Vista University-Colleges of Medicine (RVU-COM) following the completion of an agreement between the two institutions in Oct. 2022.

Dr. Tami Selby, Vice President of Enrollment Management, said CSC’s goal is to have the application process ready for students by Fall 2023.

Dr. Jim Powell, Vice President of Academic Affairs, said the Early Acceptance Program will benefit CSC students.

“This gives our out-of-state students who are not eligible for RHOP and our in-state students who are interested in osteopathic medicine an opportunity to gain early admission into the Rocky Vista University-Colleges of Medicine,” Powell said.

Selby said the agreement expands the number of guaranteed medical school seats CSC will be able to offer its students.

“CSC is becoming the destination school for pre-health professions students,” she said.

Powell said Dr. Randy Rhine, CSC President, initiated a conversation that led to the agreement with Rocky Vista University administrators when he became aware of their campus in Billings, Montana.

According to the&nbsp;<a href="https://www.rvu.edu/about/rvu-at-a-glance/" target="_blank">RVU-COM website</a>, the private, for-profit health sciences institution was established in 2006. RVU chose osteopathic medicine as its first program because of its emphasis on primary care and its mind-body-spirit approach to medicine. The university also offers a Master of Science in Biomedical Sciences and a Master of Physician Assistant Studies.

Parker, Colorado, was the site of the first RVU-COM campus. The organization chose the location due to the large number of Colorado counties designated as medically underserved areas, with only one other medical school in the state. Similarly, RVU chose Utah for its second campus. Billings is the site of the third campus.

RVU has regional accreditation from&nbsp;<a href="https://www.hlcommission.org/" target="_blank">Higher Learning Commission (HLC)</a>.&nbsp;RVU-COM is accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association.

At approximately 6:35 p.m. a trooper observed a Volkswagen Passat traveling in excess of 90 miles per hour on Highway 385 near the Link 62A intersection. The trooper attempted a traffic stop, but driver refused to yield and fled northbound. The trooper initiated a pursuit.

As the vehicle approached Alliance, it turned around and began fleeing southbound on Highway 385. The driver continued southbound for approximately 30 minutes before additional troopers successfully deployed stop sticks. The vehicle then drove through a field before coming to a stop. The driver exited the vehicle and fled on foot. Troopers and deputies searched the area and were unable to locate the suspect, but they were able to identify the suspect as Develyn Tasby, 30, of Bridgeport. The entire pursuit lasted approximately 50 minutes, with speeds reaching over 100 miles per hour.

A few hours later, troopers and deputies contacted a resident at 1413 P Street in Bridgeport, who granted consent to search the home for the suspect. Tasby was located hiding in the attic. He was arrested for flight to avoid arrest, unauthorized use of a motor vehicle, willful reckless driving, driving under suspension, possession of drug paraphernalia, and possession of marijuana – less than one ounce. He was lodged in Scotts Bluff County Jail.

Sandberg's Implement in Gering is thrilled to have been serving customers in the Panhandle and beyond for 70 years.

"It's very exciting to have been in business for 70 years," Crystal Sandberg of Sandberg's Implement said. "We're just so honored to be able to have been part of the community and part of the serving everyone since 1952. And we hope to be around a lot more years. Kelly's dad started the business in 1952 out of Harrisburg, Nebraska. And he started as a Massey Harris dealer, and he worked out there until 1959. And then he moved into Gering and the dealership moved to the Scottsbluff/Gering highway. It actually was in the building that Mike's Bike's are in right now and he was there for a few years. And then he moved to the corner of 10th and M Street where Fresh Foods Grocery Store is and he was there until that lot got sold to Nash Finch. That's when he moved out south here to his current location [160085 NE-71] . So, he's had several different moves over 70 years, but it's kind of fun to think about that."

Sandberg's Implement currently serves western Nebraska, Wyoming and northern Colorado. They employ 24 full-time workers.

Sandberg's team recently returned from a meeting in Texas celebrating Kubota's 50th Anniversary.

Sandberg's is one of the oldest Bobcat dealerships throughout the Panhandle since 1976. They offer much more than just Kubota and Bobcat though.

"It's kind of fun to be part of a program or a business that's got so much history," Crystal said. "We have Honda power equipment and Honda motorcycles. We have Great Plains drills and tillage equipment. We have Kuhn Krause and Stihl power equipment along with blowers, chainsaws and trimmers. We offer service on all of the products that we sell."

Panhandle Post asked Crystal what her favorite part of working at Sandberg's is.

"I'm a retired school teacher," Crystal said. "I just joined the business full time since 2020. So, I've enjoyed being with the people. I enjoy seeing the people and working with employees. It's a big job and it's a little different learning curve for me, but&nbsp; I've enjoyed that." Governor-Elect Pillens' Veterans Day statement

CHADRON – During a conference organized by Chadron State College Social Work seniors, nationally known author and keynote speaker Barbara Rubel spoke about ways for social workers, first responders, law enforcement officers, counselors, and healthcare workers to productively deal with the effects of trauma.

The day-long conference also included comments by representatives of CSC and the community of Chadron including Assistant Professor Dr. Elizabeth Kraatz, Graduate Assistant Amy Carnahan, and Chadron Volunteer Fire Department Chief Branden Martens.

Rubel, an expert in death, dying, and bereavement, said she was in the hospital in 1986 giving birth to triplets when her father, a police officer, died by suicide.

“We take what happens to us and we do something with it. Often we make it our career,” she said.

Rubel led attendees in the Student Center and those watching the live stream through a framework for wellness and fostering resilience. She discussed specific practices that can prevent those in the helping professions from being negatively impacted by vicarious trauma.

“What is your greatest strength that is going to help you mitigate burnout? Focus on your innate abilities that are going to keep you healthy. Find meaning in your work. Maintain personal boundaries and a sense of gratitude,” Rubel said.

Rubel, Carnahan, and Martens all mentioned the importance of peer-to-peer debriefing for first responders.

“I’ve seen a change in the past three years, where debriefing is now the gold standard, it’s a normal process, it reduces stigma, and improves relationships. First responders are 10 times more likely to die by suicide than others. We have an ethical and moral responsibility to care for those who care for us,” Carnahan said.

Rubel said additional self-care for first responders can come in the form of paying attention to the natural environment and nurturing a sense of awe about the beauty in the world.

“Just having a safe place to walk outside can save your life. I’ve heard it over and over. Folks who were going to quit or die by suicide went for a walk instead,” Rubel said.

Rubel emphasized the importance of personal wellness such as exercise and annual health screenings. She asked attendees to reflect on their compassion satisfaction level when they are serving others in their time of need. She also advised spending some time each day having fun, giggling, and being silly.

“Remember the importance of having a sense of humor. Laughter can help you deal with secondary empathic distress,” Rubel said.

In her remarks, Kraatz said medically accurate sex education can help young people know what constitutes a healthy relationship.

“We want to foster strong self-efficacy which is confidence in one’s ability to refuse a sexual advance, negotiate the use of condoms and avoid risky situations,” Kraatz said. “We want to support students in their healing if they have experienced childhood sexual trauma.”

Martens acknowledged that each of the 50 members of his department reacts differently to an event.

He said when the department responded to a fatal plane crash and a train derailment within minutes of each other it was common knowledge they would have a debriefing. For less traumatic events, if even one volunteer who responded to a call asks for a debriefing, he brings everyone from that particular call together for a debriefing.

“When people call 911, it’s their worst day. They are calling 911 for a team, so we have to be a team,” Martens said.

Carnahan, whose cousin, Kyle, died by suicide at age 19, showed a short film about the frequency of Post-Traumatic Stress Disorder in first responders and discussed her experiences and observations as a graduate student in counseling.

“These wellness steps are important because you can’t pour from an empty cup. We say each person doesn’t have to carry the load alone. Take the stones out of your backpack and let us carry that weight as a group,” Carnahan said.

NORTH PLATTE, NEB. — The Nebraska State Patrol has been able to preliminarily identify the victims of a plane crash that occurred Wednesday near Maxwell.

The crash occurred at approximately 9:30 a.m. Wednesday. The two occupants are believed to be Adam Helmerichs, 41, of Lincoln, and Zachary Clausen, 22, of Lincoln. Next of kin has been notified and both families have confirmed that the two were traveling together. Helmerichs was the pilot.

Final positive identification is pending additional investigation. The National Transportation Safety Board is investigating the crash itself.
