On July 28, 2026, officers with the Scottsbluff Police Department received a report of a juvenile who had stolen a vehicle and was believed to be driving within the city. Officers confirmed the vehicle had been reported stolen and began searching for the suspect vehicle, described as a silver 2011 Ford Fusion.
Officers located the vehicle and attempted a traffic stop. The driver failed to yield to emergency lights and sirens and fled. Due to the driver's known identity, juvenile status, and the initial risk posed by a pursuit, officers elected not to pursue at that time.
Through the course of the incident, officers determined the juvenile was intentionally returning to the area of the reporting party's residence. Rather than engage in an immediate pursuit, officers established a perimeter around the area where the juvenile repeatedly returned and made several attempts to safely disable the vehicle using tire deflation devices (Stop Sticks).
Despite these efforts, the juvenile's driving behavior continued to escalate. During one stop-stick deployment, the suspect intentionally drove directly toward a marked patrol vehicle occupied by an officer, narrowly avoiding a head-on collision. Based on the escalating threat to officers and the public, the decision was made to initiate a vehicle pursuit.
The initial pursuit was brief and was terminated after the suspect nearly collided with a parked trailer. The juvenile continued driving recklessly and again attempted to return to the East Overland area. Due to the ongoing threat posed by the driver's actions, a second pursuit was initiated. Officers had strategically positioned additional stop-stick deployments in the area, and the suspect vehicle successfully drove over multiple tire deflation devices.
The vehicle continued northbound on 1st Avenue at a high rate of speed while attempting to evade law enforcement. After the tires deflated, the vehicle came to a stop near East 23rd Street and 1st Avenue. The juvenile surrendered without further incident and was taken into custody.
The juvenile was subsequently transported to a juvenile detention facility and booked on multiple felony and misdemeanor charges including:
Assault on an Officer-2nd Degree
Disobey a Traffic Signal
Obstruction of a Police Officer-4 counts
Operating a Motor Vehicle to Avoid Arrest-4 counts
Speeding-21-35 MPH-4 counts
Theft of A Motor Vehicle
Use of a Deadly Weapon to Commit a Felony
Violate a Stop or Yield Sign-3 counts
Willful Reckless Driving-1st Offense-5 counts
