On April 26 at 12:12 a.m. emergency personnel responded to a one vehicle accident on 21st Avenue, south of 42nd Street near the Scottsbluff city limits.
"There were barricades at the intersection of 21st Avenue and E. 42nd Street at the time," Scotts Bluff County Sheriff Mark Overman said. "The road was closed due to electrical infrastructure repairs caused by a severe windstorm over the weekend. There was construction equipment on the roadway."
Deputies located a Dodge Ram truck that struck a parked semi-trailer that was in the roadway.
30-year-old Andres J. Gutierrez was driving southbound on Sugar Factory Road in the closed area and bypassed barricades.
Gutierrez was pronounced deceased at the scene.
"We are investigating excessive speed and alcohol as contributing factors," Overman said.
Seatbelts were not used is this accident.
Overman said next of kin has been notified.
The Nebraska State Patrol, Scottsbluff Rural Fire Department, City of Scottsbluff Fire Department and Valley Ambulance assisted with this accident.
