Traffic Stop leads to arrest of Chadron woman for methamphetamine possession

During the evening hours of July 27, 2026, Officer Colin Deines conducted a traffic stop on a vehicle driven by a driver he knew to have a suspended driver’s license. Officer Deines made contact with the driver and during his contact with the driver developed suspicion the driver may be under the influence of an alcoholic beverage. Officer Deines conducted a DUI investigation and as a result placed the driver of the vehicle, 28-year-old Blaine Rowland under arrest for Driving Under the Influence of Alcohol and driving while under suspension.

Officer Orsborn and K9 Sukey assisted Officer Deines with the investigation. During the DUI investigation, Officer Orsborn and K9 Sukey conducted a free air sniff of the motor vehicle driven by Rowland. K9 Sukey provided a positive indicator for illegal drugs being inside the vehicle. As a result a probable cause search was conducted resulting in approximately 3 grams of suspected methamphetamine being located on the person of a passenger inside the vehicle. The passenger was identified as 23-year- old Johanna Black Eyes and she was placed under arrest for possession of methamphetamine, a Class IV Felony.

Both Rowland and Black Eyes were transported to the Dawes County Jail. Bond was set at 10% of $2,000.00 for Rowland and 10% of $10,000 for Black Eyes.
