The University of Nebraska-Lincoln Conservation and Survey Division (CSD) School of Natural Resources has established a new applied geophysics research program in Scottsbluff that is prepared to investigate environmental and agricultural issues in the Scottsbluff area and elsewhere in Nebraska.

Many pieces of geophysical research equipment have been acquired by CSD Geoscientist Dr. Mohamed Khalil Aboushanab since he joined the faculty at the UNL Panhandle Research, Extension and Education Center at Scottsbluff in September 2021.

A key piece of equipment is a new, state-of-the-art resistivity meter that can capture resistivity images of the earth’s subsurface up to 300 feet in depth. These images can help discover and investigate groundwater aquifers, mineral resources, subsurface geological structures, archaeological remains, and many other features. Thus the new equipment can be used to study many different environmental and engineering problems.

To conduct a resistivity survey, a string of non-destructive probes is set up on the ground surface. The probes can measure a slice of subsurface up to 1,300 feet long. An electric current is injected through them, and the electrical resistivity below the surface is measured with a resistivity meter.

After this data is collected, mathematically-based software is used to produce two-dimension and three-dimension images of the subsurface.&nbsp;

Potential applications for the new resistivity meter include studies of groundwater-surface water interactions; nitrate contamination in aquifers; soil salinization; soil piping; rodent burrows; claypans; sinkholes; differential settlement; landslides and other mass movements; drainage pipe problems; irrigation-canal collapses; leak detection at animal-waste storage ponds and treatment lagoons; and tree-root biomass detection.

In addition to the new resistivity meter, Dr. Khalil Aboushanab has acquired frequency-domain electromagnetic equipment, which can measure earth resistivity to depths of up to 200 feet without any contact with the ground, and a self-potential system, which can delineate vertical or horizontal water seepage.

CSD is also investigating the purchase of new time-domain electromagnetic (TDEM) equipment that can survey to maximum depths of approximately 1,300 feet.

Together, the new equipment now available in Scottsbluff and Dr. Khalil Aboushanab’s more than 20 years of experience in using resistivity and electromagnetic methods for geophysical exploration represent&nbsp;a major expansion of CSD’s ability to engage in applied research to serve Nebraskans.

Panhandle Perspectives: Equipment at Panhandle Center heralds research advances

LINCOLN, Neb. (AP) — Nebraska’s unemployment rate dipped to an historic, national low once again last month. 

The Nebraska Department of Labor reports a state unemployment rate of 1.7% in December. Nebrasaka retained its spot as the state with the lowest rate, followed by Utah with a 1.9% rate and Oklahoma with 2.3%.

 Nebraska’s rate is also the lowest on record since data collection began in 1976, according to the U.S. Bureau of Labor Statistics. 

The state has kept the lowest rate through much of the pandemic. 

The December rate was even lower in Nebraska’s largest cities, with the Omaha area reporting a 1.6% rate, the Lincoln area reporting 1.1%, and the Grand Island area reporting 1.4%.

 Lawmakers voted, 42-0, to advance the bill through the first of three required votes. 

The measure would phase out Nebraska’s tax on Social Security income by 2025.

 Lawmakers approved the exemption last year, but adopted a slower phase-in that would eliminate it by 2030.

 The faster phase-out was proposed after the state collected far more tax revenue than expected, leaving Nebraska with a general fund surplus of $412 million. 

Some lawmakers have questioned whether it’s prudent to rely on state revenues that have surged recently, arguing that tax collections were bolstered by federal pandemic stimulus payments into the economy.

Nebraska advances bill to speed up Social Security tax cut

CHEYENNE, Wyo. (AP) — A federal lawsuit alleges a white sheriff's deputy in Wyoming subjected a Black subordinate to years of racist name-calling and torment and finally “sham” discipline that led him to quit. 

Former Albany County sheriff's Cpl. Jamin Johnson is suing former Patrol Sgt. Christian Handley in U.S. District Court in Cheyenne. 

Johnson alleges Handley, who is white, called him the N-word and used racial epithets against him and other Black people for years.

 Sheriff Aaron Appelhans fired Handley after an internal review substantiated some of Johnson's claims from before Appelhans took office in 2020. 

Appelhans said Monday he's made several changes to address the problems.

The event will be face-to-face after being virtual last year. 

Seventy-eight high school students from Alliance, Chadron, Hay Springs, Hemingford, and Valentine will participate.

Areas of competition include Accounting I, Business Calculations, Business Communications, Economics, Introduction to Business, Introduction to FBLA, Introduction to Financial Math, Job Interview, Marketing, and Personal Finance.

The awards ceremony will be at 1:30 p.m. in the CSC Student Center’ Ballroom following lunch and a panel discussion featuring CSC students.

&nbsp;The Chadron Public Library adult winter reading challenge, "Snow Is Falling, Books Are Calling", will kick-off Jan. 31.

"A hot cocoa bar will be open all day and patrons will be able to enroll in the program," Chadron Public Library Director Rossella Tesch said. "There will be prizes and activities for adults. The challenge will continue until March 19, with winners announced on March 21. Patrons need a valid CPL card in order to participate."

During the months of February and March, the library will offer a series of activities and games for adults.

'Snow Is Falling, Books Are Calling' kicks off at Chadron library 

LINCOLN – Governor Pete Ricketts proclaimed January 23-29, 2022 as “School Choice Week” in Nebraska.  The Governor was joined by State Senators, school choice advocates, and students and teachers from St. James Elementary School in Crete.

“Moving forward on school choice in Nebraska is urgently important,” said Gov. Ricketts.  “We need to empower families to choose the best educational setting for their children.  Giving parents and students this freedom will provide the next generation of Nebraskans with expanded opportunity for an excellent education.”

Senators Lou Ann Linehan, Joni Albrecht, and Dave Murman urged their colleagues in the Unicameral to support school choice legislation so that all families in Nebraska have the ability to choose the educational option best suited for their children.

Walter Blanks, Jr. and Nathan Cunneen with the American Federation for Children shared how school choice benefited them as students and prepared them as leaders.  Walter was a school choice beneficiary as a student in Ohio, and Nathan received a scholarship to attend private school through one of Florida’s school choice programs.  They both encouraged lawmakers in Nebraska to take action on school choice to help more kids in Nebraska achieve their dreams. 

Nebraska is one of just two states in America that has not enacted a school choice policy.

OMAHA, Neb. (AP) — Contract talks between the biggest freight railroads and unions that represent 105,000 employees are headed to mediation this week.

 The development comes after the unions declared an impasse following more than two years of negotiations.

 The unions said Monday that the contract talks had deadlocked because the railroads are still seeking concessions. 

That, even after workers remained on the job throughout the pandemic and endured significant staff cuts in recent years as the railroads overhauled their operations. 

Michael Maratto with the National Railway Labor Conference that represents the railroads said it is routine for federal mediators to get involved in the contract talks. 

He says the railroads welcome the mediators' help in reaching an agreement.

The Crawford Girls Basketball team will hold a chili feed fundraiser on Jan. 29 at 5:30 p.m. at the Crawford Fire Hall.&nbsp;

The fundraiser will benefit Elianna and is in memory of Rylee Downs and Hattie Hanks.&nbsp;

Station KRVN reports that the second-degree murder trial of 33-year-old Kathleen Jourdan is set to begin March 3 and is expected to be held over five days. 

Jourdan has said she acted in self defense when she pulled a handgun from the center console of the truck and fired two shots into her husband, 35-year-old Joshua Jourdan, while stopped along Interstate 80 near Cozad on June 17, 2020. 

Investigators have said the couple got into an argument while driving back from Scottsbluff, where the family was in the process of moving.

LINCOLN — The Nebraska Department of Revenue, Property Assessment Division, reminds owners of personal property that the Nebraska Personal Property Return and Schedule must be filed on or before May 1 with the county assessor where the personal property is located. If you have property at more than one location, contact the county assessor to determine the tax district. Since May 1, 2022 falls on a Sunday in 2022, Personal Property Returns must be filed on or before Monday, May 2, 2022.

A Nebraska Personal Property Return and Schedule must be filed for all depreciable tangible personal property that is:

a) Owned or held on January 1, 12:01 a.m. of each year; or

If depreciable tangible personal property subject to taxation is not reported by May 1, it is subject to the following penalties:

If value is added after May 1, but on or before June 30&nbsp;

If value is added on or after July 1&nbsp;

The payment or nonpayment of sales tax does not impact the property tax status of tangible personal property.

Investigators developed probable cause to arrest 23 year old Arnulfo Sanchez II for 1st Degree Assault and Use of a Deadly Weapon to Commit a Felony related to the shooting at the Money Train. Officers conducted a search of a home located in the 1600 block of Burlington Blvd. and found Mr. Sanchez hiding in the top of a closet. He was taken into custody at 8:49 PM and incarcerated at the Lincoln County Detention Center.&nbsp;&nbsp;

NORTH PLATTE, Neb.-Police are investigating two shootings that occurred Friday night.

At 9:17 PM, an officer patrolling the area of Front St. and Adams St. heard multiple gunshots north of his location. Responding officers determined that a shooting had taken place outside of the Money Train located at 1020 Rodeo Rd. At least three shots were fired from a 9mm handgun in the parking lot of the business. The suspect fled in a PT Cruiser. The PT Cruiser was found abandoned at another location and impounded. A short time later, a 28 year old male arrived at Great Plains Health with a gunshot wound to his abdomen. The victim’s wounds are not life threatening and he was not cooperative with investigators.

At 11:43 PM, officers responded to another shooting near 11th and Poplar. Responding officers determined that a man was shot as he exited a nearby residence. The victim was gone when police arrived but a short time later, a 31 year old male arrived at Great Plains Health with gunshot wounds to his arm and leg. The victim’s wounds are not life threatening and he was not cooperative with investigators. At least 13 shots were fired from a 9mm handgun during the second shooting incident.

The shootings are believed to be related. No one has been arrested in connection with the shootings and both incidents are still actively being investigated.

SPEARFISH, S.D. (AP) — A Spearfish man is accused in the shooting death of his wife early Saturday morning, authorities said.

 Police say 33-year-old Dreau Rogers has been arrested and charged with first degree murder in the killing of 43-year-old Destiny Rogers.

 Spearfish police say Dreau Rogers is also charged with possession and ingestion of  a controlled substance. 

The Black Hills Pioneer reports that police responded to a 911 call seeking medical assistance at 12:48 a.m. Saturday, when police discovered that Destiny Rogers had suffered a gunshot wound. 

She was pronounced dead at a local hospital.

The meeting will start at 8 a.m. at Commission headquarters, 2200 N. 33rd St.

The proposed changes would affect hunting at Gifford Point WMA in Sarpy County, including moving the application period for special access permits to hunt deer. Changes also would clarify regulations on the Killdeer Lake WMA sight-in range in Lancaster County, including the possession of certain types of firearms, ammunition and targets. The regulations include proposed rules for the new Cedar Valley WMA sight-in range in Lincoln County, which is scheduled to open as soon as this summer.

Also on the agenda are staff recommendations to:

• approve the Berggren Plan 2.0, Nebraska’s updated plan to improve pheasant hunting.

• approve grant awards for the Land and Water Conservation Fund Stateside Assistance Program.

LINCOLN – Landowners and leaseholders can get a free elk permit based on accumulated antlerless elk harvests on their Nebraska property.

The Free-earned Landowner Elk Permit Program was approved by the Nebraska Game and Parks Commission in October 2021 and became effective in mid-December.

In the program, a person who owns or leases at least 80 acres of agricultural land qualifies for an either-sex elk permit following the verification of 10 general permit holder or special depredation season antlerless elk harvests on that property. When the tenth harvest is recorded, a free permit will be issued, at no charge, to either the qualifying landowner or one of their immediate family members.

PIERRE, S.D. (AP) — A significant increase in the number of tourists in the Black Hills since the start of the coronavirus pandemic prompted Gov. Kristi Noem to push for spending nearly $10 million to add campsites to Custer State Park. 

But former park officials, some lawmakers and private campground owners have raised concerns over how the additional 175 campsites would impact wildlife and increase vehicle traffic. 

Noem and the South Dakota Game, Fish and Parks want to develop a 75-acre site in the west central portion of the park.

 The Argus Leader reports private campground owners are rallying against the project, and former GFP and park officials are urging caution.

Plan to add campsites at Custer State Park draws opposition

On Jan. 21 at approximately 6:39 p.m. the Nebraska State Patrol and local authorities responded to a two-vehicle crash on Highway 385, south of Alliance. 

A semi was northbound on Highway 385 when it was struck from behind by a Acura Integra.

"The driver of the semi thought he had blown a tire and didn’t realize it was actually a collision," Nebraska State Patrol Spokesman Cody Thomas said. "He continued into town and stopped at the gas station to check. He then called 911 to report the crash after noticing the damage to his trailer."

The Acura stopped at the scene of the collision and caught on fire. Responders were able to put the fire out.

The driver of the Acura was transported to Box Butte General Hospital in Alliance.&nbsp;

Thomas said he doesn't have any indication if the driver's injuries were severe. &nbsp;

No names were released in this accident.&nbsp;

The Box Butte County Sheriff's Office and Alliance EMS assisted the Nebraska State Patrol.&nbsp;

 The state Department of Tourism says visitors spent more than $4.4 billion last year, generating $160 million in tax revenue for the state and $184 million for local governments. 

Tourism also supports over 54,000 jobs across the state. 

The Argus Leader reports South Dakota’s visitor spending saw an increase of 30% from 2020.

 The amount spent per trip also increased from $282 in 2020 to $323 in 2021.

&nbsp;$500-$1,500 worth of historic items were stolen from the buildings. 

APD obtained a search warrant for two properties in Alliance on Jan. 21 at approximately 9:30 a.m.&nbsp;Most of the stolen items were recovered.

31-year-old Christopher Heater was arrested for pending charges of 11 counts of burglary and theft.&nbsp;

“Our community’s help coupled with technology was instrumental in solving these burglaries," Alliance Police Chief Philip Lukens said. "It’s a new day in Alliance. If you commit a crime, we will find you and you will be held accountable. The citizens of Alliance have asked for increased safety and we are rising to meet their expectations.
