Alliance – Box Butte County RSVP will be hosting a mobile food pantry in conjunction with Northwest Community Action Partnership and Food bank for the Heartland on Wednesday, February 23 starting at 4 p.m. 

This program distributes food to families in Alliance, serving one distribution per household. 

To ensure safe access to the Senior Center located at 212 Yellowstone Avenue, the Alliance Police Department has asked for people to start at the Northeast corner of East 2nd street and Yellowstone Avenue. Traffic will line up down East 2nd to Potash Avenue on the North side of the street. Please make sure to leave intersections open. Any overflow traffic will continue on Potash Avenue to East 3rd Street parking along the south curb on East 3rd street. Please stay in your vehicle at time of delivery.

If you are unable to drive thru to pick up your food, please call Public Transit to make your delivery request by 4 pm on February 22nd by calling Paige Johnson at (308) 762-1907. Please note there are only 15 spots available for deliveries. Deliveries are on a first come first serve basis.

CHADRON – Western District History Day will take place, in-person, at Chadron State College Friday. The competition, with the 2022 theme of Debate and Diplomacy, will feature more than 30 students from surrounding middle schools and high schools.

Events will begin at 9 a.m. in the Student Center, conclude at noon, and be followed by the public awards ceremony. The top three entries in each category will advance to the Nebraska State Contest which will be in Lincoln on April 9. 

Categories include documentary film, free-standing or table-top exhibits, theatrical performances, research papers, and websites.

OMAHA, Neb. (AP) — The National Weather Service is warning of bitter cold descending on several Midwest states, including Nebraska, Kansas, Iowa and parts of Missouri, as a winter storm system dropped some snow, sleet and freezing rain on those areas early Tuesday. 

The weather service has issued a wind chill warning for much of western and northern Nebraska until noon Wednesday, with sub-zero temperatures and high winds combining to send the wind chill plummeting to a dangerous 40 below zero in some areas — including Chadron, Alliance and Broken Bow — by early Wednesday morning.

 Much of Kansas could see wind chills as low as 20 below, while most of Iowa and a northwest segment of Missouri were warned to expect wind chills around 15 below.

$1,000.00 scholarships to four Nebraska high school seniors with
plans to earn a broadcasting-related degree and aspirations to work
in broadcasting.  Applications were reviewed by a panel of NBA board
members, resulting in the following students earning a scholarship:

Lexington student among recipients of Nebraska Broadcasters scholarship

The state said 387 people were hospitalized with the virus Sunday, which is up slightly over the past couple days, but generally that number has fallen steadily since peaking at 767 on Jan. 28.

 The number of virus cases the state reported to the Centers for Disease Control and Prevention also fell again last week. 

The state reported 1,940 cases, down from 4,868 cases the previous week. 

The number of cases has been falling since the state set a record of 29,141 cases in the week that began Jan. 16.

When a snow emergency has been declared all vehicles, trailers and obstructions must be removed from the designated snow emergency routes.

City of Chadron declares Snow Emergency 

RAPID CITY, S.D. (AP) — Another man convicted of a fatal shooting on the Pine Ridge Reservation in 2016 has been sentenced to life in federal prison. 

32-year-old Adan Corona was convicted last year along with Francisco Villanueva of first-degree premeditated murder, first-degree felony murder and three other counts in the death of Vinny Brewer. 

Corona’s attorney argued that Friday’s sentence of mandatory life in prison was cruel and unusual punishment and that it will be appealed.

 Villanueva was earlier sentenced to two consecutive life terms. 

Brewer was shot multiple times on a  Sunday afternoon outside of a Boys and Girls Club where families had gathered to watch basketball games.

City of Crawford declares Snow Emergency 

RAPID CITY, S.D. (AP) — Authorities say one man is dead after a shooting at a bar in downtown Rapid City early Sunday. 

Police Lt.  Kevin Masur says officers were called to Teddy’s Sports Bar at about 1 a.m. and found a man who had been shot. 

The victim was taken to a local hospital where he died. 

The man’s identity has not been released.

Hemingford welcomes Dr. Travis Miller as the new Hemingford Superintendent for the 2022-2023 school year

Dr. Travis Miller is honored to be selected to serve as the next superintendent of Hemingford Public Schools. Travis is serving his eleventh year as the Superintendent of Bayard Public Schools in Bayard. 

Prior to the superintendency, Travis served as a social sciences teacher, coach, staff development specialist, K-12 principal, and school board member. Travis is a lifelong Nebraskan who comes from a family of educators, as his parents are both retired teachers/coaches. Travis earned a Bachelor of Arts in Education from the University of Nebraska at Kearney prior to earning three credentials from the University of Nebraska - Lincoln. These include a Master of Education in Educational Administration, a Certificate of Specialization in Educational Administration and Supervision, and a Doctor of Education in Educational Studies with a specialization in Educational Leadership and Higher Education.

Travis has served as an AdvancED (Cognia) Field Consultant and a past member of the Executive Board of the Nebraska Association of School Administrators. Travis also serves on the Nebraska State Accreditation Committee and as a member of the University of Nebraska President's Advisory Council. 

As a high school teacher, Travis was twice honored for his teaching with the Golden Apple Teacher Award sponsored by KOLN/KGIN and Wesleyan University. Travis was the 2009-2010 recipient of the Outstanding New Principal Award from the Nebraska State Association of Secondary School Principals. 

In 2015, Travis and his wife, Andrea, were honored together as Distinguished Young Alumni by the University of Nebraska at Kearney.  In 2021, Travis was recognized with a Distinguished Service Award from the Nebraska Association of School Administrators.  

Travis and Andrea are the proud parents of five school-age children.

Travis is serving his eleventh year as the Superintendent of Bayard Public Schools in Bayard. Prior to the superintendency, Travis served as a social sciences teacher, coach, staff development specialist, K-12 principal, and school board member. Travis is a lifelong Nebraskan who comes from a family of educators, as his parents are both retired teachers/coaches. Travis earned a Bachelor of Arts in Education from the University of Nebraska at Kearney prior to earning three credentials from the University of Nebraska - Lincoln. These include a Master of Education in Educational Administration, a Certificate of Specialization in Educational Administration and Supervision, and a Doctor of Education in Educational Studies with a specialization in Educational Leadership and Higher Education.Travis has served as an AdvancED (Cognia) Field Consultant and a past member of the Executive Board of the Nebraska Association of School Administrators. Travis also serves on the Nebraska State Accreditation Committee and as a member of the University of Nebraska President's Advisory Council. As a high school teacher, Travis was twice honored for his teaching with the Golden Apple Teacher Award sponsored by KOLN/KGIN and Wesleyan University. Gov. Ricketts’ Presidents’ Day statement

Governor Pete Ricketts, in accordance with a request from the White House, announced that all U.S. and Nebraska flags are to be flown at half-staff to honor Congressman Jim Hagedorn.

Hagedorn had represented Minnesota’s 1st&nbsp;District in the U.S. House of Representatives since January 2019.&nbsp; His wife announced his passing earlier today.

Flags will be lowered to half-staff immediately and return to full staff at midnight tonight.

Arctic cold front to move into Panhandle

A Winter Storm Warning (pink) is in effect from late tonight through Tuesday morning for Carbon County and far western Albany County, including Rawlins, Saratoga, Arlington and Shirley Basin. 

For the lower elevations, expect heavy snow and some blowing snow, with total accumulations of 6 to 12 inches. Winds will gust up to 40 mph Monday night. 

Expect dangerous wind chills as low as 25 degrees below zero.

 For the Snowy and Sierra Madre Ranges, expect heavy snow with total accumulations of 12 to 20 inches, and extremely dangerous wind chills as low as 40 degrees below zero. 

A Winter Storm Watch (blue) is in effect for much of southeast Wyoming and the northern Nebraska Panhandle, including Douglas, Lusk, Wheatland and Chadron from Monday morning through Tuesday morning.

Winter Storm Watch in effect for northern Panhandle

Site and layout plans for a new Harrison Elementary School that include a second gym were approved by the Sioux County School Board Feb. 15. The plan carries an estimated price tag of $4.6 million, which will be paid for through an increased levy for seven years if the project moves forward.

The board will now await construction drawings, a process that will likely take three to four months. Once those are prepared, bids will be let with a goal of beginning construction this summer to have the school ready for occupancy in the fall of 2023. The district began discussing its options last June, when it rejected a proposal to purchase a small cabin for placement at the elementary school to solve ongoing space issues in the building in favor of an option that would address both space and ADA issues.

Three members of the public were appointed to serve on a steering committee with school board members to review site and layout plans prior to this week’s meeting. The steering committee reviewed a total of six plans, with the least expensive being the construction of classrooms only at $3.2 million.

Two of the citizen members on the committee, Jess Holmgren and Dwayne Gremm, voiced opposition to the plan selected, saying elementary students can use the high school gym. Keith Zapka supported the plan, saying a tour of the high school while students were in class indicates that the gym is used by those students enough to make scheduling difficult if elementary students are added to the equation.

In addition to sports practices and tournaments, the second gym was presented to the public in December as a place for elementary students to eat lunch, have P.E. and other classroom activities and indoor recess in times of inclement weather. It would also be available to members of the community for physical fitness, meetings and gatherings.

Public comment on the construction project was split about evenly between those who support the site plan and layout approved by the board and those who oppose that alternative.

Monte Adams, who has held various positions with the school district, introduced himself as being better known as “Whitney’s Dad.” Their family’s experience with Down Syndrome has presented unique challenges, he said, and Sioux County staff and students have helped them meet those. Whitney does have balance and reflex challenges, and a new ADA-compliant facility will prevent slips, trips and falls and keep her education on track.

An inclusive environment, including for lunch, music, recess and physical education, has made his daughter’s life better, Adams said, and teaches other students compassion and understanding. It’s disappointing that there has been discussion within the community of separating disabled students, he said, referring to earlier discussions about putting classes with disabled students in a mobile classroom separate from the rest of the elementary.

“We know that ADA-IDEA-504 is necessary,” said opponent Kathy Griesse. “Not one person I know disagrees with that.”

However, she continued, the group of taxpayers she represented believes the public was blindsided and their input marginalized. The high school is not being used to its full capacity, she insisted, and encouraged the district to complete a second feasibility study to determine how to best use that building. She presented the board with an informal petition with 260 signatures of resident and non-resident landowners asking the board to halt all progress on the project and start over.

According to the 2020 Census, the population of Sioux County is 1,135.

John Gieser echoed the sentiment that no one is against constructing ADA classrooms.

“It’s the extra gym. The extra gym will not educate, and it will not bring one kid to this school,” he said.

Ed Hodspodka disagreed. The gym was a focal point for his kids when they attended Sioux County Schools, and it’s where they learned discipline, teamwork and other interpersonal skills.

“All it takes is a class-action lawsuit, and you’ll learn how to spend money,” he said.

Jory Gieser cited district policy regarding the construction of new buildings, saying the district failed to take into account occupancy, enrollment and long-term maintenance when proceeding with their plans. Board policies regarding communication with the public were also violated, he contended.

“We do not feel like we were adequately supplied with information along the way,” he said.

Spike Jordan noted that no one is opposed to facilitating the education of any child with a disability, but agreed with Gieser that the board policies were not followed. He asked the district to pause the project to give the public confidence and said the urgency of the matter has been overstated.

The board has been notified that a wheelchair-bound student is expected to enroll in the district in 2023.

“This situation is the result of a can being kicked down the road for 32 years since the law was passed,” said Scott Schaeffer. As for concerns about enrollment brought up by the opposition, he said student numbers go up and down just like the market, and with the explosive growth in the Front Range of Colorado the district can’t predict what may happen in the future.

The elected school board is a well-balanced cross-section of the community, including agricultural landowners, said Mike Wickersham.

“You have to show the public and the state we are in the business of educating our kids to the best of our ability,” he said. If the district fails to do that, the state may someday change current law and close Sioux County schools, doubling taxes for landowners in the district.

A letter from Lora Andersen, read by Jessica Turbiville, said every student should feel empowered, and the district should do whatever it takes to fulfill its mission of creating a student-centered environment.

“Our focus should be on what we can do and not on what we should not do,” Andersen said in her letter.

PIERRE, S.D. (AP) — South Dakota Gov. Kristi Noem is endorsing former attorney general Marty Jackley, her one-time political rival, as he campaigns to unseat the current Republican attorney general.

 Jackley returned the favor for Noem’s reelection bid. 

The mutual endorsements represented a potential political alliance between the two Republicans.

 In 2018, they competed for their party’s nomination in a bitter primary.

 Jackley eventually endorsed Noem late in the 2018 general election campaign. 

Jackley is running for his old job as attorney general as current Attorney General Jason Ravnsborg faces a House impeachment investigation for his conduct surrounding a 2020 fatal car crash.

PIERRE, S.D. (AP) — A bipartisan proposal to legalize recreational marijuana in South Dakota survived its first test in the Legislature.

 A Senate committee on Thursday recommended the proposal for a vote in the full chamber next week. 

Voters approved recreational marijuana legalization through a ballot measure in 2020. 

However, Republican Gov. Kristi Noem challenged its constitutionality and the state Supreme Court ruled to nullify it last year. 

Republican lawmakers are now facing pressure from voters to legalize it.

 Even some who previously opposed legalization say it should get serious consideration.
