Wind chill advisories continue throughout the weekend for Panhandle

A Chadron man was found unresponsive outside the door of his apartment.&nbsp;

On Feb. 9 at approximately 10 a.m. the Chadron Police Department responded to a call of an unresponsive Chadron resident outside his apartment door in the hallway. 51 year-old Francis Long was rushed to Chadron Community Hospital.&nbsp;

Long was pronounced dead on arrival to the hospital.&nbsp;

"After a review of evidence gathered at the scene, medical records, witness statements and consultation with medical personnel...it was determined that Mr. Long died of natural causes," Dawes County Attorney/Coroner Vance Haug said.&nbsp;

Sixty-eight-year-old Raymond Andrzejewski was expected to appear in Pennington County Court Wednesday on four counts of arson.

LINCOLN, Neb. — A new set of lesson plans offers teachers of those in kindergarten through sixth grade opportunities to integrate the Nebraska State Parks Centennial into their classrooms.

Ten plans and one interactive map explore different facets of the Nebraska Game and Parks Commission park system, which dates to 1921 when Chadron State Park became the first of 76 park areas in the state.

The lesson plans — adapted for classrooms, online learning or informal settings — are downloadable and support state standards in a fun and interesting way. Students can diversify their knowledge by exploring the state parks around them, in some cases by taking a trip to the great outdoors. Each plan is designed to encourage youth to be engaged actively in parks.

“From our rich history to our unique geography, there is something for everyone at your Nebraska State Parks,” said Amanda Filipi, Game and Parks educator at the Wildcat Hills Nature Center and designer of the lessons. “Opportunity is available to both the inquisitive and the bold.”

Lesson plans highlight Nebraska park system

OMAHA, Neb. (AP) — The number of people hospitalized with the coronavirus in Nebraska has dropped to its lowest level since the beginning of October.

 The state said 230 people were hospitalized with COVID-19 on Wednesday, which continued the steady downward trend since the number peaked at 987 in November.

 The last time that number was lower was Oct. 1 when 227 people were hospitalized. 

The number of new cases in the state has also been shrinking lately.

 Nebraska reported 374 new cases and four deaths Wednesday to give the state a total of 195,006 cases and 1,990 deaths.

Over 1,200 food baskets were distributed Wednesday in Keith County thanks to the efforts of the Ogallala Rotary club.

Organizers say they are thankful for the partnership of Hot Meals USA who sent a truck full of fresh produce to help any family in need around this area.

They also thanked Mid-Plains Community College for allowing them to use their facility for this wonderful project, Ace Hardware for the use of a pallet jack and forklift, Badass Coffee for supplying coffee for all the volunteers, and, last but not least, all the amazing volunteers who braved the cold weather to make this service project possible. 

The club also received help and support from their fellow Rotarians from Grant and North Platte

OMAHA, Neb. (AP) — Nebraska should see at least 43 retail pharmacies participating in a new federal program to help provide coronavirus vaccinations, although state officials say they don’t have a good way to communicate with all of them to avoid mistakes. 

Gov. Pete Ricketts says he’s grateful for the additional 5,700 doses Nebraska will get through the federal program, but is concerned about how all the different businesses will coordinate with the state’s efforts.

 He says the federal program didn’t include a way for states and the retailers to ensure they’re on the same page.

The Federal Pharmacy Program announced they will include three locations in the Panhandle. Alliance Community Pharmacy and Walmart in Chadron and Scottsbluff will be receiving the COVID vaccine. This is in addition to the current vaccine providers that have been offering COVID vaccines in the Panhandle.

They will be following the same vaccine timeline issued by Governor Ricketts with current eligibility being health care personnel, long-term care, and individuals 65 and older.

“We encourage all Panhandle residents over the age of 18 that have not registered yet to please do so at&nbsp;vaccinate.ne.gov. Each new opportunity to expand access to residents getting the COVID vaccine is the goal but we want people to remain patient as new systems are underway,” said Kim Engel, Panhandle Public Health District Director.

If you have already registered, rest assured, you are on the list and do not need to register again. If you need help registering, call either of these numbers: 833-998-2275 or 531-249-1873. The Spanish version will be coming soon.

If you have had COVID, you are still encouraged to get the vaccine once you no longer have symptoms and achieved recovery status. If you received the monoclonal antibody treatment, it is recommended to get the vaccine no sooner than 90 days after treatment.

People who have received both COVID vaccine doses, will not be required to quarantine due to close contact.

If you have received your first dose and have not heard when you will receive your second dose, don’t panic, you will be contacted by the vaccine provider that administered your first dose.

She says she did not have enough time to study the issue and implement a program. 

Medical cannabis was supposed to be legalized on July 1 of this year after voters passed a ballot initiative in November. 

Republican legislative leadership supports Noem's plan. 

House Speaker Spencer Gosch unveiled a bill early Wednesday to set up a committee to study implementation.

We may have read&nbsp;The Pursuit of Happyness&nbsp;by Chris Gardner or seen the movie version starring Will Smith. Several novels also feature characters who are homeless.

Children’s literature also includes some great books about homelessness. Let’s take a look at some picture books for small children ages 3-8; these can be found on YouTube. (Even adults enjoy having picture books read to them.) All of these books have been used in elementary, middle school, high school, and college classrooms because of the great topics for discussion.

Fly Away Home&nbsp;by Eve Bunting tells the story of a homeless boy who lives in an airport with his father. (This was written in the 90’s before airport security was enhanced.) Their goal is not to be noticed. Homeless people who were too dirty, or who slept across a row of seats, or who made noise were removed by airport security. So the boy and his father move from terminal to terminal, wash in the bathrooms, wear blue clothes, sleep sitting up. On weekends the father works as a janitor in the city, and the boy is cared for by a homeless mother and her son. The boy is given hope when a trapped bird finally finds its freedom and gets to fly away home. This book earned the&nbsp;Heal the World&nbsp;award. &nbsp;

The Can Man&nbsp;by Laura E Williams tells the story of Tim, who wants a skateboard but his parents can’t afford it. Tim sees the Can Man going through the trash every day to get aluminum cans to sell, and Tim decides he can do the same. Then he learns that the man used to be his parents’ neighbor, but he lost his job when the auto shop he worked for closed and now he is homeless. He is trying to save enough money to get a winter coat before the snow falls.

Still a Family&nbsp;by Brenda Reeves Sturgis tells the story of a little girl and her parents who have lost their home and must live in a homeless shelter. Even worse, due to a common shelter policy, her dad must live in a men's shelter, separated from her and her mom. The family still finds time to be together by meeting at the park to play and celebrate special days together. While the young girl wishes for better days when her family is together again under a roof of their own, she continues to remind herself that they're still a family even in times of separation.

A Shelter in Our Car&nbsp;by Monica Gunning tells the story of Jamaican immigrants, a mother and her daughter Zettie, who have moved to America after Papa dies. But they cannot come up with the first and last month’s rent needed to move into an apartment. Mama looks for work every day while Zettie goes to school. Mama’s temporary work sometimes even earns enough that they can spend the night in a motel and sleep in a real bed.

This next book is not available on YouTube but has won a number of awards. This wordless picture book,&nbsp;I See You&nbsp;by Michael Genhart, depicts a homeless woman who is unseen by everyone around her – except for a little boy. Over the course of a year, the boy is witness to all that she endures. Ultimately, in a gesture of compassion, the boy acknowledges her through an exchange in which he sees her and she experiences being seen.

These children’s books all have lesson plans that can be found on the Internet, and could be used by Sunday School classes or youth organizations. Any age group would enjoy discussions about what people need to survive, obstacles faced by the poor, or about compassion. How about invisibility?&nbsp; Do we see homeless people? Do they want to be seen?

Poverty In Our Area: Children's books about homelessness

CHADRON – This month’s Chadron State College Food Pantry will include fresh produce for the first time, according to organizer Kate Pope. An anonymous donor is providing the produce to be distributed to CSC students on a first-come, first-serve basis. The Food Pantry will be in the Student Center Monday from 10 a.m. to 1 p.m. and Tuesday from 3 p.m. to 6 p.m.

Pope said student volunteers with The Big Event have committed to helping with the February and March events.

A Food Pantry of only pre-packaged bags will be March 8 from 10 a.m. to noon and March 9 from 3 to 4:30 p.m. in the Student Center for students staying on campus during the break when Dining Services is closed.

Choice style Food Pantries with a pre-packaged bags option will be March 15 from 10 a.m. to 1 p.m., March 16 from 3 p.m. to 6 p.m., April 12 from 10 a.m. to 1 p.m., and April 13 from 3 p.m. to 6 p.m. in the Student Center.

Each bag has approximately $18-20 worth of items and 79 bags were distributed at the January Food Pantry. Those interested in donating may do so by selecting CSC Food Pantry in the drop-down box at&nbsp;<a href="http://www.csc.edu/foundation/eaglesrise/" target="_blank">www.csc.edu/foundation/eaglesrise/</a>.&nbsp;Local businesses and CSC employees donated $2,500 to the Food Pantry through the Foundation’s Fall Fund Drive.

In October 2020, a food drive competition between the branches of First National Bank of Omaha in Chadron and Kearney harvested 1,700 food items, and a November drive on campus resulted in 325 food items. Pope said the food pantry has served 566 students since February 2020.

CSC community supports food pantry

CASPER, Wyo. (AP) — A Wyoming coal mine says it will shut down, making it the second mine in the Powder River Basin to announce this year that it’s closing. 

The Casper Star-Tribune reported that St. Louis, Missouri-based Arch Resources Inc. made the announcement Tuesday about Coal Creek mine.

 The company is transitioning away from thermal coal generation toward a type of coal used to make steel and other products. 

It says it plans to wind down operations at the mine near Gillette and begin cleaning up the site over the next two years. 

 The coal mines in the Powder River Basin produce about 40% of the nation’s coal, but production has declined.

Union Pacific today announced it received approval of its science-based targets determining how much and how quickly the company will reduce greenhouse gas emissions (GHG).

The Science Based Targets initiative (SBTi) approved the targets to reduce absolute scope 1 and 2 GHG emissions from its operations 26% by 2030 against a 2018 baseline.

"As the world seeks to improve environmental sustainability, it's critical for businesses to take action," said Chairman, President and CEO Lance Fritz. "Although we move freight in an environmentally responsible way, we will not be complacent about our operations' impact. We're proud to solidify our commitment through actions that also will enable our customers to reduce their carbon footprint and protect the environment."

SBTi independently assesses corporate emissions reduction targets in line with what climate scientists say is needed to meet the Paris Agreement goals – limiting global warming to well below 2°C above pre-industrial levels.

While Union Pacific works to further reduce its environmental footprint, it is important to note railroads already are one of the most fuel efficient means of transportation. Moving freight by rail instead of truck reduces GHG emissions by up to 75%. On average, Union Pacific moves a ton of freight 454 miles on a single gallon of diesel fuel.

"Committing to achieve our SBTi targets is just one piece of our railroad's overall Environmental, Social and Governance (ESG) strategy," said Chief Human Resource Officer Beth Whited. Union Pacific's science-based targets reducing emissions approved

RAPID CITY, S.D. (AP) — Rapid City police say they have arrested a 68-year-old man suspected of setting numerous fires in the last few months.

 Police say the man admitted during an interview on Monday to setting ablaze two garages on Dec. 6, a freight room on Dec. 31 and a garage on Jan. 23. 

The man is facing one count of first degree arson and three counts of second degree arson.

 Police say other charges are likely as the investigation continues.

 It’s not clear whether the suspect has been formally charged or whether he has a lawyer.

Dangerous wind chills continue throughout the week

LINCOLN, Neb. (NSP)-There’s still time to become a Nebraska State Trooper this year! The Nebraska State Patrol (NSP) will accept applications until Tuesday, February 16 at 11:59 p.m. for Camp 65, which begins in July and graduates in December.

“We’re looking for an exceptional group of men and women to join our team and dedicate themselves to serving communities throughout Nebraska,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Becoming a Nebraska State Trooper provides a wealth of career opportunities across our great state. You bring an attitude of service and we’ll equip you with the tools to live a life of service as a trooper or investigator.”

The recruits of Camp 65 will begin training on July 6, 2021 and will receive their badge of office on December 17, 2021. Recruits earn $21.00 per hour during the academy process and will receive a 13% raise upon graduation. Starting salary for troopers is $49,379 annually, with a pay-step advancement schedule and other pay incentives possible. Troopers also receive medical and life insurance, paid vacation, sick leave, and full retirement benefits.

At the NSP Training Academy, recruits will undergo 22 weeks of in-depth training to develop the skills necessary to serve as a trooper. The recruits also get the opportunity to interact with troopers and investigators performing the specialty job functions available throughout their career, such as Investigative Services, Carrier Enforcement, SWAT, Police Service Dogs, Community Service, and many more.

Applicants must be a United States citizen and at least 21 years of age by December 17, 2021, when they take the oath of office. Applicants must have a high school diploma or GED equivalence. Applications close soon for Nebraska State Patrol Camp 65

Nebraska is on the path to becoming the best state in the nation for military personnel and veterans. &nbsp;We’ve been instituting new policies that benefit military families and veterans and that connect them with leadership opportunities in the workforce. &nbsp;We want to encourage the veterans who live here now to stay in Nebraska and contribute their skills to grow our state.&nbsp; We also want to invite others to relocate or retire here.

One of our biggest areas of focus over the past couple of years has been giving our military families access to more job opportunities.&nbsp; For example, we expanded the hiring preference for the State of Nebraska to include spouses of service members. &nbsp;We revised regulations to allow military spouses to receive a three-year teaching permit in Nebraska with a valid out-of-state license.&nbsp; We also entered into the Enhanced Nurse Licensure Compact, which allows nurses to have one multi-state license.&nbsp; This makes it easier for military spouses to begin work in nursing after moving to our state.&nbsp; This year, I’m working with Senators Rita Sanders and Carol Blood of Bellevue on LB 389 to remove barriers that impede military spouses from being certified to teach in Nebraska.&nbsp;

We’re investing in the health and wellbeing of our veterans.&nbsp; The State has received grant funding from the United States Department of Veterans Affairs (USVA) to design and construct an expansion at the Eastern Nebraska Veterans’ Home (EVNH) in Bellevue.&nbsp; To be eligible for the USVA grant funding, the State was required to match 35% of the project’s cost. &nbsp;I included those funds in my 2019 budget, which the Legislature approved.&nbsp; The federal funds are allowing EVNH to add a net total of 24 private assisted-living beds along with space for a brand new Adult Day Health Care program.&nbsp; These additions will help us better serve and directly care for our state’s veterans and their families. &nbsp;

Last year, I worked with the Legislature to pass veterans tax relief.&nbsp; At my request, Senator Tom Brewer of Gordon introduced LB 153 to exempt 50% of military retirement income from state income taxation.&nbsp; The bill passed without a single vote of opposition, which signifies the great support for veterans here in Nebraska.&nbsp; I signed LB 153 into law in August.&nbsp;

Our work is making a difference. &nbsp;When I testified to the Legislature in support of veterans tax relief early in 2019, all of the states around us were adding military retirees while Nebraska was losing them.&nbsp; The latest report from the Department of Defense (DOD) shows that Nebraska’s military veteran retiree population has slightly increased. &nbsp;In November 2020, SmartAsset ranked Nebraska the #7 best state for veterans. &nbsp;That’s good evidence that we’re on the right track.

We’ve already taken several steps toward our goal of being the best state for veterans, and we’re just getting started.&nbsp; This year, we have an opportunity to finish the work we began on veterans tax relief in 2020. &nbsp;On January 29th, I testified in front of the Legislature’s Revenue Committee in support of LB 387, which would exempt 100% of military retirement income from state income taxation.

Across the nation, 30 states don’t tax military pensions—either because they don’t have personal income tax or they have special exemptions for veterans and military personnel. &nbsp;This includes five of our six neighbors: Kansas, Missouri, Iowa, South Dakota, and Wyoming.&nbsp; I’m supporting this same tax relief for the nearly 14,000 Nebraskans receiving military retirement benefits, including National Guard and Reserve retirees.&nbsp; We want to be the most appealing place for these civic-minded leaders to reside after retirement.

LB 387 is a priority bill to help build our workforce.&nbsp; Those who have served a full military career and retire in Nebraska add immense value to our businesses and nonprofits.&nbsp; Since many military personnel can retire after twenty years of service, they often finish their military service in their 40s or 50s.&nbsp; At this age, they’re actively looking to invest their wealth of skills in a second career or as a committed volunteer.&nbsp;

Military servicemen and women are accustomed to moving frequently, as often as every couple of years. &nbsp;The Department of Defense reports that military families move 10 times more often than civilian families.&nbsp; By the time they complete their military career, the men and women in the military have typically lived in several different communities.&nbsp; They can choose from among these locations when deciding where to retire.&nbsp; Given their mobility, we need to pursue additional strategies to retain them once they’re finished with their careers.

In addition to building our workforce, having a culture that’s friendly to veterans and military personnel is attractive to decision-makers.&nbsp; For instance, Nebraska is still pursuing U.S. Space Command headquarters.&nbsp; As part of its initial decision on where to locate the command, DOD evaluated how Nebraska compares to other states as a home for military families.&nbsp; When our state is considered for major projects like this, we want to be able to have the strongest resume possible. &nbsp;

Nebraska is on the path to becoming the best state in the nation for military personnel and veterans. &nbsp;We’ve been instituting new policies that benefit military families and veterans and that connect them with leadership opportunities in the workforce. &nbsp;We want to encourage the veterans who live here now to stay in Nebraska and contribute their skills to grow our state.&nbsp; We also want to invite others to relocate or retire here.One of our biggest areas of focus over the past couple of years has been giving our military families access to more job opportunities.&nbsp; For example, we expanded the hiring preference for the State of Nebraska to include spouses of service members. &nbsp;We revised regulations to allow military spouses to receive a three-year teaching permit in Nebraska with a valid out-of-state license.&nbsp; We also entered into the Enhanced Nurse Licensure Compact, which allows nurses to have one multi-state license.&nbsp; This makes it easier for military spouses to begin work in nursing after moving to our state.&nbsp; This year, I’m working with Senators Rita Sanders and Carol Blood of Bellevue on LB 389 to remove barriers that impede military spouses from being certified to teach in Nebraska.&nbsp;We’re investing in the health and wellbeing of our veterans.&nbsp; The State has received grant funding from the United States Department of Veterans Affairs (USVA) to design and construct an expansion at the Eastern Nebraska Veterans’ Home (EVNH) in Bellevue.&nbsp; To be eligible for the USVA grant funding, the State was required to match 35% of the project’s cost. &nbsp;I included those funds in my 2019 budget, which the Legislature approved.&nbsp; The federal funds are allowing EVNH to add a net total of 24 private assisted-living beds along with space for a brand new Adult Day Health Care program.&nbsp; These additions will help us better serve and directly care for our state’s veterans and their families. &nbsp;Last year, I worked with the Legislature to pass veterans tax relief.&nbsp; At my request, Senator Tom Brewer of Gordon introduced LB 153 to exempt 50% of military retirement income from state income taxation.&nbsp; The bill passed without a single vote of opposition, which signifies the great support for veterans here in Nebraska.&nbsp; I signed LB 153 into law in August.&nbsp;Our work is making a difference. &nbsp;When I testified to the Legislature in support of veterans tax relief early in 2019, all of the states around us were adding military retirees while Nebraska was losing them.&nbsp; The latest report from the Department of Defense (DOD) shows that Nebraska’s military veteran retiree population has slightly increased. &nbsp;In November 2020, SmartAsset ranked Nebraska the #7 best state for veterans. &nbsp;That’s good evidence that we’re on the right track.We’ve already taken several steps toward our goal of being the best state for veterans, and we’re just getting started.&nbsp; This year, we have an opportunity to finish the work we began on veterans tax relief in 2020. &nbsp;On January 29th, I testified in front of the Legislature’s Revenue Committee in support of LB 387, which would exempt 100% of military retirement income from state income taxation.Across the nation, 30 states don’t tax military pensions—either because they don’t have personal income tax or they have special exemptions for veterans and military personnel. &nbsp;This includes five of our six neighbors: Kansas, Missouri, Iowa, South Dakota, and Wyoming.&nbsp; I’m supporting this same tax relief for the nearly 14,000 Nebraskans receiving military retirement benefits, including National Guard and Reserve retirees.&nbsp; We want to be the most appealing place for these civic-minded leaders to reside after retirement.LB 387 is a priority bill to help build our workforce.&nbsp; Those who have served a full military career and retire in Nebraska add immense value to our businesses and nonprofits.&nbsp; Since many military personnel can retire after twenty years of service, they often finish their military service in their 40s or 50s.&nbsp; At this age, they’re actively looking to invest their wealth of skills in a second career or as a committed volunteer.&nbsp;Military servicemen and women are accustomed to moving frequently, as often as every couple of years. &nbsp;The Department of Defense reports that military families move 10 times more often than civilian families.&nbsp; By the time they complete their military career, the men and women in the military have typically lived in several different communities.&nbsp; They can choose from among these locations when deciding where to retire.&nbsp; Given their mobility, we need to pursue additional strategies to retain them once they’re finished with their careers.In addition to building our workforce, having a culture that’s friendly to veterans and military personnel is attractive to decision-makers.&nbsp; For instance, Nebraska is still pursuing U.S. Space Command headquarters.&nbsp; As part of its initial decision on where to locate the command, DOD evaluated how Nebraska compares to other states as a home for military families.&nbsp; OMAHA, Neb. (AP) — Nebraska officials expect nearly 70,000 doses of coronavirus vaccines to be available in the state this week as they continue to work to distribute more shots. 

The state said 69,600 vaccine doses total should be released in Nebraska this week, up from 61,750 a week ago. 

Most of those vaccines are being distributed through local health departments, but nearly 6,000 doses will go to a new program that is just getting started to distribute vaccines directly through some retail pharmacies. 

Across the state, officials have started to vaccinate people 65 and older and some workers who can’t do their jobs remotely.

PIERRE, S.D. (AP) — A South Dakota judge has tossed out a voter-approved constitutional amendment legalizing recreational marijuana.

 Voters approved the amendment in November despite opposition from Gov. Kristi Noem.

 Noem’s administration supported a legal challenge from two law enforcement officers who argued that the amendment was technically flawed. 

Marijuana supporters argued the lawsuit was an effort to overturn the will of the people. 

Lawyers expect an appeal to the state Supreme Court.

 Possession of small amounts of marijuana had been set to become legal on July 1.

CHADRON – About 70 students from Nebraska, Wyoming, and South Dakota attended the 49th&nbsp;annual High Plains Band and Choir Festival Feb. 1-2. at Chadron State College.

Students performed as part of the Honor Choir, directed by Dr. Joel Schreuder, the Guitar Ensemble, directed by Dr. Mckay Tebbs, the Percussion Ensemble, directed by Dr. Rick Puzzo, and the Woodwind Ensemble, directed by Dr. Michael Stephens.

Event coordinator Bobby Pace, CSC accompanist, said even though the college was not able to invite all students who qualified because of COVID-19 precautions, it is still an honor for all those selected based on successful auditions.

The following students were honored for being selected to the Honor Band or Honor Choir for three or four consecutive years. Students who did not attend are indicated by an asterisk.

LINCOLN, Neb. (AP) — Nebraska could spend up to $20 million a year to expand high-speed internet service in rural areas under a proposal backed by a diverse alliance of farm, business and school groups and championed by Gov. Pete Ricketts. 

The proposed grant program was pitched to a legislative committee Monday as an incentive for broadband providers to install service lines in rural areas where doing so isn’t financially feasible because the populations are too small.

 A 2019 report commissioned for Nebraska lawmakers found that many rural residents have at least one provider, but average speeds are slower than in the cities and there are fewer companies to compete and drive down prices.
