Chadron — From August 19 through September 5, the Chadron Police Department participated in the Drive Sober or Get Pulled Over enforcement effort. In support of the law enforcement community’s dedication to protecting the lives of residents in their communities, officers worked to take drunk drivers off the roads.

According to the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), 11,654 people were killed in motor vehicle crashes in 2020 that involved an alcohol-impaired driver. On average, more than 10,000 people were killed each year from 2016 to 2020, and one person was killed in a drunk-driving crash every 45 minutes in 2020. This is why the Chadron Police Department worked together with NHTSA during this enforcement period to remind drivers that drunk driving is not only illegal, it is a matter of life and death. The Chadron Police Department would like you to remember: Drive Sober or Get Pulled Over.

“We work daily to ensure that our streets remain safe for our community members as well as those just passing through our town.” said Sergeant Cloyd. “This awareness effort was designed to get the message out that drunk driving is illegal and to help prevent loss of life. We look forward to continued partnerships between law enforcement and drivers helping us protect our community and putting an end to this senseless behavior.” he said.

The Chadron Police Department made a total of eighteen contacts during the enforcement period, resulting in two citations, and multiple warning for violations including: Head/Tail lights, Stop Signs, Speeding, Vehicle Registrations, and Open Containers.

The Chadron Police Department and NHTSA are reminding citizens of the many resources available to get them home safely. Drunk driving is not acceptable behavior, especially when there are so many safe alternatives to get you home safely.

The Chadron Police Department recommends these safe alternatives to drinking and driving:

· Remember that it is never okay to drink and drive. Even if you’ve had only one alcoholic beverage, designate a sober driver or plan to use public transportation or a ride service to get home safely.

· If you see a drunk driver on the road, contact the Chadron Police Department, or dial 911.

· Do you have a friend who is about to drink and drive? Take the keys away and make arrangements to get your friend home safely.

Chadron police release 'Drive Sober or Get Pulled Over' results

A dead body was recently found near the old Kmart building in Alliance.

"On behalf of Chief Lukens in response to numerous rumors, there was a deceased party located in the field near Kmart," Alliance Police Department said. "This was not a student, but an adult female who sadly took her own life in an apparent suicide."

APD said, "We want to remind the community that you are safe."

No further information was released at this time.&nbsp;

OMAHA, Neb. (AP) —&nbsp;<a href="https://apnews.com/article/biden-economy-strikes-congress-94089be6a4f469444da99fec9dde1b3e">A last-minute deal</a>&nbsp;prevented a railroad strike for now, but many rail workers remain unhappy with working conditions, including some who protested outside their workplaces Wednesday ahead of votes to approve the new contracts.

Handfuls of workers gathered outside railyards across the country in pickets organized by a newly formed workers group separate from the 12 unions that negotiated the deals last week with the major U.S. freight railroads. The protesters expressed dissatisfaction with the deals, just as the unions are trying to explain the potential&nbsp;<a href="https://apnews.com/article/rail-worker-strike-negotiations-updates-83c0f51db4a87bf632dafe589b328f4a">benefits they negotiated</a>&nbsp;to their roughly 115,000 members ahead of contract votes.

Fears about the&nbsp;<a href="https://apnews.com/article/economy-congress-government-and-politics-a53abd85fa6f8b3ccd622222ea9a4c46">dire economic consequences</a>&nbsp;of a rail strike that could cripple&nbsp;<a href="https://apnews.com/article/rail-strike-impact-5eb6747b3e4b4e39d764644d6377121d">all kinds of businesses</a>&nbsp;that rely on railroads to deliver raw materials and finished goods prompted the Biden administration to jump into the middle of the&nbsp;<a href="https://apnews.com/article/norfolk-kansas-city-southern-government-and-politics-8773238e61d632b59ddbba22175d0df2">contract talks last week</a>&nbsp;and urge both sides to reach an agreement. The contract talks included Union Pacific, Norfolk Southern, BNSF, CSX, Kansas City Southern and a number of other railroads, so the entire country would have been affected by a strike.

Nearly a dozen BNSF workers gathered near Minot, North Dakota, Wednesday with homemade signs declaring “We demand more!!” and “We will not back down.” Another group of a half dozen workers stood outside their worksite in Olathe, Kansas, with signs saying “Railroad greed driving inflation" and “Greedy railroads harming nations supply chain.”

Workers' concerns about time off and demanding attendance policies at the railroads took center stage in the negotiations. In the end, the unions that represent engineers and conductors secured a promise of three extra unpaid days off for workers to attend doctors' appointments without being penalized and improved scheduling of days off to go with the 24% raises and $5,000 in bonuses that a special board&nbsp;<a href="https://apnews.com/article/biden-transportation-strikes-ba718974eb14fcd615d606bfcdffb3d2">appointed</a>&nbsp;by President Joe Biden&nbsp;<a href="https://apnews.com/article/biden-strikes-a83dffef79d38e36dc25588b19bf54b4">recommended</a>&nbsp;this summer for the five-year deals.

It remains to be seen whether those concessions are enough to get workers to vote for these deals. A branch of the International Association of Machinists and Aerospace Workers union&nbsp;<a href="https://apnews.com/article/health-covid-government-and-politics-87bc3c3e0120b8258557767576262d89">rejected a deal</a>&nbsp;last week that didn't include those extra days off, so they are back at the table now working on a new pact. Two smaller unions did approve their deals, but the nine other unions will be counting their votes at various times over the next two months.

The two biggest unions that held out the longest — the Brotherhood of Locomotive Engineers and Trainmen union that represents engineers, and the Transportation Division of the International Association of Sheet Metal, Air, Rail and Transportation Workers union that represents conductors — aren't expected to report the results of their votes until mid November. Members of those unions are still waiting to see all the details of the deals that Biden announced last Thursday because lawyers are still finalizing everything before the full agreements get released.

That puts any potential for a strike out beyond the midterm elections, which mitigates the potential&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-biden-inflation-congress-cbc8eb5b29b817033d42204480b282da">political impact</a>&nbsp;of the talks for Biden and the Democrats. If any of the unions do reject their contracts, Congress could still be forced to step in.

Recently retired engineer Marilee Taylor, who left the railroad in Chicago after more than 30 years earlier this year when BNSF imposed the&nbsp;<a href="https://apnews.com/article/business-lawsuits-5123fda3d039543700b23d939e0bdda2">strictest attendance policy</a>&nbsp;in the industry, said she doesn't think the tentative agreements do enough to address the schedule and workload concerns after the major railroads eliminated nearly one-third of their workforces over the past six years. Unions say the railroads' strict policies make it hard to take any time off without a penalty.

“The issue remains we're working fatigued," said Taylor, who is active with the Railroad Workers United coalition that urged workers to go on strike. "The safety of ourselves, our coworkers and the people that we serve — whose communities we run through — are at risk .... These conditions are losing many, many workers who cannot maintain 90% of their every breathing moment in service or at the behest of the railroad.”

Norfolk Southern engineer Hugh Sawyer said it's hard to tell how many workers will ultimately vote for these deals because they might decide these agreements are the best they can get, although he said he's not hearing many people happy with them. Even if they remain frustrated, workers may not be willing to go on strike and risk having Congress intervene and impose a contract on them that could be worse than what the unions agreed to.

“We’re sick and tired of the way we’re treated out there,” said Sawyer, a 34-year veteran of the railroad who serves as treasurer of the Railroad Workers United group that includes workers from all the unions. “There's a lot of anger out there.”

One example of the schedule challenges rail workers face is that Sawyer just had outpatient surgery done earlier this week on one of his days off, but he has no idea when he'll be able to schedule an appointment to have the stitches removed from his head next week because he'll be on call then and doesn't know when he'll be working.

Multiple Alliance Landfill areas partially closed 

SCOTTSBLUFF -&nbsp;Western Nebraska Community College has graduated their first Class B CDL driver. Steven Stands with the City of Scottsbluff completed the Class B theory training online and then took his one and a half week behind-the-wheel driving skills training at the Scottsbluff Campus.

Stands said he appreciated the training he received and said his Class B license permits him to drive the city’s dump trucks and plow trucks. Stands also acquired the tanker endorsement so he can operate a water truck. Instructor Steve Sinks said Stands was a skilled operator to begin with, scored very highly, and was the ideal student for kicking off WNCC’s Class B program.

A Class B CDL permits the drivers to operate a single vehicle weighing 26,001 pounds or more without a trailer. It also allows them to operate any vehicle towing a trailer that weighs less than 10,000 pounds.&nbsp;

Tuition for Class B driver training is $2,400. WNCC offers financial aid to those who qualify. The classroom portion of the training is delivered online followed by one to two weeks of hands-on driving instruction at the Scottsbluff Campus. Wednesday and Thursday mark the annual “Operation Clear Track” – the single largest rail safety initiative in the United States. Troopers will have an additional presence around railroad crossings in several areas about the state.

“There are thousands of miles of active railroad tracks running across our state,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Rail Safety Week and Operation Clear Track are important efforts to raise awareness about the critical importance of attentive driving near railroad tracks.”

Coordinated by&nbsp;<a href="https://police.amtrak.com/" target="_blank">Amtrak Police</a>&nbsp;and&nbsp;<a href="http://www.oli.org/" target="_blank">Operation Lifesaver Inc (OLI)</a>,&nbsp;Operation Clear Track aims to reduce the approximately 2,000 serious injuries and deaths each year in the U.S. around railroad tracks and trains. Rainbow trout will be stocked by the Nebraska Game and Parks Commission to enhance fishing opportunities this fall and winter.

“This program emphasizes the urban and community waters statewide,” said Greg Anderson, Game and Parks’ fish production supervisor. “Ten-inch trout are stocked to provide angling opportunities for all ages to catch and harvest.”

The stocking of trout will begin the week of Sept. 26 and continue weekly through October.

“Hatchery crews work tirelessly throughout the year and drive thousands of miles ensuring trout arrive safe and healthy to their destinations,” Anderson said. “Although we have a schedule, Nebraska’s weather may have its own mind that alters our plans. Be assured we’ll accommodate the schedule, however, unforeseen issues besides weather, like unfavorable water body conditions, vehicle and mechanical failures, can occur.”

Stocking also will take place in November and December as time and weather permit. Crystal Spring Middle Pond near Fairbury will be stocked following the cormorant migration to ensure trout are available to the anglers there. A project will take place at Lake Ogallala this fall, necessitating a drawdown. It will be stocked once work there is complete and favorable water conditions exist.

Fishing for trout is a great way to introduce children to fishing because simple and inexpensive equipment may be used. A spinning or spin-cast rod and reel with a hook baited with a worm will work well. Add a split shot a couple of feet above the hook and a bobber a couple of feet above the split shot. Spinners, salmon eggs, dough baits and artificial flies also can catch trout.

On Sept. 20 at approximately 1:58 p.m. Scottsbluff police officers were dispatched to Highway 26 just east of Avenue B to an accident.

 A 2017 Ford Focus driven by a 90-year-old Scottsbluff man, had been eastbound in the westbound lanes when it collided with a 2007 Toyota Sienna driven by 39-year-old Adam Chavez of Scottsbluff.

"Based on the preliminary investigation it is believed the driver of the Ford Focus suffered a medical emergency, which caused him to lose control of the vehicle and continued into oncoming traffic," Scottsbluff Patrol Sergeant&nbsp;Krisa Brass said.

Both drivers were transported to Regional West Medical Center for various injuries. The vehicles were totaled.

Scottsbluff Fire Department, Valley Ambulance and the Nebraska State Patrol assisted with this accident.&nbsp;

On Wednesday, October 5, we will be holding our fourth and final Bridges Out of Poverty workshop.

Why have we committed so strongly to the Bridges Out of Poverty programs? Quite simply, because they work. Bridges gives us tools and strategies to reduce and alleviate individual and community instability. They open us up to alternative ideas and attitudes by sharing narratives of people with different kinds of problems. We have learned to see people in poverty as resourceful and resilient, people who want a brighter future for themselves and their families.

Ruby Payne started the Bridges programs over two decades ago. She was a classroom teacher, then principal, whose initial work was with schools, sharing her experience about how to deal with children from poverty families. She studied how people were under-resourced and the hidden rules that kept them that way.

Payne formed the company aha!Process, which has published several books relating to poverty in different situations like schools and various types of jobs. She and her staff conduct workshops all over the world. Now Payne's work empowers educators and community leaders to address issues of poverty in classrooms, communities, businesses, hospitals, churches, and social service agencies.

The point of the Bridges work is to give people the tools and knowledge bases necessary to move from survival to stability to wealth creation—at the individual, institutional, community, and policy levels.

When we held our first Bridges workshop in Alliance in June, 2021, most of us realized we had no idea what it was like to live in generational poverty. Most of the 200 people who attended had what are called "aha! moments" because of the new information they were learning, and the new way of seeing things that was being presented. Our next two workshops dealt with institutions and communities, and how they could better understand the problems created by poverty. Most didn't realize the barriers that had been placed in the way of moving ahead.

The final program in the Bridges series explores how to work with all sectors and economic classes, with the goal of creating a steering committee to become a Bridges community. Attention is given to the types of leaders needed to advocate for policy change at the local, state, and federal levels. Rather than having speeches and power points, we will spend most of our time working in community teams, determining how we can best achieve our goals.

Bridges: Part 4 will be held at Western Nebraska Community College in Scottsbluff in the Harms Center. Jim Ott, our facilitator for the last two workshops, will again join us. The program will

Getting Ahead: Bridges Out of Poverty

By CSC COLLEGE RELATIONS CHADRON – Chadron State College will celebrate Homecoming the week of Sept. 26 through Oct. 1. The theme for this year’s Homecoming is Out of This World and an updated list of events is&nbsp;<a href="https://www.csc.edu/student-activities/homecoming/" target="_blank">online</a>. In case of inclement weather, outdoor activities will be moved to the Student Center Ballroom.

On Monday, CSC clubs will participate in a Tailgate the Brooks Hall parking lot followed by a bubble painting palooza and the movie Guardians of the Galaxy in the amphitheater.

Royalty candidates are juniors or seniors representing campus organizations. Those planning to light C-Hill on Thursday, Sept. 29 should wear appropriate shoes for the hike.

Alumni, students, and the public are invited to an Open House 6-10 p.m. at the&nbsp;Math Science Center of Innovative Learning (COIL) Friday, Sept. 30.

On Saturday, Oct. 1, at 9:30 a.m., several regional high school bands will participate in CSC’s Homecoming Parade, while others will play in the stands during the 1 p.m. football game against Colorado School of Mines. ‘Out of This World’ Homecoming week begins Monday in Chadron at CSC

Ricketts extends orders to facilitate hospital planning, strengthen workforce

CHADRON – Chadron State College graduate student Arttie Parker of North Platte earned the opportunity to attend what his professor Dr. Tom Smith calls a prestigious seminar this summer.

Parker is a CSC alumnus, twice over. He earned a bachelor's degree in History in 2011 and another one in Social Science Education in 2012. He will&nbsp;graduate in May with a master’s degree.

As the sole&nbsp;teacher in the alternative program for North Platte High School, Parker teaches mainly juniors and seniors along with a few underclassmen. Since&nbsp;2012, he has taught&nbsp;U.S. History, World History, Government, Algebra 1 and 2, English, Earth Science, Physical Science, Biology, Personal Finance, and Strength and Conditioning. He is also the school’s powerlifting coach.

Parker had used resource materials from the National World War II Museum in New Orleans for years in his units about propaganda, so he applied for the museum’s seminar about propaganda and was selected from a pool of several hundred.

Parker has a wall in his classroom covered in posters from across the world that he calls the Art Of War.

“Propaganda analysis can be used in many different curricular areas, from the obvious historical observations to the use of colors and perspective, the choice of words, to the various forms that propaganda took,” Parker said. “So when the opportunity arose for this [educator’s seminar], I jumped at the chance.”

He plans to incorporate a lot of his research material from the seminar into his graduate project with Smith.

“I'm excited about the project, but even more, I'm hopeful it will open some eyes and be a valuable tool in my school district, as well as others. I came away from the seminar more excited about my [CSC graduate] project. I'm confident I am headed in the right direction with the project because I think it has practical application for any school that wishes to pursue World War II and/or Holocaust studies with modern applications,” Parker said.

The online portion of the seminar was intense, much like his current CSC graduate courses, according to Parker.

In addition to the online component, Parker spent a week at the museum.

“It's truly an incredible place that can't be completely absorbed in a single day. We crawled all over the museum with any free time we had,” he said.

Parker worked on collaborative projects in small groups and heard daily presentations from museum staff including curators, educators, and media specialists. They were led on guided tours of exhibits and worked with materials not yet on display yet. He found it fascinating to discuss what other school districts teach and other states’ standards.

Parker’s work culminated with a project called an Ignite Talk that seminar organizers require participants to present, after returning home, to their co-workers, administrators, and regional educators.

“We each presented to the rest of the group to demonstrate what we planned to take away from the seminar and present to others as professional development,” he said. “It is hoped that by making people more aware of propaganda and media literacy, we can help students to learn from the past and to make informed decisions when dealing with media of all sorts, whether it be mainstream media or social media.”

Although he considered himself well-informed about WWII, he said he was exposed to propaganda materials he had never encountered before.

“For me, the information I was able to uncover about how the Holocaust was perpetuated, hidden, and then justified through propaganda was of great importance to my graduate cumulative project. It was staggering to learn how much Holocaust denial material is being spread through social media and how much our students, and our own children, are being exposed to this material and pro-Nazi material,” Parker said.

Over the years, Nebraskans have built thousands of miles of trails, rails, power lines, and highways to connect our state.&nbsp; This connectivity has helped our urban and rural communities thrive. &nbsp;

Yet as more of our lives have gone online, we’ve seen a digital divide develop.&nbsp; It’s easier and less expensive to deliver high-speed internet to houses close together in cities than it is to reach ranch homes spaced miles apart. &nbsp;For this reason, broadband infrastructure in rural Nebraska has lagged behind our urban centers.

As Governor, my vision is to grow Nebraska. &nbsp;That means growing every part of Nebraska—from cities to suburbs to our rural areas.&nbsp; Geography shouldn’t determine opportunity in our state.&nbsp; No matter the distance Nebraskans live from a city, they should have access to the digital tools they need to live, learn, and do business.&nbsp; In today’s digital world, broadband connectivity is basic infrastructure.

I have been working with my agencies and the Legislature to expand reliable, high-speed broadband networks to connect every corner of Nebraska.&nbsp; In 2018, I signed LB 994 into law, creating the Rural Broadband Task Force. &nbsp;Chaired by Ed Toner, the State’s Chief Information Officer, the task force was charged with helping us better understand Nebraska’s broadband needs.&nbsp; Their work assessed gaps in coverage and proposed ways to expand broadband.

While our work to connect Nebraska began well before the coronavirus pandemic hit, the pandemic underscored just how important it is to have access to the digital world.&nbsp; Areas with accessible, high-speed internet were able to continue day-to-day operations of business, while areas without it struggled.&nbsp; In 2020, I directed $30 million of Nebraska’s federal coronavirus CARES Act funding to go toward the Remote Access to Rural Broadband Grant.&nbsp; This alone connected 17,500 households to broadband connectivity.

Then, in 2021, I signed the Rural Broadband Bridge Act (LB 388) into law. &nbsp;This invested another $40 million to connect an additional 30,000 households. &nbsp;As we continue to distribute funding through grants to telecommunications companies, we are prioritizing projects in underserved communities, from Nemaha County in southeast Nebraska to Dawes County in the northwest of the state. &nbsp;Last year, 61 grants were administered. &nbsp;Awards for the 2022 grant cycle will be announced this December.

We’ve&nbsp;set&nbsp;high standards as we work with telecommunications companies&nbsp;to grow broadband infrastructure in Nebraska.&nbsp;&nbsp;While 25 mbps download speed and 3 mbps upload speed (or 25/3) meets the Federal Communications Commission’s benchmark&nbsp;for speed, we recognize that the flow of data is only increasing as technology improves.&nbsp; It’s not enough to provide the bare minimum.&nbsp;&nbsp;Instead, we’re building with the future in mind.&nbsp;&nbsp;Any company receiving&nbsp;state funds is required to build speeds of 100/100, so that our broadband networks can keep up with technology as it evolves.

At the same time, we’re lowering barriers to get companies invested in our effort.&nbsp;&nbsp;Initially,&nbsp;the&nbsp;Broadband Bridge Act required applicants to provide 50% of the total development costs.&nbsp;&nbsp;This year, I signed legislation (LB&nbsp;1144) to reduce companies’ required investment in high-cost areas to 25%.&nbsp; This change makes it more cost-effective for telecommunications companies to build out broadband in our rural areas.

Additionally, there are several new funding streams coming from the Federal government.&nbsp;&nbsp;The State recently received approval from the U.S. Treasury for our plan to use $87.7 million from the&nbsp;Capital Projects Fund&nbsp;for&nbsp;broadband infrastructure.&nbsp;&nbsp;We’re also receiving funds from three programs under the Infrastructure Investment and Jobs Act:

There are a lot of moving pieces as we manage these programs.&nbsp;&nbsp;However, we’re ahead of the game&nbsp;in Nebraska.&nbsp;&nbsp;Unlike many other states, we’ve already passed the legislative framework and built the operational processes to manage grant applications and distribute awards.&nbsp; The priority we have placed on enhancing our broadband infrastructure has put Nebraska in a strong position to efficiently, effectively make use of new federal funding sources for broadband expansion.

To&nbsp;best use&nbsp;federal broadband dollars&nbsp;to&nbsp;serve&nbsp;Nebraskans, we’ve created a “Connect Nebraska” working group.&nbsp;&nbsp;Its&nbsp;sole purpose is to optimize federal resources to expand broadband.&nbsp;&nbsp;The&nbsp;group includes members from the&nbsp;State Budget Office,&nbsp;Public Service Commission, and Office of the Chief Information Officer.

The Connect Nebraska working group helped us launch&nbsp;<a href="https://broadband.nebraska.gov/Home" target="_blank">broadband.nebraska.gov</a>, which will serve as the primary hub of information&nbsp;for&nbsp;broadband programs available in the state.&nbsp;&nbsp;It’ll also be the main portal for grant applications.&nbsp;&nbsp;I encourage you to visit&nbsp;the&nbsp;website to learn more about the various funding sources and how to apply.&nbsp;

Gov. Ricketts: Bridging the digital divide to connect Nebraska

CHADRON – A survivor art exhibit, “What Were You Wearing,” is in the King Library Sept. 16 through Oct. 31. The display, including articles of clothing described by survivors of sexual assault, aims to explore the cultural attitude implying clothing provokes sexual assault, according to Interim Title IX Coordinator Morgan Cullan. The exhibit will be open during regular library hours in the northeast corner of the second floor.

On Sept. 19 police and emergency personnel responded to two separate injury accidents reported 27 minutes apart from each other in Scotts Bluff County.&nbsp;

At 6:52 a.m. a two-vehicle injury accident was reported at the intersection of Highland Road and County Road 28.&nbsp; 

A 50-year-old male from Gering and a 27-year-old male from Texas were involved in a vehicle accident.&nbsp; 

"Names of drivers and extent of injuries, and accident details are not available at this time," Scotts Bluff County Sheriff Mark Overman said.&nbsp;

At least one driver was transported to Regional West Medical Center by Valley Ambulance.&nbsp; 

At 7:19 a.m. a single vehicle injury accident was reported near Highway 92 and Wright’s Gap Road.&nbsp; 

The driver of the vehicle, an 85-year-old rural Gering man, was transported to Regional West Medical Center by Valley Ambulance.&nbsp; 

Again, Sheriff Overman said, "The driver’s name and extent of injuries and accident details are not available at this time."

Responders to the accidents included the Scotts Bluff Sheriff’s Office, Minatare/Melbeta and Scottsbluff Rural Fire Departments, Valley Ambulance and the Nebraska State Patrol.
