
NORTHWEST NEBRASKA — The Solid Waste Agency of Northwest Nebraska (SWANN) is helping residents better understand its Ready-To-Serve program and the important role it plays in maintaining dependable solid waste collection and disposal services throughout the agency’s Northwest Nebraska service area.
In March 2026, SWANN’s fully represented Board of Directors unanimously approved moving the agency to a full-time Ready-To-Serve, or RTS, program. The change applies to city and village locations within SWANN’s service area and eliminated seasonal “snow-bird,” shut-off and absentee gap-service options. The Ready-To-Serve program and associated rates became effective beginning with July 2026 utility billing.
What Does “Ready-To-Serve” Mean?
A Ready-To-Serve charge is a fixed monthly base fee that helps ensure SWANN’s solid waste collection and disposal system is available whenever customers need it.
Like other essential community services, many of the costs involved in providing waste disposal exist whether a customer places trash out during a particular month or not.
Residential and commercial properties within participating city and village limits are therefore subject to the monthly Ready-To-Serve charge established by the SWANN Board of Directors.
The goal is simple: keep the equipment, facilities and collection system ready when residents and businesses need them.
What Does the Fee Support?
Ready-To-Serve funding helps cover the ongoing costs required to operate a reliable regional waste system, including:
Equipment and trucks: Maintaining SWANN’s fleet, waste containers and the equipment needed for local collection and disposal operations.
Service availability: Maintaining the infrastructure necessary to provide ongoing waste collection service, including regular twice-weekly dumpster collection.
Fixed operating costs: Supporting administrative, facility and operational expenses that remain in place regardless of how much waste is produced during a particular month.
Ready-To-Serve means the service is available when it is needed — whether that is for routine household and business waste, a major property cleanout or unexpected debris created by severe weather or other circumstances.
A customer does not have to produce or dispose of waste every month to receive value from the system. The Ready-To-Serve structure helps ensure the collection equipment, disposal capacity, facilities and employees are in place and prepared when that need arises.
