“For the sake of our economic and national security, it’s important to locate key industries, such as PPE and pharmaceutical drug production, here in America,” said Governor Ricketts.&nbsp; “Nebraska is uniquely positioned to help our country secure critical supply chains.&nbsp; Needles and syringes for coronavirus vaccines are already manufactured in our state.&nbsp; We have the potential to mine rare earth metals in southeast Nebraska.&nbsp; And our family farmers help supply the food that feeds the world.&nbsp; I applaud the Biden Administration for continuing this important focus on securing critical supply chains.”

This latest presidential order follows similar efforts from former President Donald J. Trump, including an October 2020 order regarding critical minerals.

Ricketts supports continued White House focus on securing critical supply chains

Hay Springs –While most middle and high school students in Hay Springs say they plan to attend college or trade school after graduation, many also picture themselves living in the area in the future. Their reasons, as indicated in a recent survey, were quality of life considerations, such as a good place to raise a family, quality schools and career opportunities.

The survey was conducted as part of a northwestern Nebraska rural prosperity project funded in part by USDA Rural Development. Among Hay Springs students, a total of 73 or 92% of students in grades 7 through 12 participated. The survey was sponsored by the Heartland Center for Leadership Development in collaboration Nebraska Extension.

Mark Hagge, Hay Springs Public Schools principal, said the survey results demonstrate that students appreciate their part of the state and would consider staying or returning under the right circumstances. “These young people are pleased with the quality of life here, and many of them would consider living here in the future, especially if they could make a decent living.”

Further, he said, some of them own a business now and the vast majority would like to own a business in the future. Many of them also said they would be interested in learning more about entrepreneurship through a class with hands-on experience.

Jenny Nixon, a Rural Prosperity Nebraska educator from Harrison, said the results “may be an opportunity for internships in each of our communities” in Sioux, Dawes and Sheridan Counties. Deb Cottier, executive director of Northwest Nebraska Development Corporation, said young adults may also be interested in internships or apprenticeships, especially under the tutelage of a business owner who is looking toward retirement.

The surveys indicated interest in a wide spectrum of career opportunities, said Craig Schroeder, a project team member who has conducted similar surveys nationwide with more than 40,000 secondary school students. Schroeder, who is president of the Heartland Center board of directors, said a larger percentage of students in northwest Nebraska pictured themselves living in or near their hometowns than is typical in similar communities.

Hagge said he hopes that other public schools in the northwest corner of the Panhandle will take advantage of the opportunity to survey their secondary students, so that a comprehensive picture of student attitudes throughout the region can be ascertained.

Nebraska bill targeting protesters gets chilly reception

CHADRON – Chadron State College students in the fields of art, communications, and marketing will have the opportunity to learn from seasoned professionals in advertising and media during a virtual Meet the Pros conference March 1-2.

The annual event, sponsored by the American Advertising Federation Omaha, features speakers with experience in the advertising world, said CSC Art Professor Mary Donahue. Among the presenters are Cameron Day, who has worked with ad agencies like Saatchi &amp; Saatchi, and Mike Cessario, who worked on viral promotions for Netflix shows including House of Cards and Narcos, Donahue said.

Normally in Omaha, this year’s conference will take place virtually on Zoom, but will still be useful for students, said Dr. Shaunda French-Collins. She said it is valuable when professionals take the time to review students’ portfolios and resumes.

“The conference has been invaluable in showing students what the professional design, advertising and marketing world is like, how to prepare for it and what it expects of them,” said Donahue, who has taken students to the event since 2010. They hear directly from professionals, including their stories of being a student and starting out. They hear about what the current trends are in design, advertising, marketing and in the culture in general.”

Taking class time after the conference to review what students learned from their participation is an important part of the experience, the instructors said.

“We incorporate the advice and suggestions in preparing for the professional field and in improving their portfolios,” said Donahue.

And the conference is a learning experience for teachers as well, said French-Collins.

“It’s not unusual for me to lecture on something I learn (at the conference),” she said.

CSC students meet the pros at virtual conference

The Alliance City Council held a special meeting on Feb. 23 to discuss the hiring of a new City Manager. Council voted 4-1 to hire Jeff Hecksel of Oregon for the position.&nbsp; Councilman&nbsp;John McGhehey made a motion to offer the position to Hecksel with a compensation package to include a salary of at least $125,000 plus benefits, but which could exceed $130,000 with an amendment. Mayor Mike Dafney and Finance Director Randy Waggener will&nbsp;negotiate the final package.&nbsp; McGhehey said after the last meeting about a city manager he decided to make some phone calls.&nbsp; "I think one of our concerns about Mr. Hecksel is he's got kind of a quiet personality," McGhehey said. "And didn't come off as real dynamite or outgoing. Mayor Dafney shared some comments that Chelsie Herian, our Box Butte Development Corporation Director, also said that he was pretty quiet in the tour. I called both of his personal references. They are not professional colleagues, but people that have known him for a long time. I also asked Mr. Hecksel for a couple of professional references. I talked to his County Board Chairman and also talked with the current Human Resource Director that has worked under Mr. Hecksel for the last four years. They all confirm that he does have a quiet personality. He's a thoughtful person, high integrity, but is a leader. The current County Board Chairman said that he would hate to lose him and considers him a personal friend. He has seen him talk a financial situation that he was not aware of when he first joined the Hood River County organization and turned it around in an efficient manner. The HR director came out of the private sector, had not worked in the public sector and said that Mr. Hecksel was very supportive of her, helping her find resources to develop her abilities in the public sector. She considers him passionate about his role...a relationship builder. I feel like he would be a good fit for our community." Councilwoman Annora Bentley also agreed with McGhehey and said she feels Mr. Hecksel would be good for our community.&nbsp; Vice Mayor&nbsp;Brian Mischnick said he couldn't get comfortable with him.&nbsp; "I got about 80% there," said Mischnick. "I feel like we're making this decision a little bit out of fear and not enough applicants. That being said, I think there's a good chance Hecksel is going to have some success. I just can't quite get on board." Currently Jeff Hecksel is the County Manager in Hood River County. Before that he was in city administration as a city manager.&nbsp; "He has 37 years of experience," said Mayor Mike Dafney. "That's unheard of. The norm for city managers is six years so he's been one place eleven and another at six. His&nbsp;tenure is to be commended. He's doing something right." Mayor Dafney felt that the council's decision was the right one, but they did have some&nbsp;controversy.&nbsp; "Had some controversy that had come in on the other gentleman [James Thomas]," said Dafney. "I think some of it was unfair to him. He had a&nbsp;disgruntled citizen that was just after him and was going to make it as miserable as she could wherever he goes. It was just unfortunate, but when we looked at everything I think everyone is on board with Hecksel. The other gentleman was qualified though, he had 30 some years of experience."&nbsp; Dafney said the search for a new city manager has taken six months. The city had over 20 applicants come in when the position was first posted.&nbsp; "We got down to five and then narrowed down to three and just didn't make it work," said Dafney. "Went down the road aways and these two came in. At first we had just Mr. Hecksel and we lined him up. In the meantime, Thomas applied...so we thought we'll get them both in here at the same time and look them over. As you heard Brian [Mischnick] wanted to go down the road a little more and maybe see if we had more applicants come in, but it looks like council was satisfied with what we're going to get with Mr. Hecksel."&nbsp;&nbsp;

OMAHA, Neb. (AP) — An appeals court has rejected the Trump administration's decision to drop a proposal requiring freight trains to have at least two crew members that was drafted after several fiery crude oil train derailments. 

Tuesday's ruling from the 9th U.S. Court of Appeals will likely make it harder for the railroad industry to reduce the number of crew members, and it opens the door for states to require two man crews on freight trains that carry crude oil, ethanol and other hazardous commodities.

 The decision was praised by rail labor groups that argue one-person crews are more dangerous.

Court ruling may make it harder to cut train crew sizes to 1

LINCOLN — Still disappointed by last year’s decision by the Nebraska Supreme Court to remove medical cannabis from the 2020 ballot, parents of children with serious health conditions and other advocates called on Nebraska lawmakers to establish a compassionate medical cannabis program for patients and pass measures designed to improve the state’s ballot initiative process. 

Crista Eggers of Gretna, whose son suffers from intractable epilepsy, collected hundreds of signatures last year for the medical marijuana ballot initiative. Eggers called on lawmakers to have compassion for families like hers:

“We collected over 196,000 signatures and did everything the right way. But in the end, the Nebraska Supreme Court just erased all of that hard work. There’s no question that voters would have approved the medical cannabis initiative, which would have helped my son and thousands of other patients who need relief in our state. If they have any conscience, our lawmakers will pass a compassionate law this session and reform what is clearly a broken ballot initiative system.”

Nebraska Families for Medical Cannabis said they are supporting three bills, each introduced by state Senator Anna Wishart:

LB 474 would establish a program that allows patients with qualifying health conditions to safely and legally access medical cannabis with approval from their health care practitioner. 

LB 475 would require the Attorney General to issue an opinion with respect to whether an initiative measure contains more than one subject before petition circulators begin collecting signatures. 

LR 24CA would place a constitutional initiative on the 2022 ballot to amend the Nebraska Constitution’s “single-subject rule” to allow for broader and more lenient interpretation.

Many other directly-affected families and patient advocates attended the press conference, including Dominic Gillen, another Nebraskan parent whose child struggles with frequent seizures. Mr. Gillen said:

“My family has been fighting for this for eight years. Last year we proved that the people of Nebraska are overwhelmingly on our side, but we were unfairly denied access to the ballot. Five justices decided voters shouldn’t be able to decide this issue, and now, just a handful of senators in this Capitol building are preventing my son from having a better quality of life. This is wrong. We need our lawmakers, who are supposed to represent us, to act now.”

In July last year, backers of the medical cannabis initiative submitted over 196,000 signatures from Nebraskans to qualify the constitutional amendment for the ballot. Secretary of State Bob Evnen certified the measure, but the Nebraska Supreme Court ruled in favor of an opponent who filed a lawsuit claiming the initiative violated the state’s single subject rule for ballot referenda.

In December 2020, the committee that supported the 2020 medical cannabis effort, Nebraskans for Medical Marijuana, filed a new petition to legalize medical cannabis through the 2022 ballot.

But in the end, the Nebraska Supreme Court just erased all of that hard work. There’s no question that voters would have approved the medical cannabis initiative, which would have helped my son and thousands of other patients who need relief in our state. If they have any conscience, our lawmakers will pass a compassionate law this session and reform what is clearly a broken ballot initiative system.”Nebraska Families for Medical Cannabis said they are supporting three bills, each introduced by state Senator Anna Wishart:LB 474 would establish a program that allows patients with qualifying health conditions to safely and legally access medical cannabis with approval from their health care practitioner. LB 475 would require the Attorney General to issue an opinion with respect to whether an initiative measure contains more than one subject before petition circulators begin collecting signatures. LR 24CA would place a constitutional initiative on the 2022 ballot to amend the Nebraska Constitution’s “single-subject rule” to allow for broader and more lenient interpretation.Many other directly-affected families and patient advocates attended the press conference, including Dominic Gillen, another Nebraskan parent whose child struggles with frequent seizures. Mr. Gillen said:“My family has been fighting for this for eight years. Last year we proved that the people of Nebraska are overwhelmingly on our side, but we were unfairly denied access to the ballot. Five justices decided voters shouldn’t be able to decide this issue, and now, just a handful of senators in this Capitol building are preventing my son from having a better quality of life. This is wrong. We need our lawmakers, who are supposed to represent us, to act now.”In July last year, backers of the medical cannabis initiative submitted over 196,000 signatures from Nebraskans to qualify the constitutional amendment for the ballot. NE pro-medical marijuana group calls on lawmakers to establish program

Chadron – Steve Cleveland, President and CEO, and the board of directors of First National Bank of Chadron announced a merger with its’ affiliate Homestead Bank. The change is expected to be finalized prior to July 1, 2021, pending regulatory approval.

“With a great deal of consideration, we have decided to join forces with our affiliate bank, Homestead Bank of Cozad, NE. Homestead and First National have shared common ownership since 1990,” said Cleveland. “Even though we operate independently, we have shared resources behind the scenes. Our operating systems and locally focused business cultures are identical.”

 The library is also hosting a “Winter Blues” contest for adult patrons. 

If a patron checks out a book with the word “Blue” in the title, they can sign up to win a $15 Starbucks gift card. 

The contest runs February 16th- March 12th, with a drawing every Friday at 3:00 p.m. 

We have a display table of books with the word “Blue” in the title to make the selection easier.

We all have to pay taxes to support our government at the federal, state, and local levels. We may not support everything our government does, but for the benefits we receive, we get good value for our tax dollars.

There are ways to reduce our income tax obligations. The government offers both tax deductions and credits. A deduction can be subtracted from your income before your taxes are calculated. A tax credit is worth much more, because it is subtracted from the total tax amount you have to pay. There are several federal deductions and credits available to low-income people.

First, let’s look at income. By now you should have received a Form W-2 from every job you worked in 2020. A Form 1099 shows income from other sources, like contract work or interest on savings. SSA-1099 shows income from Social Security. If you are self-employed, if your net business earnings – that's gross income minus expenses – exceed&nbsp;$400&nbsp;in the tax year, you must file a tax return and report all your self-employed income.&nbsp;

Form 1099-G shows your income from unemployment compensation. You have to pay income tax on the amount of unemployment you received, including any additional amounts from the CARES Act for COVID layoffs. Go to&nbsp;<a href="http://neworks.nebraska.gov/" target="_blank">neworks.nebraska.gov</a>, login on Unemployment Services and find your form if you haven’t received one in the mail.

There are some things you do not need to claim as income: the stimulus check you received, Paycheck Protection Program loans that have been forgiven, or special income like&nbsp;child support or&nbsp;alimony the law or courts say do not need to be claimed.

If your total income is below a certain amount, you don’t owe taxes, so you may not need to file. In 2020, the minimum for single filing status if under age 65 is $12,400. If your&nbsp;income&nbsp;is below that threshold, you do not need&nbsp;to file the federal tax return. However, you may want to file so you can claim certain tax credits.

If you&nbsp;qualify for&nbsp;tax credits, such as the Earned&nbsp;Income Tax Credit&nbsp;or Child Tax Credit,&nbsp;you can receive&nbsp;a refund even&nbsp;if you&nbsp;paid&nbsp;no&nbsp;taxes. To&nbsp;claim&nbsp;the&nbsp;credits,&nbsp;you have&nbsp;to file your 1040 and other&nbsp;tax&nbsp;forms.

The Earned Income Credit (EIC) is a tax refund that puts extra money in the pockets of lower-income working families and individuals, particularly those raising children. Go to&nbsp;<a href="http://irs.gov/" target="_blank">irs.gov</a>&nbsp;to find Publication 596: Earned Income Credit (EIC). Complete the EIC worksheet. Then use the EIC table to determine the amount of your credit, which is subtracted from your total tax bill.

There are some requirements. You must be a citizen or resident alien with a social security number, and you have lived in the U.S. for more than half the year. You must be at least age 25 but under age 65. You can’t be the dependent of another person.

Your earned income must be less than $50,954 ($56,844 for married filing jointly) if you have three or more qualifying children, $47,440 ($53,330 for married filing jointly) if you have two qualifying children, $41,756 ($47,646 for married filing jointly) if you have one qualifying child, or $15,820 ($21,710 for married filing jointly) if you don’t have a qualifying child.

Any refund you receive because of the EIC can’t be counted as income when determining whether you are eligible for benefits or assistance like SNAP or TANF. The Earned Income Tax Credit and Child Tax Credit together boosted the incomes of 28.1 million poor Americans in 2018, lifting 10.6 million above the poverty line and making 17.5 million others less poor. The marijuana industry, which is now partially owned by Big Tobacco, has its eye on&nbsp;Nebraska as a new place to turn a profit.&nbsp; Previously, they hid this moneymaking motive under the guise of “medical” marijuana. &nbsp;Now they are just pushing for full legalization.

Nebraskans have common sense and instinctively understand how this dangerous drug could harm our youth, our communities, and our economy. &nbsp;We don’t have to guess at the steep social costs of marijuana legalization—they have already played out tragically all over the country.

States that legalize marijuana outright or incrementally (that is, through “medical marijuana”) have seen a human toll.&nbsp; This has included devastating effects on kids, tragic accidents, decreased participation in the workforce, and horrible mental health outcomes.

While popular media has tried to reframe how the public thinks about marijuana, it’s important to understand the health consequences and dangers of this drug.&nbsp; There are good reasons why the federal government classifies marijuana as a Schedule 1 drug, which means it has no medical value and high potential for abuse.&nbsp; Other Schedule 1 drugs include heroin, LSD, and ecstasy.&nbsp;&nbsp;

Marijuana has a profoundly harmful effect on teens and young adults.&nbsp; THC (the psychoactive component of marijuana) impacts the developing adolescent brain severely and in many cases permanently.&nbsp; Actual physical changes in the grey matter of the brain in young marijuana users are documented.&nbsp; Frequent marijuana use is associated with learning impairment and poor academic performance.&nbsp; Additionally, increased marijuana use is correlated with greater risk of depression and suicidal thoughts for adolescents.

In states that have legalized marijuana, use of the drug has escalated among youth.&nbsp; For these states, usage climbed 3.5% from 2016-2017 to 2017-2018.&nbsp; Earlier this month, a study in&nbsp;the Journal of Studies on Alcohol and Drugs&nbsp;showed that marijuana use among teens is up 23% in California since the state fully legalized marijuana in 2016.&nbsp;

Marijuana triggers psychotic episodes that can end in tragedy.&nbsp; Levi Pongi, age 19, died after consuming a marijuana cookie and jumping off a balcony.&nbsp; Marijuana use also increases depression, thoughts of suicide, and suicidal behaviors among young adults.&nbsp; Marc Bullard, age 23, committed suicide after he began using a concentrated form of marijuana.&nbsp; He had no previous history of depression.&nbsp; These examples, both from our neighboring state of Colorado, show the potential of the drug to ruin young lives.

While putting youth at risk, marijuana use also increases the likelihood of on-the-job accidents and decreases worker productivity.&nbsp; States that have normalized marijuana use have experienced a sharp increase in workforce positivity rates since legalization.&nbsp; Examples include Oregon, Nevada, and Colorado where the rate of workers testing positive for marijuana have increased 63%, 55%, and 47% respectively.&nbsp; Overall,&nbsp;the rate of people testing positive in the workplace went up about 17% from 2014 to 2018.&nbsp; Alarmingly, there was an increase of about 24% in the rate of workers testing positive whose job performance has an impact on public safety, such as airplane pilots and workers in nuclear power plants.

Along with these workforce issues, marijuana also endangers public safety on the roads.&nbsp; For instance, in Washington, the number of drivers involved in fatal crashes testing positive for THC has doubled since the state legalized marijuana in 2012.&nbsp;

Aside from its particularly harmful influence on youth and in workplaces, marijuana is bad for health, especially mental health.&nbsp; Marijuana poses risks to brain development and cognitive functioning.&nbsp; The National Academy of Medicine, the nonprofit group that advises the federal government on health and medicine, released a report in 2017.&nbsp; It shows that “Cannabis use is likely to increase the risk of schizophrenia and other psychoses.”&nbsp; According to NAM, the higher the use is, the greater the risk is.

The American Psychiatric Association’s statement on marijuana says, “there is no current scientific evidence that cannabis is in any way beneficial for the treatment of any psychiatric disorder.&nbsp; In contrast, current evidence supports, at minimum, a strong association of cannabis use with the onset of psychiatric disorders.&nbsp;&nbsp;Adolescents are particularly vulnerable to harm, given the effects of cannabis on neurological development.”

California partially legalized marijuana in 1996 and fully legalized it in 2016.&nbsp; The State saw a rise in marijuana-related emergency department visits of 976% from 2005 to 2019!&nbsp; Colorado legalized marijuana in 2012 for adults age 21 and older.&nbsp; A study by the University of Colorado School of Medicine reported a threefold increase in ER visits related to marijuana from 2012 to 2016.&nbsp;

No wonder the American Medical Association (AMA) warns the public not to smoke marijuana and opposes its legalization. &nbsp;The AMA’s policy statement on “Cannabis Legalization for Recreational Use” says “cannabis is a dangerous drug and as such is a serious public health concern,” and “cannabis for adult use should not be legalized.”&nbsp;

Marijuana poses risks to brain development and cognitive functioning.&nbsp; The National Academy of Medicine, the nonprofit group that advises the federal government on health and medicine, released a report in 2017.&nbsp; It shows that “Cannabis use is likely to increase the risk of schizophrenia and other psychoses.”&nbsp; According to NAM, the higher the use is, the greater the risk is.The American Psychiatric Association’s statement on marijuana says, “there is no current scientific evidence that cannabis is in any way beneficial for the treatment of any psychiatric disorder.&nbsp; In contrast, current evidence supports, at minimum, a strong association of cannabis use with the onset of psychiatric disorders.&nbsp;&nbsp;Adolescents are particularly vulnerable to harm, given the effects of cannabis on neurological development.”California partially legalized marijuana in 1996 and fully legalized it in 2016.&nbsp; The State saw a rise in marijuana-related emergency department visits of 976% from 2005 to 2019!&nbsp; Colorado legalized marijuana in 2012 for adults age 21 and older.&nbsp; A study by the University of Colorado School of Medicine reported a threefold increase in ER visits related to marijuana from 2012 to 2016.&nbsp;No wonder the American Medical Association (AMA) warns the public not to smoke marijuana and opposes its legalization. &nbsp;The AMA’s policy statement on “Cannabis Legalization for Recreational Use” says “cannabis is a dangerous drug and as such is a serious public health concern,” and “cannabis for adult use should not be legalized.”&nbsp;The multi-billion dollar marijuana industry will continue to say anything to get the drug legalized and avoid regulation for public safety.&nbsp; The Nebraska Court of Appeals ruled Tuesday that 30-year-old Eric Ramos should be retried. 

Ramos’ first trial was called off in 2018 after the judge learned that several witnesses in the case met in violation of a court order. 

After the violent outbreak at the Tecumseh prison, 31-year-old Michael Galindo was found dead in a cell after being attacked by a group of inmates. 

Prosecutors said surveillance video showed Ramos participated in the attack.

Marijuana
and methamphetamine were the top two drugs seized by Drug
Enforcement
Administration (DEA) investigators in Nebraska in 2020, with 2.5
kilograms of fentanyl, or the equivalent of one-and-a-half million
lethal doses, also making its presence known across the state.


Methamphetamine
seizures jumped 68 percent in 2020, while marijuana seizures were
more than six times higher than what was found in 2019. Last year,
agents from the DEA Omaha Division Office seized 421 pounds of
methamphetamine and 4,644 pounds of marijuana. Combined, these drugs
have a street value of approximately $13.3 million.


Multi-pound
methamphetamine seizures have become more common in Nebraska as
demand for the highly potent Mexican product continues to rise. In
2020, DEA took off 38 pounds of methamphetamine in one event, six
pounds more than the single seizure high of 2019, of 32 pounds.


“Last
year’s drug trends were interesting to follow as drug trafficking
organizations adjusted to the COVID pandemic by changing prices and
finding new ways to push their dangerous products into Nebraska,”
Omaha Division Special Agent in Charge (SAC) Justin C. King said.


In
addition to marijuana and methamphetamine, agents seized
approximately 2.5 kilograms of fentanyl last year with an additional
1,000 fentanyl-laced counterfeit pills also collected by agents.
Fentanyl is up to100 times more potent than morphine. A lethal dose
of fentanyl is two milligrams, or the equivalent of a few grains of
salt.


“We’ve
seen a jump in fentanyl and counterfeit pills across our five state
Division,” SAC King said. “We want to make people aware of the
fact that pills purchased off of the street should be considered
incredibly dangerous and potentially lethal. The makers of
counterfeit pills are not careful or precise in their measurements.
One pill may have 1 milligram of fentanyl, while another from the
same batch may have 3 milligrams, or enough to kill a person. The
only prescription medication people should be taking is one that
comes directly from a pharmacy or licensed physician.”


Cocaine
was the third most commonly seized drug in Nebraska, although numbers
dropped slightly from 2019 to 2020.


The
DEA Omaha Division is a five state territory that includes Iowa,
Minnesota, Nebraska, North Dakota and South Dakota as well as
counties along the western border of Illinois and Wisconsin.

At the recent Alliance City Council meeting, council approved a proposal from Activate Alliance to incorporate creative crosswalks in the community.&nbsp;

The Activate Alliance committee goal is to implement strategies to impact and increase walking, biking and rolling to support an active community.&nbsp; "Essentially the whole purpose of that is to improve walkability in the community of Alliance," Box Butte General Hospital Wellness Coordinator Daniel Newhoff said. "This specific crosswalk&nbsp;initiative is a group where we're trying to really increase the safety. We want people to be active in the City of Alliance. Sometimes there's issues with people being able to do that whether it's biking, whether it's walking...other forms of transportation. So we're trying to come up with some strategies that promote that." Newhoff said Panhandle Public Health District have made efforts like this in other communities too.&nbsp; "The reason why physical activity is important, as we look at Community Health Improvement plan, is that we have a lot of chronic illness," Newhoff said. "With this crosswalk proposal are hopes are we promote physical activity in the community for safety and convenience. Strategies to slow the traffic as well...community beatification and also community collaboration. From our community perspective we see a lot of benefit, not in just physical activity, but community as a whole." The Activate Alliance Committee proposed many locations for the painted crosswalks including: 10th Street on the path (Recreation Center), Box Butte and 16th Street (4 crosswalks), Emerson by the Berean Church and Laing Lake, near the schools, 10th and Laramie Avenue., and Box Butte and 21st Street.&nbsp;

"The way that it would work is...ongoing as this comes up where we identify some kind of need for a painted crosswalk in the community, we would come share the location, the artwork that we would like to paint inside of the crosswalk," Newhoff said. "We'd have that approved [by City Council] before we began any kind of painting." The funding for the crosswalks would start with Panhandle Public Health District. They are committing $2,000 to expenses. PPHD received a grant through the Nebraska Department of Health and Human Services.&nbsp; Community members Kyren Gibson of Carnegie Arts Center and Kathy Worley from Keep Alliance Beautiful have agreed to assist in the painting of the crosswalks.&nbsp; "I think it's an excellent idea...I like it," Alliance Mayor Mike Dafney said. "I appreciate the forward thinking to help dress up the town and safety wise."&nbsp;&nbsp;

-Approved recommendation of Denver Air Connection to the Department of Transportation for air service for Alliance. This will be a two-year award for the service.&nbsp;

-Approved the purchase of a 2022 Ford F-600 with an Altec Articulating Telescopic Aerial Device for the Electric Department in the amount of $165,496.&nbsp;

-Approved for scraper repairs at the Alliance Landfill in the amount of $77,189.02. The repairs will be done by Murphy Tractor and Equipment. Council also approved an air burner purchase at the landfill for $134,451.65.&nbsp;&nbsp;

-Heard the Oct. 1, 2019 through Sept. 30, 2020 audio presentation from Marci Luth of AMGL, P.C.&nbsp;

Council approves Activate Alliance proposal to create crosswalk art

OMAHA, Neb. (AP) — The number of new coronavirus cases continues to decline in Nebraska, and the number of people hospitalized with COVID-19 in the state remains at its lowest level since fall began.

 Nebraska reported 1,724 new coronavirus cases last week, down from 3,606 the week before. 

The state says there have now been 199,402 cases and 2,050 deaths reported since the pandemic began. 

There are 166 people hospitalized with the virus across the state. 

The last time the number was that low was in mid September, and the level of hospitalizations remains well below the peak of 987 that was recorded in November.

Northwest Nebraska: No better direction to find yourself

LINCOLN – Trees help soften the harsh climate of the Great Plains, but recent weather events are leaving Nebraska communities at-risk of being devoid of trees and their innumerable benefits.

According to the Nebraska Forest Service, Nebraska communities lost an average of 18 percent of their tree canopy in the last two decades due to extreme weather events, diseases and invasive insects.

As a result of the 2012 wildfires, northwest Nebraska lost large sections of forests unique to the Pine Ridge District. Upper Niobrara White Natural Resources District (UNWNRD) is helping replant the ponderosa pine forests in the area. UNWNRD Director Scott Berndt has seen firsthand the benefits of tree planting.

“Nebraska has a proud history of planting trees, but we’ve fallen behind in maintaining our once-coveted designation,” Berndt said. “Trees are an investment in the future, and Nebraskans should revitalize their tree-planting spirit.”

Each year, Nebraska’s Natural Resources Districts (NRDs) help communities and landowners plant more than 700,000 trees throughout the state. For approximately $1 each, conservation trees benefit both people and animals. They shade and shelter homes, reduce soil erosion, protect crops and livestock, provide food and cover for wildlife, buffer noise, provide valuable products and add beauty to the landscape.

Each NRD program varies, but possible tree program services include: planting, weed barrier installation or weed control, and drip irrigation. Order your trees soon as NRDs will soon close tree orders for spring plantings. For more information or to place an order, contact your local

Nebraska tree canopy in decline, planting more important than ever

The state has updated its vaccine timeline and the Panhandle continues to align with the phasing and calendar estimations. Anyone concerned with where they are at in phasing is asked to be patient and there will be significant communication released with each phasing shift.

“We are anxious to see how many more people will get their COVID vaccine this week with last week’s winter weather putting a damper on clinics and appointments. Thankfully, there are incredibly committed community vaccine providers working hard to get vaccines in arms,” said Kim Engel, Panhandle Public Health District Director.

As of today, 9,373 or 14.3% of Panhandle adults have received the COVID vaccine. Health care personnel, long-term care, and those 65 and older are currently being vaccinated.

The Federal Retail Pharmacy Program includes three locations in the Panhandle: Alliance Community Pharmacy and Walmart in Chadron and Scottsbluff.&nbsp; All are using the coordinated Panhandle list. This is in addition to the current vaccine providers that have been offering COVID vaccines in the Panhandle. Current eligibility for the vaccine remains at health care personnel, long-term care, and individuals 65 and older.

All Panhandle residents over the age of 18 that have not registered, please do so now at&nbsp;vaccinate.ne.gov&nbsp;or&nbsp;<a href="http://www.pphd.org/" target="_blank">www.pphd.org</a>. Registration is simple and takes less than a couple of minutes. If you have already registered, rest assured, you are on the list and do not need to register again.

COVID vaccinations are also available at the Scottsbluff Community-Based Outpatient Clinic (CBOC) for&nbsp;veterans enrolled in the VA Health Care system. Vaccinations are by appointment only, no walk-ins. Call 308-225-5330 for appointment scheduling.

People who are fully COVID vaccinated will not be required to quarantine due to close contact.

If you have had COVID, you are still encouraged to get the vaccine once you no longer have symptoms and after you have been released from isolation. If you received the monoclonal antibody treatment, it is recommended to get the vaccine no sooner than 90 days after treatment.

If you have received your first dose and have not heard when you will receive your second dose, don’t panic, you will be contacted by the vaccine provider that administered your first dose.

A Sheridan County female in her 80s and a Deuel County male in his 80s are the most recent COVID deaths bringing the Panhandle total to 182.

“We share peace and comfort with the friends and loved ones in the loss of our fellow Panhandle residents,” said Engel.

Unified Command confirms 95 more cases of COVID in the Panhandle since last reporting on Monday, February 15.&nbsp;The investigations are underway, all close contacts will be quarantined.
