Dick was born on June 30, 1935, in Bayard to Henry and Amalia (Stricker) Reifschneider. He attended Bayard Public Schools and graduated from Bayard High School. After graduation, he enlisted in the United States Air Force and served honorably between 1957 and 1961.

He married Phyllis Propp on July 21, 1963, and the couple remained prominent in the Bayard Community for the entirety of their time living there. He worked for Chimney Rock Power until he acquired the Mobile Bulk Plant and Gas Station in Bayard, a business he ran for many years before selling it, although he remained employed there until his death. Dick served on the Bayard City Counsel, was a Morrill County Commissioner, and was instrumental in building the Bayard Golf Course. He was very involved in Bayard athletics, always rooting for the Bayard Tigers and following the sporting events of his nieces and nephews. Additionally, he was a tremendous fan of the Huskers. A true outdoorsman, he and Phyllis created many fond memories fishing and camping over the years. Dick also enjoyed working on antique tractors.

Survivors include his beloved wife, Phyllis, and numerous nieces, nephews, and extended family members.
