CHADRON, Neb. – On Tuesday, August 12, 2025, U.S. Senator Deb Fischer visited Northwest Community Action Partnership’s (NCAP) Early Head Start and Head Start Centers in Chadron to spotlight the critical role these programs play in supporting young children and their families.
During her visit, Senator Fischer met with educators, staff, parents and children to observe the classroom environment and discuss how federal support empowers local early childhood education efforts. NCAP staff emphasized the importance of these programs in providing foundational educational opportunities for children from low-income families, helping them build early literacy, social-emotional skills and school readiness.
“Head Start and Early Head Start programs are more than educational initiatives—they're lifelines for families,” NCAP CEO Brooke Smith said. “Investing in early childhood care ensures our kids have a stronger start and our communities thrive.”

“Head Start and Early Head Start play a strong role in helping educate Western Nebraska’s youngest. During my visit, I saw firsthand the dedication of the staff who serve children and families in the surrounding communities. I’m grateful for organizations like the Northwest Community Action Partnership that make this work possible,” said Senator Fischer.
Senator Fischer was able to see firsthand how early childhood initiatives help Nebraskans build a brighter future.
“We were honored to host Senator Fischer and show her the difference these programs make for families every single day,” said Brooke Smith, CEO of Northwest Community Action Partnership. “Our staff works tirelessly to give children the best possible start in life, and having Senator Fischer witness that firsthand reinforces the importance of continued investment in early learning.”
