
Billy Joe Regan of Coupeville, Washington, passed away peacefully at his home on February 27, 2026, at the age of 83.
Billy was born August 10, 1942, in Alliance, Nebraska, to Joe Regan and Irene Regan (Hudson). He graduated from Alliance High School in 1960. He proudly served his country in the United States Navy for 27 years, including service during the Vietnam War and the Gulf War. Through dedication and leadership, he rose to the rank of Chief Warrant Officer Four, earning the respect of those who served alongside him and receiving numerous awards and commendations for his service.
After his military career, Billy continued to serve his community through his boat repair business, Burrows Bay Yacht Maintenance, where he was known for his skill, hard work, and willingness to help others.
Billy will be remembered for his strength, integrity, and the pride he carried for his family, his work, and his country.
He was preceded in death by his beloved wife, Paula Regan; and his parents, Joe Regan and Irene Regan (Hudson) of Alliance, Nebraska. He is survived by his sister, Judy Sutton (Regan); and his nieces, Jorene Hinton and Stephanie Mantooth (Clyde), all of Alliance, Nebraska.
Billy Joe's urn will be placed at Tahoma National Cemetery at the convenience of his family .

Billy will be deeply missed, but his legacy of service, strength, and devotion to family will live on in the hearts of those who knew and loved him.
