OMAHA, Neb. (AP) — The U.S.'s third largest railroad union rejected a deal with employers Monday, renewing the possibility of a strike that could&nbsp;<a href="https://apnews.com/article/rail-strike-impact-5eb6747b3e4b4e39d764644d6377121d">cripple the economy. B</a>&nbsp;oth sides will return to the bargaining table before that happens.

Over half of track maintenance workers represented by the Brotherhood of Maintenance of Way Employes Division who voted opposed the five-year contract despite 24% raises and $5,000 in bonuses. Union President Tony Cardwell said the railroads didn't do enough to address the lack of paid time off — particularly sick time — and&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">working conditions</a>&nbsp;after the major railroads eliminated nearly one-third of their jobs over the past six years.

“Railroaders are discouraged and upset with working conditions and compensation and hold their employer in low regard. Railroaders do not feel valued,” Cardwell said in a statement. “They resent the fact that management holds no regard for their quality of life, illustrated by their stubborn reluctance to provide a higher quantity of paid time off, especially for sickness.”

The group that represents the railroads in negotiations said they were disappointed the union rejected the agreement, but emphasized that no immediate threat of a strike exists because the union agreed to keep working for now.

Four other&nbsp;<a href="https://apnews.com/article/technology-business-norfolk-strikes-kansas-city-southern-c8dd899d2dabab8525d23b86d67b51e3">railroad unions</a>&nbsp;have approved their agreements with freight railroads including BNSF, Union Pacific, Kansas City Southern, CSX and Norfolk Southern, but all 12 unions representing 115,000 workers must ratify their contracts to&nbsp;<a href="https://apnews.com/article/biden-economy-strikes-congress-94089be6a4f469444da99fec9dde1b3e">prevent a strike</a>. Another union, the International Association of Machinists and Aerospace Workers, initially rejected its deal but has since&nbsp;<a href="https://apnews.com/33f95ad925d1a00b204c95a70c18db3c">renegotiated</a>&nbsp;a new contract. Voting will be completed in mid-November.

President Joe Biden pressured the railroads and unions to reach a deal last month ahead of a mid-September deadline to allow a strike or walkout. Many businesses also urged Congress to be ready to intervene in the dispute and block a strike if an agreement wasn't reached because so many companies rely on railroads to deliver their raw materials and finished products.

In general, the deals the unions agreed to closely follow the&nbsp;<a href="https://apnews.com/article/biden-strikes-a83dffef79d38e36dc25588b19bf54b4">recommendations</a>&nbsp;a special panel of arbitrators that Biden appointed made this summer. That Presidential Emergency Board recommended what would be the biggest raises rail workers have seen in more than four decades, but it didn't resolve the unions' concerns about working conditions. Instead it said the unions should pursue additional negotiations or arbitration that can take years with each railroad individually.

The Brotherhood of Maintenance of Way union said it agreed to delay any strike until five days after Congress reconvenes in mid November to allow time for additional negotiations.

Quality of life issues took center stage at the end of these negotiations, with unions representing conductors and engineers holding out until the end for three unpaid leave days a year for medical appointments and a promise that railroads will negotiate further about giving those employees regularly scheduled days off when they aren't on call. Engineers and conductors have complained that strict attendance policies make it hard to take any time off.

Track maintenance workers in the BMWED generally have more regular schedules than engineers and conductors, but all the rail unions have objected to the lack of paid sick time in the industry — particularly after working to keep trains moving throughout the pandemic.

Rutgers University professor Todd Vachon, who teaches labor relations classes, said he's not entirely surprised the contract was rejected given how emboldened union members feel to fight for better working conditions amidst the current worker shortage.

“The biggest sticking issue is quality of life — especially access to paid time off and paid sick time. If the railroads can make some movement in that area, it will likely go a long way with rail workers who currently feel they are not being respected by their employers,” Vachon said. “Wages and resource allocation are one important part of contract negotiations, but feeling respected by one’s employer remains one of the top reasons that workers form and join unions.”

Although a strike is now possible, Vachon said he’s not too worried yet because both sides have more than a month to reach a new agreement.

ALLIANCE – Candidate and Little Sister applications are now available for the 2022 Best of the West competition to be held Saturday, November 12, 2022 at 6 P.M. at the Alliance High School PAC.&nbsp; &nbsp;Formerly the Miss Alliance/Miss Chadron Miss and Outstanding Teen pageant, the Best of the West competition is an official local of the the Miss America and Miss America’s Outstanding Teen competition.&nbsp; It is designed to promote scholastic achievement, creative accomplishment, healthy living and community involvement for America's young women.

Along with scholarships, crowns and prizes, the winners of the Best of the West competition will compete for the title of Miss Nebraska and Miss Nebraska’s Outstanding Teen in June, 2023.&nbsp;

The teen competition is open to all female Nebraska residents who are at least 13 years old (by June, 2023) and no older than 17 and actively enrolled in high school by June of 2023.&nbsp; The Miss competition is open to all female Nebraska residents who are at least 17 years old by June 2023 and a high school graduate and no older than 26 by December 2023.&nbsp;

The teen and miss candidates will be judged based on interview, talent, red carpet (eveningwear), on-stage question with teens competing in physical fitness and miss in a separate social impact statement competition. There will also be a separate overall community service competition, audience choice award, and Miss Congeniality voting that do not count in the overall scoring.&nbsp; A silent auction will also take place during the competition.&nbsp;&nbsp;

Emcees for the evening will be Steffany Lien, Miss Nebraska 2022 and Alexandra Thompson, Miss Nebraska’s Outstanding Teen 2022.&nbsp; Thompson, who was crowned Miss Alliance’s Outstanding Teen 2022 last November in Alliance, will return to the Best of the West stage to help crown our 2023 titleholders.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The competition is also seeking girls ages kindergarten through 5th&nbsp;grade to participate in our Little Sister program.&nbsp; Little sisters will be paired with the contestants for the competition and will dance on stage and escort their contestant during the red carpet presentation.&nbsp;

Homecoming week at Alliance High School was capped off Saturday with the induction of 5 new members to the AHS Activities Hall of Fame and&nbsp; the 2022 recipient to the Alliance Public Schools Foundation&nbsp; Wall of Fame.&nbsp;&nbsp;

The Activities Hall of Fame now includes 44 members with the induction of this years class.&nbsp; Alliance Superintendent of Schools, Dr. Troy Unzicker served as&nbsp; host of the event and explained the selection process for the Hall of Fame.&nbsp;&nbsp;The selection committee meets once a year to review and vote on new members.  In order for a nominee to be inducted, they must receive at least a 75% majority vote from the selection committee.  This year the committee reviewed 40 nominees, which included 22 State Champions or 1st Team All-State selections,&nbsp; 21 different individuals received at least one vote from committee members.&nbsp; &nbsp;After several rounds of discussion and voting, the committee selected this years inductees.&nbsp;&nbsp;

Jeff Colwell, Class of 1988.&nbsp; &nbsp;Jeff was a two-time State Wrestling Champion. Winning the Class A heavyweight title in 1987 and 1988. He was part of 2 State Champion Wrestling Teams.

Jeff was also&nbsp; was an All-Conference football player and competed in golf.&nbsp; Former Alliance Principal and Wrestling Coach,&nbsp; Dr. Pat Cullen spoke about how Jeff worked hard at being the best conditioned heavyweight, which helped him wear down opponents late in the match. Dr. Cullen talked about how Jeff had overcome an injury his senior season to comeback and repeat as a State Champion and the work ethic he had in practice each day.

Dan Farrington, Class of 1955.&nbsp; Dan was a member of the 1955 AHS State Champion Track and Field Team.&nbsp; He won Gold Medals in the 100 and 880 yard relay and still hold the AHS 200m record.&nbsp;

Dan passed away in 2020.&nbsp; His daughter, Jennifer Mooney accepted his award and&nbsp; talked of the Farrington family moving to Alliance from St. Louis when Dan was in Elementary School.&nbsp; He took to small town life immediately and participated in all sports through Jr. High and High School.&nbsp; He went on to participate in Track and Field at the University of Nebraska.&nbsp; Jennifer talked of Dan's love of&nbsp; his Family, Alliance and Nebraska.&nbsp; She said Dan, would have been thrilled to receive this honor.

Ryan Lovell, Class of 1992.&nbsp; &nbsp;Ryan was an Outstanding Performer in Music, Speech and Drama.

He was named Outstanding Actor his Senior year. He also talked about growing up in Alliance and the&nbsp;opportunities he had and the help, support and sometimes&nbsp;discipline he received from his teachers at AHS, which prompted him to go on to become a Music Teacher and Theater Director.&nbsp; He said he could not have accomplished anything without the love and support of his family and friends.&nbsp; &nbsp;A common theme with all the inductees.&nbsp; Ryan is just the 2nd performer to be selected to the Hall of Fame.&nbsp;

Kory Phill, Class of 1987.&nbsp; Kory was a 4-time State Wrestling Medalist and 2-time State Champion. Winning titles in 1986 and 1987. He as part of 3 State Champion Wrestling Teams.&nbsp;

Dave is the all time winningest Coach in AHS Girls Basketball History and lead the Lady Bulldogs to the 2007 Girls Class B State Basketball Championship.&nbsp; Dave spoke about wanting to play sports at a young age and even though he went to college on a choir scholarship, he knew he wanted to be a coach.&nbsp; He talked about coaching multiple sports and learning from great mentors. He spoke about the great camaraderie with other AHS teachers and coaches through his career and about very talented athletes who worked hard to have success.&nbsp; &nbsp;Family and Faith were also a big part of his coaching career.&nbsp; 

Like the others inducted, it was very clear that receiving this honor was something special.&nbsp;

The final honoree of the day was 2022&nbsp; Alliance Public Schools Foundation, Wall of Fame recipient,&nbsp; Colonel Joshua McConkey. 

Josh was a 1996 AHS graduate. He attended the RHOP program through Chadron State College and the University of Nebraska Medical Center graduating in 2003.&nbsp; While attending Medical School, Josh enlisted in the Nebraska Army Reserves receiving his commission&nbsp; as a Medical Service Corps Officer in 2000,&nbsp; later transfering to the Air Force in 2011.&nbsp; He served as a Flight Surgeon and was the leader of the Critical Care Air transport Team.&nbsp; He cared for both soldiers and civilians while deployed to Iraq in 2007.&nbsp; He has logged over 340 flight hours as a flight surgeon in both war and peacetime, logging over 90 hours of aeromedical evacuation and air assault, support troops.&nbsp;

Josh has also worked as an Emergency Physician for over 18 years and practiced ER medicine throughout the United States, New Zealand and Australia. He also served as an ER Provider in his hometown of Alliance.&nbsp; &nbsp;Josh along with his wife Elsa and their 3 children currently make their home in North Carolina.&nbsp;&nbsp;

In his remarks,&nbsp; Josh talked about growing up in Alliance and enjoying the small town life,&nbsp; in a tight knit community, that values a strong work ethic.&nbsp; He also gave credit to the teachers, administrators and sponsors that encouraged him during his high school years.&nbsp; He spoke of serving in combat zones around the world and seeing firsthand the distructions of war and its effect on people,&nbsp; and commended all Veterans and those currently serving.&nbsp;&nbsp;

Josh is the ninth recipient of the Wall of Fame honor, which began in 2014.&nbsp;

 </figure>By: Mike Glesinger&nbsp; Panhandle PostHomecoming week at Alliance High School was capped off Saturday with the induction of 5 new members to the AHS Activities Hall of Fame and&nbsp; the 2022 recipient to the Alliance Public Schools Foundation&nbsp; Wall of Fame.&nbsp;&nbsp;The Activities Hall of Fame now includes 44 members with the induction of this years class.&nbsp; Alliance Superintendent of Schools, Dr. Troy Unzicker served as&nbsp; host of the event and explained the selection process for the Hall of Fame.&nbsp;&nbsp;The selection committee meets once a year to review and vote on new members. In order for a nominee to be inducted, they must receive at least a 75% majority vote from the selection committee. This year the committee reviewed 40 nominees, which included 22 State Champions or 1st Team All-State selections,&nbsp; 21 different individuals received at least one vote from committee members.&nbsp; &nbsp;After several rounds of discussion and voting, the committee selected this years inductees.&nbsp;&nbsp;Jeff Colwell, Class of 1988.&nbsp; &nbsp;Jeff was a two-time State Wrestling Champion. Winning the Class A heavyweight title in 1987 and 1988. He was part of 2 State Champion Wrestling Teams. When temperatures drop, it often costs more to stay comfortable in your home — and scammers know that. This alert is the first in a series to help you get your home ready for winter, save money, and avoid fraud.&nbsp;

Utility imposters work year-round. Here’s how to recognize and report&nbsp;<a href="https://consumer.ftc.gov/articles/scammers-pretend-be-your-utility-company">utility scams</a>.

●Scammers say you’re behind on your bill and, unless you pay right away by&nbsp;gift card&nbsp;or&nbsp;wiring money&nbsp;through companies like Western Union or MoneyGram, they’ll shut off your utility service.&nbsp;Stop. That’s a scam!

 ●Scammers come to your door saying they need to repair or replace equipment, and that you have to pay on the spot.&nbsp;Stop. That’s a scam!

 ●Scammers say you overpaid your bill, and they need to confirm personal information to process your refund.&nbsp;Stop. That’s a scam!

If you get a call like this, report it your utility company. Then report it to the FTC at&nbsp;<a href="https://reportfraud.ftc.gov/#/">ReportFraud.ftc.gov</a>.

Here are some easy (and more involved) ways to cut your energy costs. The less you’re worried about energy costs, the easier it will be to ignore a call from someone (a scammer) who offers ways to save money this winter…if only you pay them.

●Do a home energy audit.&nbsp;It’ll tell you how efficient your heating system is and where your home is wasting energy. Many utility companies offer free or low-cost energy assessments. Visit&nbsp;<a href="http://energysavers.gov">energysavers.gov</a>&nbsp;for more resources.

●Seal air leaks&nbsp;around windows, doors, and places where pipes and wires come through walls. Check existing&nbsp;caulking&nbsp;and&nbsp;weatherstripping&nbsp;for gaps or cracks.

●Bring&nbsp;your insulation&nbsp;up&nbsp;to&nbsp;levels <a href="https://www.energy.gov/energysaver/insulation">recommended by the U.S. Department of Energy</a>.

How to save money on utilities this winter and avoid scams

WASHINGTON – A Nebraska man was sentenced&nbsp; to 18 months in prison for making multiple threatening posts on an Instagram page associated with an election official.

“This sentence makes clear that those who illegally threaten election workers should be prepared to face meaningful penalties,” said Attorney General Merrick B. Garland. “The Justice Department will not hesitate to hold accountable those whose illegal threats of violence endanger the public servants who administer our elections.”

According to court documents, Travis Ford, 42, of Lincoln, issued threats to an election official, including: “Do you feel safe? You shouldn’t. Do you think Soros will/can protect you?” and “Your security detail is far too thin and incompetent to protect you. This world is unpredictable these days….anything can happen to anyone.” Ford also posted similar messages on Instagram pages associated with the President of the United States and with another public figure.

“Make no mistake, threatening election officials is a serious attack on our democratic process,” said FBI Director Christopher Wray. “Today's sentence proves that the FBI and our partners will stand up to anyone who attempts to intimidate election workers for doing their jobs. The American voting system is secure and we are dedicated to ensuring it stays that way.”

The FBI Denver Field Office investigated the case, with the assistance of the FBI Omaha Field Office.

Trial Attorney Jonathan E. Jacobson of the Criminal Division’s Public Integrity Section and Assistant U.S. Attorney Tessie L. Smith for the District of Nebraska prosecuted the case. Former Assistant U.S. Attorney Aaron M. Teitelbaum and Assistant U.S. Attorney Cyrus Y. Chung for the District of Colorado provided substantial assistance.

This case is part of the Justice Department’s Election Threats Task Force. Announced by Attorney General Garland and launched by Deputy Attorney General Lisa O. Monaco in June 2021, the Task Force has led the department’s efforts to address threats of violence against election workers, and to ensure that all election workers — whether elected, appointed, or volunteer — are able to do their jobs free from threats and intimidation. The Task Force engages with the election community and state and local law enforcement to assess allegations and reports of threats against election workers, and has investigated and prosecuted these matters where appropriate, in partnership with FBI field offices and U.S. Attorneys’ Offices throughout the country. A year after its formation, the Task Force is continuing this work and supporting the United States Attorneys’ Offices and FBI Field Offices nationwide as they carry on the critical work that the Task Force has begun.&nbsp;

Under the leadership of Deputy Attorney General Monaco, the Task Force is led by the Criminal Division’s Public Integrity Section and includes several other entities within the Department of Justice, including the Computer Crime and Intellectual Property Section of the Criminal Division, the Civil Rights Division, the National Security Division, and the FBI, as well as key interagency partners, such as the Department of Homeland Security and the U.S. Postal Inspection Service. Garland. “The Justice Department will not hesitate to hold accountable those whose illegal threats of violence endanger the public servants who administer our elections.”According to court documents, Travis Ford, 42, of Lincoln, issued threats to an election official, including: “Do you feel safe? You shouldn’t. Do you think Soros will/can protect you?” and “Your security detail is far too thin and incompetent to protect you. Hunters will have a chance to pursue deer at three state park areas along the lower Platte River this fall and winter.

The Nebraska Game and Parks Commission is offering special antlerless deer hunting opportunities within Eugene T. Mahoney and Platte River state parks and Schramm Park State Recreation Area.

Successful applicants will be issued a special access permit that allows them to hunt antlerless deer in designated areas of a park on certain dates, using specific equipment. Successful applicants and interested alternates must attend an orientation session before receiving the access permit.

Applications, limited to one per person, will be accepted through 5 p.m. Oct. 31. If more applications are received than can be accommodated, a drawing will be held Nov. 4.

CHADRON – The countdown to the holidays has begun, and Northwest Nebraska is full of old-fashioned Christmas spirit!

From shopping events that feature unique gift items for your loved ones to fun decorating opportunities and family-friendly events, Northwest Nebraska is a great place to spend the holidays. Discover Northwest Nebraska and the Chadron and Crawford Chambers of Commerce, along with local businesses, are excited to promote a variety of holiday events this Thanksgiving and Christmas season.

“Christmas is about pictures and memories,” said Mike Kesselring of Chadrad Communications, one of the businesses involved in the marketing effort. “As we have drawn from the Northwest Nebraska Christmas celebrations and get-togethers and collected them under the banner of ‘A Country Christmas,’ it has been with that in mind.”

Events kick off Nov. 11 with unique shopping opportunities at the Pine Bough Bazaar. Other shopping occasions include Shop Hometown Harrison Nov. 18-19, the Kris Kringle XMAS Boutique Dec. 3 and the Sandoz Center Art Show &amp; Sale, Dec. 2. Shop Small Saturday is Nov. 26, and the organizations involved with ‘A Country Christmas’ urge residents and visitors to patronize local businesses in Harrison, Crawford and Chadron.

“We are anxious and excited to see the outcome of joining forces with so many entities in Northwest Nebraska to pull off a well-rounded ‘Country Christmas’ for our community and surrounding area. With something for all demographics to enjoy during the holiday season, we are thrilled to continue adding the Christmas cheer and holiday spirit while serving the community and our members the best way we can,” said Chadron Chamber Director Gabby Michna.

Fun family activities include two parades, community tree lightings, a Christmas Cruise and a performance of “The Nutcracker.” Santa will make multiple appearances in Northwest Nebraska during ‘A Country Christmas’ as well, with his first-slated arrival Nov. 26 at The New Leaf. The New Leaf is also featured on Nebraska’s inaugural Holiday Passport program, so get your booklets and stop by between Nov. 19-Jan. 1 to get your stamp and pick up some great gifts!

Businesses, organizations and individuals can also help create the ‘Country Christmas’ winter wonderland for visitors and residents to enjoy. The annual Festival of Trees at the Dawes County Courthouse returns this year, and businesses and organizations are invited to set up a decorated tree at the courthouse. The Chadron Chamber of Commerce once again will host its annual Christmas lighting contest. There are registration deadlines coming up soon to participate.

Governor Pete Ricketts&nbsp;issued the following statement in response to speculation around an upcoming vacancy left by U.S. Senator Ben Sasse’s possible resignation. This is the only statement that will be issued prior to any potential change in status on Senator Sasse.

“The first I learned about Senator Sasse’s plan to resign from the United States Senate was yesterday, when he called to notify me.&nbsp; If I choose to pursue the appointment, I will leave the appointment decision to the next governor and will follow the process established for all interested candidates.&nbsp; It is the honor of a lifetime to serve as the governor of Nebraska. &nbsp;It is the greatest job in the world, and it will remain my number one focus for the remainder of my term.”

Upon first learning of Senator Sasse’s plans to resign yesterday, the Governor had this to say:

Gov. Ricketts issues statement on vacant Senate seat speculation

LINCOLN COUNTY – On Tuesday&nbsp;afternoon, Governor Pete Ricketts gave remarks at the ceremonial groundbreaking of Sustainable Beef, a meat processing plant being built in North Platte.&nbsp; He then traveled to Hershey for a briefing with leaders of a planned industrial rail park in Lincoln County.

Sustainable Beef is a beef processing plant spearheaded by a coalition of Nebraska ranchers. &nbsp;The idea for the project was hatched as a result of conversations between Gov. Ricketts and Nebraska cattlemen during a trade mission to Vietnam in September 2019.&nbsp; In recent years, Nebraska’s cattle producers have had limited options for meat processing due to consolidation in the industry.&nbsp; A group of ranchers decided to solve the problem by teaming up to create a producer-owned processing plant—Sustainable Beef—in North Platte. &nbsp;The facility will be over 500,000 square feet with capacity to process more than 1,500 cattle per day.&nbsp; It is anticipated to create 875 jobs.&nbsp; The State of Nebraska contributed $20 million of federal American Rescue Plan Act funds to assist with the plant’s construction.&nbsp; On August 31, 2022, Sustainable Beef announced a partnership with Walmart, which will provide funds for construction of the plant and help bring beef from the North Platte facility to consumers across the nation once the plant begins operations.

After the Sustainable Beef groundbreaking, Gov. Ricketts met with leaders near Hershey at the site of a proposed industrial rail park.&nbsp; In 2021, the Governor signed The Rural Projects Act (LB 40) into law.&nbsp; It authorized funding for the construction of industrial rail parks in rural counties.&nbsp; This year, the Governor signed additional legislation to increase the amount of State funding available to approved rail park projects.&nbsp;

Through the Rural Projects Act, the State has awarded a $30 million grant to the North Platte Area Chamber &amp; Development Corp. (Chamber) to build an industrial rail park on 300 acres near Hershey.&nbsp; As part of its successful grant application, the Chamber demonstrated a commitment of at least $7.5 million in local funding for the project. &nbsp;In September, the Chamber announced it is seeking a partner to build a soy crush plant at the rail park with capacity to crush over 36 million bushels of soybeans per year.

Following discussions with the rail park’s supporters, Gov. Ricketts thanked local government officials, area business leaders, and Union Pacific for their vision to use the state’s railroad infrastructure to help grow Nebraska.

Nebraska’s Take ’em Fishing program celebrates that and rewards those who make the effort to bring fishing into someone’s life. At the conclusion of Take ’em Fishing’s fourth year, grand prizes were awarded to Dacia Caskey of Norfolk, Lajuana Davis of McCook, Scott Grossenbacher of Lincoln and Joel Dorfmeyer of Lincoln for their efforts.

Take ’em Fishing encourages anglers to take a beginner fishing, snap a photo and submit it online for the chance to win prizes. Those who do are helping fund conservation of the state’s aquatic resources for future generations to enjoy. The four grand prize winners were selected randomly for submitting their photos.

Caskey, Davis and Dorfmeyer each won a Stay and Play fishing package, which included a two-night cabin stay at select Nebraska state parks, as well as a spinning combo and spincast combo fishing rods, an electric fillet knife, tackle bag, net, folding chair, cooler and more.

Grossenbacher won a Float and Play fishing package, which included a fishing kayak, life vest, spinning combo, backpack cooler bag, tackle bag, net and more.

Prizes were donated by the Nebraska Game and Parks Foundation.

Additionally, Mason Furman of Kearney won a Minnkota Endura C2 trolling&nbsp;motor from Ag Dryer Services/Pondtini and Jerry Newth of Holdrege won a Youth Lifetime Fishing Permit for his son from&nbsp;Heartland DSC and the Nebraska Game and Parks Foundation.

This year’s program ran April 15 through Sept. 15.

“Thank you to every person who spent time this year sharing their love of fishing with someone new,” said Tim McCoy, Game and Parks director. “Time spent fishing with friends and family is always time well spent.”
