LINCOLN — Two big digital scoreboards that a Nebraska school district purchased with funds from a student nutrition fund and installed in a school gym were not an appropriate spend, a Nebraska Department of Education spokesman said Monday.

Nebraska State Auditor Mike Foley last week issued a scathing letter to the Chase County public school district in southwest Nebraska, calling out its use of about $125,000 from a nonprofit school food account for the pair of “massive video scoreboards.”

The school district, in response, said that it was confident that it “appropriately and transparently” bought the video display boards after consulting with the Nebraska Department of Education.

A law firm representing the district told Foley’s audit team in a letter that while the boards are used for sports, they also display nutritional information. The firm said the district has a longstanding practice in which students line up on the walking track of the gym, where the boards communicate nutrition information to students on their way to the cafeteria.

The law firm added, however, that the district was ready to take corrective action if directed to do so by either the State Department of Education or the U.S. Department of Agriculture.

Monday, spokesman David Jespersen, in response to a query by the Nebraska Examiner, said the State Department of Education will require the Chase County school district to provide quotes on three display monitors and notify the department of its choice. The department must approve.&nbsp;

“And the school nutrition program fund will be paid back less the approved amount based on the cost of the approved menu display,” Jespersen said in a statement.

“The original expense does not meet funding requirements for approval,” he said.

NE education officials weigh in on school district’s use of nutrition fund for gym scoreboards

Chadron, Nebraska – The Chadron State Foundation is excited to announce the launch of its annual Fall Fund Drive, aimed at rallying volunteers to support the students of Chadron State College. From Oct. 1 to Oct. 25, the Fall Fund Drive volunteers will look to inspire individuals and local businesses to join in the mission of providing scholarship support to CSC students and enriching the educational experience at Chadron State.

“We’re excited to engage the Northwest Nebraska community to support Chadron State and its students,” said Brandon Davenport, Development Officer at the Chadron State Foundation. “Regarding people’s philanthropic goals, I think everyone in our community can find a meaningful connection to CSC whether that’s a desire to place CSC graduates from the education program into local classrooms with as little student loan debt as possible, or supporting the economic viability of the college by attracting new students through scholarship support. There are many reasons to give.”

Donors to the Fall Fund Drive can choose where their donation is designated, allowing them to target their support where it’s meaningful to them. Last year’s Fall Fund Drive raised about $75,000 in scholarship support at CSC and over $30,000 in support of the college’s programs and initiatives.

Volunteer fundraisers from the community and CSC campus will work in teams and connect with potential donors during the Fall Fund Drive. ALLIANCE – Contestant and Little Sister applications are now available for the 2025 Miss Alliance and Miss Alliance’s Teen Pageant to be held Saturday, November 16, 2024 at 6 P.M. at the Alliance High School PAC.&nbsp; &nbsp;The Miss Alliance pageant is an official local pageant under the Miss America and Miss America’s Teen competition.&nbsp; It is designed to promote scholastic achievement, creative accomplishment, healthy living, and community involvement for America's young women.

The Teen pageant is open to all female 13-17 year old Nebraska residents (must be 14 by June, 2025).&nbsp; The Miss pageant is open to all female 18-27 year old Nebraska residents.&nbsp; (cannot be older than 27 by June, 2025)&nbsp;

The contestants are judged on personal interview, talent, evening gown, on-stage question, and health and fitness.&nbsp; There will also be a separate overall community service competition, audience choice award, and Miss Congeniality voting that do not count in the overall scoring.&nbsp; A silent auction will also take place during the competition.&nbsp;&nbsp; Along with scholarships, crowns and prizes, the winners of the pageant will compete for the title of Miss Nebraska and Miss Nebraska’s Teen in June, 2025.&nbsp;

Scottsbluff Police have been notified that Jennifer Cervantes was located in an area outside of our jurisdiction. Local law enforcement officers had physical contact with Jennifer and confirmed that she is okay.

On Sunday September 29, 2024, at approximately 2:42 pm, a&nbsp;report was made to the Scottsbluff Police Department regarding Jennifer Cervantes not returning to her mother’s home after working a shift at the Oasis night club the evening of September 28, 2024. &nbsp;She was seen leaving the club alone in her vehicle. The vehicle was observed traveling northbound from the 1800 block of Avenue B at approximately 2:50am.&nbsp; Jennifer did not make it to her destination (a residence in Scottsbluff).

Jennifer was driving a black 2007 Acura MDX (NE#21-C631) with a plastic cover on the back window. Jennifer is 5'7'', 130 pounds, with brown hair and brown eyes.&nbsp;

The NWS states any fire started can quickly spread with a wind gust and can be difficult to control. Temperatures for the coverage area range anywhere from the 60s to the near 80s. Vets, military get bonus hunt weekend added to waterfowl season

Formalized Traffic Incident Management (TIM) partnerships in the Nebraska Panhandle support NDOT and its safety partners progress in moving TIM initiatives forward to improve safety for all, reliability and efficiency on the roadway. This marks a major milestone in the NDOT program, which has been working for over a decade to advance TIM in targeted areas. 

“The signing of this MOU is a significant achievement for our TIM Program and a testament to the dedication of our first responders in the Nebraska Panhandle. Gary Premus was last seen at 1725 MT on 9/25/24 at 320 West 42nd Street in Scottsbluff. Gary is an 84 years old white male, 5'9, 290lbs, possibly driving a 1997 Buick Park Avenue, beige with Nebraska plate 21-P624. Gary is heavily reliant on oxygen and becomes disoriented when not on oxygen. He may be traveling to Fort Pierre, SD where he has other family.

WASHINGTON -- FEMA announced that federal disaster assistance is available to the state of Nebraska to supplement recovery efforts in the areas affected by the severe storms, straight-line winds, tornadoes&nbsp;and flooding from June 20 – July 8, 2024.&nbsp;

Public Assistance federal funding is available to the state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, straight-line winds, tornadoes&nbsp;and flooding in&nbsp;Boyd, Clay, Dakota, Dawson, Douglas, Fillmore, Holt, Howard, Lincoln, McPherson, Nance, Nemaha, Saunders, Scotts Bluff, Thomas&nbsp;and Washington Counties.&nbsp;

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.&nbsp;

Andrew P. Meyer has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Additional designations may be made at a later date if requested by the state and warranted by the results of further assessments.&nbsp;

Gov. Pillen Declares State of Emergency for Sioux County 'Bronco Fire'

The Supplemental Nutrition Assistance Program (SNAP) is designed to ensure that no one goes hungry. Formerly called Food Stamps, the SNAP program helps to feed around 42&nbsp;million Americans each month.

SNAP requirements have been changed recently to reflect the importance of work and responsibility. There are two sets of work requirements: general and able-bodied adult without dependents (ABAWD).

If you are age 16-59 and able to work, you probably need to meet the general work requirements to get SNAP benefits. The general work requirements include registering for work, participating in SNAP Next Step Employment and Training, taking a suitable job if offered, and not voluntarily quitting a job or reducing your work hours below 30 a week without a good reason.

You have met the general requirements if you already work at least 30 hours a week, meet work requirements for another program like TANF or unemployment compensation, take care of a child under age 6, take care of an incapacitated person, have a physical or mental limitation, are in an alcohol or drug treatment program, are in school or a training program at least half-time.

If you do not meet the work requirements, you are disqualified from getting SNAP benefits for at least a month, and you must meet the requirements before applying again. If you get back on SNAP, but then don't meet the work requirements again, you are disqualified for longer than a month, and you may be disqualified permanently.

If you are age 18-52 (54 after October 1), able to work, and don't have any dependents, you fit under the ABAWD work requirements.

Under ABAWD, you have to work or participate in a work program (like SNAP Next Step) at least 80 hours a month. Work can be for pay. It can be for something other than money, like goods, services, or housing. Or it can be as an unpaid volunteer.

There are plenty of volunteer opportunities in Box Butte County for people who fit under ABAWD. Several of these have been listed in a previous article. There is a form that must be signed to verify hours and work done.

If you don't log the necessary hours, you will lose your benefits after three months. To get SNAP again, you must meet the ABAWD work requirement for a 30-day period, or prove that you have met an exception and are excused. Otherwise, you need to wait until the end of your three-year period, when you’ll get another three months of SNAP benefits, then wait until the end of another three years.

You can be excused under ABAWD work requirements if you have physical or mental limitations, are a veteran, are homeless, are pregnant, have someone under age 18 in your household, or you were in foster care until your 18th birthday and are currently 24 or younger.

APD Utilizing Apple Emergency SOS Live Video

PRESS RELEASE Edward Welsh, a 2004 graduate of Chadron State College, was a guest speaker at Agate Fossil Beds National Monument this summer. Welsh, a park ranger at Badlands National Park since 2012, presented about a recently discovered genus of a small, hornless deer that he and his colleague Mattison Shreero researched.

Genus is the second tier of the taxonomical hierarchy used to classify organisms. The new genus is part of&nbsp;<a>families</a>&nbsp;<a>from</a>&nbsp;the Badlands, approximately 32 million years ago, and Agate Fossil Beds, roughly 20 million years ago. The two paleontologists named the animal Santuccimeryx in honor of their colleague and friend, Vince Santucci, Senior Paleontologist for the National Park Service. Santucci’s first National Park Service job was with Badlands National Park.

Some of Welsh’s other discoveries include a new species of a cat-like carnivore and locating one of only two fossilized insects discovered in the White River Badlands.

Welsh is interested in relocating historic field expeditions and finding some of the area's first iconic fossil sites. One site he wants to explore predates the first discovery of dinosaurs in the Western Hemisphere, which was established just a few years after the term dinosaur was coined.

“I've always been interested in animals, living and&nbsp;<a>extinct</a>. In high school, I thought about a career in wildlife biology or zoology, but realized that extinct animals were way more bizarre, interesting, and posed more questions to solve. Oddities have always appealed to me,” Welsh said.

Following graduation from CSC, Welsh worked for the Forest Service Office in Chadron for one year before enrolling in graduate school at South Dakota School of Mines and Technology in Rapid City, South Dakota.

Toward the end of his graduate program, Welsh accepted a position at SWCA Environmental Consulting, where he worked on multiple monitoring and mitigation projects for pipelines and engaged with seismic studies.

Welsh recalls a summer trip to Big Bend National Park with a colleague from South Dakota School of Mines, where they engaged in fieldwork at a dinosaur site. Towards the end of the trip,&nbsp;<a>Welsh</a>&nbsp;discovered a stash of fossilized eggshells, which led to additional visits to the site and motivated him to complete his first published work.

<a>His initial position was as a seasonal employee, but he had the opportunity to teach as an adjunct professor for the University of Wisconsin during the park’s offseason.</a>&nbsp;He taught General Physical Geology for freshmen and a comprehensive Paleontology course for seniors. Since then, Welsh has become the park's Educational Specialist.

While at CSC, Welsh was a part of the Geosciences Program and the Natural Sciences Club.

“These clubs helped expand my natural knowledge repertoire that serves well with the National Park Service,” Welsh said.

Having access to areas around CSC, Welsh has become an expert with local fossils.

“My familiarity with geologic and palaeontologic resources in the Chadron-Crawford area ties in with the resources at Badlands National Park, and this has carved a pretty unique niche for myself as one of the few experts of these local fossils from the middle of the Age of Mammals,” Welsh said.

Welsh enjoyed his time at Chadron State College. He appreciated his friends, classmates, professors, and opportunities. Welsh recalls mapping more than 300 tortoise fossils at Toadstool Geologic Park as part of a research project for the Natural Sciences Club.

CSC Alum Shares Prehistoric Research

PRESS RELEASE Three Chadron State College student percussionists, Josh Fernau of Chadron, and Cayden Carrasco and Lucas Booe of Sidney, Nebraska, plan to attend the Percussive Arts Society International Conference (PASIC) in Indianapolis in November. Nearly 6,000 students and professionals attended PASIC last year.

“It is a huge deal for percussionists. It is the biggest conference in the world. I went two years ago and it was an amazing experience,” Fernau said.

THE POWER OF ALLO’S ALL-FIBER NETWORK COMING TO MORRILL, NEBRASKA

LINCOLN, NEB. – Advocating on behalf of Nebraska Farm Bureau (NEFB) members across the state, NEFB Leadership Academy Cadets explained the vitality of a working Farm Bill to the Congressional Delegation during their national affairs trip to Washington, D.C. this week.

The visit capped off a yearlong leadership training program to help farmers and ranchers from across Nebraska with personal growth and development, public speaking skills, and training on how to advocate for Nebraska’s farm and ranch families.

“When Leadership Academy Cadets experience our government first-hand and interact with our elected officials, they can see the role they can play in making sure their right to farm and ranch stays protected,” said Jordan Dux, NEFB senior director of national affairs, who facilitated the Leadership Academy visit.

While discussion surrounding the Farm Bill continues, it remains one of the few opportunities legislators have to address the issues facing the agri-food value chain. Leadership Academy Cadets met with Nebraska’s Congressional Delegation and urged them to pass a bill that protects federal crop insurance and provides a needed update to many programs farmers and ranchers rely upon.

“The Farm Bill needs to at least continue to be extended which only provides a temporary solution to an ongoing problem. Knowing that I have a strong safety net to fall back on if my crop fails allows me to take a calculated risk when planning my crop for the year,” said Christopher Kuehn, row crop farmer and Leadership Academy Cadet from Kearney County.

In addition to advocating for federal crop insurance, Cadets recommended a legislative fix to combat the consequences of California’s Proposition 12 and Massachusetts’s Question 3. It is imperative that one state’s voters are not able to dictate food production practices for the entire country.

“As a livestock producer, ensuring the health and well-being of my livestock is my number one priority,” said Katie Nolles, cattle rancher and Leadership Academy Cadet from Holt County. “Having to change my safe production practices to meet the stipulations imposed by those removed from agriculture only hinders my ability to produce a safe, quality product for consumers to enjoy.”

Domestic workforce availability continues to be a concern for agriculturalists, making the H-2A program essential to carry out the everyday tasks in agriculture. In FY2023 alone, just under 4,000 H-2A positions were used in Nebraska. Though there has been growth in the program’s usage, it is still needlessly complicated and expensive to utilize this resource. After six straight years of exponential wage growth, agency overreach, and persistent congressional inaction, many agricultural operations, specifically small-to-medium-sized operations, are struggling to operate through this program.

“Passing the legislation that pauses the Adverse Effect Wage Rate for the H-2A at 2023 levels is crucial for the success of many agricultural operations,” said Dan Kristensen, row crop farmer and Leadership Academy Cadet from Kearney County. “Supporting H.R. 7046 and S. 874 will allow H-2A users to fairly pay their employees and ensure the long-term viability of their operation.”

Along with the Farm Bill and H-2A action, Cadets voiced their concerns about not extending the Tax Cuts and Jobs Act of 2017 (TCJA). The law that allows for reduced tax rates for farm and ranch businesses is set to expire in 2025.

“My operation would look very different without TCJA,” said Sam Gifford, Leadership Academy Cadet from Buffalo County. “Having tax code that provides certainty in an industry that is inherently uncertain allows me to continue to operate and grow my business.”

Last on their list of issues was the EPA’s proposed changes to federal pesticide regulations. These changes stem from a 2011 court settlement where EPA promised to make regulatory changes in order to better manage the regulatory relationship between crop protection products and endangered species. Unfortunately, the new proposed regulations could make it much more difficult for farmers to utilize many of the crop protection products they have come to rely upon.

“Farmers need as many tools as they can get in their toolbox when it comes to weed management. The changes EPA is proposing will make it much more difficult for me to use the products I need to kill weeds and help boost yields. This isn’t just about my producers’ bottom lines, this is about making sure we can continue to produce food, fiber, and fuel for our nation as well as the rest of the world,” Clade Anderson, a sales agronomist and Leadership Academy Cadet from Sherman County.

Besides visiting with Nebraska’s Congressional Delegation, the Nebraska Farm Bureau Leadership Academy met with officials from the New Zealand Embassy, House Agriculture Committee, Syngenta, and staff from American Farm Bureau.

September 22, 2024 (Arthur, Neb.)&nbsp;&nbsp;— The Nebraska State Patrol is investigating a crash involving two motorcycles that has claimed the lives of three people.

The crash occurred Saturday at approximately 12:35 p.m. MT. The Arthur County Sheriff’s Department requested assistance from NSP after responding to reports of a crash on Highway 61 south of Arthur. The crash involved two motorcycles. Upon arrival, rescue crews located two deceased individuals and a third person with life-threatening injuries.

Preliminary investigation has shown that the two motorcycles were traveling southbound together when one lost control and struck the other motorcycle. The rider of the first motorcycle, Jacob Byrd, 36, of Brownlee, and the passenger of the second motorcycle, Stephanie Rodriquez, 45, of North Platte, were pronounced deceased at the scene. The rider of the second motorcycle, Michael Laack, 52, of North Platte, was transported to Ogallala Community Hospital where he was pronounced deceased.

The crash occured during the Kal-Kan Scooter Memorial Poker Run.&nbsp;

NSP is conducting a full crash reconstruction investigation. Highway 61 was closed for approximately five hours during the on-scene investigation.

NSP has been assisted by the Arthur County Volunteer Fire Department, Arthur County Sheriff’s Department, Keith County EMS, Keystone and Lemoyne Volunteer Fire Department, Ogallala Police Department, Nebraska Game and Parks, and the Nebraska Department of Transportation.
