We had such good news about child poverty rates in September. First we learned from the Child Trends Research Institute that the rate of children living below the poverty line had dropped 59% from 1993 - 2019. Then the Census Bureau released the figures for 2021, and the great news was that the rate had dropped again, from 9.7% in 2020 to 5.2% in 2021. However, the news for 2022 isn't nearly as rosy.

The monthly child poverty rate increased by 5% between December 2021 January 2022. The increase in poverty represents 3.7 million more children in poverty due to the expiration of the monthly Child Tax Credit payments.

The Census Bureau reports poverty rates using two different measures. The official poverty measure has been used since the 1960s. Pretax money income is compared to a national poverty threshold based on the size of a household. The official poverty rate in the United States in 2021 was 11.6%, with 37.9 million people in poverty.

Now most experts use the Supplemental Poverty Measure (SPM). The Census Bureau in September reported that the SPM poverty rate in 2021 was 7.8%.

The Supplemental Poverty Measure was developed by the Bureau of Labor Statistics and has been used since 2011. The SPM takes into account the value of the government programs that assist low-income families. The SPM also deducts federal and state taxes and medical expenses from total earnings. Finally, the SPM recognizes that the cost of living varies for different geographical regions.

The SPM child poverty rate of 5.2% in 2021 is the lowest child poverty rate on record. Why? After the COVID pandemic hit the nation in March, 2020, Congress passed the CARES Act and later the American Rescue Plan. We all remember how people stopped leaving their houses. Schools and many businesses closed. Most transportation was shut down. We faced shortages of so many products. Unemployment soared.

Businesses received stimulus payments. For individuals, unemployment benefits were increased, SNAP benefits were increased, payments for some loans and mortgages were delayed. The Child Tax Credit was increased and could be received monthly rather than as a lump sum at tax time.

For the last six months of 2021, families with eligible children received monthly payments of $300 per child through the credit. The second half of the credit was delivered to families in the spring in the form of a tax refund.

However, that increase in the Child Tax Credit was only good for 2021. This year the monthly payments ended, so the full credit will be deducted from a person's tax return next spring. And the full credit amount has been reduced from $3600 to $2000 per child for the year.

The benefits of the larger tax credit and its payout in monthly checks were widespread, lowering child poverty, food insecurity, and financial anxiety for millions of families with children. When we also consider the current high inflation rates, especially on food, we have to expect that the rate of children in poverty in the United States will continue to rise.

Is there anything we can do to reverse this trend? How about contacting our members of Congress and asking them to return to the Child Tax Credit amounts and monthly payments of 2021? It was obviously a successful program that should be renewed.

Nebraska is the best place to raise a family.  We have safe, supportive communities.  We have great schools.  We have world-class zoos, fantastic children’s museums, and beautiful state and local parks.  And children in Nebraska benefit from our state’s strong culture of community involvement and mentorship.  

I may be biased since I grew up in Nebraska, but you don’t have to take my word about our state being a great place for kids.  Nebraska regularly ranks near the top on measures of child welfare.  Each year, the Annie E. Casey Foundation releases its Kids Count data book that evaluates child welfare in all 50 states.  Nebraska has been in the top 10 for three consecutive years—coming in #8 in 2022.  This year, we were #1 in the nation for children’s economic wellbeing.  Overall, we’re ranked higher than every neighboring state. 

However, we know the pandemic affected kids.  Due to the coronavirus, they spent time out of the classroom and disconnected from friends.  We’ve worked hard in Nebraska to mitigate its negative impacts. 

Research has clearly shown students learn better in the classroom.  We also know that kids in the classroom, on average, had better physical and mental health.  Here in Nebraska, schools did a great job of helping children return to school.  Nebraska was the sixth best state for getting kids back in classrooms after the outbreak of the coronavirus.  Politico gave our state top marks in the nation for our pandemic response, including ranking us fourth best for how we handled education.  Relatively speaking, we had little learning loss compared to other states.  Our educators played a key role in this achievement.  There were times when many teachers were working double to prepare lessons for both in-person and remote learners.  Thank you to educators in Nebraska for all you’ve done since the spring of 2020 to help our kids succeed.

The pandemic was also hard on families.  We saw a nearly 30% increase in child welfare cases from July 2019 through October 2021.  Our team at the Nebraska Department of Health and Human Services (DHHS) has done great work to meet the growing need for child welfare services.  We’ve dedicated more State resources to handle the increase in cases.  For example, we directed $20 million of carryover funds from 2021 into this year to address needs.  And we devoted $10 million of federal American Rescue Plan Act (ARPA) funds to be able to serve the increased number of kids in the child welfare system. 

We also know the pandemic affected children’s mental well-being.  That’s why the State prioritized using ARPA funds to invest in pediatric mental healthcare facilities.  This includes:

$10 million to develop mental health urgent care centers across Nebraska

$10 million for a public-private partnership to build a behavioral health center for youth

$10 million for an adolescent mental health development day school to serve youth impacted by the pandemic

As we’ve invested in pediatric healthcare facilities, we’ve also taken action to bolster Nebraska’s child welfare workforce.  Our caseworker teammates received a 20% salary increase in October of 2021, which has strengthened our retention.  In the nine months prior to October 2021, case manager monthly turnover was over 4.7%.  In the nine months after October 2021, case manager monthly turnover fell to 3.1%.  DHHS has also successfully worked to recruit new teammates.  From March to July 2022, the agency hired 105 new child welfare specialists to grow its team in the Eastern Service Area.  

While addressing the needs arising from the pandemic, we’re also focused on finding new and improved ways to serve children and families.  Over the past eight years, the quality of child welfare in Nebraska has benefited greatly from strong public-private partnerships that focus on prevention.  Under the Bring Up Nebraska Initiative, we’ve been able to serve thousands of children and families in communities across the state.   By embracing an alternative response approach, we are able to work with families before they come to the attention of the state child welfare agency.  This proactive mindset is key to preventing abuse and neglect and strengthening Nebraska’s families.  Effective October 1, 2022, DHHS is launching new programs to continue our alternative response approach.

Family-Centered Treatment: a 4-6 month home-based trauma treatment program that works to identify the core issues facing the family within the home by increasing positive parenting skills and providing therapeutic services to address mental health needs and substance use.

Healthy Families America: a home visiting program for new and expecting families with children who are at risk for maltreatment.

Trauma Focused Cognitive Behavioral Therapy: a therapeutic program for children and adolescents who have symptoms associated with trauma exposure.

Familias Unidas: a family-centered intervention that works to prevent substance use and risky sexual behavior among Hispanic adolescents and empowers parents by enhancing communication and improving parenting skills.

These innovative programs increase the personalized services we offer to ensure every child in Nebraska has the opportunity to thrive here in the Good Life.

Nebraskans working in child welfare provide great service to kids in our state.  Their compassionate care is a big reason why Nebraska continues to rank among the top states in America for child welfare. Parker’s presentation was selected among many applications and covered, “What Public Health Has Met in Remote Rural Areas,” with many health professionals in attendance.

Kirk Van Pelt, NALBOH National Board Director and Banner County School graduate was excited to share, “It was so great to have someone representing rural Nebraska. Throughout our convention, I had the chance to get to know Marie and her husband Rick.&nbsp;The students and staff of Banner County School are in such good hands with the care and assistance of Marie Parker.&nbsp;Thank you, Marie Parker, for the work you do for the community of Banner County and the Panhandle Public Health District.”

Influenza (flu) is a potentially serious disease that can lead to hospitalization and sometimes even death. Flu can mean a few days of feeling bad and missing work, school, or family events, or it can result in more serious illness.

An annual seasonal flu vaccine is the best way to help&nbsp;reduce the risk of getting flu and any of its potentially serious complications. Vaccination has been shown to have many&nbsp;benefits&nbsp;including reducing the risk of flu illnesses, hospitalizations and even the risk of flu-related death. While some people who get a flu vaccine may still get sick with influenza, flu vaccination has been shown in several studies to reduce severity of illness.

There is no combination flu and COVID vaccine planned for release at this time. However, people can get their flu shot and COVID booster on the same day. New boosters are now available to provide increased protection against Omicron variants.

When to get the updated COVID booster

At least 2 months after your last COVID dose - either a booster dose or your primary series.

Who should get the updated COVID booster

Individuals age 12 and up are eligible for the updated Pfizer booster, and adults age 18 and up are eligible for the updated Moderna booster.

“Knowing where you or your children are at in their COVID vaccine and booster series may be confusing but please reach out to speak with one of our public health nurses to help understand what’s the best next step and to find a vaccine locally,” said Kim Engel, Panhandle Public Health District Director. “The most important part is that you, your children, and your family are best protected from the flu and COVID these coming winter months.”

COVID vaccine and boosters are widely available across the Panhandle for individuals aged 6 months and over, there are no out-of-pocket expenses.

Residents can have as many as their family needs with a limit of six at one time at no charge.&nbsp;These are important to have on hand so if you or a family member feels a minor COVID-like symptom, you can quickly test to make a decision about how to keep yourself and others that may be around you healthy and safe.

Once picked up, individuals can perform the test on their own or be helped through a video call. If done through the video call, you will receive a certified lab report that can be used for travel, medical procedures, and other documentation needs.

Chadron City Transit services to Rapid City to begin soon 

OMAHA, Neb. (AP) — The U.S.'s third largest railroad union rejected a deal with employers Monday, renewing the possibility of a strike that could&nbsp;<a href="https://apnews.com/article/rail-strike-impact-5eb6747b3e4b4e39d764644d6377121d">cripple the economy. B</a>&nbsp;oth sides will return to the bargaining table before that happens.

Over half of track maintenance workers represented by the Brotherhood of Maintenance of Way Employes Division who voted opposed the five-year contract despite 24% raises and $5,000 in bonuses. Union President Tony Cardwell said the railroads didn't do enough to address the lack of paid time off — particularly sick time — and&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">working conditions</a>&nbsp;after the major railroads eliminated nearly one-third of their jobs over the past six years.

“Railroaders are discouraged and upset with working conditions and compensation and hold their employer in low regard. Railroaders do not feel valued,” Cardwell said in a statement. “They resent the fact that management holds no regard for their quality of life, illustrated by their stubborn reluctance to provide a higher quantity of paid time off, especially for sickness.”

The group that represents the railroads in negotiations said they were disappointed the union rejected the agreement, but emphasized that no immediate threat of a strike exists because the union agreed to keep working for now.

Four other&nbsp;<a href="https://apnews.com/article/technology-business-norfolk-strikes-kansas-city-southern-c8dd899d2dabab8525d23b86d67b51e3">railroad unions</a>&nbsp;have approved their agreements with freight railroads including BNSF, Union Pacific, Kansas City Southern, CSX and Norfolk Southern, but all 12 unions representing 115,000 workers must ratify their contracts to&nbsp;<a href="https://apnews.com/article/biden-economy-strikes-congress-94089be6a4f469444da99fec9dde1b3e">prevent a strike</a>. Another union, the International Association of Machinists and Aerospace Workers, initially rejected its deal but has since&nbsp;<a href="https://apnews.com/33f95ad925d1a00b204c95a70c18db3c">renegotiated</a>&nbsp;a new contract. Voting will be completed in mid-November.

President Joe Biden pressured the railroads and unions to reach a deal last month ahead of a mid-September deadline to allow a strike or walkout. Many businesses also urged Congress to be ready to intervene in the dispute and block a strike if an agreement wasn't reached because so many companies rely on railroads to deliver their raw materials and finished products.

In general, the deals the unions agreed to closely follow the&nbsp;<a href="https://apnews.com/article/biden-strikes-a83dffef79d38e36dc25588b19bf54b4">recommendations</a>&nbsp;a special panel of arbitrators that Biden appointed made this summer. That Presidential Emergency Board recommended what would be the biggest raises rail workers have seen in more than four decades, but it didn't resolve the unions' concerns about working conditions. Instead it said the unions should pursue additional negotiations or arbitration that can take years with each railroad individually.

The Brotherhood of Maintenance of Way union said it agreed to delay any strike until five days after Congress reconvenes in mid November to allow time for additional negotiations.

Quality of life issues took center stage at the end of these negotiations, with unions representing conductors and engineers holding out until the end for three unpaid leave days a year for medical appointments and a promise that railroads will negotiate further about giving those employees regularly scheduled days off when they aren't on call. Engineers and conductors have complained that strict attendance policies make it hard to take any time off.

Track maintenance workers in the BMWED generally have more regular schedules than engineers and conductors, but all the rail unions have objected to the lack of paid sick time in the industry — particularly after working to keep trains moving throughout the pandemic.

Rutgers University professor Todd Vachon, who teaches labor relations classes, said he's not entirely surprised the contract was rejected given how emboldened union members feel to fight for better working conditions amidst the current worker shortage.

“The biggest sticking issue is quality of life — especially access to paid time off and paid sick time. If the railroads can make some movement in that area, it will likely go a long way with rail workers who currently feel they are not being respected by their employers,” Vachon said. “Wages and resource allocation are one important part of contract negotiations, but feeling respected by one’s employer remains one of the top reasons that workers form and join unions.”

Although a strike is now possible, Vachon said he’s not too worried yet because both sides have more than a month to reach a new agreement.

ALLIANCE – Candidate and Little Sister applications are now available for the 2022 Best of the West competition to be held Saturday, November 12, 2022 at 6 P.M. at the Alliance High School PAC.&nbsp; &nbsp;Formerly the Miss Alliance/Miss Chadron Miss and Outstanding Teen pageant, the Best of the West competition is an official local of the the Miss America and Miss America’s Outstanding Teen competition.&nbsp; It is designed to promote scholastic achievement, creative accomplishment, healthy living and community involvement for America's young women.

Along with scholarships, crowns and prizes, the winners of the Best of the West competition will compete for the title of Miss Nebraska and Miss Nebraska’s Outstanding Teen in June, 2023.&nbsp;

The teen competition is open to all female Nebraska residents who are at least 13 years old (by June, 2023) and no older than 17 and actively enrolled in high school by June of 2023.&nbsp; The Miss competition is open to all female Nebraska residents who are at least 17 years old by June 2023 and a high school graduate and no older than 26 by December 2023.&nbsp;

The teen and miss candidates will be judged based on interview, talent, red carpet (eveningwear), on-stage question with teens competing in physical fitness and miss in a separate social impact statement competition. There will also be a separate overall community service competition, audience choice award, and Miss Congeniality voting that do not count in the overall scoring.&nbsp; A silent auction will also take place during the competition.&nbsp;&nbsp;

Emcees for the evening will be Steffany Lien, Miss Nebraska 2022 and Alexandra Thompson, Miss Nebraska’s Outstanding Teen 2022.&nbsp; Thompson, who was crowned Miss Alliance’s Outstanding Teen 2022 last November in Alliance, will return to the Best of the West stage to help crown our 2023 titleholders.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The competition is also seeking girls ages kindergarten through 5th&nbsp;grade to participate in our Little Sister program.&nbsp; Little sisters will be paired with the contestants for the competition and will dance on stage and escort their contestant during the red carpet presentation.&nbsp;

'Wounded Knee & Impact of Northwest Nebraska' to be held at Knight Museum

Homecoming week at Alliance High School was capped off Saturday with the induction of 5 new members to the AHS Activities Hall of Fame and&nbsp; the 2022 recipient to the Alliance Public Schools Foundation&nbsp; Wall of Fame.&nbsp;&nbsp;

The Activities Hall of Fame now includes 44 members with the induction of this years class.&nbsp; Alliance Superintendent of Schools, Dr. Troy Unzicker served as&nbsp; host of the event and explained the selection process for the Hall of Fame.&nbsp;&nbsp;The selection committee meets once a year to review and vote on new members.  In order for a nominee to be inducted, they must receive at least a 75% majority vote from the selection committee.  This year the committee reviewed 40 nominees, which included 22 State Champions or 1st Team All-State selections,&nbsp; 21 different individuals received at least one vote from committee members.&nbsp; &nbsp;After several rounds of discussion and voting, the committee selected this years inductees.&nbsp;&nbsp;

Jeff Colwell, Class of 1988.&nbsp; &nbsp;Jeff was a two-time State Wrestling Champion. Winning the Class A heavyweight title in 1987 and 1988. He was part of 2 State Champion Wrestling Teams.

Jeff was also&nbsp; was an All-Conference football player and competed in golf.&nbsp; Former Alliance Principal and Wrestling Coach,&nbsp; Dr. Pat Cullen spoke about how Jeff worked hard at being the best conditioned heavyweight, which helped him wear down opponents late in the match. Dr. Cullen talked about how Jeff had overcome an injury his senior season to comeback and repeat as a State Champion and the work ethic he had in practice each day.

Dan Farrington, Class of 1955.&nbsp; Dan was a member of the 1955 AHS State Champion Track and Field Team.&nbsp; He won Gold Medals in the 100 and 880 yard relay and still hold the AHS 200m record.&nbsp;

Dan passed away in 2020.&nbsp; His daughter, Jennifer Mooney accepted his award and&nbsp; talked of the Farrington family moving to Alliance from St. Louis when Dan was in Elementary School.&nbsp; He took to small town life immediately and participated in all sports through Jr. High and High School.&nbsp; He went on to participate in Track and Field at the University of Nebraska.&nbsp; Jennifer talked of Dan's love of&nbsp; his Family, Alliance and Nebraska.&nbsp; She said Dan, would have been thrilled to receive this honor.

Ryan Lovell, Class of 1992.&nbsp; &nbsp;Ryan was an Outstanding Performer in Music, Speech and Drama.

He was named Outstanding Actor his Senior year. He also talked about growing up in Alliance and the&nbsp;opportunities he had and the help, support and sometimes&nbsp;discipline he received from his teachers at AHS, which prompted him to go on to become a Music Teacher and Theater Director.&nbsp; He said he could not have accomplished anything without the love and support of his family and friends.&nbsp; &nbsp;A common theme with all the inductees.&nbsp; Ryan is just the 2nd performer to be selected to the Hall of Fame.&nbsp;

Kory Phill, Class of 1987.&nbsp; Kory was a 4-time State Wrestling Medalist and 2-time State Champion. Winning titles in 1986 and 1987. He as part of 3 State Champion Wrestling Teams.&nbsp;

Kory passed away several years ago.&nbsp; Dr. Pat Cullen, his high school coach, talked about Kory being a&nbsp; dominate wrestler and the first in AHS history to record 100 career wins, but on the otherside of things,&nbsp; Kory worked hard in practice to become better, he was a bit mischievous, but always kept the mood light, which tried his coaches and teachers patience at times.&nbsp; &nbsp; Dr. Cullen said Kory would have loved to receive this honor.&nbsp; &nbsp;He also spent some time talking about how all the teachers at AHS would go out of their way to help the other teachers and&nbsp; students when needed.&nbsp;&nbsp;

Dave Sautter, Teacher and Coach at AHS for 34 years.&nbsp; Dave taught Math and Coached Football, Volleyball, Golf and Basketball. He also served as Middle School Activities Director.&nbsp;

Dave is the all time winningest Coach in AHS Girls Basketball History and lead the Lady Bulldogs to the 2007 Girls Class B State Basketball Championship.&nbsp; Dave spoke about wanting to play sports at a young age and even though he went to college on a choir scholarship, he knew he wanted to be a coach.&nbsp; He talked about coaching multiple sports and learning from great mentors. He spoke about the great camaraderie with other AHS teachers and coaches through his career and about very talented athletes who worked hard to have success.&nbsp; &nbsp;Family and Faith were also a big part of his coaching career.&nbsp; 

Like the others inducted, it was very clear that receiving this honor was something special.&nbsp;

The final honoree of the day was 2022&nbsp; Alliance Public Schools Foundation, Wall of Fame recipient,&nbsp; Colonel Joshua McConkey. 

Josh was a 1996 AHS graduate. He attended the RHOP program through Chadron State College and the University of Nebraska Medical Center graduating in 2003.&nbsp; While attending Medical School, Josh enlisted in the Nebraska Army Reserves receiving his commission&nbsp; as a Medical Service Corps Officer in 2000,&nbsp; later transfering to the Air Force in 2011.&nbsp; He served as a Flight Surgeon and was the leader of the Critical Care Air transport Team.&nbsp; He cared for both soldiers and civilians while deployed to Iraq in 2007.&nbsp; He has logged over 340 flight hours as a flight surgeon in both war and peacetime, logging over 90 hours of aeromedical evacuation and air assault, support troops.&nbsp;

Josh has also worked as an Emergency Physician for over 18 years and practiced ER medicine throughout the United States, New Zealand and Australia. He also served as an ER Provider in his hometown of Alliance.&nbsp; &nbsp;Josh along with his wife Elsa and their 3 children currently make their home in North Carolina.&nbsp;&nbsp;

In his remarks,&nbsp; Josh talked about growing up in Alliance and enjoying the small town life,&nbsp; in a tight knit community, that values a strong work ethic.&nbsp; He also gave credit to the teachers, administrators and sponsors that encouraged him during his high school years.&nbsp; He spoke of serving in combat zones around the world and seeing firsthand the distructions of war and its effect on people,&nbsp; and commended all Veterans and those currently serving.&nbsp;&nbsp;

Josh is the ninth recipient of the Wall of Fame honor, which began in 2014.&nbsp;

Local author, Jen Ponce, will be a guest speaker to share about writing fantasy fiction and National Novel Writing month.Youth Book Club for grades 3-6 on Tuesday, October 25th from 4:30 to 5:30 pm in the Community Room. Youth can select any “Magic Tree House” book by Mary Pope Osborne to check out and read for our discussion. You can even read more than one!Youth in grades 4-12 are invited to participate in “Nebraska Letters About Literature” which is a state reading and writing promotion program. LAL is coordinated and sponsored in Nebraska by the Nebraska Center for the Book and the Nebraska Library Commission, with support from Houchen Bindery, Ltd., Humanities Nebraska, Nebraska Cultural Endowment, Lincoln City Libraries, Francie &amp; Finch Bookshop, and Chapters Bookstore in Seward. To enter, readers write a personal letter to an author, living or dead, from any genre—fiction, nonfiction, or poetry, contemporary or classic—explaining how that author’s work changed the student’s way of thinking about the world or themselves. Each letter must be submitted via http://centerforthebook.nebraska.gov/programs/LAL.html with the Letters About Literature online platform for Nebraska. When temperatures drop, it often costs more to stay comfortable in your home — and scammers know that. This alert is the first in a series to help you get your home ready for winter, save money, and avoid fraud.&nbsp;

Utility imposters work year-round. Here’s how to recognize and report&nbsp;<a href="https://consumer.ftc.gov/articles/scammers-pretend-be-your-utility-company">utility scams</a>.

●Scammers say you’re behind on your bill and, unless you pay right away by&nbsp;gift card&nbsp;or&nbsp;wiring money&nbsp;through companies like Western Union or MoneyGram, they’ll shut off your utility service.&nbsp;Stop. That’s a scam!

 ●Scammers come to your door saying they need to repair or replace equipment, and that you have to pay on the spot.&nbsp;Stop. That’s a scam!

 ●Scammers say you overpaid your bill, and they need to confirm personal information to process your refund.&nbsp;Stop. That’s a scam!

If you get a call like this, report it your utility company. Then report it to the FTC at&nbsp;<a href="https://reportfraud.ftc.gov/#/">ReportFraud.ftc.gov</a>.

Here are some easy (and more involved) ways to cut your energy costs. The less you’re worried about energy costs, the easier it will be to ignore a call from someone (a scammer) who offers ways to save money this winter…if only you pay them.

●Do a home energy audit.&nbsp;It’ll tell you how efficient your heating system is and where your home is wasting energy. Many utility companies offer free or low-cost energy assessments. Visit&nbsp;<a href="http://energysavers.gov">energysavers.gov</a>&nbsp;for more resources.

●Seal air leaks&nbsp;around windows, doors, and places where pipes and wires come through walls. Check existing&nbsp;caulking&nbsp;and&nbsp;weatherstripping&nbsp;for gaps or cracks.

●Bring&nbsp;your insulation&nbsp;up&nbsp;to&nbsp;levels <a href="https://www.energy.gov/energysaver/insulation">recommended by the U.S. Department of Energy</a>.

●Lower your thermostat&nbsp;before you go to bed or head out for the day, or get a programmable thermostat to do it automatically.

●See if help is available.&nbsp;Check to see if you’re eligible for the&nbsp;<a href="https://www.benefits.gov/benefit/623">Low Income Home Assistance Energy Assistance Program (LIHEAP)</a>.
