Northwest Community Action Counsel – now known as Northwest Community Action Partnership (NCAP) – was federally designated in 1965 as the agency to carry out anti-poverty work in northwest Nebraska as a private non-profit corporation with a 501(c)(3) status.  NCAP provides a broad range of community service programs designed to have a measurable impact on poverty.

The counties that NCAP serves are faced with numerous socioeconomic challenges and economic hardships. Without the services of NCAP, many people would go unserved, and it is apparent that those services are sorely needed.  Historically, NCAP has served Dawes, Sioux, Sheridan, Cherry and Box Butte counties. In 2015, NCAP expanded its weatherization services to the 7 counties of the southern panhandle, Banner, Deuel, Scottsbluff, Cheyenne, Kimball, Garden and Morrill.
