SIOUX FALLS, S.D. (AP) — Some South Dakota lawmakers plan to visit marijuana businesses in other states and on tribal lands to get a firsthand look at how the drug is grown and sold before it becomes legal for medical use in the state.

 In June, members of the South Dakota Legislature’s interim study committee will visit professional cultivation and retail operations in Iowa, Colorado and the Flandreau Santee Sioux Reservation in Moody County.

 Some members will study medical marijuana while another group plans to focus on recreational marijuana.

 Medical marijuana is set to become legal in South Dakota on July 1, while the future legal status of recreational marijuana remains unclear.

 Ainsworth – If you live in and around Ainsworth, you might have noticed construction at the site of NPPD's newest SunWiseSM community solar facility located just north of the Cowboy Trail at the south end of East City Park. Construction officially began the second week of May. 

When complete, the 500-kilowatt (KW) Ainsworth facility will generate enough electricity to serve the equivalent of approximately 75-100 homes in the community when the sun is shining. The solar project will join current projects, including those already operational in Venango, Scottsbluff, Kearney, and future projects planned for Norfolk, York, and Ogallala. 

The project will be built and operated by GRNE Solar, a Lincoln, Neb., company. Once completed, the facility will be known as Solar Bundle One, LLC. 

Construction is scheduled for completion this fall, with solar shares becoming available to the community later this summer. Once all the shares are fully subscribed, a waiting list will be developed to be able to purchase shares as they become available in the future. Only individuals who receive a bill from NPPD can purchase solar shares.

 "Our other community solar projects have received positive feedback from customers, and we expect the community of Ainsworth will have a very positive experience as well," says NPPD General Manager Retail Services Pat Hanrahan. "The project is a partnership between NPPD, the City of Ainsworth and GRNE and is an example of public power meeting the needs of our customers." 

The public is urged to use caution in the vicinity of the construction area.

Alliance – The rich and diverse history and heritage of the state of Nebraska as told through its often secluded historical monuments and markers is the subject of a Knight Museum and Sandhills Center presentation in Alliance for Tuesday, June 8 at 7 p.m. 

Marking Nebraska: Our (Mostly) Hidden Historical Monuments by historian Jeff Barnes is a review of the state’s earliest historical markers, from setting its borders to marking its trails to honoring its people. Drawing from his site visits and photographs collected from across the state, Barnes shares some of the more interesting, colorful, and even controversial ways Nebraskans told their stories through boulders, tablets, plaques, and statues.

The presentation is in conjunction with Barnes’s newest book, Cut in Stone, Cast in Bronze: Nebraska’s Historical Markers and Monuments. Sponsored by the Nebraska State Historical Society Foundation, the book is a full-color, comprehensive guide to the nearly 300 monuments, statues, markers, and plaques erected and placed across the state from Territorihood to the 1967 Centennial in commemoration of historical events, places, and people. 

In addition to the photographs of the markers and the history behind them, Barnes has included the locations and GPS coordinates to allow for site visits. 

“Many of these sites are in remote locations far from towns and cities,” said Barnes. “I think with the ‘social distancing’ that we’re encouraged to adopt, seeing these monuments in natural settings that haven’t changed greatly is a great Nebraska weekend adventure.”

LINCOLN — The Nebraska Department of Revenue, Property Assessment Division, reminds property owners that real property Notices of Valuation Change will be sent by county assessors on or before June 1, 2021.

If there was an increase or decrease from the 2020 assessed valuation of a real property parcel to the 2021 assessed value, the county assessor is required to send a notice of valuation change to the property owner of record as of May 20, 2021.

If a property owner disagrees with the assessed value, whether or not a notice of valuation change has been received, a protest may be filed with the county board of equalization. The valuation protest may be filed in person or by mail with the county clerk in the county where the property is located, on or before June 30, 2021. Requirements for filing a protest are on the Notice of Valuation Change.

Todd Stubendieck, state director of AARP Nebraska, said the move will help Nebraskans live their retirement years independently and with dignity, and he said every dollar going back into Nebraskans' pockets will be spent locally on necessities. "And that's going to be a huge economic impact, especially at a time in which we're coming back from COVID," Stubendieck asserted. "And it's important that we're supporting our local economy. So I think this will be a huge economic driver in our state, these tax dollars getting back into our systems." Stubendieck noted Nebraskans age 50 and older account for&nbsp;<a href="https://states.aarp.org/nebraska/aarp-hails-passage-of-bill-phasing-out-state-tax-on-social-security-benefits" target="_blank">56 cents of every dollar</a>&nbsp;in consumer spending in the state, in part because many have moved past years spent saving for retirement, and generate $50 billion in economic activity. After some lawmakers voiced concerns about lost revenue, the bill was revised to cut just half of state taxes over the next five years. Lawmakers will need to pass additional legislation to phase out the remaining share by 2030. Nebraska is one of just 13 states to tax Social Security benefits, and Stubendieck emphasized every dollar counts for families living on fixed incomes as the cost of medicine and other essentials continue to rise. In small doses, stress teaches the brain how to respond in healthy ways to the unexpected, inconvenient or unpleasant realities of daily life. Prolonged or repeated stress, however, can wear down and damage the brain, leading to serious health problems including depression, anxiety disorders, memory loss and increased risk for dementia. Reports indicate that Alzheimer’s and dementia caregivers are especially vulnerable to physical and emotional stress. June is Alzheimer's and brain awareness month

OFFUTT AIR FORCE BASE, Neb. (AP) — The remains of more than 300 sailors and Marines who died when the USS Oklahoma sank during the attack on Pearl Harbor 79 years ago have been identified thanks to the work of experts at Offutt Air Force Base. 

The six-year effort to identify 388 people who went missing when the USS Oklahoma capsized during the attack is wrapping up this week after 338 of them have been identified. 

The Defense POW/MIA Accounting Agency has used DNA technology and other modern methods to identify the remains that were sent to Offutt after they were disinterred from the National Military Cemetery of the Pacific in Honolulu.

OFFUTT AIR FORCE BASE, Neb. (AP) — The remains of more than 300 sailors and Marines who died when the USS Oklahoma sank during the attack on Pearl Harbor 79 years ago have been identified thanks to the work of experts at Offutt Air Force Base. The six-year effort to identify 388 people who went missing when the USS Oklahoma capsized during the attack is wrapping up this week after 338 of them have been identified. The Defense POW/MIA Accounting Agency has used DNA technology and other modern methods to identify the remains that were sent to Offutt after they were disinterred from the National Military Cemetery of the Pacific in Honolulu.

The Billings Gazette reported Friday that Superintendent Cam Sholly predicted the park would be busier early this year based on the inability of tourists to travel internationally as demand for outdoor recreation increased last year. 

He said that more than 67,000 visitors entered the park. The previous high was set in 2016 with more than 59,000 people. 

Grand Teton National Park also experienced high visitation last month with more than 87,700 visitors, a 48% increase compared to the same month in 2019.

More than 600 elementary students from around the area got a hands-on education recently about Nebraska agriculture.

Over the course of four days in Bridgeport, Hemingford and Sidney, Agsplosion, an Agricultural Literacy Festival for second- and third-grade youth sponsored by Nebraska Extension, reached 602 students from Garden County, Creek Valley, Mitchell, Bridgeport, Hay Springs, Banner County, Bayard, Alliance, Rushville, South Platte, Sidney, Leyton, Crawford, Hemingford, and Gordon.

The young learners spent the day rotating through stops about corn, soybeans, pigs, dry edible beans, wheat, beef cattle, irrigation, dairy, ag careers, and ag technology. Educators and assistants from Nebraska Extension led the activities. Some of what the students learned:

Swine:&nbsp;The basics of swine life cycle and production; and how pigs are raised to produce safe, quality meat for consumers.

Corn:&nbsp;How the No. 1 crop produced in Nebraska is planted and grown; about the three main types of corn produced in the state; and products from corn, such as popcorn and ethanol.

Wheat:&nbsp;How winter wheat is grown and harvested in the Panhandle; how wheat is ground up to make flour; and the difference between whole wheat and white flour. They also got to grind their own flour using pestle and mortar sets.

Potatoes:&nbsp;How potatoes go from farm to factory, and how their nutritional value depends on how they are cooked; and that 85 percent of the potatoes grown in Nebraska are made into Lay’s potato chips.

Animals and Machinery:&nbsp;Students got to pet live animals and see machinery at work; learned about animal products and by-products; about the importance ag technology plays in the production of crops.

Beans: The importance to Nebraska of soybeans in central and eastern Nebraska and dry edible beans in western Nebraska; both crops are sold within the U.S. and internationally for human consumption; and soybeans are also an important component of animal feed rations.

Beef:&nbsp;The nutritional value of beef that is rich in Protein, Vitamin B and Iron; also by-products supplied by cattle, including leather, medicines, lotions, and gelatin.

Dairy: The process of milk production from feed to refrigerator; samples of cheese sticks provided by the Oshkosh Heifer Development.

Irrigation:&nbsp;What irrigation is and why it is so important to Nebraska agriculture; how irrigation technology has changed over time; and how those changes have improved our water-use efficiency.&nbsp;

Agsplosion festival brings agriculture to Panhandle students

Game and Parks hopes to understand how to better serve the wants and needs of the public in Nebraska’s state parks. It also hopes to get a clearer picture of how people recreate in parks, and it looks forward to actionable feedback.

Bureau staff will be at different state park areas each weekend handing out surveys to visitors and asking for contact information to follow up on responding to the survey. They will be located next to the kiosk booths and entrances in the state park areas.

State park visitors can take online survey to share experiences

LINCOLN – The Nebraska Game and Parks Commission recently received $200,000 from the Nebraska Environmental Trust for the Nebraska Natural Legacy Project: New Approaches to Biodiversity Conservation.

This is the third and final year of the grant project, totaling $570,000.

These funds have been used to improve thousands of acres of habitat on private and public lands. Two notable efforts include removal of eastern red cedar trees in the Sandhills and prescribed burning with landowners throughout the state. Both efforts are aimed at restoring native grasslands and helping birds and other animals that depend on grasslands to thrive. This work benefits landowners by improving the health of their grazed pastures, livestock and livelihood.

This project also has increased public engagement and enthusiasm for biodiversity conservation. In 2020, biologists raised awareness of species at-risk of extinction in the state, and educated residents about native wildlife, plants, and habitats in Nebraska. They trained community scientist volunteers across eastern Nebraska how to conduct surveys for monarch butterflies and regal fritillaries. More than 100 surveys were completed, with more to come in 2021.

Additionally, 2021 is the State Parks Centennial, and, to celebrate, the Natural Legacy Project participated in Natural History and Habitat Day at Rock Creek Station State Historical Park on May 8. The&nbsp;State2State. Buckle Up&nbsp;campaign wants both drivers and passengers to stay buckled up no matter what state they are in or how far they are traveling.

The campaign coincides with the start of the national&nbsp;Click It or Ticket&nbsp;seat belt enforcement period, which starts today. During&nbsp;Click It or Ticket,&nbsp;troopers and dispatchers will be working overtime throughout Nebraska to keep Nebraska roads safe.

“As the summer travel season begins and road trips are on the horizon, we want all travelers to be safe on the road,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “This partnership of states is important to share the message from state to state that seat belts save lives.”

LINCOLN, Neb. – Enjoy music, barbeque, history and trick shooting at Enders Reservoir State Recreation Area’s 100-year Extravaganza on June 5.

The daylong event is part of Nebraska’s state parks centennial celebration.

Activities will be located on the north side of the reservoir at Hannibal Hollow and Center Dam. Food and craft vendors will set up near the main park entrance at Center Dam camping area. All the events and activities are free.

Camping at North 40 and Center Dam campgrounds will be closed to the public June 2-5 to make room for vendors, but plenty of camping areas remain available at Enders.

• A 5K run at Enders starts at 7 a.m. Mountain Time, with registration at 6:30.

• Hands-on activities will begin at 8 a.m., including kayaking, tent featuring history of Enders Reservoir and Rock Creek SRA, mammal trailer, bird trunk, activity trailer, and booths.

Enders Reservoir SRA 100-year Extravaganza to celebrate centennial

SOUTH SIOUX CITY — Troopers with the Nebraska State Patrol, Iowa State Patrol, and South Dakota Highway Patrol will be working together in the tri-state region during Memorial Day Weekend.

“We’ve developed great relationships with our law enforcement partners in our neighboring states,” said Captain Dain Hicks, Commander of Troop B, which covers northeast Nebraska. “This effort is a continuation of that partnership to encourage and maintain safe travel conditions for motorists in all three states.”

The effort includes high visibility patrols on the busiest highways in the region, including Highway 20 and Highway 81 in Nebraska. Nebraska State Troopers will also focus on impaired driving enforcement in several counties in northeast Nebraska, perform vehicle checks near multiple state recreation areas, and work with Nebraska Game and Parks Officers to ensure the safety of those enjoying Nebraska’s state parks. Troopers in South Dakota and Iowa will be performing similar traffic enforcement efforts in their respective states.

The effort coincides with one of the highest-volume travel weekends of the year, Memorial Day Weekend, which marks the unofficial start to the summer travel season. Troopers throughout Nebraska are participating in the national “Click It or Ticket” campaign, which runs from May 24 through June 6.

Kite Festival to be held at Laing Lake in Alliance 

Alliance – The City of Alliance Facilities will be closed on Monday, May 31 in observance of Memorial Day. 

This closure includes the Utility Office, Public Works, Public Library, Senior Center, and the Municipal Building.

Public Transit will not be available on Sunday, May 30 or Monday, May 31.

The Alliance Municipal Landfill, will also be closed Saturday, May 29 and Monday, May 31 for the holiday weekend.

The Knight and Sallows Museums will be open from 1:00 p.m. through 4:00 p.m. on Monday, May 31.

Memorial Day closures in Alliance

On May 27 at approximately 4 p.m. the Chadron Police Department and Dawes County Attorney/Coroner investigated the death of 63 year-old Paul Howard.&nbsp;

Howard was at work and stepped outside to move a vehicle. He never returned to work.&nbsp;

A co-worker went outside to check on Howard and found him&nbsp;unresponsive.&nbsp;

"After an investigation of the scene, witness interviews and consultation with emergency medical personnel, it was determined that Mr. Howard died of natural causes,"&nbsp;Dawes County Attorney/Coroner Vance Haug said.&nbsp;

Chadron man found dead after not returning to work

CHADRON – Dr. Tami Selby has been named Chadron State College’s Vice President for Enrollment Management, President Randy Rhine announced Thursday.

“With Dr. Selby, Chadron State College has hired an accomplished enrollment management specialist,” Rhine said. “Dr. Selby has a strong background in developing enrollment plans, and her expertise with data will help us understand our students of the future and certainly assist CSC’s efforts to grow its enrollment, while staying true to our mission and the region we serve. I am excited to see what she brings to campus and help us successfully move forward.”

Selby, who grew up in South America and graduated high school in Port Huron, Michigan, is the Dean of Enrollment Management at the Community College of Denver, a public baccalaureate and associate’s college with an enrollment of 8,500. Both her master’s in public administration and her bachelor’s in business management are from East Stroudsburg University in Pennsylvania. Selby earned her Ph.D. in Leadership for Higher Education from Capella University.

“I’m really excited about this opportunity, as well as the decision Chadron State College’s leadership has made to prioritize this position and enrollment,” Selby said. “We are here to help the students succeed and CSC has that level of commitment and understanding. When I was on campus for my interview, I saw an engaged and vibrant campus and I’m thrilled to be an Eagle.”

Prior to working in Colorado, Selby spent 15 years at East Stroudsburg University in a variety of roles, including Director of Institutional Research and Process Management, Director of Enrollment Technology and Process Management, and as a Project Manager and Director in the Information Technology department. Selby also has experience as a consultant and worked in the corporate merchandise industry for nearly a decade.

Selby, who has professional certifications in enrollment management from Cappella University and Ruffalo Noel Levitz, said her vision for enrollment management at CSC will rely on collaboration.

“I see an opportunity to take all the great work that has been done, and is currently being done on campus, and synthesize it and define enrollment management as a living, breathing plan,” she said. “I am eager to listen and learn about all the wonderful things on campus and do everything I can to make sure students know CSC is the place for them. I can’t wait to get started.”

“The trucking industry has been immeasurably vital during the pandemic,” said Captain Dan Doggett, Commander of the NSP Carrier Enforcement Division. “From hauling PPE, to cleaning supplies, to food, and eventually vaccine shipments, our partners in the trucking industry have been a big part of getting through the pandemic.”

This week, Governor Pete Ricketts issued a rescission of several executive orders that had been part of Nebraska’s response to the pandemic. With that rescission, Nebraska State Statutes related to the trucking industry, such as weight regulations, are now back in effect. The Nebraska State Patrol Carrier Enforcement Division will be working cooperatively with the trucking industry and drivers during the transitional period.

While Nebraska regulations come back into place, emergency measures authorized by the Federal Motor Carrier Safety Administration remain. The FMCSA Emergency Declaration exemption is limited to:

NSP reminds truckers of State, Federal COVID-19 exemption changes

The City of Chadron has appointed a new Interim Street Superintendent.&nbsp;

Joe Fry will become the new Interim Street Superintendent.

Fray has been working with the Chadron Street Department since September of 1988.&nbsp;

 Col. Joseph Sheffield has been named the next commander of the 28th Bomb Wing, the world’s largest B-18 bomber combat unit.

 He will replace Col. David Doss as base commander. 

Sheffield is a graduate of the U.S. Air Force Academy and is a command pilot with more than 3,600 flying hours, including 1,125 combat hours.

 He comes to Ellsworth from Andersen Air Force Base, Guam, where he served as the 36th Operations Group commander.
