Scottsbluff Police participate in 'Drive Sober' enforcement wave

OMAHA, NEB.&nbsp; — The Nebraska State Patrol has closed-out multiple summer-long operations focused on specific areas of roadway safety. Troopers and dispatchers have been working overtime this summer to keep roads safe across the state.

Troopers based in Omaha performed several operations focused on excessive speeding in the Omaha metro area. During the effort, troopers partnered with the Omaha Police Department and Douglas County Sheriff’s Office on multiple occasions for high visibility enforcement operations. Several of these efforts included assistance from the NSP Aviation Support Division and the OPD Air Support Unit.

During these operations, troopers arrested 10 motorists for flight to avoid arrest, after they fled attempted traffic stops. Troopers also made four arrests for driving under the influence and issued 57 citations for speeding.

That effort was made possible thanks in part to a grant for $17,700 from the Nebraska Department of Transportation – Highway Safety Office. The grant period ran from April 15 through August 31.

Troopers complete summer-long traffic enforcement campaigns

SCOTTSBLUF -&nbsp;Western Nebraska Community College has seen an 11.9 percent increase in total students for the&nbsp;Fall 2022 semester.&nbsp;

As of September 2, the 10th day of the semester, there were 680 full-time students and 1,230 part time students enrolled in classes, for a total of 1,910. The 10-day report for the Fall 2021 semester showed 1,706 students.

While the 10-day report&nbsp;shows a slight drop in full time students, the total number of students that are considered part-time, meaning students are enrolled in less than 12 credits per semester, increased.

In addition, WNCC enrolled more first-time freshman this fall, an increase of 8.62 percent as compared to last fall. &nbsp;

"We are happy to see growth in our total enrollment for the fall semester," WNCC Interim President John Marrin said. "We have more students taking classes part-time, who are most likely balancing jobs and families, and that's inspiring and rewarding to know that WNCC can help play a part in improving peoples' lives."

The 10-day report also shows that Hispanic enrollment represents just under 25 percent of all students, and more than 28 percent of full-time students. High school students enrolled in WNCC's CollegeNOW! dual-credit program represented 30 percent of the student body. Every county in WNCC's service area is represented in the student population.&nbsp;

"Our mission is to provide opportunities to students from across the Panhandle," Marrin said. "We look forward to building on that success and providing more opportunities to our entire service area."

Top enrolled programs this fall are Nursing, General Studies – Math &amp; Science, Business Administration, and General Studies – Language &amp; Fine Arts.

The full 10-day report will be released at September's Western Community College Area (WCCA) Board of Governors meeting, Wednesday, Sept. 14 at the Scottsbluff Campus.

WNCC sees enrollment growth in Fall 2022 semester

On Sept. 14, 24-year-old Jon Mazanec plead guilty in Box Butte County District Court during an&nbsp;arraignment to 2nd Degree Domestic Assault with a prior conviction (Class IIA Felony), 3rd Degree Domestic Assault (Class IIIA Felony) and Possession of a Controlled Substance-LSD (Class 4 Felony). 

Mazanec waived his right for court appointed counsel.

According to the Affidavit for Custody, on Aug. 22, Box Butte County Deputy [Tim] Wangler and Chief Deputy [J.D.] Sutphen were dispatched to the 600 Block of  Cheyenne Avenue in Hemingford for a verbal disturbance. Upon arriving on scene, Deputies Wangler and Sutphen contacted a female on the porch of the residence that was in pain. Deputy Sutphen asked the female what happened and she stated that gasoline was poured on her and was lit on fire.

The Affidavit said, through further questioning about the incident, it was revealed the she and her boyfriend [Mazanec] were in an argument and he poured gasoline on her and lit it on fire with a torch. 

According to the Affidavit, Deputy Wangler and Sutphen searched the Hemingford area trying to locate Mazanec. At approximately 2:14 p.m. someone matching the description of Mazanec was seen walking up Cheyenne Avenue carrying a torch. Deputy Wangler caught up with the subject at the garage where the initial incident had occurred. Deputy Wangler asked Mazanec what had went on earlier that day and the Mazanec responded that he had a fight with his girlfriend and poured gasoline on her and then lit her on fire. 

Deputy Wangler placed Mazanec under arrest and Deputy Sutphen read Miranda Warnings to Mazanec. 

Deputy Sutphen asked if Mazanec had anything on his person and Mazanec stated that he had drugs in his pocket. After a pat down search, a plastic baggie was recovered from Mazancc’s shorts pocket with suspected LSD tabs in it.

Sentencing is set for Nov. 23 in Box Butte County District Court by Judge Travis O'Gorman.

Hemingford man pleads guilty to setting person on fire, possession of LSD

Banner County, Neb.&nbsp; —&nbsp; Erratic winds and a temperature inversion trapping smoke near the ground, are some of the obstacles facing firefighters in the 3,700-acre Smokey Fire in Western Nebraska.

Incident Commander&nbsp;Tim Grubbs,&nbsp;fire chief for the Banner County volunteer fire department, said he is concerned for potential erratic fire behavior that could occur when the inversion lifts.&nbsp;

“Firefighters from nearly 30 departments worked through the night to combat the Smokey Fire,” Grubbs said. “The many air assets fighting this fire along with those firefighters on the ground are working tirelessly to get this fire under control.”

Grubbs reported they are working on establishing fire containment lines around the entire fire perimeter but do not yet have a percentage of containment. He also reported that Wright’s Gap Road is closed for traffic and asked that people stay out of the area.

Grubbs also thanked the public for their generous support of the volunteer firefighter’s efforts. Donations are being coordinated by the Firefighter Ministries. 1 union rejects deal days ahead of rail strike deadline

CHADRON – Chadron State College was represented at the 2022 Nebraska&nbsp;Institutional Development Award Program (IDeA) Networks of Biomedical Research Excellence&nbsp;(INBRE) Conference in Nebraska City, Nebraska, last month.

CSC student Emmanuella Tchona and CSC alumna Dr. Nisha Durand gave presentations, while alumna Isioma Akwanamnye was honored with the&nbsp;<a href="https://www.unmc.edu/news.cfm?match=29171" target="_blank">James Turpen INBRE Scholar Award</a>. Professor Dr. Ann Buchmann, mentor of the INBRE students, also attended the conference.

Although CSC student Joshua Kruse conducted summer research as an INBRE student, he was unable to present at the conference.

Tchona gave a presentation about her research seeking an effective treatment of Schistosomiasis, a disease caused by a parasitic worm that affects 250 million people.

She said one-eighth of the world population is at risk of infection and there is only one cure available, Praziquantel, which has several shortcomings.

“Praziquantel is rarely curative, has a short half-life, and is only effective against the younger developmental stage of the worm,” she said.

Her research this summer focused on developing a compound effective against developmental stages of the parasite (young and adult), is curative, and has a reasonable half-life, or time that it is effective.

Tchona said the INBRE summer program was crucial to learning more about research and graduate life.

“It is something I will recommend to all science students regardless of whether they want to obtain a PhD or not. There are other options. Everything you have learned in your preparatory classes will make sense and you will see the direct application of science.&nbsp;You will learn critical thinking and the beauty of failure. I one hundred percent recommend INBRE,” Tchona said.

Durand presented about Becoming a Cellular Therapy Process Development Scientist. She explained her work developing cultured cells for use in clinical therapies at the Center for Regenerative Medicine at the Mayo Clinic and about her journey from Dominica to a science career in the U.S.

She&nbsp;is the Principal Research Technologist and Operations Manager at the Human Cellular Therapy Lab-Center for Regenerative Medicine at the Mayo Clinic in Florida.&nbsp;She is responsible for developing processes and techniques in support of all phases of cellular product development, and stem cell production in support of Phase I clinical trials.

Durand graduated from CSC with a bachelor’s in Human Biology in 2012 and went on to earn a doctorate in Biochemistry and Molecular Biology from the Mayo Clinic Graduate School of Biomedical Sciences in 2017.

Akwanamnye received the James Turpen INBRE scholar award in recognition of her dedication and research efforts.

“Receiving the award is a great feeling. Dr. Buchmann has been a supporting teacher and mentor, trusting me to work on the project for the past two years and patiently troubleshooting any problems with the project with me. I wouldn’t be who or where I am without my mentors who have taken the time to teach me and help me grow into the person I am today,” Akwanamnye said.

Akwanamnye joined the INBRE program in April 2020 during the pandemic. She said she was able to conduct meaningful research with Buchmann, working on a Triple-negative breast cancer project with fellow CSC student Lelisse Umeta.

Akwanamnye will attend graduate school at Case Western University working on cancer immunotherapy. Eventually, she plans to return to her native Nigeria to help improve scientific research there.

Buchmann said Akwanamnye is smart, dedicated, enthusiastic, and hard-working.

“She has the desire and drive to make a real difference in the scientific world both here and in Nigeria,” Buchmann said.

Buchmann said&nbsp;it is a privilege to watch her students grow into confident professionals in scientific fields.

There are other options. Everything you have learned in your preparatory classes will make sense and you will see the direct application of science.&nbsp;You will learn critical thinking and the beauty of failure. This year we have seen a problem with inflation - higher than any time since the 1970's. It seems to be slowing down right now, but inflation will continue to be a problem for the next few years because of the Ukraine crisis and climate change.

In the 1970's we devised a major way to deal with the problem of inflation - the Cost of Living Adjustment, or COLA. The Social Security Administration and most retirement programs use the COLA to determine increases in the amount of a person's retirement benefit. Labor unions bargain for cost-of-living adjustments to wage rates.

Social Security beneficiaries received a record 5.9% COLA in 2022. It marks the biggest annual increase in about 40 years. Next year the COLA is expected to be even higher. In comparison, in 2021 benefits went up by just 1.3%.

COLAS look at the increase in the cost of items in the Consumer Price Index (calculated by the government monthly) and give everyone that amount. This seems like everyone should stay at the same standard of living they are currently experiencing.

I would argue that that is not true. People at the lower end of the income scale are hit much harder by price increases, and they aren't staying even. Earlier this year we saw a huge increase in gasoline prices. Thankfully those prices have since dropped considerably. Who did they hurt the most? People who had to drive for their jobs.

We saw major increases in rent, so high that many were forced to relocate. That didn't affect the people who own their homes. It didn't even affect people who are paying mortgages, as those monthly payments remained the same. Who was affected? Those with lower incomes who couldn't afford to buy their houses. This is a segment of the population that has been growing dramatically since the Great Recession of 2008.

Grocery prices have gone up significantly. These prices will continue to rise because climate change will continue to increase the cost of production. Low income people spend a much larger percentage of their income on groceries as compared to high income people.

COLAS are really easy for businesses and government to use to figure income increases. They give everyone the same percentage. They don't think about the fact that their CEOs and administrators get huge increases. But maybe the people at the bottom of the pay scale didn't get enough to cover the increased cost of their health insurance, so their take-home pay is even less.

When I was a young teacher I remember going to a school board meeting where they decided to offer the same cost of living adjustment to everyone. I did some quick calculations and

realized the superintendent of schools just got a raise larger than the total annual income of a first-year teacher. That hardly seemed fair.

Businesses love COLAS. Those raises are easy to figure and to justify. And those in power can get huge raises without their boards of directors considering whether it is the best choice. An increase of 5% on a $10 an hour job is $1040 a year, which seems like a nice raise. For someone earning $100,000 a year, that's $5,000 for a raise. $200,000 at 5% means a raise of $10,000. Each successive year you'll get a raise on all your previous raises. (Think compound interest) But all these people have essentially the same dollar amount in the increase in their expenses.

The City of Alliance did something interesting this year. They calculated the cost of living adjustment on their total wage and salary package, then divided it evenly among all employees. This meant everyone working for the City is receiving a raise of $1.00 an hour.

Income inequality has become a major problem in America, with the gaps widening nearly every year since the 1970's. A lot of this inequality has been caused by using a COLA. Hopefully more businesses and agencies will consider actions similar to the City of Alliance.

“These programs highlight for students how research evidence is developed and used and give students opportunities for academic enrichment.”

UNMC Chancellor Jeffrey P. Gold, MD, said the ranking reflects the commitment to care that highlights not only the UNMC College of Nursing, but UNMC as a whole.

“Dr. Sebastian and her college can be justly proud of this accomplishment, which puts the college’s BSN program among the top 3% in the country,” Dr. Gold said. “As with other health professions, the importance of nursing, as well as the dedication of nurses and nurse educators, has been underscored during the COVID-19 pandemic. The UNMC College of Nursing has brick-and-mortar divisions across Nebraska, with locations in Scottsbluff, Kearney, Norfolk, Lincoln and Omaha. It offers several different tracks within the bachelor of science in nursing (BSN) degree program, as well as advanced practice and doctoral-level programs. The college also provides countless offerings for continuing nursing education.

According to U.S. News, the Bachelor of Science in nursing program rankings were determined by the average of scores received from surveys of top academics and officials at nursing schools or departments. These officials rated the overall quality of undergraduate BSN programs they were familiar with on a 1-5 scale.

Schools were included and ranked in this standalone peer assessment survey if they have bachelor’s-level accreditation by either the Commission on Collegiate Nursing Education or the Accreditation Commission for Education in Nursing. In addition, these regionally accredited institutions must have recently awarded at least 40 BSN degrees.

During the event, which runs from September 13-15, troopers will provide traffic control in the areas around the event and maintain an increased presence in an effort to reduce the potential for crashes. NSP reminds all motorists in the area to be prepared for slowed traffic at Husker Highway and Highway 30. Visitors to the show can also come in on the north side using Old Potash Highway to 90 Road.

OMAHA, NE — Food Bank for the Heartland has been selected as a charity partner for Safeway stores in Sidney and Chadron and will receive donations—throughout the month of September—from its annual Nourishing Neighbors campaign aimed at helping ensure every child has access to a healthy breakfast.

All monetary donations made will be used to purchase breakfast foods for the Food Bank’s BackPack Program.

“Young minds and bodies need a healthy breakfast to kick off their day,” says Brian Barks, Food Bank for the Heartland President and CEO. “Eating breakfast improves alertness, concentration, mental performance, and mood. The program comes at a pivotal time for neighbors in need and community members hoping to help. The lingering effects of the pandemic—paired with skyrocketing costs on everyday essentials—have been devastating for Heartland families. OMAHA, Neb. (AP) — Freight railroads and their unions are facing increasing pressure from business groups and the White House to settle their contract dispute before Friday's looming strike deadline.

The pressure stems from concerns that halting railroad deliveries of raw materials and finished products that so many companies rely on would be, in the words of the head of the U.S. Chamber of Commerce, an “economic disaster.”

A White House official said President Joe Biden and members of his cabinet were in touch with the unions and railroads Monday as part of their efforts to avert a strike. And for the second time in the past week, Labor Secretary Marty Walsh sat down at the negotiating table Sunday to urge the parties to reach a deal. Walsh postponed a planned to trip to Ireland this week to remain close to the talks.

A Labor Department spokesperson said Monday that it’s crucial that the parties remain at the negotiating table and come to an agreement because “a shutdown of our freight rail system is an unacceptable outcome for our economy and the American people.”

Suzanne Clark, the head of the U.S. Chamber of Commerce, said Monday that “a national rail strike would be an economic disaster — freezing the flow of goods, emptying shelves, shuttering workplaces and raising prices for families and businesses alike.”

The chamber joined a number of other business groups, including a coalition of 31 agricultural shipping trade groups, in sending letters to Congress urging lawmakers to be prepared to step in and block a strike if the two sides can't reach an agreement by the end of the week. The chamber said if it comes to that, Congress should impose the terms recommended by a Presidential Emergency Board that Biden appointed this summer.

The Association of American Railroads trade group put out a report last week estimating that shutting down the railroads&nbsp;<a href="https://apnews.com/article/economy-congress-government-and-politics-a53abd85fa6f8b3ccd622222ea9a4c46">would cost the economy $2 billion a day.</a>

The coalition negotiating on behalf of the nation's biggest freight railroads — including Union Pacific, CSX, Norfolk Southern, BNSF and Kansas City Southern — has announced eight of the 13 tentative agreements needed to avert a strike by some 115,000 rail workers.

The&nbsp;<a href="https://apnews.com/article/biden-norfolk-government-and-politics-eeedec386f2acba5d63181436ca03f3f">deals</a>&nbsp;that have been announced so far have closely followed the&nbsp;<a href="https://apnews.com/article/biden-strikes-a83dffef79d38e36dc25588b19bf54b4">Presidential Emergency Board’s recommendations</a>&nbsp;that called for 24% raises over five years, $5,000 in bonuses and one additional paid leave day a year. But the two biggest unions representing conductors and engineers have been holding out because they want the railroads to go beyond those recommendations and address some of their concerns about&nbsp;<a href="https://apnews.com/article/business-lawsuits-5123fda3d039543700b23d939e0bdda2">strict attendance policies</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">working conditions</a>.

The railroads have said they would begin curtailing shipments of hazardous materials and some other goods Monday in advance of a possible work stoppage at the end of the week. That would ensure that containers of those dangerous goods aren't left stranded along the tracks.

The heads of the Sheet Metal, Air, Rail and Transportation Workers — Transportation Division union that represents conductors, and the Brotherhood of Locomotive Engineers and Trainmen union that represents engineers,&nbsp;<a href="https://apnews.com/article/transportation-strikes-congress-climate-and-environment-90ec66e850dae76a3215a9fcaef71e53">criticized that decision</a>&nbsp;as a move to increase pressure on shippers and Congress to intervene.
