The City of Chadron has declared a snow emergency, effective tonight at 9:00 p.m. until Friday, Dec. 10 at 5:00 p.m. 

The emergency will remain in effect until further notice or when all the snow in the streets has been removed. 

When a snow emergency has been declared all vehicles, trailers and obstructions must be removed from the designated snow emergency routes.&nbsp;

Vehicles, trailers or obstructions remaining on the routes may be ticketed or towed at the owners' expense.

Friends of Chadron Public Library to hold book sale

CHADRON – The Chadron State Foundation’s annual Fall Fund Drive raised $202,534 toward student scholarships and college programs at Chadron State College.

Brandon Davenport, Foundation Development Officer, said the efforts of everyone involved was fantastic.

“CSC faculty and staff, and members of the community really came through this year. To break the $200,000 mark was fantastic,” he said. “The scholarships and departmental support provided by this year’s Fall Fund Drive will have a lasting impact and we owe that to our Fall Fund Drive volunteers and this amazing community. We are incredibly grateful to everyone who made this year’s success possible.”

More than 100 volunteers on 10 campus teams and nine teams of volunteers from the community, took part in this year’s Fall Fund Drive. Campus Co-Chairs Shaunda French-Collins and Tena Cook, along with Community Co-Chairs Trisha Martens and Bobby Griese, led the volunteers.

Each year a campus and a community team are named as the winning teams based on a point system. The winning campus team consisted of Rob Stack, Cassie Ritzen, John Ritzen, Lorie Hunn, Jordan Haas, and Willie Hoffman. The team of Jim Gardner, Vince Ryan, Julie Duncan, Eliza Hare, and Tyler McCarthy won in the community category.

Winners were announced during the Foundation’s annual Fall Fund Drive Victory Party Nov. 18. During the event, Hunn and Brenda Morford were recognized as the drive’s top individual volunteers from the campus and community teams, respectively.

The 2021 Fund Drive theme, Giving Toward Success, and accompanying artwork were created by Kyle Rayl, Emily Hansen, and Paige Seidler while enrolled in French-Collins’s Communication Campaigns (CA 450) course during the Fall 2020 semester.

LINCOLN&nbsp; — The Nebraska State Patrol and Nebraska Department of Transportation are urging travelers to be prepared for winter driving conditions starting tonight through Saturday across many areas of Nebraska.

The National Weather Service is predicting snowfall across most of Nebraska, with some areas seeing accumulation of several inches. As of now, the snowstorm is expected to more heavily affect north and northwest Nebraska, but most of the state is likely to have some snow.

“For most of us, this may be the first time driving in winter conditions this season. That’s why preparation ahead of time is so vital,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “If you are traveling this week, be sure your vehicle is ready for winter weather, check Nebraska’s advanced 511 system, and practice safe winter driving when you head out.”

Last month, NDOT unveiled the upgraded Nebraska 511 Advanced Traveler System. In addition to viewing live cameras, road reports, and closure information, the system now includes live weather radar that will allow travelers to monitor storms as they move through Nebraska.

“NDOT is well prepared for the latest round of weather,” said John Selmer, NDOT Director. “Together with our partners, we want to remind travelers to slow down, give plow drivers space, and increase following distances, even when snowfall amounts are in the one-to two-inch range.”

NSP, NDOT urge preparedness for upcoming winter storm

LINCOLN – Preliminary Nebraska deer check-in numbers indicate statewide harvest is down 12 percent compared to 2020 for the November firearm season. During the nine-day season, 37,053 deer were harvested, compared to 42,078 in 2020.

While the overall statewide trend was down compared to previous years, regions of the state varied. Deer harvest in southeastern Nebraska was even with 2020, while southwestern Nebraska was down 19%. The northwestern district was down 8%, and the northeastern district was down 15% from 2020.

Mule deer buck harvest decreased 10%, with 5,385 taken, compared to 5,994 in 2020. Whitetail buck harvest was down 13%, with 20,783 taken compared to 23,835 in 2020. Antlerless mule deer harvest was down 12%, while antlerless white-tailed deer harvest decreased 16% compared to 2020.

Several factors contributed to the decline in deer harvest.

“Considering the increases in antlerless harvest in the southwest due to depredation management, it’s not surprising harvest numbers would trend downward as those deer populations decline,” said Luke Meduna, big game program manager for the Nebraska Game and Parks Commission. “Epizootic hemorrhagic disease reports also were up this fall, particularly in northern Nebraska, and that likely had an impact on whitetail populations.”

In-person check stations were back in operation this year after a one-year hiatus due to COVID-19 concerns.

“We were happy to see our hunters at check stations this year,” Meduna said. “They give us a lot of input, and they also allow us to collect age and disease data. We missed them in 2020.”

Archery season closes Dec. 31, while muzzleloader season is Dec. 1-31. The late antlerless season will run Jan. 1-15, while the River Antlerless late season will run Jan. 1-31.

Hunters are reminded that mule deer does are protected in many management units and public lands across the state. November firearm deer harvest lower than last year

The Nebraska Game and Parks Commission is implementing a three-pronged approach to improve walleye fishing at Lake McConaughy State Recreation Area.

These efforts aim to balance the needs and concerns of anglers with successful management of the lake resource.

Game and Parks will contract with the Nebraska Cooperative Fish and Wildlife Research Unit at the University of Nebraska-Lincoln to design and conduct an angler survey in 2022 and 2023. Anglers will be asked about the number of fish caught at the reservoir, including at night in April and May and during the day between April and October.

Information gathered from this effort will inform future management plans for the reservoir.

As it did in 2021, Game and Parks will stock both walleye fry and the larger, juvenile fingerlings by boat in areas less likely to result in death by predation to help establish a stronger community of fish. This will be a multiyear effort to account for varying lake levels and potential weather effects on stocking and survival rates.

Collaborative research work with the University of Nebraska at Kearney also will continue. Since 2015, researchers have assessed the reservoir’s fish population; they will continue looking at what affects fish populations at the lake and assist with evaluating stocking changes.

A public information meeting is planned for March 2022 at Ogallala to discuss ongoing fisheries research, changes in walleye stocking and angler surveys.

“In November, we had a positive, open discussion with a group of concerned Lake McConaughy walleye anglers in Sidney,” said Dean Rosenthal, fisheries division administrator. “We’re looking forward to repeating that experience in Ogallala so we can gain valuable input from our anglers and share how our management can improve fish populations and the angler experience.”

The high-speed safety experiment was part of an effort by the university’s Midwest Roadside Safety Facility to create thinner, shorter barriers that still are able to prevent tanker trucks from rolling over them and causing disastrous spills. 

Researchers say they were still happy with the results.

Snow is on the way. A Winter Storm Warning has been issued for parts of our area for the incoming storm system. A Winter Weather Advisory has been issued for Laramie County, plus the Laramie and North Platte valleys in SE Wyoming, and Scotts Bluff, Banner, and Morrill counties in Nebraska.

Snow is expected to begin tonight in the mountains first, then spread into the lower elevations of Carbon and Albany county Thursday morning. Snow will increase east of I-25 and in the Nebraska panhandle Thursday afternoon into the evening. Expect snow to taper off from west to east starting Friday morning.

Accumulations will vary across our area. In the warning areas (pink), 5-10” of snow accumulation is anticipated in east central Wyoming and the northern Nebraska Panhandle. 6-11” is expected in Carbon County. The mountains are expected to receive 1-2 feet.

In the advisory areas (purple), generally 2-6” of snow can be expected for the lower elevations, with 6-12” in the North Laramie Range. Uncertainty is greater for the city of Cheyenne at this time as the best chance for higher totals will be in the northern part of the county.

Snow could be heavy at times, and lead to reduced visibility. Periods of blowing snow are also possible.

ALLIANCE – The Alliance Rec Center is pleased to report on grant awards and progress from the Make More Possible annual campaign held earlier this year. United Way of Western Nebraska, the Mission Store and Snow RedFern Foundation, along with donors of the Make More Possible Campaign, awarded $30,226 in financial assistance to area families and children among other exciting achievements.

“Our foundational mission is to put the unity in community and that starts with ensuring every citizen has access to recreation and programs that build healthy minds, bodies, and spirits regardless of their financial means,” shares Mara Andersen, executive director of the Alliance Rec Center. 

Financial aid funds are awarded to qualified individuals, families, and children to help build healthy habits through membership and programs at the ARC. ARC AfterSchool, serving K-5th grade students, is one such program dedicated to closing the achievement gap and producing more positive outcomes for children.

Additionally, the Make More Possible Campaign requested support for projects identified in the board of director’s 2020 strategic plan. The ARC is excited to report progress, if not completion, has been made for each goal:

· ARC Park, a community accessible playground, will officially open to the public in Spring 2022

· Expanded 24-hr access weight room equipment and space with a new cardio room and additional equipment arriving January 2022

· Construction to address temperature control gaps upstairs and in basement scheduled to begin January 2022

· Installed new youth basketball hoops for the Fall 2021 season

· Awarded over $30,226 in financial aid to families and children who qualified

· Hosted UNL Architecture and Design professors for future building expansion plans – (special thanks to Chelsie Herian of BBDC for her support and connection!)

· Added an ARC AfterSchool classroom without sacrificing ANY space currently open to members! Further expansion plans in partnership with the Schmidt Foundation is in progress.

Alliance Rec Center, nonprofits award $30,226 in financial assistance

The Honey Bear Preschool in Alliance recently took a ride on the BNSF mini-train to get into the holiday spirit.&nbsp;

Children got to ride on the BNSF mac-train during their "Polar Express" themed day at school.&nbsp;

"This opportunity definitely enhanced our day," teacher Sara Hicks said. "Honey Bear students and teachers sang Christmas songs while strolling through the neighborhood. They loved spotting and talking about the wonderful decorations. Christmas magic was in the air. Snowflake and Jingle [elves] even took a ride with them."

Hicks said the kids dressed in pajamas, enjoyed hot chocolate and sugar cookies for snacks during the theme day. They also created a Christmas train craft and played a train race game.

"Us at Honey Bear are so thankful for the present and former preschool parents who made this possible including Kassandra Niemeier, Melissa Long, Bret Bridges, Jake Toedtli and Dustin Hicks."

SCOTTSBLUFF, Neb. (AP) — A grand jury has cleared law enforcement officials in the June killing of man during a standoff with police in Scottsbluff, but issued a finding that all Scotts Bluff County law enforcement officers should be wearing body cameras. 

The Scottsbluff Star-Herald reports that the grand jury last week returned a “no true bill” last Friday in the June 7 shooting death of 47-year-old Daniel Ojeda, of Scottsbluff. 

Police have said officers were called to the home for reports of a man with a gun and that the officers were held at bay outside the home for nearly six hours. 

Police said that Ojeda was shot when a Scotts Bluff County SWAT team entered the home.

CHADRON – In an article published in&nbsp;The Journal of the Lepidopterists' Society,&nbsp;Chadron State College Professor of Biology Dr. Mathew Brust, and co-authors&nbsp;Stephen M. Spomer and William Bergman,&nbsp;share years of observation about the regal fritillary butterfly of western Nebraska including two main tactics it uses to survive and propagate. First, the butterfly produces an extremely high number of eggs, and second, it tends to be nomadic, depending on rainfall and resulting habitat.

“Their reproductive biology is really what seems to set regal fritillaries apart from other butterflies.&nbsp;This&nbsp;has been shrouded in mystery for years.&nbsp;Females tend to disappear from about mid-July until mid-August.&nbsp;They seem to hide in the grass and then about late August, early September, they start flying again and they look pretty fresh,” Brust said.

Brust said Brian Kopper and two associates from Kansas State University did a study in 2000 where they discovered the female fritillaries use what they coined as the “sweepstakes method” where they lay eggs randomly in the grassland in low areas, regardless of the plant species, although the preferred food of the regal fritillary caterpillar stage is violets.

“The caterpillars’ fates depends on if they find enough violets to eat.&nbsp;Now that seems a risky way to reproduce, and it requires a very heterogeneous landscape. If that method is going to work, they need a lot of eggs,” Brust said.&nbsp;

In the article, Brust, Spomer, and Bergman recorded more than 1,000 eggs from each of two regal fritillary females, which is unusual compared to most butterflies that lay about 50 to 300 eggs.&nbsp;

“This may be why the females sit dormant for a month because that's a lot of eggs to incubate, which, again, makes them unique,” Brust said. “How far do these females wander when they're laying eggs? We're not sure, but we think possibly 50 to 100 miles or more. Nobody has done a mark-recapture study to say for certain.”

Its seemingly nomadic behavior has serious conservation implications, according to Brust.

“This is a very sensitive species prone to fluctuations in numbers, and its habitat shifts over time due to factors beyond our control, which makes it a much more sensitive species to environmental change than we ever thought,” Brust said.

While doing a study for the state of Nebraska a few years ago when the species was proposed for federal endangered species status, Brust was sent to survey sites across central and western Nebraska where they had been seen before, and he did not find any at some sites. Conversely, he found them for the first time at sites in Thomas, Dawes and Sioux counties. The species was proposed as endangered in 2013, but the results are still pending, according to Brust.

“I started to realize these things move around a lot, and it even got more interesting.&nbsp;A female on&nbsp;the Rosebud or the Pine Ridge Reservation had mated with a male of another fritillary species and produced hybrid offspring. There have also been recent observations of individuals far from any previously known populations or suitable habitat such as tallgrass prairie.&nbsp;With this,&nbsp;defining populations becomes very difficult,” Brust said.

Brust said the good news is that the species that can bounce back and re-populate quickly with proper habitat management.

“In the eastern part of the United States, where they do fire management and keep nearby tracts unburned, the regal fritillaries rapidly colonize the burned sites.&nbsp;The first year or two after the burn, their populations just explode,” Brust said.

An additional positive note, contrary to past notions, is the regal fritillary can eat a wide variety of violets, low-growing plants that often are out-competed by taller and more aggressive plants.

“In fact, there's even a suggestion they might be able to eat asters.&nbsp;Which, if they can, that's kind of nice and gives them more options,” Brust said.

He had not heard of regal fritillaries in or near Chadron before 2017, but his former colleague Dr. Randy Lawson saw one fly through his yard.&nbsp;

“Later that year, I had one fly over my house. The next fall, I had a female spend two days in my yard nectaring on sedum.&nbsp;She was really beat up, clearly done laying her eggs.&nbsp;I was able to take whole series of photographs of her. It makes you wonder how far these things wander,” Brust said.

For many people, the holidays are a time to look forward to. But this isn’t always the case. For some people, the holidays can be an emotionally exhausting and difficult time. Feeling depressed during the holidays is a real but treatable concern. There are several private therapists in our area, and Western Community Health Resources provides services at no cost for those who meet the criteria.

Christmas is a time to be surrounded by family or loved ones. For those who have experienced a death in the family or a major health crisis, the holidays can be heartbreaking. Or there could be a family conflict that’s been going on for a while. Christmas can be difficult for those who live alone or have no family in the area. Their loneliness can be overwhelming.

People are often busier during the holiday season with work and personal obligations, which can lead to more stress. We may be more likely to compare ourselves to others during this time of year. We often have unrealistic expectations about how special a gift, a visit, or a party is going to be, and we feel let down later. Alcohol is a part of many celebrations, and that is a depressant.

Some people, 6% of the population, experience Seasonal Affective Disorder, a form of clinical depression. It’s known to be linked with changes in light, so it’s more common in northern climates. People who don’t normally struggle with depression can also have issues because less daylight can impact our body’s rhythms.

Christmas can be a financially stressful time. We feel obligated to buy the gifts our loved ones want, even if we cannot afford them. We might get invited to numerous events and holiday parties. Our families want us to travel. And charities all ask for year-end donations.

Western Community Health Resources (WCHR) at 619 Box Butte in Alliance has a Behavioral Health division. One of the programs they offer is Emergency Community Support, designed for individuals over age 19 who identify as being in crisis related to mental health and/or substance abuse issues.

WCHR allows consumers to lead, control, exercise choice over, and determine their own path of recovery by optimizing independence and control of resources to achieve a self-determined life.

The individual will receive resources, information and assistance related to:

2. Promoting meaningful community participation

3. Resolving crises and promote stabilization

4. Promoting successful transition and tenure in the community

5. Preventing future need for higher levels of care

WCHR's Emergency Community Support (ECS) program is funded through the Nebraska Division of Behavioral Health. Consumers are not charged any fees for this program.

To be admitted to the ECS Program, an individual must meet all of the following criteria:

1. Age 19 years or older (Potential exception for 18 years old)

2. Reside within the Panhandle area of Nebraska

3. Person identified as being in crisis related to mental health and/or substance abuse issues

4. May be voluntary or as a result of Emergency Protective Custody or Mental Health Board Commitment

5. Person desiring to improve their quality of life

Services are provided for the consumer in the consumers' home or place of choice. Normal appointment hours are from 8:00 AM to 5:00 PM Monday through Friday. In case of an emergency, when a consumer thinks that he/she may be about to hurt him/herself or someone else, a crisis number is given and a Service Coordinator will respond.

Any individual can refer themselves or refer another person. The Human Services Manager contacts all individuals referred within seven business days of receiving the referral. Services are provided in Dawes, Sheridan, Sioux and Box Butte Counties. Call 308-747-2402 or 800-717-1231 if you are interested in the program.

Winter Storm Watch issued for portions of Panhandle 

Agriculture is the heart and soul of Nebraska.  Through the years, our farmers and ranchers have built a reputation for producing crops and livestock that are second to none.  Among U.S. states, Nebraska ranks:

#1 in agricultural cash receipts per capita

#2 in ethanol production, cattle on feed, all cattle and calves, beef exports, and commercial red meat production

#3 in corn for grain production, corn exports, and total ag cash receipts

#5 for soybean exports, soybean production, and sugar beet production

#7 in hogs and pigs on farms and pork exports

My vision is to grow Nebraska.  To grow Nebraska, we must grow agriculture.  Agriculture is our state’s largest industry.  It supports about 1 in 4 jobs in Nebraska. 

During my time as Governor, we’ve focused on three strategies to grow Nebraska agriculture: 1) adding value to the crops and livestock we raise, 2) delivering property tax relief, and 3) growing international trade.

Value-added agriculture means taking the traditional crops we grow and transforming them into products with greater economic value.  We’ve successfully grown value-added agriculture by making it attractive for food processors to invest here.  Last week, Scoular announced a $75 million expansion of the Petsource plant in Seward—just over a year after opening.  The increase in capacity will create opportunities for Nebraska farmers and ranchers to supply chicken and beef to source the facility.  Sustainable Beef recently received unanimous approvals from North Platte’s Planning Commission and Community Redevelopment Authority to move forward on its proposed beef packing plant.  It plans to employ 875 Nebraskans and have capacity to process 1,500 head of cattle per day.  In August, Danish firm Novozymes announced a $300 million investment in increase protein production in Blair.

We’re also promoting biofuels to grow Nebraska through value-added agriculture.  Ethanol saves drivers money at the pump and keeps the air clean by cutting toxic emissions.  Ethanol also creates opportunities for Nebraska’s farm families by growing demand for the crops they cultivate.  Over 30% of the corn grown in our state goes to our ethanol industry.

The State has given strong support to Nebraska’s biofuels industry in recent years.  We launched an innovative pilot program to demonstrate that E30 fuel is safe and reliable to use in regular vehicles.  We used the Coronavirus Relief Fund to support ethanol producers when demand for fuel plummeted in the early stage of the coronavirus pandemic.  We signed legislation earlier this year to allow for the geologic storage of carbon dioxide.  Carbon sequestration has potential to help the ethanol industry achieve wheel to well emissions in regular vehicles that are just as clean—if not cleaner—than those involved in making and charging electric vehicles.

To grow agriculture, we need to drive down property taxes and keep them low.  High property taxes threaten the financial health of our family farms and ranches.  When ag producers have difficulty making ends meet, it not only affects our rural communities but also impacts our entire economy.  What happens in agriculture affects all of Nebraska.

We’ve controlled spending at the State to about 2.5% per year.  At the same time, we’ve successfully grown Nebraska.  This growth has resulted in State revenues far exceeding expectations.  In October, the Nebraska Economic Forecasting Advisory Board raised revenue projections by a combined $903 million for fiscal years 2022 and 2023.  This is great news because the Refundable Income Tax Credit created in 2020 (LB1107) is set to grow as tax revenues exceed projections.  Last year, the credit offset 6% of local school property taxes.  This year, the credit will increase to offset more than 25% of your local school property taxes.  Taxpayers will receive this credit when they file their state income taxes in 2022. 

We’ve also more than doubled the Property Tax Credit Relief Fund since 2015, increasing it from $140 million to $300 million this year.  It will rise again next year to $313 million.  In total, the State is delivering over $1.9 billion of direct property tax relief over the next two years—a historic amount.

Another way we’re growing agriculture is by increasing access to international markets.  Ninety-five percent of the world’s population lives beyond America’s borders.  We need to reach these customers to keep our ag industry strong for the next generation. 

Nebraska exports about $10 billion of products annually, and well over half of these are ag products.  Growing trade by promoting Nebraska’s premium ag products has been a priority for me as Governor.  I have led numerous trade missions while in office, most recently to Germany last month.  Travel restrictions have limited our ability to go on trade missions since the pandemic began.  Even so, our economic development team has continued to build relationships with international partners. 

In 2021, we’ve held virtual briefings with the U.S. embassies of Israel, Malaysia, Mexico, and South Korea to explore opportunities in those markets.  For example, in Mexico we’re looking to make the most of the advantageous trade terms of the USMCA.  This is the first full year under USMCA, and U.S. ag exports to Mexico are up over 40% year-to-date compared to 2020.  As travel opens up, we’ll take more trade missions to promote Nebraska’s world-class ag products.

Box Butte Co. RSVP 'Tree of Love' stationed at Carter's Hardware

Scottsbluff - The Scottsbluff Police Department participated in the “Buckle Up, Every Trip, Every Time” from November 24 to 28 with overtime funded by the Nebraska Office of Highway Safety. This was part of a nationwide enforcement wave.

Before the enforcement began Scottsbluff Police Officers conduct a seat belt usage survey which showed that the seat belt usage rate was 52.25%. A second seat belt survey was conducted after the enforcement period which showed a seat belt usage rate of 58.75% for an increase of 6.5%.

The results of the enforcement effort are as follows: 1 citation for open container, 3 no seat belt citations, 4 arrests for driving under suspension, 12 citations for no valid registration, 7 citations for no proof of insurance, 4 citation for no operator’s license, 1 citation for a provisional operator’s permit violation, 1 citation for no brake or tail lights, 1 citation for following too close, 1 citation for failure to yield, 1 citation for no helmet, 1 citation for possession of less than one ounce of marijuana, 1 arrest for possession of a controlled substance, 2 citations for possession of drug paraphernalia.

Sgt Eckerberg said, “We are pleased that seat belt usage improved during the time of the enforcement wave. There is still room to improve and we will continue to enforce seat belt laws even when there is not an enforcement wave.”

Ricketts.&nbsp; “Americans in Hawaii bravely tended to the wounded and salvaged damaged ships.&nbsp; Inspired by Pearl Harbor, the country came together as one to wage and win the Second World War.&nbsp; Those who made the ultimate sacrifice on December 7, 1941, will never be forgotten.”&nbsp;

Flags are currently flying at half-staff until sunset on December 9th&nbsp;in honor of the life and legacy of Senator Bob Dole.&nbsp; On December 7, 2021, they will also be at half-staff in remembrance of Pearl Harbor.&nbsp;
