On 4-5-25, officers with Scottsbluff PD received a report of an incident at a local retail store that involved an individual masturbating in the aisles of the store. Security camera footage was obtained, and Kolten Weinkauf, 19 of Hartville, Wyoming was identified as a suspect. Police located him on 4-9-25, and he was issued a citation for Public Indecency.
