GRAND ISLAND&nbsp; — Troopers with the Nebraska State Patrol have arrested four people following two separate pursuits Wednesday.

At approximately 7:40 a.m., a trooper attempted a traffic stop on a Ford Mustang for failing to stay in its lane near 72nd&nbsp;and Sorenson Parkway in Omaha. The vehicle fled and almost immediately struck a Ford Escape in a parking lot. The three occupants then fled on foot.

Troopers discovered that the Mustang had been reported stolen. Following a search of the area, with the assistance of the Omaha Police Department, the three male occupants of the vehicle were located without further incident. Stolen credits cards, stolen ID cards, drug paraphernalia, and a stolen handgun were located inside the vehicle.

The driver, Chit Lay, 22, and passengers Hsa Htoo, 35, and Ra Say, 23, all of Omaha, were arrested for multiple charges related to the incident, including theft by unlawful taking, leaving the scene of an accident, possession of drug paraphernalia, and other charges. All three were lodged in Douglas County Jail. The driver of the Escape was not injured.

At approximately 8:30 p.m., NSP received a report of a dangerous driver traveling westbound on Interstate 80 near York. A trooper was able to locate the vehicle and observed it driving down the middle of both lanes of westbound I-80, with its hazard lights activated. The trooper attempted a traffic stop, but the vehicle fled, reaching speeds in excess of 120 miles per hour.

Another trooper was able to successfully deploy stop sticks near Wood River, which eventually brought the vehicle to a stop near mile marker 293. The driver then failed to cooperate with troopers’ commands to exit the vehicle. Troopers were eventually able to get the driver out of the vehicle and place her into custody. The pursuit lasted approximately 23 minutes.

The driver, Diane Hansen, 66, of Omaha, was arrested for willful reckless driving, felony flight to avoid arrest, obstructing a peace officer, and numerous traffic violations. She was lodged in Hall County Jail.

WESTCO and CHS are pleased to announce a $10,000 matching grant awarded to the Grant County Rescue Service (GCRS). The funds are made possible by the CHS Seeds of Stewardship matching grant program and will support the recent purchase of a new ambulance. &nbsp;

WESTCO CEO David Briggs presented the checks to GCRS on Monday, April 26. “We’re proud to support this much needed project,” said Briggs. “Grant County Rescue Service provides a vital service for Hyannis and surrounding communities and it is important that they have the proper equipment necessary in order to provide this service.”

The new ambulance replaces a 17-year-old model. GCRS covers approximately 1,500 square miles in six counties, much of which is county roads. The new ambulance features four wheel drive, which is a necessity throughout much of the service territory.

CHADRON – Chadron State College students studying Health professions were honored at a banquet April 22 at Country Kitchen.

The speaker for the event was CSC alumnus Dr. Bobby Griese, a physical therapist at Chadron Community Hospital.

“As CSC students you will find yourselves tutoring others around because you are so well prepared based on your studies at Chadron State College,” Griese said.

He advised the students to join their professional associations since these groups will determine the direction of health care in the future.

Director of Health Professions Kristal Kuhnel said it was heartwarming to get together with students, faculty, and administrators.

“We are going to miss them on campus, but we know they are going off to make the world a better place,” Kuhnel said.

LINCOLN, Neb. – Hunters Helping the Hungry has received a $10,000 grant award from Bass Pro Shops and Cabela’s Outdoor Fund to aid the program in helping Nebraskans in need.

These funds will be used to cover some deer processing costs, supplementing cash donations. Additional cash donations from individuals and businesses still are needed to bridge the gap between the desire by hunters to donate additional deer, and costs to process deer. Low HHH funds have required limiting deer donation since 2017.

The HHH program is funded solely by tax-deductible contributions. Each year the program invites deer processors to apply, and contracts with selected lockers to accept donated deer from hunters. The ground venison produced is distributed by charitable organizations to those in need.

Serenity Lane Apartments to experience scheduled power outage

SCOTTSBLUFF – The City of Scottsbluff in conjunction with Paul Reed Construction Co. would like to advise the motoring public that Highway 26 between Avenue B and 5th Avenue will be closed to traffic on Thursday, April 29 from 10 p.m. to 6 a.m. 

This time frame closure will allow the contractor to install the pedestrian bridge over Highway 26.

The Box Butte County Sheriff's Office is warning residents of another scam in the area.

"These folks are calling saying they're from the Publishers Clearing House saying they've won $1 million dollars and a vehicle," Box Butte County Sheriff Tammy Mowry said. "A lady called me this morning and what they've done is wanted her to go buy these gift cards to help pay for the delivery for the vehicle and processing fees."

Mowry said the resident agreed to the scam and lost $1,200.&nbsp;

Mowry also said the scammers called her over the weekend. She hung up once she realized it was a scam.&nbsp;

"When they start asking you for money and they say they're from Publishers Clearing House...they're not from Publishers Clearing House," Mowry sighed. "They're so good at scamming. Some people are more attuned to this stuff, some aren't. There is nothing for free."

Mowry said the Publishers Clearing House has been around for a long time. She said she's dealt with two different people dealing with the recent scam.&nbsp;

"They draw this process out and take two or three days scamming," Mowry said. "Finally people catch on that this isn't a legit deal because they keep calling back. They say they're in town at such and such apartment where they set up their office headquarters...and they've been in Alliance for a couple of days. They think maybe it's legit, but it's not."

Residents should never give personal information to anyone over the phone. Just hang up.

Student royalty, nominated from campus clubs, were named at coronation in the Chicoine Center. The king is Damien Zuniga of Colorado Springs, Colo., and the queen is Emily Hansen of Hemingford, Neb. The King’s attendants are Brendan Fangmeier of Hebron, Neb., Joss Linse of Plattsmouth, Neb., Caleb Haskell of Madison, Neb., and Myles Mendell of Gothenburg, Neb. The Queen’s attendants are Ruth Mencia of Grand Island, Neb., Emily Hand of Columbus, Neb., Carissa Radtke of Sidney, Neb.&nbsp; Annaliese Werner of Merino, Colo.

Hansen’s mother, Janelle Visser was a CSC Homecoming Queen in 1988. According to Con Marshall, Hansen and Visser are not the first mother-daughter queen combination at CSC. The first Carolyn Martin of Hyannis in 1955 and her daughter, Joan McKeag, of Ogallala in 1989, according to Marshall’s records.

Following coronation, Cardinal Key led the lighting of C-Hill ceremony.

City of Alliance trash services delayed this week

The Alliance Arts Council is proud to announce a performance by guitarist Adam Gardino as the finale to their 2020-2021 season.&nbsp;&nbsp;This is the concert that was snowed out on March 13.&nbsp;

Adam will perform at 7 p.m.  on Saturday, May 1 in the Alliance High School Performing Arts Center.&nbsp;

Since 2005 Adam Gardino has been an “up and coming” fingerstyle guitarist, musician and songwriter in the Pikes Peak region.&nbsp;&nbsp;His style combines the smoothness of James Taylor and the energy of Brad Paisley to deliver exciting, jaw dropping performances.&nbsp;&nbsp;His attention to the intricacies of acoustic guitar arrangements, delivered with a voice as clear as his mountain roots continues to wow audiences today.&nbsp;

At the age of 16, Adam placed in the Top Five of the International Fingerstyle Competition held in Winfield, KS.&nbsp;&nbsp;He kept competing in the annual contest, honing his skills and stage craft, hoping to eventually squash those pre-show jitters.&nbsp;&nbsp;Though the butterflies never flew away, in 2010 he placed 3rd&nbsp;behind Pete Huttlinger and Japan’s Grand Champion Akihiro Tanaka.&nbsp;&nbsp;After graduating from the University of Colorado Denver in 2012 with a B.S. in Music Performance, he took 1st&nbsp;at 23 years old – among the youngest ever to win.&nbsp;&nbsp;And most recently in 2019 he re-entered again, after the 5 year mandatory hiatus for 1st&nbsp;Place winners – and won for a second time!&nbsp;

While working as a musician in Colorado Springs, Adam caught the eye of the legendary cowboy chuck-wagon group the Flying W Wranglers.&nbsp;&nbsp;He joined them in 2014, and for 5 years he grew in knowledge and experience from the best country and western musicians in the business.&nbsp;&nbsp;Highlights of his achievements include playing for the Western Music Association, the Academy of Western Artists, the annual Chuckwagons of the West Jamboree, and opening for country singer Josh Turner at the Flathead County Fair in 2018.&nbsp;

There are tens of millions of unbanked, underbanked, and underserved consumers in the United States. Most are young people, minorities, or people who live in poverty. Not having a relationship with a bank or credit union can create many problems and additional expenses and limits a person’s ability to participate in the economy.

Unbanked&nbsp;households do not have a checking or savings account with a bank or credit union. Underbanked&nbsp;households have bank accounts, perhaps because their employers require payroll deposits, but they also use alternative financial services like money orders, payday loans, or pawn brokers to meet their needs.

Why do people avoid banks or credit unions? Some people are not disciplined enough to manage their accounts. Banks sometimes charge high fees ($30-35 for an overdraft), and when banking restrictions were loosened, banks were allowed to manipulate the timing of deposits and payments so those fees could build up. When people got hit with excessive fees, many closed their accounts. Accounts often have minimum account balance requirements, and those have gone up in the last few years. Other people avoid banks and credit unions because of the perception that those institutions aren’t interested in serving households that aren’t rich.

If you don’t have an account, managing your money and taking care of daily financial chores can be harder and almost certainly will be more expensive. You have to pay for check cashing and money order services. You have to take time to pay bills in person, during the business’s open hours, which may require that you leave work early. The average unbanked family with an annual income of around $25,000 will spend about $2,400 per year, almost 10 percent of its income, on the fees and interest charged in their financial transactions.

It is possible to get a free checking or savings account with free online bill payment and remote check deposit at local or online banks and credit unions.&nbsp; Other financial service providers typically charge a fee for every transaction. For example, buying money orders may cost $1 or more every time you need one. But writing a check or setting up a payment through your bank account may be free.&nbsp;

Banks and credit unions are federally insured, so you won’t lose your deposits if they fail. Having an account at a financial institution allows you to build a credit history and makes it easier to get approved for a mortgage or loan when you are ready for a major purchase, and the interest rates at banks and credit unions are capped by law – much lower than alternative financial services.

There are many reasons to have an account at a bank or credit union. But people must be responsible with their finances! When you open the account, do not choose the option that lets you overdraw your account. If your debit card is declined when you are shopping, that means you’ve avoided a $35 fee. You can track your spending online at any time and check your balance on your phone or before you head to the store. Arrange to have your paychecks and government checks directly deposited into your account. Make sure you budget for automatic payments and know what day they are processed.

While working on this article, I’ve spent some time thinking about how I use my bank account. I used to write about fifty checks a month; now only a couple. I use a debit card, online payments, autopays, transfers, Cash and Venmo apps, or swipe my phone to make payments. Payments I receive are direct deposited into my account. I can go online and check my balance and account activity any time. I have a relationship with both my bank and my credit union that allows me to get good rates and use services that I might not otherwise have access to.

Poverty In Our Area: Unbanked and underbanked

OMAHA, Neb. (AP) — A proposed tax cut for corporations and a tax credit for parents grieving a stillborn child have won initial approval from Nebraska lawmakers, who criticized parts of the package but still gave it strong support. 

The measure advanced 41-1 Tuesday in the first of three required votes, after hours of public debate spread over two days. 

The bill combines several proposals, including a gradual reduction in the top corporate income tax rate. 

Backers argued that the top corporate rate, 7.81%, should be lowered to match the top individual income tax rate of 6.84%. 

Under current law, many small businesses in Nebraska are allowed to file as individuals rather than corporations.

Nebraska corporate tax cut wins initial OK from lawmakers

Here in the Cornhusker State, agriculture and conservation go hand in hand.&nbsp; Nebraska’s farmers and ranchers are the original conservationists.&nbsp; Agricultural families in our state have been growing crops and tending livestock for generations.&nbsp; They know their land and animals better than anyone else and care deeply about them.&nbsp; Their livelihood depends on ensuring the land remains fertile—that’s why they are always working to improve it so that the next generation can continue their way of life.&nbsp;

Despite this close connection to the land, the Biden-Harris Administration does not trust Nebraskans to responsibly manage our natural resources.&nbsp; They want greater federal government control over our land and water.&nbsp; On January 27, 2021, President Biden issued an executive order on the climate which set a goal of restricting “at least 30 percent of our lands and waters by 2030” (30 x 30).&nbsp; Right now, only 3% of land in Nebraska is publicly owned.&nbsp; Achieving the goal of the President’s 30 x 30 program would likely require far-reaching interventions by the federal government—either to take away private property or to subject landowners to intrusive regulations.&nbsp;

The President’s radical 30 x 30 plan is alarming and unconstitutional.&nbsp; That’s why I led a group of 15 Governors who sent a letter to President Biden last week opposing the plan.&nbsp; We reminded the President that he has no authority to carry out the 30 x 30 program. &nbsp;We also warned the President that pursuing the goals of the 30 x 30 plan would violate property rights and harm the U.S. economy.&nbsp; Additionally, we submitted more than a dozen specific questions asking the President to be more transparent about the 30 x 30 program. &nbsp;Since issuing his climate executive order three months ago, the President has given no indication as to how he plans to achieve the 30 x 30 goal.&nbsp; Nor has the White House answered questions about plans to implement 30 x 30.&nbsp;

Engagement with states is critical.&nbsp; Since our state’s founding, Nebraska has successfully managed our water and land by protecting private property rights. &nbsp;We’ve shown that we can successfully grow Nebraska while being a good steward of our natural resources.&nbsp; For example, our state sits on top of the Ogallala Aquifer, one of the largest underground water resources in the world. &nbsp;We’ve maintained the aquifer at virtually the same average water level it had in 1950, while developing into a global leader in agricultural irrigation.&nbsp; Since the 1960s, our ranchers have contributed to a 66% increase in national beef production, while helping the U.S. cattle industry reduce its carbon footprint by 40%. &nbsp;Working together, we can conserve natural resources by finding ways to be good stewards of them instead of locking them out of productivity. &nbsp;&nbsp;&nbsp;

Nebraska’s achievements in conservation stand out in national measures of environmental health.&nbsp; Earlier this year,&nbsp;U.S. News and World Report&nbsp;ranked Nebraska as the sixth-best state in the nation for the quality of our natural environment.&nbsp; By contrast, the State of Delaware—which President Biden represented as a U.S. Senator from 1973 to 2009—was sixth-worst overall, and #47 for pollution.&nbsp; The State of California, where Vice President Kamala Harris held statewide office for a decade, ranked #35 and was fourth-worst in the country for air and water quality.&nbsp; Why would Nebraskans cede responsibility for our natural resources to leaders of states who’ve done a poor job of managing their own environment?

The President’s climate executive order takes the wrong approach.&nbsp; Instead of supporting our people who live on the land, own it, and understand it, the 30 x 30 program is poised to take a top-down federal government approach.&nbsp; In the coming weeks, I encourage Nebraskans to be on the lookout in their community for potential federal interventions or other attempts to make land less available. &nbsp;Over the years, environmental groups have purchased land and transferred it to federal agencies.&nbsp; Others may try to use perpetual easements to limit land use or to bar livestock production.&nbsp; President Biden may decide to use federal agencies to exert more control over existing public lands, or to expand current restrictions.

Whatever form it takes, the 30 x 30 plan is likely to diminish our freedoms and hamstring growth in Nebraska.&nbsp; That’s why we must work together to stop it.&nbsp; When the federal government encroached on our rights in the past, we successfully fought back.&nbsp; In 2015, the State of Nebraska sued the Obama Administration when it overstepped its legal authority by issuing the “waters of the United States” (WOTUS) rule.&nbsp; The WOTUS rule had needlessly burdened states with regulations, while unconstitutionally extending the federal government’s power to regulate private lands. &nbsp;We won in court on that issue, and we’re prepared to fight against any new federal restrictions that infringe on property rights in Nebraska.&nbsp;

They know their land and animals better than anyone else and care deeply about them.&nbsp; Their livelihood depends on ensuring the land remains fertile—that’s why they are always working to improve it so that the next generation can continue their way of life.&nbsp;Despite this close connection to the land, the Biden-Harris Administration does not trust Nebraskans to responsibly manage our natural resources.&nbsp; They want greater federal government control over our land and water.&nbsp; On January 27, 2021, President Biden issued an executive order on the climate which set a goal of restricting “at least 30 percent of our lands and waters by 2030” (30 x 30).&nbsp; Right now, only 3% of land in Nebraska is publicly owned.&nbsp; Achieving the goal of the President’s 30 x 30 program would likely require far-reaching interventions by the federal government—either to take away private property or to subject landowners to intrusive regulations.&nbsp;The President’s radical 30 x 30 plan is alarming and unconstitutional.&nbsp; That’s why I led a group of 15 Governors who sent a letter to President Biden last week opposing the plan.&nbsp; We reminded the President that he has no authority to carry out the 30 x 30 program. &nbsp;We also warned the President that pursuing the goals of the 30 x 30 plan would violate property rights and harm the U.S. economy.&nbsp; Additionally, we submitted more than a dozen specific questions asking the President to be more transparent about the 30 x 30 program. &nbsp;Since issuing his climate executive order three months ago, the President has given no indication as to how he plans to achieve the 30 x 30 goal.&nbsp; Nor has the White House answered questions about plans to implement 30 x 30.&nbsp;Engagement with states is critical.&nbsp; Since our state’s founding, Nebraska has successfully managed our water and land by protecting private property rights. &nbsp;We’ve shown that we can successfully grow Nebraska while being a good steward of our natural resources.&nbsp; For example, our state sits on top of the Ogallala Aquifer, one of the largest underground water resources in the world. &nbsp;We’ve maintained the aquifer at virtually the same average water level it had in 1950, while developing into a global leader in agricultural irrigation.&nbsp; Gov. Ricketts: Protect our land and water

SIDNEY, Neb. (AP) — Authorities in southwestern Nebraska say a Sidney couple has died in a two vehicle crash involving a semitrailer that left their 1-year-old baby hospitalized. 

The Scottsbluff Star-Herald reports that the crash happened Friday in Cheyenne County when a small sport utility vehicle driven by 51-year-old Brian Lee Johnson ran a stop sign at a rural intersection and hit a trailer being pulled by a semi. 

Cheyenne County Attorney Paul Schaub says Johnson and his wife, 24-year-old Catherine Noquera Johnson, died in the crash. 

First responders had to use equipment to remove the couple's baby from the wreckage. 

The baby was first taken to a Sidney hospital, then flown to Children's Hospital in Aurora, Colorado. 

Her medical conditional was not released.

The Garden County Sheriff has been arrested for third degree domestic assault.&nbsp;

On April 13 at approximately 3:50 p.m. Nebraska State Patrol troopers were requested by Garden County Sheriff's Deputies to assist with response to a reported assault. 

Deputies performed a traffic stop on a Ford F-250 truck near the intersection of Highway 26 and Highway 92 in Garden County.

"Troopers responded to the scene and were requested to take over as the primary investigators," Nebraska State Patrol&nbsp;Public Relations Director Cody Thomas said. "Upon investigation, troopers believe that the suspect, Michelle Quinn (44) of Lisco, had assaulted the adult passenger in her vehicle while the two were driving in Keith County."

Quinn was lodged in Keith County Jail for third degree domestic assault.

Chadron Police Lt. Richard Hickstein has accepted a new position as Chief of Police.&nbsp;

"The City of Chadron Civil Service Commission has recommended Lt. Rick Hickstein be appointed to the position of Chief of Police for the city," Interim Chadron City Manager Milo Rust said. "It is with great pride and honor to offer the position of Chief to Lt. Rick Hickstein. I am pleased to announce that he has accepted."

Hickstein started his career with the Chadron Police Department on September 7, 1999 as a police officer. 

Hickstein was then promoted to sergeant on February 11, 2005. He has been a lieutenant since February 26, 2007.

Nebraska advances phaseout of Social Security income taxes

CHADRON – Brittany Lovett, a Chadron State College senior studying geoscience online from&nbsp;Klamath Falls,&nbsp;Oregon, is pursuing a lifelong passion.

“I probably drove my family crazy collecting jars of rocks,” Lovett said.

A native of California, she earned a liberal arts degree from Allan Hancock College in Santa Maria, California, about 14 years ago. After working jobs in the service and retail industry, she decided she wanted to look for an academic program she was passionate about.

She found only a handful of online Bachelor of Science programs in geology or geoscience nationwide. One focused on environmental policy and law, but she wanted a core science curriculum. Then she discovered CSC.

“Chadron had just what I wanted. Most field camps aren’t offered until the junior year and then they are six weeks long or offered by a third party. CSC broke it up into two-week increments,” Lovett said. “The icing on the cake was the flat rate instead of higher tuition for out of state students.”

Lovett said she has received excellent guidance from faculty members Dr. Mike Leite, Dr. Mary Keithly, and Dr. Tawny Tibbits.

“The professors, each and every one, are so amazing,” Lovett said.

In 2017, Lovett and the other students in her initial Field Camp cohort studied the Red Rocks Open Space, Black Canyon of the Gunnison National Park in Colorado, and three National Parks in Utah: Arches, Canyon Land, and Zion. The students learned how land forms were shaped, practiced rock identification, and learned how to map geologic features.

“It was my first exposure to field work. You learn so much so fast and see some beautiful areas. Field camp was a bonding experience. I made great friends along the way,” Lovett said.

The second field camp mirrored the one the year before with some subtle differences. The class visited Garden of the Gods and mapped it, searched for tourmaline in the Brown Derby Mine, and made geologic maps of Devil’s Canyon. Lovett and her husband, Tyson, were also expecting their first child.

Tyson and Bobby followed the CSC field camp route in a separate vehicle.“We made it a family trip. Everyone got to meet Tyson and some of them played with Bobby, especially around supper time before we split up to do homework,” said Lovett, who gave birth to a second son, Miles, in December 2020.She said the notebooks she compiled on each trip improved with each year’s experience. She still uses them for reference.Leite ties the field camp work back to class assignments. Lovett said they often stopped to study road cuts, exposed rock layers created by construction of highways.“From the surface a fault often looks like a fracture or crack in the rock. We were able to see faults occasionally on roadcuts. Unlike a simple fracture or crack, faults are a displacement of blocks of rock. Sometimes you can also find striations or a polished surface on the fault plane called slickensides. This can help you determine the direction the rocks have shifted,” Lovett said.By entering two-dimensional data points into specialized software, the students were able to map three- dimensional rock structures.“The stereonet is a tool geologists designed to represent something three-dimensional on a two-dimensional map. You measure the orientation of the rock in a number of places, and then plot those measurements onto the stereonet. This lets you see the overall orientation of the rock.” Lovett said.For Lovett’s capstone project she rented a portable X-ray Fluorescence (pXRF) unit and collected data from&nbsp;mudstone rocks in the Tecopa region of&nbsp;<a href="https://www.csc.edu/news/story.csc?article=12276" target="_blank">Death Valley</a>&nbsp;in January 2020. She analyzed specimens for research funded by a NASA Nebraska grant that could help determine through geochemical indicators if similar rocks on Mars might have been biologically formed. One of the major goals of the mission of the Mars Perseverance rover, equipped with a pXRF unit, is to find traces of past life on Mars.“You obtain a lot of data fast. Different rocks give off a secondary florescence that is visually different. It saves a lot of time because you don’t have to wait to send your rock samples to a lab to have them analyzed,” she said. “The data collection itself was not all that complicated. The analysis afterward takes much more time.”She presented her pXRF research virtually in April 2020 to the&nbsp;Nebraska Academy of Science.Lovett is studying to take the Association of State Boards of Geology exam so she can become a licensed geologist in Oregon. She hopes to find a position with the National Forest Service, the United States Geological Survey, or similar entity. She may eventually enter graduate school.
