NORFOLK — Today, the Nebraska State Patrol presented a citizen Life Saver Award to Mr. Riley Butts for his heroic actions to save a woman from a burning vehicle. The incident occurred after a vehicle crash on Highway 81 near Madison last May.

“This is a story that certainly could have had a different ending,” said Captain Dain Hicks, Commander of Troop B. “Without the quick and heroic actions taken by Riley, a family would have lost a loved one.”

The crash occurred on May 28, 2021, when a woman suffered a medical episode while driving on Highway 81, near Madison. The woman lost control of her vehicle, left the roadway, and crashed into a tree. The vehicle then caught fire.

Riley Butts was among the first to arrive at the scene, as he was also traveling on Highway 81. Butts reported the crash to 911 and jumped into action. Witnesses report that Butts ran to the burning vehicle. He noticed that the driver was not moving inside the car and all doors to the vehicle were locked. Butts then broke a side window to gain access to the vehicle and unlocked the doors. He then pulled the woman out of the vehicle just before the car became fully engulfed in flames. Witnesses also report an explosion moments later.

Without question, Mr. Butts actions saved the life of the female driver, who was later transported to Faith Regional Hospital in Norfolk with non-life-threatening injuries.

“(I) made sure there was nobody else in the vehicle, broke out the back window, so we were able to open the front door and pull her to safety,” said Butts. “I hope if anybody sees anything like that, they would try to pull over and help the most they can.”

“Riley acted without hesitation to help a complete stranger who was in immediate danger,” said Captain Hicks. “He undoubtedly saved a life that day. It is our privilege to present this award and to thank him to his heroism.”

Supplemental Nutrition Assistance Program income limit increases

Health care workers face many challenges and stressors due to high patient volumes, long work hours and workplace demands. Those challenges have been amplified by the COVID-19 pandemic.&nbsp;

The University of Nebraska Medical Center College of Nursing has received a three-year, $2.2 million grant to work with partners across Nebraska to develop and deploy resources that will promote resiliency and mental health in the nursing workforce. It will be aimed at&nbsp;nursing students, registered nurses and advanced practice registered nurses, as well as their employers, working in rural and medically underserved areas.&nbsp;

The intent is to foster healthy workplace environments by helping to manage stressful situations and&nbsp;hardships, avoid burnout and address&nbsp;suicide and substance use disorders. The grant will embed wellness interventions into UNMC nursing curriculum, create and evaluate train-the-trainer models and provide free continuing education to practicing Nebraska nurses and their employers across Nebraska.&nbsp;

Alyson Hanish, PhD, assistant professor in the College of Nursing, said there is a need for a broader focus on wellness, covering the whole nursing career continuum, from trainees to practicing nurses, addressing burnout and mental health conditions. The grant team will adapt and deliver evidence-based wellness interventions and provide subsequent resources into rural and medically underserved areas in nursing, including our Critical Access Hospitals across the state.&nbsp;

The UNMC grant is funded through the U.S. Department of Health and Human Services’ Health Resources and Services. It is part of an estimated $103 million in American Rescue Plan funding over a three-year period to reduce burnout and promote mental health among the health care workforce.&nbsp;

Dr. Hanish will lead a multidisciplinary team in the UNMC College of Medicine and College of Public Health, and facilitate partnerships with the Nebraska Board of Nursing, the Nebraska Center for Nursing and the Nebraska Hospital Association.&nbsp;

Dr. Hanish is a pediatric nurse and sleep researcher. When she saw family members and colleagues struggling throughout the pandemic and the high rates of burnout, she saw the grant as a way to help.&nbsp;

“We’re in a complicated environment right now. The pandemic has exacerbated the nursing shortage,” Dr. Hanish said. “We know burnout is increasing and about 25 to 30 percent&nbsp;of new nurses quit in their first year. When I saw a call for grant proposals, I had a gut reaction that I needed to do something. It’s an ongoing issue, and it’s going to take a large investment at a systems level.&nbsp;

“The health of nurses has to be a priority. We will implement evidence-based wellness interventions to keep our workforce healthy, so they can provide the best health care to their patients. By providing resources to address escalated burnout and mental health conditions, we aim to improve the recruitment and retention crisis of nurses.”&nbsp;

Rebecca Wysoske, MD, along with others from the UNMC Department of Psychiatry, has developed a stress management program called&nbsp;WHOLE (Wellness – How One Lives Effectively).&nbsp;

As part of the grant, the WHOLE program will be tailored to meet specific needs of nursing students and the workforce.&nbsp;The program uses Acceptance and Commitment Therapy and the Substance Abuse and Mental Health Services Administration Eight Dimensions of Wellness as the framework.&nbsp;&nbsp;

Dr. Wysoske said the program is taught in one- to two-hour increments, usually once a week over eight sessions. It&nbsp;will include ways to manage acute stress, as well as self-care, meditation and other proven strategies to reduce chronic stress.&nbsp;

“The goal is to keep stress under control the best we can&nbsp;and to recognize when we may need to reach out for help,"&nbsp;said Dr. Wysoske, assistant professor in the UNMC Department of Psychiatry. "When you’re headed for burnout, everything looks negative. It’s not useful to spend time or energy on the past or things we don’t have control over.&nbsp;

"Energy spent on those things means there’s no energy left for working on the things you can change and things that may make your life easier to manage or more enjoyable. We emphasize identifying positive things to be grateful for.&nbsp;

“Burnout has a lot to do with systems —&nbsp;things we don’t have control over. We can’t individually change staff or equipment shortages, but we can recognize what is in our control and focus our energy there so we can make even a small difference that may have a big effect.”&nbsp;

UNMC receives grant to promote mental health, reduce burnout in nursing workforce

United States Attorney Jan Sharp announced that Dillon Morgan, 24, of Scottsbluff, Nebraska, was sentenced today in federal court in Omaha for conspiracy to distribute and possess with intent to distribute 50 grams or more of methamphetamine.&nbsp; Chief United States Chief District Judge Robert F. Rossiter, Jr. sentenced Morgan to 120 months’ imprisonment. There is no parole in the federal system.&nbsp; After his release from prison, he will begin a five-year term of supervised release.

Law enforcement, with the WING Task Force (Western Nebraska Intelligence Narcotics Group), utilized a confidential informant (CI) to purchase methamphetamine from Morgan.&nbsp; On February 25, 2020, the CI purchased 29 grams of methamphetamine from Morgan.&nbsp; On March 2, 2020, the CI purchased 30 grams of methamphetamine from Morgan.&nbsp; On March 3, 2020, law enforcement arrested Morgan with two grams of meth.&nbsp; 

Morgan was distributing methamphetamine to other individuals in the Alliance and Scottsbluff areas.

This case was investigated by the Nebraska State Patrol and the WING Task Force.

The overall economic index for the region grew to 61.5 in February from January’s 61.1. 

Any score above 50 suggests growth. Creighton University economist Ernie Goss, who oversees the survey, says the region is benefitting from a combination of solid grain prices, low interest rates and strong agricultural exports. 

The survey covers Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming.

(AP)-Police in Wyoming arrested a school bus driver taking high school students to an activity in South Dakota for suspected DUI and having an open container of alcohol. 

The Wyoming Highway Patrol says a trooper pulled the bus over Wednesday evening on U.S. 85 about 60 miles northeast of Cheyenne and arrested David Williams. 

Local court officials say they can't provide information about the case remotely so it's not clear if Williams has an attorney who could speak on his behalf. 

School officials say they sent a substitute driver to get the Cheyenne South and Cheyenne East high school students headed to an unspecified activity in Spearfish, South Dakota.

Wyoming school bus driver accused of DUI, open container

LINCOLN –&nbsp;Governor Pete Ricketts announced that he will host a “Water &amp; Taxes” town hall in McCook on Friday morning, February 25th.&nbsp; &nbsp;The Governor will also hold “Water &amp; Taxes” town halls in Kearney, Nebraska City, and Norfolk this Friday, February 18th. &nbsp;At the town halls, Gov. Ricketts will discuss his legislative priorities to protect and develop the state’s water resources and to deliver much-needed tax relief to Nebraskans.

Gov. Ricketts and others will give remarks about the importance of taking action to prevent a drastic reduction in the amount of South Platte River water flowing into Nebraska from Colorado.&nbsp; The South Platte River is an essential source of water for agricultural irrigation in Nebraska, and it supplies Platte River communities with drinking water.&nbsp; Additionally, the Governor will share his plans to protect property tax relief and cut income taxes on hardworking Nebraskans.&nbsp;

 Ricketts’ comments came a day after local health officials eliminated a temporary mask mandate in Omaha. 

The seven-day rolling average of daily new cases in Nebraska continued to fall sharply over the past two weeks, going from 2,027.86 new cases per day on Feb. 1 to 364.43 new cases per day on Feb. 15. 

That number was consistently above 4,000 from mid January until Jan. 26 during the peak of the surge of the omicron variant of the virus.

Gov. Ricketts urges fewer restrictions as COVID cases fall

CHADRON – Chadron State College Associate Professor Dr. John Wojcik has been selected by the Nebraska State Bandmasters Association to serve as guest director of the Class B All-State Band clinic March 26 in Grand Island, Nebraska.

“It is an honor to be selected. The band represents the results of dedicated students, teachers, administrators, and parents who support the outstanding musical culture in the state of Nebraska,” Wojcik said.

Emiley Bond, president of the Nebraska State Bandmasters Association, said the association likes to choose college professors to work with high school students.

“It's an honor for the students to work with Dr. Wojcik, plus it’s a chance for him to encourage them to continue playing their instruments in college,” Bond said. “The group he conducts will be the most elite band students from all of the Class B schools from across Nebraska. It's quite an honor.”

Bond said Wojcik and the 43 student participants will play some challenging music together, including Impact by Randall Standridge and An Echo of the Infinite by Anne McGinty.

Wojcik has been a guest director for numerous clinics throughout his career including three times with Nebraska High School Conference Honor Bands during his tenure at CSC.

CHADRON – Thirty-two Nebraska high school students have been selected for the Rural Health Opportunities Program (RHOP) at Chadron State College.

Director of Health Professions Kristal Kuhnel said it is always a pleasure to host the prospective students and their family members on campus for the interview process.

“With a lot of cooperation among the University of Nebraska Medical Center, the CSC Science faculty, current RHOP students, and the student interviewees, it was a successful round of interviews. We’re very excited about the high-quality students we are bringing to CSC this fall,” Kuhnel said.

Students selected as participants in RHOP receive a full-tuition scholarship to CSC. Students who successfully complete their pre-professional education at CSC advance directly to UNMC.

Founded in 1989, RHOP is a collaborative program between Chadron State College and the University of Nebraska Medical Center. After earning their professional degrees, RHOP participants are expected and encouraged to return to rural Nebraska to provide health care.

Kuhnel said Occupational Therapy was approved as an addition to CSC’s RHOP offerings in November. Due to the late timing, a special, one-time window for applications will be open Feb. 1 to March 15, 2022, for any eligible Nebraska high school interested in&nbsp;<a href="https://www.csc.edu/sci/rhop/" target="_blank">applying</a>&nbsp;for the two positions at CSC.

RHOP selections announced at Chadron State College

Cogdill Feeds opened recently in Chadron at&nbsp;345 Oak Street.&nbsp;

The Chadron Chamber of Commerce held an official ribbon cutting on Feb. 10.

"It was awesome," Cogdill Feeds owner Willy Cogdill said. "It was a good turn out. A lot of local people showed up and were excited that I'm starting a new business here in town."

25-year-old Cogdill sold feed out of his father's Quonset at the family ranch, and three months later moved into the old White River Feed building.&nbsp;

Cogdill offers many services for ranchers and farmers.&nbsp;

"I have an overhead cake bin," Cogdill said. "There's a lot of people locally that come back when they need a cake bin or need cake so they don't have to store it. They can just back in and I take care of the storing. I just have stuff on hand that ranchers and farmers need, is what I'm trying to do. And I'm learning lots...what to have on hand and how much to have on hand. I'm just kind of making it a one stop shop...an authentic small-town business."

Panhandle Post asked Cogdill how the new location will benefit Chadron and Dawes County.&nbsp;

"You know there's other stores in town, especially like Bomgaars that sells generic stuff, but they don't sell a lot of the stuff in big quantity that ranchers need like mineral, salt and cake," Cogdill said. "They sell that stuff too, but not in bulk as much as I would like to say I do. I just have a wide variety of things that farmers and ranchers use. Their feedback is probably the best thing that I get...learning what they like and what they use. Everyone has a different way of doing things. I'm trying to cover all my bases. I know there's been a lot of change and a lot of people sell stuff.  I appreciate them coming to me and giving me a chance."

Cogdill Feeds opens doors in Chadron

NORTH PLATTE, Neb.-A North Platte man has been arrested after he allegedly stalked a woman through social media.

According to police, on Feb. 12, officers responded to the report of a possible protection order violation.

Officers met with a female who reported receiving messages on social media from an unknown person.

Police said the victim told officers that, based on the things being said in the messages, she believed it was Jordan Bohman, 25. Police said the victim had an active protection order against Bohman.

Officers investigated and said the victim had been contacted over 100 times by the account.

Further investigation revealed evidence that police said connected Bohman to the account that had been messaging the victim.

Police said probable cause was established to arrest Bohman on suspicion of stalking and violation of a protection order.

On Feb. 15, officers contacted Bohman in the 100 block of East 3rd St. and took him into custody.

Bohman was jailed at the Lincoln County Detention Center.

The bill would lower Nebraska’s top individual income tax rate from 6.84% to 5.84% by 2025. 

It would also drop the top corporate tax rate from 7.25% to 5.84% by 2026.

 The state Department of Revenue says Nebraska imposes the top rate on taxable income above $64,430 for married couples filling jointly and $32,210 for individuals. 

Supporters of the bill argue that many middle-income residents earn far more than those amounts and thus pay some of their taxes at the highest rate.

Nebraska lawmakers kick off debate on income tax bill

What should happen with extra tax revenues? &nbsp;That’s the main question being debated this session by state senators.&nbsp; For me, the answer is obvious.&nbsp; The money should be given back to the hardworking Nebraskans who paid those taxes in the first place.&nbsp;

When the state government takes in more taxes than it needs, the elected representatives of the people have a responsibility to make sure the money goes back to the people.&nbsp; After all, this is the people’s money.

There are three broad tax proposals I’ve recommended to the Legislature this year.&nbsp; The first is to protect property tax relief delivered through the Refundable Income Tax Credit created in 2020.&nbsp; This offered an offset of 6% of local school property taxes last year.&nbsp; This year, taxpayers can claim a 25.3% credit when they file state income taxes.&nbsp;&nbsp;

Currently, this property tax relief is not permanent.&nbsp; Without action from the Legislature, Nebraskans will lose nearly $200 million of tax relief through the Refundable Income Tax Credit in 2024.&nbsp; Legislative Bill (LB) 723 makes sure this property tax relief doesn’t get taken away from the people of Nebraska.

My second proposal is to speed up tax relief on Social Security income.&nbsp; Last year, we passed a bill to exempt Social Security income from taxes.&nbsp; The exemption is currently scheduled to phase in over the next decade.&nbsp; Nebraska is one of only a handful of states that still taxes Social Security benefits.&nbsp; We don’t want seniors leaving our State because we’re taxing them in ways other states are not.&nbsp; I’m proposing to accelerate the phase-in period from ten years to five years to deliver that tax relief faster.&nbsp; Senators advanced LB 825, the bill to provide this relief, by an initial vote of 42-0.&nbsp; That’s an encouraging sign, and we need to make sure it gets to the finish line.

My third proposal is to gradually lower our top income tax rate from 6.84% to 5.84%.&nbsp; Some have tried to brand this as a tax cut for the wealthy. &nbsp;The truth is that this relief would be available to all Nebraskans with a taxable income of $32,210 a year, or families with a taxable income of $64,430 a year.&nbsp;

Six out of ten Nebraska families who filed a joint tax return would benefit from this change.&nbsp; This includes the Kavan family in Lincoln.&nbsp; Adam runs a small custom construction business, while Sam is an event space coordinator.&nbsp; It includes Deb Schilz, an agency manager for an insurance firm in Ogallala, and her family. &nbsp;And it includes our first responders, like Guy Pinkman and Jacob Bettin.&nbsp; Guy spent more than 30 years serving the Lincoln community as a firefighter before retiring last month, while Jake serves as a police officer with the Omaha Police Department.&nbsp;

We must also recognize that our income tax rates are not competitive within the region.&nbsp; The only state around us with a higher income tax rate is Iowa, and they’re considering major income tax cuts this year that will usher in rates well below Nebraska’s.&nbsp; To grow Nebraska, we must follow the trend of lowering income tax rates.&nbsp; We want our kids and grandkids to stay here in the Good Life.&nbsp; A competitive tax climate will help us keep our children and families in Nebraska.&nbsp; Without action, we risk being an outlier in the region for our high tax rates.

I’ve asked senators to extend this relief to job creators as well.&nbsp; There’s an urgent need to reduce tax rates to attract more jobs here to Nebraska.&nbsp; LB 939 is the tax bill being debated to deliver this important relief to our families and small businesses.

Our success in controlling spending and growing Nebraska has put the Legislature in prime position to deliver on all three of these tax priorities.&nbsp; The budgets I’ve passed as Governor have all controlled spending to an annual average growth rate of 2.5%.&nbsp; At the same time,&nbsp;Politico&nbsp;ranks Nebraska’s economy as having the best pandemic recovery in the nation.&nbsp; Our State’s strong revenues reflect the growth we’ve seen.&nbsp;

Nebraska’s revenue has been well above forecasted predictions. &nbsp;Last October, the Nebraska Economic Forecasting Advisory Board raised its initial forecast of State revenues by a combined $903 million for Fiscal Years 2021-2022 and 2022-2023.&nbsp; Even after this massive adjustment, State revenues continue to outpace projections.&nbsp; To date, General Fund tax receipts have&nbsp;surpassed&nbsp;October’s revised forecast by a combined $119 million.&nbsp; That’s over $1 billion in excess revenue.

This excess revenue belongs to the people of Nebraska.&nbsp; It’s not my money as Governor. &nbsp;And it’s not the Legislature’s money to spend. &nbsp;It’s the people’s money.&nbsp; I am asking senators to return it to Nebraskans by providing tax relief.&nbsp; And we can deliver this relief while continuing to provide top-notch government services throughout the State.

Pete RickettsWhat should happen with extra tax revenues? &nbsp;That’s the main question being debated this session by state senators.&nbsp; For me, the answer is obvious.&nbsp; The money should be given back to the hardworking Nebraskans who paid those taxes in the first place.&nbsp;When the state government takes in more taxes than it needs, the elected representatives of the people have a responsibility to make sure the money goes back to the people.&nbsp; After all, this is the people’s money.There are three broad tax proposals I’ve recommended to the Legislature this year.&nbsp; The first is to protect property tax relief delivered through the Refundable Income Tax Credit created in 2020.&nbsp; This offered an offset of 6% of local school property taxes last year.&nbsp; This year, taxpayers can claim a 25.3% credit when they file state income taxes.&nbsp;&nbsp;Currently, this property tax relief is not permanent.&nbsp; Without action from the Legislature, Nebraskans will lose nearly $200 million of tax relief through the Refundable Income Tax Credit in 2024.&nbsp; Legislative Bill (LB) 723 makes sure this property tax relief doesn’t get taken away from the people of Nebraska.My second proposal is to speed up tax relief on Social Security income.&nbsp; Last year, we passed a bill to exempt Social Security income from taxes.&nbsp; The exemption is currently scheduled to phase in over the next decade.&nbsp; Nebraska is one of only a handful of states that still taxes Social Security benefits.&nbsp; We don’t want seniors leaving our State because we’re taxing them in ways other states are not.&nbsp; I’m proposing to accelerate the phase-in period from ten years to five years to deliver that tax relief faster.&nbsp; Senators advanced LB 825, the bill to provide this relief, by an initial vote of 42-0.&nbsp; That’s an encouraging sign, and we need to make sure it gets to the finish line.My third proposal is to gradually lower our top income tax rate from 6.84% to 5.84%.&nbsp; Some have tried to brand this as a tax cut for the wealthy. &nbsp;The truth is that this relief would be available to all Nebraskans with a taxable income of $32,210 a year, or families with a taxable income of $64,430 a year.&nbsp;Six out of ten Nebraska families who filed a joint tax return would benefit from this change.&nbsp; This includes the Kavan family in Lincoln.&nbsp; Adam runs a small custom construction business, while Sam is an event space coordinator.&nbsp; It includes Deb Schilz, an agency manager for an insurance firm in Ogallala, and her family. &nbsp;And it includes our first responders, like Guy Pinkman and Jacob Bettin.&nbsp; Guy spent more than 30 years serving the Lincoln community as a firefighter before retiring last month, while Jake serves as a police officer with the Omaha Police Department.&nbsp;We must also recognize that our income tax rates are not competitive within the region.&nbsp; The only state around us with a higher income tax rate is Iowa, and they’re considering major income tax cuts this year that will usher in rates well below Nebraska’s.&nbsp; To grow Nebraska, we must follow the trend of lowering income tax rates.&nbsp; We want our kids and grandkids to stay here in the Good Life.&nbsp; A competitive tax climate will help us keep our children and families in Nebraska.&nbsp; Without action, we risk being an outlier in the region for our high tax rates.I’ve asked senators to extend this relief to job creators as well.&nbsp; There’s an urgent need to reduce tax rates to attract more jobs here to Nebraska.&nbsp; LB 939 is the tax bill being debated to deliver this important relief to our families and small businesses.Our success in controlling spending and growing Nebraska has put the Legislature in prime position to deliver on all three of these tax priorities.&nbsp; The budgets I’ve passed as Governor have all controlled spending to an annual average growth rate of 2.5%.&nbsp; At the same time,&nbsp;Politico&nbsp;ranks Nebraska’s economy as having the best pandemic recovery in the nation.&nbsp; Our State’s strong revenues reflect the growth we’ve seen.&nbsp;Nebraska’s revenue has been well above forecasted predictions. &nbsp;Last October, the Nebraska Economic Forecasting Advisory Board raised its initial forecast of State revenues by a combined $903 million for Fiscal Years 2021-2022 and 2022-2023.&nbsp; Even after this massive adjustment, State revenues continue to outpace projections.&nbsp; To date, General Fund tax receipts have&nbsp;surpassed&nbsp;October’s revised forecast by a combined $119 million.&nbsp; That’s over $1 billion in excess revenue.This excess revenue belongs to the people of Nebraska.&nbsp; It’s not my money as Governor. &nbsp;And it’s not the Legislature’s money to spend. &nbsp;It’s the people’s money.&nbsp; I am asking senators to return it to Nebraskans by providing tax relief.&nbsp; And we can deliver this relief while continuing to provide top-notch government services throughout the State.In the coming weeks, the Legislature will take key votes on tax bills, including LB 723, LB 825, and LB 939.&nbsp; Gov. Ricketts: Tax relief; giving back the people’s money

The 2021-22 Leadership Chadron class took their scheduled overnight trip to Lincoln the first week of February. 10 members of the Chadron class, along with 20 members from Leadership Scottsbluff climbed on a bus early Tuesday morning and stopped at 2 well known Nebraska attractions on the way down. The goals of the trip were to educate the classes about the importance of the Legislature, introduce those who attended to the key Senators working on our behalf, and to give them the chance to get to know one another and network.

Class members each reported on a community along the route. The first stop was Ole’s Big Game Lodge in Paxton, NE. Breakfast awaited the group and they were able to experience the massive wild game collection on display. Next stop was the Great Platte River Road Archway near Kearney, NE which is a museum built over I-80 that features historic interpretations of the development of travel routes (like the Oregon, Mormon and Texas Trails) which played such an important part in our history and economic development.

Upon arrival in Lincoln, there was just enough time to change and load the bus again for a visit to the Governor’s residence. This residence has much history and the group was treated to a tour by the Governor himself. Governor Ricketts spent nearly an hour sharing tidbits of history about the building and chatting with the attendees about issues facing Nebraska. Sen. John Stinner from Scottsbluff joined the group for brief comments.

Wednesday morning started early as well, with comments from Bryan Sloan, Roberta Pinkerton and Kristin Hassebrook from the State Chamber sharing information about the Legislative session and the statewide Leadership Nebraska program. The group then went to the capitol building for a photo in the Governor’s press room, observation of the Legislature in session, where the group was introduced from the floor. They then heard from NDOT Director John Selmer and Deputy Director Khalil Jaber who spoke about the process of building, maintaining and improving roads across the entire state. The Heartland Expressway Association helped sponsor the bus and provided information for the members to read about the effort to pave a 4 lane divided highway from the CO border to the SD border, through Western Nebraska.

Senator Stinner was joined by Senator Tom Brewer (43rd Legislative District which includes Chadron) for lunch with the joint group. The Senators shared a little more personal perspective about working in the fast-paced Legislative session. The final visit was a guided toured of the capitol building before climbing back on the bus for the trip home.

Leadership Chadron visits Lincoln, Legislature

It’s no secret that Nebraska has a heavy property tax burden. However, there is help for low-income people who are 65 or older, disabled, or veterans. They may qualify for the Homestead Tax Exemption. The Homestead Exemption gives those who are eligible a reduction on property taxes by excluding all or a portion of the value of a person’s home and up to one acre of land that the home is built on.

Homeowners must file every year to receive this break on their property taxes. In February, the county assessor mails a postcard to people who have received the homestead exemption in the past. They can pick up their pre-printed application from the assessor’s office on the first floor of the Box Butte County Courthouse. The applicant has to complete the form and file it with the county assessor by June 30. It is then forwarded to the Nebraska Department of Revenue to review income and determine whether the applicant is qualified to receive the break on their property taxes.

People who think they may qualify can pick up the forms from the county assessor’s office or download the application and directions from https://revenue.nebraska.gov/PAD/homestead-exemption. Applicants must be U.S. citizens, and the home must be their primary residence.

There are specific categories of homeowners eligible for the homestead exemption, and these can be found on the website. Primary recipients are homeowners over age 65, veterans, and disabled. The disability category is very strict and must be documented by a physician or the VA. The spouse of a veteran may continue to receive the homestead exemption after the veteran has died. A veteran who is 100% disabled receives a 100% homestead exemption regardless of the value of the property.

Homestead exemption eligibility is based on income and the value of the home. An exemption can be claimed up to 200% of the average assessed value for the county. The average assessed value of single-family residential property in Box Butte County was $104,974 in 2021. The 200% figure is $209,948. The exemption is reduced by 10% for every $2,500 that the assessed value exceeds the 200% figure. If a home is worth more than $229,948, the home is not eligible for the homestead exemption, with the exception of 100% disabled veterans.

The maximum exemption amount to be subtracted from property tax owed is the taxable value of the homestead up to $104,974. The exemption amount may then be reduced by the state using the percentage from the income table. Tables are used to see whether the household’s income allows it to be classified as low income. Basically, a single person earning less than about $30,700 or married earning less than $36,100 qualifies at 100%. The percentage decreases as income increases, then goes to zero at $45,100 for single, $53,600 for married. Amounts are slightly higher for veterans.

Medical expenses that are greater than four percent of your household income may be deducted in determining your eligibility for the exemption. You may deduct the cost of health insurance premiums, including Medicare Part B and supplemental health insurance premiums; long-term care insurance premiums; the cost of goods and services from a licensed health practitioner or

facility; travel costs for out-of-town medical appointments or hospital stays; and the cost of insulin and prescription drugs.

The Nebraska Department of Revenue website gives several examples showing how the homestead exemption would be calculated for various scenarios.

The state of Nebraska does reimburse the counties and local governmental subdivisions for the taxes lost due to homestead exemptions.

Nebraska Game and Parks Commission Conservation Officer Trevor Stahlecker was honored Feb. 15 for his role in a life-saving effort last fall at Pawnee State Recreation Area.

Stahlecker received an Agency Partner Certificate of Merit from the Lancaster County Sheriff’s Office.

Lancaster County Sheriff Terry Wagner also presented a Life Saving Award to Lancaster County Sheriff’s Deputy Zachary Meyer.

On Sept. 21, 2021, Stahlecker and Meyer responded to an abandoned 911 call from the recreation area northwest of Lincoln. The two found an unresponsive woman in the lake. They immediately retrieved her and provided life-saving support. She later was taken to a hospital where she was treated and connected with additional services.

But for the officers’ quick actions, the woman may not have survived.
